Mr. President, Officers and Members of the Rocky Mountain Coal Mining Institute: This is my first attempt to prepare and read a paper before your association. The Rocky Mountain Coal Mining Institute, I understand, was formed for the purpose of increasing knowledge relating to coal mining in all its various branches by study, research and discussion. In writing my paper, I have tried to be as practical as I can, at the same time, present my arguments so that they can be easily understood. When I use the word science, I mean organized common sense. I humbly ask my hearers to be a little patient, while I read my paper, and be "to its faults a little blind, and to its virtues a trifle kind". Western Europe is said to be the cradle of the coal mining industry. We are told that the Ancient Britons were acquainted with the use of coal long before the Romans invaded and conquered their country. The Romans were never too proud to learn from the outer barbarians, and possibly acquired the precious secret from them: We are told that it was not until the 13th century, that the coal mining industry, assumed any noticeable importance in Britain, and on the Continent. In the year 1259 Henry the 3rd granted a charter to the freemen of New Castle on Tyne, allowing them to mine coal. For a long time it was used in the arts and manufactures only, wood continuing to be the common domestic fuel. As has been the case with almost every great benefit, the introduction of coal as a fuel was stoutly resisted at first, and we find its use prohibited in the city of London in the reign of Edward II, by Royal proclamation ; which was soon discovered to be injurious and foolish, and consequently withdrawn. It is interesting perhaps, to know how this Royal proclamation was brought about. A lady of the Royal household was riding in her coach one day through a village in which coal was burned as a fuel, and she suffered such a cough by inhaling the coal smoke that she decided to call a council of suffragetts, who ultimately decided that the burning of coal was injurious to their health and complexion. They drafted out a petition and presented it to the king, who speedily issued the order that no coal was to be burned in the city of London. The penalty for disobeying this order was death by hanging. We are informed of one poor man who continued to burn a lump of' coal on his fire in winter time; he was arrested, sent to prison and condemned to death; the judge in passing the sentence solemnly stating that if he was not allowed to get a fire that was hot enough in this world, he felt that he surely would be allowed one in the next.

MR. ENZI: hank you very much. I'm sure there?s a lot of you out there just realizing that Rock Springs and Gillette is not one city. I'm sure there's a lot of you wondering why a person from a town who has the image in the national media that the town of Gillette has is talking to you about image. I had a person this morning ask me if Gillette wasn't the end of the world. The only response I can give is "no, but you can see it from there." We have been researched a lot and, I realize, we've been very lucky because I've observed that researchers cause cancer in rats. In fact a wonder drug is one that has no effect on mice. In fact I've been thinking of posting a sign in my office that would read "due to the large number of interviews by journalists who already have their articles written, we would most respectfully request that anyone wishing to insult the city of Gillette, please limit themselves to 3,000 words or 15 insults, whichever is shorter." I don't know if any of you saw the article in Playboy about three months ago on the city of Gillette. What you probably don't realize about that article is that that was an attempt by Playboy magazine to see if they couldn't change their image to a national municipal magazine. I think it's important to know Gillette is the frontier city, a pioneer city, it's a shopping center for northeast Wyoming and most importantly, we're the energy capital of the nation. We're on the threshold of the Powder River Basin and we will be the nation's energy solution. Besides coal, we're, already the heart of the state's leading oil producing area and we have vast uranium resources. But I, want to tell you the biggest resource that we have is, the people who have come to live in Gillette. You will find Gillette a busy, young, pulsating community. We're experiencing the excitement of growth. We're welcoming a higher percentage of newcomers than any other town in the nation. Yes, growth to us is exciting. Where else can you get ten years of experience in two years? We realize you can't maintain the status quo. Growth can be painful but not as painful as the alternative, recession and depression. For a little bit of background, we are now at 16,000 people and we have another 4,000 people who live on the outside but look like they live on the inside. The Census Bureau says that we have, 11,225 people but we have that many people in a traffic jam on the Douglas Highway in one day. I?ll , tell you about a few things happening in Gillette. I think it's very important to emphasize that I didn't , do these things; it's the youth and the energy of the community that has done these things. Right now the city of Gillette has 32 major projects underway. We have water for 50,000 people and we're seeking more water. The city in 1975 was 1 .8 square miles. Last year alone we annexed I square mile. We build 10 miles of paved streets a year. For the last 8 years we've doubled our parks' budget. I

The 76th Regular Meeting of The Rocky Mountain Coal Mining Institute convened at The Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 9:30 a.m. A film-"Once Upon a Time" showing the stifling effect of unnecessary government regulations and the importance of protecting economic political freedoms was shown. Past President, Robert E. Murray, President, Western Division and Subsidiary Companies, The North American Coal Corporation, called the meeting to order. He introduced President Loren V. Linville, District Sales Manager, Industrial Products Division, Uniroyal, Inc. A biographical sketch follows: Loren V. Linville was born on December 29, 1925 on the family farm near Wiley, Colorado to Scott W. and Hazel Linville. He has one sister, a teacher in the public schools and a brother who is an optometrist in Gustine, California. Loren grew up in Lamar, Colo. graduating from Lamar High School in 1944 and spent the folllowing 2 years as a radioman in the US Navy. He graduated from Denver University in 1950 with a BS in Mechanical Engineering. On September 12, 1948 he married Norma. They have 3 children, Linelle, a teacher in New Mexico, Bruce an electronic technician in Colorado Springs and Kevin at home.

A symposium concerning "The Image of the Coal Industry" was presented at 2:00 p.m. in the Conference center and chaired by Charles W. Margolf, RMCMl Program Chairman and Vice President, Western Coal Development, W. R. Grace & Co. MR. McKEEVER: I'd like to do one thing and that's to introduce our Program Chairman, Charlie Margolf, who will be handling this portion of the program. Charlie and I have been acquainted since late 1973. He has worked together with me on several projects at W. R. Grace here in the west; a dear friend and one that I just want to say thanks to again. I think I have a little token of that appreciation here for Charlie. Here you are Charlie. (present given) I turn the command over to you. Mr. Margolf, a native of State College, Pennsylvania, received a Bachelor of Science Degree in Industrial Engineering from Pennsylvania State University in 1950 and a Juris Doctor Degree from University of Pittsburgh School of Law in 1953. His professional experience has beem as an attorney in the Law Department of Reynolds Metals Company, Richmond, Virginia, where he served as legal counsel to the Geological Department the mining subsidiaries of the parent company both foreign and domestic, the Power Department and the Oil and Gas Division. He was closely associated with Reynolds Mining Corporation's project at Lake DeSmet, Wyoming, from its inception in 1954 and became Manager of the Wyoming Division of Reynolds Mining Corporation when it was established in 1966, holding that position until September 1972 when he joined Cameron Engineers, Inc. of Denver, Colorado as Vice President in charge of its coal, water and environmental activities. Mr. Margolf joined W. R. Grace & Co. in January 1974 as Director of Western Coal Operations. Memberships are held in the Virginia Bar Association, the Wyoming Bar Association, the American Bar Association and its Section of Natural Resources Law, the Wyoming Engineering Society, the Colorado Mining Association, the Rocky Mountain Coal Mining Institute which he has served as vice president for Wyoming, the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers, the Minerals Information Committee of the Denver Chapter of AIME and the Denver Coal Club which he has served as Chairman of its Board of Directors. He has also been a member of the Montana Coal Council and served as a director, the Wyoming Water Development Association which he has served as a director for industry and as first vice president and the Wyoming Mining Association. He has been reappointed by Governor Lamm to the Governor's Scientific Advisory Council. He was appointed by the Federal Power Commission, Gas Policy Advisory Council, to its Supply- Technical Advisory Task Force - Synthesized Gaseous Hydrocarbon Fuels and served as Vice Chairman of that Task Force. He has been reappointed by the Secretary of the Interior to the Solid Fuels Unit, Department of the Interior, National Defense Executive Reserve. He also serves on the Advisory Council to the Industrial Ecology Institute of the Colorado School of Mines and was recently elected a member of the Board of Directors of ROMCOE (Center for Environmental Problem Solving). Briefly, the machine consists of a steel frame mounted on roller bearing wheels and axles, an electric motor, a fully enclosed speed reduction gear unit, a specially designed centrifugal pump driven through a friction clutch and silent chain, a mixture tank and agitators, and all necessary operating and control mechanism. The wheels are mounted on solid roller bearings made of special roller bearing steel, and are cast with deep chilled threads. The axles are of high carbon axle steel. A General Electric Company motor, of special design to exclude dirt and moisture, is used. It has an unusual overload capacity and a maximum torque at starting speed. Special arrangement can be also made for storage battery operation. The motor drives from one end, through a flexible coupling, to the speed reduction unit, and from the opposite end, through a similar coupling, to the pump clutch. The design of the flexible couplings is such that the drive is reversible. The speed reduction gears are enclosed in an oil and dust proof housing. All spur gears, as well as the main drive clutch, are made of steel forgings, with accurately cut teeth. An aluminum bronze worm wheel and special heat treated alloy steel worm provide the speed reduction for the traction drive. The worm shaft is mounted on Hyatt roller bearings and the thrust is taken in each direction by ball thrust bearings. The main drive shafts are of special alloy steel and operate in Hyatt roller bearings. The slow speed shafts run in extra large bronze bushings. Ample and constant lubrication is provided by splash from the gears running in oil. The Mudite pump is of special de- sign. A renewable wearing plate protects the pump casing from the natural wear of the mixture. The open runner is mounted on an extra large shaft which runs in a Hyatt roller bearing on the pump end and in Timken roller bearings on the outboard end. A special cage prevents water and grit from reaching the pump bearing. All thrust from the runner is taken on the Tim- ken bearings and these bearings also provide for the accurate and easy adjustment of the runner. The pump is driven by a silent chain, which operates on cut steel sprockets, from a friction clutch. The clutch is designed to secure long wearing qualities with minimum attention and its adjustment is easily effected. It is mounted on Hyatt roller bearings and the clutch drive shaft also runs in the same type of bearings. The pump discharges through a nozzle, which is adjustable, and controlled by the operator. The mixture tank is of approximately 650 gallons capacity. It is provided with a mixing well constructed of perforated plate screen to prevent large hard particles from getting into the valve or pump. The tank is filled through an opening in the top directly into the mixing well. On a shaft running longitudinally through the tank are arms so arranged that the mixture is thoroughly mixed and kept in continuous circulation from end to end. This shaft is driven from the speed reduction unit by a steel roller chain operating on cut sprockets. The traction drive is taken from the worm wheel shaft through steel roller chains of extra large size that run on cut steel split sprockets on both axles. An idler sprocket provides for easy chain adjustment. The axles are mounted in solid roller bearings in fully-enclosed dust proof housings, which support the frame through coil springs. These springs eliminate twisting strains on the frame on account of track irregularities and also relieve the working mechanism from road shocks. The speed reduction from the motor to the wheels is such that it gives an operating speed of approximately ninety to one hundred thirty feet per minute. The brakes are of the conventional shoe type and engage the wheels on both axles. They are operated by a hand wheel conveniently located and

(The following discussion took place on this screen lecture in the dark.) MR. SHUBART: Would you give us a little .explanation as to the operation of this machine and what you are doing with it? MR. TESCHER: There is a 20- horsepower motor, rheostat, crusher, and a fan mounted on one base plate and operating on one shaft. The fan is overhung on the shaft. The only bearings you have are the bearings on each side of the crusher and the motor hearings. On one side of the ma- chine there is an opening for feeding shale. The machine is operated at 1,200 revolution per minute and as the shale is pulverized, the fan automatically exhausts fine dust from the crusher from an opening in the top of the crusher. The machine pulverizes 3,000 pounds in eight hours, reducing the materid to one hundred mesh. The last ma- chine we put in has been operating continuously fifteen hours a day for the past sixty days, without repairs of any kind. PRESIDENT LITTLEJOHN: Where is the machine in operation? MR. TESCHER. At the Royal mine. We have used ordinary mining ma- chine cable in local movements of the machines. This has enabled us to have twenty-two locations throughout the mines. The mine is highly gaesous, and the machines had to be placed on intake air. MR. SHUBSRT: What type of crusher do you use? MR. TESCHER. A No. 16 Universal, operating at 1,200 revolution per minute. M. SHURART: What material do you feed to it? MR. TESCHER: We have shale three-quarters of a mile from the mine. In the winter months we have been troubled with moisture. We build a kiln and get this shale and load it into the kiln for drying and then place it into a pit car and take it into the mine. The material must be dry. We have also used slate in the mine and have had good success. The slate at the mine is fairly hard. I presume, however, that the slate will probably carry a high silica content. MR. SHUBART: Mr. Harrington claims that silica does not do the harm, as was formerly supposed. MR. TESCHER: There is still a question as to whether it is harmful or not. PRESIDENT LITTLEJOHN: Are there any of these machines in operation closer than Aguilar? MR. TESCHER: There is one at the Alamo mine. Mr. Quealy also purchased a couple of them for use at his Wyoming mines. PRESIDENT LITTLEJOHN: Are there any other questions you would like to ask Mr. Tescher regarding his rock dusting machine while it is on the table for discussion? MR. MR. McCLURE: Mr. Chairman, you sprang a surprise on me; I really came over here for a good time. Gentlemen, I am not at all qualified to pose as an expert on pulverized fuel; I have merely been making some rather interesting observations, and unfortunately at the present time, a great deal of substantial data, the technical data, I don't happen to have with me; it is still in the process of being calculated, but I will be very glad to tell you some of the observations as I have made them, and in as truthful and complete a way as I can. The question of how we would handle fuel became a very pressing subject in this new Valmont electric plant, which is now under progress. We have studied the methods of burning fuel for a number of years on different types of stokers at the existing plants in Denver; we are burning it with a natural draft chain grate and with underfeed and with forced draft chain grates, and I am very frank to confess at the present time that I have no answer as far as stokers are concerned for a better solution of the problem of burning lignite. In other words, I could not tell you that this or that is a better type of stoker to use for that coal. However, to boil the thing down, after considerable trials, the underfed stoker was chosen as the one most adaptable for the utilizing of lignite fuel if stokers are to be used. In other words, the chain grate was put aside. I might say in support of the chain grate, the prime reason for which that type of stoker was condemned, as far as lignite goes, is the initial investment charge and the large maintenance which is involved.

He started out as an office boy while he was still in high school. He worked his way through college working for a newspaper in Lexington, Kentucky where he graduated from the University. He has a long association with the Albuquerque Tribune but what brings him here today is in his position as editor of The Rocky Mountain News which is certainly one of our largest circulations. MR. CHAIRMAN AND GENTLEMEN: To be invited to address the members of The Rocky Mountain Coal Mining Institute on a particular subject is an honor I sincerely appreciate. The subject of this paper is, ?The Advantages of Having Such Men as the Fireboss Under State, Rather Than Corporation Jurisdiction." On the fireboss, primarily, depends the safety of the mine. When all the rest of the mine workers are still comfortably sleeping in the wee small hours of the morning the fireboss steals noiselessly away, from his bed to take up his daily task, a tour of inspection. He enters the mine, he inspects alone they workings that will be filled with men whose safety is in his keeping. Loyal to his fellow men and responsibilities of his position; he seeks for danger in every place, on every road and travelingway; going over caves, through dangerous places where none of the others are expected or allowed to go alone. How many of us give a thought to these dangers and the faithful work that this guardian performs for our safety. After the fireboss has made this round of inspection, he reports all the dangerous places to the foreman and enters them in the book; he is supposed to have performed his duties; he has no authority to enforce his recommendations. He has found a number of rooms that have not been timebered as they should be for the safety of the digger; he has told the diggers to they timber, up better for their own safety; he has kicked to the foreman about these same places. These conditions. continue until there is an accident. The fireboss reports, broken crossbars or bad roof on a roadway or some other danger to the foreman, but the foreman does not have it fixed, making, excuses, as he cannot put any one on that work today; or that it will stand until some idle day, and that is the way things go until the fireboss gets so he wonders what good he really is, is it any wonder it is hard to get good men to take this position of fireboss? The remainder of the shift the fireboss is used as a general roust-about, having to do such, work as building stoppings, help the timberman or track layers, pull rails out of danger in pillars, a trapper is off and he is told to trap that day, when the mine is idle he is laid off to cut expenses. That is the way the fireboss is treated. The fireboss is not merely a merely a necessity to be lightly regarded but a factor whose authority should be unquestioned. The fireboss has made his district and knows just what conditions the workings are in, and sees lots of dangers that the foreman does not. In the morn-

The thirtieth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 20 o'clock A. M., Wednesday, June 3, 1931, President G. A. Kaseman presiding: PRESIDENT KASEMAN spoke in part as follows: I have in mind to say a few words of welcome to the coal operators, but I am afraid that the words I might have said would be hardly appropriate, because I believe the coal operators are in the minority today. It demonstrates to my mind something that has been running through it for some little time. When the hard times came on a year ago, we thought we were going to get over it rather lightly. I recall at this time a year ago we thought that the depression was about at an end. The National Administration from Washington told us we had reached bottom and things were going to perk up, and for a few weeks or maybe a month or more there was a sort of optimism throughout the country. I had been East, and when I re- turned to Albuquerque I said to my friends and associates that things were getting better in the East and that they would soon be better out here and we will not have felt the hard times very much. But I have learned differently since. I have learned that hard times are no respecter of communities or corporations, or persons, or activities, and that we all suffer alike. On that account we find that our Institute is suffering just the same as other activities, whether national, state, local, social, or what- ever it may be. Our attendance is light or, that account. We all know when times are hard we have to stay at home and watch things closer than when they are good. And when they are good we feel that the machine will run of its own momentum and in this way we can get away to see what is going on in the world. When times are hard we have to stay at home and look after everything from day to day and hour to hour.

forated, allowing the completion of the removal of wash water. When discharged into the washed nut bin, the coal is moist but carries so little water as to not be objectionable to the trade, nor to give any difficulty from freezing during the coldest weather. The rock and bone from the primary jigs is elevated to a 15-ton bin by means of a single strand scraper conveyor 40 feet center to center operating on a 45 degree incline, carrying 12" x 5" scrapers every two feet. This conveyor travels at a speed of 100 feet per minute and has a capacity of 17 tons per hour. From this bin, this material falls into the third or rewash jig similar in all respects to the first two, which discharges the rock waste directly into a 15-ton refuse bin below and the bone into a short dewatering conveyor which delivers into a similar 15-ton bin from which the bone is taken to the powerhouse. The oversize and water from the shaker screen, the water from the dewatering conveyor for both the washed nut and bone, and the sludge and wash water from the three jigs, are delivered by launders to the first compartment of a three-compartment settling tank. Most of the coarser broken coal is deposited in this tank, from which is it continually removed by a bucket elevator carrying 8" x 5" perforated buckets operated on a 60 degree incline at 200 feet per minute, capable of delivering 25 tons per hour to the 50-ton washed coarse slack bin. The water passes successively through the three compartments of the settling tank and from thence through a six-inch pipe to a centrifugal pump, circulating 900 gallons per minute against a 32-foot head. A four-mesh screen 30" x 72" in the third compartment of the settling tank removes the chips of wood, paper, and the other trash, which otherwise would accumulate in the water. Water is provided from the camp water system, deriving water from the well located in an arroyo bed. During the summer months just passed, the water used, has been 108 gallons per ton of raw nut, or 146 gallons per ton of washed nut. The water meter had not been installed last winter, but it is estimated that operating at capacity, the washery will be found to require only about 75 to 100 gallons per ton of raw nut. It has not been found necessary, nor advisable, to attempt to dry the sludge from the settling tank, nor to save the water from leakage of the tanks and bins. The sludge from the jigs is washed into the settling tank and the sludge from the settling tank is washed through a tile drain to the arroyo. The jigs, shaker screen, circulating pump, washed slack elevator, and the rock handling conveyor, are all driven from line shafts driven by one 40 H. P. motor, each jig driven through a clutch. The belt conveyor and the washed nut conveyor, have separate motor drives of five and seven and a half H. P. respectively. The washer is housed in a corrugated iron building, which is partially heated by steam coils. One attendant is required for operation, regulating the feed of the jigs, the supply of water, removal of the rock, and oiling and maintaining the machinery. The rewash jig is operated only intermittently. About eleven per cent by weight of raw nut is removed as waste and four per cent goes to the washed slack bin. No control analyses of the products have been made; the efficiency of the plant being determined only by the physical appearance of the products; but the washery has been a source of pride and satisfaction to all those connected with it. As mentioned before, it has caused no interruption of operation and it has assisted materially in creating an unprecedented demand for ALAMO nut. MR. Fisher. "Advantages of Longwall Mining in Western Coal Production" was a paper presented by David W. Wisecarver, Supervisory Mining Engineer, U.S. Bureau of Mines, Denver, Colorado. Mr. Wisecarver graduated from Virginia Polytechnic Institute in 1949. After two years with International Harvester and two years in the U.S. Army, he joined the engineering staff on a Bureau of Mines underground mining operation in Virginia for eight years where he saw duties as mine surveyor, shift boss, and assistant maintenance superintendent.

Mr. Pickett's remarks were primarily concerned with the legislative aspects of the coal industry. Mr. Pickett stated that as a result of the 1952 election, only two senators and eleven representatives are now in the legislature who have ever served under a republican administration. He said there are 425 legislative issues now on the floor of Congress concerning the coal industry, but the coal industry has difficulty in legislation, because, although there are 31 coal states, only 11 states produce more than 5,000,000 tons per year, and 11 states produce between 500,000 and 5,000,000 tons of coal a year. In these states there are 44 senators and 195 representatives, less than a majority in either house, if all could be counted on to support the coal industry. An important committee to the coal industry is tile House Ways and Means Committee, composed of 25 members, 15 Republicans and 10 Democrats. Even with the support of the senators and representatives from these 22 states, legislative action is difficult.

He is a member of Air Pollution Control Association, American Society of Safety Engineers, Instrument Society of America and the American Industrial Hygiene Association. He is certified by the American,' Board of Industrial Hygiene in Compre¬hensive Practice of Industrial Hygiene and also by the Bureau of Mines to be an Instructor in Noise Measurement and Control.

The first session of the Rocky Mountain Coal Mining Institute was called to order by Past President R. M. von Storch, who introduced the President, R. R. Williams, Jr., Manager of Mines, The Colorado Fuel & Iron Corporation, Pueblo, Colorado. His speech of welcome is as follows: "Members and guests of the Rocky Mountain Coal Mining Institute: It is my distinct privilege to welcome you to the fifty-fifth regular meeting of the Institute. We have again gathered to meet our treasured friends, to make new acquaintances, to hear important papers by outstanding authorities, and to generally enjoy ourselves in the setting of the beautiful city of Colorado Springs. It is the prerogative of your President to appear as optimistic as he desires in the opening remarks to this Institute. I must admit that I have had to cast aside some bare and significant facts to the contrary. However, there must be a great deal of optimism present in an industry that can survive the adversities that have confronted. the coal industry within recent years.

The next meeting of the Institute will probably be in May, 1930. At the almost unanimous vote of the membership, there will be only one meeting a year, and that will be in May or June.

(See index for printed text of Mrs. Kuhlmann's paper.) Mrs. Kuhlmann is President of Citizens for Total Energy, an International volunteer grassroots organization with the purpose of educating the public on energy alternatives. CITE strongly advocates responsible citizen participation in the establishment of energy policy.

President Robert M. von Storch, General Superintendent, Coal Mines and Quarries, Columbia-Geneva Steel Division, United States Steel Corporation, Dragerton, Utah, called the meeting to order at 9:30 a.m. in the absence of John Peperakis, Past President, who was usable to attend because of a mine fire. He welcomed the members with a paper entitled "With Serene Confidence." He also showed a short movie, "The Waiting Harvest," with his speech. Following the president's speech, the first business meeting of the Institute was held. Secretary-Treasurer Fred Whiteside presented the Treasurer's Report. Motion made by Mr. Whiteside, second by Stan Shubart that this report be accepted. Motion carried. Because the minutes of the last meeting were published in the Institute's booklet, the reading of the minutes was dispensed with, and the President announced the members of the various committees: General Chairman ?
