The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

ABSTRACT: The safe design of excavations created in a fractured rock mass is of paramount importance in rock engineering. Depending on the nature of the stress regime acting on an excavation, and the associated deformational behaviour of the rock mass surrounding the excavation, a number of potential failure mechanisms exist. These involve a combination of shear failure on existing joints, extension of critically oriented joints and propagation of new fractures through previously intact rock. Conventional numerical codes usually adopt either a continuum or discontinuum approach; this often results in significant over simplification and kinematic limitations particularly when modelling complex rock mass behaviour in the close vicinity of excavations. This paper describes the results from several case examples using a combined finite element-discrete element code, ELFEN that incorporates a crack propagation mode. Through the use of selected rock engineering examples, the authors demonstrate the potential of the code in the realistic simulation of complex rock failure both in underground and surface excavation applications. RÉSUMÉ: La conception sûre des excavations créées dans une masse de roche fracturée est d'importance primordiale dans la géotechnique. Selon la nature du régime d'effort autour d’une excavation, et le déformation associé de la masse de roche autour de l'excavation, il exsite un certain nombre de mécanismes potentiels d'échec. Ceux-ci comportent une combinaison d'échec de cisaillement sur les joints existants, la prolongation des joints d’orientation critique et la propagation de nouvelles ruptures dans la roche précédemment intacte. Les codes numériques conventionnels adoptent habituellement l’approche, soit d’un continuum, soit de discontinuum; ceci a souvent comme conséquence une sursimplification significative et les limitations cinématiques en particulier en modelant le comportement complexe de la masse de roche très proche des excavations. Cet article décrit les résultats de plusieurs exemples de cas en utilisant un code qui s’agit d’une combination d’élément discret et d'élément fini, ELFEN qui incorpore un mode de propagation de fissure. Par l'utilisation des exemples choisis géotechniques, les auteurs démontrent le potentiel du code dans la simulation réaliste de l'échec complexe de roche pour les applications aux excavations soit au fond soit à l’extérieure. ZUSAMMENFASSUNG: Das sichere Design der Aushöhlungen, die in einer zerbrochenen Felsenmasse verursacht werden, ist vom paramount Wert in der Felsentechnik. Abhängig von der Natur des Druckregimes, das auf einer Aushöhlung und dem dazugehörigen deformationalen Verhalten der Felsenmasse umgibt die Aushöhlung fungiert, bestehen eine Anzahl von möglichen Ausfalleinheiten. Diese beziehen eine Kombination des Scherausfalls auf vorhandenen Verbindungen, Verlängerung der kritisch orientierten Verbindungen und Ausbreitung der neuen Brüche durch vorher intakten Felsen. Herkömmliche numerische Codes nehmen normalerweise entweder ein kontinuum oder discontinuum Annäherung an; dieses ergibt häufig bedeutende Übervereinfachung und kinematische Beschränkungen, besonders wenn es kompliziertes Felsenmasseverhalten in der Nähe der Aushöhlungen modelliert. Dieses Papier beschreibt die Resultate von einigen Fallbeispielen mit einem kombinierten begrenzten Element - getrennten Elementcode, ELFEN, das einen Sprungausbreitungmodus enthält. Durch den Gebrauch von vorgewählten Felsentechnikbeispielen, demonstrieren die Autoren das Potential des Codes in der realistischen Simulation des komplizierten Felsenausfalls bei Anwendungen für beide Tagebaue und Untergrundsaushöhlungen.

A portable, stand-alone instrument especially designed for recording strong ground motion was used in this study to create a large database of peak particle velocities measured underground. A total number of 39 sites located in stopes mining Carbon Leader and Ventersdorp Contact Reefs were investigated. Peak particle velocities whith values up to 3 m/s were recorded at some sites. The data recorded on the skin of the excavations were compared to the data recorded by the mine seismic networks to determine the site response. The maximum site response was obtained for source radii of between 5 m and 30 m and events locating within 200 m of the site. The extreme values of peak particle velocities were obtained in cases were the face-area lay within the source radius. Un instrument portable unique spécifiquement conçu pour enregistrer les mouvements dynamiques des terrains, a été utilisé dans cette étude pour créer une base de données importante sur la vélocité maximum des particules, mesurée en souterrain. Un nombre total de 39 sites situés dans les excavations exploitant les récifs appelés ‘Carbon Leader et Ventersdorp Contact Reefs’, a été investigué. Une vélocité maximale avec des valeurs allant jusqu’ à 3 m/s a été enregistrée sur certains sites. Les données enregistrées sur le bord de l’excavation ont été comparées aux données enregistrées par les réseaux séismiques de la mine pour déterminer la réponse du site. La réponse maximum du site a été obtenue pour des sources de rayons entre 5 m et 30 m et des évènements situés dans les 200 m du site. Les valeurs extrêmes de vélocités maximales ont été obtenues pour les cas où la zone de face se trouve à l’intérieur du rayon de la source. Ein mobiles, alleinstehendes Instrument, speziell entworfen um starke Formationsbewegungen aufzuzeichnen, wurde in dieser Studie verwendet um eine große Datenbank von Partikelspitzengeschwindigkeiten, die Untertage gemessen wurden, aufzuzeichnen. Eine Gesamtanzahl von 39 Aufstellungsorten in den Schichtabbauorten vom Carbon Leader und Ventersdorp Contact Reef wurden untersucht. Partikelspitzengeschwindigkeiten mit Werten bis zu 3 m/s wurden an einigen Standorten aufgezeichnet Die an der Oberfläche des Grubenraumes aufgezeichneten Daten wurden mit jenen Daten verglichen, die vom seismischen Netzwerk der Grube notiert wurden, um die örtliche Reaktion des Standortes zu bestimmen. Die maximale Standortreaktion wurde für Ursprungsradien von zwischen 5 m und 30 m erhalten und Ereignissen die sich innerhalb von 200 m vom Standort befanden. Die extremen Werte der Partikelhöchstgeschwindigkeiten wurdenin jenen Fällen erreicht wo sich der Abbaubereich innerhalb des Ursprungsradiuses befand.

A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

This paper provides a new approach to optimize the production planning in underground mines by means of evolutionary algorithms. Firstly, genetic algorithm is used to reach the global optimization in planning. Then, evolutionary programming is employed to obtain the partial optimization for each year. Existing processes for the recovery of platinum group metals (PGM) from UG-2 ores place stringent requirements with regard to chromite content upon feed material to the plant. An alternative hydrometallurgical process for which this is not an issue is proposed that involves reductive roasting of the ore followed by leaching with HCl/chlorine, ion exchange, and recovery of PGM from the ion exchange eluate by reduction. Problems associated with leaching of PGM are discussed and results of laboratory testwork for each of the process steps are given.

The Gordonsville Operation of Pasminco US Inc. along with the Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech studied, developed and implemented a pilot scale hydrometallurgical facility for the industrial recovery of germanium and gallium. This paper describes the joint testing and engineering program that culminated in this successful process. 1. Introduction The Pasminco US Inc. (PAS), Gordonsville Operation, has been producing zinc concentrate continuously since 1975. Within the zinc concentrate, several byproduct elements were found to be significantly concentrated including gallium and germanium. The gallium and germanium replace zinc and other metals within the crystal lattice structure of the zinc mineral (sphalerite) and are concentrated in the same manner as the zinc mineral. This concentrate is then sent to the Pasminco Clarksville Zinc Refinery for further processing. Within the hydrometallurgical zinc-processing plant at Clarksville, a residue is formed that contains a majority of the impurities that would otherwise contaminate or hinder the zinc process. Approximately 5,000 tons of residue is formed annually containing approximately 0.80% gallium and 0.60% germanium along with significant quantities of iron, zinc, silica, and lead. Pasminco currently sells this residue for the germanium value. Until recently, no revenue for the gallium was obtained from the sale of the residue.

Open cast mining has been practiced in South Africa since the late1970s under near ideal geotechnical conditions. In the past decade, with the exhaustion of the traditional South African coal fields, geotechnical conditions have deteriorated. In addition, the nature of the open cast coal mining industry is changing from the conventional strip mining of virgin coal seams to the extraction of underground coal pillars by buffer blasted highwalls. These industry changes have resulted in the need to re-examine the manner in which geotechnical engineering is applied to highwall design. This paper proposes a geotechnical design rationale for open cast highwalls. Furthermore, the rationale takes cognizance of the various geotechnical hazards associated with conventional strip mining and pillar extraction by buffer blasted highwalls. The need to use geotechnical domain models and blasting geotechnics, as proactive tools for rock fall reduction, are also discussed.

In this Spotlight, Richard Beck, Holder of the Regional Development Portfolio, gives the aims of the Institute's branches, with a short note on each branch prepared by the regional chairman. Aims of the Branches: The primary aims of the Branches of The South African Institute of Mining and Metallurgy are those of the Institute itself: to further the interest of its members, to uphold the status of the mining and metallurgical profession, and to promote the image of mining and metallurgy. Beyond these 'high' objectives, the branches have a special function in providing a more intimate relationship between the Institute and its members. The branches enable members who live outside the Johannesburg area to participate in the affairs of the Institute to an extent that would not otherwise be possible and that they themselves can define. This is achieved through the holding of social events, colloquia, and visits.

The Modified Zincex® Process, developed by Técnicas Reunidas, is highly flexible dealing with a wide range of pregnant leach solutions. No matter if those solutions are produced from primary or secondary raw materials, and/or are based on conventional leaching, pressure leaching, heap leaching or bio leaching the result is always high-purity zinc product. The zinc solvent extraction unit within the process is a very effective barrier for impurities and a buffer for the composition of the pregnant liquor. This unit achieves an extremely pure aqueous extract that can be converted into different final products. All of them are characterized by fulfilling the highest purity standards. Also, there is the possibility to adapt the global process to a wide range of pregnant liquor compositions and various production capacities up to a zinc production limit over 150 000 t/a with a single solvent extraction plant.

The theme of this Congress, Resources and Technology', is appropriate for discussions on the ways and means of going forward in the minerals industry to create the employment and wealth so sorely needed in this region. The technical programme will give mineral industry professionals from different parts of the world the opportunity to share experience and expertise for the purpose of making operations more productive, safer and environmentally acceptable to the world at large. Delegates will be exposed to current technical developments by means of 133 papers prepared for the congress: 30 on geological subjects, 45 on mining, 29 on extractive metallurgy, and 29 in the field of metals technology.

This paper describes developments in ferro-nickel furnace technology, specifically improvements to cooling methods, furnace controls, and high voltage furnace operating regime. The evolution of these technologies is briefly presented, as context for describing the current state of the art that has enabled ferro-nickel furnace operation at over 75 MW and specific energy consumption of less than 400 kWh/t dry ore. Examples from existing operations are used to illustrate present best practices, and potential future trends are discussed. The paper begins with an overview of the fundamental aspects of pyrometallurgical treatment of lateritic ores that drive ferro-nickel furnace design. Furnace wall cooling methods are related to the requirements resulting from specific furnace process conditions, including slag and metal compositions, as well as arc and bath power. The benefits of high productivity and low specific energy consumption resulting from high voltage (shielded-arc) operating practice are discussed, along with the furnace controls and electrical power train that enable such operation even with captive power generation.

An original concept of JRC-diagram that can evaluate JRC and its size-effect by using a fractal model was proposed. In order to confirm the applicability of the JRC-diagram, first, JRC of the tensile fracture surfaces of a granite and a sandstone were evaluated by both the JRC-diagram and Barton's JRC-profiles, and then, it was compared with the JRC inversely calculated from the peak shear strength that is obtained from the shear test for each fracture using Barton's empirical equation. As a result, JRC evaluated by the JRC-profiles was much smaller than the inversely calculated JRC. On the other hand, it became clear that JRC evaluated by the JRC-diagram is almost the same with the inversely calculated JRC, if the size of interlocking is evaluated correctly. Therefore, for the JRC evaluation, it is thought that the JRC-diagram is more applicable than the JRC-profiles. Als ein neues Verfahren zur Bewertung des Rauheitsindexes JRC für die Bruchfläche von Felsenschichten anhand eines fraktalen Modells, wobei auch der Maßeffekt berücksichtigt wird, wird ein JRC-Diagramm vorgeschlagen. Um die Angemessenheit der Bewertung vom JRC mit diesem JRC-Diagramm festzustellen, wurden die JRC-Werte an einer Bruchfläche zwischen Granit und Sandstein sowohl mit dem JRC-Diagramm als auch mit dem herkömmlichen JRC-Profilverfahren bewertet. Anschließend wurden die durch die beiden Verfahren ermittelten Werten mit den JRC-Werten verglichen, die von den Schertestergebnissen mit Hilfe von Bartonschen Erfahrungsformel zurückgerechnet werden können. Daraus ergab sich, daß das JRC-Profilverfahren ziemlich kleinere JRC-Werte gibt als bei der Zurückrechnung, während die JRC-Werte durch das JRC-Diagramm unter entsprechender Bewertung des Ineinandergreifungsmaßes an der Bruchfläche beinahe gleich sind wie die zurückgerechneten Werte. Diese Tatsache weist darauf hin, daß das JRC-Diagramm eine bessere JRC-Bewertungsmethode als das JRC-Profilverfahren darstellt. Nous avons proposé le diagramme JRC, nouvelle méthode d'évaluer JRC qui est un indice de rugosité superficielle d'une fracture de roche à l'aide du modèle de fracturation, compte tenu de son effet d'échelle. Pour vérifier la validité de JRC évalué au moyen de ce diagramme, nous avons évalué JRC d'une fracture de roche, granite et grès, par le diagramme JRC et le profil JRC, méthode conventionnelle, et les résultats ainsi obtenus ont été comparés avec la valeur de JRC calculée en sens inverse à l'aide de la formule empirique Barton sur la base des résultats de l'essai de cisaillement des fractures. Il en résulte que la valeur de JRC obtenue par le profil JRC était assez faible en comparaison avec la valeur calculée en sens inverse alors que celle de JRC obtenue par le diagramme JRC correspondait approximativement à la valeur calculée en sens inverse à condition d'évaluer l'échelle d'endentement d'une fracture. Par conséquent, nous considérons que le diagramme JRC est une meilleure méthode d'évaluation de JRC par rapport au profil JRC.

A well known rock mass classification system has been altered slightly to address the issues found under remnant mining conditions. By detail study of the expected fracture patterns and local geology, the rock mass is classified to indicate the condition of the hanging wall prior to mining. The risk level of each mining step is evaluated by calculating input parameters for computer simulations from the actual rock mass condition. Seismic activity is catered for by the understanding that large event rates and large magnitude events reduce the quality of the local rock mass and that the rock mass stiffness should be adapted accordingly. A case study is presented to test parts of the protocol. Un système connu de classification des masses rocheuses a été légèrement modifié pour faire face aux questions posées par les conditions d’extraction de débris. Une étude détaillée des diagrammes de fragmentation et de la géologie locale permet de classer la masse rocheuse pour indiquer la condition du toit avant l’extraction. Le niveau de risque de chaque étape minière est évalué en calculant les paramètres d’entrée pour simulation par ordinateur à partir de la condition réelle de la masse rocheuse. L’activité sismique est prise en compte avec la réalisation que les taux de larges évènements et les évènements de large magnitude réduisent la qualité de la masse rocheuse locale et que la raideur de la masse rocheuse doit donc être adaptée. Une étude de cas est présentée pour tester des sections du protocole. Ein sehr bekanntes Gesteinsmassenklassifikationssystem wurde abgeändert um die Probleme zu behandeln die unter Restabbaukonditionen angetroffen werden. Durch detaillierstes Studium der der zu erwartenden Bruchmuster und der lokalen geologischen Verhältnisse wird die Gesteinsmasse in Hinblick auf die Konditionen der Flözoberseite klassifiziert. Das Risikoniveau für jeden Abbauschritt wird durch die Eingabeparameter aktuellen Gesteinsmassenkondition für die Computersimulation evaluiert. Für die Seismische Aktivitäten wird Sorge getragen durch das Verständnis, daß große Ereignisraten und Ereignisse hoher Größenklassen die Qualität der lokalen Gesteinsmasse reduzieren und daß die Gesteinsmassensteifheit entsprechend adaptiert werden sollte. Eine Fallstudie um Teile des Protokolls zu testen wird präsentiert.

TICOR South Africa is a new titanium feed stock producer. In the Ticor South Africa plant the ilmenite feed to the smelter plant is roasted to enhance its magnetic properties. This allows for the magnetic separation of chromite from the ilmenite. The magnetization reaction relies on partial oxidation with both under- and over-oxidation causing insufficient magnetization. To subject the roaster plant feed material to the required physical conditions a circulating fluid bed (CFB) roaster is used. This paper describes the development of a laboratory model that will aid in the control of the CFB roaster.

South Africa?s re-entry into the fast moving and competitive global economy calls for some careful strategic planning and a good deal of co-operation between suppliers and end-users. The issues that need addressing are generally well known and include: ?South Africa was ranked 45th out of 46 i.r.o. productivity ?SMMEs contribute 1% to exports compared to 40-60% for the ?tigers? ?High unemployment ?Limited skills of the majority of workers ?Slow growth rate of the economy ?The vast majority of suppliers are not world-class ?The vast majority of suppliers are not export or marketing orientated. In order to survive, all parties, i.e. government, labour and business, will have to play their part.

"In the ten years from 2003 to 2013 global mine production of copper has increased by over 23% to meet demand while the weighted average head grade has dropped from 0.9 to 0.7% Cu. These divergent trends of increasing demand and declining economic grades will extend the life of many existing mines and improve the viability of marginal and/or complex copper deposits. Against that context this paper outlines hydrometallurgical copper sulphide leaching options as alternatives to the more conventional pyrometallurgical processing route of copper sulphides. Three copper sulphide leaching and refining processes are discussed: total pressure oxidation, ferric sulphate leaching and copper chloride leaching. The effect of mineralogy on the choice of processing technology is discussed as well as some of the unit processes used. Additionally, possible benefits that a hydrometallurgical process may offer over an existing pyrometallurgical route are discussed. Subsequently, two very important aspects to the development of projects involving the leaching of copper sulphides are discussed. Finally, a number of conclusions are presented that will be useful to keep in mind when considering projects involving the leaching of copper sulphides. The structural age of the capital mining machinery, representing a part of the system of the Electric Power Industry of Serbia, has been dictated by the initiation and development of open pit coal mines. For example, the oldest bucket wheel excavators were installed some thirty-four years ago, and the average life of the relevant machinery exceeds twenty-two years. Operation of both capital equipment and machinery has direct effects on economic and business activities of open pit mines, and consequently forced us to make a decision and study thoroughly the problem of establishing the optimum exploitation life of capital mining equipment at the open pit coal mines of the Electric Power Industry of Serbia. The aim of this paper is to define and discuss the relative problems as well as to find out the possible solutions and establish the methodology for estimating the optimum exploitation life of machinery. The study was successfully carried out by a team of scientists engaged from and coordinated by the Department of Computer Science of the Faculty of Mining and Geology, University of Belgrade. This paper presents the key observations covering the subject problem. Discussion on the load bearing capacity of ground and the stability of tunnel is presented. We derive a simplified solution of a circular lined-tunnel in an elastic ground. The solution results in a better understanding of characteristic curves. Use of DEM allows us to consider effects of possible yield of the overstressed zone around the tunnel and inherent discontinuity of ground on the curves. Diskussion auf der Last Tragfähigkeit Bodens und die Stabilität des Tunnels wird dargestellt. Wir leiten eine vereinfachte Lösung eines kreisförmigen Ausbautunnels in einem elastischen Boden ab. Die Lösung ergibt ein besseres Verständnis der Kennlinien. Um Gebrauch DEM erlaubt uns, zu betrachten Effekte des möglichen Ergebnisses der überbetonten Zone den Tunnel und zugehörige Unstimmigkeit des Bodens auf den Kurven. La discussion sur la portance de charge de la terre et de la stabilité du tunnel est présentée. Nous dérivons une solution simplifiée d'un revêtement-tunnel circulaire dans une terre élastique. As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.
