As part of the Bureau of Mines titanium resources examination program, samples of altered rock (saprolite) and unaltered rock from the Roseland anorthosite near Roseland, Nelson County, Va., were tested for amenability to beneficiation by flotation. A flotation technique was developed to produce bulk concentrates of ilmenite, rutile, sphene, and leucoxene. It was necessary to first float apatite using oleic acid as the collector, in an alkaline pulp with dextrine as a titanium mineral depressant. The titanium minerals could then be floated from the apatite tailing, using fluosilicic acid to depress the remaining apatite, morin to depress ferromagnesian minerals (when present), and oleic acid as the collector. A bulk titanium mineral concentrate, analyzing 66.0 percent Ti02 and 0.08 percent P205, was obtained from a sample of the unaltered rock which contained 5.45 percent TiO2 and 2.81 percent P205. Overall recovery in the concentrate was 47.1 percent of the total TiO2 in the ore. About 55 to 65 percent of the saprolite sample was clay and was removed by attrition scrubbing and decantation. The apatite prefloat procedure was applied to the saprolite sands; subsequent titanium mine: 1 flotation recovered 72.2 percent of the Ti02 in a bulk concentrate containing 65.1 percent TiO2 and 0.20 percent P205.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. In the experimental concentration of Vermont talc-magnesite ores, talc concentrates and tailings rich in magnesite were obtained. On account of the possible market value of the magnesite, the tailings are given consideration' in this report along with the talc. After some comments about the talc industry, the magnesite that accrued as tailings will be considered. Then the flotation results will follow.

Apparatus providing simultaneous differential thermal analysis, thermo-gravimetry, and evolved gas analysis, has been developed by the Bureau of Mines specifically for thermal study of oil shale and other solid, natural fuels. The apparatus is described in detail, and simultaneous analyses on a single sample of an oil shale mineral, nahcolite, and a thermal analysis demonstration compound, calcium oxalate monohydrate, are presented to demonstrate the instrument's capabilities.

Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

The Bureau of Mines has found considerable lack of uniformity in style and content of record books used for reporting the results of examinations made by coal-mine officials. These books range from elaborate forms designed for specific examining and operating procedures at certain large mines to simple composition books, tablets, and pocket-style notebooks at other mines. Examination of thousands of these record books discloses that the reports of many examinations are so brief and so poorly worded that they cannot be understood readily. The contents, in some instances, appear to be deliberately ambiguous. The value of keeping accurate accounts of safety inspections in coal mines is often underestimated. Well-kept records reflect managerial attitude and indicate well-governed operations as well as training of official personnel to conform to considered policy and regulations and if necessary, may serve as documentary evidence to protect the mine officials and the operators.

Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

In this Bureau of Mines investigation, conditions were determined to form an iron sulfide adherent coating with a metallic golden luster on steel upon anaerobic heat treatment with sulfur. The sulfide formation rate was determined in the temperature range of 105° to 500° C with reaction times up to 68 hours. The optimum temperature and time to form an adhering decorative coating on mild steel was in the range of 105° C for about 70 hours to 285° C for 1 hour. The golden coating consisted of an inner layer of pyrrhotite and an outer layer of pyrite. At temperatures higher than about 300° C, the outer layer thickness decreased owing to the decomposition of pyrite to pyrrhotite.. Small quantities (<0.5 wt-pct) of petroleum oil accelerated the sulfide growth rate. The sulfide coating decreased the corrosion rate of steel in a neutral aqueous medium by a factor of two. The dissolution of pyrite in water was dependent on particle size and surface area with the flat pyrite coatings exhibiting the lowest dissolution rate.

The expansion of city street laving which characterized the ten years ended December 31, 1929, according to a survey of 201 representative cities, made by the bureau of Mines, reached it climax in 1927, with decreases reported for 1928 and 1929. The upward trend, followed by a decline, was general in cities of all sizes included in this study, but was most pronounced in cities of 40,000 to 100,600 inhabitant and in the Northeastern, Southeastern, and Southwestern States. In the North-Central States the trend of paving; was downward from 1925 to 1929; in the Pacific, and Rocky Mountain States it was generally upward. Over the nation as a whole, bituminous types of paving continued to lead, furnishing two-thirds of the total street pavement laid in the 201 cities from 1925 to 1929. The actual yardage of bituminous pavement laid in these cities, however, was 3.8 per cent less in 1923-than in 1925, and the ratio of bituminous pavement to the total pavement t dropped from 70.4 per cent in 1925 to 62.1 per cent in 1928, rising to 65.1 per cent in 1929. The area paved with Portland-cement concrete amounted to only one-fourth of the total, pavement laid in these cities from 1925. to 1923., but the yardage of Portland-cement pavement increased by half during the period, and its share in the total pavement grew from 19.3 per cent in 1925 to 30.0 per cent in 1928, declining to 29.5 per cent in 1929. Brick, block, and stone pavements, which constituted the remaining one-twelfth of the total pavement laid in the 201 cities, decreased one-third in yardage, and declined in relative importance from 10.3 per cent in 1925 to 6.6 per cent in 1929.

An experimental blast furnace in normal operation was quenched by substituting cold nitrogen for the hot blast air. More than 2,200 samples from the stack, bosh, and hearth were taken; 500 of these were selected for detailed analysis. Deductions are made as to the patterns of burden movement and gas flow; the reduction of iron oxides, including a comparison of ore and sinter; and the behavior of sulfur above the smelting zone. Metal and slag beads from the bosh were analyzed, as were samples from the hearth metal and slag. A brief description of a petrographic examination of the quenched burden is included.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption of this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 million tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and -is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably arc in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

This work was done to provide thermodynamic, electrical, physical, and compositional data on the seeded combustion plasmas of seven coals for the design of MHD generators. The systems were assumed to be at equilibrium, and the design data were generated by solving for the composition of both gas and liquid phases with a digital computer. The coals reported in this study include a western subbituminous, a Pennsylvania anthracite, and five representative bituminous coals. The data include dewpoint temperatures of both slag and seed. A Mollier diagram for each coal is given to allow graphical generator calculations.

The roof rock in underground limestone mines in Northern Appalachia can be subject to high horizontal stresses in spite of the shallow depth of the workings. The high stresses can cause roof stability problems. The National Institute for Occupational Safety and Health staff have observed a distinctive asymmetrical mode of failure at the pillar-roof contact in two underground stone mines, which is different from the typical failure mode observed in response to excessive levels of horizontal stress. A dip of greater than 5° was identified as a possible cause of this mode of failure. Numerical model experiments showed that an increase in the dip of the workings can cause an increase in the stress at the up-dip corner of the roof beam. A case study is presented in which failure at the pillar-roof contact was observed where the dip of the workings was 7° in a high horizontal stress field. Numerical modeling showed that the relatively small dip of the workings could have induced stresses changes in the immediate roof that would explain the failures. The model results also showed that this mode of failure is less likely to occur if the limestone pillars contain weak bedding planes that provide stress relief. In addition, the results showed that for the conditions at the case study site, the stress in the roof beam was not sensitive to the thickness of the roof beam or to the excavation span. The high horizontal stresses at this site are an important contributing factor to the observed failures.

A method is presented for creating realistic numerical models for practical coal mine ground control. The method includes procedures to collect the necessary mechanical input parameters from a geologic core log, procedures to set up a model and procedures to interpret calculation results. The input parameters come from a detailed geologic core log and extensive point load tests of estimate rock layer strength. A suite of material property input parameters is proposed which allow the user to go from core log to numerical model inputs. Rock bolt anchorage properties are also linked to the material properties of each geologic layer in the model. Following this procedure leads to very realistic calculations of the rock failure process and rock support system behavior. These calculations in turn enable realistic comparison of the effectiveness of alternative rock support systems.
