Sustainability will become a more stringent issue in mine planning over the next 40 years. The evidence of this is apparent in State and Commonwealth government policies now emerging in respect to water, green house gases, waste and other process emissions. The mining industry has developed policies such as æEnduring ValueÆ, which go some way towards establishing a framework within which mining can continue to be an underpinning strength within the Australian economy. However, the demands of new policies are directed at extending sustainability in ways that will change the way in which projects are implemented. This paper examines the nature of new policies aimed at water, energy and emissions, considering examples of where mining practices have or may change in order to meet new objectives in resource efficiency. Important issues will, as always, be the international price competitiveness of the mineral resources being produced but, where this is now devolved around mining and processing costs, these costs may in the future be strongly correlated to the nature and cost of local energy resources compared with those in Australia, the ability to mitigate and minimise water resource use and environmental impacts deriving from emissions and the veracity of competitor nations in meeting the same standards of performance in resource efficiency usage and in emissions control. As these systems bed down internationally mining in Australia will need to concentrate, amongst other things, on finding higher grade orebodies and on better technologies to release the value of lower grade ores. For our mining industry to remain strong, greater expenditure will need to be focused on these objectives. Finally, it will be important for the industry to remain vigilant and proactive in directing government policy development to ensure that practical objectives in mining are not curtailed unnecessarily through ignorance of mining market precepts developed over the centuries of mining operations.

More than ten seafloor massive sulfides (SMSs), which tend to be enriched in Au and Ag with varying amounts of Zn, Pb and Ba, have been reported in Japanese Exclusive Economic Zone (EEZ) including the Jade hydrothermal field in the Izena cauldron Okinawa, theSunrise deposit in Myojin knoll Izu-Ogasawara, and other active deposits found in the past 20 years. From the fiscal year 2008 some universities in Japan will begin development of sensing devices to delineate surface distributions of known SMSs and to find new ones. The devices would be deployed by an autonomous underwater vehicle (AUV) or remotely-operated underwater vehicle (ROV) later in active hydrothermal fields and potential areas in the EEZ. On the other hand, different laboratories are planning to research and evaluate SMSs with state-of-the-art methods such as the benthic multi-coring system and geophysical devices to collect information in deeper parts of the SMSs. In this session recent projects on exploration and evaluation of SMSs with some new trials including geophysical and geological surveys in Japan will be reported. The accepting of the geologist as part of the mining industry team has only become a reality in the last fifty years in Australia. Commencing in the 1920's it received a check in its progress during World War II. Since then it has had its highs and lows to extremes not hitherto experienced. The recent mining boom and the succeeding slump have provided opportunity to examine more critically and positively the role of the geologist in the mining industry. The future is examined, not in crystal ball fashion, but in terms of selected specific aspects. Suggestions are offered concerning these aspects.

The study focuses on sulfide oxidation processes in unweathered pyrite-rich mine tailings from a soil-covered impoundment in northern Sweden. To simulate the oxygen-limited conditions in water saturated tailings two long-term column experiments were performed. Results are presented for the first 11 months of the experiments at room temperature. The tailings used in the experiments were of two different grain sizes (one coarse grained, in the range 0.02 - 0.6 mm with a grain surface area of 1.86 m2 g-1, and one fine-grained, in the range 0.0015 - 0.06 mm with a grain surface area of 10.00 m2 g-1) and with slightly different mineralogical composition. The S:Fe molar ratio in the leachates (1.0 - 1.5) indicates either that pyrrhotite is the main iron sulfide undergoing oxidation in our experiments, or, alternatively that the S:Fe molar ratio in the leachate is determined by pyrite weathering in conjunction with other processes releasing iron or immobilising sulfate. However, speciation modelling of the leachates indicates that ferrihydrite was close to saturation, suggesting that a ferric oxyhydroxide may have dissolved/ precipitated during the experimental period, thereby affecting the S:Fe molar ratio. Pyrite oxidation rates obtained from the two column experiments during æsteady-stateÆ were 2.25 + 10-13 and 8.45 + 10-14 mol m-2 s-1 in the coarse and fine tailings, respectively. Pyrrhotite oxidation rates, as an alternative, were 2.31 + 10-12 and 1.24 + 10-11 mol m-2 s-1 in the coarse and fine tailings, respectively. Natural microbial activity was confirmed in both the tailings and the leachates; therefore, the obtained oxidation rates are not strictly abiotic. It is thus concluded, based on the experimental results, that tailing heterogeneity will result in zones with different oxidation rates, related to their physical and chemical properties.

SustainabilityÆs imperative of economic development in tandem with social advancement and environmental protection is widely accepted, but much debate remains about the practical implications for the minerals processing technologies and practices for the future. Experience in other industry sectors however suggests that sustainability can be a value-adding framework for innovation in processing technologies, business models and management systems. This position paper explores how sustainability can drive innovation in minerals processing, by reviewing pertinent ideas and experiences gained in non-minerals sectors. Sustainable innovations can generally be broadly ranked from incremental to transformative, with each category having its own typical improvement potential, timescale and technological and operational challenges. This leads to a æmud mapÆ for sustainable innovation in minerals processing with three distinct tracks: eco-efficient operations; sustainable plant design and sustainable processing. Competing models for the sustainable innovation process through either forecasting or back-casting, have in common the strong reliance on vision, perspective and competency, which in turn highlights the importance of sustainability frameworks. Such sustainability frameworks provide normative goals and option elicitation prompts to assist with the analysis of current processes and scoping of more sustainable alternatives. A comparative analysis of five prominent environmental sustainability frameworks revealed three cross cutting sustainability themes that challenge current resource processing technologies and practices. These are: fate of materials (zero dissipation of materials); compatibility of materials and processes; and materials intensity of industrial products and processes. Although the sustainability concepts presented in this paper have not been extensively road tested in the minerals processing industry, there is ample evidence that recent initiatives in the Australian resource sector illustrate the applicability of the proposed framework. It is therefore argued that more in-depth assessment of sustainable innovation concepts would be a valuable contribution to the sustainable resource processing theory and practice.

Blasting effectiveness must be gauged by total production costs. ANFO charges made up in polythene "sausages" are not as profitable as is indicated by the price of ANFO. All-slurry charges are warranted only where blastholes cannot be dewatered effectively, or where drilling costs are very high. An increase in blasthole diameter leads to coarser fragmentation. This effect is most pronounced in tough and massive or blocky strata, or in ground which consists of unfissured boulders in a softer matrix. When ANFO and some slurry-type charges of small diameter are used in plastic-acting ground, charges may fail to detonate through precompression by charges fired on an earlier delay. The optimum blasthole length is rarely less than four times the burden distance. For best results, blastholes should be inclined to the vertical and parallel to the face. Nominal burdens and spacings are often altered radically by the initiation sequence. For best fragmentation, all blastholes must have good effective faces, and should be effectively stagg- ered with an actual spacing:burden ratio in the approximate range 2.0-5.0.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

Laser ablation Inductively Coupled Plasma Mass Spectrometry (ICPMS) analysis of fluid inclusions trapping mineralising solutions in major porphyry-copper deposits indicates that copper concentrations can reach 103 - 104 ppm in both dilute, CO2-bearing fluids and in high salinity brines. Non-Cl transport of Cu is implicated. Au has been determined at 0.2 - 0.4 ppm in the low salinity fluids and may be co-transported with Cu. In contrast, high concentrations of Fe, Mn, Zn and Pb are only attained in brines and correlate strongly with Cl-indicating chloride transport. Physical and/or temporal separation of these fluid types can therefore producemetal fractionation within porphyry systems. Evidence concerning the behaviour of Mo is less clear but brine transport appears to be favoured; phase separation is one mechanism that may account for the fractionation of Mo from Cu and the formation of quartz-molybdenite veins. This paper provides an expanded definition of industrial minerals that challenges the way we look at exploration, development and the understanding of mineral industry structure and profitability. Included in industrial minerals are bulk commodities such as iron ore and coal alongside the more traditional industrial minerals such as salt, soda ash, silica sand and clay. The profitability of industrial minerals is reviewed from a producerÆs perspective and shown in many instances to be significantly higher than for precious and base metal industries. The key drivers of profitability are examined along with some highly profitable industrial mineral industries such as borate, potash, chromite and natural soda ash. Demand for industrial minerals in Australia and Asia is reviewed, with a focus on supply bottlenecks and the opportunity this represents for investment by Australian companies. The establishment of new price benchmarks is considered and the possibility of new export grades for industrial mineral products. Investment opportunities in industrial mineral projects are outlined, including some exploration concepts in Australia and Asia. Industrial mineral project evaluation methods are discussed and the challenge issued to companies (exploration, production and finance) to become a part of the profitable action in the world of industrial minerals.

The air we breathe and both plant and animal matter consist largely of nitrogen, oxygen carbon and hydrogen; each of these elements has two or more isotopes, The rocks, soils and waters on which we live and from which we extract minerals and other resources are comprised of elements such as oxygen, silicon, hydrogen, sulphur, iron and magnesium; each of which has two or more isotopes. Since isotopes of an element behave identically in chemical reactions, they cannot be separated or analysed by chemical means. The different isotopes of a particular element, however, vary in mass, reflecting the variation in the number of neutrons in their nuclei, so that physical processes based on the relative atomic masses of the isotopes are used to separate and analyse them (eg, mass spectrometry). Many biologic, atmospheric and geologic processes alter the ratios of the different isotop1ees of many elements. The isotope ratios D/H and O/ O, for example, exhibit significant variations in natural waters because of isotope fractionation during evaporation and condensation. Isotope analyses of both naturally-occurring and synthetic isotopes in the near-surface and biospheric environments can be used to understand natural processes and predict the results of man's interaction with his environment.

The State Electricity Commission of Victoria (SECV) operates 13 excavators, 3 travelling stackers and 4 mobile slew conveyors in their three open cuts in the Latrobe Valley. The majority of these machines have been designed and constructed to a German design code current at the date of order. The SECV has always ensured that the machines were manufactured and erected to the appropriate standards. The SECV has a policy of having all machines inspected by an independent inspector every two years. These inspections are based on those carried out in Germany. The inspections have been carried out by inspectors from Germany who have the necessary experience to do similar work in German open cuts. Major faults found during the inspections have been repaired, however,the gradual breakdown of corrosion protection system has continued. The structures on some machines have areas of bad corrosion. This, coupled with wear on major mechanical equipment, would require an extensive outage to overhaul the machines. Refurbishment of Hazelwood Power Station will result in higher levels of production and extended life for the station. This will require improvement in the total output from Morwell Open Cut (MOC). To meet this increased coal demand, the open cut equipment will need to operate more efficiently and for a longer period of life.

In large-scale mining, large-sized intermediate pillars, or block-pillars, are generated on the horizon or between closely located mines. These pillars are mined under high rock pressure that results from the stress concentration zones superposition from closely located working excavations. This problem becomes much more complicated if high tectonic stresses occur in the rock mass inducing a rock-burst risk situation. Mining experience gained in mining seven block-pillars at three Khibiny mines in Russia under the geomechanical situation like that described aboveÆ is discussed in detail. It has been shown how safe mine of block-pillars depends on their width, location relative to significant geological failures and uncaved rocks of the hanging wall, the order of pillar recovery, and application of special measures for rock mass stress relieving. Basing on the analysis of the mining experience and special scientific researches, the basic principles are worked-out for safe block-pillar mining under rock-burst prone conditions.

Hindered settling devices (teeter bed, up-current) are widely used in the mining industry to classify mineral streams into various size fractions and to separate minerals. In the coal industry these devices are extremely successful in separating coal of low densities from shale and pyrite. In the beach sand and in the iron ore industry, this equipment is used to beneficiate minerals either as stand alone units or lately as classifiers in spiral circuits. The challenge that these applications give to metallurgists is to be able to simulate the equipment by using mathematical models with or without the aid of small bench scale tests. In any green fields and many brownfields projects, limited amounts of samples make pilot plant tests difficult. Although there are mathematical approaches available, the accuracy is of such a nature that it can not be used for design purposes. This refers to the use of StrokeÆs law, NewtonÆs and the so called intermediate law as is widely published. Research done by the author indicates that in most applications none of the above laws apply. Using the original data as published by Perry and Chilton (Chemical Engineering Handbook, pp 5-64, 1973) and re-plotting it indicates that the settling velocity of particles is a function of (particle diameter)n where n varies between 1.2 and 1.6 which is different from that predicted by the intermediate law that suggests that n = 1.18. Another way of describing the relationship between the drag force and the Reynolds number is done by iterating between settling velocity and the Reynolds number. This needs more computer time but the accuracy obtained from this does add value to simulations. A small but simple test is suggested to determine the settling velocity of particles to enable metallurgists to determine variations from the theoretical calculations to determine the influence of viscosity and particle shape.

Hydrodynamic conditions such as gas dispersion, mixing intensity and solids suspension are known to govern the metallurgical performance of the flotation process. Understanding flotation cell hydrodynamics is therefore important for the optimisation of existing cells and for the design of the larger and more efficient cells which are needed to handle the finer, lower grade ores currently being mined. This paper presents the results of numerous studies that have been carried out to characterise the hydrodynamic conditions in a number of different types of flotation machines both in Australia and South Africa. Measurement techniques that have been developed to determine gas dispersion and other hydrodynamic properties in industrial flotation cells are described along with applications for their use. The results show distinct differences between the way flotation cells are operated in the two countries.

Engineering of gold treatment facilities complete with infrastruc- ture in a remote location such as Papua NewòGuinea present unique problems to the design team. Site location, topography, ground conditions and infrastructure are some of the major hurdles to overcome when setting out on the design of such plants. This paper discusses two such plants, located in two distinctly different areas of Papua New Guinea and the solutions evolved in order to design successful operating facilities.

This paper quotes the results of many years of experiments and observations concerning ore drawing from mining blocks in major ore deposits mined by bulk induced caving of ore and country rock. Numerous laboratory and commercial test results of Russian, Ukrainian and Kazakh mines have been used and processed. Over 35 per cent of all ferrous, non-ferrous and other ore mined in the Russian Federation by the underground method is drawn underneath overlying caved rock (including ore drawing after bulk caving of pillars). The complexity of the process denies a logical or engineering calculation answer to many commercial production questions. Hence the massive research of ore drawing issues targeted at ore recovery forecasts in specific instances in order to assess an engineering solution or to define the design or planned ore draw performance. At first, the conditions were pictured as ideal. Subsequently, it was attempted to take into account the side contacts of ore with the country rock and the caved barren rock, the small size stuff in the caved rock, the unevenly loosening ore, end draw, and so on. The ore draw information available provides ample qualitative characteristics of the phenomena and only approximated and partially quantitative characteristics for individual cases. Many specific situations require individual studies of subject specific models.

The Republic of Kazakhstan has well developed mining and metallurgical complex. In modern conditions, when deposits of useful minerals are running thin, it is very important to find additional sources for obtaining necessary products. As our investigations showed different kinds of waste may be used for producing of different kinds of products, which are successfully applied in different branches of KazakhstanÆs economy. Analysis of ways for increasing of complex use of mineral raw materials of different deposits, widening raw mineral materials base and decreasing negative effects on the environment, are presented in this paper.

I wish that in addition to being a Pro- fessional Engineer I was also a communications expert. My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.
