In this report, the Bureau of Mines presents a theoretical solution for the stresses and displacements in an infinite elastic plate containing a circular hole the boundary of which is loaded by applied radial stresses over four separated arcs. The problem solved is a two-dimensional approximation of the stresses and displacements developed by a large tunnel-boring machine anchored in a circular tunnel. Analysis of the solution shows that the tangential tensile stresses induced on the boundary of the circular opening can be minimized in the roof and maximized in the floor of the opening by proper spacing and loading of the four arcs.

"IntroductionIn its investigations relative to reducing the hazards of carbon monoxide poisoning, the Bureau of Mines recently had its attention drawn to a compound2a sold under a trade name for which claims are reported to have been made regarding its efficacy in reducing that type of poisoning in automobile garages. Accordingly, some of the product was obtained and analyzed for its power to absorb, oxidize, or destroy carbon monoxide; and the results are herein reported.Description of ""Compound"" (quoted from manufacturer's circular)While the circular does not actually state that the ""compound"" protects against carbon monoxide, the inference is therein, because each of the two following quotations is below these respective headings; ""Carbon-Monoxide Poisoning,"" and ""Chronic Gassing Among Garage Workers.""The ""compound"" holds chlorine and oxygen gases in solution with formaldehyde, which unites with the hydrogen to form hydrochloric acid., giving an over-supply of oxygen which burns up carbon just as a piece of wood is burned in the fire. The formaldehyde in the composition of the ""compound"" is a great affinity for ammonia and hydrogen sulphide."

Subsequent Reports of Investigations 2253, 2958, 2962, 2972, 2988, 2992 and 3000, were issued to record the official actions taken during July, August, September, October, 1929, and January, February, and March, 1930. One of the more pressing engineering problems for deep longwall mines in the Southern Appalachian Basin is to design longwall systems that will eliminate catastrophic coal pillar failure from the working environment. The purpose of this study is to quantify the behavior of a particular size abutment pillar prone to burst or bump. Because the 24.4-111 (80-ft) square abutment study pillar is within the pillar size commonly used in this region, understanding the behavior of this pillar should aid in future efforts to design optimum mining strategies. This research has attempted to construct the pillar stress and roof-to-floor convergence profiles in order to evaluate the ultimate strength, deformation modulus, visco-elastic deformation, and violent failure characteristics of the pillar during longwall mining. This information reflects the overriding influence of the local geologic characteristics on bursts, provides the field measurements needed to verify concurrent modeling studies, and suggest some basic mechanisms associated with the coal pillar bursts discussed in this paper.

The borehole deformation gage and overcoring techniques developed by the Bureau of Mines form one of the primary methods of determining in situ rock stress. This report describes a least squares method of calculating the average rock stress components in the horizontal plane from more than three diametral deformation measurements in a vertical borehole. This least squares analysis provides a means of determining the multiple correlation coefficient, the variance, and the scatter for a set of deformation measurements. From this information, confidence limits can be calculated for the secondary horizontal principal stresses and their directions. The material presented in this report can be used as a guide to the development of least squares solutions for stress measurement techniques other than the borehole deformation method. Since the statistical information that results from the least squares method is extremely useful in the interpretation of results, it is recommended that a least squares analysis be used on stress measurement data whenever possible.

The Bureau of Mines developed data on the methane content of the Hartshorne coalbed, Haskell and Le Flore Counties, Okla. The methane content is calculated to be between 1.1 and 1.5 trillion cubic feet, based on an estimate of total coal in place of 2.4 to 3.2 billion short tons. Methane increases with depth, but the rate of increase decreases with greater depths. Degasification in advance of mining is recommended for all mines operating at depths greater than 500 feet to reduce hazards and methane explosions, decrease mine ventilation costs, and conserve the natural gas that would be otherwise wasted.

Laboratory batch-flow tests conducted on a highly ferruginous acid mine water with an activated carbon showed that ferrous iron is rapidly oxidized. This indicates that air oxidation of ferruginous acid in mine waters is catalyzed by activated carbon. The ferrous iron content of an acid mine water flowing through an aspirated activated carbon column was reduced from about 700 to about 10 parts per million in less than 1 minute. Highly efficient ferrous iron oxidation was achieved by conditioning the activated carbon by repeated treatment with acid mine water and air. The reaction proceeds rapidly in the acid environment (pH about 2.5) engendered by ferrous iron oxidation. The activated carbon was used repeatedly with little loss in efficiency, no discoloration, or solids deposition. In these batch tests, about one-third of the iron was adsorbed by the carbon, but with continuous flow, little iron adsorption is expected. Incorporating a catalytic oxidation step in the treatment of acid mine waters containing ferrous iron would greatly facilitate neutralization--precise control of pH, lower reagent costs, elimination of aeration equipment, and smaller holding ponds.

"Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."

Many different types of structures and materials have been used to build mineral processing facilities throughout the years. Although structure type and building material were not viewed as significant factors affecting the health of employees in these facilities when they were built, the National Institute for Occupational Safety and Health (NIOSH) has found that building type can impact respirable dust and noise levels. NIOSH performed a study in which it evaluated three building types: masonry, an open-structure design, and a steel-sided design. This study indicated that an open-structure design (no walls) was superior from both a dust and noise (health) standpoint when compared to the other two structure types. Therefore, companies may want to consider this design when building new structures.

The data obtained from this study cover test areas that are gassy to ultragassy and pillared areas of different sizes and degrees of tightness. The methods of controlling ventilation, applying bleeders, and supporting bleeder entries varied in the different test areas. It was not possible to study all conditions likely to be encountered in coal mines. Undoubtedly, there are areas where bleeder entries, even though properly planned and maintained, might prove unsatisfactory. However, on the basis of this study, the following observations were made: 1. Tests showed that each bleeder system studied provided some movement of air through the pillared area; the quantities of air delivered to the pillar line, ranged from 23 to 82 percent, depending mainly on the extent to which bleeder re-turns were used as main returns from the section. 2. Pressure measurements taken across pillared areas showed maximum pressure drops ranging from 0.05 inch of water for a shallow gob to 2.69 inches for a very deep gob. The pressure differentials varied with the size and tightness of the gob but proved adequate to induce airflow across worked-out areas or through fringes of the gob to the bleeder return system.

A series of gelatinous permissible explosives was prepared with increasing sodium nitrate content and subjected to an improved technique for evaluating incendivity in coal dust-air and coal dust-gas-air mixtures. Those explosives containing an appreciable amount of sodium nitrate were found to be very hazardous in coal dust-air and coal dust-gas-air mixtures.

The use of flexible liners for support of underground openings has been investigated by the Bureau of Mines. This report presents installation procedures and instrumentation results of a full-scale flexible liner field installation in the Burgin mine. The flexible liner is a part of the mine support system and has provided maintenance-free support for 22 months

"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

1.0 FRAMEWORK FOR COMPARISON This document describes the decision factors that bear on the selection of the modulation process for the wireless underground medium frequency (MF) communication system. The selected modulation process must satisfy the Bureau of Mines stated objective of improving general communications within an underground mine. The improvement being sought includes the development of a wireless communication technology of measurable benefit to both mine safety and mine productivity. The improvement will allow wireless communications paths to exist between roving miners. The wireless communication paths will also be made compatible with the existing underground telephone system to extend paging and voice communication throughout the underground mine. The new wireless equipment will include man-pack, vehicular, repeater, and base station transceivers. Repeaters and base stations will feature coupling networks for interfacing with the existing telephone circuits. Frequency modulation (FM) and single sideband (SSB) modulation processes are analyzed in view of the special conditions associated with underground mining. Of primary importance is the tremendous electrical noise generated in an operating mine that could adversely affect communications quality. High noise coupled with high attenuation rate of near field signals forces the communication system to be inherently short range. Workers in hazardous environments such as mining are constantly exposed to the health and safety hazards of dynamic and unpredictable conditions. One approach to enable them to manage these hazards is to provide them with situational awareness: real-time data (environ-mental, physiological, and physical location data) obtained from wireless, wearable, smart sensor technologies deployed at the work area. The scope of this approach is limited to managing the hazards of the immediate work area for prevention purposes; it does not include technologies needed after a disaster. Three critical technologies emerge and converge to support this technical approach: smart-wearable sensors, wireless sensor networks, and low-power embedded computing. The major focus of this report is on smart sensors and wireless sensor networks. Wireless networks form the infrastructure to support the realization of situational awareness; therefore, there is a significant focus on wireless networks. Lastly, the “Future Research” section pulls together the three critical technologies by proposing applications that are relevant to mining. The applications are injured miner (person-down) detection; a wireless, wearable remote viewer; and an ultrawide band smart environment that enables localization and tracking of humans and resources. The smart environment could provide location data, physiological data, and communications (video, photos, graphical images, audio, and text messages).

The unsteady, one-dimensional, compressible-flow equations have been solved numerically for a deflagration propagating through a gallery of finite length closed at the ignition end and open at the opposite end. These equations were solved for two situations wherein (1) the propagating flame was extinguished after 0.1 sec or before the return of aerodynamic disturbances reflected from the open end, and (2) the flame was allowed to propagate a full 0.8 sec until it was extinguished. It was found that the process of sudden flame extinguishment creates rarefaction waves that, upon entering the burned zone, produce resonance within the burned cavity. For the relatively small value of the product of the expansion ratio (8.5) and the effective burning velocities of 7.4 m sec-1 for the first experiment and 4.9 m sec-1 for the second experiment, it was found that the acoustic approximation provides an adequate estimate of the pressures developed ahead of the flame during the system's early history.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. On January 1, 1960 there were 310 petroleum refineries in the United States, with a crude-oil capacity of 9,901,424 barrels daily, according to the Bureau of Mines&apos; annual survey. Compared with a year ago, this represents a net decrease of three in the number of refineries and an increase of 81,578, barrels per day in crude-oil throughput capacity. Continuing the trend to fewer units with greater individual throughput, the capacity of the average refinery in the United states increased during 1959 from 31,373 barrels per day to 31,740 barrels per day. Compared with the previous year, total crude-oil capacity of refineries on January 1, 1960 was lower in the Appalachian No. 1, Other Rocky Mountain, and Texas Gulf refinery districts. All other districts showed slight increases in capacity. At the beginning of 1960 the industry had under construction facilities that would increase the crude-oil capacity in the United States by 70,947 barrels per day. This was the smallest capacity increase under construction at the beginning of the year since 19460 Included in this construction of additional capacity were two new refineries, one in Michigan and another in Hawaii. In addition, the industry was constructing facilities to replace 50,250 barrels per day of existing crude-oil capacity.
