The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

The flooding of open strip coal mines in the Bowen Basin and Hunter Valley Coalfields of Eastern Australia has the potential to soften the spoil and floor materials to produce “mud”. This mud can act as a slip plane or weak zone when spoil is dumped into it, resulting in geotechnical instabilities. It is therefore important to understand the mechanisms and degree of degradation likely to occur within coal mine spoil of different qualities.To investigate this, five clay mineral-rich coal mine spoil samples were collected from the Bowen Basin, and each sample was subjected to wetting and drying cycles to simulate degradation that could be expected on wetting-up in situ, with their particle size distribution analysed both before and after degradation. These results were compared with the results of a modified slake durability test, in which the entire sample was tested.The paper presents the results of the accelerated degradation and modified slake durability tests on each of the five spoil samples. These results were related to the physical and geochemical characteristics of the samples, which highlighted their importance. The modified slake durability test may be used to rapidly simulate the expected in situ degradation of coal mine spoil on wetting-up, enabling susceptible spoil materials to readily be identified.CITATION:Vangsness, T A, Williams, D J, Ahn, J and Miles, B, 2018. Space-based synthetic aperture radar (SAR) data is becoming available over much of the world, includingNew Zealand. Radar imagery has a number of very advantageous features, including all-weather capability; it also has artifacts, such as layover, which require processing before these data may be used to best effect.   This paper gives an outline of SAR, details the image processing required, and discusses the use of the first New Zealand Japan Earth Resources-1 SAR data to aid geological mapping on the Coromandel Peninsula.

This paper demonstrates an application of a recently developed Risk-Cost-Benefit (RCB) Framework to environmental risk management in the mining industry. The environmental application of the RCB Framework as part of an ACARP project (Kizil, Bye and Joy, 2012) involved a thorough selection process with site visits and in-depth discussions with the case study siteÆs environmental management team. Under their guidance, the highest risk of environmental impact at the case study site was identified as æroad subsidenceÆ at the time when the project work was undertaken. This paper presents the unique application of the RCB Framework to examine the risk of mining-induced subsidence and its impact on one of AustraliaÆs busiest highways, with a traffic volume of 38 000 vehicles per day (NSW RTA AADT, 2008). The RCB Framework was employed to assess the optimum group of controls for road subsidence risk management to ensure highway availability while mining occurs. Whilst this paper focuses on road subsidence, the methodology employed can be directly applied to other environmental concerns including preparation for mine closure, rehabilitation planning and waste management. The RCB Framework incorporates mathematical modules which were developed to enable complex yet tightly integrated RCB calculations. The process integrates the risk-control effectiveness assessment to determine that the selected safety initiative is financially beneficial to the mine site and company. This concept has been applied to a number of high-risk mining areas targeting safety, productivity and environmental issues. This paper introduces the five-staged RCB Framework, incorporating the RCB tools RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control-Effectiveness Method), and demonstrates its practical application to the risk management of a road subsidence case study. The case study looks at potential pavement damages, in particular, the occurrence of pavement stepping on the surface of the highway as a result of vertical subsidence. This type of road damage was previously experienced at another major inter-city route while underground mining occurred in the region where the case study site is located. The RCB Framework has been successfully applied to the analysis of the road subsidence case study and determined the risk reduction and financial benefits of implementing a range of risk-controls. User-friendly RCB Charts to provide an aid for decision-making were produced. The value of using the RCB charts to achieve balance between risk, cost and productivity in the decision-making process for risk management has been explained. The case study determined that pavement slots and fibre-optic cable monitoring were relatively low-cost and effective controls applied in the mining industry for the first time at a global level.This paper supports the industryÆs ongoing efforts to manage risk to ALARP (as low as reasonably practicable) and achieve æzero harmÆ by providing a new Framework to more effectively establish the adequacy of controls.CITATION:Kizil, G V, Bye, A and Joy, J, 2012. Sublevel caving (SLC) is a mining method adopted in a wide range of mining depths and ground conditions with various layouts adopted to suit orebody geometry. Sublevel caving offers more flexibility and versatility compared to other cave mining methods and is a low cost alternative to open stoping. SLC also has the advantage that stopes are not required to remain stable during production, and no backfill is required. This flexibility combined with increasing pressure on mines to target deeper and lower grade mineralisation has led to increased uptake of the method. The implementation of SLC mining methods across a wide range of mining depths and rock mass conditions has led to ground control practices which vary globally from mine to mine. To date, there has been limited documentation of ground control practices in SLC mining and few benchmarks available in the literature. This paper describes the main findings from a global benchmark of sublevel cave mines conducted over three years as part of the Caving 2040 research consortium. The purpose of the project was to document and compare operational practices, technical aspects and hazard management techniques across SLC mines around the world. The review included 21 mines spread over four continents and 17 different mining companies. This paper provides an overview of geotechnical conditions, challenges and ground control practices at each of the benchmarked SLC mines. Mine design and sequencing practices adopted for ground control purposes and hazard mitigation are provided with case studies. The impact of depth and rock mass conditions on mining productivity and development rates is also described.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

An exploratory laboratory work was carried out on microbial leaching of poor non-sulphide nickel ores, not amenable to conventional mineral processing operations. The results have shown that domestic low-grade lateritic ores of limonitic or haematitic type are amenable to bioleaching by fungal strains of Aspergillus sp and Penicillium sp. Maximum nickel and cobalt recoveries achieved were 60 per cent and 50 per cent respectively. Losses of soluble nickel in the fungal biomass were found in the range 3 - 11 per cent. Chemical analysis of the leach liquors showed the presence of significant amounts of citric, oxalic and other organic acids, indicating the role which certain metabolic products of fungal activity may play in the process. Possibilities for future investigations are discussed.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia. The paper describes technical aspects of successful gold project development including metallurgical test work, feasibility studies, choice of process flow sheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management. A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

This paper discusses the operating model within Endeavour Mining Corporation regarding the options of owner mining against contract mining. It’s based on the concept of ‘are we carrying out the most efficient mining’ regarding cost and performance. This question can only be answered through an extensive contract mining tender process and conducting a comprehensive comparison to evaluate the transition viability. Karma mine, located in Burkina Faso, is the subject of this paper. The Tender model included sales of equipment, parts and tooling associated with the traditional Load and Haul Schedule of Rates (SOR). The methodology focused on the structure of the tender process, which consists in the development of a SOR based on haulage profiles and mining schedule. This is a new Endeavour framework that allowed the bidders to compete on an even level. This was performed using a systemic analysis which encompassed all the elements involved in a transition such as the Human Resources (HR), taxes and customs implications, directs and non-direct costs (Finance and interest on assets, depreciation, insurance), contractor risk profiling. It was assessed against the normalised internal pricing tender-based. This paper gives an insight into how a West African mining operation addressed the sensitivities of the HR functions against the commercial aspects. This was one of the most successful transitions in West Africa and was carried out during the COVID crisis. The outcome of this project has created value by detailing a lesson learned model for both commercial and HR aspects. This discusses the commercial comparisons along with the internal model with the underlying HR functions as a risk factor that could have jeopardised the continuation of the operation. This resulted in a smooth transition with the additional cash flow generated by the sale of the parts and equipment turned Karma into a viable operation.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. The paper discusses assay methods generally used when prospecting for gold, and also the applicability of various chemical methods, it describes a new paper chromatographic technique.for making fairly rapid semi-quantitative assays for very fine gold. Testing of the method in field work shows that this simple method could have applications in geologic work, in prospecting and in certain routine mine sampling work. It is not yet a method that can be used to detect anomalies in traces of gold dispersed around an orebody, as is general practice in geochemical prospecting.INTRODUCTIONAccording to the English economist Harrod (1958), "the acute shortage of gold in the world-because currency value has not been adjusted in line with the fall in the goods value of the various currencies-has been a familiar fact for some time now". Harrod calculates that a rise in the price of gold to double its present value is necessary to rectify this condition, and that, if this rise were to take place, increase in production and reduction in private hoarding might well bring annual accretion to world stocks from the presentaverage of about $464 million to a figure close to the $2,000 million that would probably eiiminate these shortages.Any increase in the price of gold is bound to lead to a great increase in prospecting at working mines, in abandoned areas and possibly in untouched country. Prospecting, techniques for base metal orebodies have improved greatly in the last thirty years; but methods available to detect gold occurring without accessory metals have not received the same attention. This study of the tin-tungsten ore of the Shepherd and Murphy Mine, in central northern Tasmania, was originally undertaken at the request of the Moina Tungsten-Tin Mining Co., N.L., as part of the research programme of the Mineragraphic Investigations Section of the C.S.I.R.O. It is based on the examination of a suite of specimens supplied by the management, supplemented by a more extensive collection and observations made by the author during a short visit to the mine in October, 1956.The Shepherd and Murphy Mine is at Moina, 36 miles S.W. of Devonport and 22 miles from Sheffield, the nearest railway station. It was worked almost· continuously from 1893 to 1919, when a fire destroyed the mill; to that date it had produced concentrates to the value of £141,000. After a long period of idleness, the mine was re-opened by the present company, but it has been announced recently that unfavourable market conditions have again forced closure.GENERAL GEOLOGYThe mine is on a deeply dissected plateau, about 2,500 ft. above sea level; it lies between the Iris and the Forth Rivers, whose valleys are deep gorges cut to about 400 to 600 ft. above sea level. From Moina westwards to the Iris River, a limestone regarded as part of the Gordon River Group, of Ordovician age, conformably overlies a sandstone containing tubicolar casts which are circular in cross section, half an inch in diameter and up to two feet long, and which resemble marine worm burrows (Elliston, 1953).

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

The state of sampling practice in South African minerals industry must be appreciated in the context of the changes that the country has recently lived through. These include the entrepreneurship and investment in local mineral developments, the 'unbundling of mineral assets', the rising foreign control of South Africa's mineral assets, developments in the regulatory environment, and the training that has come to the industry through international experts. In terms of their financial contribution the five most important commodities in the South African mining industry include gold, platinum, non-ferrous metals, ferrous metals, and coal. International Organization for Standardization (ISO) standards form the basis for international trade in two of these commodities and have had a steadying influence on sampling practice over the years. The contribution of the minerals industry to the economic well-being of South Africa and the strong financial links between good sampling practice and minerals marketing, has acted as a driver for improved sampling practice. The state of sampling practice at mining operations of the five main commodities was found to be quite widely divergent with 'pockets of sampling excellence' in each of the commodities. The stages of mineral development at mines for each of the commodities have been described in terms of the sampling sites, sampling mechanisms, and associated problems at different stages of mineral production from exploration, through face sampling, blasthole sampling, and in-mine grade control, ore processing and handling, metallurgical subsampling, process subsampling, and subsampling in the laboratory. In each case the principal errors were identified and their potential impact on value erosion was estimated. In the final analysis it is evident that the greatest problems arise in the early stage of mineral development, and that ferrous metals and coal are particularly susceptible to loss of value through poor sampling practice. Several examples of value lost through poor sampling at the marketing stage that arise from breaching contract specifications, either in terms of grade or sizing, are described. The conclusion is that larger companies with larger ore deposits and greater human, financial, and capital resources are probably more compliant with 'best sampling practice' than smaller companies. Finally the message that equipment suppliers are sending is that business is booming and the awakened awareness of the issues around sampling practice are translating into rands and cents spent on improved sampling equipment.

This work goes beyond the general perception of how the well-known mine to mill process can be applied, by applying deeper knowledge along the mining chain. Grade deportment and dilution are considered at the mining stage, and modelled with the new SMI blast movement simulator, linking with the block model data. Assessing the shift to a considerably more competent section of the orebody is quantified via substantial milling trials at standard and higher-intensity blasts. These were stockpiled for batch processing through the mill to ensure feed integrity. The trial work included operating the mill at widely different fillings to develop Grindcurve milling responses. Additionally, model informed process control is initiated via a mill prediction tool.It has been found that accounting for blast movement for the higher intensity blasts could generate additional value of around $1.5M per blast. With the high-intensity blast and changing mill control, the plant was easily able to exceed projected mill throughputs with the far more competent Pipeline ore. Strategies to shift the workload and debottleneck the milling circuit were proposed and proven during the milling trials, demonstrating an increase in throughput of 7 per cent despite running at a lower SAG mill speed, and potential of 16 per cent for increasing the SAG mill to standard operating speed. A number of process improvement opportunities have been identified to enhance current productivity and ensure long term capability to process the considerably more competent future ores. All of this is being linked in with the major digitisation program at the Barrick Cortez site, with an objective of linking all the data into a mine-wide process optimisation system, that can embed the processes by providing process-wide data access and production support via the future dynamic models linking ore body knowledge to productivity along the full process chain.CITATION:Powell, M, Yahyaei, M, Geronimo, J, Yussupova, Z and Kumar, P, 2018. During longwall mining in the Bowen Basin, open tension cracks formed by overburden subsidence occur to a height of about 175 m above the mining horizon. Within this zone, water in aquifers or inundated workings will flow into the mine.At the Oaky Creek mines Aquila seam, open cut pits containing pit water overlie German Creek seam longwall panels at a height of about 105 m. The highly saline water is classified as contaminated and cannot be discharged off-site. Because alternative water storage facilities were not available, innovative water management solutions were needed to allow longwall mining to proceed without underground flooding.Computer modelling and underground inflow measurements have been completed to accurately determine inflow rates into longwall mines from overlying water sources at increasing overburden heights. Research work has also included determining cost-effective blanket treatment of final voids and reshaping spoil piles to minimise downward seepage.Ponded water overlying the Aquila low, Grasstree south and A6 pits required remedial works prior to longwall undermining to prevent flooding. In the Aquila low pit it was necessary to partition the pit and remove water overlying longwall 32. Two in-pit bridges were constructed by dozing and track compacting low wall spoil. The final void above the longwall panel was kept dry during undermining. Maximum recorded underground inflow rate was 30.0 L/s.The Grasstree south pit final void, part of the ramp and much of the spoil piles were inundated prior to undermining of 308 panel. A bridge and blanket were required to prevent ponding above the longwall. Maximum recorded inflow during undermining was 23.2 L/s.The pit A6 south final void, which contained dumped, saturated rejects and inundated highwall mining entries was undermined by longwall 36 at the Oaky No 1 underground mine. Because mapping of highwall entries was not available, the maximum calculated inflow rate of 73.0 L/s was based on all design entries being fully inundated. The actual inflow rate during longwall mining ranged up to 20.0 L/s.Water management improvements that have been implemented include greater use of contaminated pit water to wash coal, use of evaporation fans, and installation of a 6 ML/day reverse osmosis plant for water purification.CITATION:Klenowski, G and Winter, S, 2017. This paper discusses various issues surrounding the metallurgical control for furnaces, especially focusing on processes with long time-constants and æmetallurgical memoriesÆ. Examples will focus on furnaces accepting particulate and sometimes ill-defined feeds, eg submerged-arc furnaces, blast furnaces, secondary scrap smelting operations, recycling operations, waste incinerators, etc. Generally, because of the usually higher metallurgical time constant of these furnaces, these reactors have to be controlled in a feed-forward manner by the use of a hybrid of æblack boxÆ or empirical and ægrey boxÆ semi-empirical first principles metallurgical modelling and simulation techniques in a supervisory metallurgical control capacity.
