THE piping and segregation of ingots of steel is a comprehensive subject, and must be studied in reference to the different grades of soft, medium, and hard steel, rather than to discuss it in a general manner, as though applicable to all grades. Rail steel, however, will receive the most consideration in this paper, for the wheel-loads of the motive pourer and rolling stock have doubled from 1890 to 1910. Steel rails and tires which were efficient under the light loads, became less serviceable under the double wheel-loads, quadrupled tonnage, and higher speeds. Bessemer Steel. Bessemer steel of froth 0.10 to 0.15 per cent. of carbon, for splice-bars, spikes, and tie-plates, rises in setting, and is cast in bottle-mouthed molds, which must be capped to prevent an over-flow from the top. This grade of steel rises in the molds and makes a longer ingot than the volume of molten steel when first teemed. The ingots which are allowed to cool and then cut open, show, particularly in the upper part, large occluded blow-holes, and when they are Dot oxidized or do not contain foreign matter, weld more or less completely when the steel is rolled or forged above 1,100° C., and it :is in this way that the blow-holes are closed it the low-carbon steels.

During 1931 Peru maintained its position as the ninth oil-producing country of the world, with an output somewhat greater than that of Trinidad and Argentina, and considerably less than for Colombia and Mexico. Outside of the three old producing fields, there was little or no activity of importance; no new areas were brought in and no extensive wildcat drilling was done. On the other hand, the old fields continued to produce at a rate only slightly below normal and such restriction as existed may be attributed to market and not to field conditions. Political disturbances during the spring led to several strikes in the field, causing temporary suspension of activities there. However, such troubles were of short duration and no permanent loss of production was sustained. The production in barrels during the past three years for the three coastal fields of Peru has been as follows: The oil industry in Peru is relatively old; 29 wells were drilled in the Negritos area between 1888 and 1898. Prior to 1900 the production was relatively insignificant but from 1900 until 1929, it has slowly but steadily increased to a maximum annual production of over 13,000,000 bbl. The potential production of the fields since 1939 has exceeded the production of those years; the actual production has been controlled by market conditions. The production of the property of the International Petroleum CO. since 1900 has been just over 100,000,000 bbl. The production from the Peruvian fields will doubtless remain for some years at approximately the same level as during the past few years.

The mines of The Tennessee Copper Co. are in the Ducktown Basin, in southeastern Tennessee. The ore is a heavy sulphide consisting principally of chalcopyrite, pyrite and pyrrhotite and in places running as high as 95 per cent sulphur and iron. Operating mines are the Burra Burra and Eureka. Development ' of the Boyd ore body was started in 1940. Late in 1939 the decision was made to change from fuse and cap to all electric blasting and at the same time electric cap lamps were installed to replace carbide. These changes were made to improve the safety and working conditions in the mines. Both the Bureau of Mines and explosives manufacturers recommended electric blasting as a safety measure. Until that rime, electric blasting had been used only for shaft sinking and in places where it was absolutely essential for safety. Very few men had had experience in this type of blasting, as the places where it was required were those that also required direct supervision. It was necessary for the mining staff to work out methods, procedure, and equipment to be used. In this they were ably assisted by representatives of the explosives manufacturers. Many mistakes were made and it is the purpose of this paper to describe the original plan and installation, show the major difficulties encountered. the remedies applied, and present the practices now being followed. Comparison of costs of the two methods will also be discussed. About six months were required to make the change and eliminate fuse and cap blasting entirely. The first electric blasting stations were installed in November 1939 and the last fuse was taken underground in May 1940. A very unusual condition forced the use of fuse for a short time in one heading after May, but that will be discussed later. Original Equipment and Installation A power line is generally recommended as a source of current where permanent blasting stations are used. The plan worked out for electric blasting was to tap 220-volt alternating-current lines when they were available and use 250-volt direct current from the trolley wire at all other places. A blasting machine would be available at each shaft for places where there were no regular blasting stations and could be used if a regular station should fail. The equipment decided on was No. 16 duplex reinforced lamp cord for lines to within about 50 ft. of the working place and No. 20 lead wire from that point to the shots. An open double-pole, double-throw switch with slate base was put in the circuit, so connected that the down position would close the line to the shots 2nd the up position would connect it to the Iine from the power contactor. This switch was located in the circuit as close to the blast as was safe (should the shots explode when it was placed in the shooting

In this paper the authors aim to chronicle the experience and salient points brought out in changing flotation reagents at a concentrator which had probably been using a minimum amount of oil at a minimum cost per ton, to a more complicated system requiring a partial chemical control. The original oils were coal tar and pine oil. The new reagents are lime, xanthate and pine oil. It was found that there were no insurmountable difficulties and eventually the cost of the new reagents per ton of ore proved to be very little more than that of the old. Lime Plant When the question of handling lime came up there were two propositions open: (1) to handle the lime dry; (2) to handle it wet in the form of an emulsion. Granting that a dry lime feeder would function properly, delivering lime uniformly, the chief objection was the dust that would be raised when these feeders were being charged or operated, as the only possible location was on a gallery beneath which men were working. With this objection the handling of lime as an emulsion seemed to be the better scheme. The lime plant which was first installed was for experimental work on one section. This was gradually changed and developed until it was of sufficient size to accommodate 20 sections. The various changes will not be discussed and the following description deals only with the fully developed plant. Crude as it is, and perhaps somewhat expensive to operate, the lime-handling plant has been quite successful. Much has been learned which will pave the way for a better installation in the future. Burnt lime is received loose in standard gage box cars. This is the product of the kilns and has had no screening or sorting. A grab sample is taken from each car as it is unloaded. Estimates indicate a life of known Lake Superior iron ore reserves of 20 to 30 years. Although some believe the future ore supply will come from foreign sources and will be brought to interior points via the projected Great Lakes-St. Lawrence waterway, and others fear a displacement of the interior steel-producing districts to the Atlantic seaboard, the author has faith that American engineering skill will make possible the use of lean ores from the Lake Superior district. Three general types of Lake Superior ores and ore formations, that represent possible reserves and require beneficiation, are: (1) the wash ores of the western Mesabi range, (2) the partly leached hematitic formations, and (3) the oxidized but largely unleached iron formations. The total tonnage represented by (1) and (2) is not large, but the recovery of iron from present washery tailings would bring on the market the equivalent of nearly one million tons of wash ore, annually. Group 3 comprises the magnetic iron formation of the eastern Mesabi range, the hematitic formations including the taconites of the Mesabi range, and the iron formations of all the other ranges. These formations represent our future supply of iron ore. Their treatment requires intensive research because the bulk of the iron oxide and silica minerals exist in a finely disseminated condition. The possibilities of the adaptation of tables, oil flotation, and other processes warrant extensive study. Cheaper method of agglomeration of the concentrate is essential. Recent developments in better preparation and sizing of blast-furnace charges indicate that substitution of agglomerated ore for fines will increase furnace efficiency and output. If agglomerated beneficiated ore can be shown to rate a per-unit premium for iron contents over the base rate or a premium for structure, the payment of these would greatly assist in enlarging our iron ore supply. Since present methods of taxation of ore reserves, which encourage the rapid depletion of rich ores, will result in using up our rich ores and later on putting domestic producers at a disadvantage in competing with' foreign producers, it would seem highly provident to conserve our rich ores and to increase the use of beneficiated ores as soon as possible.

During the past ten or twelve years, the average reader of newspaper and magazine articles has been led to believe that enormous deposits of high-grade coal exist in the northland and that these can be mined for practically nothing. But much of the reputed glitter and attractiveness of Alaskan coals disappears when viewed at close range. Many areas of coal-bearing rocks are widely distributed geographically from Cape Lisburne, on Bering Sea, to Admiralty Island, south of Juneau. Bituminous coal is found at Cape Lisburne, on the Bering Sea, at Five Finger Rapids on the upper Yukon, and at Herendeen Bay and Chignik Bay; lignite is found on the Kobuck River, along the Yukon River from points near the mouth to Tonakat, near Rampart, at Dawson, on the east shore of Cook Inlet, and in the Tanana Valley, 50 mi. south of Nenana. The Susitna and Matanuska Valleys contain coal ranging from lignite to anthracite, and in the Bering Lake district, there are coals ranging from semi-bituminous to anthracite. No effort will be made to describe all of these fields, but the writer will confine himself to the four principal fields, namely, the Nenana field! in the interior of Alaska, tributary to the Fairbanks district; the Matanuska field, in the Matanuska Valley; the Kachemak Bay field on the east shore of Cook Inlet; and the Bering River field, east of the mouth of Copper River. Nenana Coal Field The Nenana field occupies an area east of the Nenana River 70 mi. (112 km.) southwest of Fairbanks and approximately 50 mi, from the town of Nenana, which is located at the junction of the Alaskan Railway and the Tanana River. It is on the northern flank of the Alaskan Range and occurs within the foothills of that district. The elevations range from 1000 to 4000 ft. (304 to 1219 m.). Future developments may prove the field to extend from a considerable distance west of the Nenana River to the headwaters of the Tanana River. The coal measures are of Tertiary age and are probably Eocene. They are not badly deformed by folding, but portions of the field show

HUNTOON Since the annual meeting in February, the New York Section of the Institute has held three meetings. The meeting-on March 10 was held in conjunction with the American Society of Mechanical-Engineers and the American Electrochemical Society, at the Engineering Societies Building. The papers of the evening were devoted to records of progress in the Processes for the Photographic Reproduction of Natural Colors. The speakers of the evening were F. E. Ives, one of the earlier workers in color photography, Westley Allison, C. W. Robinson, George F. Clyfton, John B. Taylor, and Henry Hess. The April meeting was held on April 22 at the Institute headquarters, and the topic for discussion was Sanitation in Mining and Metallurgical Work. The principal paper was by J. W.. Luther, chief surgeon of the New Jersey Zinc Co. This was followed by a similar paper by Charles L. Close, secretary of the Welfare and Sanitation Committee of the United States Steel Corporation, and by an account of the sanitation work done in Cuba by the Spanish-American Iron Co., which was read by the Chairman, in the absence of Charles F. Rand. Following these papers general discussion was indulged in.

Bolivia does not yet have any production which is being marketed. It does have a potential production, however, from wells which have been completed by the Standard Oil Co. of Bolivia, a subsidiary of the Standard Oil Co. of New Jersey. No other company is active in drilling and development work to date. The total potential production from wells now completed is about 6000 bbl, daily. Wells Completed Completions during 1928 and their initial daily productions. if any, were as follows: Camatindi No. 1, 350 to 1000 bbl.: Camiri No. 1, 500 bbl.; Sanandita No. 3, 100 bbl.; Tatarenda No. 1, dry hole, and Bermejo No. 2, deepened 50 ft. made 1000 barrels. The most striking development of the year was the Camiri No. 1 well which, after just entering the sand, made 500 bbl. per day of 52" B. oil. This well is the northernmost good producer which the Standard has brought in to date. Oil from this well is used without refining in the tractors and trucks of the company. A small topping plant has been installed from which high-grade gasoline is obtained for use in motor cars and some is being produced for the use of air plants stationed at Villa Montes. The results for Sanandita No. 13 were somewhat disappointing since Sanandita No. 2 was rated at about 3000 bbl. Tatarenda NO. 1, located on a large unbroken structure, was drilled to 4000 ft. and abandoned as a dry hole. Bermejo No. 2 was deepened 50 ft. to 2085 ft.. and on a 10-day test averaged 1000 bbl. per day. This well is on the border between Bolivia and the Argentine. Wells Drilling The wells drilling are Camiri No. 2, Sanandita No. 5, Machareti No. I and Bermejo No. 5. This is the smallest number of drilling wells which the Standard has had for several years but is principally due to

My. first paper, read at the Cobalt Meeting of the Institute,1 July, 1907, dealt with the behavior of a small Wilfley table when concentrating galena from quartz, the table being fed with natural products, with sized products; and with classified products. Since galena, having a specific gravity of 7.5, is among the heaviest minerals ordinarily concentrated by Wilfley table, it was desirable that a similar set of tests upon a mineral of, lighter weight should be made. Chalcopyrite, of a specific gravity of 4, would have been the best mineral for this purpose, on account of its great importance as an economic mineral, but in carrying out the test, however, I was obliged to content myself with a cupriferous pyrite, the specific gravity of which was 4.68 and the contents in copper 8.80 per cent. Through the kindness of Mr. H. 0. Cummins, this material was obtained from Shasta, Cal.,in very pure, clean, homogeneous condition. It was broken by rolls to 2 mm. in size, taking care to make a minimum of slimes. The quartz used to mix with it was pure, white, New England quartz, broken in the same way to the same size. In studying the accompanying tables, it should be borne in mind that the material concentrated was of low copper-content, and in many cases the quantity fed to the machine was 1 kg: or less.. As a consequence of the smallness of the 'quantity treated it was very difficult to adjust the table and get it in condition to do its best work before the feed became exhausted, and for this reason many results were obtained which appear irregular.

The external appearance of a crystal which has undergone plastic flow suggests that adjacent blocks of the crystal have glided bodily past one another along the slip planes. However, the great discrepancy between the shear stresses calculated to effect such a movement and those actually observed has for many years stimulated searches for more satisfactory interpretations of the slip process. Appreciable success in these efforts has been realized by assuming the presence in the crystal of various sorts of imperfections and by considering the consequences of the presence of these flaws when stress is externally applied. The theory that has received the most attention recently—that of dislocations—postulates the occurrence of small, mobile imperfections or dislocations which move through the crystal along the slip direction, each dislocation being attended by a local shear displacement of one interatomic distance. Thus only that portion of the crystal through which the dislocation has passed may be said to have slipped. Since each dislocation produces a displacement of only one interatomic distance, an avalanche or train of many dislocations would be necessary to account for the observed displacements of several hundred or thousand interatomic distances. The salient point of the theory of dislocations is the concept that a slip band does not suddenly appear in its entirety. On the contrary, it grows progressively across the slip plane as the individual dislocations successively appear and advance in a train through the crystal. However, the concept of growth is not intrinsic only to the theory of dislocations, since atomistic mechanisms other than that postulated by the dislocation theory can quite probably also describe the growth of a slip band. For instance, a slip band might resemble a disc-like interface that appeared and then grew continuously from a small size, producing a displacement that increased with the size of the disc. Whatever the precise mechanism, the concept of growth is in itself consistent both with the observed low values of critical shear stress and with the experimental observation that slip bands frequently do not traverse the entire crystal. The likelihood that slip bands grow implies that they must first be nucleated and that the initiation of slip can therefore be analyzed in terms of the general concepts of nucleation. Indeed, this suggestion was advanced1 several years ago, but the matter does not appear to have been further pursued. Recent advances in the theory of nucleation 2,3,4 have encouraged such a treatment of the slip process. As will presently be demonstrated, this approach to the problem not only accounts successfully for the incubation periods that have been observed 5,6 to precede slip but also predicts certain transient effects in the deformation process. Single stage autogenous grinding of run-of-mine ore was selected by Broken Hill South Ltd., parent Company of Cobar Mines Pty. Ltd. for the concentrator to treat 60,000 tons per four weekly period of copper and complex copper-lead-zinc sulphide ores from the C.S.A. Mine at Cobar, Australia. Ore is mined by mechanised horizontal cut-and-fill stoping and is prepared for grinding by crushing under- ground in a 60 in. x 48 in. jaw-crusher set at 5 in. closed side setting. The ore is reduced to 80% minus 76 microns in two parallel sections each of one 22 ft. dim. x 7 ft. long autogenous grinding mill, powered by a 1,250 H.P. motor, operating in closed circuit with a single stage 20 in. dim. cyclone. Broken Hill South's original concept of the concentrator required the maximum use of reliable instrumentation, centralised control, and the minimum of manning. To achieve this objective the control room, housing the process recorders, alarms, closed circuit television monitors and all the control equipment, overlooks the grinding and flotation sections, and the whole plant is serviced by a public address system. The grinding units and associated equipment are located in the open and are serviced with the aid of a mobile crane and a mobile hydraulically-operated liner lifting device.

There was more activity in crude production in northwestern Pennsylvania in 1935 than for several years before, resulting in an increased oil production and also in the number of wells completed. Crude -production approximated 16 million barrels for the state, an increase of about one million barrels over 1934. Demand, indicated by refiners' runs to stills, increased proportionally, leaving stocks of available crude at the end of the year at the lowest point since the middle of 1934, when they reached an all-time low. The price of crude varied during the year from a low of $2.02 to a high of $2.27 at the end of the year for Middle district oil. The price of Bradford and southwest Pcnnsylvania oil changed accordingly. The average for the year would be a lower price than in 1934. A summary of the production data for the year 1935 is given in Table 1. In making up this table, 1935 figures were simply added to the table published by S. H. Cathcart last year1. A list of important wildcats is given in Table 2. Bradford Field Approximately 10,000 acres of the proven producing area of the Bradford field is in Cattaraugus County, New York, and it is possible, by differences, to distinguish the Pennsylvania production from the New York portion. The listed production for the Bradford field includes only that portion of the field situated in Pennsylvania, but also includes production from a small pool, locally known as the Mt. Jewett-Kanesholm pool, where the Bradford sand is being developed and flooded in precisply the same manner as that of the Bradford field itself. The Mt. Jewett-Kanesholm pool is not, strictly speaking, an extension of the Bradford field, but inasmuch as it is so closely allied with the Bradford field-—that is, the sand is the same and the production methods are the same—the production and drilling figures include this area.

THE old Cerro de Pasco smelter at La Fundicion, near Tinahuarea, 9 miles. from the Cerro de Pasco. mines and at an elevation of 14,300 ft., has now been replaced by a thoroughly modern smelting plant at Oroya, the junction point of the company's private railroad with the Central Railway, of Peru. This site has the advantages of being closer to the Morochoca mines, as well as nearer to the port of Callao, and at the same time is 2000 ft. lower in elevation, which benefits not only the cost of transportation but also the tech-nical operation of blast furnaces , and converters. The Oroya smelter was designed with the idea of .smelting about 2500 tons of. ore per day, but having in mind the possibility of increasing its capacity, all departments of the plant can be extended within reasonable -limits; for instance, if it is found that reverber-atory smelting is cheapest, taking into consideration the cost of fine crushing and fuel, it is possible to extend the roaster and reverberatory plants accordingly. The ore handling system is modern, consisting of belt conveyors, reclaiming machines, and electrically driven calcine cars, all requiring the minimum of labor. Waste heat from the reverberatory furnaces is utilized in boilers for the production of power to operate the plant, and the power house is equipped with condensing units to obtain the highest economy. Shop installations for the making of all repairs required for the smelter are unusually complete, includ-ing iron foundry, steel foundry, forging and machine shops, carpenter and pattern shops, and an electrical shop. There is also a plant for the production of all clay and silica refractory brick used in the furnaces; this is situated on the smelter site and is conveniently arranged for receiving raw materials and delivering finished brick to the several departments of the smelter. The laboratory is in a wing. of the general office, which is a two-story brick structure, situated on the smel-ter site.

THE following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running¬the power having been cut off shortly after the outbreak' of the fire-the aim' shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to he drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede, below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but-in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned hack and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the relatively short pall of smoke to the main shaft were saved.

It is, perhaps, more important to put on record the particulars of experiments that are derided failures than those that are successful, as those of the latter class are certain to live, while the former may be lost sight of in a short time, and repeated by others. TO this end, I propose to give the particulars of a straight or no-bosh furnace just tried at the Chester (New Jersey) works, which was such a decided failure as to leave no doubt of the plan being wrong, and determining the necessity of a bosh of some kind, as of old. Some experiences during the past year led me to suppose that the bosh or belly of a furnace was unnecessary, and that the contraction of the walls toward the bottom for the stock to wedge in, in its descent, facilitated dirty walls and scaffolding; hence, irregularity and high fuel. I concluded, however, that a very shallow bosh for a skew-back support to the stock would be necessary, and that the proper place for this was in the tuyere-section, beginning just below the tuyeres and ending just above them, where there is nothing in the solid state but fuel, which is consuming, and no slipping or travel of stock takes place. The cubical capacity of a furnace of this design would necessarily be much less than in the old style, unless it was made very much higher. But I assumed that the loss of room for reduction could be overcome by making the size of the ore and stone charged much smaller, so that the gases would act more quickly. The next point was, what should be the size of the shaft, crucible, tuyere-circle, and tunnel-head for a given quantity of air? My first design was 12 feet diameter of shaft for 7000 feet of air, with a 9-foot crucible and 8-foot toyere-circle. This I soon reduced to 8-foot shaft diameter, which I concluded was large enongh for economical work, if regular travel of the stock on the walls could be maintained. I consulted with a number of experienced furnacemen and furnace-engineers, and the plan was well thought of by many of them; and, as I had also some offers of financial aid from them toward the risk of trying the experiment, my firm concluded

Until recent years, maintenance of surface coal handling facilities was a relatively simple task. Equipment consisted principally of conveyors, screens and crushers of comparatively simple construction. Electrical equipment consisted of motors and starters, with little, if any, interlocking. In most cases failure of any component affected only the grades of coal loaded so that even a prolonged breakdown did not affect mine operation materially. However, with the introduction of modern cleaning plants, the picture has changed. The equipment is much more complex and therefore more difficult to maintain. In many cases failure of any component of the plant prevents loading of coal. Even if provision is made to bypass, the quality of coal loaded is lowered, affecting markets. In the case of plants designed to permit full seam mining, marketable coal cannot be loaded without operation of the cleaning plant. Under these conditions it is apparent that considerable thought and effort toward better maintenance are justified. In order to assure continuous, efficient and economical operation, maintenance should receive consideration, not only after the plant is in operation, but while it is being designed. It is hardly necessary to say that the designer should strive for sturdi-ness and wearing qualities. It is sometimes not realized, however, that even the best parts will sooner or later require replacement or repair. The designer should, there- fore, give consideration to accessibility. Anyone who has had to do with cleaning plant maintenance is familiar with installations where several hours are required to get at a part that can be repaired or replaced in a few minutes, once it is accessible. As in most cases, experience is the best guide. The men who operate and maintain this equipment know the problems encountered. Whenever available, the opinions of these men should be sought and heeded. As an example, we might consider the refuse elevator on a Chance Cone. Our company is now operating three of these cones, the first of which was installed in 1941, and the latest in 1946. Exact records are not available, but well over 50 pct of delays charged to the Chance Cones have been caused by the refuse elevator. This elevator receives refuse from the cone and carries it to a point above the water level of the cone, discharging onto a dewatering and desanding screen. Since the elevator operates under water and necessarily has close clearances in the lower boot, it tends to jam on large pieces of refuse or tramp iron. The chain, buckets and boot are also subjected to the action of water, sand and refuse, which accelerate normal wear. In case of jamming or chain-breakage it is necessary to drain the elevator and the cone so that even a minor fault in the elevator causes a considerable loss of time for the cone. In our new plant, which will contain two Chance Cones, the refuse elevator has been eliminated. This was accomplished by raising the cone so that the refuse gates could discharge directly onto the dewater-

The objective of this paper is to identify the components of income above that necessary to keep a mine in production and relate those components to the profits of a mining firm. This is a discussion of "Economic Rent". Economic rent is the payment to the factors of production -- capital, labour, entreprenuer and the owner of the mineral deposit -- above the minimum necessary to keep all of these factors cooperating in the production of minerals from a particular deposit. THE SOURCE OF ECONOMIC RENT IN THE MINING INDUSTRY In the mining business each mine has a unique cost of production unrelated to any other mine. The cost of production is developed from many factors such as the technical characteristics of the deposit: depth of deposit, depth of overburden, areal extent, and type of deposit. Furthermore, there are locational factors which also alter cost of production. For example, identical mineral deposits located in Zambia or in the southwest U.S.A. would have different capital and operating costs. These differences occur because of different qualities of labour, ease of acquisition of operating supplies or investment capital and other similar factors. To explain the source of rent, we shall use ideas developed by Alfred Marshall and Kenneth Boulding. Suppose a meteorite with special qualities exploded over earth and sent showers of small meteorites to the ground in various places. At some point in time, people learned of the special qualities of these meteorites and a demand arose and one mine was started. Suppose further that the cost of production to produce these meteorites was different for each deposit. Probably the lowest unit cost mine would commence production because if a higher unit cost mine started-up, eventually someone would discover a deposit that had a lower unit cost of production. The lower unit cost mine would take over the market and the high unit cost mine would cease production. The cost curve for the first mine would look like the following Figure 1. [ ] The output for the first mine is on the horizontal axis with the cost per ton on the vertical axis. The curve labelled AC I is the average total cost of production over the range of possible production that could occur at the property. The total costs are composed of variable costs, which are dependent on output and fixed costs, which are dependent on time. For example, the cost of operating supplies would be a variable cost and normal profit would be a fixed cost.1 The opportunity cost of the investment would also be part of the fixed costs. In our example, all factors of production, are receiving the minimum necessary payment that will keep the mine operating. The average total cost curve is U-shaped because at zero output, the meteorite mine has no variable costs, only fixed costs which, on a unit basis, obviously are very high. R. E. Powers (Mellon Institute of Industrial Research, University of Pittsburgh, Pittsburgh)—Several of the processing methods at the Josephtown smelter might well be considered by plants producing iron blast furnace sinter. In making blast furnace sinter the objectives are much the same as at Josephtown: To produce a strong yet porous agglomerate which has a size consist in a preferred range. The emphasis however is on production rate rather than on the size or other quality characteristics of the sinter. Therefore the technique is entirely different. Blast furnace sinter plants attempt to make their product in one pass with a minimum recirculating load and without sizing treatment after the sinter leaves the machines. Many plants are beginning to feel that more attention paid to quality characteristics would make the product a more desirable blast furnace material. The pelletizing of very fine material before placing it on the bed is not deliberately done at iron sinter plants, although the installed equipment sometimes gives a simila; action. Such pelletizing seems to be a promising way of accommodating the down-draft sintering Drocess to very fine materials. he recirculating load at Josephtown is extremely high. Two plants' producing blast furnace sinter from raw material of comparable size have a recirculating load of about 100 pct of production. At Josephtown it is notable that the size and the rate of feeding of return fines are under control. This is not the case in most blast furnace sinter plants. The sinter slicer appears to be a worthwhile aid in effecting such control. It is similar in action to rakes and plows used at a number of plants, but it has the advantage that the sinter dislodged is positively removed and not left to the inefficient action of a stationary grizzly screen. Blast furnace size specifications for sinter are not at present so rigid as the Josephtown specifications. If the sizing of blast furnace sinter does become important, then the Josephtown crushing practice, in which a large recirculating load is maintained on the crusher in order that minimum fines be produced, may be of interest. H. K. Najarian (authors' reply)—We note that Mr. Powers appreciates some points that we tried to emphasize in our paper as being of importance in making zinc sinter of good quality and which may well be applied to iron blast furnace sinter. Fig. 2 shows the pelletized nature of the feed going on to a Dwight-Lloyd type sintering machine in our plant. Practically, the entire feed consists of more or less rounded particles which permit more uniform air passage through the charge, while the larger particles in the charge roll on to the surface of the grate, which helps to keep the grate openings from being clogged by excessive fines. An agglomerated charge of this character may preferably be made by rolling action while being mixed in a rotating drum and wetted by water sprays to bind the fine particles together and give the charge the desired moisture content. From our observations of several iron ore and blast furnace flue dust sintering operations, we believe that if the fines from the sinter discharged from the machines were to be recirculated and agqlomerated with the new feed, not only sinter of better quality but larger capacity from the machines may be realized.
