The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

A thorough appreciation of the origin, formation, preservation and geometry of marine sand and gravel deposits is central in demonstrating that their extraction by dredging does not affect coastal processes or marine life. Geological evaluation underpins wave, tidal and sediment transport modeling and assists in predicting the nature and extent of seabed change during and after dredging. Marine sand and gravel deposits in the English Channel, southern North Sea and parts of the Irish Sea are of predominantly periglacial fluvial origin and record long histories of valley and floodplain cut and fill associated with Quaternary climatic and sea level oscillations. In the Bristol Channel, the influence of marine transgression and tidal dominance in sorting proglacial outwash deposits is evident in the distribution of sandbanks, scoured channels and gravel lags of this region. These deposits are relict and are unrelated to coastal sediment dynamics. Their extraction leaves seabed depressions which monitoring shows remain unfilled. The resultant offshore bathymetric changes and sediment removal in over 10 m water depth are not transmitted to the coastal zone as beach drawdown, wave height increases or sediment starvation. Applications for new aggregate dredging permissions in UK waters must be accompanied by an EIA and need to make a convincing case that the dredging will not affect rare or declining species and communities of marine life. Seabed recovery rates post dredging are now investigated and understood with reference to geological setting and the uniqueness of the sediment/biological character (biotope). Investigation of the continental shelf by the Industry and others reveals the large extent of gravel-dominated biotopes relative to commercially viable deposits.

The rare earth elements (REE1s; atomic number 57 -71) exhibit a coherent chemistry, are widespread in nature, and tend to occur in characteristic concentrations in different geochemical phases. Because of their predictable chemistry, the REE's-are highly useful as indicators or tracers of geochemical processes, and are often used as such in investigations of the genesis of terrestrial ore deposits. However, analogous applications of the REE's to the study of marine mineral deposits have been constrained by our limited understanding of the marine geochemical cycle of these elements. For example, a continuing area of uncertainty in this regard involves the so-called "REE Mass Balance Problem." This problem refers to the fact that detailed geochemical mass balance calculations typically predict a significant imbalance for the REE's; i.e., the calculations predict that REE removal rates from seawater are 11-18 times greater than their input rates. Yet all other chemical considerations indicate that the REE budget should be roughly in balance. Recent studies at The University of Michigan suggest the solution to this problem lies in understanding the the role of seafloor hydrothermal activity in the marine budget of the REE's. Geochemical analyses of hydrothermal sediments from two Pacific sites (East pacific Rise at 19°s and the Southern Juan de Fuca Ridge at 45°N) clearly show that the REE component of hydrothermal sediments is primarily acquired via scavenging from seawater. Iron oxyhydroxides, which form as precipitates when hydrothermal solutions are debouched onto the seafloor, are the active scavenging agent. Although the REE content of hydrothermal sediments generally increases with increasing distance from the rise crest, this increase is especially pronounced for sediments deposited below the lysocline,

Stephen D. Scott Steven Scott is a Professor of Geology, Director of the Marine Geology Research Laboratory and, until May 1997, was Chairman for 9 years of Geological and Mining Engineering, all at the University of Toronto. Steve also holds a cross appointment at the University of Western Brittany's European University Institute of the Sea in Brest, France. He was educated at the University of Western Ontario (B.Sc. and M.Sc.) and at Penn State (Ph.D.). Steve is a geologist/oceanographer specializing in base and precious metal massive sulfide deposits which he and his students have studied on five continents and on the bottom of three oceans. He was the first ore deposits geologist and first Canadian to witness "black smokers" on the ocean floor. Since 1982, he has participated on 21 oceanographic surface and submersible expeditions, many of them as Chief Scientist. His research team is currently carrying out projects in the W and NE Pacific Ocean. Steve has published more than 150 research papers and lectured in more than a dozen counties. Popularized accounts of his work have appeared in various media.. He has been honored by several awards and distinguished lectureships. Steve is President of the Canadian Scientific Submersible Facility, which operates the Canadian ROPOS robotic submersible, and is President of the International Marine Minerals Society.

The paper describes recent advances in the technology for mapping of the seabed with acoustic instrumentation. These instruments are typically single beam echo sounders, multibeam echo sounders and high resolution sub bottom profiler. For the single beam echo sounders, new features for deep water mapping are described, as well as the possibility for combining investigation of shallow areas with side scan sonar and vertical echo sounding in the same instrument. Multibeam echo sounding technology for deep and shallow water is reviewed, and some new high resolution instruments using dynamic beam focusing is presented. The sediment profiling technology deals with a novel design for high resolution sub bottom profiling, based upon a Mills Cross transducer with resolution as good as 3 degree in its largest configuration and a frequency range of 2,5 ? 7 kHz. Remarkable features of the system are a very high ping rate even for deep water, and the capability to map buried objects or structures by several simultaneous beams. Some results obtained with the first installation on the French research vessel ?Beatemps Beaupré? are presented.

The big money is backing both manganese nodules and manganese crusts as the most likely deep ocean mining development by 2010, but seafloor massive sulphides of copper/gold/zinc offer an alternative bet for a start-up by 2010. A study of the ?form guide? or comparison of these resources provides direction on which resources are economic candidates for commercial deep ocean mining development by 2010. This paper covers the commercial and technical issues of exploration, resource definition, drilling/sampling, sea bed mining options, mine plans, environmental issues, legal tenure and capital and operating costs (i.e., profitability) of these two mineral types. Nautilus Minerals has just completed a pre-feasibility engineering study of mining sea floor massive copper/gold/zinc sulphides at 2,000 m depth. The Nautilus study reviewed a range of mining and lifting options, settling on tracked continuous drum cutter miners to produce 2 million tons per annum of high grade ore. Capital costs are shown to be at least 30% lower than a land based copper mine of the same production capacity. Likewise 75% of world?s copper would be produced at a higher operating cost that the proposed seafloor mine. This paper then draws on the Nautilus study for comparison with earlier feasibility studies by others on manganese nodule mining to predict the likely directions in deep ocean mining to 2010.

Traditionally, mining activities have been developed in firm land, but technological advances and human needs have opened in the last year?s new opportunities in the maritime field. This has happened not only in the oil or hydrocarbons industries, but also in relation to the exploration or exploitation of other minerals, metallic and non-metallic. This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.

Modern Kuroko-type deposits occur in submarine calderas of island-arc fronts and back-arc rifts in Japan. They occur primarily on or adjacent to caldera boundary faults. Hydrothermal sulfides in the Myojinsho submarine caldera are one of Kuroko-type deposits, but their occurrence is different from other deposits found within the area 200 km2 around the Quaternary volcanic front of Izu-Ogasawara arc.

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. Analysis of ground and airborne radiometric measurements in the Saquarema region (Rio de Janeiro) provides new insights into the breakdown and transport of mineral aggregates containing monazites, under sub-tropical weathering conditions. The breakdown process, accompanied by loss of low-density clay fractions in weathered materials is considered responsible for the observed patterns in relative enrichment of thorium and uranium along the migration paths of radionuclides. The characteristic features of these patterns provide clues as to the time and distance scales associated with processes of weathering and erosion. It is also possible to determine approximate locations of concentrations of accessory minerals. In this context, we advance the hypothesis that large under-water monazite deposits may be present along the offshore sand banks, in the coastal region of the state of Rio de Janeiro.

"We report here on current topics of our project, based on the results of recent cruises and laboratory analysis, about the diversity of compositions and configurations of the hydrogenetic ferromanganese deposits in several Northwestern Pacific Seamounts. This recent research has discovered important aspects of these deposits regarding the mode of variation with water depth, topography and substrate geology, possible bacterial mediation, temporal variation with age in mineralogy, and major and minor element chemistry. All cruises and analysis have been supported by the facilities and staff of the Japan Agency of Marine-Earth Science and Technology (JAMSTEC), Japan Oil, Gas, and Metal resources Corporation (JOGMEC), Geological Survey of Japan, and Kochi Core Center (KCC) using a remotely operated vehicle (ROV), a monitored rock drilling system, dredges, and manned-submersibles in the NW Pacific seamounts,The results indicate that most of the rock outcrops on the slopes, shoulders, and much of flat tops are covered with maximum 10-cm thick crusts, but the thickness, metal content, and microstructural properties are not always uniform over the seamounts, but variable in space and time. The micro-stratigraphic description of whole-rock samples indicates a history of deposition and sedimentation, which control the diversity in bulk composition and abundance caused by the variable incorporation of iron-manganese precipitates into the deposits during variable environmental conditions. We conclude that hydrogenetic precipitation of iron-manganese oxide has taken place for more than 20 million years at a growth rate about 4-6 mm/my, in water depths below 1000m. The results indicate a fairly continuous and constant metal deposition since the middle Miocene age or older to the present. Our case study of geological sciences at a model seamount within the Japanese EEZ suggests that scientific knowledge is useful and essential in exploring mineral deposits, economic estimation, and designing systems, if supported by well-combined geological and oceanographic and biological research. Ferromanganese crust samples collected from Central Pacific sea-mount areas became of special interest after surprisingly high nobel metal contents have been analyzed. Hydrogenetic crust growth is controlled by the conditions of the oceanic water column. Thicker encrustations show two crust generations of different age ranges. The mean values of the chemical composition state that the older generation is richer in P, Ca, Ni, Cu, Zn, and Pt and depleted in Fe, Ti, Co, Al, and Si. The differences apparently indicate a distinct change of the geochemical environment. The Pt concentrations vary up to 1800 ppb and do not clearly correlate to one of the other metals. This might indicate a bond of multiple nature. Several mechanisms have been proposed to explain the Pt concentrations in ferromanganese samples. Our models consider seawater and cosmic spherules as responsible Pt sources. In seawater the main species of dissolved Pt probably exist as the doubly negatively charged tetrachloro-complex. A precipitation of Pt in seawater may take place if the chloro-complex is decomposed by reduction of pt2+ to pt0. On the other hand, the Mn02 precipitation is caused by an oxidation of Mn2+ which is supplied from the oxygen-minimum zone. Marine mining is driven by profitability, and profitability is driven in turn by people and equipment that can work productively and safely at sea. Design challenges faced by the marine mining community have much in common with those faced by the offshore construction community. Technical solutions continue to move freely between both communities. A brief pictorial history summarizes the evolution of offshore construction technology as it grew in the Gulf of Mexico and expanded worldwide. Attention is focused on those areas of platform and pipeline construcion where there is potential technology application to underwater mining. An especially difficult challenge faced by both communities is work in the surf zone. Some innovative concepts for surf zone construction operations are presented and possible applications to marine mining are suggested.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are formed by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn34+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

Under the provisions of the U.N. Law of the Sea Convention Ireland is likely to have mineral rights to an area of continental shelf some six times its present land area. Apart from the major potential hydrocarbon basins which are currently the focus of active commercial exploration, little is known about the mineral resources of this vast area. In recent years a variety of mineral resources however have been identified from the coastal region. These include Sand and Gravel aggregates, Calcaraeous Algae (Lithothamnion), Heavy Mineral Sands and Coal deposits. The potential also exists in the coastal zone for buried placer deposits and base metal deposits. Several million cubic metres of gravel and hundreds of millions of cubic metres of sand have been identified by the Geological Survey of Irelands (G.S.I) Marine Unit off the east coast. The greater part of these deposits lies within the 10 metre depth contour and are easily recoverable. Irish aggregate needs at present are well supplied by onshore Pleistocene glacial deposits. Commercial interest in offshore deposits is in supplying coastal areas which are locally poor in aggregate and major coastal construction works. The possibility of supplying the large British and Continental European Market nearby also exists.

Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India's desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India's objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India's EEZ.

There are generally two methane passes in conjunction with the seafloor natural cold seepages, as is schematically shown in Fig. 1. The first pass consists of the coupled anaerobic oxidation of methane and anaerobic sulfate reduction, as well as sulfur oxidation in the bacterial mats and immobilization thereafter in the sediment layer and on the seafloor. Through the first pass, calcium and organic carbonates are formed in biological and chemical processes from the methane (Luff and Wallmann, 2003; Luff et al., 2004). The detailed structure of the seafloor methane consumption process unit and its biological and chemical processes were introduced in Yamazaki et al. (2005). The other pass consists of direct bubbling into the water column. Through this pass, organic carbonate is formed with biological oxidation, and a small amount of the methane escapes into the atmosphere. Methane flux is supplied to these two passes through the sediment layer from the deeper structures. The structure of the methane supply process unit was introduced in Yamazaki et al. (2006).

Typical coastal placers leave no doubt that placer accumulation can result in significant concentration of heavy minerals in marine shallow water environment. However, the same situation is quite predictable for guyot?s slopes at stages of submarine volcano formation and later submersion of guyots to a depth of up to 3-4 km. Where these placers could be found is also clear ? in coastal facies (as typical coastal placers), and in morphological traps down guyot slopes in zones of active submarine currents. The latter could be cracks in rocks, shallow depressions, spurs, and structures, such as coral reefs, stromatholiths, and even ferromanganese crusts. The last of these have been studied carefully by the author in the Magellan Seamounts and on the Mid-Pacific Rise: tens of minerals, including mineral forms of PGE, REE, Mo, W, Te, Cr, Co, Ni, Cu, &Zn were identified as a xenogenic (trash) minerals. The detailed study of polished epoxydized sections, showed that interstitial spaces of Fe-Mn botryoids are enriched in heavy minerals (predominantly titanomagnetite). Taking into account the irregular character of crust surfaces and their position in active water environment, we can definitely state that they are the ideal traps for placer minerals. Study of guyot basaltic matter showed the presence of similar REE, PGE minerals that are in the crusts, and the same (mostly) micron sizes of minerals. High content of PGE in some basaltic varieties (up to 1 ppm) suggests that this is a reasonable source of these elements in the crusts, rather than the water column (which is normally considered to be the case by most marine scientists). Predominance of Pt in hydrogenous (?) crusts is interpreted as due to the better stability of Pt mineral forms during weathering and transportation (these are isoferroplatinum, and silicides). Comparison of 143Nd/144Nd values in bulk crusts, heavy fraction of crusts, basalts, and water column supports the author?s idea, that a significant part of REE also comes from basaltic matter (in form of monazite, CeO2 etc.).
