This paper highlights two aspects of the mineral sands industry in Australia: the development of the industry from approximately 1870 through to 1980, and the author’s experience in the industry from 1966 to date.The first real heavy mineral (HM) mining in Australia started in 1870 with the mining of heavy mineral slicks on the beaches along the east coast of Australia. The real potential of Australian heavy minerals was however only realised in the 1920s with the first production of a heavy mineral concentrate that was shipped to Canada for processing. Post WW 11 and the Korean War, Australia was the largest producer of mineral sands products in the world as well as a significant developer of associated separation equipment and technology. The number of producing companies in the east coast peaked at 33 in 1957, was reduced to ten by 1965, and subsequently further reduced to five in 1980 as a result of potential mining areas being declared National Parks or Conservation Reserves. Today there is one company, Unimin Australia Pty Ltd (formally Consolidated Rutile Ltd) operating on the east coast. In contrast there were three companies on the west coast in 1965, four companies in 1980, and four companies today (albeit not the same companies).There have been considerable ups and downs for the industry in Australia, however world wide it was renowned in the past as being an industry that attracted numerous interesting and innovative characters that played a major role in developing it into the vibrant industry that it is today. This, given the current climate, is predicted to continue into the future.The author has been continuously involved in the industry for over 45 years from 1966, initially as an electrician at Consolidated Rutile Ltd culminating in the role of General Manager/President of Iluka Resources Limited USA, prior to his retirement in 2009. His exposure has been world wide and has covered all aspects of the industry but in the main focused on project development and operational areas. During this time there have been significant technological advances, yet to some extent the basic principles have not changed at all. Some of the most noteworthy advances include the development of the Wright Spiral in 1977, the development of the Reading High Intensity Wet Magnet (WHIMS), the rare earth magnets, the CRL floating thickener and the improvement of analytical techniques. From a safety, health and environmental perspective there has been significant advances that the industry has much to be proud of. These include wetland restoration both in Australia and in the US, the restoration of farmland in Virginia and Capel, and the re-establishment of native species, for example at Eneabba and Richards Bay to name but a few.

FOR many years past it has been the practice at the Bairnsdale School of Mines to treat any parcels of auriferous concentrates sent in from the surrounding district by roasting them in a handworked reverberatory, and then chlorinating or cyaniding the product. According to Donald CIark, who has done a large amount of work on these ores, the results obtained were fairly satisfactory extractions of over 90 per cent being claimed. With some modifications, the method has been very generally adopted, not only in Gippsland but throughout Victoria. It is, however, difficult to get exact information as to the extractions actually obtained, and unfortunately no records of working results have been kept at the Bairnsdale School of Mines.Having treated several lots of ore by this method during 1907 and 1908 with unsatisfactory results, the writers thought it desirable to make a detailed investigation on some particular ore, both in the laboratory and on a working scale. The ore selectedwas a parcel of low-grade concentrates from Stirling, a small mining field situated about forty miles to the east of Bairnsdale. This ore was chosen chiefly on account of the heavy and inexplicable volatilization loss which took place even on roasting with the greatest care; the loss amounting to between 10 and 15 per cent. Many young mining engineers do not consider consulting as a possible job, believing that many years of working on-site is required to achieve practical experience, develop expertise and acquire industry contacts. However, mining consultancies employ engineers with varying levels of experience, including part-time university students, graduates and engineers who are relatively new to the industry. This paper outlines the role of a young engineer in a large mining consultancy and the benefits to both the consultancy and the client of having a mix of consultants with a diverse range of experience. From the authorÆs perspective, the work experience, lifestyle and rewards of mine consulting are compared to site based work, including a discussion on whether consulting is able to offer the professional development that a young engineer needs.

The injection of grouting compounds into the consolidated rock surrounding underground mine workings has long been practiced for the purpose of sealing against water flows. In more recent times however, grout injection has also found application for the purpose of rock mass reinforcement. Mines in Europe,America, Australia and elsewhere now make use of significant quantities of chemical grouts in both preventative and remedial strata control work.   Despite the increasing usage of grouting for these purposes, there is limited knowledge about the effects of grout injection on the rock mass, and acceptance of the method is by no means universal. In some cases grouting has been applied with little understanding of the factors that control its effectiveness, and disappointing results have been obtained.   This paper reviews the basic concepts of how grout injection may contribute to the control of rock surrounding underground mine excavations, and highlights the factors which may serve to limit the efficacy of the method and the uncertainties that complicate the appraisal of grouting as a method of strata control.

The Commission maintains a data base first computerised in 1957 and containing information from over 18 000 boreholes located mainly in the Latrobe Valley area. Some of the borehole derived information dates from the turn of the century, although most of it has been collected as a result of Commission investigations conducted over the past 40 years. The Resource Data Base contains not only information gained directly from the drilling itself but includes the results of chemical and physical testing on many hundreds of thousands of samples retrieved from boreholes. Replacement value of the Resource Data Base has been estimated to be around $200 million, and it's integrity and accessibility is clearly of paramount importance, not only to existing mining and power generating functions but to the future evaluation and use of the vast brown coal Resource.

The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

Fine coal particles have been examined with respect to dustiness and its connection with various physical and chemical properties. It appears that a given coal will tend to be dusty ifthe moisture content is low and if the inert maceral content and overall rank are high. The hydrophobicity ofa coking coal (Young-Wallsend) and a steaming coal (Blair Athol) was examined in detail by a dynamic contact angle technique. The YoungWallsend coal had a higher contact angle, on average, than the Blair Athol sample. This result has important implications for dust suppression and associated processes.

This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. Mining education has received almost continuous discussion since its inception and most people engaged in the mining industry and in mining education feel at some time the urge and necessity to express their views. This paper is not a comprehensive survey of past and present practices and accepted principles, but a personal opinion of the form mining education should take at university level. It is expressed because of a dissatisfaction with the existing courses offered to students. It is hoped to provoke discussionand bring forth guidance to those engaged in mining education. After all, students spend four or five years at a university and it is desirable that the graduate should be something more than just those many years older at the end of his course.POST GRADUATE EMPLOYMENTThe first problem confronting the university should, be to discover what the mining industry wants and expects or graduates. This must influence the university course and yet universities have done little to seek this information, and if suggestions have been offered by industry; universities appear to have made little use of them. University mining curricula are basically what they were 50, 100 and even 200 years ago. (See Appendix.) BM37 is a bonanza-grade (>30 ppm Au) ore shoot of the Maria Lode of the Karangahake adularia-sericite epithermal deposit in the southern Hauraki Goldfield. Samples from BM37 contain up to weight percent gold. The ore shoot is a vein that pinches and swells, but is typically tens of cm thick, and locally exceeds 0.5 m in true width. Gold occurs as irregular anhedral electrum grains that range up to 300 microns across and contain 38 to 59 wt per cent Au (ave. 52 wt per cent Au). Electrum occurs in sulphide-rich bands in association with pyrite, chalcopyrite, acanthite, galena, sphalerite, and local covellite. Lower grade samples contain local to rare mckinstryite [(Ag, Cu) 2S] and polybasite [(Ag, Cu) 16 (As, Sb) 2S11]. Pyrite from BM37 is nearly stoichiometric; it lacks the As that commonly occurs at up to percent levels in pyrite from other veins in the goldfield. Acanthite also contains low quantities of trace metals, and typically has less than 2.5 per cent Se. The vein shows complex textures. Bonanza grade sulphide-rich ginguro bands form discrete layers adjacent to the vein margins, and occur as breccia fragments encased by later massive to comb quartz with local quartz after platy calcite. Both the breccia fragments and ginguro bands are cross-cut by later quartz veins. Textures thus indicate that formation of the high-grade portions of BM37 resulted from one or more discrete events that differed markedly from the events that formed the bulk of the vein.

Using a cylindrical hydrocyclone with a long vortex finder as the separator, a batch sizer was developed for the fast comparative sizing of the coarse solids normally encountered in mineral pulps.Operating times as short as 2 or 3 min gave separations ranging from 16 mesh down to the subsieve sizes.Reproducibility was good and sensitivity was adequate for most applications.

The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. This paper presents the results of a test program evaluating the impact of sample mass on the precision of Stage 1 gravity recoverable gold (GRG) test results. Four ore types ranging from low to high GRG contents were the focus of testing. A method to predict the influence of sample mass on the confidence limits of the Stage 1 GRG test result is demonstrated. The results suggest that although small samples tend to overestimate Stage 1 GRG in samples with low gravity gold values due to higher mass pull to concentrate, such samples can give acceptable estimates of the Stage 1 GRG content with focussed sample treatment protocols.CITATION:Giblett, A and Napier-Munn, T J, 2015. Conventional processing of heavy mineral deposits containing radioactive rare earth minerals such as monazite and xenotime may cause industrial hygiene problems through atmospheric dust and contamination of product concentrates. An alternative procedure has been developed in which such minerals are removed from bulk heavy mineral concentrates by flotation with little loss of other economic minerals. With fine ores, recoveries of over 95 per cent have been achieved and with coarse ores over 80 per cent, in both cases at high grade. Several flotation regimes have proven effective. The potential for generation of radioactive dust or product contamination is subsequent processing is correspondingly reduced.

A recently developed technique for use in collieries is described in which samples of gas of relatively high vitiation value are obtained from points deep within a developing goaf by means of pipes. This technique prevents dilution of small quantities of carbon monoxide by large quantities of fresh ventilation air and eliminates interference from shotfiring gases. By using the technique it should be possible to assign a characteristic ratio of carbon monoxide to oxygen consumed to any district and to predict the onset of heatings.INTRODUCTIONGas analysis has played a vital role in detecting heatings in collieries all over the world. By analysing return air from a district and by calculating the percentage ratio of volume of carbon monoxide found to oxygen consumed (known simply as the "carbon monoxide ratio") it has been found possible, in many cases, to assign a characteristic ratio to a district under consideration. This characteristic ratio serves as an index of the spontan~ous combustion tendency of a goaf area. Any definite and consistent increase in the ratioabove the normal figure· indicates that a heating is developing and hence adequate preparations may be made to deal with the trouble.This ratio technique was developed by Graham (1920-21) who found (Table 1) that the temperature of oxidizing coal was directly related to the ratio obtained from analyses of the effluent gas.Until recently, most attempts to employ a similar technique in collieries working the Greta Seam (N.S.W.) were not successful. In a field test at Mount Isa Mines Ltd., a system developed by ICI Australia Ltd. for bulk loading "MOLANITE", an ammonium nitrate slurry blasting agent into ring drilled holes of wblcvel open stopes, was shown to be satisfactory. The fragmentation produced by the slurry was a significant improvement over ANFO and the stope production rate was increased by approximately 50%. Indications are that the charging rate and labour costs will not be greatly changed if a slurry system is used.

The design of excavations in high displacement mining environments requires consideration of both the load and displacement capacity of the ground reinforcement and support systems. This paper is a case study on the design of point anchored rebar bolts using laboratory tests and field trials at the Ridgeway Deeps block cave. A laboratory testing program was carried out to measure the mechanical properties of the Strata Control Systems R27 Secura resin bolt which is currently being installed on the extraction and undercut level at the Ridgeway Deeps block cave. The aim was to quantify elastic, plastic and energy parameters for various bolt, mesh and plate systems. Experiments were performed on bar segments, bolt/plate systems, and bolt/plate/mesh/resin systems. The mechanical properties were calculated from tensile tests with a 500 kN Avery machine. Load-displacement data was collected from four different testing configurations. The laboratory results are compared with underground measurements and observations of bolt performance.
