The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. ? Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Learning for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Learning's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Learning is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed. ?

HE task of measuring the specific gravity of the -*- operating medium in a heavy-media separation system has never presented a particularly difficult problem because the medium is fairly stable and the overflow of the separatory vessel, as well as its underflow, can be sampled easily and accurately and the specific gravity of the suspension determined easily by weighing a known volume. However, while this method is simple and accurate it does require the operator to take the sample by hand and to weigh it and there is considerable temptation to avoid the periodic sampling if everything seems to be going well, or if something is occupying the attention of the operator. Furthermore all operators do not sample in exactly the same manner and considerable practice is required for two operators to be able to "check" each other to the last few hundredths, particularly if the sample is cut underneath the drainage screen where location of the point of sampling and load on the screens tends to influence the determination. While none of the above presents much of a problem, we have all recognized that some mechanical method of continuous measurement and recording would be advantageous since the operator would merely have to glance at the meter to check the gravity and to have an indication of the trend of any changes. Also if the instrument were of the recording type, a permanent record would be available for the guidance of the superintendent. The Eagle-Picher Mining and Smelting Co. was the first heavy-media user to actually install such a recording meter. In 1946 they installed in their Central Mill at Cardin, Okla., a specific gravity recorder manufactured by the Bristol Co. of Water-bury, Conn. R. A. Barnes, of the Bristol Co., working with E. H. Crabtree, Jr. and Elmer Isern, of Eagle-Picher, made the application and worked out the problems of sampling and measuring. Their attempts to measure the specific gravity of the medium in the cone itself were not entirely successful and they resorted to an outside sample tube for actually making the determination. Because of the particular flowsheet used, it was possible to tap off from the medium return pipeline a stream of medium and divert it into the sampling tube, which was provided with a constant level overflow and a spigot underflow, and into which the bubbler tubes dipped. The Eagle-Picher installation was successful and its possibilities were recognized by the Mineral Dressing Laboratory of the American Cyanamid Co. It was decided to install a similar unit in the heavy-media pilot plant to investigate further its possibilities. Chief among these was the continuous record which it was felt would be proof of the steadiness of the gravity in a heavy-media cone, something which is not always appreciated by POtential users. Because the heavy-media pilot plant is required to operate at a wide range of specific gravities, it was realized that the unit would have to record all gravities from 1.25 to 3.50, and do it to the nearest 0.01. It would not be necessary to record all of this wide range on a single chart and the method selected was to have 4 bands, each band range overlapping the other a small amount and calibrated so that with standard charts one division would represent 0.01 sp gr. A shift from one band to another could be arranged without alteration of the instrument itself, being accomplished by a simple change in the bubble-tube lengths, as described later. Accordingly, a recording type instrument was purchased and installed. Because there were some advantages in doing so, the first installation attempted to measure the gravity of the cone proper by placing the bubble tubes in the cone. This was not at all satisfactory and the second scheme utilized a fixed vertical screen at the surface of the cone, and an external sample-tube arrangement. We were particularly anxious to make this work as we felt it would be advantageous to measure the top level of medium where the separation was actually being made, but we were doomed to disappointment because it was impossible to keep the screen clean of float. The development of a theory for miscible liquid displacement requires evaluation of the variables which affect growth of the mixing zone between solvent and displaced oil. Factors which appear to be important are individual fluid viscosities, viscosity ratios, flood rate, fluid densities, flow characteristics of the porous medium and molecular diffusion coefficients of the fluid components. The primary purpose of this paper is to evaluate diffusion effects. Theoretical treatments to date have been limited to floods for which the viscosity ratio is one. Two principal theories have been proposed. Von Rosenberg adapted for porous media a theory derived for capillary tubes by G. Taylor.' ,' In this theory molecular diffusion perpendicular to the direction of flow is a primary factor in sharpening the flood front. Slow floods give sharper fronts for a given distance traveled than fast floods. An alternative theory considers miscible liquid displacement as a statistical problem.3,4,5 Diffusion is not an important factor in this theory, but it leads to the same general type of equation as von Rosenberg's. Both theories predict S-shaped concentration profiles with the same dependence on distance traveled. The statistical or "dispersion" theory predicts rate independence, however. To supplement rate studies a direct measurement of a diffusion effect would be helpful in evaluating which of the two proposed mechanisms best describes miscible liquid displacement for one-to-one viscosity ratio systems. No quantitative theory has been proposed for floods in which a low-viscosity fluid displaces a high-viscosity fluid. It might be anticipated, however, that the extensive fingering observed in floods with adverse viscosity ratios would increase opportunities for an exchange of components between displaced and displacing liquids by a diffusional process. Even if molecular diffusion were not an important mixing mechanism for one-to-one viscosity ratio systems, it could be significant in systems with adverse viscosity ratios. METHOD FOR EVALUATING DIFFUSIONAL MIXING In solvent flooding the displacing liquid can become mixed with the displaced liquid by a number of processes; in general, either mechanical or diffusional in character. To evaluate the contribution of diffusion, a method was sought that would distinguish diffusional mixing from mechanical mixing. Suppose two soluble tracers are added to the displacing liquid and that one tracer has a diffusion coefficient much greater than the other. Then, if diffusion is important during miscible liquid displacement and if diffusional transport is primarily transverse to the direction of flow, substances with high diffusion coefficients will have sharper concentration profiles than those with comparatively low molecular diffusion coefficients. In order to have material balance the profiles for the two tracers must intersect. For one-to-one viscosity ratios the intersection would occur at the 50 per cent concentration point. It is generally assumed that diffusion in the direction of flow is negligible. This assumption appears reasonable because flow velocities are ordinarily orders of magnitude greater than diffusional velocities. If this is not a valid assumption, however, the shapes of the fronts will be further degraded by longitudinal diffusion. The effects of rate and molecular diffusion coefficients are the opposite for longitudinal diffusion to those for lateral diffusion. Higher rates or lower diffusion coefficients would tend to give sharper fronts. The double tracer method offers several unique advantages in evaluating effect of molecular diffusion. First, the method gives a direct measure of the effect of diffusion on mixing zone size. Second, the effect of a difference in diffusion coefficients is determined from a single experiment. Comparison of several experiments at different rates is not required. Third, the method is applicable for any viscosity ratio. Fourth, the method is unaffected by density differences between the two fluids which might result in rate dependent gravity effects. EXPERIMENTAL PROCEDURE Suitable tracers are substances whose diffusion coefficients differ as widely as possible, but whose adsorptions on rock surfaces is negligible. The two tracers selected were methanol and sucrose in water solutions. The approximate diffusion coefficients for methanol and sucrose, as given in the International Critical Tables, are 1.3 X 10-5 and 0.3 X 10-5 m2/sec, respectively. SINCE boyhood I have had a keen interest in mining engineering. To see the prospector with his pack outfit and his pan, followed by the assayer and the trained engineer, has always had -something of the lure of romance for me. It is appropriate that the American Institute of Mining and Metallurgical Engineers should hold a general meeting in California, since this State has long been a home of mining engineering. Here, after the early open methods of mining, it has been necessary for the universities to train men in geology and mining, so that the earth could be penetrated and the rich ledges opened. In the eighty years in which the mines of California have been offering experience to the miners of the world, we have seen mining engineering evolve from a comparatively simple art, covered largely by rule of thumb, into a complex group of specialties, each utilizing the very latest discoveries in the various fields of physical sciences. Mining, too, has become a great business requiring large financial support and the most careful handling. Those mining engineers who have applied new processes in special fields have thus been able to give a wide-flung range to their activities in all parts of the world. The hand of nature in distributing minerals over the surface of the earth has compelled the mining engineer to become a modern pioneer, facing the heat of the tropics as well as the frozen regions of the north. There has been a marked cosmopolitan aspect to mining engineering, since the engineer had to go wherever the prospector discovered favorable leads. This has meant dealing with the harshest of conditions, the handling of labor of all sorts, the control of sanitary conditions, and relations to all forms of transportation. Naturally this has called on some of the very best minds in all countries to unlock the stores of hidden wealth. To make them available for civilization has been the job of the mining engineer.

Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style1-" that curiously personal thingy-in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period-Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

The many factors that control bumping must be carefully studied for each coal seam where bumps occur, and specifications known to exclude bumping should be incorporated in the mining plans. This calls for complete knowledge of the seam's characteristics and its adjacent strata, and in many instances these characteristics are not revealed until the seam is actually mined. Pressure and shock bumps, the two general types, occur jointly and separately. In this discussion no differentiation will be made. Whether pressure or shock, they are treated as bumps, and both must be eliminated. Bumps in mines have occurred in several places throughout the coal fields of the world. A study of many of these occurrences indicates that geologic characteristics, development planning, and mining procedure have contributed. But more specifically, there are conditions usually associated with bumps: thickness of cover, strong strata directly on or above the seam, a tough floor or bottom not subject to heaving, mountainous terrain, stressed and steeply pitching beds, and the proximity of faults and other geologic structures. Mine planning should incorporate these known factors (not necessarily in order of importance): 1) Main panel entries should be limited to those absolutely necessary to ventilate and serve the mine. This reduces the span over which stresses may be set up that will later throw excessive pressures on barrier and chain pillars when they are being removed. 2) Barrier pillars should be as wide as practicable so that they will be strong enough to carry the loads thrown on them when final mining is being carried out. 3) Pillars should never be fully recovered on both sides of a main entry development if the barrier and chain pillars are to be removed later. The excessive pressures placed on the main chain and pillar barriers by arching of the gob areas can result in bumping when these barriers are being removed. 4) Full seam extraction is better accomplished by driving to the mine boundary and then retreat-drawing all pillars. If there are natural boundaries in the mine—such as faults, want areas, and valleys —retreat should be started there. 5) Pillars should be uniform in size and shape. The entire development of the mine should call for uniform blocks with entries driven parallel and perpendicular. Only angle break-throughs should be driven when necessary for haulage, etc. 6) For better distribution of rock stresses and reduction of carrying loads per unit area, both chain and barrier pillars should be developed with the maximum dimensions. 7) Pillars should be open-ended when recovered. If they are oblong, the short side should be mined first. Both sides of a block should not be mined simultaneously, but under no circumstance should the lifts be cut together. 8) Pillar sprags should not be left in mining. If they are not recoverable, they should be rendered incapable of carrying loads. 9) Pillar lines should be as short as practicable. (Three or four blocks are adequate). Experience has shown that rooms should be driven up and retreated immediately. The longer a room stands, the more unfavorable the mining conditions. This contributes to bumping. 10) Pillars should not be split in abutment zones (high stress areas lying close to mined out areas) and if slabbing is necessary, it should be open-ended. 11) Pillars should be recovered in a straight line. Irregular pillar lines will allow excessive pressures thrown on the jutting points. Experience has shown that the lead end of the pillar line can be slightly in advance. 12) Pillar lines should be extracted as rapidly as possible. This appears to lessen pressures on the line and render abutment zones less hazardous. 13) Extraction planning should call for large, continuous robbed out areas. Robbing out an area too narrow to get a major fall of the strata above the seam tends to throw excessive pressures on a pillar line. 14) Timbering in pillar areas should be adequate but not excessive. Too heavy timbering or cribbing is likely to retard roof falls and throw excessive weight on the pillar line. 15) Experience has shown that when pillar lines have retreated 800 to 1000 ft from the solid, bumps can occur. Because this distance may vary in different seams, impact stresses should be studied for each individual condition. In any event, extra precautions should be taken against bumps in this area. This list of controlling factors may or may not be complete. It probably is not, but it covers most of the problem's significant aspects. The question is whether or not bumping can be eliminated. The answer is that bumping can be minimized and possibly eliminated if these and other established factors are thoughtfully considered and incorporated in the mining and extraction plans. If a mine has already been developed or the pattern set so that little change can be made, then it will be necessary to adjust to the most nearly practicable system that can incorporate the known factors.

Drilling for oil and gas in Missouri continued at a slightly lower rate than has been prevailing. A summary of operations for the past few years as compiled and published by the Missouri Geological Survey and Water Resources is as follows: Two oil pools are being developed in Cass County. Neither area has been drilled completely, and detailed descriptions will not be given at this time. In the Endicott pool in the southern part of T. 44 N., R. 33 W., oil is found in the Warrensburg sand, which is now considered to be the Big Lake sand of eastern Kansas. The top of the sand is about 125 ft. below the Herthalimestone. The best well is reported to have made 14 bbl. per day for the first four days. The oil is 30" to 32' BB. gravity. This is the only pool in the state, aside from the older areas on the east and west edges of Lees Summit, Jackson County, that is producing oil from the Warrensburg sand. Drilling continues in the Knoche pool in the central part of T. 46 N., R. 33 W., where the oil is found in the Squirrel sand. The oil produced by both these pools is sold by truck in Kansas City.

The production of petroleum in India (including Burma) increased from 334,811,624 gal.' ill 1936 to 350,322,222 gal. in 1937, the highest figure in the history of the industry. The increase in 1937 was clue to an increase of some 20 million gallons from Singu, 51/2 million gallons from Attack, 11/4 million gallons from Thayetmyo, and 1 mi1lien gallons from Digboi, accompanied by decrcases of 91/2 million gallons from Yenan-gyaung and 2 million gallons from Yenangyat,. The amount of gasoline produced from natural gas during the year was 10,616,313 gal. in Burma and 456,780 gal. in the Punjab. Yenangyaung Field.—The Yenangyaung field maintained its reputation of being one of the most wonderful oil fields in the world. The total production during 1937 was less than in the previous year but the resources of the field as a whole are sufficient to ensure an adequate supply of oil for many years. At the end of 1037 there were 2910 wells producing in the field. Besides a large number of ells drilled to shallow sands, this total includes 180 hand-dug wells, whose continued existenice is one of the interesting features of the field. During the year the deep drilling activities of 1936 in the southern part of the field died down, owing to the disappointing results obtained. On the eastern flank the limit of present economic extension of the oil sands was approximately demareated. Satisfactory results continue to be obtained from gas drives in the leased blocks; gas is also injected for repressuring and storage. Casing policies continue to be carefully designed to protect the oil sands against the danger of flooding by water and, in general, production methods throughout the field are characterized by a realization of the importance of the conservation of oil and gas and the prevention of waste, whether simple or underground. The temperature coefficients of electrical resistance of 31 alloys in the nickel-rich corner of the Ni-Cr-Fe system were determined. The results indicate that a range of binary Ni-Cr alloys has lower temperature coefficients than a specific region of Ni-Cr-Fe alloys which has been reported and quoted by others as providing the lowest coefficients in the ternary system. DESIRABLE properties of resistivity and temperature coefficients of resistance have been the basis for the successful commercial application of various Ni-Cr and Ni-Cr-Fe alloys. In particular, low or negligible temperature coefficients of resistance are necessary for wire used in precision wire wound resistors and potentiometers involved in closely controlled electrical and electronic circuitry. Alloys most successfully applied to this purpose basically have not been ternary Ni-Cr-Fe alloys but rather heat-treated Ni-Cr alloys in the region of approximately 73 to 79 pct Ni and 20 pct Cr with significant additions of other elements such as aluminum, silicon, iron, copper, manganese, and cobalt. While the addition elements play a vital role in the nature and control of the temperature-resistance curve of any one of these alloys, the inherent relatively low temperature coefficient of the binary Ni-Cr base composition itself in the approximate region of 80 pct Ni and 20 pct Cr contributes fundamentally to the eventual negligible temperature coefficient obtained with the applied alloys. W. A. Dean 1 has reported mean temperature coefficients (20' to 100oC) of as-cast samples for the Ni-Cr-Fe system, the nickel corner of which is given in Fig. 1. Dean had to use as-cast samples because alloys from a considerable region of the system were unworkable. Dean refers to the work of Hunter and sebast2 who used annealed wire samples to show that, for chromium contents of 10 to 25 pct, the temperature coefficient increases as the iron content is increased at the expense of nickel. Although the data of Hunter and Sebast were limited in the nickel-rich areas to eight samples of 60 to 91 pct Ni with only four samples containing iron, the possibility that no Ni-Cr-Fe alloy has a lower temperature coefficient than certain binary Ni-Cr alloys should have been given serious consideration. However, Dean's work has been referred to by J. S. Marsh,3 who, quoting Dean, states that for the temperature coefficients "the smallest values-about 0.0001 per oC (100 ppm)—were found for alloys containing about 55 pct Ni and 20 pct Cr" (balance iron). A region such as that reported by Dean would be significant to those trying to develop alloys for the applications described. Therefore, a series of three-pound laboratory open-air induction melts of Ni-Cr and Ni-Cr-Fe alloys were melted, conventionally processed to 0.005 in. diam wire, and continuously strand annealed at 1900° F. The basic Ni-Cr compositions, with balances essentially iron other than usual minor impurities, and the corresponding temperature coefficients of resistance and resistivities are given in Table I. The resistivities are approximate and are not to be considered as a basis for relating them to their position of composition in the ternary system. The wire diameters were determined with a micrometer, and not by weight and density measurements which would be required for accurate resistivity values. However,

Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935. BOLIVIA still remains among the oil countries that have proved oil acreage but no production which is being marketed. No steps have been taken during the past year to provide facilities for transport of Bolivian oil to market nor are any known to be contemplated for 1930. The only active operator to date is the Standard Oil Co. of Bolivia, subsidiary of the Standard Oil Co. of New Jersey. The potential production from completed wells is practically unchanged from the 1928 figure of 6000 bbl. daily. As far as is known, there has been only one completion during the year 1929. This is the Machareti well, which is about 50 km. north of Villa Montes along the road to Charagua. The well is reported at about 250 bbl. daily initial production. The gravity of the oil is not known but is presumed to be about 40" Bé., the average for the region. The Standard Oil Co. of Bolivia has five strings working on various parts of its concession. No new locations have been made definitely. Company Activities There was no change in the situation of American holdings in Bolivia during 1929. The oil rights of an English company, acquired under a special colonization contract with the Bolivian Government, are being negotiated in New York and may mean the entrance of another of the large American oil companies in Bolivia. The Sucre Syndicate sold its holdings to the Standard Oil Co. of Bolivia during the past year. .A local company called the "Aguila Doble" was formed during 1929 to drill a well or wells near the town of Cochabamba on structures mapped by a local geologist. It is reported that the Government is buying about one-fourth of the capital stock of this company for 500,000 Bolivianos (about $180,000). The company has not yet raised sufficieht funds to buy drilling equipment so that no operations have been started. According to the statements published in La Pas, this company has acreage on seven anticlinal structures near Cochabamba.
