National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.

"The handling and transportation of explosives and explosives supplies are inherently hazardous owing to their sensitiveness to impact and flame or electric arcs and sparks. Many accidents have occurred in the past during transportation of explosives, especially when they were carried by individual miners on man-trips. When electric haulage became the usual mode of transportation and shots were fired electrically, the hazards of carrying explosives and supplies on man-trips were fully realized, and in some mines all explosives were placed in one car, usually at the rear of the trip. Far-sighted managers saw the danger of this practice and provided separate trips for delivering explosives. This step was a definite advance in safety, but the latest achievement is the construction of special, rugged, nonconducting cars.Many coal-mining men have shown considerable interest in the construction of safe cars for explosives during recent months. Undoubtedly many others are interested in this phase of safety, therefore this circular is issued to give information on cars of this type now in use.Car A (fig. 1) is essentially a closed inner box separated from an outer box by an insulating lining of rubber. The double box is attached to a standard steel chassis that has spring journals and electric welding instead of certain rivets. The chassis is equipped with roller bearings. The over-all length from pin to pin is 11 feet, 9 inches; the wheel base is 54 inches, the track gage 42 inches, and the capacity eighteen 50-pound cases of permissible explosives. The box is 10 feet long, 6 feet wide, 3 feet high at the top of the arched roof, and 2 feet 9 inches at the edges. The top of the car is 46 inches above the top of the rail.The inner box is insulated from the outer box by two pieces of 1/4-inch switchboard.-insulating matting cemented together. To cover the top, two ends, two sides, and the bottom of the box requires 320 square feet of the l/4- inch matting.The walls are well-seasoned tongue-and-groove oak, 1 1/4 inches thick and 2 3/4 inches wide. A 1 1/4-inch air space is maintained by oak strips between the outer wall and the two thicknesses of 1/4-inch rubber matting. The inner box is made of 7/8-inch, well-seasoned, tongue-and groove oak fitted closely against the insulating matting. No nail, rivet, or bolt extends through the rubber insulation.The floor of the outer box is secured to the chassis by two sets of bolts through an intermediate piece of well-seasoned oak. One set of bolts is countersunk from the top of the intermediate piece of oak, and the other set is countersunk from the bottom. The countersunk portions are filled with ""insulate,"" an insulating compound. Adjacent bolts are at least 6 inches apart.The bed of the inner box is divided into six compartments by transverse strips of wood at the bottom and partitions near the roof. Each compartment accommodates three 50-pound cases of explosives. This arrangement prevents cases in adjacent compartments from touching, so that there is no possibility of end thrust of the entire load of explosives. Each inner compartment is 21 inches high, 5g inches long, and 16 1/4 inches wide. Separating strips at the floor are 3 inches wide and 1 1/4 inches thick. The outside dimensions of the 50-pound cases of explosives used are 17 1/2 inches long, 13 1/2 inches wide, and 12 1/2 inches high."

Longwall mines typically use some form of standing support for secondary roof support in longwall tailgate entries. Although there have been several new support products developed for this application, there remains no universal design criteria to optimize the application of these support technologies. The requirement for optimization and proper support selection is to understand the degree of control that the support has on the ground behavior. The ground reaction curve and numerical modeling was used to evaluate the impact of standing support on ground behavior. LaModel was used to evaluate the impact of standing support on main roof and floor behavior and pillar yielding. The conclusion drawn from this study was that standing supports do not have sufficient capacity to control main roof or floor loading or prevent the resulting convergence of the tailgate entry. However, it is imperative that this “uncontrollable convergence” be considered in the support design to prevent premature failure of the support. A FLAC model was used to evaluate the near-seam roof and floor behavior in conjunction with the global vertical and horizontal stresses. The model suggests that standing roof supports can have some impact on the ground behavior as the elastic response of the rock is exceeded and rock structure deteriorates from the stress concentrations that develop around the tailgate opening. During this phase, the capacity and stiffness of the standing support can be critical to the stability of the opening, as eventually the rock mass will be transformed into a partially detached structure whose weight must be supported by the standing support. This work is part of a ground control program of research at the National Institute for Occupational Safety and Health (NIOSH) aimed at improving mine safety by reducing roof fall injuries and fatalities.

The aerospace and automotive industries are facing a significant risk for cumulative trauma disorders from high-repetition, long-duration tasks. Additional risk factors such as shocks, vibrations and sustained uncomfortable postures oftentimes contribute to musculoskeletal, neurological injuries associated with the hand-arm system. The power tools used for the operation reduce the comfort and working efficiency of the operators, thus lowering their health and safety and the quality of operation. This paper investigates the fastening operation on the assembly line of a major aerospace company for quantifying hand-arm vibrations with the objective of developing a dynamic model of the hand-arm system. The model will be used to ascertain the effect of the various risk factors on the quality of the operation. Experiment Setup A system of three tri-axial accelerometers is used to collect vibrations entering the hand-arm system and their positioning follows the ISO-5349 standard. Reaction force during the operation is measured using a force sensor. The posture of the hand-arm system is measured using two goniometers and one torsiometer. The pilot study conducted has two subjects and one pistol-grip power tool. The experiment setup and positions of various sensors is depicted in Figure 1. [ ] Analysis Method The analysis consists of transmissibility of vibrations and frequency weighted acceleration based on the recommendations of the ISO-5349 standard [1,2]. In a review of so 40 papers on damage to residential structures resulting from blasting, only 3 were found that present data on the observed amplitude and frequency of the vibration levels produced by blasting together with an observed degree of damage to a residential structure. The data from these three reports have been analyzed statistically to determine if one of the quantities, displacement, velocity, or acceleration, is more reliable than the others for estimating the degree of damage to a residential structure. From this analysis the conclusion is drawn that a given degree of damage to a structure is most closely related to the magnitude of the particle velocity of the wave motion passing thru the earth at the structure location. On the average, only minor damage it observed for peak particle velocities of 5.4 inches per second, and major damage is observed for peak particle velocities of 7.6 inches per second. When the spread of the data is taken into consideration, the following statement can be made: Wave motions that have a peak particle velocity in excess of 2 inches per second have a fair probability of producing some damage to structures, whereas wave motions that have a peak velocity less than 2 inches per second have a very low probability of causing any damage. Therefore, the recommendation is made that vibration levels in the vicinity of residential structures should be maintained below a peat particle velocity of 2 inches per second. The above criterion for safe blasting is considered to hold over a wide variety of soil and rock conditions because the original data were obtained for a wide range of soil and rock conditions and on various types of residential structures. Thorium and yttrium oxides were recovered from siliceous ores of the Powderhorn , Colo . , area . Processing comprised ( 1 ) acid curing and subsequent ( 2 ) acid baking , ( 3 ) leaching , and ( 4) solvent extraction of thorium , using a primary alkylamine , and yttrium , using di - 2 - ethylhexyl phosphoric acid . About 95 pct of the contained thorium and yttrium was recovered from ore containing 1.2 pct Th02 and 0.5 pct Y₂ 03. The thoria product was 99 pct Tho ; the yttria product was 77 pct Y₂ 03. A 150 - to - 1 concentration ratio was effected on the latter , but some contaminating lanthanon - group oxides remained .

Approach Include in the wireless system a portable second-generation transceiver that is more reliable, compact, easier to deploy and operate, and ruggedized to withstand a mine environment. How It Works In an emergency, the new transceiver is snapped onto a caplamp battery for power. (Normally the 1 1/2-pound transceiver is either carried by the miner or is strategically located in the mine.) Its antenna wire, coiled inside the transceiver container, is removed and deployed in a roughly square configuration around a coal pillar or on the mine floor. An alinement (steering) sensor for continuous mining machines has been developed under a Bureau of Mines contract. A laser source in the entry projects a beam parallel to the centerline of the entry. The beam is optically shaped to a narrow, vertical fan and illuminates an array of optical sensors bunted on the mini machine. These sensors interpret the location of the beam into meter readings of heading (angle) error and lateral displacement errors. The system, which was tested for 5 months in an operating mine, appears to be fundamentally sound, and with some modification, should be applicable to remote or automatic guidance of continuous miners and other machines.

Many mines rely on toxic gas sensors to help maintain a safe and healthy work environment. This report describes a prototype monitoring system developed by the U.S. Bureau of Mines (USBM) that uses light to power and communicate with several remote toxic gas sensors. The design is based on state-of-the-art optical-to-electrical power converters, solid-state diode lasers, and fiber optics. This design overcomes several problems associated with conventional wire-based systems by providing complete electrical isolation between the remote sensors and the central monitor. The prototype performed well during a 2-week field trial in the USBM Pittsburgh Research Center Safety Research Coal Mine.

To alleviate the hazard to personnel and danger to equipment caused by fires on large, mobile vehicles. The Approach: A system which automatically senses a fire at its early stage of development, warns the driver of the danger, and activates fire extinguishers in the zone of combustion, How It Works: The automatic fire protection system utilizes both thermal and optical sensors to detect the heat or light given off by a fire in the area of concern (Fig. 1). The system warns the driver of the hazard and then automatically extinguishes the fire with pressurized S-C class powder. The system can also be activated manually from the operator's cab or from ground level. Further, the automatic sequencing of the system can be manually overridden by the driver if he determines that the fire sensors have malfunctioned to cause a false alarm.

"IntroductionThis preliminary report deals with the effect of oxygen pressure on the ignition temperature and combustibility of oils, it is the third of a series which will present the results of an investigation being made by the Bureau of Mines, on oxygen-oil explosions. The purpose of this research is to obtain technical data that will serve as a basis for safety precautions general outline of the problem has been given in the first report (Serial 2507).The present experiments have resulted in (1) a method for determining spontaneous ignition points of oils in an atmospheric of oxygen under pressure; and (2) the determination of these ignition temperatures for three typical oils, one being an animal oil (sperm), one a vegetable oil (linseed), and one a mineral oil (""Moiloil A"").These experiments on explosibility of oil were performed in order to discover the general nature of the phenomenon, especially the order of magnitude of the temperature necessary for spontaneous explosion (120°C. and upwards) and the effect of pressure variation (negligible as regards ignition temperature but important in relation to the violence of the explosion). A continuation oftests should provide a basis for selecting the safest lubricants for high pressure compression of gases particularly air and oxygen; and should be of value when devising new specifications for lubricants, both in the government departments and the compressed-gas manufacturing industry."

Vibration exposure at workplaces is generally multi-axial. The health effects of vibration exposure also likely depend on the vibration direction. Therefore, there is a wide interest in the simulation of multi-axial vibration in laboratory experiments. Advances in technology have led to the development of a new 3-D test system for studying hand-transmitted vibration exposure and health effects. The purposes of this paper are to introduce the system and to present the results of its preliminary evaluations. Test System As shown in Figure 1, the system is basically composed of three vibration generators, a multi-axis vibration control system, instrumented handle, handle fixture, and shaker-fixture linkages (stingers). [ ] Figure 2 shows the array of three vibration generators (MB Dynamics, Energizer BLACK-500 lbs) and their associated support bases and foundation developed by MB Dynamics (Cleveland, USA), which create the 3-axis simultaneous motion. These electrodynamic exciters are powered by power amplifiers which provide current proportional to the analog drive signal from a controller. The controller (JAGUAR Multi-Input/Multi-Output closed-loop vibration controller) was provided by Spectral Dynamics, San Jose, California, USA). NIOSH-designed instrumented handle was equipped on the system.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. Approach: A protective curtain of filtered air is blown down around the operator's head, from a manifold mounted on the machine canopy. How It Works: Mine air is drawn into the system through a filter which removes respirable dust. The filtered air enters a centrifugal blower which pushes it through a flexible hose to a manifold mounted on the canopy above the operator. Air leaves the manifold through a perforated plate and flows down around the operator's head. A photograph of an installed system can be seen in Figure 1. "INTRODUCTION The use of sheaths or hollow cylinders of flame-extinctive materials surrounding cartridges of permissible explosives has been developed during the last few years; the history of sheathed explosives in their salient development in Belgium was treated recently in a publication of the Bureau of Mines. 6/ This development is of great interest in explosives technology, for it holds possibilities of reducing further the ignition hazards that may cause many coal-mine disasters. The township interest in sheathed explosives in this country is attested by the passage of some State laws permitting the use of such explosives on shift 7/; inquiries are received in increasing numbers concerning the effects of sheaths on practical hazards as well as the general technology underlying their use."

"The Big Four zinc-deposit, directly above the north bank of the Green Mountain Reservoir on the Blue River, Summit County, Cole., was discovered in 1937 by the present owner, Walter McDaniel, who lives on the property. Mr. McDaniel, together with members of his family, have worked the mine on a small scale since its beginning and have shipped quantities of sorted high-grade ore to the International Smelting Co. at Tooele, Utah, and the Combined Metals Corp. at Bauer, Utah. More recently, parts of the nine have been operated by lessees.The property had been examined previously by the Federal Geological Survey, and the geological report was made available' to the Bureau of Mines.The Big Four mining claim was located in 1937 by Walter McDaniel and his wife Frances,- who had been prospecting in the vicinity since 1933. The discovery of the high-grade zinc deposit caused considerable excitement, as it had not been regarded as a mineralized area.Mining was begun in 1937 and carried on until 1944 by Mr. and Mrs. McDaniel with the help of a few hired miners. During 1944, parts of the mine were leased: to various parties Who produced small quantities of ore but did no development work.Shipments during 1941 .totaled 752 tons; during 1942, 387 tons; and during 1943, 510 tons. From the beginning of 1944 to April of that year, 98 tons wore produced and shipped to Utah,Since the lessees began operations, a grade of 30 to 35 percent zinc has been maintained by careful sorting. No production has been recorded for 1945.The Big Four mine is situated on Colorado State- Highway 9 between Dillon and Kremmling on the south face of Green Mountain overlooking the Green Mountain Reservoir, a Federal irrigation project on the Hue River, Green Mountain rises 1,600 feet above the general level of the valley to an altitude of 9,408 feet and the surrounding terrain, i s correspondingly mountainous and rugged."

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. [This paper is one of series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United States. It describes the mine of the Hanover Bessemer Iron & Copper Co. at Fierro, Grant County, N. M., which is the only operating iron mine in the southwestern part of the United States. This mine is in a district noted for the great variety of ores that it produces. Within a small area, as shown is Figure 1, there are noteworthy deposits of nearly all the common metals. The ore occurs in lenticular masses dipping at about 50°. An underhand stoping method has been developed that requires but a very small amount of handling of ore. As the ore is very irregular in iron content and also in the distribution of the impurities--chiefly sulphur, silica, and magnesia--a method has to be used that will permit selective mining and will also allow ore and waste to be taken out separately as conditions change. A magnetic cobbing plant raises the grade of the ore shipped about 10 per cent.]
