A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Key points addressed include:where the industry is going with respect to risk û methods and considerations,how tunnelling risks are perceived by the industry and legislation,how tunnel constructors and owners can minimise exposure by using proper risk engineering ætoolsÆ, andreflections on best practice methods for transferring knowledge from designers to contractors/operators.

The Bulli and Wongawilli Seams, the two principal sources of coking coal for the Port Kembla steelworks of Australian Iron & Steel Pty. Ltd., vary in rank and in type over the Southern and South Western Coalfields.The Bulli Seam, ranging widely in type, produces coke varying from weak to strong. The Wongawilli Seam, more consistent in type, produces coke of more consistent strength, but considerably less strong than that from the best Bulli Seam coal.Plans of seam variation show the regional trends in rank and type for each seam.The strongest coke is derived from coal containing between 45 and 55 per cent vitrinite, m.m.f. This is obtainable from the Bulli Seam in a zone embracing Bulli and Appin collieries.A satisfactory correlation is achieved between vitrinite content and coke stability and hardness, enabling prediction of coke strength for Southern Coalfield coals.The use of vitrinite reflectance, as an indicator of rank, in addition to type to predict coke strengths is at present hampered by lack of data, particularly in the South Western Coalfield. Nevertheless, data available at present allow the use of both variables and give better correlations with coke strengths than type alone.A spread of comprehensive data across both coalfields will enable advance assessment of cokes produced from coals having known rank and type. Blending to a ranktype specification for optimum coke strengths would allow the best use of the coal reserves of the coalfields.

Following the Busang fiasco, more detailed guidelines were appended to the latest revision of the JORC Code released in September 1999 (JORC, 1999). Although the definitions and terminology essentially remained unchanged, the additional information in the guidelines has highlighted a number of issues for consideration by geologists undertaking computer-based resource estimations. The three main issues are:Data Integrity û details such as drilling and logging techniques, sampling procedures, assay tests, site visits, data recording and aggregation methods need to be considered. Geological Interpretation û is the Competent Person applying the appropriate software interpretation to the deposit in accordance with the regional setting. Are the correct computer-based tools being applied and are they producing the desired result (without compromise) to the satisfaction of the Competent Person? Modelling Technique û the importance of the relevant experience of the Competent Person not only in regard to the geology, but also with respect to the modelling algorithms and resource calculation methods of the computer software system involved. At the end of the day, it is essential that the Competent Person undertake a reality check on the resource estimation itself. They should also check that the borehole spacing is in accordance with the level of continuity for each critical parameter (such as structure, grade, impurities, etc) for which the resources are categorised.

Two recent cases in Canada and the United Kingdom concerning environmental offences under similar legislation illustrate the risks well.

Incorrect sampling and measurement operations and misunderstanding the components of variability can cause huge economic losses to the mining industry. The main objective of this paper is to illustrate by means of four historical facts how Codelco has been evolving in those issues since the late 1980s. The El Abra bias, the awareness of the different kind of sampling errors and the role of Francis Pitard, the awareness of weighting errors, and the understanding of the components of nature and process variability are described. It has been a slow but a consistent process. Much progress has been achieved but still there are many opportunities for improvement to transit from the tonnage culture to the productivity culture.

IN this paper it is proposed to present certain features of operating practice at the Port Pirie works of The Broken Hill Associated Smelters Proprietary Limited, in the smelting in a blast furnace of lead ores carrying a high concentration of zinc.The subject matter selected for presentation is:(i) The effect of zinc on lead blast-furnace operations, together with an outline of the methods adopted in actual practice in dealing with the zinc problem.(2) Development of the height of tuyere above the bottom of the jacket, and the extension of the tapping interval and the combined effect of both factors upon the lead content of blast furnace slag.It will later be seen that one phase of the investigation carried out in connection with the effect of zinc on blast-furnace operations was largely responsible for the decision to increase to a marked degree the height of the tuyere above the bottom of the jacket.Due to this interdependence, it has been considered advisable to deal with the two features above mentioned.The high concentration of zinc in the lead-bearing materials smelted at Port Pirie has brought with it those troubles which are associated with zinc in the smelting operation.In the early stages of the history of The Broken Hill Associated Smelters Pty. Ltd. the trend towards increasing cost for labour, fuel, and stores, etc., rendered it necessary to increase the lead content of the charge, and reduce to a minimum the quantity of barren flux used.

In the Mesel sediment-hosted disseminated gold deposit, the spatial distribution of hydrothermal alteration is controlled by steeply dipping faults and shallowly dipping lithologies. Hydrothermal alteration of carbonate rock is characterised by decalcification, dolomitisation and silicification. Intense argillic alteration occurs in a laccolithic andesite intrusion adjacent to decalcified and silicified carbonate units. Sulphide minerals (pyrite, realgar, orpiment, stibnite and cinnabar) accompany hydrothermal alteration and precious metal mineralisation. The trace elements Ag, As, Sb and Hg are zoned spatially throughout the deposit. Mesel contains a mineable gold reserve of 7.8 million tonnes at 7.3 g/t Au. Gold mineralisation is preferentially localised in carbonate rocks adjacent to and beneath the andesite intrusion. The ore body consists of a central, near-vertical, high grade 'feeder' system flanked by tabular, inward dipping, moderate grade 'ouflow' zones. Mineralisation is controlled predominantly by two steeply dipping faults with high grade (=10 g/t) gold zones centred about structural intersections and fault splays. Gold is submicron size and locked in very fine grained (<10 microns), disseminated and fracture-controlled arsenical pyrite. The Mesel deposit developed where high angle faults guided ascending, sulphidising fluids into reactive carbonate stratigraphy adjacent to and beneath the andesite intrusion and during subsequent migration of the auriferous fluids along 'outflow' channels. Early decalcification and dolomitisation enhanced porosity and permeability prior to silicification and sulphidation. Gold deposition occurred late in the genesis of the deposit.

The Electricity Generating Authority of Thailand (EGAT) Mae Moh coal mine is an open-cut coal mine in Thailand that produces about 16 Mt of lignite annually to generate 2400 MW of electricity. The surface mine pit covers is 4 km by 7 km with mining depths ranging up to 260 m. A large pit slope is formed with the progression of the mining operation. However, massive slides in the pit slope occur often due to the existence weak planes such as faults and bedding, and the weak mechanical properties of the rocks. Hence, 200 m to 300 m boundaries of rock block including coal seams are left in front of faults in order to prevent slides and maintain the stability of the pit slope. As a result, there are significant coal reserves beneath the abandoned area along the pit slope. Moreover, the mined coal seams are very thick and their thickness range from 15 to 30 m.This paper discusses the application of multi-slicing highwall mining system with stowing to this very thick coal seam left around large pit slopes by means of numerical analysis.

Operating experience with the pilot Lurgi carbonization plant at Morwell showed that under conventional operating conditions, although the thermal efficiency of the plant was very' high, the physical quality of the char produced was extremely poor. By variation of operating conditions to produce the slow drying rate developed by the laboratory research at the University of Melbourne, an improvement in the size of the char was achieved. A similar approach in the carbonization stage where severe breakage of the briquettes still occurred was not possible due to insufficient control over the heating in this stage. Theoretical analysis of the heat exchange process has shown that severe heating of the briquettes entering the carbonizer is a characteristic of the Lurgi system and cannot be controlled by modified operation. The plant has been closed down for reconstruction of the heating system to enable it to be used to produce hard char.INTRODUCTIONAn experimental carbonization plant was operated at the Morwell Works of the 'Gas and Fuel Corporation from November 1958 until July 1959. This plant was built as a pilot plant by the Corporation to designs supplied by the Lurgi Gesellschaft fur Warmetechnik and had the nominal capacity to carbonize 25 tons of brown coal briquettes and to produce 11 tons of char per day. The briquettes were supplied from the· normal production of the Yallourn briquette factory and the 2t in. Mineral-deposit geology, geochemical processes, and biogeochemical processes are fundamental controls on the environmental conditions that exist naturally in mineralised areas prior to mining, and that result from mining and mineral processing. Input from economic geologists and geochemists is therefore crucial to effectively predict, assess, mitigate, and remediate the environmental effects of mineral-resource development. Recent open pit gold mining at Summitville, Colorado , has received intense public scrutiny for a variety of environmental problems, most important of which has been extreme acid drainage. Now a Superfund environmental cleanup site, Summitville exemplifies how economic geology and geochemistry principles: 1. could have been better utilized to first predict and minimise the environmental problems, and 2. can now be used to optimize the environmental cleanup.

Mt Waruwari, host to the Porgera underground gold mine in the Highlands of Papua New Guinea (PNG), is a prominent ridge of sediments and dioritic intrusives rising approximately 600m above the surrounding valley floor. Consequently, mining occurs in a low stress environment where structural and material considerations are foremost in the design of ground support and reinforcement. Three major rock types are encountered in the underground mine. These are locally referred to as "black sediments" (slightly indurated mudstones and clayey siltstones), "altered sediments" (derived from black sediments by thermal metamorphism), and "intrusives" of dioritic composition. The rocks are moderately to highly fractured, the black sediments being generally weak and occasionally sheared while the altered sediments and intrusives are quite strong but often brittle. Mining takes place from a series of stopes extracted by either slot and mass blast or a modified vertical crater retreat method (VCR), which are backfilled with a cemented rock fill. Ground support and reinforcement has been relatively conserv- ative to date and generally relies on pattern reinforcement of all development with cement grouted "rebar" bolts and mesh, extending to pattern cable bolting with occasional mesh in stope backs. In addition there has been considerable reinforcement of stope hangingwalls in some cases. A programme of broad scale structural mapping, monitoring with extensometers, material property testing, and stress analysis has been devised to allow optimum design of ground support and reinforcement in the future. The completion of the first two open hearth furnaces in the new No. 2 open hearth plant at Port Kembla will increase Australian production of steel by 350,000 tons of ingots per annum.The paper gives an outline of the essential features of open hearth design and auxiliary equipment required to operate the two modern open hearth furnaces at present being installed.INTRODUCTIONThe increasing demand for steel required by Australian secondary industries led to the decision to construct and operate No. 2 open hearth plant at Port Kembla. Two basic open hearth furnaces of the most modern design are under construction and it is anticipated that these units will be commissi.oned in September 1956. Australian steel capacity will thereby be increased by approximately 350,000 tons of ingots per annum.PLANT LAY-OUT AND CONSTRUCTIONIn the design and lay-out of this plant the emphasis has been on efficient material handling with simplicity of design and operation. Coromandel Peninsula gold mineralisation has an epithermal style which involves extensive alteration of host rocks and addition of pyrite over large volumes of rock. These altered rocks therefore have high potential for generating acid rock drainage. Natural acid groundwater discharges occur in altered rocks, but not in propylitically altered rock. There is little calcite available in mineralised rocks to neutralise this acid. In contrast, the mesothermal veins of the Otago Schist cause little alteration of the host rock, and that alteration has similar mineralogy to the host rock. Calcite is a common mineral in host and mineralised zones, and sulphides are generally subordinate. Hence acidification of Otago rocks is unlikely. This lack of acidification in Otago facilitates arsenic mobility in solution, up to hundreds of ppm. Arsenic is insoluble under acidic conditions in the Coromandel. Base metals are soluble under acidic conditions of the Coromandel, but they are immobilised by adsorption on to the widespread clay minerals where the solutions are neutralised. Base metals are generally immobile in Otago, but when they are mobilised, adsorption is less effectiveas an attenuation mechanism because clay minerals are rare.

The greater part of this paper comprises the material used in a lecture delivered to the South Queensland Branch of the Australasian Institute of Mining and Metallurgy in September, 1949. It contains little in the way of original matter, its main purpose being to call attention to the need for research into the properties of Queensland coals and to indicate some of the lines such investigations might profitably follow.Since the lecture was given the Powell Duffryn (1949) 1 report, which has made an excellent start along these lines, has been printed. This report is, however, only a beginning, though a big one, and there is ample room for many years of work along similar lines.The paper is based largely on the work of de Jersey (1946, 1949)2,3,4,5 and Jones and de Jersey (1947)6, but these workers in turn owe a debt to the work of many British and American investigators, too many to enumerate. I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

The Phu Kham copper-gold operation located in Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited, based in Brisbane Australia, holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining 10 per cent held by the Government of Laos PDR.The 12Mt/y copper-gold concentrator at Phu Kham commenced production in April 2008. Flotation copper and gold recovery from commissioning was consistently poor, due to the high levels of pyrite and problematic secondary and oxide copper species and non-sulfide gangue.The low recoveries of copper and gold from Phu Kham were recognised during the feasibility study design phase. A bulk sulfide flotation regime in roughing produced high recoveries, however a large capacity cleaning circuit was required and there was risk of not meeting saleable concentrate grade specifications. The installed design offered a capital efficient compromise to ensure that a concentrate grade of 24% copper could be achieved at acceptable recoveries.Incremental improvements in copper recovery were achieved by 2011 through conversion of conditioning cells to flotation cells in both roughing and first cleaning and increased cleaner capacity through the installation of a Jameson cell. In 2012 the Phu Kham Upgrade Project was commissioned to increase mill throughput, along with additional rougher and cleaner capacity to increase residence times at the nominal 16 Mt/y throughput. The marginal reduction in primary grind size due to the additional ball milling power also provided a small recovery improvement.This paper presents the development, design, implementation, and performance of the Increased Recovery Project commissioned in April 2013 which targeted the major causes of copper loss from the circuit. Based on fundamental and detailed test work and mineralogical analysis of concentrator streams, an optimised design was developed which has increased copper and gold recoveries by over 5% and 10% respectively. The Increased Recovery Project has positioned the concentrator to process high pyrite ores that were previously considered untreatable, and opened further opportunities for maximising flotation recovery by de-bottlenecking plant regrind and cleaning capacity.CITATION:Hoyle, A, Bennett, D and Walker, P, 2015. Power Plant. The power for the metallurgical operations is supplied by the company's own power plant, which is centrally situated. Power is also supplied to Metal Manufactures Ltd. and Australian Fertilizers Ltd., both being adjacently situated to this company'sworks.The power supplied is direct current, 250 volts, and is obtained from direct-current generators coupled to turbines and to Belliss & Morcom triple expansion engines.The steam supply is obtained from Babcock & Wilcox water tubular boilers, the fuel used being drawn from the South Coast coal mines.Transport. - The works are connected by standard broad gauge railway to both the jetties and the Government railway. Two steam and three electric locomotives are employed in this service.In addition to its own requirements, transport is provided to Metal Manufactures Ltd. and Australian Fertilizers Ltd.The various operating departments are connected by a 2-ft. gauge railway operated by Jeffrey electric locomotives.Ore Storage and Sample Mill - These departments are connected by broad gauge line to the Government railway and jetties. All material which is railed or shipped to the works from the various centres is weighed, sampled and placed in the ore store, or outside gantries, before being treated.Since the whole of the material received is either purchased or treated on a toll charge, great care is necessary in the weighing and sampling of all the receipts.Assay Oflice--The assay office is divided into several laboratories, where analyses of the various purchased materials and works samples are carried out.

The epithermal Au-Ag deposits of the Hauraki Goldfield have formed in the convergent plate margin setting of the Coromandel Volcanic Zone (CVZ). The deposits form as siliceous lodes in the upper parts of geothermal systems associated with andesitic and rhyolitic volcanism. Two types of low sulphidation epithermal mineralisation are recognised in these volcanic terranes. Vein deposits within the rhyolitic terrane in the east and south of the CVZ (Whitianga Province) are typified by Chalcedonic Silica-Adularia-Illite type mineralisation. The veins are hosted by both rhyolite-dacite volcanic rocks and the underlying andesitic basement. The mineralisation formed by episodic violent decompressional boiling of deeply circulating meteoric water, with some magmatic fluid contribution; this boiling was associated with hydraulic fracturing and hydrothermal eruptions in geothermal systems where the piezometric surface of the deep geothermal reservoir lay near-surface. Such episodic boiling provides chalcedonic veining, banding and brecciation textures, adularia stability, bladed calcite, and extreme loss of H2S gas from the fluid to cause major gold deposition.   Crystalline Quartz-Illite-(Adularia-Kaolinite) type mineralisation is widespread in the andesitic terrane forming the northern and western portions of the CVZ (Kuaotunu Province). There is a spatial association with weak mineralisation of the high sulphidation (Vuggy Silica-Alunite-Kaolinite-Illite) epithermal type and porphyry eu-Au type. Crystalline Quartz mineralisation is probably formed by the mixing of shallow acidic groundwaters with the ascending deep geothermal fluid in geothermal systems beneath andesitic stratovolcanoes. The piezometric surface to the deep geothermal reservoir in these systems is likely to lie at considerable depth, with acidic gases rising from the geothermal reservoir condensing within the overlying vadose zone. The cooling effect, oxidation and pH decrease accompanying mixing apparently overcomes the dilution effect, and results in quartz deposition, illite (and locally kaolinite) alteration, and precipitation of gold. A high level of base-metal sulphide precipitation also enhances gold deposition. Violent boiling of the mixing fluids may occur at local structural dilation sites, producing high grade "bonanza" gold mineralisation.

In the Ngakuru area zeolite deposits occur in late Quaternary lacustrine vitric tuffs of the Ngakuru Formation and two of the deposits are being mined. The Ngakuru Formation overlies the Ohakuri Ignimbrite dated at c. 240 ka, and is overlain by younger alluvial sands and gravels. Individual zeolite deposits contain 50 - 80 per cent zeolite over a thickness of up to 45 m in thinly stratified vitric tuffs and are localised along NE-trending normal faults. Glass shards in the tuffs are replaced by the silica-rich zeolites mordenite and clinoptilolite. Amorphous silica (opal A), opal-CT, Kfeldspar and smectite are also present. The zeolites and other minerals are very fine grained (<10 8m), with open meshes of crystals that result in high porosities (52 - 70 per cent) in mordenite-rich tuffs. Zeolitic tuff samples typically have cation exchange capacities of 80 to 110 meq/100 g and internal surface areas of 25 - 58 m2/g, which combine to give high liquid and odour absorption capacities. The first zeolite deposit (Mangatete) was found in 1992, and this and the Twist Road deposit are worked by quarry benching into the side of hills. The zeolitic tuffs are dried and crushed to produce a variety of products including adsorbents for soaking up oil/chemical spills and animal wastes, animal feed supplements, water treatment, and sports turf and slow release fertiliser. The Ngakuru zeolite deposits formed at shallow depth (<100 m) along fault zones from reaction of glass-rich tuff beds with groundwater-diluted geothermal water during the late Quaternary, and are as young as 8500 yr BP from 14C dating of plant material in sinter associated with the Mangatete deposit.

BHP New Zealand Steel produces iron from titaniferous ironsand by a direct reduction process comprising multihearth furnaces/rotary kilns/electric iron melters. The electric iron melter is a six-in-line rectangular submerged-arc furnace which takes the partially reduced ironsand (80 per cent metallisation) from the rotary kiln and completes the reduction process to produce iron of nominally three per cent carbon. As the melter operates at around 1500¦C and under very hostile conditions, it is near-impossible to obtain any basic operating parameters such as the velocity and temperature distribution in the slag and in the molten iron. As a first attempt to understand the operating conditions inside the melter, a scaled room-temperature model using wax and water to represent the slag and iron, was constructed. This paper will report on some of the preliminary model results on the temperature distribution.
