As part of an overall strategy to make significant new technological advances for the sustainability of the mineral processing and related process industries CSIRO Minerals has developed a new dry separation device. It represents a technology breakthrough and has the potential to radically change the way in which dry particle size classification is achieved in the minerals industry. Conventional dry separation techniques have limited applications and often suffer from low productivity, high operating costs, low separation efficiency, the need for dust control and a lack of flexibility. In the absence of efficient dry techniques, wet processing is often used. The use of wet processing either requires the introduction of water into a separation process, which causes environmental concerns through the need for water supply and tailings dams or the use of æunfriendlyÆ chemicals for dense media separations that have considerable impact on handling and disposal. Wet processing also increases operating costs due to plant instability, materials handling, thickening, filtration and product drying. The new CSIRO technology exploits a combination of natural and applied forces to achieve specific particle motions that produce size separation. In doing so, many of the traditional shortcomings of dry separation have been overcome. The CSIRO Dry Particle Size Separator is ideally suited for dry size separation applications within the size range 1 mm to 30 ¦mfor moderate moisture levels (2 per cent), have low unit throughput, produce a fixed cut size and are therefore impractical where very high unit capacity and low operating costs are required. This paper presents a review of dry separation devices together with details of the new Dry Particle Size Separator and typical results for a number of materials, including iron ore and quarry dust.

This paper provides a brief fundamental insight regarding the fabric media concept for liquor filtration. The subject matter will be of interest to metallurgists and engineers with professional responsibility for world class design of solid liquid separation processes and efficient lowest cost operation of existing mineral process plant. Avocet Mining commissioned the worldÆs first mineral liquor clarification process incorporating a fabric media liquor filter at their Lanut gold mine in Sulawesi, in 2004 with design consulting provided by the Australian company SLS Technology Pty Ltd. Development of the technology continues with applied research focused on selecting textile parameters to apply filtration to a wider range of particle and contaminant types, higher solids concentrations, and different process liquors. Liquor filtration with the Fabric Media technology offers an array of attractive benefits. For Avocet Mining, filtration of pregnant liquor directly from the heap leach pad has enabled removal of the sediment pond and sand filters from the traditional process flow sheet, thus providing significant cost and installation time savings. Avocet Mining has recently expressed confidence in the technology indicating selection preference of the technology for the expansion at Lanut and for a new project. The application design window for the Fabric Media concept is extremely flexible with the technology now successfully applied to many different liquor chemistries and application objectives around the world. Potential cost savings for solid liquid separation process plant, such as counter current decantation circuits, clarifier vessels and thickener tanks can be calculated from laboratory measurements or pilot plant demonstrations.

In order to meet the increasing demand for coal for their Newcastle Steel Works, the Broken Hill Pty. Co. Ltd., on June 5, 1937, approved of a scheme to sink a tunnel to the Victoria Seam at their Burwood Colliery. This seam was virgin at this locality and lay nominally horizontal at a depth of 320ft. vertical from the surface.For the purpose of despatch of the coal produced it was decided that the tunnel be equipped with a rubber belt conveyor system.This was a comparatively new departure in Australia, and, indeed, was one of the first installations of its kind in the world, designed to raise coal from considerable depth by this means. Later the tunnel was extended to the Borehole Seam, which lay nominally horizontal at a vertical depth of 600ft. from the surface. The whole installation is the subject of this paper.In planning a project of this kind, consideration had to be given to the following:-1. Acid and Metalliferous Drainage (AMD) is one of the key risks facing the mining industry worldwide. If not properly managed and/or not identified in a timely manner, AMD has the potential to decrease environmental values for generations to come. Ore extraction generates vast volumes of mineral waste (waste rock and tailings) which are stored in perpetuity at the mine site. Some of these materials are not inert and when in contact with air and water can react, generating poor quality water and compromising operational and closure environmental objectives. Understanding the geochemical behaviour of waste rock and tailings is therefore key to identifying risks and opportunities which support effective mineral waste management strategies across the mining value chain and progress toward an environmentally sustainable future that minimises closure liabilities. To ensure AMD risk is recognised and managed uniformly across its portfolio, BHP developed a Global AMD Management Standard for implementation across all operations, including closed sites. The AMD Management Standard provides a management framework to support the consistent, simple and sustainable global management of AMD risks. This ensures mines are planned and operated to be environmentally smart and modern, geochemical risk management is not an afterthought but a key driver, and environmental sustainability is actively pursued to reduce closure liabilities. The AMD Management Framework, on which the Standard is based, was adapted from industry leading practice guidance, ensuring it applies to multiple regions. The framework also comprises sequential requirements throughout the mining life-cycle. It is an iterative framework with an adaptive management approach that is designed to incorporate new data, information and management opportunities into AMD risk assessments and mine plan revisions.

Technological advancements in mineral processing have increased the feasibility of refining low-grade ores. Because of this progression and continual depletion of high-grade ore deposits, much larger volumes of waste material are produced. At the same time, increasing environmental legislation and cost competitiveness dictate that these wastes be disposed of in a manner that is both environmentally acceptable and economically viable. To achieve these criteria, many mineral processing industries are dewatering waste streams in order to reduce the volume of tailings and increase water and reagent recovery. The subsequent dry disposal of these highly concentrated mineral tailings requires a thorough understanding of the effects of dewatering on the flow characteristics. Dry disposal represents a paradigm shift in engineering. The tailings are engineered to suit the disposal requirements, as opposed to engineering a facility to accommodate the tailings. It is therefore important to understand how the material properties and operational parameters can be modified to produce the desired tailings flow and deposition characteristics. As concentrated suspensions usually exhibit non-Newtonian behaviour, determination of the disposal plant operating conditions requires a thorough understanding of the rheological characteristics of the material. The implementation and optimisation of dry disposal methods involves three concurrent and interdependent rheological studies to determine:the concentration required to achieve the optimum spreading and drying characteristics of the tailings once deposited; the optimum conditions for pipeline transport; and the feasibility of dewatering the slurry to the required concentration. The paper presents an overview of the issues pertinent to management of the flow properties and processing of dewatered waste streams.

Kumba Iron OreÆs Sishen Mine is one of the worldÆs largest iron ore mining operations situated in the Northern Cape, South Africa. It produces 29 million tonnes of iron ore products per annum using a dense medium separation (DMS) beneficiation process. Kumba is currently commissioning the Sishen Expansion Project (SEP) which will produce a further 13 Mtpa product through a jigging beneficiation process. The products from the Sishen Mine are highly sought after and consumed by domestic and various European and Asian customers. During beneficiation iron ore slimes are generated and discarded as waste material to the slimes dams. A study was initiated in 2005 to investigate processes to beneficiate these slimes to saleable products û prompted by the current high demand for iron ore products and the high grade in the Sishen slimes thickener underflow of approximately 54 per cent Fe. Initial laboratory scale test work indicated that a 66.5 per cent Fe iron ore concentrate could be produced from the Sishen slimes thickener underflow through a process of classification, two stage wet high intensity magnetic separation (WHIMS) and five stage flotation. This process, however, did not produce the desired results during pilot plant testing and numerous alternative process routes were investigated. The process that did achieve the desired product grade of 66.5 per cent Fe at economically feasible product yields consisted of two stage WHIMS using SLON magnetic separators. Results achieved indicate that the thickener underflow slimes can be upgraded from 54 per cent Fe to 66.5 per cent Fe at a product yield of ca. 40 per cent. Product yield could be increased through the further beneficiation of the SLON tails. The Sishen slimes thickener underflow production rate is ca. 3 Mtpa û resulting in a potential concentrate production of ca. 1.2 Mtpa. The slimes concentrate will be fed to a pelletising plant that will produce 66 per cent Fe pellets destined for domestic and or export markets.

The objectives of grade control remain unchanged but new methods are being developed to attain them. Since the early-1990s, an improvement in the power of mine site computers has made the geostatistical tools of conditional simulation more accessible. Optimisation of the grade control process on mine sites now involves two stages: optimisation of the sampling regime and optimisation of the interpretation of ore and waste boundaries. Optimisation of the sampling regime first requires an understanding of the nature of the mineralisation and in particular the impact of particle size on the sampling precision. This relationship, termed the Fundamental Error of sampling, enables an optimum subsampling protocol to be defined for the sample preparation and assaying. However, the actual sample collection method, whether drilling or trenching, must be correctly selected and the sampling grid should be optimised. The relative costs and benefits of various alternative sampling methods and grids can be determined using the method discussed. The use of the grade control data can also be optimised. In the past ore and waste boundaries were often defined using a linear interpolation algorithm that smoothed the data (such as polygonal, sectional, inverse distance squared or even kriging methods). Frequently the relative impact of ore loss and dilution could not be estimated. Conditional simulation to generate equiprobable alternative maps (realisations) can now be adopted to address these issues. A transfer function is then used to evaluate the similarities and differences between the maps. The Ore Block Optimisation (OBO¬) process is a transfer function that produces a three-dimensional model of the optimal ore block outlines. This provides a clear guide for the mining geologist to refine and mine. The nature of the transfer function and the inputs and outputs are discussed. In the past, reconciliation has been the `acid test' for any grade control system. Any ore blocking method based on conditional simulation can make use of the exhaustive data set to ensure that reconciliation between prediction and production will improve significantly. The OBO¬ method provides a guide to the mining geologist to ensure that the best ore blocks are mined. Misclassification between ore and waste is reduced, ore loss and dilution are minimised (and are measurable) and ore is optimally assigned to stockpiles of various cut-off grades. These advantages significantly enhance mine profitability and control of the mined grade.

Paddington processing plant is located approximately 30 km north of Kalgoorlie on the Menzies Highway and is owned by Placer Dome Asia Pacific. First mining was from the Paddington Pit, but in subsequent years the plant has had a history of treating ores from a large number of sources, and has used several different methods to reconcile mining and mill production. Reconciliations are necessary to keep a check on the quality control of mining and grade control processÆs. There is a need to be able to identify and resolve issues that will affect the profitability of the organisation quickly. They are also used to check the quality of the resource/reserve statements, and allow the accurate and timely payment of royalties to stakeholders. During the formation of the Kalgoorlie West operations when Delta Gold Limited and Goldfields Limited merged in 2001, the complexity of reconciliations increased dramatically. The expansion of the scope of reconciliations to include two mills, four underground mines and seven open pits, and ore from one deposit to both mills meant that a revised strategy was essential. A variety of issues have arisen over the years with discrepancies occurring when reconciling both tonnes and grade. There are many ways to approach reconciliations, and in recent times these philosophies have been widely debated on site. A consistent and logical approach that takes into account many different sources of ore, as well as different methods of delivery to the Run of Mine stockpiles is therefore necessary. This would standardise the different approaches taken by the various operations that combined to form Kalgoorlie west. The new method reconciles mill production back to the individual ore sources, and produces reconciled-mined tonnes and grade based on the mill throughput and the change in stockpiles. There will generally be a small discrepancy between the claimed mined tonnes produced (and grades) and the mill production. This needs to be highlighted to the operations concerned if it considered unacceptably large. Paddington mill over the last few years has had up to ten sources of ore each year, and up to 15 different stockpiles being processed during each month from those various pits. This combined with the need for a blended oxide/fresh feed, whilst striving to deliver a consistent (grade and hardness) product to the mill, has meant that reconciliations have been very difficult.

Selected drill core samples from a Ferrobamba-limestone-hosted, magnetite-haematite skarn deposit, located in the Apurimac department of the Andahuaylas-Yauri skarn/porphyry belt of south-eastern Peru, were mineralogically and texturally characterised to gain a preliminary indication of the deposit's potential as an iron ore resource. Optical microscopy, X-ray diffraction (XRD) and scanning electron microscopy/electron probe microanalysis (SEM/EPMA) techniques were utilised to determine the characteristics of magnetite, haematite and/or goethite dominated ore types, including variations in the relative proportions and textural relationships of the ore and gangue minerals. The deportment of elements deleterious to processing performance (eg copper, sulfur and potassium) was determined and the beneficiation potential of the samples was briefly assessed. In drill core sections, the ores are grey to reddish in colour, massive and 'metallic' to dark brown and earthy in character, moderately hard and porous (macro and microporous), with variable gangue infill. Ores often appear weathered, typified by ochreous goethite staining and common minor goethite (except in dense core fragments), occasionally exhibiting a more friable texture with coarse magnetite/martite grains. Silicates and lesser carbonate gangue are visible as blue-green to beige to white scaly and/or shaly surface coatings, and finely particulate infill, often goethite stained. Sulfide-rich ore types also occur in part of the deposit, but are restricted to specific drill holes. Magnetite grain size is relatively coarse, compared with magnetite from typical banded iron formations, whereas discrete silicate gangue is mainly bladed/fibrous and/or layered and micaceous in form. XRD analysis indicates the presence of vermiculite, serpentine, stilpnomelane, chlorite, actinolite and clays. There is a spectrum of ore types representing the gradation from 'fresh' (magnetite-dominated) to oxidised and weathered (martite/goethite-dominated). Martite-dominated samples are generally higher in grade, due to leaching and removal of silicate gangue, resulting in higher macroporosity. Where gangue has been leached out, partial replacement by vitreous goethite and/or hydrohaematite is typical, often preserving the fibrous/layered characteristics of the original silicates.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

In submitting the accompanying sketch and description, the writer mentions that he has found this "gadget" a useful assay office adjunct.He believes that some millmen and assayers have been confronted, from time to time, with large samples of mill pulp for assay purposes and that although the commonly used method of coning and quartering dry sample is simple and effective, provided the samples are of reasonable proportion, the operator is frequently confronted with samples of pulp, sometimes up to 50 gallons. The writer stresses the advantage of being able to handle these samples. This fact inspired the design of the "gadget,"which was developed at the Kalgoorlie State Battery and has been found to give very reliable results. It has considerably eased the work of the assay office.Description. - A cone of suitable dimensions according to requirements (this one is about six gallons' capacity) is mounted on a light angle-iron frame and has a small hand-operated agitator paddle let into it far mixing purposes. The agitator and head frame are removable to facilitate cleaning. Four outlet pipes at the bottom at right angles to each other are controlled with one common plug, externally operated for discharging the pulp.Each operation of the machine delivers four equal parts; one or more of these can be used for further division as conditions require. Samples can thus be reduced to suitable assay room size in a few minutes.The dotted lines, enclosing the shaded portion, represent the four-bladed paddle.Each paddle is slotted with three parallel slots. As a part of the Newcrest, Telfer Expansion Project, a consortium of Australian, Canadian and South African Mining Contractors in joint venture have been contracted to develop the hoisting shaft. The parties namely; Byrnecut Mining Pty Ltd, Murray and Roberts RUC and Thyssen Mining Construction of Canada Ltd have combined their individual expertise to excavate the shaft. There is a particular emphasis on the use of proven shaft sinking techniques from North America and in particular integrating electric hydraulic drilling equipment and personnel from the Canadian Mining industry. The Telfer hoist shaft when completed will have a finished diameter of 7.1 metres and extend to a depth of 1170 metres below the collar. The shaft will be fully concrete lined and will later be equipped for hoisting ore from the Telfer deeps at a rate of five million tonnes per annum. The shaft when completed will be the largest shaft ever completed in Australia on a volumetric basis. This paper will examine the technical aspects of the shaft sink, as well as exploring the integration of personnel and equipment from the frozen prairies of Saskatchewan, Canada into an operation in the Great Sandy Desert of Western Australia. What are the spin-off benefits for the development of other shafts within Australia?

The Savage River open cut magnetite mine is located in rugged terrain in densely rain forested northwest Tasmania. The mine and concentrating plant are both in the Savage River valley. Pickand Mather Incorporated (PMI) operated Savage River as an open cut magnetite mine between 1966 and 1996. Acid rock drainage (ARD) was first noted in the last ten years of the operation, leading to elevated concentrations of heavy metals downstream of the mine. When operations ceased in 1996, PMI returned the mine to the Tasmanian Government along with a remediation fund of $11.4 million. At that time, the assessed cost of remediation was in excess of $120 million. As a result of the ongoing ARD contamination and to facilitate both a new operation and effective remediation, Goldamere Pty Ltd negotiated an agreement with the Tasmanian Government in 1996, which resulted in the Goldamere Act and the Goldamere Agreement. The agreement has allowed Australian Bulk Minerals (ABM) to remediate the Savage River mine in conjunction with the Tasmanian Government while re-invigorating a previously closed mine by providing ABM with an indemnity against past pollution. ABM can configure its mine and waste planning activities to maximise remediation benefits without fear of future litigation for past mistakes. The effect to date has been the development of a long-term strategy to remediate the Savage River and short-term remediation works such as water management, which provide benefits to the ecosystem. After five years, the Savage River is no longer significantly impacted by ARD for 30 kilometres downstream and trout are now reported within the reaches of the mining lease. The arrangements between ABM and the Tasmanian Government are an example of a genuine WIN WIN situation where co-operative environmental management of the site results in significant improvements and where the æregulatorÆ and the æminerÆ are working together to achieve mutually beneficial goals. The end result is a significant benefit to Tasmania.

In the 25 years since Broken Hill's 75th Anniversary which was marked by an Australasian Institute and Mining and Metallurgy Conference in Broken hill, there have been some significant changes in the role of mines inspectors. This paper updates the information given by the then Chief Inspector of Mines, J.H. Burford, to that 1968 Conference, with an emphasis being placed on mines inspection, although it also reflects changes to mining legislation and regulatory bodies.

The role of automation in the environmental management of the various stages of mining projects is discussed. Remote sensing can be useful in the exploration phase, but tends not to have sufficient resolution for individual operations. Automatic samplers, whether for meteorology, air or water, are widely used, but can have operational problems. The environmental scientist, the electronics engineer and the computer programmer must combine in the future to develop products which are applicable, robust and simple to use.

Since fundamental research in applied coal petrography is carried out mostly on polished surfaces, backscattered electron microscopy is most applicable for studying coal in the SEM. By employing this technique coal macerals can be easily identified , and information on the relations between maceral groups, mineral matter and trace elements are highlighted by grey level contrasts. This type of information is valuable in coal technology and cannot by normally revealed by the light microscopy (e.g. the distribution of inherent mineral matter).
