As resources are depleted in coal mines, isolated support pillars are often mined. Cemented paste backfill has been used to provide support during the mining of these pillars due to its safe and green mining characteristics. However, traditional cemented paste backfill mining has some shortcomings, such as poor adaptability to geological structure, leakage of paste during filling, imperfect roof-contact in partially backfilled areas, and insufficient roof strata support before the backfill reaches its design strength. This paper presents the results of a case study where L-shaped interval cemented paste backfill technology has been safely used to mine an isolated coal panel beneath existing surface structures. This backfilling method has the advantages of preventing paste leakage, improving the backfilled ratio, reducing surface subsidence, and strongly adapting to geological structure. During this field application, the setting pressure of the backfill shield reached 20 MPa, the compressive strength of the backfilling body reached 2.0 MPa, and the backfilled ratio reached 93.7%. Observational ground monitoring showed that roof-to-floor convergence in adjacent roadways ranged from 132 to 167 mm. No obvious fractures or separations in the overlying strata were observed by a borescope. The maximum surface subsidence was 342 mm, the subsidence factor was 0.136, and the damage to surface buildings was within Grade I (slight damage). This case study clearly demonstrates that the L-shaped interval cemented paste backfill method can be safely used to mine the isolated coal panel beneath surface buildings.

A paper was presented during the 1970 SME Fall Meeting on the Stinson Preparation Facilities by representatives of Beaver Creek Consolidated Cool Company and Heyl & Patterson, Inc. This paper summarized a combined approach to development of a flow diagram and selection of cleaning equipment required to produce a uniform metallurgical coal at maximum recovery with special emphasis on sulphur reduction. These facilities were located in the Elkhorn. Coal Fields of eastern Kentucky and, in particular, the area of Wayland, Knott County, Kentucky, where approximately forty-five- million tons of Elkhorn No. 3 coal could he recovered. The facilities incorporated a Bradford Breaker for reduction of the ROM coal to minus 1-1/2 x 0, 6000 ton-raw coal storage, preparation plant, water clarification and thermal drying facilities, clean coal storage and a 4000 TPH unit train loading facility.

INTRODUCTION TO COAL MINE PRACTICES To illustrate the trends and the proportions of the various methods used to mine coal underground, Fig. 1 is useful. However, of all the underground coal mining practices in the US, room-and-pillar mining still accounts for 96.5%. This percentage is divided as follows: conventional, machine cut-33.0%; conventional, hand cut -1.7% : and continuous mining-61 .8%. As was stated in Sec. 1, Chap. 7, the term "development" means different things to a coal miner and a metal miner. Though some of the ideas and concepts presented in the first two chapters of this section are valid for all types of mines, they apply particularly to mines using noncoal methods. In coal mines (and many other mines using coal mining systems) development refers to that phase of the mining cycle which advances several entries through the virgin seam, forming pillars by cross- cutting between the parallel entries. Because in the past, coal seams (as well as seams of potash, trona, oil shales, gilsonite, salt, and some uranium) have been much more uniform in their thickness, continuity, and quality, and because they often cover large areas, it has been possible to develop the room-and-pillar mine completely from a preplanned, systematic approach with a minimum of surface drilling information. As the better coal seams of the midwest and east are being depleted (or eliminated because of high sulfur), seams of poor quality and continuity will have to be mined. Also, seams that are not nearly so well known at greater depth will have to be taken as well as some of the steeply pitching and folded seams of the west. The American coal miner is only now feeling the need to do a much more complete job of prospecting the geology of the coal seams than he has ever done before. This is the only way that the risk of unknown rock conditions can be minimized. In many ways, surprises in the rock or coal seams are much more of a disaster to the coal miner developing a room-and- pillar mine than to his metal mining counterpart. Be- cause of the multiple entries, the complex set of the Federal Coal Mine Health and Safety regulations, and the totally dedicated design of coal mining equipment, coal mining systems do not have the flexibility to easily overcome changes in the seams mined or the rocks around them. Thus, if a wide parting of rock shows up unexpectedly in the middle of a coal seam entry being milled away by a continuous miner, it will either have to slowly "chew" through it, convert to a conventional mining system, or stop that particular entry. Likewise, if suddenly the coal disappears completely and in its place are the remains of an old creek bed, the "want" or "wash out" as it's called will usually have to be mined right along with the coal, by the same methods and with the same soft rock equipment, or the entry will have to be abandoned. For reasons such as these, coal seams today should be drilled from the surface just as thoroughly as the ore bodies in metal mines. Having once determined a more precise location of where the coal seams are located and which are suitable for mining, the engineer must still take a systematic approach to planning the mine as completely as possible. The initial series of entries must be planned to be driven either from the side hill portal or from the bottom of the shaft or slope. In either case, they should usually intersect the area close to the midpoint of the mass to be mined.

Santa Rosa is a mid-Tertiary, volcanic-hosted, bulk-mineable, open-pitable, heap-leachable, gold-silver deposit. It is the product of hydrothermal mineralization along an arcuate segment of a caldera collapse ring fault in a probable maar volcanic setting. This segment was later broken by radial faults. Gold occurs principally as electrum finely disseminated through intermediate tuffs, and associated with pyrite, at Santa Rosa. The nearby Alto de la Mina deposit displays stockwork silica-pyrite-gold in a tectonically and hydrothermally shattered andesite flow. Miocene epithermal mineralization was accompanied by central silicification and pyritization and more distal argillization. An andesite flow cap rock at Santa Rosa played a pivotal role as an upward permeability barrier. Highest gold grades and most intense alteration occur closest to the ring faults and immediately beneath the andesite flow. Supergene alteration effects on the gold distribution are minimal.

Historically, the treatment of orebodies for recovery of valuable constituents presents many processing challenges. In a time of heightened environmental awareness, the constraints placed on processing complex orebodies are becoming more and more pronounced. As such, established technologies are limited in their ability to fill the needs of these emerging sources of raw materials. A prime example of this is in processing PGMs from primary sources. Normally, this type of material is found in a nickel-copper-iron sulfide matrix. Typically, these materials are processed by established pyrometallurgical means. However, other options should be considered. Hydrometallurgical processes are available which offer advantages over pyrometallurgical methods. One of these is the nitrogen species catalyzed sulfuric acid pressure leach used industrially by Sunshine Mining and Refining Company. In 1990, laboratory work was undertaken in cooperation with Stillwater Mining Company to test PGM matte materials from the Columbus, Montana smelter. The initial results were very positive, and they led to a design to recover PGMs in a high grade residue and to recover nickel and copper as valuable products. Handling the iron and other wastes in an environmentally safe manner was also successfully investigated.

This paper presents in detail the procedures followed and the results obtained in order to determine the stiffness parameters of the calcareous marls found in the lignite mines in Ptolemais, Northern Greece. Triaxial tests were performed on representative samples of the inner burden marl and the marl which underlies the lignite bearing series of the region. The tests were conducted under drained conditions, with controlled loading (including an unloading-reloading loop), while the axial strain was measured externally as well as with displacement transducers mounted directly on the specimen (Hall Effect sensors). The geotechnical parameters obtained (i.e., cohesion, angle of friction, stiffness modulus, stress-strain relationship), were subsequently used for simulating the triaxial testing with the Plaxis finite element software. Simulation results are in good agreement with the experimental results. The resulting material model can then be applied to modeling the mobility that is expressed during the excavation of the open pit mines.

There are few organic ligands that can adsorb effectively on noble metals, especially gold, in aqueous media. Ligands containing sulfur and nitrogen donors are known to be the most effective. Dithiophosphorous acids, for example, are known to adsorb on gold under certain conditions and these, along with xanthates, are used traditionally to recover gold values by flotation from ores. These compounds, however, are not necessarily selective for gold since most of the associated sulfide minerals are also floated. Monothiophosphorous acids, on the other hand, were recently discovered to float gold values selectively from sulfide-containing ores in a mildly alkaline medium; thus the dicresyl monothiophosphate is now used commercially in a gold flotation operation in the U.S.

A small area in the Alabama Piedmont was studied to determine if metallic enrichment was associated with local magnetic anomalies. Cores from two holes in these magnetic anomalous areas have sulfide (pyrite, pyrrhotite, chalcopyrite) film on slicken-side and fracture surfaces. Two hundred and fifty soil samples were collected from the top of the "B" horizon on 1, 000 foot centers over the general trend of magnetic anomalies. Soil samples were leached with a 1:2. 7 mixture of HF and H2SO4 and the dilute filtrate analyzed for Cu, Pb, Zn, Ni, Co, Cr, Mo, and Cd, using atomic absorption methods. Concentration-value maps were prepared for each element. Small areas of anomalous concentrations were defined for Cu, Pb, Zn, Mo, and Ni. Some of these areas generally coincides with magnetic anomalies. Concentration values (ppm) range from: Cu 165.0 - 0. 5; Pb 265. 0 - 0.0; Zn 1386.0 - 43. 0; Ni 187.0 - 10.0; Co 207.0 - 6. 5; Cr 117.5 - 2.0; Mo 95.0 - 0.0; and Cd 32. 5 - 2.0. Studies of other magnetic anomalies appear warranted.

The Bradshaw Mountains of west-central Arizona cover an area of 1600 square miles and contain numerous old mines and prospects. The area has been geochemically sampled on a reconnaissance basis to relate mineralized areas to regional structure and rock types. Copper analyses of stream sediments have been classified and contoured to show the distribution of low background, high background, and low, intermediate and highly anomalous areas. Contoured results are compared to geology and known mines. Several prospecting areas are indicated.

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

Following an in-depth scenario and strategic planning exercise in 1997, Noranda's mine production goal was set at 500,000 tonnes per year of both copper and zinc metal within five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in our program but here is what we did first: Combined the exploration and business development groups Formed teams to search for and respond to opportunity Made our geologists more business minded and our engineers more optimistic Went global Set clear thresholds, farmed out the marginal properties, fast tracked the others Focused reconnaissance exploration where we had a clear competitive advantage Became a "flexible" partner to both juniors and seniors Is it working? A number of successes, near successes, and outright failures are discussed. The main result is a much higher rate of opportunity flux which is essential for success in the mining industry.

Smectite is a common impurity in the kaolins of Georgia. This impurity is harmful to the low-shear rheology of kaolin slurries in concentrations as low as a few weight percent. The deleterious effect of smectite on the low-shear rheology is due to the swelling of the mineral. Montmorillonite containing clays were treated to precipitate a compact brucite layer {Mg(OH)2} in the interlayer region of the expandable layer silicate mineral. This treatment forms a hydroxy-Mg-montmorillonite with characteristics similar to chlorite. This treatment effectively reduces the swelling capacity of the mineral and improves the rheological properties of kaolin slurries contaminated with smectite impurities.

In this work, we propose to implement machine learning methods for the automatic classification of mining-related seismic data. The approach retained for the classification is based on a Convolutional Neural Network (CNN) which has been tested and applied to two different mining datasets: the active ore mine of Garpenberg (Sweden), currently under exploitation, and the abandoned coal mine of Gardanne (France), where mining stopped in 2003. The first step of the approach consists in creating a well classified (manually) database of seismic signals separated in different classes as a function of the seismic sources. The selected database is then divided into two groups: train, containing the 70% of the signals, and test, which contains the remaining 30% of the signals within the selected database. The learning phase of the algorithm consists in creating a classification model based on the train group, which is further validated on the test group. The application of CNN for the automatic classification of Garpenberg and Gardanne seismic data shows, respectively, that about 88% and 98% of the seismic events of the two sites can be properly classified. These results demonstrate that machine learning could be a powerful tool for microseismic monitoring in mining and post-mining environments, which could be further extended to the whole automatic processing of seismic data, including signal’s classification as well as microseismic event’s localization.

Paques and Umicore have demonstrated the feasibility of biological treatment of the highly complex Hoboken wastewaters in a1 m3/h pilot plant at Umicore Precious Metals, Hoboken, Belgium. In the first step arsenic was precipitated from copper smelter effluent as As2S3using biogenic produced H2S. Other metals such as copper, lead and cadmium were also removed as MeS to concentrations well below the discharge levels. Subsequently, sulfate and nitrate were removed to low concentrations (<300 mg/l and < 5 mg/l respectively) in high rate engineered bioreactors. Sulfide produced in the sulfate reduction process was recycled to step 1 for metals precipitation. Selenite/selenate was partly removed in the sulfide precipitation step, whereas the excess was biologically reduced and removed as selenium to concentrations <0.2 mg/l.

In addition to classifying bulk material, vibration screens are commonly used in dewatering. However, the lack of a comprehensive physical theory of dewatering often leads to difficulties in the design and operation of the vibration screens. First, in this report, the dewatering of bulk material are shown based on a physical model. Because of tile oscillatory motion of the liquid in the bulk, the inertial force of the accelerated liquid and the dripping of water out of the bulk or screen must be taken into special consideration. The physical model put forward shows the effect of the various operations parameters of dewatering screens. A comparison between dewatering theory and practice are shown by measurements using coal, limestone, etc. Dewatering measurements conducted on a vibration screen demonstrated that different vibration frequencies and rates of acceleration lead to different residual moistures. Finally, the possibility of improving vibration dewatering is described.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone&apos;s welfare.&apos; Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island&apos;s resources are owned by Friday as in the case where they are under Crusoe&apos;s control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners&apos; own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Studies in eastern Ohio, northern West Virginia, and southwestern Pennsylvania determined whether subsidence caused by longwall mining influences soil moisture and tree growth. Soil moisture was measured both over new longwall panels and over an unmined control area throughout the growing seasons of 1990, a wet year when the panels were excavated, and 1991, a dry year. No significant effects of mining could be detected. Tree growth was studied in two pairs of woodlots. In each pair, one woodlot was located over a longwall panel excavated about 1980 and the other over an unmined area. Differences in tree growth between mined and unmined areas were neither significant (for most species) nor consistent in direction. The above results imply that if mining does have impacts they are likely to be highly site-specific and localized such as by disruptions of springs or soil slippage.
