Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts. Alkaline combustion byproducts are gaining increased usage for acid mine drainage mitigation and abatement as research leads to a better understanding of their beneficial applications. Since January of 1997, Mettiki Coal Corporation has been injecting alkaline flue gas desulphurization byproducts from Virginia Electric?s Mt. Storm Unit #3 wet limestone scrubber into abandoned portions of the active Mettiki mine. This paper provides an overview of the key design, transportation, regulatory, and environmental issues faced in the project.

"Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidising agent. This work shows how the performance of pressure leaching circuits may be improved by optimising the configuration of autoclaves and the heat-removal method. The objective was achieved by creating an autoclave model by combining mass balances, energy balances and population balances. A base-case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity–increase options include circuits in which the additional autoclave is added in parallel, in series and in series with thickening between the two autoclaves. The copper extraction, productivity and cooling requirements for these options are compared. The series circuit with inter-stage thickening has the highest extraction and productivity, however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water and flash recycling. The flash-recycle option results in the highest copper extraction, and the quench-water option gives the lowest copper extraction. INTRODUCTION Background Copper sulfide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work. In the pressure leaching process, sulfide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidising agent, usually oxygen, is required to oxidise sulfide ions to sulfate ions. The oxidation of sulfur to sulfate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

"The Collieries Research Laboratory of the Chamber of Mines of South Africa is developing a coherent system of programs to aid in the full spectrum of activities arising in the planning of new as well as operating mining enterprises. It is the purpose of this paper to describe the design and application of two subsystems in the complex.One of these subsystems is an initial version of a production simulator. This program draws upon a model of a mining enterprise and simulates the operational and financial aspects of a set of alternative mine production plans.These plans are specified in terms of proposed sequences of operations. Details such as reserves, production rates, resource requirements and so on, are taken from the model.Physically, the model takes the form of a cross-referenced data base, maintained by means of a general file maintenance system which is another subsystem described.The paper concludes with a description and analysis of the first practical application of the two programs."

The stoping of platinum orebodies in the Bushveld has in the past been accomplished by using in-stope pillars to ensure stability of the workings. In the future, the use of continuous mining machines to mine the platinum orebodies is probable. It is not envisaged that such machines will cut in-stope pillars. This paper describes the alternative support systems that will replace the pillars and the stope geometries that will be required for this type of mining. The paper describes how the support resistance provided by in-stope pillars in current mining was determined and then evaluates support systems that can substitute for these pillars. Conceptual layouts based on existing breast mining layouts are presented. The layouts consist of panels of up to 100 m face length between rigid strike stabilizing pillars. A number of design charts are then proposed that allow for the design of appropriate support systems.

Mineral processing models have been discussed for many years but it was not until digital computers became available about 1960 that serious attempts at circuit simulation could be carried out. Even then the work was primarily academic until PCs could be used by engineers in plants and design offices in the mid-1980s. Since then simulation has moved quickly and it is now at the point that most processes can be simulated reasonably accurately for purposes of design and optimization. There are still some significant deficiencies, notably in dry grinding and separation, and in the chemical interactions in flotation. Future work will involve: ?improvements of existing models ?dynamic simulation for automatic control and, in particular ,for training which is a weak link ?using advanced simulation models to predict liberation and separation from data acquired from SEM-based liberation analysers. Eventually mineral processes models will be part of total simulation systems which will incorporate mining and downstream processes including all environmental impacts.

South Africa and Australia are the biggest suppliers of zircon sand to the international zirconium industry. However neither South Africa nor Australia is well known for zircon beneficiation. Geratech Zirconium Beneficiation Ltd (GZB) continued with additional research on sodium hydroxide (NaOH) cracking of zircon sand during 2002-2003. In 2003 GZB started extracting zirconium from zircon sand by means of NaOH cracking on a commercial scale. Experience has shown that temperature profile and atmospheric control inside the furnace is crucial for the beneficiation of zircon sand. Silica carryover to zirconium chemicals could result if a high temperature is used. Once the sodium silicate is extracted from the sodium zirconate and dissolved in hydrochloric acid, two distinct routes can be followed to precipitate various zirconium chemicals. The most common route is to precipitate zirconium oxychloride crystals (ZOC), with subsequent purification from all contaminants (crystal route). Less known is the process (liquid route) that involves the direct precipitation of zirconium basic sulphate (ZBS). This route will yield a less pure product, with contaminants such as silica and titanium. An important factor in this route is the prevention of silica gel formation, which could hamper final product filtration. For applications like paint drying (zirconium octoate) or antiperspirants (zirconium hydroxychloride) low levels of contaminants have no effect on the final product. The advantage of the liquid route is fewer production stages compared to the crystal route. The disadvantage of the liquid route is that the market for the products will be significantly smaller. The optimum solution could be a plant design that could cater for both routes. Another example of an application of zirconium chemicals is the use of ammonium zirconium carbonate (AZC) in the paper industry. Zirconium basic carbonate (ZBC) is dissolved in ammonium carbonate to produce AZC solution. AZC is used mainly in European countries in the paper industry. For example, carton boxes were initially produced with formaldehyde as the binder, however, it has now been replaced with AZC since formaldehyde is considered toxic. AZC reacts with the cellulose fibres in the paper to act as the binder. The resulting product is not toxic, and printing ink dries very quickly due to the porous paper structure. Other applications of zirconium chemicals involve the use of acid zirconium sulphate tetrahydrate (AZST), zirconium orthosulphate (ZOS), potassium zirconium carbonate (KZC), and zirconium hydrous oxide (ZHO). Fluoride-based zirconium chemicals like zirconium tetra-fluoride (ZrF4) and hexafluoro-zirconic acid (H2ZrF6) are used in the aluminium industry. Zirconium oxide (Zr02) can be produced from any of the abovementioned precipitated chemicals via a high-temperature decomposition process. The physical properties of such oxides can differ tremendously, depending on the final application. The fired density of sanitaryware is typically 5.8 g/cm3, compared to milling media at >6.1 g/cm3. The required fired density is achieved by controlling the precipitation and decomposition conditions for these two oxides. The same applies to stabilized and mixed oxides, for example where zirconium oxide acts as an oxygen carrier in fuel cells.

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

"The demand for energy has continued to rise worldwide in line with population growth. The majority of South Africa’s electricity is supplied by coal-fired power stations. The amount of fine coal (-2 mm) generated at coal processing plants has increased, due mainly to mechanized mining methods. Fine coal retains more water, which lowers its heating value.Drying the coal is costly and it is difficult to achieve the required moisture content. Consequently, coal fines are often discarded. An estimated 8% of the total energy value of mined coal is lost1.Fluidized bed technology is often used to dry coal thermally, but this method is expensive and has an adverse environmental impact. The objective of this study was to investigate the removal of moisture from fine coal (<2 mm) in a fluidized bed operated with dry fluidizing air at moderate temperatures as the drying agent. The effects of different air temperatures and relative humidity levels were investigated in a controlled environment. The study further investigated the influence of coal particle size on moisture removal.The drying rate was found to increase with increasing temperature. The relative humidity of the drying air had a more pronounced effect on the drying rate, even at temperatures as low as 25°C.. It became more challenging to remove moisture as the particle size decreased. The gain in calorific value was greater than the energy required to dry the coal samples, showing that a fluidized bed using moderately warm dry air is an energy-efficient drying technology. Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

Sowry for his successful steering of the Branch during its period of inauguration. Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

Anglo Platinum commenced commercial underground borehole radar (BHR) surveys during 2006 following a series of trial surveys using both the ?slimline? Geomole and Aardwolf systems. Current borehole radar systems comprise radio frequency transmitter ? receiver antennae operating at 30 -100MHz that measure the time taken for a transmitted pulse to traverse a rock volume and be received (Fig 1). The time taken can be converted to distance if the transmission speed of the pulse through the rock volume is known. The transmitted pulse may be reflected off a suitably orientated geological reflector (in reflection mode) or may be recorded in receivers located in other boreholes (cross-hole tomographic mode). In the Bushveld Complex lithologies, these radar systems have ranges of 30-50 metres in reflection mode depending on the electrical properties of local stratigraphic units. Both the Merensky Reef (MR) and the underlying UG2 have been shown to act as reflectors, which offer the opportunity of using BHR as an imaging or mapping tool. Reflection of the radar signal occurs wherever a strong contrast in dielectric constants occurs such as between norite and harzburgite or where chromitite stringers are present. [ ] Fig 1 Main elements of a borehole radar system Much experience has been gained in the practical application of BHR surveys in platinum mining. The value of a BHR survey is that it provides a continuous line of information to ?connect the dots? rather than a few discrete pierce points. BHR surveys can be used to mitigate risk in three crucial areas: ? Mine planning at the strategic as well as tactical level ? geotechnical evaluation of proposed shaft sites, detailed profiling or mapping of reef and disruptions of the reef such as faults, rolls and potholes; ? Mineral resource classification ? identification of structural discontinuities in orebodies affecting resource classification e.g. potholes and reef facies; ? Safety ? identifying areas with poor ground conditions that are often associated with faults, dykes and potholes.

Artificial neural networks (ANNs) have found their applications in the modelling of unit operations of mineral processing plants. In this research, laboratory-scale tests were conducted, using a three-inch diameter Mozley hydrocyclone. Main parameters included pressure drop at inlet, solid per cent, vortex and apex diameter were adjusted. The corrected cut size (d50c) and the flow rates of underflow and overflow were determined. Multi layers perceptron (MLP) feed forward network architectures were designed to predict the responses. The results showed a good correlation between experimental and network output, for corrected cut size and flow rates. Geotechnical tests were carried out within an area of the coastal sand dune cordon of northern KwaZulu-Natal which is currently being exploited through mining of heavy mineral sands. In situ and laboratory tests were carried out to assess the density, strength and stability of the dune sand material before and after mining. The most stable combination of sand (>63µm) and fines(<63µm) material was determined as well as the effects of compaction on the strength and permeability of the sand dune samples. In situ DCP and density tests showed that the sand dunes fall in density immediately after mining has taken place. However, settlement of the dunes occurs with time and the density increases within the top 2 metres, and particularly once the dunes become re-vegetated. Laboratory tests carried out showed that the dune sand with between 20% and 30% added fines had the highest shear strength and dry density, but the permeability was shown to decrease steadily with increasing fines up to 40% fines added. The addition of fines would result in steadily increasing water flow problems. Compaction of the dune sands was shown to significantly increase the density and the shear strength, but with a corresponding dramatic decrease in the permeability of the material. Slope stability analysis carried out on models of the dunes with increasing fines showed that the addition of fines increases the stability of the dune sands up to a peak of about 30% fines added, and compaction further increases the stability of the dune sands. Despite the benefits of compaction on the stability of the tailings dunes, the loss of permeability is thought to outweigh the benefits as well as the high costs involved. The stability of the tailings dunes greatly increases after re-vegetation. Compaction and densification of the tailings dunes may be necessary within the top 2 m interval if large-scale construction takes place on the sand dunes. Petrographic analysis was performed to understand the granular interactions of the sand and fines fractions, and the effect of the in situ weathering of the dune sands on the stability of the sand dunes. As the fines contents increase the gaps between the sand grains are filled, until a point where the percentage of fines begins to push the sand grains apart.

"Enterprises are faced with increasing economic competition and managers are obliged to look for methods that will ensure a competitive edge in their companies’ markets. These methods include managerial concepts that employ common sense and are low cost. One of these approaches is the KAIZEN methodology, of Japanese origin; kaizen means continuous improvement (CI) when translated. A mining company, despite some of its idiosyncrasies, is just an enterprise where the application of KAIZEN can be advantageous. The company investigated, OKD, is the only domestic producer of hard coal in the Czech Republic and operates four mines that produce 11 Mt of coal annually. The OKD management team opted for KAIZEN as their principal method of continuous quality improvement. This paper suggests ideas for development and application of processes that provide for continuing improvement of production and management. The authors have taken the OKD Company to be their benchmark in the field of mining activities. The paper also focuses on possible difficulties accompanying the introduction of CI sustainable methods. Three years of application of CI methods has increased the income of the company by almost US$38.1 million, which provides a strong argument for continued application."

Anglo American Platinum&apos;s Khomanani 2 shaft changed over from down-dip mining to breast mining in 2004. The changeover was made to ensure that production targets were met, as it was said that predevelopment for down-dip mining was not fast enough to sustain the required ore reserves; nevertheless, production performance did not increase as expected. In this study a trade-off was performed between down-dip mining and breast mining on the Merensky Reef at Khomanani 2 in order to find the most suitable method for mining the Merensky Reef. Data was gathered by means of a literature survey, underground observations, and interviews with personnel as well as data from various departments on the mine. The two mining methods were studied and then evaluated in terms of the following criteria: safety, mining rate, cost and other factors which were identified as the main drivers of the mine. A scaling system was used to rate the performance of the two mining methods. Analysis of the results shows that down-dip mining and breast mining have the same safety performance ratings. Breast mining has a better mining rate performance than down-dip mining. Breast mining was found to be costly in comparison with down-dip mining, which has a good cost performance rating. The overall ratings of the two mining methods are very similar, with down-dip mining achieving a rating of 76 and breast mining 75.5 out of an optimum 102. Khomanani 2 currently practices breast mining, and with such a slight difference in performance rating between the two methods, it will not be worth changing over to down-dip mining as production is likely to be adversely affected during the changeover. Down-dip mining does, however, have potential for improvement in its performance rating. Further studies focusing on the improvement of the mining rate performance for down-dip mining are needed to see if this potential can be realized. If significant improvement can be made in the performance rating for down-dip mining, a changeover to down-dip mining can be reconsidered.

Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

In dealing with transformational aspects, the South African Constitution aspires for a balance between attempts to broadly represent the country’s demographics in the way in which organizations are structured and the need to maintain the necessary skills to ensure continual retention of skills for optimum and efficient organizational performance. Through the Mining Charter, government aimed to redress gender and racial imbalances in the mining industry as part of transforming the demographic representation of mining companies to include black people, women, and people living with disabilities in all job levels up to top management. While the Constitution calls for an appropriate balance between demographic representation and competency, this aspiration for mining poses challenges for companies due to the proficient and competent skills needed in this industry. To this end, the South African mining industry has been subjected to substantial criticism from government regarding the slow progress of transformation. The mining industry justifies its slow pace of transformation by pointing at inconsistent, varying legislation and definitions governing transformation, limited skills available from historically disadvantaged groups, and cautioning not to compromise the sustainability of mining companies by marginalizing white males and white youth with the objective of addressing racial imbalances. This lack of understanding between industry and the government has led to considerable confusion regarding the accountability of stakeholders in transforming the industry. This article presents the perspectives of ten mining executives on transformation in the South African mining industry. The theoretical description of transformation, as well as other mining stakeholders’ interpretations of transformation. is presented. Qualitative data from interviews with mining executives demonstrates their understanding of transformation through rich descriptions, interpretations, and implications in their contexts. The findings demonstrate that transformation in the mining industry is not simply about race and gender, but about cultural change, a change in mind-sets, embracing diversity, equalizing rights and opportunities, and attaining social justice. Moreover, transformation is clearly a gradual process. The article concludes with a recommendation for the definition of transformation to be corroborated with the views of mining executives and that of the Constitution of South Africa. This will create an overarching, simplified definition of transformation that can be accepted and interpreted by all stakeholders.

Ferroalloy production is an energy-intensive industrial sector with significant CO2 emissions. In this paper the current situation in ferroalloy processes is discussed from the standpoint of global environmental issues, trends and development. Progress and data of ferroalloys production are frequently compared with the steel industry, which is a closely related sector and the main user of ferroalloys. Emission factors of processes and electricity production are examined as well as possibilities and future scenarios of how to diminish CO2 emissions. As a part of this study a questionnaire was submitted to experts in the field of ferroalloys worldwide to survey opinions on the ferroalloy industry today and in the near future (2020). Eighteen questions concerning raw materials, energy, environmental aspects, by-products and economic aspects were responded to by seventeen experts, the answers were analysed and conclusions were drawn.
