At the beginning of this year it was my pleasure and responsibility to take over the Presidency of our Institute from Mr A. A. Parish who, as did his predecessors, filled the office with distinction. It is a great privilege to address you as President and it is an occasion for my wife and family, and I am most grateful for your inviting them to the buffet dinner. Our Secretary (Miss Jacka), who processes all Presidents, has told me that there are neither questions nor discussions on Presidential Addresses, and that being so, I felt free to select a controversial topic. Production blasting of Dc Beers Consolidated Mines Limited, Koffiefontein and Finsch Mines involves both uphole trough rings of 9 to I I holes and near vertical 360 degree compound rings of 42-54 holes. The rate of production from these stages is dependent upon being able to achieve a specified fragmentation size range and this has driven the derivation of blasting practices to consistently achieve this target fragmentation. At the Dutoitspan Mine, in Kimberley, where mining of the kimberlite pipe is by block caving, 100 per cent extraction of the undercut level by ring blasting is essential. If this is not achieved, pillars are formed which not only inhibit the efficient initiation of the caving process, but also concentrates load onto the extraction level, causing damage to draw points and pillars. These two case studies demonstrate the importance of achieving optimum blasting performance for downstream mining efficiency; ie fragmentation for increased productivity at Koffiefontein Mine and 100 per cent undercut extraction for efficient initiation of the caving process at the Dutoitspan Mine. The case studies also serve to highlight the long road towards blast optimisation taken by De Beers Consolidated Mines Ltd (Koffiefontein. Finsch, Premier and Kimberley Mines) since 1989.

Micro-computed tomography (Micro-CT) is an X-ray imaging technique that produces high-resolution 3D computerised ‘virtual’ models of geological specimens based on the X-ray attenuation of different materials in the specimen. The ‘virtual’ specimens are made up of voxels, the 3D equivalent of pixels, each assigned a gray value based on X-ray absorption. Micro-CT has enormous potential for allowing non-destructive, digital analysis of structure and composition when the mineralogical phases can be digitally separated. However, variation in X-ray flux between scans results in highly variable grayscale values for identical materials. Consequently, materials usually have to be segmented manually, which is subjective, inaccurate, labour-intensive and time consuming. Here we present a protocol and imaging software package that can be used to accurately and precisely extract quantifiable information in a repeatable and objective fashion. The software will allow the separation, visualisation, measurement and analysis of spatial and volumetric distribution of different mineral phases without damaging the specimen. This paper explains the potential use of this protocol and software package to ultimately allow automatic segmentation and quantification of gold in drill core samples, removing subjectivity and inaccuracies from data processing.

Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

A process has been developed to recover at least 75% of the 2-naphthol contained in cobalt precipitate produced during the removal of cobalt from electrolytic zinc plant solution. The recovered material is in a form suitable for recycling to precipitate further cobalt from solution. The process consists essentially of two steps. The first involves leaching of cobalt precipitate in 400 g/l sodium hydroxide solution at 95¦C in the presence of an additive. The second step involves treating the filtrate from the leaching stage with sodium sulphide to precipitate cobalt as the sulphide thereby re- generating the sodium hydroxide for recycling. The process is only marginally profitable at present 2-naphthol prices, giving a net return of 20% on a capital investment of $1 200 000. A reaction mechanism is proposed which accounts for the 25% loss of the 2-naphthol in the recovery process.

The financial evaluation of mining projects drives a whole range of decision-making regarding project viability, project design, operating models and closure philosophy. Net Present Value is a financial assessment approach that is pervasive across the industry and has been widely criticised for driving short-term thinking and leading to poor long-term outcomes and future unfunded closure liabilities. But are there alternative models and what are the impediments to their implementation? This paper aims to outline current and past mine closure practices in the mining industry and questions these outcomes given the changing shareholder investment requirement for alignment with sustainable Environmental, Social and Governance (ESG) goals. Examples are presented of closure programs planned and executed in the later stage of the life-of-mine and explores the benefits that could have been realised by integrating these into concurrent production operations. Examples of simultaneous mine development and closure execution and their benefits are presented, and their relevance to corporate investor branding. This paper also discusses the concept of investor project ownership through to sustainable closure and outlines alternative approaches to responsible, sustainable mine closure. We explore the current mining industry divestment practices to remove closure liability from the balance sheet. These underlying financial practices and Net Present Value approach to Mine Closure and alternative approaches are discussed.

Looking back 25 years, the role of the drill and blast engineer in an Australian mine seemed relatively simple, with the primary focal points being scheduling of the drill rigs, oversize control, and budget control with respect to consumption of both explosives and drill consumables. The choice of explosive selection was relatively simple, though many mines were becoming involved in trials of slurry explosives, emulsion blends, and low density ANFO blends. Guidelines to assist the engineer towards specific fragmentation targets were scarce, environmental constraints were light, and computers were rarely found on the desks of any mining engineers. Wall control blasting was in its infancy, with the bulk of attention being given to appropriate slope design and little real attention given to factors such as explosive distribution, and optimum delay timing and sequencing. Quantitative measurement of blasting performance was rare. The science of blasting, for fragmentation control, wall control, and environmental impact control was about to be born, and was heralded in those years by intense efforts by the explosive manufacturers and a proliferation of research centres throughout the world. Since the early 1980s, the role of the Australian drill and blast engineer has gone through a major metamorphosis, and currently requires a greater depth of scientific understanding than any other specialisation within mining engineering.

THE John Darling Colliery, owned by The Broken Hill Proprietary Company Limited, is situated 12 miles south of Neweastle, NSW and about 1 mile from the ocean. The area of the holding is approximately 10,000 acres, about half of which underlies the Pacific Ocean. The area was proved to be coal bearing by diamond drill boring: this method not only proved the coal to exist, but gave the depths from which could be calculated. It also proved the existence or otherwise of heavy faulting, which is a very important factor in the design of the underground lay-out of a mine. The location of shafts had to be carefuIly studied, and, before final selection, the following salient points had to be considered:Railway communications.Flood waters.Boiler feed water.Surface buildings.Probability of coal washing.Underground haulage arrangements.Lengths of roadways from a ventilating viewpoint.Before the shaft sites were finally selected, an underground design was prepared to determine the direction of the main drives in relation to the boundaries of the holding, and the of the coal seam: the latter, being an important factor in this particular locality, was ascertained by a geological survey of rock outcrops in the neighbourhood. Constructing upstream raises with tailings is an accepted and cost-effective practice in Western Australia, where the climatic conditions are favourable, desiccation (and hence overconsolidation) occurs rapidly due to air drying and there is a perceived low seismic risk. This is in contrast to many other settings, where there is either a positive water balance, high seismicity or a combination of both. In recent times, there has been an increased focus on seismicity in areas of Australia that have historically been considered to be of low seismic risk. The increased focus is driven by two recently published documents used by tailings practitioners and increased awareness from corporate entities, particularly those with mines in high-seismicity regions such as South-East Asia and South America (particularly Chile).The increased awareness has resulted in increased rigour being applied to seismic design of tailings storage facilities (TSFs) in general, and particularly upstream-raised TSFs. This paper compares the results of a seismic stability assessment for an upstream-raised TSF located in the Goldfields region of Western Australia, which has historically been considered a low seismic area, with a seismic stability assessment carried out for a crossvalley TSF containing similar tailings but located in a high-rainfall, high-seismic setting in South-East Asia. The influence of the adopted design earthquake values on the results of the assessments and the potential impact of the maximum design earthquake (MDE) on the design approach is presented for both cases. The results indicate that although the Western Australian site is located in an area thought to have low seismic risk, the screening level analyses suggest that the MDE could result in liquefaction of the tailings materials. Sampling protocols and metallurgical flow sheets should be designed to suit the style of mineralisation in question. In support, the a priori need for evaluation programs is the characterisation of the mineralisation type(s) and domain definition. The proportion and size of gold particles has a direct impact on the effectiveness of sampling protocols and metallurgical processes employed. Within the coarse- to-fi ne gold spectrum, the samplability of a deposit ranges from relatively simple for fine-grained disseminated particles, through to difficult for coarse gold mineralisation. Conversely, metallurgical processing may be relatively simple for coarse gold ore and more difficult for very fi ne gold ores. Most deposits contain a proportion of both particle size types. The nature of mineralisation, mineralogy and associated gold particle sizing can only be determined by preliminary sampling to facilitate testing. Mineralogical studies, focussing on ore mineralogy and gold particle deportment, size and distribution are required as part of wider paragenetic and geometallurgical investigations. This paper discusses key issues and presents a methodology for the determination of gold particle size in coarse gravity-gold ores to support sampling optimisation and which also contributes to metallurgical characterisation.

Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. Ventilation characteristics of a three h -nc longwall development panel in a 1/100th tale hydraulic model using dispersion mechanics are the first applications of its Find in ventilation. Dispersion mechanics gives additional and important ventilation parameters such as degree of mixing, bypassing, -ecirculation etc. These are not obtainable the traditional pressure-volume methods. Experimentally, the model work investigates entilation characteristics of different stopping layouts, including leaky stopping,, cut-throughs and return roadway, brattice tyre ventilation and the effects of flow rate reduction on air distribution in the headings. Additionally, a model of methane generation at the face provides results used to calculate the dispersion characteristics in the return airways. It is concluded that the model resui,s -trongly suggest that dispersion mechanics could be applied to mine ventilation surveys to provide quantitative flow pattern data and details of effective dispersion '?_C!,r riro ò `b' eritilat.ing air.

Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Mabilo copper-gold-magnetite skarn deposit is located in southern Luzon in the Paracale mineral district, where iron has been produced historically from several skarn deposits. Mabilo occurs in the south-west of the district and is distinct and significant because of its high grades of copper and gold compared to historical mines.The Mabilo licence surrounds the Venida prospect, where past small-scale mining has exploited iron, copper and gold mineralisation in oxidised skarn. A ground magnetic survey in 2007 defined a number of strong anomalies under Quaternary volcanic cover south of Venida. The property was acquired by Sierra Mining Ltd in 2011, the magnetic data were remodelled and drilling commenced in September 2012. Diamond drill hole MDH001 targeted the strongest anomaly, which was 500 m south of Venida and under 20 m of volcanic cover. It intersected 94 m with an average grade of 2.2 per cent copper, 1.6 g/t gold and 36.6 per cent iron. Subsequent drilling was targeted by magnetic modelling, incorporating magnetic susceptibility data from drill core, which resulted in a high percentage of successful drill holes.The mineralised skarn preferentially replaces a dipping limestone unit within an Eocene sequence dominated by volcanic siltstone and sandstone, metamorphosed to marble and hornfels in the aureole of a Miocene quartz-diorite intrusion. Skarn occurs discontinuously along the eastern and southern diorite contact, controlled by primary sedimentary facies variation, structural geometry, fault offsets and intrusive contacts.Coarse magnetite skarn with garnet and minor wollastonite and clinopyroxene contains variably abundant chalcopyrite and minor molybdenite. Magnetite skarn occurs in sharp contact with unaltered marble or grades into garnet skarn with minor chalcopyrite. Structurally controlled retrograde skarn alteration is strong to intense and is characterised by bornite, clinozoisite, iron carbonate and chlorite. The retrograde skarn is weakly overprinted by late-stage pyrite veining and brecciation associated with clay-silica alteration with arsenopyrite and tetrahedrite-tennantite.The quartz-diorite stock is interpreted as the source of the prograde skarn-forming and mineralising fluids. Late-stage porphyritic intrusions in the contact zone indicate continuing magmatism during uplift, when telescoping led to a high-level, high-sulfidation overprint. The structural models developed by exploration and mining geologists are most commonly concerned with the ‘main structures’ or key constituents that pertain to the associated mineralisation. To this end, it is recognised that the geological and exploration models, which are developed, are essentially ‘fit for task’ and the scale-related variances are not always realised at an early stage. In fact, in many cases anomalous intercepts along different trends and of variable apparent continuity have often been neglected as ‘back scatter’ and not important. Recognition of the importance of subordinate structures as mineralising hosts suggests that additional opportunities exist outside the primary and main structures. History shows that opportunities are often not realised where gold is hosted in orientations not parallel to the predominant trend of the schistosity, main fault or shear zone.Another reason for the importance of subordinate structures can be understood from their roles in a percolation network. Subordinate structures can access the large fluid fluxes provided by backbone elements, but, as dangling elements, they provide greater opportunities for gold precipitation mechanisms and hence may constitute essential parts of the resource. Therefore, the role, understanding and consideration of the smaller-scale and orthogonal structures should be considered during all facets of exploration, resource development, delineation and mining.

 Increasing concern about the impact of alluvial mining discharges on the water quality of some West Coast rivers lead to a joint West Coast Gold Miners Associate, Trade and Industry funded study by Water Technology (NZ) Ltd. The objective of the study was to assess the treatability of West Coast alluvial gold mining discharges and to develop simple treatment systems which could be effectively adapted to a variety of sites in the region.   The approach was to apply standard water treatment techniques to field situations using low cost technology. Initially the various types of alluvial gold mining operations were identified then after preliminary site investigations and laboratory studies were carried out, site pilot plants were set up. The results of the trials particularly those using chemical aids were encouraging and it was found that chemical aid performance was largely dependent on the degree of mixing at and downstream of the chemical addition point. Design alterations to settling pond configurations in conjunction with optimised chemical addition yielded dramatic results in the form of reduced effluent turbidities.   A generalised approach to effluent treatment was developed and some of the specific 'mix and match' requirements were identified for different types of sites. The general conclusion is that improved physical treatment combined with good plant management and operation and (where necessary) chemical treatment, will produce water of acceptable discharge quality.

"The Braemar Iron Formation is atypical ore when compared to the current magnetite ores being processed. In attempting to process and economically recover the vast quantities of iron ore stored within the Braemar Iron Formation, æshifting the paradigmÆ is required. The formation has a low Davis tube recovery (DTR) grade of 15 - 20 per cent, which is much lower than magnetite ores processed in Australia. Despite this, by thoroughly testing and understanding the ore characteristics, it is found that the Braemar ores have significant advantages to processing than the harder banded iron formation (BIF) and taconite resources.The Hawsons magnetite iron ore resource has been known from the early 1960s when CRA explored the area. The grade was low and the Pilbara region discovery lead to the development of high-grade direct shipping hematite ores. Carpentaria Exploration (CAP) rediscovered the magnetite whilst undertaking multi-commodity exploration in the Broken Hill district during 2009. Shifting the paradigm away from grade the advantages of processing this ore are achieved by having an extremely low waste to ore ratio, lower Bond work index, lower abrasion levels and high-grade magnetite concentrates with little impurities other than silica. While developing the Hawsons Iron Project (HIP) it became more apparent that a positive business case is achievable when the following factors are exploited: very large resource - the resource is contained within one pit the rock fractures easily along grain boundaries - ideal for cheap impact crushing of the ore the ore is extremely soft, with a Bond work index of 6.3 - 8.0 kWh/t all major infrastructure required is readily available - rail, power, access and port the mine is in close proximity to Broken Hill - rich mining history and skill set available the resource contains many billions of tonnes of magnetite mineralisation.Shifting the paradigm by selecting equipment suitable for processing soft ores and not hard BIF or taconite ores and taking locality and available infrastructure into account may change the way people approach new low-grade resources in future.CITATION:Koenig, R L and Broekman, K T, 2013. The University of Wollongong was named University of the Year 2000, for its work in preparing students for the e-world. Computer facilitated learning is being introduced into subjects throughout the engineering course. First year mining engineering students are introduced to computers, e-communication, using the UniversityÆs web based information system, and web based subject delivery. Mining engineering students in the mid-years of the course use programming languages and numerical computation software such as MATLAB, while students in the final years use a range of commercially available professional engineering software such as TALPAC. Most of these subjects are offered as part of the UniversityÆs Learning Online program, co-ordinated by its Centre for Educational Development and Interactive Resources (CEDIR). Learning Online subjects are delivered using the Web Course Tools (WebCT) environment. WebCT allows all resources to be accessed through the web, allows email communication between lecturer and student, and allows discussion groups for the exchange of ideas. Students can submit their assignments through WebCT and receive immediate feedback. This paper describes how WebCT has been used to deliver a first year engineering computing subject, mid-year numerical computation subjects, a mining economics subject and mine planning subjects.

Considering future water scenarios, as influenced by the increasing scarcity of water and the move towards sustainable process engineering etc, the closed water circuit becomes an important point of study in metallurgical operations, such as in milling and flotation. However, a deterrent in the use of recycled process water is often a lack of understanding of the effects of the accumulation of dissolved ions and other process chemicals. Recovery of the valuable minerals may be impacted by the concomitant complex mineral-pulp chemistry interactions. Literature indicates that these interactions are not necessarily antagonistic to process outcomes. Wet milling using steel media results in the dissolution of Fe from the media, the rate of which is dependent, inter alia, on the type of media and the chemical conditions of the aqueous environment in the mill. The pulp-phase interactions of dissolved ions with sulfide minerals may result in significant changes to the chemical conditions in the mill, which may subsequently impact negatively on the flotation recoveries. To understand the effect of these interactions in the context of the processing of sulfide minerals, this study seeks to consider the effect of three factors, viz mineral type – pyrite (Py) and galena (Gn) -, milling media of different compositions – forged steel (FS), 21 per cent high chrome and ceramic media -, and water chemistry, viz, deionised water (DI) and synthetic plant water (SPW). Ceramic media and galena are used for the respective control cases where the milling media and sulfide mineral contribute no Fe species. Using DI as a control case, a high ionic strength case is used to mimic the changes in water chemistry for a closed water circuit. Batch flotation tests are used as a diagnostic tool to determine the effects of these media-water-mineral interactions to investigate correlations between the chemical reactions occurring and chemical species present during the milling process and the ultimate flotation performance.
