The Earth's Upper Mantle is dominantly peridotitic but in convergent margin regions, such as the S.W. Pacific, subduction of oceanic crust gives greater chemical and petrological diversity to upper mantle petrology and petrogenesis. Examination of currently active, Quaternary and Tertiary volcanism in the S.W. Pacific, particularly seeking information from ocean floor sampling to characterize the basement to island arcs and to investigate active spreading centres, consistently points to parental magmas of basaltic to picritic character. However, these parental magmas are chemically diverse and it is not possible to designate a characteristic 'island arc' or 'convergent margin' petrogenesis in the sense of a characteristic mantle source composition and a charactistic partial melting regime. In this respect, magma genesis at convergent margins contrasts with that at oceanic spreading centres. The role played by lawyers in business has, in the course of the last 15 to 20 years, changed perceptively. This development has coincided with, and indeed has been a reflection of, the changing nature of Australian business, especially as the mining industry established its predominance in the Australian economy. The nature and extent of governmental regulation of business, too, has changed markedly. As a consequence, there has been a qualitative'change in the nature of commercial law practice. For the needs of business to be met, lawyers have had to develop specialist skills in new areas. Furthermore, there has been the emergence of the "in-house" lawyer, who increasingly plays a primary rather than a subordinate role in corporate law practice. There is no evidence to suggest that this trend, which is by now so well established, will prove to be ephemeral. Instead, with all indications pointing towards even greater governmental regulation of business activities, the intimate role of the lawyer in business seems entrenched.

Since October 1972, New Zealand Steel Mining Ltd has loaded around 10 million tonnes of ironsand concentrate from single-point mooring buoys located off-shore at Taharoa on the west coast of the North Island of New Zealand. Before the first off-shore loading system was installed a considerable research effort was applied to proving the slurry loading technique. Subsequently the system has been expanded and a new buoy, pipelines and pumping system were installed in early 1978. Since then 110,000 DWT class ore carriers have been loaded at rates of around 2600 tonnes per hour through twin submarine pipelines. This paper reviews the operation of the shiploading system and attempts to answer the question: "If the Taharoa operation were to be planned in 1980, would the same research spending be necessary or have published research results since, made such practical tests unnecessary?".

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. A Swedish table of blast damage depths has, in one form or other, been in use since the late-1970s. Its history and the underlying theory are described. New experimental and theoretical findings that point out a number of shortcomings in the table and the underlying theory are presented and discussed. A revised version of the blast damage table was recently introduced in conjunction with new but incomplete recommendations for cautious perimeter blasting. The new table leaves the difficult task of taking into account factors like decoupling, water in the borehole, the rock properties, type of initiation, charge length and the actual bit diameter to the user. This paper discusses different ways of doing this, based on the experimental findings and a recent formula for the prediction of the lengths of radial cracks behind the half-casts. The material presented in this paper is meant to supplement and extend the new Swedish recommendations for cautious perimeter blasting of tunnels, shafts, pits and road cuts.

This paper intends to give an insight into what is often considered to be a poor relation of the mining industry but is in fact an integral part of any community. Aggregate production accounts for more than half of the world production of minerals by weight. In New Zealand production of aggregates runs at around five tonnes per capita per year, making it a significant industry. The industry in this country is dominated by smaller operations close to the market due to the widespread population and relative abundance of aggregate. The Logan Point quarry is one of the largest quarries in the South Island with an annual production of around 250 000 tonnes. The market is mainly based around roading and building in the Dunedin area with some higher quality specialist aggregates being used allover Otago. The quarry has been owned and operated by Palmer and Son Ltd for 106 years with a fifth generation family member the current quarry manager.

The proponents of new mining projects always run the risk that their project is deemed to be not in the public interest. Nothing to be done here except to try and pick it earlyùit is, after all, the approvals process that is supposed to screen such projects out. But there is a second risk, about which much can be done: that inadequate or untimely information confuses the formal assessment of a project and the political context within which the decision is ultimately made. This is environmental impact assessment (EIA) process risk and it has become steadily greater in a changing world, where: miners have lost clout; public trust in institutions has declined; governments follow, as authority pyramids give way to spheres of influence; NGOs are asking the questions people want answered; and stakeholders have become the reference point. This new world deals harshly with yesterdayÆs methods. But it needs to be understood if principles and methods for managing EIA Process Risk are to be advanced.

In this paper, it is shown that the higher the pre-activation concentration of copper ions in pulp, the larger the adsorption amounts of copper ions and xanthate on arsenopyrite surface, and the better the arsenopyrite flotability in strong alkaline medium. On arsenopyrite pre-activated with cupric ions, the xanthate adsorption density in strong alkaline medium is approximately equivalent to that of cupric ions. It is therefore concluded that an amount of copper ions adsorb on arsenopyrite surface first, and then an amount of xanthate can (and only can) adsorb dependently on the surface active sites produced by these adsorbed copper ions on the mineral, so that arsenopyrite is kept rather flotable and is hardly separated from pyrite even in very strong alkaline medium. Selectively wiping out the surface copper active sites on arsenopyrite is the key point of successful separation of pyrite from arsenopyrite. According to this theory, a new 'SZLI' (know-how) method was recommended to satisfactorily deal with the difficult separation.

Magnetite deposits with distinctive ¦ actinolite ¦ apatite -bearing gangue and spatially-extensive sodic-calcic wall rock alteration occur in both Proterozoic metamorphic terrains and Mesozoic-Tertiary magmatic arcs. Examples from both settings constitute significant sources of iron ore (e.g. Kiruna, Sweden; El Romeral, Chile) and some host major Cu-Au deposits that have a local association with K-silicate alteration (e.g. Cloncurry district, NW Queensland; Copiapo district, Chile). A growing body of evidence points to a hydrothermal origin for these systems involving high temperature, low S oxidized fluids. The Cloncurry magnetite-Cu-Au deposits are products of the local structurally channelized influx of a specialized high salinity ore fluid into larger-scale alteration systems developed during pluton emplacement at greater depths than those associated with subvolcanic (porphyry) Cu-Au deposits. The geological characteristics of deposits in magmatic arcs are consistent with a similar mode of origin albeit in rather different tectonic settings.

Research activities to classify the quality of iron oxides have a long history but most of such activities are for the existing processes such as blast furnace or DR plant. Therefore the newly developed process, such as the COREX process, needs new standardisation although some basic functions of the new process have similarity to the existing processes. Many researchers (Hauk, 1990; Cho et al, 1998) in the field of COREX process have conducted investigations since the early stages of the process development and activities are underway for further plant optimisation. As Agrawal and Oshnock (1995) pointed out, because coke is not included in the COREX reduction shaft the strength requirement of the feed materials in COREX process will be more demanding than that in the blast furnace. This condition is similar to Midrex DR plant but the main reduction gas of COREX plant is carbon monoxide generated from coal combustion while that of Midrex DR plant is hydrogen from natural gas.

A major initial and ongoing cost component in many mining operations is that of transporting mined materials and processed ore from the point of extraction or processing to the next operation. For various reasons the transport distance can be significant or in some cases the route may be particularly challenging. The trend to higher production rates to gain economy of scale benefits and capitalise on sales opportunities means that optimisation of transport can play a significant part in profitability. Apart from the cost criteria, increasingly there are other criteria such as environmental restraints, land ownership and security of supply that can have a significant impact on determination of the optimum route and transport vehicle. The paper aims to briefly highlight the important selection criteria and the benefits and disadvantages of the most commonly utilised transport vehicles. It then moves on to looking in more depth at belt conveying, highlighting the unique capabilities of the Metso MRC Cable Belt Conveyor system.

Sandvik Tamrock Corp has developed an underground rock flow simulation tool OPTIMINEÖ which is a direct simulation tool for matching suitable technology in rock material flow for underground mine layouts and production requirements. The tool gives the possibility of determining intersections, limitations and critical points in the layout and working procedures at an early stage of a new mine/mining area planning process. The tool combines the supplier machine knowledge with operational know-how and mine environment. It can be used for identifying the effect of an individual incident such as the effect of one additional turn in a continuous loading cycle to the daily capacity. This paper discusses the way the OPTIMINEÖ simulation tool operates, the benefits and restrictions, and reviews how it simulates some example cases and how the mines benefit from the tool in maximising the performance and optimising the mobile fleet, scheduling work and fine-tuning the layout.

The C.S.A. concentrator of Cobar Mines Proprietary Limited was expanded in 1974 to treat 80 000 tonnes of copper-lead-zinc ore per four week period. Jaw crusher product is fed to two par- allel primary autogenous mills followed by a secondary ball mill. Each mill operates in closed circuit with cyclones. Improved control of grinding rate and product sizing has been obtained from this circuit compared with the system of two parallel single stage autogenous mills. This paper aims at presenting the results of laboratory, pilot plant and simulation studies for the design of the grinding circuit for the beneficiation of compact itabirites from the Conceitpo mine. Two alternatives were investigated, both utilising the current crushing circuit up to tertiary crushing. Under alternative #1, quaternary crushing was considered to produce the feed of the ball mill; under alternative #2, high pressure grinding rolls were selected to prepare the ball mill circuit feed. Pilot scale studies pointed towards the use of high pressure grinding rolls (HPGR). The circuit design was based on a throughput of 720 t/h, representing a nominal solids flow rate of 600 t/h, considering a design factor of 1.2, and P80 of 95 ¦m.

The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. In the steelmaking process, mold fluxes are essential for ensuring thermal insulation, refining, and the efficiency of continuous casting. Real-time understanding of the in-service composition of slags and fluxes are crucial for optimising the steel production process and improving the quality of the final product. An in situ fibre-optic Raman probe that enables the study of the structure, composition, and viscosity of molten slags and fluxes at steelmaking temperatures has been developed and demonstrated both in the lab and in foundry scale experiments. The focus of this study is on the structural, compositional, and property analysis of molten fluxes in a laboratory setting, with the aim of applying this technology for in situ monitoring during industrial production. Raman spectra were successfully collected at various temperatures from 1000°C to 1400°C in real-time and analysed using a deconvolution algorithm to isolate and quantify peaks in the spectra associated with the specific structures of molecular components in molten and solidifying flux. The research successfully combines in situ Raman spectroscopy with high-temperature viscosity data, specifically targeting CaO-CaF-SiO2-Al2O3 based mould flux systems. Specified ratios of the deconvoluted Raman peaks, such as Al-O-Al/Si-O-Si ratio, shows good correlation with the flux chemistry, while the Q3/Q0 peak ratio shows good correlation with viscosity. A ruggedised Raman probe system was also developed and demonstrated in an 80 kg induction furnace. Ultimately, the goal of this work is to demonstrate in situ slag and mould flux analysis in industrial processes, such as in the continuous caster or electric arc furnace (EAF).

Bauxite residue is one of the most important by-products from the alumina industry with no commercial use till now. The utilisation of bauxite residue through pelletising with different lime additions, hydrogen reduction, and smelting has been studied in this work. Three different types of green pellets were made with varying calcite-to-bauxite residue ratio and subsequently sintered at elevated temperatures. The sintered pellets were isothermally reduced at 1000°C under hydrogen gas followed by smelting of the reduced pellets in argon at 1500°C. Smelting of the reduced pellets leads to the recovery of metallic iron and the formation of a leachable calcium aluminate slag. X-ray diffraction (XRD) and scanning electron microscope (SEM) were used to characterise the phases and microstructural analysis. The iron produced in the smelting process has a high purity, above 99.5 wt per cent. While the iron content of the slags is quite low, and the slags shows variations of krotite (CaAl2O4), gehlenite (Ca2Al2SiO7), and perovskite (CaTiO3) phases based on the variation of calcite addition. It was found that the more calcite addition in pelletising yields higher percentage of krotite phase as compared to lower calcite-containing pellets. Employing quantitative XRD analysis, the krotite phase fraction was found approximately 85 wt per cent for higher calcite-added pellet, and around 74 wt per cent for lower calcite-added pellet. Christmas Island "C"-grade phosphate consists essentially of the minerals crandallite and millisite. Although containing over 25% P205, this material is not suitable for the manufacture of water-soluble phosphate fertilizers by conventional processes, because of its high iron and aluminium content Cover 25% total R203). In order to produce a water-soluble fertilizer from such material it is necessary to separate the iron and aluminium from the phosphate, which must report in a product acceptable as a fertilizer. Several processes were studied in detail. The first used ion exchange for dissolution and separation and yielded diammonium phosphate; processing costs were high compared with conven- tional processes based on apatite. The latter processes have basically simple flowsheets and cost of processing is low when compared with the costs of the raw materials. The need to separate iron and aluminium from the phosphate introduces additional complexity into the treatment of the C-grade material. The higher processing costs might be justified, however, if alumina could be produced as a byproduct. Two proposed processes have been developed in which: 1. hydrochloric acid is used for dissolution, and solvent extrac- tion for the separation of ferric chloride from phosphoric acid. Aluminium chloride is precipitated and hydrolysed to recover alumina and hydrochloric acid. 2. sulphuric acid is used for dissolution and aluminium is crystallized as ammonium alum. The phosphate is produced as an ammonium phosphate-sulphate fertilizer. High purity alumina can be obtained by treatment of the recrystallized alum. The technology of these processes is described, and their broad economics discussed briefly.\
