The disagregation and privatisation of the mining and power gene ration operations of the former State Electricity Commission of Victoria has being taking place over the past five years. This has transformed the service provision to the new organisations and has resulted in major change to the working lives and professional relationships of thousands of Australians. The authors wish to take this opportunity to explore the issues arising as the program of privatisation of public assets continues. Changes within the workplace which resulted from the outsourcing of the 'investigation and design' functions and more lately as a result of privatisation of the operating, generating and distribution businesses are discussed. The responsibility of managers retaining the services of design engineers has changed. There is an added responsibility of contract administration and an increased focus on intellectual property and strategic issues. The way in which the sectors are adapting is discussed and future directions are explored. We welcome this opportunity to explore the changes in professional life which have taken place over the last five years in the Latrobe Valley Power industry. Engineers and earth scientists have a pivotal role in the continuing successful operation of the three Latrobe Valley Mines of the generation companies. The Mines' collectively excavate annually over 13 million cubic metres of overburden and 48 million tonnes of coal for delivery to mine-mouth power stations and for briquette manufacture.

Host minerals for gold have been of great interest to exploration geologists and metallurgists for a variety of reasons. The depletion of high grade ores in many parts of the world requires that greater attention be given to the study of host min-erals for gold. Some host minerals have been employed in exploration as traces for gold. They are also essential in the design of extraction processes for treating gold ores.This paper reviews the mineralogy of important gold deposits of Papua New Guinea (PNG), Indonesia and New Zealand and focuses attention on the ore minerals and rock-forming minerals that host gold.

The Electricity Commission of New South Wales is the largest single user of coal in the State, burning some 8.5 million tonnes during 1972-73. This coal is converted in power stations into electrical energy which is then distributed throughout the State and supplies the electricity requirements of 99% of users in New South Wales. Barring any major change in energy consumption growth, or change in the current mode of power generation, the consumption of coal by the Commission is estimated to have a doubling period of from 10 to 14 years. Coal is used to generate up to 87% of the electrical energy sold, the balance being obtained from hydro gen- eration, mainly in the Snowy Mountains, and, to a much smaller extent, from diesel generation at Broken Hill. A very large proportion of this coal is consumed in pulverised fuel boilers in the Commission's power stations, located mainly on the various coalfields of New South Wales. Coal supplies are drawn from a large number of mines, some owned or controlled by the Commission, others being owned by public companies. The coals used, originate from at least ten different seams located in the northern, western and southern coalfields of New South Wales, and therefore have a wide variety of properties and characteristics. To ensure an adequate fuel supply well into the future, the Commission is continuously engaged in coal prospecting in various areas. Bore data is used in assessing coal reserves and is also the basis of economic studies for their possible future exploitation. The numerous coal cores obtained during drilling operations are carefully tested and analysed in order to assess their suitability for power generation purposes, and to provide data for the design and operation of boiler plant using these coals. In existing power stations coal deliveries are systematically sampled and tested for quality control, for pay- ment of purchases based upon certain quality parameters and to check for any possible plant operating or main- tenance problems that might arise from the use of the particular coals. Almost all the properties of coal that may be necessary in the Commission's work are obtained using standard testing procedures carried out by the Commission's chemists, in laboratories located at the various power stations or at its Central Laboratories in Pyrmont. Where specialised analysis or testing is required, this is ordinarily undertaken on a commercial basis by outside bodies, expert in the particular field. The significance of the various properties of the coal for use in p.f. boilers is outlined and related to their proper application to boiler plant design and to plant operation.

Australis Mining N.L. operates a continuous mode carbon-in-pulp (CIP) gold plant, processing sand and slime tailings from previous gold mining operations in the Norseman area. Plant design is that of conventional countercurrent contact between pregnant pulp and activated carbon. Gold desorption is achieved by the Zadra process using near boiling tempera- tures and atmospheric pressure. Process water is drawn from nearby Lake Cowan (saline). The plant operates at, or above, design specification of 400 dry tonnes per day. This paper describes the plant design and operating processes utilised in optimising throughput and gold recovery. TNTDnPTTnmTnM Favourable world gold prices and substantial reserves of sand and slime tailings prompted Australis Mining N.L. to construct a gold extraction plant during 1981. The projected plant throughput was set so as to complete treatment of available tailings over a three year period. Metal- lurgical tests indicated that, with a regrind facility satisfactory gold recovery could be achieved using a countercurrent CIP process. Reflecting the entry of Australis Mining N.L. into its first large scale treatment operation, the plant design emphasised simplicity but effectiveness of Operation.

Proton microprobe and electron microprobe analysis are being used in combination for in situ determination of the trace element contents of oxide, sulphide and silicate minerals in a sample of the Merensky Reef. Initial results indicate that chromites contain only Ni, Zn, Ga, Zr ar d Nb. Platinum-group elements, if present, are at concentrations less than 2 to 6ppm. Ru, Rh and Pd are the only platinum group elements to be consistently detected in the sulphides. PentLindite is the most important host for these elements with the concentration of these elements being dependant upon the mineral association in which it occurs

The Mount Charlotte grinding circuit at KCGMÆs Fimiston mill was recently equipped with three 650 mm CAVEX cyclones in order to improve the overflow P80, reduce the fines bypass to the underflow and improve the underflow density/recovery of water to the overflow. After the first two sets of surveys were conducted air core boosters (ACBs) were installed on the 650 mm CAVEX cyclones in an attempt to further increase their performance. JKTech was approached to assist with the examination of the data obtained from the surveys; this data was intensively modelled to determine, to a high degree of confidence, the impact the changes to the cyclones had on the classification and the benefits to the plant. This paper outlines the outcomes of the trial and the methods used to determine those outcomes.

This paper examines the new water-hydraulic (hydro powered) drill rigs that have been developed and proven in the last decade primarily in tabular, shallow-dipping, narrow-reef, hard-rock South African mines. These include - drill rigs for flat end tunnel development, narrow inclined raises and winzes, large inclines and declines and long hole based developments such as orepasses and vent raises. The hydropower technology rigs offer advantages both in safety and performance over traditional compressed air powered, hand-held development are generally more cost effective than imported oil electro-hydraulic drill rigs. Furthermore, hydro powered rigs are inherently energy efficient. The benefits of hydropower are discussed and a æcomprehensive development modelÆ is presented which demonstrates that orebodies can be accessed in significantly shorter times. æLocalisedÆ half level hydropower systems are introduced and a range of ancillary equipment available is listed.CITATION:Fraser, P D, 2012. At NewcrestÆs Telfer gold mine, a strategy of regrinding pyrite rougher flotation concentrates has been proposed to increase gold recovery and reduce cyanide consumption in the CIL circuit. The regrinding will be followed by an additional copper/gold flotation stage, where copper minerals need to be separated from pyrite. However, although the minerals are well liberated, the separation of chalcopyrite from pyrite in the cleaner stage is not always straightforward. The surfaces of the fine particles, produced during regrinding, are more easily oxidised and contaminated than coarse particles, directly influencing the particle floatability. The depression of pyrite is difficult in the cleaner stage as well due to copper activation, a process which is also highly dependent on the grinding environment. In this study, different grinding media, including mild steel and stainless steel, was used in the regrinding to produce different regrinding chemistry, such as, pH, Eh, and iron hydroxide contamination. The effects of regrinding conditions on chalcopyrite flotation and its separation from pyrite were studied. It was found that the stainless steel grinding media, which produced an oxidising environment, was more beneficial for the separation of chalcopyrite from pyrite after regrinding. The mild steel grinding media had a detrimental effect on both chalcopyrite and pyrite flotation. Radioisotope X-ray and neutron techniques of analysis can be used for the determination of a wide range of elements in minerals. The most important applications of these techniques to the mineral industry are for on-stream analysis of slurries and solids, and for geological assay. The radioisotope X-ray techniques are the more developed ones and two installations for on-stream analysis are in routine use in mineral processing plants in Australia. Neutron techniques are being developed, and should prove valuable for geological assay of large numbers of mineral samples, for borehole logging, and for specific on-stream analysis when the cost of the equipment is warranted.

A Presidential Commission of Enquiry into the conservation of South Africa's coal resources was appointed in 1970. This Commission, in co-operation with the Chamber of Mines of South Africa, established a national inventory of South Africa's in situ and extractable resources and reserves of coal of various types and grades by several mining methods. South Africa's future demand for coal by all market sectors and the specifications of coal required, were also established by means of econometric models. A comparison of potential supply and anticipated demand indicated serious defi- ciencies of certain types of coal and the need for the conservation of others. This paper describes recommendations for alternate strategies for the optimum utilization of available resources. Con- sideration was given to various policies relating to pricing, exports, taxation and incentives, and to the possibility of the substitution of higher grades of coal by lower grades. The steps so far taken to develop a national coal policy in South Africa are described.

Using a typical small logging instrument (Neltronic KPD), a natural gamma reference section for part of the Brockman Iron Formation and part of the Mt. McRae Shale has been established in the Newman area. This is compared with the stratigraphic type section of Trendall and Blockley (1968). Folding and faulting are recognised using natural gamma logs. Because of the confidence with which stratigraphic horizons can be identified, less expenditure on diamond and percussion drilling is required to confirm stratigraphic position. Using natural gamma logs as stratigraphic control the apparent thinning of the Banded Iron Formation during iron enrichment is Demonstrated.

Mineralisation adjacent to Herberton occurs within three main subcentres. The Her- berton Hill subcentre is characterised by the association of Sn,W the Herberton Dividing Range South subcentre by Sn, and the Herberton Dividing Range North by Cu, As. The relation- ships between the subcentres are discussed in terms of metal distribution, production, deposit types, wall rock alteration and re- lationships with granitoid intrusives. The temporal and three dimensional spatial re- lationships between the centres are uncertain.

During the intial two years (1972 - 1974) of exploration at Telfer, water require- ments were limited to supporting a 50 man camp and diamond drilling to verify thickness and grade of the stratabound ore deposit. Water bores were drilled to intersect the Middle Vale Reef down dip from its outcrop about 70 metres below surface. The MVR reef is an oxidized pyritic horizon which contains 30% - 65% sulphide below the zone of oxidation and forms a highly porous leached gossanous zone to a depth of 100 metres. Before any accident prevention and total safety programme can succeed, a safety concientiousness or attitude needs to be implanted in the employees' minds. Psycholog- ical and physiological conditions play a vital role in accident causation and prevention. Both need attention in a good safety programme, but working place conditions and environment are more easily corrected. However, the challenge is to change attitudes in the minds of men - psychological factors in accidents. To do this does not require a Safety Officer, but does require a Safety Adviser. At Blackwater mine a Safety Adviser is available to all sections of the organisation to guide and assist, to provide data and material to use at meetings, to help in accident investi- gations and to help organise training. To eventually achieve total commitment requires every member of the management team to be a salesman towards all around selling an attitude to safe working, a way of life. At Blackwater mine the workforce is young overall with most employees being under 40 years old. Psychologically this is a quite different problem to a balanced ages working group. A great deal of effort is needed to communicate with the younger, articulate, better educated employee who is also generally a skilled operator in the capital intensive

Within the Business Process Improvement Program initiated at Placer Dome during 2003 was the Business Performance Management Project (BPM).BPMÆ s aim has been to extract productivity improvements from individual business units by providing a model for implementing leading practice based management process within the Placer Dome Group, sharing management best practice, injecting new management techniques and instilling a continuous improvement culture. The installation of an underground dispatch system has been a key component of the BPM project at Osborne Mine.Information capture and analysis allows for corrective action to be planned and executed before there is a material impact on the performance of a business unit. This paper briefly describes the principles and practices of effective business performance management, the four processes of a management operating system namely; strategic and tactical planning, implementation and reporting. The identification of business drivers, their measures and associated key performance indicators is discussed. The benefits of an underground dispatch system at Osborne with respect to safety, production and maintenance is described along with the installation process within the mining department that included its configuration, resourcing and roll out.

Metal casting operations are a significant source of hazardous air pollutants. In particular, high production iron foundries emit significant quantities of volatile organic compounds (VOCs) during pouring, cooling and shakeout of iron castings made in green sand molds. End-of-the-pipeline capture and destruction methods to reduce VOC emissions add crippling costs to foundries. Alternately, the incorporation of advanced oxidants (AO) into metal casting green sand systems has been shown to reduce emissions from high production iron foundries in the US, and at the same time reduce operating costs. Cost savings are driven by the benefits of AO in clay recovery systems. Emissions reductions are the direct result of cascading AO-based reactions taking place in green sand molds. This sustainable greening of the metal casting process is a prototype for the development of other AO and non-AO process-based solutions for sustainable high temperature processing of materials. Fundamentals of AO technologies will be discussed along with the performance characteristics of AO processing systems in the metal casting industry and the breadth of other processing and remediation applications for which AO technologies have the potential to be successfully employed.

Although inherent mineral matter appears to have no effect of the reflectivity of inertinite in the reflecting light microscope, it has a marked effect on the grey levels resulting from the backscattered electron response in the scanning electron microscope. Inertinite with a high inherent mineral matter content has a high grey level response but not as high as that of mineral matter. The highest grey level response is with inertodetrinite which at times could be mistaken for mineral matter. Fusinite has a higher grey level response than semi-fusinite. The backscattered electron grey level response corresponds to average atomic number and hence approximately to density. If a porous structure develops and becomes filled with mineral matter such as S, Cl, Ca, Si, and Al the grey level will be higher. Micrinite has an unusual response in that it behaves like an exinite maceral in the SEM rather than an inertinite maceral. It either has a low grey level when relatively free of inherent mineral matter, or a low grey level background with high level granules corresponding to Si and Al dominantly. Similar structures have been found in exsudatinite and resinite. It is thought that micrinite results from the migration of hydrocarbons out of exinite giving a porous structure which usually accommodates inorganic matter.

Permanently growing mobility needs, which are encountered in the whole world, lead to a more and more clear necessity to increase and modernise these transport infrastructures, as well in quantity as in quality, for all transport modes, and for all what is able to be transported, from people to consumption goods and energy. With only very few exceptions, transport infrastructure achievements have for long been the concern of the sole public authorities, at the various levels, which put them, mostly free of charge or at very low cost, at the disposition of the user or the customer.
