IN his recent paper, "The Controversial Art of Flotation," (Mining Technology, March, 1944) E. H. Rose states that "flotation is a science in so many variables that only art can blend them." This statement is apt. It contains meat. In other words, a valid scientific reason is behind every flotative effect. Some of these reasons we understand, but much the greater number of them still escape us. This does not prevent us from "going places," as familiarity and experience with the problems result in an increasingly intelligent and artful handling of these effects. Hypotheses are built up by the individuals concerned to explain certain happenings. Many of these hypotheses have to be abandoned when placed under the glaring scrutiny of actual trial. A few survive the severest of tests, come through unscathed, and are elevated to the rank of theories, something susceptible of certain chemical and physical explanation, under the conditions of the particular plant concerned. If these theories continue to hold water under all the variations existing in most milling plants, they gradually become accepted as facts in the minds of the plant operators. But-and here is a big BUT-these so-called facts may fall down completely in another plant working under an entirely different set of conditions. In other words, each plant tends gradually to build up its own facts, which may or may not be facts at another operation.

It is only in recent years that substantial progress has been made in developing a physico-chemical picture of the solid state. The molecular concept, so useful in dealing with gases, was naturally carried over to the field of crystalline solids; it has resulted in the firm implanting of erroneous concepts that only now are being eradicated successfully. Two simply written and effective books on the subject are Crystal Chemistry by Stillwell' and An Introduction to Crystal Chemistry by Evans. A more complete treatment of the subject is available in a book by Wells. The monograph by Hucke14 also touches on a subject most easily perceived by reference to the brief introduction by Bragg; that master of the field. These texts make it clear that while some solids are built of molecules, many are built of ions, others of atoms connected in the form of giant molecules, and still others of cations and electrons. The various lattices in which these entities are systematically arranged, the joint use of several of these entities, and the transitional character of some of the bonds make for the great variety of crystalline solids. The purpose of this paper is to point out a most important corollary of present views on the structure of solids. In this connection the classification of solids in Table I is helpful.

The first diesel-powered Scooptram has now been in service for 21/2 yr at the I-C mine of Martin County Coal Corp. It has become the workhorse of the operation, being used around the clock many days. The fleet of nine 20-ton capacity Teletrams used behind three Jeffrey Heliminers now have more than 1 1/2-yr experience in the Coalburg mine. They have been exposed to some difficult conditions which, include steep grades, water, mud, and rutted roadways. These units have proven to he both rugged and powerful. The safety components and shutdown systems make these haulage units very safe for underground coal mines. A clean-burning engine, a satisfactory exhaust conditioning system, and good ventilation are the keys to maintaining a safe and healthful atmosphere for the underground operators and other employees.

New York was bathed in pale winter sunshine and, surprisingly, coatless weather. The time was the AIME Centennial and 100th Annual Meeting. From advance peeks into the fabulous schedule of events we were well aware that the Centennial Committee, New York Host Section and AIME staff' had pulled out all the stops, laying on the best of everything, but the weather gimmick was the frosting on the cake. The Formal Greetings Session on the first morning, Joe Alford confided, was the greatest AIME experience of his life. Without doubt the honor bestowed on AIME by the greetings and felicitations of the presidents of the world's leading professional engineering societies was the greatest moment in AIME history-save one. That one exception was in 1928, when 1920 AIME President Herbert C. Hoover was elected President of the United States.

THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. IN recent interesting papers,1,2 Bardos et al. have described ternary Laves phases of the type A2(BsSi) and A4(B5Si3) where A = titanium vanadium, niobium, and so forth, and B = manganese, iron, cobalt, or nickel; other more complex formulae have also been established. In these phases, silicon plays the part of the smaller B atom of a Laves phase AB2, and the interatomic distances show that the effec- tive silicon radii lie between 1.16 and 1.21Å, and are thus very much smaller than the metallic radius of silicon for CN = 12. It does not seem to have been pointed out that these small atomic radii are almost the sape as the normal covalent radius of silicon (1.174Å). If, therefore, silicon acts as an acceptor of electrons as suggested by Bardos et al.,1 it appears to do so, not by the building up of a negatively charged silicon ion which would be large, but by the formation of what are very nearly or may be actually normal covalent bonds. Since a covalent bond contains two electrons, its formation would reduce the number of electrons available for bonding in other parts of the structure, and in this way the effect of silicon in stabilizing the o phase at high electron concentrations might be understood.

On the bulk basis New York's contribution to the production of oil is small, representing, as it does, a bare half of one per cent of the annual total for the United States. Yet it has more importance than is implied by such a statement. Petroleum includes a variety of organic compounds, some more and some less valuable. It would be a fairer estimate of the situation to say that New York in recent years has produced around 10 to 12 per cent on the average of all Pennsylvania grade oil, the supply of which is strictly limited and the demand steady even in times of overproduction of other grades. One may not infer from this that New York and other Appalachian states enjoy an independent position in the market with a price structure uninfluenced by that of the Mid-Continent, Gulf or California fields. On the other hand, the recent market demoralization in the South and West brought about by uncontrolled production caused prices to drop to a point where the life of the local industry was seriously threatened. The current cost of producing oil in New York under the methods of water-flooding, by which most of the output is now obtained, has been estimated by competent authority at not less than $2.50 a barrel. THIS announcement of the topics relating to production control, which the Committee hopes to have discussed at the February meeting, supplements the preliminary announcement published in the November number of MINING AND METALLURGY. In the previous article, the writer indicated the kaleide-scopic nature of the questions involved in obtaining better coordination in industry, and that, as a matter of practical expediency, the discussion in February would be limited to the more obvious difficulties in industry which need attention and to those questions which the Committee thinks would be of greatest interest to members of the Institute. But while practical considerations necessitate limiting the program, free discussion of all phases of the subject is urged by 'the Committee. In a preliminary consideration of the production control problem, there loom up two questions which have to be faced: (1) First, there is the question of the extra industrial capacity necessary to meet demand during the ordinary fluctuations of business, commonly characterized as `the "business cycle." Anyone who tries to formulate a program pertaining to productive capacity must decide whether he wishes to discuss the control of business cycles. While this question may eventually lend itself to treatment, the Committee does not feel that it can be considered at present with much profit. (2) The second question arises from the existence of over-stimulated capacity above and beyond peak demands in boom times. Discussion of this topic, it is felt, would be most fruitful. This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. In discussing the possible contribution of plastic deformation to neck growth during sintering, Wilson and Shewmon State that Lenel, Ansell, Salkind, and Early34, 35 concluded that dislocation flow is the rate-controlling process in sintering under zero external load. The experiments cited34, 35 were done with applied external loads, and the conclusions were that the same kinetics could be controlling sintering due to the force of gravity with no additional applied load. The effect of gravity on sintering behavior was previously cited.34, 31 In addition, Wilson and Shewmon argue that the conclusions of Refs. 34 and 35 are doubtful because the strain rate is proportional to stress for plastic flow. This assumption is true only for certain kinds of plastic flow such as Nabarro-Herring Microcree38 As Early, Lenel, and Ansell point out3' plastic flow, based upon dislocation movement, can exhibit strain rates which exhibit a power law relationship to the applied stress.39, 40 Wilson and Shewmon also doubt the results of Refs. 34 and 35 because the stresses in the necks are too small for x/a > 0.1. This is true, and the experiments described in Refs. 34 and 35 were done for small values of %/a. The conclusion was that plastic flow by dislocation movement was important during the early stages of sintering when x/a is small.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

While Gunier-Preston zones are growing in Al-4.2 pct Cu at room temperature, Young's modulus, measured dynamically, increases about 0.4 pct. From the change in modulus with time the exponent of time in the rate equation for growth of the zones was deduced to be %. From a comparison of the rates of increase of modulus at 1, 28, and 42°C an activation energy of 12 to 14 Kcal per mole is computed. These findings support the idea that copper atoms are supplied along dislocation channels to growing zones. In alloys the elastic constants will be functions of the distributions of the atoms. If the degree of ordering or clustering is changed, one expects a corresponding change in the elastic constants. WHEN man became dissatisfied with the mere utilization of physical force and began to use weapons, he made a definite stride forward. At first he used sticks, animal bones and stones, often rudely shaped to some particularly lethal form. These devices, while crude, were moderately effective. How- ever, some of the brighter men of the tribe found that certain particularly heavy "stones" were somewhat ductile and could be hammered into more effective weapons than those previously known. Later, probably through the misuse of one of these weapons to stir the campfire, it was found that heating softened and perhaps actually melted the material. The process of annealing had been discovered! Smelting the more easily reducible metals was in all probability one of those fortuitous accidents which was followed up by thoughtful researchers who ultimately developed the technique of mixing various ores to produce bronze and even some of the nickel content alloys. The resulting products were at first lumps of more or less ductile material which could be hammered to shape, and were thus incidentally hardened by this process. The hardening of metals by alloying and cold working remained for many centuries the only known methods for improving their properties.

In a recent article Heckler, Elias, and woods1 have described an automatic computer technique for plotting of pole figures. To anyone who has constructed pole figures manually from raw X-ray data, the development of computer plotting techniques has been a very welcome development. The purpose of the present note is to describe an alternative computer plotting method which, if somewhat less precise than the method described by Heckler et al., has the advantages of being faster and of not requiring the availability of a plotter. The plot is made directly by the printer of the terminal system and, by its nature, has a good deal of visual impact. Each character of output symbolizes a level of intensity. For example the numerals 1 to 9 might represent intensities referred to some reference obtained from a randomly oriented sample. Should more levels be required (this is seldom necessary) alphabetic or other characters may be used in addition. When these are arranged in the proper fashion, the result is a pole figure such as is shown in Fig. 1. It is the purpose of the computer program to transform the data and carry out the arrangement in a suitable manner. The computation is carried out on a line by line basis in order to reduce the amount of storage required and thus keep the program "small". It is, thereby, well within the limitations of the time-sharing systems which are becoming increasingly available. The inaccuracies introduced are slight and the plot can easily be made as precise as the technique used to collect the data. Comparison of pole figures produced by this method with those constructed manually shows a high degree of equivalence. To the present, the technique has been applied to reflected X-ray data only. X-ray data are collected in a manner identical to that described by Heckler et al. That is, as the goniometer rotates the specimen, a series of counts, accumulated over a preset time, is recorded. The method by which the proper symbol, representing an intensity level, is assigned to each print position is up to the ingenuity of the programmer. Perhaps the simplest method is to section the stereograph in the fashion of a polar net, and to assign all print positions lying within each segment a symbol representing the level of intensity recorded at the data point nearest to the center of the segment, see Fig. 2. The number and arrangement of the segments are selected to conform more or less with the number of accumulated counts and the geometry of the goniometer path used to collect them. Since the angular distance between accumulated counts is usually not infinitely controllable, it is impossible to locate one reading within each segment and, at the same time, maintain symmetry in the sectioning of the stereograph. This latter requirement is essential to keep the computer program simple and flexible. With the improvements in design and efficiency of machinery the element of danger in its use is becoming less, but it is a question whether the strain involved in operating modern plants is not increasing somewhat the danger of accident due to human fallibility. I propose to describe a somewhat uncommon casualty resulting from a not infrequent incident in the use of air-compressors. It is not necessary to state the location of the mine in which the accident occurred nor the makers of the compreseor, and the object of this brief paper is more to draw out suggestions from members more familiar than am I with the practical handling of mining machinery, than to point a moral. The compressor in question was a three-drill machine of standard make. At the time of the accident it was furnishing air to a single drill working in an upraise from a well-ventilated tunnel, and giving ventilation to a winze below the tnnnel where two men were hand-drilling. The compressor also furnished power to a small hoist in the winze, but the hoist was only operated occasionally, and never while the drills were working. The drills were located about 1200 ft. from the compressor. The engineer testified that he never had been short of air, and that there had been no complaillts that the

THE absence of paraffin and other oil hydrocarbons in the soil, although they are concentrated in extensive deposits in some localities, the common distribution of plant remains through many formations that .are not productive for oil, and many other factors, seem to indicate the existence of an intermediate organic compound between the complex plant compounds and the petroleum hydrocarbons; and much evidence points to the humus acids or associated organic compounds, which are probably collected by surface waters and concentrated in certain areas by means of precipitation by electrolytes, which would be contained in sea water or possibly in various inland seas or lakes. PRESENT-DAY EVIDENCE There are many present-day evidences of the association of petroleum with humus acids. Binney, in 1912, made observations without explanations on the peat mosses of Down Holland, England, where he found petroleum being formed by decomposition, in the presence of an infiltration of sea water.
