The Mineral Resources Act 1989-90 came into force on 1 Septem- ber 1990 and the Second Schedule of this Act set out the Savings, Transitional and Validation Clauses to this legislation. The Second Schedule gave rise to a number of interesting situa- tions however due to the fact that the time set aside to attend to these matters (the prescribed period) has now expired, with the exception of the points raised below, most of these situations are now history and are of no relevance. The Transitional provisions of the Second Schedule provided for a three month "prescribed period" in which certain actions were required to be undertaken to ensure tenements granted or applied for under the repealed legislation transitioned into the framework provided by the Mineral Resources Act. This Second Schedule of the Mineral Resources Act highlighted a number of anomalies which are still worthy of mention and are listed below.

The applicability of environmental geotechnics for erosion management is increasing in importance worldwide. The environmental impact of mining and evolving environmental legislation has been receiving increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental legislative agencies and members of the public. This is because of the need to increase the reliability of erosion prediction and in the minimisation of costs for spoil dump design. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. Engineering design of mine spoil dumps seeks to reduce the potential for such erosion damage through correct selection of an initial stable landform scheme (Goh, 1997). The design of mine spoil dumps must also conform to the specifications of evolving legislation. The Queensland Environmental Management Overview Strategy (EMOS) states that, for minimised degradation of the surface area due to erosion during the development of a project, the erosion rates should be between 12 - 40 tonnes/hectare/year and that the depths of rills and gullies be limited to less than 30 cm (QDPI, 1988). The aim of engineering design is to ensure the long-term stability of the spoil dumps. The implementation of effective planning and operating procedures through recontouring and grading assists in the reshaping of spoil dumps to a safe, stable and non-erodible environment.

In underground ore mining of copper ore, lead-zinc ore, tin ore and fluorspare in German Democratic Republic geological situation is characterized by ore deposits of small thickness and great variability of ore grades and mining conditions. For long range mining strategy and short-term planning of production a model was developed fitting to make optimal economic mining decisions. Starting point of the model is a cost function representing all direct costs per unit recoverable metal in concentrate for each stoping unit (ore reserve block). In the costs function the results of regression analysis of ore grade and metal recovery in concentration plant were considered. All stoping units (ore reserve blocks) of a mine were arranged to growing direct costs. The relationships of recoverable metal, ore tonnages and corresponding costs were plotted in a diagram. The data processed by- computer and the graphic representation of the results make possible 1. economic evaluation of stopes and ore reserve blocks, 2. estimation of cut off grade, 3. optimization of works planning.

Truly integrated, quantitative, 3D GEOmetallurgical (or mineral system) characterisation, classification and 3D modelling should provide a cradle to grave unifying link across the exploration and mining value chain. All too often, spatially representative (quantitative) characterisation and modelling of a mineral system is delayed until feasibility stage, incurring a significant opportunity cost. The application of robust GEOmet characterisation methods early in the project lifecycle (at exploration stage) improves ground selection, exploration, and Mineral Resource estimation outcomes, long before there is a need for metallurgical test work. Tumbling mills are grossly inefficient, using only 5 per cent of the total energy supplied for actual breakage. A significant proportion of this inefficiency is unavoidable owing to geometric limitations; rotating drum systems are prone to exhibiting certain regions (energy barriers) that resist particle entry thereby restricting the transfer of energy. Though such systems are inherently inefficient, improved modelling schemes may lead to slightly enhanced efficiency through better microscale predictions of key breakage drivers (stress, force). Central to achieving such incremental advances is the development of a universally accepted rheology for dense granular flows. Armed with a better understanding of these macro-scale ingredients, classical process modelling offers an efficient, spreadsheet friendly framework for recovering the spatial distributions of the comminution drivers. At this real-time level of process control, it should be possible to tune comminution operations towards more energy efficient configurations – the ultimate goal of this research. The present work employs validated DEM data to recover the full continuum field which will ultimately serve as a basis for calibrating process model outputs based on different rheological hypotheses. Such a continuumbased approach captures tensor properties like the shear stress and strain rate – both of which are necessary to developing a dense granular rheology. Moreover, DEM captures this data at the momentum transfer timescale of 10-6 s – no other measurement technique is capable of this level of spatial and temporal resolution. Importantly, the confidence in this DEM data is strengthened because it has been validated at the continuum scale using Positron Emission Particle Tracking (PEPT) kinematic measurements. Validated DEM data is derived from batch experiments conducted within a 300 mm ID laboratory drum using three and five millimetre glass beads at 60 and 75 percent critical speed; such mill speeds are typically encountered in the tumbling mill industry. Dimensional analysis is conducted using critical rheological parameters (shear rate, shear stress, granular temperature etc), which are key to not only developing a granular rheology but ultimately will be used to tune our mechanistic models.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

A continuous oxygen probe,incorporating a SIRO2 solid electrolyte oxygen sensor which measured the oxygen potential of a small volume of gas enclosed above the melt's surface,was constructed and tested. The oxygen potential of iron-silicate slags in equilibrium with solid iron in the temperature range 1250 to 1300¦C were measured continuously for tests of up to 40 hours duration. Results were in agreement with those of previous workers using gas equilibration techniques. Tests on non- iron buffered slags proved unsuccessful due to corrosion of the probe's component in contact with the slag and an alternative material is Required.

A novel method for determining viable cells of the mineral leaching bacterium Thiobacillus ferrooxidans has been developed. The cells were collected on 0.45/Lm cellulose acetate filters, washed with artificial minewater, and incubated in the presence of ferrous ion at pH3 in an atmosphere containing radioactive (14C) carbon dioxide. Colonies of bacterial growth were detected by the image formed on X-ray photographic paper (autoradiography). The method was compared with three conventional techniques and shown to detect three orders of magnitude more cells in cultures of Thiobacillus ferrooxidans in the late exponential phase of growth.

The installation of truck turntables at above-ground crushers has the potential to yield gains in efficiency and productivity by eliminating the need for the trucks to turn around and reverse up to the crusher to dump their loads. The benefits include savings in time, fuel consumption and tyre wear. In addition, having a smaller area near the crushers dedicated to manoeuvring the trucks can be a significant benefit at some sites. Safety is also enhanced using turntables.This paper describes a project with the Australian Turntable Company to develop software that generates near-optimal layouts for the paths taken by the trucks in the vicinity of the crushers when turntables are present or absent. The geometry of the paths is constrained by the turning radius of the trucks and by the boundary of the manoeuvring area. The software quantifies the benefit of installing turntables by generating a design for paths with turntables and comparing it with the layout in current or planned use by the mining company. Rockfalls or significant deterioration of mine openings can have significant safety and financial impacts for mining operations. The failure of drives in underground mines sometimes highlight deficiencies in the mine risk management systems in detecting geotechnical hazards and to prevent events that can have significant impact. Consequences from these failures includes fatalities, injuries, loss of revenue, additional cost, and potentially a loss in Ore Reserves. Where the impacts are severe, it also affects families and communities linked to the operation. The assessment of underground excavations requires consideration of the full range and spectrum of geotechnical hazards, design aspects, ground support, layouts and sequences. Where the assessment of these are insufficient or incorrect, it can result in drive failures. Care must be taken that meeting production targets and personnel pressures do not result in a situation where production take preference over a proper risk-based assessment of the drives to be mined. The risk management approach is now widely accepted in the mining industry for the control and management of risks in underground mines. Codes of Practices (COP’s), Ground Control Management Plans (GCMP), Principal Hazard Management Plans (PHMP’s) and technical guidance documents has become the norm for describing the mines main hazards, risk levels and intimating controls for safe passage of vehicles and mine personnel. However, where there is a disconnect between these documents and what is actually being done at the mine site, the COP’s and/or Management Plans become ineffective (or vice versa). This disconnect may occur due to the actual content of these documents, a lack of resources, or a lack of understanding about the implementation. There is therefore a need for sites to have a documented and implemented risk-based approach for assessing underground mine development. This approach or system needs to identify all hazards and other factors affecting mine development stability early on in the design process, and outline the risk classification and controls required. "Tyres consumption is one of the costliest branches of the operation in a truck-based haulage mine. Off-the-road (OTR) tyres working within undesirable conditions have a considerable negative impact on the whole mine’s productivity. Only the rolling resistance due to underinflated tyres could increase truck fuel consumption by 15 per cent. The impact of other conditions such as road surface quality and temperature are difficult to estimate. Tyre management is a demanding activity that requires a high level of coordination between maintenance and production departments.The project is aimed to develop a smart decision tool to assist mine managers to optimise tyre resources. By identifying factors that have significant impact on tyres, managers are able to take timely action to mitigate undesirable working conditions.The proposed model utilises real-time tyre measurement of pressure, temperature, speed, load, deformation and surface profile to report tyre performance in terms of tonne-kilometre-per-hour (TKPH) and tyre longevity. Both indicators are permanently monitored in order to trigger a warning system designed to keep tyres under optimal working conditions.An interactive database ‘Octo-Mine’ wirelessly receives records from a programmable logic controller (PLC) deployed on the truck. PLC records are the integration of multiple sensor signals with a time stamp. Octo-Mine utilises real-time and historical tyre records to generate online performance and longevity reports, as well as preventative and corrective tyre maintenance scheduling, by comparing current tyre status with established standards.To validate the model, the prototype database was populated with hypothetical data to simulate ideal working conditions subject to comparison with real field observations. Additionally, a laser-based technology prototype device successfully measured a new 9 mm tyre tread and a 60 000 km rolled tyre tread in the laboratory.In conclusion, optimal tyre management contributes not only to reduction of tyre waste but also to truck energy efficiency. This project is a first step in proving these benefits under real field conditions. Mine to mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian mining industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in Northern Queensland, Australia, has espoused the mine-to-mill concept and is actively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROM stockpile. A blasting improvement program was undertaken between Ernest Henry Mining, Thiess Contractors and Orica Explosives to optimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance of individual blasts are needed before it is possible to optimise fragmentation or the downstream processes. These include such specialised Orica Explosives tools as SABREX, POWERSIEVE, and POWERLINE and commercially available drill monitors. As important are the more common still and video camera, borehole loggers, measuring tapes, surveying equipment such as face profilers, and a high speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design -only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as the understanding grew and practices have been implemented resulting in reduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution. Jointed rock mass is often encountered in rock engineering and its stability has always been a major concern in underground engineering. To analyze the stress characteristics and their variations in jointed rocks, in this study, a new concept of sub-instability stage before rock failure is defined, and a new experimental method is used to investigate interaction between defects and intact rock of the jointed rock mass during the subinstability stage., Firstly, external characteristics of stress and failure mode of the whole jointed rock are investigated systematically by conducting uniaxial compression tests on red sandstone samples with a set of preexisting open flaws of different sizes, and the interactive damage of intact parts and defects in the subinstability stage was further studied. Secondly, rock-like material samples made of bonded plaster blocks were tested and internal data from stress sensor between the strong and weak segments were collected. The transforming processes from independent activity of the individual segment to overall interactive movement of jointed rock before the unstable failure were analysed. The test results indicated that the subinstability stage marked the beginning of interactive failure between the intact rock and defects. In the early subinstability stage, the relatively intact parts bore most of the load in a jointed rock mass, and the defects were damaged firstly which caused high strain around it. The areas of high strain increase rapidly, extending and migrating, causing damage to the intact parts. In the later sub-instability stage, the interaction effect reached its maximum, and a large number of cracks appeared in the intact rock and they propagated and coalesced. Intact parts experienced rapid failure and then the jointed rock failed. The experimental method used in this paper to identify the sub-instability stage could be used to identify failure precursors of jointed rock masses and to develop technology for disaster prevention in rock engineering. In south-eastern King Island, sediments and lavas of possible Upper Proterozoic to Lower Cambrian age have been intruded by Lower Carboniferous granitic rocks.Within the contact aureole of the Bold Head adamellite north of Grassy the sediments and lavas have been metamorphosed to hornblende hornfels facies grade. The thermal gradient within the contact aureole was small, as the hornfelses exhibit no mineral zoning over a distance of 700 ft from the adamellite.Skarns occur both within the adamellite near its contact with the country rocks, and within the country rocks as partial replacements of three dolomitic limestone horizons. The latter type, the exoskarns, commonly have an andradite-salite mineralogy and carry economic concentrations of scheelite. These resulted from the replacement of carbonate beds due to both diffusion and infiltration metasomatism. Silica, tungsten, minor sulphides, and water were introduced from the adamellite, while aluminium and iron diffused from the enclosing pelitic sediments. Calcium released during marble replacement countered the loss of iron and aluminium in the pelitic hornfelses transforming them to diopside-rich rocks.Endoskarns within the adamellite are the result of two way diffusion across the contact; calcium, aluminium, and iron diffused from sediment to adamellite as silica, potassium, sodium, and water diffused from adamellite to the sediments. From estimates of the lithostatic pressure and mole fraction of CO2, the mineral assemblages of the hornfelses imply that the temperature of metamorphism lay between 530° and 710°C. This temperature range is in good agreement with minimum temperatures, between 610° and 710°C, for the recrystallization of the marbles of the contact aureole, calculated from the determinations of the solid solution of the magnesite molecule in calcite.

Environmental, social and governance (ESG) factors have always been important to the minerals industry and is now considered one of our most important opportunities (and risks). Getting it right from the beginning is critical for the minerals industry, and that starts with mineral exploration. Exploration, or the process of investigation of an economic mineral deposit, is generally low impact and short-term. Exploration operations vary in size and scale and often shift priority, focus and location relatively quickly. Australia is a highly regulated jurisdiction with different regulatory systems and requirements in every state and territory. Most mineral exploration is undertaken by junior exploration companies or ‘explorers’. Exploration companies are lean operations with limited staffing and resources, traditionally with no income apart from funds raised or work through partnerships. Funds are tight and administrative investment is minimised so that investment into activity on the ground is maximised. All these variables mean that understanding and implementation of ESG frameworks for an exploration company can be challenging. ESG is a fast-moving sector with currently multiple frameworks and reporting standards. Interest from community and government stakeholders as well as investors and off-take partners has been growing, with mandatory reporting soon to be implemented. The upcoming changes to the JORC Code will ensure that ESG considerations will be a key component of all public reporting. Resources have been developed to support explorers implement, manage and report on ESG considerations. Due to their scale, agility and direct importance of land access and social licence, many explorers are not the ‘cowboys’ (or ‘cowpersons’) of the industry, but industry leaders in ESG. Strong interest and leadership have led to innovative practices and strongly embedded vertical frameworks that directly contribute to social licence to operate.

At present we are witnessing large investments in the iron ore industry, fuelled by demand from Asia. At the same time, there is a changing landscape in pricing of iron ores, with the recent demise of the benchmark system and the evolution of market based index pricing systems. From a customer perspective, it is the behaviour of iron ores in downstream processing that gives them their value; their impact on the sintering or pelletising process and subsequently blast furnace ironmaking. It is therefore important to consider this value when developing projects, making mine planning/cut-off grade decisions, and in setting quality price differentials.This paper describes the use of the Marx value in use (VIU) model to quantify the downstream value of iron ores. The Marx model consists of heat and mass balance modules for sintering, pelletising and a rigorous two-stage heat and mass balance model of blast furnace ironmaking. Mass balance and cost models are applied for steelmaking, casting and rolling. The use of a heat and mass balance allows accurate comparison of the impact of raw material properties on blast furnace operation. The impact of minor elements, such as alumina, silica and phosphorus, and metallurgical properties on ironmaking is described, and examples given for the relative value of haematite, Marra Mamba, and channel iron deposit (CID) ores.

The purpose of this application was to provide computer assistance to mine planning engineers and blasthole design draftsmen for the longhole design process, particularly by: 1. reducing the- volume of tracing, drafting and geometric manipulation which is a significant feature of the manual design process, 2. providing additional design drawings to enhance the conception and implementation of stoping design.

Many aspects of water use in mining are driven by the technical requirements for water. There has been little consideration given to both the safety and the health requirements. Workers in the mining industry are exposed to water from a range of treated and untreated sources. The intended use of this water dictates the required quality of the water, sometimes with limited consideration for contact with miners. Particularly for underground workers, there is exposure while working in and walking through groundwater possibly contaminated by hazardous substances. Where controls are inadequate the outcomes of this exposure can result in disease, illness and injury û the costs of which can be significant. The situation could also arise where, due to the lack of human exposure, the controls are unwarranted and the financial cost unjustified from a health perspective but warranted from an equipment management standpoint. In addition to the health aspects, water can impact on a range of safety issues resulting from high pressure usage, dust suppression, fire fighting and other processes. The protocols and procedures in place need to consider the safety issues in addition to managing water usage. The current state of water management in mines from an occupational health and safety perspective has been ascertained from a survey targeting underground and surface coal and metalliferous mines. This survey considered the health and safety issues associated with water use, the types of surveillance, control protocols and the strategies that the mines have in place to manage the health and safety risks associated with water systems. The results assisted in the identification of potential occupational health and safety risks associated with water systems and the management processes that may be appropriate from a risk management perspective. Health and safety issues are often neglected but remain critical issues affecting the value of water to the mining industry.
