The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. Tracer gas decay curves were experimentally obtained in a full-scale model coal mine working face area. The concentration of tracer gas was found to decay in exponential fashion but with a change in slope. This change in slope is attributed to eddy zones in the face area. A simple theory was developed that allows one to calculate the approximate amount of gas in the eddy zones and thus estimate the size of the eddy zones.

Approach Develop a reliable, easy to fabricate and install borehole instrument which measures mining-induced pressure changes in pillars and in the mine roof. Ground pressures are monitored through use of aluminum platens coupled with d copper flat jack. How It Works The Bureau's instrument measures mining-induced pressure changes by transmitting strata pressure through the aluminum platens to an oil-filled borehole platened flat jack (BPF). Pressure in the flat jack is displayed on a gage located outside of the borehole. The instrument is in-stalled in the borehole by inflating the flat jack using a hand-held hydraulic pump. In addition, the platens have been designed to allow up to three BPFs to be installed in a single borehole, thus permitting pressure change measurements in more than one direction from a single borehole. Tourmalines are among the most beautiful of all the semiprecious stones, and are unsurpassed even by corundum in variety of hue. The stones most suited to jewelry purposes are those comparatively free from iron. One reason for the fact that the tourmaline has advanced rapidly in public favor in this country is that it is found in California in great profusion and of extraordinary quality. The superb green and especially the pink crystals found at Pala and Mesa Grande in San Diego County, Calif., are deemed superior to tourmalines from all other localities.

This paper describes measured data on strata behavior obtained in recent years from sites in the United Kingdom and the implications for pillar design. The data include results from overcoring stress measurements adjacent to coal mine roadways and deformation monitoring related to longwall extraction. The stresses adjacent to mine roadways or entries have been measured at a number of coal mine sites in the United Kingdom. The results are analyzed with regard to the information they provide on pillar behavior and strength estimates. A reduction in stress consistent with yielding of the strata adjacent to the roadways is evident. This is consistent with the confined core model for pillar behavior. The pillar strength is dependent on the rate atwhich vertical stress can increase with distance from the pillar edge and hence the confinement provided to the yielded material. The measured data indicate a wide range in pillar strengths. Two groups of results are identified that show significantly different behavior corresponding to differing effective pillar strengths. Estimates of pillar strengths derived from the measured data for these two groups are compared with established equations used for pillar design. The differing behaviors and strengths are attributed to variations in the amount of yielding and deformation in roof and floor strata and hence in the amount of confinement they provide to the coal seam. Numerical modeling is used to provide a comparison with the measured data and to indicate that this provides a feasible mechanism to account for the measured data. As the depth of mining increases, pillars tend to become increasingly wide and squat. In such cases, it is possible for the surrounding roadways to become badly deformed and damaged while the pillars remain stable. The criteria of comparing pillar strengths and loads to establish pillar stability become less applicable in these circumstances; rather, considerations of roadway stability may be the limiting factor in determining suitable pillar dimensions. This is the case for pillar dimensions typically employed around longwall panels in the United Kingdom. Depending on the properties of the site and what are deemed to be satisfactory roadway conditions, this can lead to wide variations in required pillar dimensions. Measured data for deformations in roadways influenced by adjoining longwall workings are presented. These show that in some circumstances the influence of longwall extraction can be transmitted over large distances and confirm the variability in required pillar sizes depending on site properties.

 Previous reports of this series/7/8/ presented data on the composi- tion of exhaust gases produced by Diesel engines operating under various conditions possible in underground workings. In all previous experiments, the engines tested were in proper mechanical condition; that is, they were adjusted and maintained in accordance with the manufacturer's instructions. In discussing the results of these tests in relation to the use of Diesel engines underground, the importance of maintaining engines in proper mechanical condition was emphasized, although no data were presented to indicate the effect of engine maladjustments on production of harmful and objectionable constituents of exhaust gas. It is the purpose of this report to present such data and to reemphasize the importance of adequate maintenance for Diesel engines used underground.

In addition to developing various types of coal-interface detection system, the US Bureau of Miner is actively in involved in developing a coal rib-thickness monitoring system for highwall mining applications. One particular system that shows promise in a ground-pentetrating radar system to detect the coal-air boundaries of coal rifts. Based on preliminary laboratory and field tests results indicate that this method can be applied successfully in highwall mines to maintain constant rib thickness. The coal seam should be relatively clean in the vicinity of the antenna (e.g., have minimal partings or dirt bands) for best results.

Emergency personnel, like all workers, carry out their duties within an environment composed of a set of discrete elements. First, there is the emergency itself. Whether a forest fire in France, a tornado in the American Midwest, or a mining disaster in Russia, the emergency imposes certain exigencies upon the responders. Second, a social structure exists with specific social units, rules, and forms of association. An emergency response, therefore, takes place within a context of prescribed behaviors, expectations, and value judgments that are sometimes in conflict with each other. Third, there is a technology that must be understood in order to accomplish group goals. If the technology itself is implicated in the emergency, the entire emergency environment may be impacted. Clearly, a breakdown in any of these elements could result in worker injury and might heighten responder stress. This paper discusses how emergency workers not only get injured but may come to experience bum-out, post-traumatic stress syndrome, or impaired work and family relationships, even though their normal work setting (the emergency) is expected to be 'abnormal'. The authors suggest areas in each of the three environmental elements that, deserve further inquiry.

Throughout the Appalachian Mountains there are dikes of coarse granite or pegmatite, which were intruded into other rocks. These pegmatite dikes contain feldspar, quartz, white mica (muscovite), black mica (biotite), and other minerals, such as beryl, garnet, and tourmaline. The investigation here reported has to do only with the dikes of the southern Appalachian region, in which the abundance of each mineral is as in the order given above. The pegmatites of this region are in every stage of alteration from those in which the feldspar is fresh to those in which the feldspar has decomposed to kaolin. The muscovite (white mica) shows no evidence of alteration, although most of the other associated minerals show traces of disintegration where the feldspar is completely kao- linized. At many places mining for mica has been done in dikes in which the feldspar is completely kaolinized, though the only evi- dences of disintegration in the mica are clay stains which are some- times noted between the outside lamina. Mining in these pegmatite dikes antedates history, traces of prehis- toric workings and some crude mining implements of stone having been unearthed by recent operations. The prehistoric mining is generally supposed to have been for mica, although investigations fail to show that the aborigines put the mica obtained to any par- ticular use except for ornaments, a few mica ornaments having been found in mounds in this region. The search for kaolin or semikaolinized feldspar is a plausible ex- planation of these prehistoric workings; all of them were in pegmatite that is more or less altered, and seemingly stopped only when the pegmatite became too hard to permit working with crude stone im- plements. The dumps do not represent the amount of material that one would expect, from their extent, the workings to have produced. Ethiopia is the only country in the Continent of Africa that has maintained its political independence; and now that it has a progressive and enlightened ruler, Ras Taffari, hope is entertained in many quarters that through foreign partici- pation the Ethiopian mining industry will develop rapidly.

"Since its establishment in 1910 the Bureau of Mines has consistently recommended the rock-dusting of bituminous and lignitic coal mines as a preventive of widespread explosions. As with many other proposed innovations, the response to the bureau's recommendation has been slow; but during the past 10 years many coal mines have done some rock-dusting, even though probably fewer than 50 of the country's approximately 6,000 coal mines are thoroughly rock-dusted. Notwithstanding the inadequacy of the rock-dusting which has been done in most of the mines which have adopted the new system, numerous cases are at hand. indicating the well-founded basis of the bureau's claims regarding the effectiveness of rock-dust in stopping explosions. Very brief descriptions will be given of several cases in which explosions in coal mines of the United States are fairly definitely known to have been stopped by rock-dust during the past 5 or 6 years; in addition, several cases are cited in which explosions were stopped through the agency of rock-dust and moisture.A rock-dusted mine is one in which the floor, roof, and sides of every accessible working place, including haulage ways, airways, manways, and rooms and connections have an application of rock-dust - for instance, limestone - such that the incombustible content of the aggregate dust on those surfaces is over 60 per cent. The dust in these workings should be sampled at regular intervals to determine whether the incombustible matter in the coal-dust is less than the necessary minimum of 60 per cent; another application of rock-dust should be given when the incombustible percentage is less than 60. (As an example of thorough rock-dusting, see Bureau of Mines Information Circular 6578, 1932, which describes how rock-dusting is done in Alabama at a cost of 1.8 cents per ton of coal for a thorough application; Report of Investigations 3060, February, 1931, Rock-Dusting In A Pennsylvania Coal Mine; or Information Circular 6244, 1930, giving data, including costs, on rock-dusting in coal mines in New Mexico.)An explosion may be started by the ignition of gas, even when rock-dust is present; hence it is not correct to say that rock-dust will prevent an explosion of gas; however, if rock-dust has been applied to a working place which has present an explosive mixture of me-thane and air, and if an open light is used or a blown-out shot or an electric arc occurs, although there will very likely be an ignition and possibly an explosion, the rock-dust will certainly prevent ignition of the coal-dust nearby, and unless the general atmosphere has an explosive gas mixture, the rock-dust will stop propagation of the flame throughout the mine. In other words, if an explosion is started by gas or by coal-dust and the mine has been rock-dusted as defined, the rock-dust will prevent widespread extension of the explosion, unless the general atmosphere contains methane and air in explosive proportions.With these definitions clearly in mind, instances are now given where rock-dust has played a prominent part in the stopping of several explosions. No cases have been included where there was any reasonable doubt that rock-dust had taken a definite part in the limiting of the explosions."

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.

The danger from coal dust in mines has been thoroughly demon- strated by experiment, and consequently the study of the inflam- mability of coal dust suspended in air, that is, the readiness with which a cloud of coal dust inflames, is of decided importance to those engaged in coal mining. Much knowledge has been gained from the work done in the large galleries constructed at official and semiofficial stations in this country and abroad, but the study of the coal-dust problem in these galleries requires so much time and is so costly that there is need of a reliable laboratory method for obtaining a classi- fication of the great variety of dusts that occur in mines. The investigation described in this paper was an attempt to devise such a method. It was a preliminary investigation, and work in the same direction is being continued by the Bureau of Mines. As Mr. Frazer has severed his connection with the bureau, it is deemed advisable to publish the results of his study substantially as he prepared them, with little attempt to draw conclusions or to show the bearing of the results on other studies now in progress. The results of these studies and a full discussion of the significance of the laboratory investiga- tions will be published in future reports of the Bureau of Mines. The reader should remember that any laboratory method, since it involves conditions that differ so greatly from those of actual mining, should be thoroughly tested, and the results obtained by it should be confirmed by experiments conducted on a scale simulating mining conditions before final conclusions are drawn. The need of a laboratory method has long been felt, and several investigators have devised apparatus and methods. The work done by Vital, Holtzwart and Von Meyer, Bedson and Widdas, Le Chate- lier, and that of the British Coal Dust Commission is of great interest in this connection. Rock masses in deep level mines are subject to high stresses, which can result in unexpected failure of rock into mined-out openings. Historically, various independent methods have been used to discern the causes of rock bursts and to evaluate stress conditions in rock masses susceptible to violent failure. Personnel from two research centers of the former U.S. Bureau of Mines, Spokane and Twin Cities, investigated a rock burst that occurred in May of 1994 in a rock mass between the 4400 and the 4600 levels of the Sunshine Mine, Kellogg, ID. The team evaluated the current state of stress in the pillar and the most likely cause of the rock burst by studying the seismic history of the pillar, examining the geology, analyzing the available in situ stress data, calculating possible fault-plane solutions for the burst, and performing a seismic velocity tomographic survey. The results of the study showed that post-rock-burst seismicity was concentrated about 15 to 30 m west of and about 15 m above the rock-burst location. The pillar is composed of a very hard sericitic-to- vitreous quartzite of a type rarely found in the mine, but that is often found in other district mines having a history of seismic activity. In situ stress analysis of the pillar and the surrounding rock mass showed a probable stress rotation from northwest-southeast to east-west. Of four fault plane solutions, the most probable was either a left-lateral, strike-slip movement with a compressive principal stress oriented nearly north-south, or a right-lateral, strike-slip movement oriented east-west. Finally, tomographic images showed low-velocity areas (interpreted as areas of low stress) associated with the crosscuts and haulageways, and high-velocity areas (interpreted as areas of high stress) associated with the rock-burst location. High velocities were also found in a planar area oriented in an elongate northeast-southwest direction.

GLOSSARY TERM DEFINITION ACCOMODATION The process by-which the eye changes focus from one distance to another. ADAPTATION The process by which the retina adjusts-to more or less light then it was exposed to during an immediately preceding period. Also involved, to a lesser degress, is the change in the size of the pupil which regulates the amount of light entering the eye. Adaptation results in a change in the sensitivity of the eye to light. CENTRAL VISION (FOVEAL) The seeing of objects in the central or foveal part of the visual field. It is approximately two degrees in diameter and permits seeing much finer detail than does peripheral vision. DIRECT GLARE The effect of brightness or brightness differences within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. FOOT CANDLE A measure of the amount of light falling onto a surface. FOOT LAMBERT A measure of the amount of light that is being reflected by a surface. GLARE The effect of brightness or differences in brightness within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. LAMP A generic term for a man-made source of light. By extension, the term is also used to denote sources that radiate in regions of spectrom adjacent to the visible.

Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5. Louisiana is one of the major oil-producing States of the country. Commercial production of crude oil in the State began in 1902 and has increased to an estimated output of 157,409,000 barrels in 1945, which is the maximum production up to this time and places the State fourth in the nation. The cumulative production for Louisiana through 1944 is 1,544,481,000 barrels, and, adding the output for 1945, the total to January 1, 1946, is 1,681,890,000 barrels. Data on annual production of crude oil in Louisiana and tentative statistics for 1945 are given in table 1. The large production of crude oil in Louisiana and the present trend to utilize petroleum in accordance with its general characteristics make it increasingly important to present analytical data for crude oils. This report is the fifth of a series presenting such data obtained on crude oils from Louisiana according to the procedure used by the Bureau of Mines. Individual analyses are given for 82 samples from 64 fields; many of the samples are from recently discovered fields, and some are from new producing formations.

The Ringelmann Smoke Chart fulfills an important need in smoke abatement work and in certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous Bureau of Mines publication now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier version.

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.
