"INTRODUCTION Industry, including coal mining, has come to realize that to prevent accidents the human element must be given more consideration than was customary in the past. In formulating safety rules and regulations and in the enactment of laws governing mining, too often enforcement is emphasized rather than the means of gaining willing compliance.' The purpose of this paper is to call attention to the human side of accident prevention, and the approach to this important and much-discussed subject will deviate somewhat from the usual discussions.The human being is a complex mechanism, both physically and mentally. It is difficult to establish a common denominator for the actions of humans, except in general. In establishing mining laws, rules, regulations, and standards, the ultimate objective should be to gain the best possible response of workmen, so that optimum results in accident prevention may be obtained. The complexity of human beings is apparent when the many ways 1n which they differ are considered. Some of these differences are manifested in emotional and phlegmatic types, degrees of intellect or native intelligence; and in hopes, desires, aspirations, and philosophies of life. How much simpler ac¬cident prevention would be if the response to laws, rules, regulations, or standards were equivalent to the definite movements of puppets responding to pulls on strings. Each time, the strings are pulled in exactly the same way, the puppets will respond in exactly the same manner. Human beings, although having many similar characteristics, do not respond uniformly to identical ""string-pulling""; therefore, much study is necessary before the desired re¬sponses can be obtained. To achieve the ultimate in accident prevention, it must be ""worked at"" constantly. Regardless of the adequacy of safety laws, rules, regulations, or standards, good accident records will not ""roll in"" if dude consideration is not given to the personal traits of those most likely to be involved in accidents."

Provide the mining industry with a wireless surveying system for increasing efficiency in the drilling of methane drainage or exploration boreholes. Approach The Bureau of Mines has pioneered the technique of methane control by drilling long, horizontal drainage holes from within the mine complex. It was recognized during the early drainage projects that a major portion of the drilling operation was dedicated to hole surveying. In some cases more time was actually being spent on the surveying operation than on drilling. The large amount of time required for hole surveying was the result of having to pump an instrument to the bottom of the hole, then retrieve it with an attached wire line. Naturally as hole depth increased, so did the amount of time needed to perform the survey operation. If the survey operation could be improved it was obvious that overall efficiency in drilling of long, horizontal methane drainage holes would be greatly increased. The Bureau of Mines, therefore, developed, fabricated and tested in an operating coal mine a permissible wireless survey system specifically designed for small diameter methane drainage drilling. The prototype survey system was completed in 1982 and was given the IR-100 Award by Industrial Research and Development Magazine. A second generation survey system is currently being constructed using updated state-of-the-art electronic technology. The second generation system will be more portable, more reliable, easier to maintain, and less costly.

Coal is a combustible, carbonaceous, sedimentary rock that is formed by the accumulation, compaction, and physical and chemical alteration of vegetation [Simon and Hopkins 1981; Bates and Jackson 1987]. Coal is classified according to its type, grade, and rank. The type of coal relates to the plant materials from which the coal originated. The grade of coal refers to the purity of the coal-or the amount of inorganic material (including ash and sulfur) left after the coal is burned [Bates and Jackson 1987; Stefanko 1983]. The rank of coal indicates its degree of metamorphosis and roughly correlates to the geological age of the coal or the geological environment from which it has been mined [Bates and Jackson 1987]. Rank also indicates the percentage of carbon in dry, mineral-free coal [Whitten and Brooks 1973] and the degree to which the coalification process has progressed [Larsen 1981]. The geological process of coalification begins with organic materials (e.g., celluloses, lignins, and other plant compounds that are deoxygenated and then dehydrogenated) and ends with coal of various geological ages, from lignite to anthracite [Larsen 1981]. Table 3- 1 presents the American Society for Testing and Materials (ASTM) classification of coals by rank. According to Parkes [1982], high-rank coal includes anthracite and semianthracite coal ("hard coal," with 91% to 95% carbon); intermediate-rank coal includes low-, medium-, and high-volatile bituminous and sub-bituminous coal ("soft coal," with 76% to 90% carbon); and low-rank coal includes lignite (with 65% to 75% carbon or less). The rank of coal tends to increase from the western to the eastern United States, with anthracite occurring primarily in eastern Pennsylvania [Schlick and Fannick 1971]. Most of the coal currently mined in the United States is bituminous [Given 1984]. A classification of the coal in the United States is provided in Table 3-2.

Provide a machine for economically drilling probe holes in coal mines (required where there's a possibility of unmapped, abandoned workings) to check for possible water flood or gas hazards ahead of the face. Approach A lightweight air-powered drill, that mounts on a light-weight frame anchored to the face with an expandable packer, is used to drill one or more probe holes. The anchor installs quickly and will lock the drill in any desired position. How It Works The drill is portable and can be broken down to small components for ease of transportation. One man can carry these sections through restricted access routes to the working place. Components that are separable are the anchor assembly, drill frame assembly, and drill motor assembly. The drilling sequence is as follows: A 2-inch-diameter anchor hole is drilled 2 feet deep. The fixed anchor tube is rubber packer is expanded. A second anchor hole is drilled through a bushing in the anchor frame. The removable anchor tube is inserted and its rubber packer expanded. (This anchoring system withstood pulls of up to 14,000 pounds.) Next, the frame is attached to the anchor with two screw knobs, and the motor is attached to inserted in the hole and the rubber packer is expanded. A second anchor hole is drilled through a bushing in the anchor frame. The removable anchor tube is inserted and its rubber packer expanded. (This anchoring system withstood pulls of up to 14,000 pounds.) Next, the frame is attached to the anchor with two screw knobs, and the motor is attached to the frame with a single locking pin. Installing the anchor and drill takes less than 12 minutes.

The Bureau of Mines has recently completed a program to identify and evaluate various methods that address control of dust generated outby the longwall mining face. Dust generated by the stageloader-crusher, the panel belt, and the intake roadway can be long-term throughout the shift, contributing significantly to the dust exposure of all face workers. Dust control techniques were identified and tested at a number of longwall mining sections located in diverse geological conditions across the United States, Dust controls investigated include (1) methods that eliminate the sources of intake dust contamination--homotropal ventilation; (2) methods to limit the amount of respirable dust released into the intake airstream--improved water application and the use of curtains and enclosures; and (3) methods to clean the contaminated air prior to delivery to the mining face--scrubber systems. Usually they can be implemented at a low cost and can be very effective. This report describes each technique and its application and presents the resulting conclusions.

Tables 16 through 19 continue the series of providing the world merchant fleet distribution by type of vessel and the ranking of the major fleets by country of registry. Table 20 this year provides a summary of the world's liquid gas carrier fleet. These vessels are included in the totals given for the world's tanker fleet, but gives a breakdown demonstrating the growth of the importance of natural gas in the world's energy commodity consumption. Panama and Suez Canals Tables 21 and 22 provide the latest available information on the transit of mineral commodities through the Panama Canal, by number of vessels, direction, and the commodities transported. Although the number of vessels transiting the Panama Canal dropped slightly (0.5%) between 1989 and 1990, the total amount of cargo moved rose by 3.6% and the amount of mineral commodities moved rose by 7.2%.

The Bureau of Mines studied 780 acres of the 24,130-acre Sheldon Contiguous Wilderness Study Area (CA-020-1012) in 1985. The study was done at the request of the Bureau of Land Management and authorized under the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1 976) in order to evaluate the mineral resources. The study area is located in Washoe County, NV, about 35 miles northeast of Cedarville, CA. A search of county courthouse records and an examination by foot traverses through and adjacent to the study area did not reveal evidence of any mining or mining exploration activity past or present. In addition, evidence of any form of rock alteration was not observed. Evidence of mineral resources is not apparent. Although basalt, the only rock-type present in the study area, can have some limited industrial applications, sources closer to potential markets probably would preclude rock from this area being economically competitive. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Sheldon Contiguous study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys ;s to provide data for President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

This U.S. Bureau of Mines report examines the roof and floor contact pressure provided by the interaction of a shield with the surrounding strata. Controlled forces were applied to an 800-ton two-leg shield in the Bureau's mine roof simulator; the distribution of forces acting on the canopy and base of the shield were measured with 24 hydraulic pressure cells. Several influential factors that affect the load distribution were investigated: (1) the magnitude of loading (leg pressure); (2) the profile of the canopy, principally the upward-sloping tip; (3) the base-lifting device; (4) horizontal load acting on the shield; and (9 compliancy of the immediate roof and floor. It was concluded that the shield does not develop full canopy or base contact without deformation of the strata. Maximum contact pressures are developed at the rear of the canopy and on the toes of the base. Less than 10 pct of the available shield capacity is developed at the canopy tip despite the design intention to ensure tip contact. Horizontal loading reduced the toe pressure acting on the base by as much as 75 pct. The base-lifting device exaggerated the inherently high toe loading, increasing the contact pressure by more than 200 pct.

"This paper presents an interim progress report on our recently begun research project on respirable dusts. We are reporting on a sophisticated, predictive, probably correct, testable hypothesis that postulates a mechanism by which some natively cytotoxic respirable size mineral particles, such as kaolin, are not harmful to the lungs, while other equally cytotoxic particles, such as quartz, are, even in small quantities, very harmful. In essence the hypothesis predicts that some mineral particles, not normally present in the earth's ambient dust, causes the lungs dust defense mechanisms to turn on the lung and harm it. However fruitful the hypothesis may be, it is a hypothesis and much work remains to be done before it can be accepted as a theory.While I may make the presentation and be the PI, my co-PI, Dr. William Wallace of NIOSH, has and will continue to make at least as much contribution to the project as I. Our sophisticated hypothesis is deeply scientifically based and unfortunately, in spite of the multifacited aspects of this project, there is virtually nothing in the literature to guide our work. This means we must go back to the classical physics to develop the models for calculating the powerful electrical effects near particle edges, and we must measure the fundamental biological constants associated with pulmonary macrophage. While there are daily discussions on Boltzman distributions, Einstein's Brownian Motion paper, the Nernst Equation, and sophisticated semi- in vivo biological time constant measurements, we are aware that this is not an easy problem and we are not likely to have irrefutable closed solutions to these problems by next Monday morning.HypothesisLet me now turn to our hypothesis. In order to occupy all the naturally occurring surface areas on the earth, man, during his long evolution from fish, had to evolve effective defenses against all the naturally occurring cytotoxic rcspirable mineral dusts. For example, clays, which are often the main component in naturally occurring respirable mineral dusts, are quite cytotoxic but do not harm the lung. However, for respirable mineral dusts that contain significant amounts of nonnaturally occurring but equally cytotoxic quartz and asbestos particles, the body has not had to evolve- an effective defense mechanism, and thus respirable mineral dusts containing these particles may harm the lung. Our hypothesis is, therefore, that a few nonambient minerals such as quartz, cause the bodies dust defensive system to harm the body in a manner analogous to Lupus or MS, diseases of the immune system."

In addition to nine powder and gaseous extinguishants of propagating Pittsburgh seam coal dust-air explosions earlier evaluated,6 10 other powders have similarly been evaluated under like conditions such that wall quenching of the coal dust-air flames was virtually absent and the dust concentration was temporally and spatially uniform to within about ±5 percent. None of the newly examined extinguishants was better than Purple-K (potassium bicarbonate); the 10 of this report are anhydrite (calcium sulfate), monobasic (4 types) and dibasic ammonium phosphate, natural and synthetic cryolite (sodium fluoalumi-nate), sodium sulfate, and tricalcium phosphate. Except for anhydrite, sodium sulfate, tricalcium phosphate, and the cryolites, these materials were about equally effective, when present in relatively low concentrations (weight-percent of the coal dust-extinguishant mixture). The maximum oxygen concentration for the extinguishment of otherwise uninhibited coal dust explosions and the influence of coal dust particle size and the volatile content of the coal were also explored. For the present, the choice of the inhibitor among the good ones evaluated is not as critical as the system to be used to deploy the extinguishant against a coal dust explosion.

In its program of investigation of deposits of strategic minerals, the Bureau of Mines did some development drilling at the Tapley deposit in an endeavor to find an additional source of copper. There are accounts that many years ago the property had some production; there are several old, inaccessible shafts apparently sunk on a vein in rhyolite or diabase. The waste dumps of these shafts contain considerable sulfides, chiefly pyrite and chalcopyrite. To cut the vein below the old mine workings, the Bureau of Mines? diamond-drilled five holes aggregating 1,204 feet. No significant copper mineralization was found.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. To expediate the transfer of technology from Bureau laboratories into new products and processes that enhance the economic competitiveness of the U.S. mining and minerals industry in world markets. Background The U.S. Bureau of Mines and various members of the industry are concerned about the current technology challenge to the minerals industry in the United States. They arc working together to delineate ways of enhancing the mineral industry's technology base. More emphasis is being placed on collaboration between the government, academia, and industry to formulate the innovative revolutions needed to maintain our technology edge. Through these partnerships, real issues and problems can be identified, the industry's needs as customers can be defined, and research and development activities can be tailored to meet these needs. Now is an especially exciting time in research because some special opportunities exist to encourage private industry to capitalize on Federal laboratory research and development. These opportunities arc called CRADA's. What Is A CRADA? The Congress recently enacted a mechanism that enhances collaboration between industry and government through the Technology Transfer Act of 1986. A key lea lure of this Act is a provision through which Cooperative Research and Development Agreements or CRADA's can be developed to encourage industry and government to work together and stretch their research budgets. By entering into a CRADA, a private, non-Federal company can cost-effectively perform research by sharing the costs of this research with the Federal Government. The agree¬ment involves no transfer of funds from the Government. The Government agrees to provide personnel, services, facilities, equipment or other resources (but nut funds) and the non-Federal party agrees to provide funds, personnel, services, facilities, equipment, or other resources needed to conduct a specific research or development effort.

Theoretical and experimental research sponsored by the U.S. Bureau of Mines shows that medium frequency (MF) electromagnetic (EM) signals propagate great distances in an underground environment such as a tunnel or mine. This propagation is enhanced by different mechanisms associated with the geology, and with the existence of metallic conductors in the entryways. In stratified geologies, a transverse electromagnetic (TEM) mode of signal propagation is possible if a low conducting layer is bounded above and below by higher conducting layers. In general, the difference in conductivities must be at least several orders of magnitude. Such geological waveguide conditions often exist in underground mines. Propagation via the waveguide effect is known as the "seam mode" of propagation. Another mode of propagation, the "tunnel mode," exists in underground entries with electrical conductors such as power cables, metal pipes, and phone lines. A monofilar mode of propagation exists when signals are impressed upon conductors and return via the surrounding rock. A bifilar mode of propagation exists when all signals exist only on local conductors. In a given location there is a combination of monofilar and bifilar modes that make possible an interaction between the conductors and a transmitting device in a tunnel or entryway. Signals can be impressed on or received from local conductors via magnetic dipole antennas (loops) or line couplers.

"INTRODUCTION This is the first of a series of information circulars dealing with the control of roof and the prevention of accidents from falls of rock and coal. These circulars are being published to focus attention of the coal-mining industry on this most prevalent source of fatalities and injuries and to present factual information that should be helpful in reducing loss from these causes.Records of fatal accidents in the coal mines of the United States, from all causes, have been kept since 1906; during this period approximately 30,000 men have been killed by falls of rock and coal in the bituminous-coal mines, and more than 7,000 men have lost their lives in the Pennsylvania anthracite mines from the same causes. From 1906 to 1930, about 900 men were killed annually by falls of rock and coal in bituminous-coal mines, and about 200 men were killed annually in anthracite mines during the same 25-year period. From 1931 to the present time, the number killed annually from falls of rock and coal has averaged more than 500 men in bituminous-coal mines and about 125 men in Pennsylvania anthracite mines.Numerically the record of accidents from falls of rock and coal shows improvement, but on a percentage basis and on a million-man-hours-of-exposure basis little, if any, improvement has been made during the past 40 years. The cold fact is that, year after year, about 50 percent of all those killed in coal mines in the United States lose their lives from falls of rock and coal."

The Allah Cooper mine, in Louisa County, Va., formerly was a producer of lead and zinc. It was believed that the critical shortage of leach and zinc and the fact that some ore had been produced at this mine justified exploration of it. A preliminary examination was made on April 30, 1943, by J. E. Hill, a Bureau of Mines Engineer. Diamond drilling was done on the property from November 30 to December 18, 1943, to determine whether the sulfide body extended to depth. One hole drilled to a depth of 650 feet and located so as to cut the Allah Cooper ore shoot about 150 feet below the lowest known mine workings failed to disclose sulfide vein at that depth.

The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.
