"In an opencast mine explosives are used for fragmentation of rock. Inefficient use of explosive energy in an opencast operation produces excessive ground vibration, which is measured by peak particle velocity (PPV). To mitigate ground vibration, it is essential to develop a model to predict PPV. At present empirical models are used. These models are based on only a few input variables, hence they fail to take into account the effects of the myriad factors that cause ground vibration. Due to lack of explicit knowledge about the complex mine blasting system the scope of application of mathematical and statistical modeling techniques is limited. The artificial neural network (ANN) technique is a learning algorithm that can remove some of these limitations and can be applied to predict PPV. In this paper an ANN model is developed for prediction of blast vibration using 248 data records collected from three coal mines with diverse geomining conditions. The correlation coefficient between measured PPV and model output was found to be 0.96 and the average error percentage 11.85. The ANN model output was compared with the output of three empirical models that are widely used for prediction of PPV. The correlation coefficient between the PPV predicted by an empirical model and measured PPV data was 0.63 and the relative error percentage 38.47. This result demonstrates the superiority of the ANN model compared to empirical blast models. By using site-specific structural discontinuities as input the model performance can be further improved. Sensitivity analysis and 3D plotting were used to gain further knowledge about blast-induced ground vibration. IntroductionIn an opencast coal mine explosives are used for fragmentation of coal and overburden. If the explosive energy is not fully utilized it causes blast-induced ground vibration, which may damage nearby structures. Ground vibration is expressed as peak particle velocity (PPV). During different stages of mine planning and operation, it is necessary to use a ground vibration prediction model for blasthole design. Selection of the modelling technique is crucial. Mathematical and statistical modelling techniques have limited application because of the lack of explicit knowledge about the complex mine blasting system. Vogiatzi (2002) highlighted the problem of multicollinearity in case of statistical modeling techniques. Mutalib et al. (2013) stated that mathematical models are unable to capture the nonlinear relationship between several blasting-related parameters due to the complexity of the model input data. However, the difficulty involved in modelling complex blast vibration problems can be removed by adopting an alternative soft computing modelling approach. One of the soft computing techniques is the artificial neural network (ANN). Ragam and Nimaje (2018) developed an ANN model for predicting PPV using six input variables. Kosti et al. (2013) stated that the conventional predictors fail to provide acceptable prediction accuracy. They showed that a neural network model with four mine blast parameters as input could make significantly more accurate on-site predictions. Sayadi et al., (2013), using a database from Teheran Cement Company limestone mines, found that a neural network resulted in maximum accuracy and minimum error. Khandelwal and Singh (2009) developed an ANN model using 150 data records from an Indian coal mine with site-specific rock characteristics and geomining setting. Khandewal and Singh (2007) built a ground vibration prediction model for a magnesite mine using four prediction variables with 20 data records. Kamali and Ataei (2010) predicted PPV in the structure of the Karoun III power plant and dam using an ANN. El Hafiz et al. (2010) evaluated ground vibration predictors using data from a single-station seismograph at a limestone quarry in Egypt."

Knowing more about an orebody makes it easier to exploit it profitably. Many orebodies are made up of different rock types, alteration zones or mineralogical ensembles: oxides versus sulphides or facies with different metallurgical properties for example. Being able to model the spatial layout of these different facies is vital to good mine planning and management. Kriging cannot be used to generate numerical models of orebodies with complex geometric patterns because it gives too smooth an image. Over-smoothing has the meaning of changing the natural selectivity. Conditional simulations are required to do this kind of model respecting the natural variability: honouring the natural selectivity, dilution and ore loss. Standard geostatistical simulations cannot duplicate many of the complex spatial relationships seen in the earth sciences, such as differently orientated facies, sets of conjugate veins or ore types where certain facies cannot touch. After a presentation of the case study, it will be shown why traditional methods for simulating indicators like the sequential indicator simulations, or the truncated gaussian method, cannot be used to simulate it. Plurigaussian simulations are then introduced and shown to be more powerful than the previous methods in their range of application. This is confirmed by the case study treated; a Chilean copper deposit, for which the plurigaussian simulations are seen to respect the different orientations of the individual facies as well as honouring the facies seen in drill holes, and respecting the proportion of each facies even if this varies in space (e.g. increases or decreases with depth). Rare earth elements (REE) are present at concentrations of approximately 0.36 % in phosphogypsum stacks located in Phalaborwa, South Africa. The REE are present in the phosphogypsum in solid solution in the gypsum and as fluorine and aluminium rich precipitates. Recovery of the REE offers opportunities for valorization and reducing the environmental impact of the phosphogypsum waste. This paper presents the results of investigations into the leaching behaviour of rare earth elements and other impurities from phosphogypsum using aqueous sulfuric acid. The effects of acid concentration, temperature, residence time, and the influence of impurities were evaluated for their impact on the solubility of rare earth elements in a sulfate medium. It was found that a significant fraction of the REE can be leached from the phosphogypsum in a range of conditions much less severe than traditional hard rock rare earth processing conditions. The REE were leached at a sulfuric acid concentration of 110 g/l, temperature of 30°C – 40°C and a residence time of approximately 8 hours.

BEEDON AND C. J. JONKER* Dr Bleloch's paper has outlined the advantages of recycling stack-gas of low nitrogen content in the blast furnace. In the first instance it would appear to be extremely beneficial in controlling the hearth temperature and allowing a 100 per cent oxygen-blast to be used. On a second point however we have to disagree. It is claimed that heat is liberated in the combustion zones by the oxidation of CO to CO2 near the tuyeres and in the subsequent reduction of the CO2 by CO. The author has hypothesized as follows, and we quote: 'The C+CO2=2 CO reaction in the outer combustion zone at about 1 700°C is no longer endothermic due to loss of stability of CO2 and its consequent dissociation into CO and free oxygen.' This statement requires closer examination. If we consider the individual events occurring with the CO in the recycled topgas, with the oxygen in the blast and with the coke in the burden, as done by Dr Bleloch, the following heat considerations emerge. All heats of reaction are calculated from the enthalpy values of each reactant and product, as well as the temperature dependence of their molar heat capacities. (a) At the tuyeres: CO+1/2 O2-+CO2 . . . . . (1) CO, CO2 at 500°C; O2 at 25°C. ?H reaction = -65 000 cals/mole CO The reaction (1) is exothermic. (b) In the outer combustion zone: CO2+C?2 CO . . . . . . . . (2) C, CO at 1 700°C; CO2 at 500 0C. ?H reaction = -56 000 cals/mole CO Reaction (2) is endothermic. The overall heat gain of reactions (1) and (2) is ?H=+56 000 - 65 000= -9000 cals/mole CO i.e. the overall reaction is slightly exothermic, the amount of heat liberated is however smaller than suggested by Dr Bleloch. (c) The dissociation CO2+CO+1/2 O2 . . . . . (3) is a highly endothermic reaction at 1 700 0C, requiring 82 000 cals/mole CO2 to proceed to completion. Furthermore, this reaction (3) is energetically not favoured to proceed, as can be observed from the free energy-temperature relationship of figure (3), which favours the formation of CO2 at 1 700 0C. Hence direct dissociation of CO2 at 1 700 0C appears to be unlikely.* The concept of recycling topgas is however still intriguing from many other points of view. Apart from providing a very efficient method of hearth temperature control, it will create a much higher CO partial pressure in the stack. The metropolitan area of the Witwatersrand has grown up around the Witwatersrand gold mines. Most of the mines have now been abandoned, but deposits of waste material remain and have been surrounded, and in some instances covered, by urban and industrial sprawl. This paper describes the development of geotechnical measures for the abatement of air and water pollution from abandoned gold-residue dams in the Witwatersrand area. The measures include the stabilization of the surfaces of the dams to prevent wind and water erosion, the terracing of slopes to minimize erosion, and the construction of catchment walls and dams. The measures were developed in terms of the set of guidelines for environmental protection adopted by the Chamber of Mines of South Africa in 1979.

South Africa hosts some of the world?s largest known resources and reserves of minerals that are strategically important to the global economy. The country?s mining industry contributes significantly to the national economy in terms of gross domestic product, export earnings, corporate tax receipts, remuneration earnings, and employment. Platinum, gold, and coal are significant minerals because they make the largest individual contributions to these economic indicators. Several factors impact the cash cost performance of operations that mine these minerals, thus affecting the future sustainability of these operations, which are generally ?price-takers?. It is therefore important that the cash cost performance of operations for these key minerals is analysed. Commercially available industry cost curves can be used for such analysis. However, some companies may not be able to afford to purchase these curves. This paper presents a simple Microsoft Excel® algorithm for constructing the curves. It also demonstrates how the constructed industry curves were used to analyse the cash cost performance of South African mining operations for the three selected minerals for the period 2007 to 2011, which included the 2008 global financial crisis. The analysis revealed that the operations were affected by several global and local factors during the review period. A leaching model for gold ore that takes into account the impact of cyanide and oxygen concentrations as well as gold surface exposure on leaching performance is developed. Cyanide consumption is estimated by an empirical model that is a function of ore particles size distribution as well as cyanide, copper and sulphur concentrations. By the end of 2022, the south-eastern Copper Belt region of the Democratic Republic of Congo was host to more than 40 small, medium, and relatively large sized copper solvent extraction sites. To date, solvent extraction reagents supplied in this region have never exceeded 50% of ketoxime content. We generated laboratory extraction and strip isotherms and used these with the BASF IsocalcTM modelling software to assess the benefit of using higher ketoxime blends on the main metallurgical performance indicators such as copper recovery and net transfer. Pure ketoxime extractants combine a relatively low strip point and a decent loading capacity, which are most effective as the pH of the pregnant leach solution gets closer to 2.

"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."

Sulfide impurities in iron ore concentrates play an important role in designing pelletising and steel making plants. Therefore attempts are made to keep the sulfur content of the final concentrate produced by the plants as low as possible. Generally, in the beneficiation process of iron ore concentrate, the removal of sulfur is performed through magnetic separation systems, followed by reverse flotation. The sulfide content of the iron ore concentrates originated from two main sources, including pyrite and pyrrhotite. In this research, in order to compare the floating capability of these two types of sulfide minerals, two iron ore concentrates with different sulfide constituents, pyrite or pyrrhotite, were selected. Reverse flotation tests were done separately on these samples under similar conditions. Process parameters considered for the tests included pH (2, 4, 6, 8 and 10), collector consumption (150, 200, 250, 300 and 350 g/t) and frother consumption (40, 50, 60, 70 and 80 g/t). Potassium Amyl Xanthate (PAX) and Methyl Isobutyl Carbinol (MIBC) were the collector and frother used in the tests, respectively. For modelling and optimising process parameters, the Central Composite Design (CCD) method was applied to the test results. Empirical coded equations were obtained for responses involving weight recovery, Fe recovery, Fe grade and S grade. Finally, comparison of test results revealed that the elimination recovery of pyrite sulfides was far greater than pyrrhotite sulfides, and it was possible to remove 84% sulfur content of the pyrite sample compared to minus 30% for the pyrrhotite sample. "A mineral resource royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In South Africa, this payment is made to the State as holder of the mineral rights (The Mineral and Petroleum Resources Royalty Act of 2008). The principle purpose of this research paper is to identify if the State is benefitting from the mineral resource royalty by considering its impact on seven individual Witwatersrand gold mines.For this study, a simple financial optimiser model was created in Microsoft Excel that links the ore flow, block listing and the cash flow (excluding or including the cost of the mineral resource royalty). Mixed integer linear programing (the Excel Solver function) is utilised to optimise either profit or NPV (at 9% and 12%) by adjusting the cut-off grade.The impact on each of the seven mines mine was different but overall R7.9 billion is estimated to be paid in mineral resource royalty over their expected remaining lives. Due to the cost of the mineral resource royalty and increasing the cut-off grades, the total revenue decreases by R10 billion. A significant portion of this lost revenue would have been paid to the State in the forms of other taxation including company income tax which decreases by R2.8 billion. It is recommended that an industry wide investigation be conducted to determine if the resource royalty is adding to the State’s revenue, or destroying value including premature job losses. IntroductionTaxation of mining companies has become a very topical subject in the context of the postapartheid South African economy. There have been increasing calls for equitable re-distribution of mineral asset wealth for the benefit of all South African citizens and not just to an elite few. As part of the Mineral and Petroleum Resources Development Act (MRDPA) of 2002, the Mineral and Petroleum Resources Royalty Act of 2008 was introduced and came into effect in 2010 (South African Revenue Services, 2008). A mineral royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In the case where the holder of the mineral right is the State, then this payment is made to the State (Cawood, 1999). Studies on the potential impact of the mineral resource royalty on the minerals industry have been conducted during the formulation of the Act and subesquently. These include Cawood and Macfarlane (2003), who suggested a cap of no more than 3% (Cawood and Macfarlane, 2003), as well as Cawood (2011), who predicted rising cut-off grades and thus reducing mineral reserves. In 2013, Grobler completed a Masters in the Faculty of Economic and Management Sciences at the University of Pretoria and concluded that the impact of the mineral resource royalty on the economy is positive. She stated that the royalty has caused operating expenses to increase, but this does not appear to be significant. Furthermore, she stated that the royalty has not affected the way the mining industry operates (Grobler, 2014)."

Hulamin Rolled Products (Ltd) developed a high Mn and Si containing alloy, EN 4017 as a scrap consuming alloy from the waste generated in producing their range of clad products for brazing of inter alia automotive heat exchangers. The multifaceted composition of this alloy (Al -1.2 wt% Si -1.1 wt% Mn -0.2 wt% Mg-0.26 wt% Cu) suggested that it might display some degree of strengthening via precipitate formation of the Mg2 Si-types. The aging isotherms constructed showed that EN 4017 with 0.19% Mg reached a lower peak strength (YS~210 MPa and UTS~260 MPa)compared to the EN 4017 material with 0.43% Mg (YS~270 MPa and UTS~325 MPa). The higher Mg variant of EN 4017 was comparable with the age-hardenable reference alloy EN 6061. Selected area electron diffraction (SAED) studies proved that the microstructure of age hardened EN 4017 contained a combination of ß', ß" and U2 phase after being aged at 175ºC for 65 h. The general microstructure contained precipitate free zones as well as grain boundary Si films, although these did not lead to significant embrittlement. The role of Mn dispersoids in the fracture mechanism of 4017 is also discussed. The article will compare the behaviour of EN 4017 with that EN6061. "South Africa is a water-scarce country, rated as one of the 30 driest countries in the world. Worryingly, government expects water demand to outstrip supply as early as 2025. The South African government believes that substantial volumes of water can be made available through the reuse of treated mining-impacted water. Currently, however, large volumes of treated mining-impacted water are produced, often with no end use in mind other than discharge or disposal, when these treated effluents may have further uses in applications which are currently and unnecessarily using high-quality water. Treating the wastewaters to levels that meet ’fitness-for-use’ guidelines for alternative applications such as agriculture, sanitation, or industrial processes will reduce the treatment cost burden compared to potable water production. The primary conclusion of this review is that the most suitable option for re-using treated mine-impacted water is in agriculture, for irrigation of crops (food, forage, or energy crops), which currently and unnecessarily makes use of the majority of South Africa’s high-quality resources or potable water. Other findings include the realization that although guidelines and legislation for water re-use in South Africa exist and are readily available, they tend to be contradictory and confusing in many cases. It is imperative that these ambiguities and incongruities in the available guidelines and legislation for water re-use be clarified and updated swiftly IntroductionSouth Africa is a water-scarce country and is currently rated as one of the 30 driest countries in the world, with an average rainfall of 490 mm/a, approximately half of the global average. As an indicator of the degree of regional variability in South Africa’s water supply, it has been shown that 70% of all runoff is from approximately 20% of the land area. Regardless of the water scarcity faced in South Africa, our water conservation track record is poor, with an average consumption of 280 L/d per person, almost 60% more than the global average of 175 L/d per person. Around 40% of this allocation is utilized in watering lawns and gardens (Zhuwakinyu, 2017).The South African government predicts water demand to outstrip supply as early as 2025. On an international scale, the situation appears just as dire, with the United Nations High Level Panel on Water (HLPW) expecting a 40% water shortfall by 2030, which may affect up to 1.8 billion people based on current water demand trajectories (Zhuwakinyu, 2017)."

The research described considers whether the variability in coal material strength, as derived through a series of uniaxial compressive strength (UCS) tests, could be used to indicate the variability in coal pillar strength. The aim is to be able to use a distribution of UCS tests as input into the coal pillar strength calculation. This will allow the pillar design to be expressed in terms of a probability of failure rather than as the commonly used safety factor. To achieve this, the bulk strength factor associated with commonly used pillar strength formulae was replaced with a distribution of UCS results divided by an adjustment factor. The factor was determined so as to ensure that the resulting bulk strength does not deviate from the statistically determined bulk strength published in the original formulae. This approach enabled pillar strength distributions to be obtained using industry-accepted strength formulae, subsequently allowing for a probability of failure to be calculated for a specific pillar design. Using a regional coal material strength curve as a baseline, coalfields in which the coal is stronger than the regional mean can be identified and the pillar designs optimized. This is based on the stronger coals achieving lower probabilities of failure at similar safety factors. The research has considered actual UCS data from multiple mines in the Mpumalanga coalfields of South Africa, and has proved that the variability in material strength between coalfields could allow for some optimization using the proposed approach. Based on the data used in the study, a 2.78% increase in extraction could be achieved. However, further research will be required to validate the results of the study in an underground environment.

This paper describes some important aspects associated with historical underground measurements in South African gold and coal mines. Deformation measurements were used to confirm the use of elastic theory to simulate the rock mass behaviour in the Witwatersrand gold mines in the 1960s. Although a prominent time-dependent component of stope closure was measured as early as the 1930s, it was ignored owing to the benefit of adopting elastic theory. Neglecting the time-dependent response of the rock for many decades resulted in important aspects such as the effect of mining rate, the effect of advance per blast, and the need for enhanced design criteria not being explored. Recent work is only now starting to address this gap in knowledge. In-situ measurements of large coal specimens in the 1960s and 1970s indicated that a linear formula may possibly be a better approximation of coal pillar strengths. This alternative formulation was never adopted, however, as the power law strength formula was already deeply entrenched in the industry at that stage. In spite of these apparent failures to continuously generate and adopt new knowledge, a key lesson learnt is that major advances in rock mechanics will not be possible without careful monitoring of the rock mass behaviour in experimental sites. Areas requiring further research, such as pillar strength formulae for the Bushveld Complex and enhanced design criteria for the gold mines, can only be developed using extensive undergroundmonitoring programmes.

Underground mining in high rock-stress environments can induce unanticipated dynamic rockmass deformation, posing a serious risk to the workforce. Data collected by seismic networks are imperative for the design-as-you-mine process. Often an inappropriate assessment of the seismic hazard is done when unnecessary data are included in analytical techniques, particularly short-term time frames. Depending on the methodology or application of data analysis and interpretation, some of the information may not be relevant and even detract from the objective. By using the spatial event clusters associated with active workplaces to define the shape and size of the polygons for data selection for subsequent analysis, a problematic subjective component can be eliminated. The mining of tabular reefs in South Africa, be they gold- or platinum group metals, is very extensive, and underground workplaces are often widespread. Production stoppages are very costly, especially for marginal mines, so there is just cause not to evacuate an entire operation’s workforce following the occurrence of a large mining-induced seismic event. A rationale based on the damaging peak particle velocities (PPV) of the past seismicity can exclude the unaffected underground personnel and allow a quick orderly withdrawal where required. Micro-deformation may precede rockbursting, which can occur on-shift close to the workface. A mine-wide array of geophones suitable for the accurate location and analysis of seismicity may not be able to detect these higher-frequency emissions. Inexpensive but fit-for-purpose accelerometers, providing real-time, continuous measurement of acoustic rockmass deformation near the workplace, integrated through underground and surface communications networks, are shown to record ‘rock-talk’, clearly distinguishable from the instrument background noise, which can be in the order of hours leading up to an imminent damaging seismic event.

Efficient recovery of titanium from titaniferous magnetite ores continues to be a promising, yet unrealised opportunity, despite significant occurrences of titaniferous magnetite deposits worldwide and the existence of established industrial-scale practices. Current smelting processes only recover iron and vanadium, while the titanium is discarded in the waste slag. These slags are stockpiled and present massive environmental challenges, while still containing value as residual iron, vanadium and titanium. The complex mineralisation of these deposits does not allow for a significant opportunity to separate the titanium and magnetite minerals through normal physical upgrading processes. An upgrading process is therefore required to derive economic value. An efficient process technology could create an opportunity to unlock all three valuable commodities. South Africa’s Bushveld Complex, the largest known deposit of its kind in the world, is known for the high vanadium content but is also associated with relatively high concentrations of titaniferous magnetite. The quality of the Bushveld Complex was one of the drivers for the establishment of the Highveld Steel and Vanadium Company in the mid-1960s. The unfortunate demise of Highveld Steel and Vanadium created an opportunity to review current practices and evaluate the best available process for this complex ore in the context of the three elements of interest. Past and current processes, the nature of these deposits and the potential to recover titanium are assessed to highlight the potential of fluxless smelting of titaniferous magnetite to produce a titania-rich slag as feedstock to the pigment, titanium metal industry in conjunction with recovery of iron and vanadium. One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

Underground mining operations tend to have higher operating costs than surface mines. When metal prices decrease, profitability is jeopardized due to the high costs. Therefore, mining management harnesses new practices that increase operational efficiency. One way to manage this challenge is to invest in new mine planning practices. Stope layout optimization as a part of underground mine planning aims to identify a portion of the orebody in the form of production volumes (stopes) to maximize profit under roadway and stope dimension constraints. In this paper we propose a novel approach based on identifying ore-rich areas of the deposit and prioritizing their extraction through an iterative heuristic clustering approach. The proposed approach is compared with and validated by an exact method through a small mining example. The heuristics produced nearly identical results in a very short time. Finally, a case study was carried out using a larger data-set. The cluster-based iterative approach generated nearoptimal stope layouts in a computationally effective manner.

The increasing demand for rare earth elements (REE) in highly strategic sectors such as hybrid electric vehicles, renewable energy, communication technologies, and the defense industry has made REE production methods important. In recent years, studies on REE have increased rapidly; however there are many studies on REE, there are not enough studies in the literature on the economics of the beneficiation process. RE ores are generally leached after beneficiation by gravity, magnetic and flotation methods. In this study, direct leaching, attrition scrubbing and leaching, and flotation and leaching methods are evaluated economically based on the data for the Mountain Pass (MP) facility. According to the sensitivity analysis performed as a function of capital cost (CAPEX), operating cost (OPEX), and rare earths oxides (REO) recovery, REO recovery has the biggest effect on the process economies. Although the flotation method entails additional investment and operating costs, transportation and operating costs are significantly reduced result of the higher grade and recovery. The flotation method is more profitable, with larger NPV and IRR values and a shorter payback period.
