The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

Within a short time frame of just over two years Wirralie Gold Mine has been developed from a virgin geological discovery to an operating gold mine with a mine life of six years and a production rate of 50,000 oz per annum. Construction work on the 600,000 tpa single stage crushing, two stage milling CIP plant commenced in November 1987 and was completed some seven months later at an overall cost of $A25 million. Since commissioning in May 1988 the treatment plant has exceeded design tonnage, availability and recovery. A second expansion programme in January 1989 will increase plant capacity to one million tonnes per annum with associated bullion production of 80,000 ozs per annum.

The application of cheap robust microprocessor based units to achieve monitoring and control in an underground mining environment is described. The functional layout of the programmable controller and the methods of multiplexing and processing information from local and remote sources are examined as are features for refrigeration plant control.High noise immunity communication to a remote micro computer uses existing telephone lines and enables display and print of essential data. The development of this system then leads to applications in monitoring compressed air, ore transport and underground fires.In conclusion, the problems of data presentation to different levels of management and the future philosophy of a central multi-reporting system are discussed.

The foam behaviour of low molecular weight polypropylene glycols (PPG) was investigated as a function of concentration and molecular weight (190 - 2000 g mol-1). For each polypropylene glycol, foam stability increases with concentration and passes through a maximum, beyond which foamability is suppressed as the solubility limit of the glycol is exceeded and droplets of glycol form. Light scattering data as well as static and dynamic surface tension results provide the key information leading to these interpretations. A maximum in foamability was observed for the PPG molecules with increasing molecular weight (caused by a change in molecular conformation at the interface). This suppresses the Marangoni effect and leads to a decrease in foam stability.

Dissolution of S02 into water-acetone mixtures results in the formation of 2-hydroxy-2-propane sulphonic acid. The pH, or acid strength, of water-carbonyl-S02 mix- tures can be controlled by varying the concen- tration of the carbonyl compound or the rate at which S02 is added to the water-carbonyl mixture during a reaction. The ease with which the acid strength of these mixtures can be controlled means that they have significant potential for use as a selective lixiviant. We have used water-acetone-S02 mixtures to selectively dissolve phosphate minerals in Christmas Island and Duchess phosphate ores and also uranium minerals in Yeelirrie uranium ore and Olympic Dam copper concentrate.

The topic for my address is Sharemarket Floats - Issues for Expert Valuers. I've decided to focus on three areas where current practice in the preparation of prospectus valuation reports for resource companies might be improved. My central theme is that the valuer for a float should augment the usual assessments of the value of the company or its assets, with some input on the way the share market might value the company's shares when they are listed. I will then look at the valuer's role in relation to vendor consideration, last I will look at his role in providing investors with some input on the risk dimensions of the new company.

Examples are given of the different management approaches used to improve a mine's profitability and the view is put that attention to mine design is very important but easily overlooked. The need for humans to use graphics to ccanprehend and develop strategies to exploit ore deposits is discussed. The use of two and three dimensional representations for geology, mine design and survey data is reviewed. The current use of computers in mining is discussed and reasons for the limited use of ccanputer graphis are proposed. Suggestions are made as to how more extensive use may be made of catputer graphics in mining by using recent and possibly forthcoming advances in computer hardware and by adopting certain software approaches.

By the 1990's Australia could be the largest coal exporter in the world and one of the few industrialised countries potentially able to supply the shortfall in its domestic oil requirements by utilizing its oil shale and coal resources to manufacture synthetic oil. The Telfer Gold Mine, owned and operated by Newcrest Mining and located in Western Australia, is currently being expanded. A new underground sublevel cave development is proposed along with an appreciable expansion of the open pit. The Telfer area is generally subject to low rainfall, however, during the wet season cyclonic events can result in sizable rain events, which have the potential to cause substantial inflow. In addition to this, during the first five years (nominal) of the mineÆs life, there is the potential for drainage paths between the pit and the underground mine via decommissioned underground workings which lie directly under the pit. After this initial five year period the pit floor will be mined out below the old workings and will therefore no longer connect to the underground, however cave breakthrough to the surface may start to occur thus providing another water path into the underground mine. To arrive at an optimum, safe solution for dewatering the mine that successfully addressed the above items, a rigorous risk analysis was included as an integral part of the design process. This involved the determination of the probability of events occurring and the consequences of these occurrences. This was compared against the cost of mitigation for the various events. This paper outlines the process by which a safe concept addressing all the issues relating to dewatering the proposed mine has been arrived at. This process included: Establishing the pit catchment areas. These were based on historical run-off data and took into account practical mitigation works. Establishing an Average Recurrence Interval (ARI) based on reference material and historical rainfall data. Utilising a standard approach based on Australian Rainfall and Run-off (ARR) to calculate pumping and storage requirements for the various catchments. Analysing the 20 years of recorded rainfall in the Telfer area to establish the duration, magnitude and sequence of events. This analysis assisted in determining the surface run-off coefficient. Establishing potential water storage areas and determining the risks associated with using particular storage options. Establishing the percolation rate through the cave zone. A degree of uncertainty regarding the percolation rate in the cave zone required that the consequences of using various percolation rates were considered to aid in establishing the rate which was adopted. Establishing preliminary concepts and determining the most economically viable concept. Conducting a risk assessment based on the principles outlined by Australian Rainfall and Run-off (ARR) to confirm that the appropriate Average Recurrence Interval (ARI) had been selected. A risk assessment was also conducted in accordance with client requirements. Establishing the optimum pump station sizes and storage capacities. Establishing the appropriate numbers of duty and standby equipment. By using the foregoing process, which included a number of stages of risk analyses, an optimum dewatering system concept was produced.

Mr Chairperson, respected leaders of the mining industry, ladies and gentlemen;   Good morning, Kiora, Nihao.   I am very honoured to give a speech to the 2005 New Zealand minerals conference. I would like to take this opportunity to express my sincere thanks to the Ministry of Economic Development to invite me to be part of this important event.   Today, I am going to talk about two themes: a brief introduction of ChinaÆs economic development, including ChinaÆs energy strategy; the good bilateral relations between China and New Zealand, its potential for further development and its relevance to our cooperation in the field of minerals and energy.   It is a well-known story that over the past 27 years, great changes have taken place in China. In 1978 when ChinaÆs reform and opening up just started, its gdp was near to only 150 billion usd dollars. By the year of 2004 it reached to 1.6 trillion usd, an average of yearly growth rate 9.4 per cent.   ChinaÆs great achievements are widely appreciated both in China and abroad. ChinaÆs development has not only improved the living standard of its own people, but also produced a huge market and brought about great opportunities for the world. Since ChinaÆs entry into WTO in 2001, China has imported near to 1.8 trillion usd dollars of goods, averaging a yearly imports of 500 billion usd dollars, creating for other countries and regions more than ten million jobs.   Our prediction is that in the next five years, ChinaÆs imports will be well over three trillion usd dollars. China will continue to serve as one of the leading growth engines for the future world economic development. Now China is on its great strive to achieve the goals of improving living standard for all the Chinese people. We are trying to reach a quadruple gdp of 2000 by the year of 2020, namely to reach gdp four trillion usd, a gdp per capita 3000 usd dollars.

The self-organising map (SOM) is an exploratory data mining technique that is both non-traditional and underutilised. Methodologies based on SOM tend to be data-driven and unsupervised, which makes them ideal to assist in the integrated analysis and interpretation of complex and disparate æmineral explorationÆ data sets. While traditional statistical multivariate approaches have difficulty with relationships that are non-linear and data distributions that are not normal, SOM-based data mining procedures are useful in these circumstances. In a SOM analysis each sample is treated as a vector in a data space defined by the variables; and measures of vector similarity, such as the dot-product or Euclidean distance, are used to order or segment a data set into naturally occurring populations. These groupings are positioned as nodes, or groups of nodes, on a 2D rectilinear representation of the multi-dimensional ædata spaceÆ, which is the æself organized mapÆ. While it is common not to include a sampleÆs locational information in the actual SOM analysis, such information can be used to display the spatial location of samples coded by their SOM node or cluster. If one finds there are coherent spatial patterns belonging to samples from particular nodes, or groups of nodes, then there is strong evidence that the technique is determining patterns and relationships within the data that have natural significance. Variations of the SOM technique may be used to perform broad categories of operations, including: 1. outlier identification û for samples belonging to various nodes or grouping of nodes; 2. function fitting, prediction, estimation or imputation û for calibrating relationships between variables and determining replacement values for missing, null or censored values; 3. clustering, pattern recognition or noise reduction û for determining the natural patterns within a data set; and 4. classification û for classifying samples into the clusters determined in three. In April 2013, Rio Tinto Kennecott Copper’s (RTKC) Bingham Canyon mine experienced what is arguably the world’s largest ever in-pit slope failure. The failure initiated along a major, continuous, low-strength bedding fault, named the Manefay bed, and comprised approximately 145Mtonnes of rock and waste dump material. Initial East wall slope deformations were detected some months prior to catastrophic slope collapse by RTKC’s slope monitoring systems. However, the failure mechanism was different to that which had historically been experienced in the prior more-than-100 years of open pit mining. Failure occurred as two separate events, the initial one likely consisting of a frictional failure of rock materials along the Manefay bed itself, before a second phase of failure occurred, which included a large mass of old rail dump material. The combination of these events led to a much larger failure run-out than had been anticipated by the RTKC team which led to loss of, and damage to, mining equipment and infrastructure as well as significant interruption to mining activities. Due to the diligent monitoring of the slopes no safety impacts were experienced at the mine, and as such the details and learnings from this failure can readily be shared with the broader mining and geotechnical industries to avoid similar recurrences elsewhere. The paper briefly summarises the work of the Titanium Research Section in the Metallurgy Department of the University of Melbourne and mentions the development of a new electrolytic process for titanium production. This process utilises the "hot-spot" cathode technique and titanium carbide anodes. An introduction is given to three further papers on titanium metallurgy to be presented to the Institute.INTRODUCTIONThe unique combination of strength, lightness and corrosion resistance possessed :by titanium and its, alloy has made them of great interest to engineers. However, high cost, difficulties of production and limited knowledge of techniques of application restrict their usage at present almost exclusively to high priority armaments.The cost of the metal is divided between extraction and processing and much research has been carried out to devise new and cheaper methods for winning the metal from its ores. Processing costs will be reduced when production volume increases.Extraction research is proceeding rapidly overseas and Kellogg (1955, p. 72) reports that 'at least seventeen companies in the U.S.A. are interested in titanium production. Of these, two are producing the metal by a modified Kroll process, three are building Kroll plants and the remainder are in various stages of research activity. The Horizons Corporation alone is contemplating electrolytic extraction and is building a pilot plant. Steinberg et aI. (1955, p. 252, p. 332) have reported the early work done by the HorizonsCorporation on electrolysis of potassium fluotitanate and titanium monoxide in fused salt electrolytes. Of these two, the former appears to be the more attractive process.

Significant developments in future mining systems, technology and best practices are emerging that are driven by issues relating to human resources, competitiveness, environmental and social responsibility, within the dynamics of globalisation. It is proposed that the definition of the role and attributes of the mining engineer in the mine life cycle needs to be viewed more holistically in the face of increasingly more diverse and complex responsibilities. These developments are motivating the need to consider a fresh approach to mining education and training at all levels for industry. A growing diversity and complexity of professional responsibilities is extending the mining engineerÆs broadly based skill set and reinforcing the need to play a central role within increasingly interdisciplinary teams. On the other hand, the imminent new technologies that will transform the mining process are prompting the assumption that more focused and specialised skill sets will be needed. A way forward is suggested that would first define a blueprint for the future mine, as an attempt to characterise the systems architecture, processes and organisation of the next generation mine. This can be the basis for assessing the nature of the workforce and distribution of responsibilities, from which can be inferred the skills and training requirements. In the context of the mining engineer, the paper explores how understanding such future requirements will enable more proactive development of a strategy for educational development. The paper then concludes by considering issues and lessons learned from some recent mining educational development initiatives underway in Australia and Canada that are shaping significant change.

The Archean Gossan Hill Group at Golden Grove, Western Australia, hosts two potentially economic volcanogenic massive sulphide deposits. The volcanic-sedimentary succession hosting this mineralisation is composed of a facies association which includes the products of rhyodacitic to,andesitic effusive volcanism, mass-flow sedimentation and concentrated hydrothermal fluid discharge, in a deep subaqueous setting. The Tertiary Kuroko deposits of Japan are widely compared to Archean volcanogenic massive sulphide deposits and a comparison of the facies associations hosting this style of mineralisation, in these two successions separated widely in time, allows a refinement of facies models suitable for exploration in ancient successions. The required deep subaqueous environment for the formation of volcanogenic massive sulphide deposits places constraints on the physical processes that can operate during accumulation of the host stratigraphy. Limitations on the operation of physical processes is reflected by the resultant facies association which can be used to characterize suitable volcanic-sedimentary successions in which volcanogenic massive sulphide mineralisation may be present. The facies association includes: (1) proximal effusive volcanic products - lavas and associated autoclastic breccias (2) distal volcanic products - mass-flow resedimented pyroclastic debris (3) background sedimentation - reworked volcanogenic and terrigenous mass-flow sediments and (4) chemical sediments - exhalites including cherts, sulphides and oxides, with perhaps various carbonates and sulphates. Primary pyroclastic deposits are not expected to be present, other than distal water-lain air-fall deposits, derived from shallow to emergent basin margin explosive volcanic centres, which also provide a source for the resedimented pyroclastic debris.

Accidents in open pit mining have a high cost in lost time of person- nel, damage to equipment and installations, and lost production. The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.

All are becoming increasingly important in corporate management as new legislation confers increasing personal liability on directors, executives and staff of corporations and agencies in both private and public sectors.

Regolith, the blanket of bedrock weathering products and surficial sediments, covers almost all of the landsurface. In Australia extensive areas are covered by regolith up to several hundred metres thick which is relatively old (extending back to the Mesozoic or possibly earlier) and largely complex. As such, it is poorly understood and is presently regarded as a significant hindrance to resources exploration. The regolith: obscures bedrock lithology and structure blankets ore deposits in the bedrock hosts surficial mineral deposits ranging from placers (gold, diamonds, platinum, mineral sands ....) to chemical precipitates (uranium, opal, gold, bauxite....). contains important groundwater resources. The application of surface exploration techniques without recognition or understanding of the regolith could result in wasteful expenditure. The understanding of the distribution and characteristics of the regolith in the context of its evolution and geomorphic history and its relationship to underlying bedrock will promote development of suitable geological, geophysical, geochemical and remote sensing techniques. It also will assist exploration industry with the interpretion of data from: geological mapping soil geochemical surveys stream sediment geochemical surveys airborne remote sensing airborne radiometric surveys other airborne geophysical surveys some ground geophysical surveys shallow drilling and so improve mineral exploration Strategies.

Mining is claimed to be unique among industries owing to its dependence on exploration for its existence, the need to operate in remote, inhospitable areas, the vast capital sums required for development, the need to pay royalties regardless of profitabil- ity, the wide swings in prices for many of its products, the finite life of each-mineral deposit, its susceptibility to criticism by environmentalists, its dependence on export markets and sensitivity to' cost and exchange rate fluctuations, the uncertainties inherent in most mining legislation, pressures to grant mineral rights to aboriginal communities and the burden of having to finance its own infrastructure. The special problems of the industry have been recognised in the income tax laws which, generally speaking, allow for the deduction of all capital expenditure before tax is payable. Notable exceptions to this rule are the absence of special deductions for mineral processing facilities and the absence of any deductions for a large part of the expenditure on ports and port towns.
