One would anticipate that after 40 years in the mineral industry it would be simple to project the trends at least 5 or 10 years into the future. However the last 20 years, 1950-1970, have been so different in the mineral industry from the years 1930-1950 that I suggest only 20 years or so are relevant to any forward projection.Those, of us that have been about during the last 40 years find it hard to relate the two periods.The first with the depression, low base metal prices, attempts to revive the gold industry, very little export of minerals, and finally World War II and the recovery period.The second, a period of unimagined discoveries and the reappraisal of a wide variety of minerals and metals-iron, coal, bauxite, beach sands, manganese, oil and gas, and nickel, to name but a few.The second period started early in the 1950s and was triggered off by the search for oil in Australia.Rough Range No. 1 was an important milestone in our history because it initiated a series of speculations and the re-examination of much of our thinking about our mineral resources. It lead to the discovery of bauxite and the start of a flourishing aluminium industry.The realization of the extent of the iron ore resources was another, major step and the influx of overseas capital and competence started the large wave of development made effective by the Japanese markets.The momentum of the late 1950s has carried us to where we are today and will undoubtedly carry us further forward in the next few years.All this development in the mineral industry has come at a time when our pastoral industries have reached a difficult period. The conclusions reached by den Tex after a study of the fabric of some rocks from Broken Hill have been used to support the epigenetic hypothesis for the origin of the ore, first by Edwards (1959, p. 70) and then by Stillwell (1962, p. 131) in his criticism of Segnit's (1961) views. Den Tex claimed that the petrofabric study provided "independent evidence that the ore, at least in its present form, post-dates all events of a diastrophic nature in the area concerned".Repetition of this claim by Edwards and by Stillwell and the lack of any criticism of den Tex's work for more than three years implies its general acceptance by geologists in Australia. Therefore it appears necessary to examine parts of den Tex's paper in detail to show that his, conclusions are unwarranted. The major weaknesses in his study are that1. the petrofabric study was inadequate to warrant any major conclusions, and2. the petrofabric data allow alternative conclusions.Den Tex made a single visit to the field, collected six carefully selected specimens and presented quartz and· biotitepetrofabric diagrams for two specimens, quartz-diagrams alone for three more and included three diagrams of the orientation of c-axes and fractures in one specimen. It is not reasonable to come to firm conclusions about the origin of such a complex area as Broken Hill on such inadequate data, despite den Tex's claim (p. 87, lines 22 and 23) that "a thorough investigation of the quartz-fabric of the wall rock was undertaken".Den Tex's interpretation of each diagram is open to criticism, and alternative (and to my mind, preferable) interpretations may be made. Since 1950 Stockton Open Cast Mine has excavated over 60 million tonnes of Brunner Coal Measures overburden sandstones and mudstones. The current operator, Solid Energy New Zealand, recognises that acidic drainage from this overburden and from historic underground mines has led to depressed pH levels and elevated levels of metals in streams draining the Stockton Plateau. These streams report to the Ngakawau River. To quantify the effects of mine site acid drainage remediation/mitigation on the lower Ngakawau River water quality, a catchment hydrogeochemical model has been field calibrated and ecotoxicology tests have been undertaken. The hydrogeochemical model indicates that pre-mining and present pH values in the lower Ngakawau River are similar but present aluminium and iron concentrations are elevated. Ecotoxicology tests have semi-quantified the critical metal concentrations and interim water quality targets to achieve ecological recovery are presented. Analyses of long-term total suspended solids (TSS) and turbidity monitoring in the lower Ngakawau River and St Patrick's Stream indicate that TSS of 120 mg/L and turbidity of 20 NTU are exceeded for <20% per cent of the time. Hence, specific criteria to protect migratory native fish from turbid water are currently met in the Ngakawau River and St Patrick's Stream.

Following extensive trials on a 100 000 tpa Research and Development facility at Kwinana, Western Australia, Hismelt Corporation (wholly owned by Rio Tinto) are confident of the future commercial success of this technology. The Hlsmelt process uses iron ore fines and non-coking coals to produce molten pig iron suitable for feeding to BOF and EAF steelmaking vessels. The unique process configuration combines direct injection of raw materials into the molten iron bath, high rates of metal and slag mixing, and effective post-combustion of the bath gases to achieve efficient coal utilisation. This is the key to the strong economic performance of the process.

Ok Tedi Mining Ltd has been using flotation for the production of copper/gold concentrates from a complex copper sulphide ore for several years. During this period, much effort has been devoted to metall- urgical treatment of the ore. This paper examines some of the mineralogical aspects of the sulphide minerals in the ore using the electron microprobe analyser. Results have revealed the complexity of the copper sulphide minerals and in particular, chalcocite. Analysis of both plant and laboratory flotation products has provided further insight into the effects of mineralogy on the flotation of copper and iron sulphides. A significant observation is that some of the pyrite minerals apparently exhibit natural floatability. The implications of the mineralogical characteristics of the sulphide minerals on the flotation of the ore are also discussed.

Two structurally and mineralogically distinct sulphiderich veins cross-cutting the disseminated sulphides of the Nairne Pyrite Member appear to be products of local remobilization of sulphides under fracture-induced free energy gradients during regional metamorphism and tectonic deformation.The contrasting mineralogy of the two vein types may have arisen as a result of differences in the structural orientation of the veins and!or the relative ages of the veins.

"This paper provides an assessment of the current challenges in strategic mine planning and design and suggested approaches for addressing them. The specific challenges covered are: realistic quantification of downstream processes applied to orebody models to provide an integrated approach to mine design and optimisation modelling, estimation and simulation of geometallurgical variables and their integration into resource and reserve estimation and mine planning modelling, estimation and simulation of new variables for new forms of mining – deep mining, particularly block caving, and solution mining flexibility in planning and design to manage risk and minimise its impact information technology (IT) infrastructure and platforms for rapid online data collection, storage, access and processing.Most of these challenges require new types of data, variables, modelling and estimation methods. Foremost among the new types of variables and data are geometallurgical and dynamic rock mass characterisation variables. This investigation was planned to determine:1. The precipitation-hardening properties of the copper-nickel-phosphorus alloys; and2. The influence of arsenic and bismuth, singly and together, on the mechanical properties of these alloys.It was carried out in conjunction with an investigation, previously published in these Prooeedings on "The Influence of Various Elements on the Mechanical Properties of Copper containing a small percentage of Bismuth," and also formed part of a study of the influence of bismuth, nickel and phosphorus on the properties of commercial arsenical-copper.The first part of the present investigation arose out of a discovery some years ago of precipitation-hardening in phosphorus-deoxidized coppernickel boiler tubes, containing approximately 2% nickel and 0·03% phosphorus, supplied to an Australian Railways Department. At that time there was little information available on precipitation-hardening in copperrich copper-nickel-phosphorus alloys, but at the end of 1935 a short paper on the subject was published by E. C. Rollason and T. G. Bamford(2) and at the beginning of 1940 a comprehensive account was published by D. K. Crampton, H. L. Burghoff and J. T. Stacy.(3) Although the investigation carried, out independently by the present author was not as comprehensive as that of Crampton, Burghoff and Stacy, the results are in agreement with those of the American as well as of the British authors; hence, only a summary of this aspect of the work is needed here to establish a basis for a study of the influence of bismuth and arsenic.PREPARATION OF TEST PIECESAll alloys were melted under charcoal in plumbago crucibles in an oil-fired furnace and were poured out of contact with air into oil-dressed moulds to give billets either 7· 5 in. long X 0.83 in. diam. X 1·3 lb. weight or 12 in. long X 1·125 in. diam. X 3·3 lb. weight depending on requirements (the larger size was used, for example, in establishing the annealing characteristics of the precipitation-hardening alloys). The raw materials were electrolytic copper of the composition described in the previous paper(I) 6% copper-arsenic, 14% copper-phosphorus, 1:7% copper-bismuth, and Mond nickel in the form of "shot." The method of producing test pieces from these billets and the annealing treatments ana tests to which the pieces were subjected have been described in the previous paper.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. Early in the life of the works it was realised by the metallurgical staff that a very wide field for investigation lay before them. At the head of these was the late Mr. F. H. The Pegmont deposit is a stratiform Pb-Zn sulphide body occurring in a thin, iron-rich metasedimentary unit situated near the top of the Kuridala Formation, a part of the Mary Kathleen Group of the Middle Proterozoic"Eastern Geosyncline" succession of the Mount Isa-Cloncurry district. The deposit appears to have developed in a shallow basin or depression on a sea or lake floor.Detailed chemical and mineralogical study of seven diamond drill cores through the ore horizon shows that in addition to galena and sphalerite the orebody contains a large range of iron-rich silicates and aluminosilicates.Further, five drill cores selected to represent a section from basin centre to basin edge exhibit clear and systematic chemical and mineralogical changes in the ore horizon in both a vertical and, most importantly, ill a lateral sense.Reconstruction of the sedimentary environment of the ore horizon as a whole shows this to be a silicate facies of a phosphatic, manganiferous iron formation or, more accurately, of "ironstone" in the sense of James (1966, U.S. Geol. Surv. Prof. Paper 440, chapter W).On the basis of both mineralogy and chemistry this silicate facies may be subdivided into three microfacies according to the dominant iron silicates characteristic of each: a fayalite microfacies, a hornblende-clinopyroxenemicrofacies, and a garnet microfacies. Significant Pb-Zn sulphide concentrations are confined almost entirely to the fayalite microfacies.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

The passage of chloroform vapour in a carrier of oxygen through two nickel sulphide ores heated to 380°C converted the nickel to the water soluble chloride form. In one ore the nickel (2·75 per cent) was presentas violarite ((Ni, Fe)3S4) whereas in the second it was present as pentlandite, ((Fe, Ni)9S8) (4·9 per cent Ni).A similar technique was utilized to convert nickel in nickeliferous laterites (1·6 per cent Ni) into a soluble chloride using town gas instead of oxygen as a carrier.With both techniques greater than 90 per cent extraction was achieved.

A new test coke oven of 7 cu. ft. capacity is described. The oven was designed to simulate conditions in a central section of a battery oven and a special feature is the achievement of unidirectional heating from theflues on either side of the charge.The method of charging permits close control of charge conditions such as bulk density and moisture content.These conditions, as well as coking conditions (e.g. flue temperatures and coking time) must be varied to simulate conditions in different batteries. The effects of several variables on coke quality are discussed.Using test oven conditions corresponding to those of Newcastle steelworks batteries, good agreement was obtained between strength indices of test oven and battery cokes. For 17 tests, the average ASTM stability and hardness indices for the test oven coke were 38· 5 per cent and 69·7 per cent, while those for the battery coke were 37· 4 per cent and 67·6 per cent.Observed relationships between coke yield and productivity, and volatile matter and charge moisture are given.The use of a test oven to classify test coals into prime-, medium-, poor-, and non-coking coals is discussed.This may be achieved by observing the effects of the test coal in blends with other coals. The results of a series of blending tests are presented.The dangers of attempting to predict coke quality from a single coal property are pointed out, since this can be done only for very restricted ranges of coals.A diagram is given showing the established trends in the effects of blending various types of Australian coals on coke strength.

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

The Kisladag Mine, Turkey, is a large porphyry gold deposit which is mined by open pit methods. In operation for over ten years, Kisladag provides an excellent example of how attention to a geologic feature, namely hydrothermal alteration, became a very effective predictive geological tool for planning and operation. The alteration domains were initially used as a geological tool to assist with establishment of resource model domains and to guide delineation drilling, but they were soon recognised to be correlative to geotechnical characteristics (affecting pit slope angles) and metallurgical performance (heap leach recoveries). Recent developments in spectral processing allow the systematic quantification of complex overlapping alteration phases and have greatly improved the ability to rapidly define internally consistent alteration domains for geotechnical and geometallurgical purposes.Alteration at Kisladag comprises a central core potassic (K-feldspar-biotite) zone, a tourmaline-white mica enveloping zone, an advanced argillic lithocap on the deposit’s eastern side and an overprinting pervasive argillic zone. These alteration zones and their distribution were based initially on strictly qualitative, visual mineralogical logging of diamond drill core. With the need for more accurate and consistent identification of the alteration mineral suites, particularly the phyllosilicate phases, logging was augmented by systematic measurement of spectral data using a Terraspec instrument.Recently the Kisladag spectral database (over 85 000 readings) was reprocessed by the newly developed methodology (aiSIRIS™) that allows relative quantification of the spectrally-responsive minerals. Visualising this transformed spectral mineralogy at various mineral concentration thresholds using implicit modelling software (Leapfrog®) led to the creation of consistent mineralogical and alteration domains that are used for the definition of geotechnical and geometallurgical parameters.
