The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

Much of the technology and methodology extensively employed in current mining operations is in the mature phase of its lifecycle and, consequently, subject to the principle of diminishing returns. It is probable that future gains in productivity and safety of the magnitude essential for the sustained economic viability of the industry will be derived only from a determined technological development programme. The history of trackless mechanized mining, which represented a radical change in methodology in deep-level gold mines, is reviewed. The benefits and obstacles to the realization of the full potential are highlighted. Similarly, an overview is given of alternative mechanization developments in South Africa. In addition to the development and application of advanced technology, an envelope of operating parameters relevant to each methodology must be engineered to facilitate the site-specific selection of the most appropriate. Furthermore, a mechanism for the evaluation of cost effectiveness is essential to the decision-making process. The narrow, tabular orebodies of relatively low dip that are encountered in the South African hard-rock mining industry make the design and manufacture of a comprehensive range of stoping equipment extremely difficult. The machinery that has been available to date has demonstrated only limited site-specific success. The development of suitable machinery must necessarily be initiated and driven by the South African mining industry in collaboration with the major equipment manufacturers in the world.

This paper describes a study of the destination of the mercury that is present in the ore during the recovery of gold. It was found that over 96 per cent of the mercury passed through the process untouched. A small amount finds its way into cyanide solution, and is concentrated with gold in Zinc dust as Merrill precipitate. When the precipitate is calcined, the mercury is driven off and finds its way into the atmosphere. However, dilution of the stack gas in the atmosphere appears to be sufficient to prevent hazardous concentrations arising at ground level. No other significant concentrations of mercury were found at any stage of the process. The amount of mercury lost to the atmosphere by this mechanism appears to be less than 200 kg per year throughout the gold-mining industry in South Africa. Virtually no mercury vapour could be detected in the air in the smelt-house. Slight increases in mercury concentrations above background level were observed in soils around the reduction plants and in the discharge or return waters, but no environmental stress is anticipated from these increases.

The techniques used in this study of the non-oxidative dissolution rates of high- and Iow-grade nickel mattes in hydrochloric acid involved leaching and the use of a rotating ring-disc electrode. It was found that the rate of metal dissolution depends on the potential at which the matte dissolves, a maximum rate of dissolution being observed at -0,2 V to 0,3 V (relative to a saturated calomel electrode). The results are comparable with those obtained in work on the dissolution of synthetic nickel and iron sulphides. The adverse effect of excess sulphur on the rate of nonoxidative dissolution is explained in terms of the mixed potential of the reaction. The leaching studies showed the feasibility of processing a high-grade nickel matte by non-oxidative dissolution, and indicate that maximum rates can be obtained in the presence of fairly Iow concentrations of oxidant. A relative selective dissolution of iron can be obtained from the Iow-grade matte under reducing conditions, thus resulting in a significant upgrading of this material. The lift system is the main part in manganese nodule mining on the ocean bed. It connects the nodule collection system (miner) with the surface platform (mining vessel) and transports the nodules from the ocean bed to the surface. China started the research on lift technology in deep ocean mining in 1991, and a slurry pump hydraulic lift method has been developed for the nodule mining system. The detailed slurry pump hydraulic lift experiments have been undertaken with crushed nodules in the vertical pipe. The lift parameters to lift coarse particles in the lift pipeline have been discussed, including the pressure drop, the solid concentration, and the mixture velocity. The author of this paper not only took part in all these studies on the lifting technology, but was also responsible for some of this research. This paper will present the component parts of the lift system and the research results of coarse particle mixture flow in the vertical lift pipeline. The improved design of support systems and stoping strategies when changes in depth, stratigraphy, or mine layouts are considered must rely on the designer's fundamental understanding of the deformation mechanisms adjacent to underground openings so that he can extrapolate and predict expected mining conditions. This paper presents a numerical approach to the modeling of the growth and interaction of mining-induced fractures near the edges of deep tabular excavations in brittle rock. Fractures are represented by displacement-discontinuity elements that are allowed to propagate according to prescribed growth rules. This procedure is justified by the reproduction of several features observed in laboratory simulations of fracturing around openings in blocks of rock subjected to uniaxial and biaxial compression. An attempt is then made to explain some of the attributes of the fracture zone surrounding tabular stopes. Particular questions of interest are the sequence in which fractures form and are mobilized in front of the mining face, the effect of parting planes parallel to the plane of the excavation, and the distribution of stress parallel to the hangingwall and footwall.

Excessive build-up of methane and water pressures was identified as the leading cause of some Q/the roof falls in a coal mine in the eastern Transvaal. In order to characterize the migration of the methane and water into and around the mined coal seam, a laboratory investigation of the permeability of the roof strata was undertaken. The aim of the investigation was to correlate changes in the fades with changes in permeability to enable the prediction of possible zones of pressure buildup. The tests were carried out on samples from borehole core that had been obtained from the roof strata as part of the mine exploration programme. Permeability measurements were then conducted under atmospheric and triaxial-stress conditions. For the tests under atmospheric conditions, a modified Ohle cell was used and, for the tests under triaxial-stress conditions, a modified Hoek cell was used. The liquid equivalent permeability?s of the different samples were obtained by use of ASTM D4525- 85, and these were then used as a basis for comparison. Facies type, i.e. grain size, was found to have an influence on the permeability but, owing to the variable nature of the sediments, a range of permeability rather than a specific permeability value was associated with each type of Jades. The measured permeability was bound to decrease with an increase in gas pressure. The liquid equivalent permeability was bound to increase with an increase in grain size for the coarser-grained Jades, and to decrease with an increase in grain size for the finer-grained types. The application of an external stress regime to the sample was bound to reduce the permeability, but the amount of the reduction depended on the type of stress. The permeability was also found to depend on the recent stress history of the sample. The authors conclude that the methods described are useful for the correlation of facies type with permeability, but that the results are sensitive to changes in locality.

The advantages to be gained from the use of a high-density ion-exchange resin in a uranium recovery circuit are shown. It is concluded that, in existing fluidized-bed plants, the throughput of solution can be increased by up to 40 per cent at the same uranium recovery. Alternatively, the values in the barren solution can be improved at the same flow-rate of solution.

As coal mining often results in the generation of acid mine drainage (AMD), careful planning and management of the water on such mines is required. A colliery in Mpumalanga recently sponsored independent research into the pollution-ameliorating potential of a natural wetland that has been receiving AMD for at least two decades. Samples of the sediment collected in the wetland were subjected to nine stages of sequential extraction in a determination of the distribution of the metal species present. The samples were then analysed for aluminium, iron, and manganese. The concentrations of sulphate-reducing bacteria (SRB) were also determined. The SRB concentration was found to increase with distance downstream (away from the source of pollution). An analysis of the sediment speciation data indicated that metal immobilization may be optimal in areas where the organic adsorption of metals is at its greatest. The analysis also provided evidence of the biogeochemical improvement of the water quality as the AMD passed through the wetland environment. The metal species present did not correlate strongly with the SRB populations; nor did the soluble species correlate with the species formed over long periods of time.

The effects of nitrogen alloying on the corrosion properties of austenitic stainless steels were investigated by a combination of potentio-dynamic and surface analysis techniques. The results indicate that nitrogen undergoes the phenomenon of anodic segregation, affecting both general and localized corrosion resistance. Nitrogen alloying is found to be beneficial to general corrosion resistance in a de-aerated sulphuric acid solution, but to be detrimental in an aerated solution of sulphuric acid This phenomenon is explained in terms of an ammonium-ion polarization effect. Localized corrosion resistance is found to improve dramatically as a result of nitrogen alloying, the nitrogen improving the formation, maintenance, and stability of the passive film in environments that promote pitting various theories that have been proposed to account for these phenomena are discussed.

"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

To understand the effect of thermal loading from HLW on the groundwater flow nearby, the coupling of TH in an equivalent porous medium is studied. Results indicate that under given conditions the alteration of groundwater flow by decay heat is localized phenomena. More comprehensive studies are underway for THM coupling. Zum Verstandnis fur die Wirkung der thermischen Belastung von HLW in der Nahe von Grundwasserstrom, ist die Verbindung von TH in den entsprechenden porigen Medium erarbeitet. Die Ergebnisse zeigen, dass unter vorgegebenen Bedingungen die Anderung von Grundwasserstrom durch Zerfallwarme lokalisiert wird. Zusatzliche umfassende Arbeiten sind fur die THM Kupplung auf dem Wege. Pour comprendre l'effet du chargement thermique de HLW sur l'écoulement d'eaux souterraines tout près, l'accouplement du TH dans un milieu poreux équivalent est étudié. Les résultats indiquent que dans des conditions données le changement d'écoulement d'eaux souterraines par la chaleur d'affaiblissement est des phénomènes localisés. Des études plus complètes sont en cours pour l'accouplement de THM.

An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility, mainly due to its nebulous nature. If one glosses over technical operating flexibility the resultant mine layouts and schedules tend to be sub-optimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. This paper illustrates the nature of technical operating flexibility, reviews previous work on valuing operating flexibility and proposes how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility is quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. Slags of the system CaO-MgO-AI2O3-TiO2-SiO2at had been reduced in graphite crucibles for selected time Intervals were fully re-oxidized so that an assessment could be made of the rate and extent to which the titanium oxide had been reduced. The derived kinetic parameters were studied as functions of slag composition and temperature. The extent of reduction after selected Intervals of treatment could be correlated with the physical behaviour of the melt (in terms of viscosity and electrical resistivity).

This note considers the most fundamental concepts of support design for deep underground openings and discusses them briefly in the context of tabular stoping and deep hard-rock tunnelling. It concludes that the conventional re-bar, mesh, and lacing methods that have been widely used in deep gold mines are quite inappropriate for the support of highly stressed tunnels. The following is suggested as the criterion for adequate dynamic support: the energy absorbed by a support unit (yielding through some acceptable limited displacement) should exceed the kinetic energy generated by the mass of rock that is intended to be retained by that unit.

The Witbank/Middelburg Branch of The South African Institute of Mining and Metallurgy hosted a colloquium entitled 'Recent Mining and Metallurgical Developments in the Eastern Transvaal', at the Witbank Civic Centre on Wednesday, 25th September, 1985. An attendance of close on 300 delegates bore testimony to the popularity of the theme. Two well-attended cocktail parties were held at different venues on the evening prior to the Colloquium. These were hosted at the South African Coal Estates Recreation Club and Middelburg Country Club.

"The objective of the study was to determine the type and distribution of rare earth elements (REEs) in the phosphate flotation concentrate from the Esfordi flotation plant in central Iran, in order to understand their leaching behaviour. Samples of the concentrate were prepared and analysed using XRF, XRD, ICP, and EMPA. The Ce, Nd, La, and Y contents were 5608, 2227, 1959, and 679.7 mg/kg, respectively. The main REEbearing minerals in the concentrate are fluorapatite, monazite, and xenotime. Apatite is the chief mineral of the concentrate and the ratio of apatite to monazite is greater than 60. From EMPA analysis, monazite contains a much higher proportion of REEs than apatite, but more than 50% of the REE content of the concentrate is in apatite, as this is the main mineral constituent of the concentrate. During the leaching of REEs in the phosphoric acid production process, more than 99% of the total rare earth values report to the large amounts of phosphogypsum (CaSO4·2H2O) formed during the dissolution reaction. Accordingly, two process options are suggested for treating the Esfordi concentrate. In the first option, the concentrate is treated with 98% H2SO4 at 200–300°C. After digestion and water leaching, phosphorus and REEs are precipitated out of solution. In the second option, the concentrate is treated in a pre-leach stage. The process residue from the pre-leach stage is then subjected to acid digestion at elevated temperature for phosphoric acid production.IntroductionThe rare earth elements (REEs) comprise a set of 17 chemical elements in the periodic table, specifically the 15 lanthanides plus scandium and yttrium. REEs and alloys that contain them are used in devices such as computer memory, rechargeable batteries, cell phones, catalytic converters, magnets, fluorescent lighting, and many more (Krishnamurthy and Gupta, 2004). China supplies about 94% of the REE demand, with the remaining 6% coming from Russia and Estonia, the USA, India, Malaysia, and Brazil (Zhanheng, 2011). Increased industrial development in China has prompted the Chinese government to limit annual export quotas to approximately 35 kt of rare earth oxides (REOs), while non-Chinese annual demand is expected to reach 80 kt by the year 2015. This constriction of supply is being met by the development of many new rare earth mining projects, each of which has its own unique mining and processing challenges (Jordens, Cheng, and Waters, 2013). One of these projects is the Esfordi phosphate project, which is located in Yazd Province in central Iran. The concentrate from the Esfordi flotation plant contains 1.2–1.5% REEs."
