Over 206 million tons of hard coal were mined in South African collieries in 1996. Some 132.5 millions tons came from underground operations and approximately 120 million tons came from bord-and-pillar workings resulting in between 100 000 and 150 000pillars being formed. Coal pillar design remains a significant feature of South African mining. This paper reviews South African coal pillar design procedures in the light of 90 pillar collapses that have occurred since 1904. It shows that, while the current pillar strength formula is still valid within the original empirical range of Salamon1,cognisance must be taken of local conditions. Current South African coal pillar research is attempting to account for the variations in local conditions with the emphasis on the effect of discontinuities and pillar deterioration. It is suggested that a more holistic approach to pillar design be adopted to include a design methodology that examines the stability of the roof, pillar and floor of the underground workings. Using this approach, deviations from the empirical database used by Salamon and Munro will be incorporated into the design methodology resulting in more stable underground workings.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The Konkola Deep Mining Project (KDMP) seeks to exploit the deep level potential of the Konkola Deeps orebody, producing high grade copper concentrates for treatment at the Nkana Smelter and Refinery. As an alternative to smelting, Konkola Copper Mines (KCM) has examined a processing route involving pressure leaching of the Konkola concentrates at Nchanga, with the leach liquor being treated by solvent extraction and electrowinning to produce high purity copper cathode. The solvent extraction circuit would be operated to achieve a high ?delta? copper, thereby providing a strong acid raffinate which can be used in the existing Tailings Leach Plant (TLP) to treat Nchanga oxide copper materials. The main focus of the hydrometallurgical option is to capitalize upon the synergy that exists between the treatment of sulphide copper concentrates (acid producing) and oxide copper ores (acid consuming). The paper discusses the key features of a comprehensive piloting campaign carried out at Anglo American Research Laboratories, which involved the co-treatment of Konkola copper concentrates and Chingola refractory ore in a fully integrated pilot plant circuit.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Mr Vegter has analysed, in some depth, the approximations made in the treatment of the kinetic data presented in the original by ourselves (ref.1) and has come to the conclusion that ?under the experimental conditions used by Adams and Nicol (1986) the steady-state assumption was inaccurate?. We are acutely aware of the fact that the experimental method adopted does not permit the attainment of a true steady-state in the elution reactor. However, this does not eliminate the attainment of a pseudo steady-state by a suitable choice of the experimental parameters with the accompanying simplification of the analysis of the data with the aim of drawing the reader?s attention to the most important objective of the paper viz. the effect of various operating parameters on the rate of elution of gold.

INFACON conjures up many things for many people. For the fortunate few who have been actively involved with this event since its inception, it brings back memories of far places, stimulating debates and above all, the people who have over the years contributed to the outstanding success of the Congress and who have added to the wealth of knowledge on all aspects of ferroalloys. The International Ferroalloy Congress (INFACON) has been held every three years since 1974. INFACON X will be held in Cape Town in February 2004. Simple arithmetic shows that next year?s Congress should in fact be INFACON XI. Thus, one Congress was skipped. INFACON 74, as the name implies, was held in 1974, in Johannesburg, South Africa. The event was sponsored by the Ferro Alloy Producers? Association of South Africa (FAPA), the National Institute for Metallurgy (NIM - Mintek as it is known today) and the South African Institute of Mining and Metallurgy (SAIMM). You will see some of the same sponsors involved in INFACON X. Dr. Robbie Robinson, renowned academic and past president of the SAIMM, was the Chairman of the Organising Committee. The editor was Dr. Helen Glen. Anyone fortunate enough to possess a copy of the proceedings of this first Congress will agree that from a literary and technical perspective, it is still the benchmark for subsequent events. A unique feature of INFACON 74 was the use of rapporteurs (my first duty) to ensure that the discussions following the presentations were recorded (in direct speech) as accurately as possible. This involved time-consuming correspondence (can you imagine life before e-mail?) to all parts of the world between the author and the person posing the question, with the rapporteurs acting as go-betweens. It is understandable that the much-awaited proceedings only saw the light in 1975. The names recorded in the proceedings as the members of all six committees read like the who?s-who of the South African ferroalloy industry at the time: Dr. Peter Jochens, Mr. Harvey Reid, Mr. Piet Streicher, Prof David Howat, Mr. Sigurd Selmer-Olsen - to name but a few. The Congress was held in the new, very fashionable and upmarket Carlton Hotel in the CBD. In the Foreword of the proceedings, Dr. Robinson provides an insight into the event. Three hundred and thirty six delegates from twenty two countries attended the Congress, which was opened by the Honourable P.G.J. Koornhof, Minister of Mines. Again, the opening address makes fascinating reading. During the Congress an ad hoc committee was convened as the first International Committee on the Organisation of Ferroalloys Congresses, with representation from the main ferroalloy associations of the world. The following decisions were recorded: ? The Congress would be continued at three-yearly intervals under the name of INFACON ? Every third Congress would be held in South Africa ? NIM (Mintek) would provide the permanent secretariat. Six technical sessions were held, each preceded by a plenary address with a closing address by the session chairman. In all, thirty technical papers were presented. Prior to the closing address, a panel discussion on factors affecting the future of the ferrochromium industry provided stimulating debate in the form of a question-and-answer session. The hosting country for the next INFACON would be announced. Eventually, word got round that the next INFACON would be held in Japan. However, due to unforeseen circumstances, the event was cancelled ? thus no INFACON 77. INFACON 80 was subsequently held in Lausanne, Switzerland from 12th to 16th October 1980. The event was organised by IFPEO, Institut des Producteurs de Ferro-Alliages d?Europe Occidentale. The Congress was officially opened by the President of IPFEO, Mr. R. Björklund, who was also President of the Organising Committee. The technical sessions were held in the Palais de Beaulieu. The Congress was well attended by 400 participants from 28 countries as well as 100 accompanying ladies. A total of four plenary addresses and 18 technical papers were presented. As with the first event, an international panel discussion (questions and answers) preceded the closing address. In his closing address, Dr. Louw Alberts, Chairman of the International Committee on Ferroalloys and President of NIM, presented an insight into the factors affecting growth in the industry and where growth was likely to take place. Twelve exhibitors had stands at the Congress. Attendees could choose from four post-event tours to Belguim/France (SADACEM/Compagnie Universelle d?Acetylene et d?Electro-Metallurgie), France (CUAEM), Finland (Outokumpu Oy) and Norway (Elkem Fiskaa plant).

Flotation is one of the most important processes in the copper production industry. The copper grade in the concentrate is a pivotal indicator of the flotation process performance. However, it is difficult to achieve real-time measurement through hardware sensors. Based on the production data provided by an industrial operation, a novel soft sensor based on multi-layer perceptron (MLP) is proposed for effective monitoring of this pivotal indicator. The proposed soft sensor uses the nonnegative garrote (NNG) to perform global variable selection for MLP, while a local search (LS) approach is incorporated to improve the model presented by NNG. Simulation results show that the proposed algorithm has higher prediction accuracy and better model simplicity than other algorithms. Furthermore, the variables selected are consistent with the field experience, and the developed model can provide reference of feedback control for the optimisation of the process. The problems associated with squeezing rock conditions in tunnels are well known and have been extensively investigated in the past. Although squeezing conditions are predominantly found in tunnels developed in weak rock types it has been noted at the No. 6 Shaft of Hartebeestfontein Mine where the host rock consists of hard, brittle quartzites. This paper investigates typical time-dependent deformation mechanisms in the rock at Hartebeestfontein Mine. The paper will focus on observations made in a strike-orientated tunnel that intersected weak quartzite layers, that were sandwiched between two competent quartzite beds. The observed squeezing mechanism is dominated by creep along bedding planes with a soft talcaceous infilling that behaves in a clay-like fashion when saturated in water. Stress-induced deformation processes, some distance into the sidewall of the excavation, force the already fractured periphery of the excavation into the void. A laboratory study of the creep of intact rock and discontinuities collected at this site was conducted to characterize the time-dependent behaviour. The difference in creep rates between the two types of quartzite found at this site is described in the paper. Creep tests performed on the talcaceous infilling material found that its presence allows substantial shear creep along discontinuities. Attempts were also made to simulate the squeezing mechanism observed underground with numerical techniques. Due to the discontinuous nature of the mechanism described above, a viscoplastic displacement discontinuity technique was used as it allowed for the explicit simulation of discontinuity creep. The results of the modelling and how it compared with the observed behaviour are described in the paper. Environmental impact statement The work described in this paper will not cause any new, or contribute to any existing, hazards confronting the environment.

The ferroalloys industry has generated historically substantial solid waste. The accumulated waste causes serious problems to the environment. However, it is possible to transform the solid waste into an environment-friendly resource to serve the human being. Consequently, the construction of plants that are ?environment-friendly? and that accommodate ?recycling? has become a target of most ferroalloy producers in the world to ensure sustainable development. This paper introduces the practice of Shanxi Jiaocheng Yiwang Ferroalloys Works, the biggest manganese metal producer in China, in the development of an ?environment-friendly and recycling? process. The process includes power generation using coal gangue, waste from local coal mines; hollow bricks manufacture using slag and fly ash from the power station; cement production using slag from ferroalloy smelting; recovery of ferrous and non-ferrous elements in the dust from the furnace gas cleaning system; application of silica dust in construction and so on. The final objective of the plant is to realize zero discharge of solid waste. The profit of the ?environment-friendly and recycling? process compensates in part for the operational expense of the environment facilities.

The first stage of the development of a new modified 201-type low nickel austenitic stainless steel is described in this paper. The alloy is intended for use as a structural alloy, and so requires a yield strength >400MPa as well as acceptable weldability and toughness. The low nickel content will give a lower material cost in comparison to more conventional austenitic grades, and the processing route is required to be similar to that of Type 304 to keep the processing cost low. The base alloy was designed using empirical methods developed for stainless steel, and the properties of the base alloy were verified using a range of small-scale melts. The base alloy had a 0.2% proof strength of ~320-400MPa, and so it is planned to use V additions of ~0.15% to bring about precipitation strengthening in the hot rolled condition, so raising the alloy?s proof strength above the 400MPa minimum.

An unprecedented expansion of the global zinc industry is currently under way. While most new projects and plant upgrades remain committed to traditional processing technologies, recent advances in zinc solvent extraction (SX) have created opportunities for new process routes for both primary and secondary materials. The first commercial plant to use zinc SX for the mainstream processing of a low-grade ore is under construction and promises to become one of the lowest cost zinc producers. Several other oxide and sulphide projects in various stages of feasibility are considering the inclusion of SX in their process flowsheet. Zinc SX has also proved advantageous in the reprocessing of secondary materials, particularly for the treatment of zinc residues and furnace dusts. This review focuses on recent installations and projects underdevelopment that feature zinc SZ as the key separation step.

Billiton Process Research has carried out extensive research over the past four years to develop new process technology using bioleaching for extraction of copper and nickel from their sulphide concentrates. Continuous pilot scale and laboratory batch testwork has been carried out with adapted mesophile bacterial cultures at40°C?45°C, moderate thermophile cultures at 50°C?55°C and thermophile cultures at 65°C?85°C. Pilot scale work has demonstrated the commercial viability of mesophile cultures for bioleaching of secondary copper sulphide and nickel sulphide concentrates. Moderate thermophiles offer benefits in terms of reduced cooling requirements for commercial reactors and, in the case of bioleaching of nickel concentrates, some selectivity over bioleaching of pyrite. Continuous pilot scale testwork has shown that thermophiles achieve efficient bioleaching of primary copper sulphide and nickel sulphide concentrates, giving much higher recoveries than achieved by bioleaching with a mesophile or moderate thermophile culture.

Ongoing rockpass problems on mines within the South Africa region, prompted AngloGold Ashanti to embark on a risk assessment of major rockpasses. This commenced with the collection of relevant data to identify gaps in the available knowledge and identify existing problems. This was followed by an assessment of rockpass layouts to determine existing and potential interactions with other excavations. An initial risk assessment has been completed and the rockpasses have been ranked in terms of their risk profile. The lack of geological data and an easy and reliable method of surveying rockpasses have been identified as problem areas. Shortcoming is terms of rockpass management procedures have also been identified. Further work is required to quantify the risk in terms of probability of occurrence and consequences.

"Copper and copper alloys remain key materials for society today, with important uses found in the electrical, transportation, and construction industries. Copper demand is rising, with projections indicating that by 2025 global refined copper demand will increase to 29.5 million tons, up from the 22.4 million tons anticipated for 2015. This will require the opening up of dozens of new mines and numerous new smelters over this time period. Fortunately, Africa has significant reserves of copper, and African copper can once again play a key role in contributing to meeting the rising global demand for copper. This paper provides a brief overview of the current copper smelting operations in Southern Africa. INTRODUCTION Copper and copper alloys are essential materials for today’s modern world. The familiar green copper patina colour seen on buildings and other structures sometimes belies its true “green” characteristic – copper is essential for key emerging technologies such as wind turbines, tidal generating systems, solar energy systems, electric cars and the like. Consequently, it is believed that there will be continued growth in copper demand in the years ahead. Projections indicate that by 2025, as an example, global refined copper demand will increase to 29.5 million metric tons, up from the 22.4 million ton level anticipated for 2015. This will require dozens of new mines, and of the order of the equivalent of 10 to 12 new 0.5 million tons of copper/year-sized copper smelters (after factoring projected copper produced by electrowinning (EW))—overall, a huge undertaking. Fortunately, Africa has significant reserves of copper, and African copper can once again play a key role in supplying this rising global demand for copper. Africa’s share of global mined copper production was about 10% in 2014; however this will increase significantly in future if announced new projects eventuate. Southern Africa has an important role to play in this process. The present paper provides a brief overview of copper smelting in Southern Africa."

Copper oxide ores deposits in the Katanga province of the Democratic Republic of Congo (DRC) contain at variable level cobalt oxide minerals. In contrast to copper oxide minerals which readily dissolve in the sulphuric acid solution, the cobalt oxide bearings are difficult to dissolve, especially if cobalt is present in the third oxidation state (Co2O3). This species become soluble after reduction of Co+3in Co+2. In practice, the use of reducing agent is therefore necessary in order to transform the insoluble minerals into soluble cobalt sulphate species. The following reducing agents are currently used at the Shituru plant: ferrous ions, which are present in leach solutions, pulverised copper or sodium meta bisulphite (MBS). Due to the high consumption of reducing agents (0,8 t MBS/t of solubilized Co; 1,2 t Cu/t-Co), cobalt production is expensive. The use of sulphur dioxide as reducing agent was then investigated in order to reduce operating cost. This reagent also presents the advantage of sulphuric acid production during the leaching process. It has been added in the leaching vessel (tank). From the laboratory and industrial tests, selective leaching of cobalt (78%) has been performed. The cobalt leaching kinetic depend on sulphur dioxide dosage. Dissolution of copper, iron and manganese remained very low. No emanation of SO2 gas was observed during the process.

Plant survey data has shown that gold recovery through a specific copper concentrator was significantly lower than copper recovery. Size-by-size analysis revealed that this was due to poor recovery of+75 µm and ?23 µm gold containing particles. In order to further investigate the nature of the gold losses, experiments were conducted at laboratory scale. Gold deportment studies on the laboratory flotation products revealed that coarse gold (+75 µm) reporting to the rougher tailing was predominantly associated with non-sulphide gangue. Further grinding of the plant rougher tailing improved recovery of gold and copper, while not affecting iron recovery, due to improved liberation of gold from non-sulphide gangue in coarse size fractions. EDTA extraction to remove surface contaminants showed a similar improvement for fine, liberated gold flotation.

Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. Effective strata control is a prerequisite for maintaining an efficient mining operation. If the strata in the vicinity of an opening are not controlled effectively, it is impossible to perform a safe, efficient and economical operation. In this paper, the reasons and outcome of instability problems observed in roadways opened in clay and marl at the Bolu Colliery of Yeni Çeltek Establishment are investigated. Roadways under examination were located in a syncline causing high residual tectonic stresses. Factors affecting the instability have been studied thoroughly by examining geology and tectonics of the area, establishing convergence measuring stations to understand in situ behaviour of supports and laboratory tests to determine engineering properties of samples taken from nearby convergence measurement stations. As a conclusion, a new production strategy and a new support system are recommended to maintain stability.

The exploitation of stone (trachyte) at the ?Srebro? open pit mine, located on the northern slopes of the Fru?ka Gora National Park (Serbia) central area begun in 1964. Stone exploitation in this locality does not endanger the environment in an ecological sense, does not pose a threat to plants and animals, and apart from the terrain configuration changes, it did not leave behind permanent consequences to the environment. Projects for permanent cessation of mining operations and for land reclamation and spatial arrangement were completed in these circumstances. The paper gives a short review of the condition at the open pit mine; furthermore, the key problems and basic demands are presented, together with a concept of technical and biological land reclamation and the spatial arrangement of the mining complex.
