Over much of Australia, rainfall is highly seasonal and storm-driven. Consequently, operational mines often need extensive earthworks – drains, dams and levees – for protection during the occasional large floods and for water storage against the dry times; however, it has not been appreciated that many of these earthworks will need to function after mining has finished, sometimes, beyond a normal design life for engineered structures.While a mine is operating, standards for design and maintenance are dictated by regulation and risk assessment. For dams and levees – regulated structures – the standards imposed mainly relate to life-of-mine. The levels of risk and maintenance accepted by the mine operator may not be acceptable to another landholder in perpetuity. However, the Environmental Authority cannot be surrendered unless the landholder has accepted responsibility for any unrehabilitated regulated structures (Department of Environment and Heritage Protection (DEHP), 2016).In order for a future landholder to be willing to take responsibility for a dam or levee, the structure should be of value to the business of the property. In addition, its management needs must be consistent with that business; for example, it should be maintainable using skills, equipment and materials normally available to the business.CITATION:Henderson, S J, 2016. IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

Parallel lenticular orebodies occurring at the C.S.A. mine of Cobar Mines Pty. Ltd. are mined by mechanized cut and fill stoping over the full strike length. Access is provided for each stope lift from an inclined drive adjacent to the orebody. Mobile drill jumbos mounting hydraulically-operated booms are used for drilling upholes which are subsequently charged with ANFO explosive.Close control of drilling has been found essential for good back conditions and to ensure optimum fragmentation.Broken ore is transported from the face to the main ore pass by rubber-tyred, diesel-powered, load-haul-dump units. Initially, the units trammed ore to the main pass via the incline drive. As the stopes advanced and the lead distances increased, stope passes were developed in the wall rock and raised concurrently with each stoping lift. The passes terminate in drawpoints and production loaders are used to transport ore from the drawpoints to the main ore pass system.Two parallel ore pass systems have been developed to cater for both copper and copper-zinc ores. These systems terminate above a 48 in. by 60 in. jaw crusher. The crushed ore is conveyed to a traversing rock box and thence to one of two crushed ore bins adjacent to the main hoisting shaft. A loading station conveyor is interlocked with the winder to provide automatic ore hoisting.All phases of ore handling have been mechanized as completely as possible. Results to date indicate this policy has been vindicated but highlight the need for tight operating control and close liaison between operating and maintenance personnel.

The use of dolomite as a refractory began in England about 1870 when the basic Bessemer process for the removal of phosphorus from steel was developed by Thomas and Gilchrist.Knowledge of dolomite as a refractory in this country goes back to the early part of this century, at the time when the Hoskins Brothers took over the Lithgow Iron and Steel Works from W. Sandford. The practice then was toimport burned dolomite in casks from England. It is reported that much of the material was powdered when received, but was still serviceable. The earliest. used sources of local stone were in the Bathurst and Mudgee areas of New South Wales, and these dolomites were first used raw. Later, dolomite was burned in cupolas at Havilah near Mudgee, coke being obtained from the South Coast of New South Wales. This plant supplied burned dolomite to the Lithgow steel plant, later to the Australil1n Iron and Steel plant at Port Kembla, and also to the electric steel furnaces at Newcastle, Sydney and Melbourne until the plant was closed down in 1946.The Broken Hill Proprietary Company first obtained its dolomite from George's Plains near Bathurst (this was, really a magnesium limestone) and later from Mount Knowles, a deposit near Mudgee, which was eventually taken over by the CO:plpany in 1918. Preliminary experiments have shown that, when used in a fusedchloride electrolyte, titanium carbide anodes dissolve yielding lower titanium chlorides which nlay be electrolysed in situ to produce a cathode deposit of pure titanium metal. The anode residues are easily withdrawn from the cell. Further experiments have established the operating conditions for maximum efficiency in the process.The process is essentially two-stage, viz.: (1) titanium carbide production, (2) electrolysis producing metal. Amongst the Pacific Rim countries, Papua New Guinea (PNG) is the leader in new gold discoveries and developments leading to new production. PNG has shown a dramatic increase in gold production when taken from a base of about 600 000 ounces in 1984 to 1 160 000 ounces in 1986. 1987 is expected to produce about 1 500 000 ounces and new planned developments will give further large increases. PNG's leading position when compared with neighboring Pacific Rim countries is only partly due to its favorable geological setting along the "Rim of Fire" epithermal zone. More important have been well-thought-out mining development legislation and good administration as well as consistent taxation and royalty policies. A stable political environment and a track record of new mining developments over the last 15 years, both pre and post Independence in 1975, have also been important factors in encouraging the new developments. Early Portuguese explorers associated the New Guinea mainland with gold as early as 1525 but it was not un,11 1R77 that a small ill-fated gold rush gave the first recorded production at Laloki near Port Moresby. Modest but commercial discoveries were made in the outer islands and coastal mainland regions from 1888 to 1926. In 1922 William "Sharkeye" Park found gold at Edie Creek and this led to major discoveries at Wau and Bulolo which were the first large scale commercial gold Operations.

Open stope mining is the most common mining method employed in underground, hard rock mines in Canada. It is characterised by relatively small, single lift stopes (20 000 to 100 000 tonnes), and fast stope turnaround times. Host wall rock mass conditions, which are typically poor to fair, are the controlling parameter in stope dimensioning. Rock mass stability is maintained by designing all stope surfaces at a stable dimension, and through extensive use of cablebolting for stope backs and frequently stope hanging walls. Dilution control is a high priority. The typically small, high-grade, deep and irregularly shaped orebodies are incrementally developed, usually in a bottom to top direction. In many cases, high stress is encountered due to the depth of the orebodies. Overstressing of pillars and hanging pillars are avoided through the use of pillarless or early pillar recovery mine sequencing strategies. Stopes are invariably filled, and in higher grade and wider orebodies, cemented fill is commonly used. This paper generalises many of the similarities found in Canadian open stope mines.

The resurgence of Silicosis and Coal Worker’s Pneumoconiosis (CWP) in coalmines has placed the spotlight back on the management of worker exposure to particulate matter across all mining sectors (Coal Workers Pneumoconiosis Select Committee, 2017). There already exists a substantial body of knowledge on particulate matter and its impacts upon human health (National Academies of Sciences, Engineering and Medicine, 2018). The contribution of silica to respiratory disease is well known. However, it is also clear that there are major gaps in our understanding. In part, those gaps relate to the contribution to adverse health effects of mineralogical constituents in the dust (LaBranche et al, 2021a). It is also becoming evident that the size and shape of the particulate matter can affect its potential impact on human health. The University of Queensland has developed a methodology for characterising respirable and inhalable dust samples using scanning electron microscopy. Multiple samples from numerous mining operations have already been analysed using the UQ methodology. The process has been successful in showing the variety of mineralogical components and particle size distributions present in various areas of the mines.

Geotechnical design plays a key role in mine design. A proper geotechnical design provides a safe working environment and facilitates efficient mining operation. There are mainly three design approaches: (i) judgmental, based on observational and experiential facts, (ii) empirical, based on empirical design formulae; and (iii) analytical, incorporating numerical analysis. Most design applications are based on the design methods one and two as mentioned earlier. However, complexities arise in deep underground mining operations and deep open pit mines. These complexities and difficult geological environment introduce more uncertainties and simple empirical formulae would not be adequate as a design tool. These situations require numerical modelling and analysis of the design problems including interpretation of the results obtained from the analysis. There are several tools available for performing the numerical modelling and analysis. A brief review of the available tools is provided. The authors selected ANSYS (a general purpose finite element analysis tool) for use in mining geomechanics and geotechnical design. This paper includes several examples demonstrating the applicability of this software in designing mining structures. The authors hope that the design examples will demonstrate the use of the numerical modelling and analysis applications in excavation design.

Nickel phytomining is a low cost alternative to traditional nickel mining and a complementary process to existing mining operations in areas with low-grade nickel soils or nickel waste material. The process of nickel phytomining consists of growing selected hyperaccumulator plant species (‘metal crops’) on Ni-rich (ultramafic) soils, followed by harvesting and incineration of the biomass to produce a ‘bio-ore’ from which Ni salts or Ni metal may be recovered (Chaney et al, 2007). The ‘metal crops’ are selected on the basis of high biomass yield combined with high Ni concentrations (>1 per cent) in the above-ground biomass (Chaney et al, 2007). Currently, Alyssum murale and A. corsicum have been used for Ni phytomining trials, mainly undertaken in Albania and USA (Bani et al, 2015; Li et al, 2003), while the agronomy of <10 species has been tested in temperate regions (Nkrumah et al, 2016). Nickel phytomining has high economic potential; however, large-scale demonstrations are needed to provide ‘real-life’ evidence for commercial operations (van der Ent et al, 2015). Unrealised opportunities exist in tropical regions for commercial scale Ni phytomining. To date, the agronomy of tropical ‘metal crops’ has not been tested. Grade control is an important factor in the on-going success of a mining operation. Grade control criteria will vary depending on the commodity being mined. Financial considerations determine the actual grade control criteria at any one mine site. Mining and metallurgical capital and operating costs are ultimately used in ascertaining cut-off grades employed in grade control. The metallurgical characteristics of the ore, and ultimately the equipment selection and design of the plant, are based on samples provided by the exploration geologist. Ore variability is an important factor in designing the process plant. Ore variations, outside of those catered for in the design, as well as large ore changes on a daily basis, will impact on the metallurgical performance, and hence the economics of a mining operation. Therefore good liaison between the grade control geologist and metallurgist will undoubtedly lead to a more consistent, and more profitable mining operation.

Secondary steelmaking (or ladle metallurgy) has been developed as a post- steelmaking ladle treatment to produce steel of superior quality. Its rapid growth has resulted from quality improvements, productivity increase, operational flexibility and process route economics. Advances in secondary steelmaking are very impressive during the past decade, and many commercial systems have been developed for performing one or more of the following unit operations: degassing, atmosphere regulation, reheating, refining with synthetic slag, rinsing gas treatment, injection of solid materials and alloying. The metallurgical requirements imposed by the current competitive steel market include more precise analysis tolerances, minimum level of detrimental elements, improved cleanness, demanding service performance and better processability. In most cases, these requirements could only be realized by the application of appropriate secondary refining facilities. Continuing developments in simplicity of design, cost advantage, quick cycle time, improvements in peripheral services such as refractories, instrumentation and in-situ analysis, extensive exploration of new applications, and the use of computer, can be expected. An exciting future is predicted for the widespread adoption of secondary steelmaking to perform most of the major refining functions over a variety of steel quality. It will also become a vital link in the total steelmaking process for production of tonnage steel at the large integrated steelworks and the mini-steelmills.

Efficient performance of pulp lifters to discharge ground rock is critical to the effective performance of SAG and AG mills. The paper covers developments in the design of pulp lifters and associated grates, of both conventional straight-radial and curved types, and of the inner discharge cone. Issues covered include the discharge performance of both the slurry and rock components of the discharge, reverse flow back into the mill through open grates and backflow down the pulp lifters of material that fails to discharge from the mill. The design experience is interpreted in the light of developments in particle flow modelling of the flow of charge in pulp lifters.

The cost of constantly extending a decline tunnel that plays a part in the actual extractive process is a revenue cost. The characteristics of such a decline tunnel are that it is dug in a series of relatively small excavations. It follows the ore body and is dug as close to the ore body as practicable. In addition, the decline allows for the extraction of ore in the immediate vicinity, with the ore being extracted in a relatively short period of time.

Technological developments in modem Tunnel Boring Machines (TBMs) and associated back-up equipment are offering significant alternatives for mining operators to consider, in the selection of equipment for coal mine development drifts, roadways, longwall gate roads as well as metalliferous mining declines and development drives.Greater flexibility in handling variable ground conditions, muck disposal and radius of turn as well as advance rates, are just some of the areas where modem TBMs can accomplish the flexibility that mine operators require to achieve cost-effective developments.Compact TBMs are achieving this acceptance because of the fundamental design of a shielded machine containing electrics and hydraulics within the forward shell, ability to achieve tight radius of curvature and grades, and ability to provide highly flexible support systems to meet all possible ground conditions.However, a single TBM design will not suit all mine developments, as each development method - while having common goals with all mine developments - will also require certain unique criteria to be fulfilled.

The MIMDAS geophysical data acquisition system developed and tested by the former MIM Exploration Pty Ltd (MIMEX) is now commercially available worldwide through Geophysical Resources and Services Pty Ltd (GRS). The system implements several new features in its design that give it significant advantages over conventional systems and allows for new approaches to electrical exploration. In particular, the achievable signal to noise levels permit exploration to depths once thought beyond the range of electrical exploration. The flexible multi-channel configuration lends itself to truly 3D surveys in the style of modern seismic techniques. Each of these aspects is illustrated with a number of case histories from both Australia and South America.

With some two-thirds of the production exported, coal mining prac- tices of the last few years in Australia have been much influenced by the decline in the price received. It became essential to improve efficiency and rationalise operations. Trends in underground practice vary. On the one hand many additional longwalls have been installed and most recently the results achieved by them have shown a significant up-turn; this may be correlated more with increases in equipment capacity than with utilisation which has altered little during the past six years. Varied constraints remain affecting cur- rent and future longwall operations. On the other hand a number of mines have been closed whilst others have sought to improve results by various installations including miniwalls, shortwalls, and use of continuous haulage and mobile breaker line sup- ports. All mines continue to review working practices.

The uptake of nickel into the lattice of pyrrhotite,Fel_oS has been studied experimentally in the temperaturerange 200 DC to 760 DC. Nickel from both aqueous solutionsand salt melts diffuses rapidly into the sulphide latticewith ,an accompanying rel~ase of iron into the solution ormelt. The rate of uptake of nickel and its diffusion intothe sulphide lattice have been followed ,by opticalmicroscopy and by analysis with an electron probe microanalyser.Some geological consequences of this phenomenonaffecting the distribution of nickel in rocks associatedwith nickel-iron sulphide ores are discussed.

In order to achieve optimum results for money spent in construction of new projects there is a need for mining developers to pay greater attention to cost control. Control is achieved by establishing a frame of reference, a method of checking and a means of remedial action. The frame of reference is a well coded set of budget estimates which graduate into definitive estimates as design is completed, backed up by drawings, specifications and bills of quantities. The method of checking is provided by cost engineering and quantity surveying input, at both feasibility study and design and documentation stages. Remedial action follows if the checking process reveals a need. In large complex projects where construction completion time is often of prime importance, control of costs can sometimes be relegated to second place. To avoid this it may be necessary to include specialists in cost control in project management teams. Quantity surveyors are trained specifically in construction economics and can provide develop- ers and project engineers with valuable support at all stages of construction.
