It is well known that the ash left when coal is burned is not the same either in chemical composition or in weight as the mineral matter originally present in the coal. This mineral matter has been referred to as "mineral impurity," "ash-forming constituents" and "corrected ash." The authors prefer the simple name used in the title and throughout this paper. The mineral matter in a sample of coal cannot be isolated unchanged and then weighed; but if the relation between the weight of mineral matter in the coal and the weight of ash remaining when the coal is burned can be ascertained, the weight of mineral matter in the sample can be calculated from the determined weight of ash. When the weight of mineral matter in the sample is known, the weight of pure coal can be found by subtraction. This pure coal must be the basis of accurate coal classification. W. F. Wheeler,l,3 W. Brinsmaid,2 S. W. Parr, and many subsequent workers have studied the relation between mineral matter and ash. Wheeler and Parr and others have deduced formulas for calculating this ratio, and used heavy-solution separations for checking the accuracy of their formulas. Brinsmaid hand-picked and analyzed two separate samples (and mixtures of these) and based thereon a graphical method of deducing the ratio. In the Fuel Testing Laboratories of the Scientific and Industrial Research Council of Alberta, a graphical method, based on heavy-solution fractionation of coal samples, has been used with marked success for the past 7¼ years for determining the mineral matter-ash ratio. This method resembles that employed by Brinsmaid in 1907.

INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. This paper is presented in the belief that metallurgists and chemists will be interested in the practice of grinding in tube-mills in connection with stamps, especially since the records of working here given extend over a lengthy period of time (since May, 1905). The ore from the Waihi mine—more especially that produced in the upper levels—contains a large proportion of hard, chalce-donic quartz, and the gold exists in an exceedingly fine state, conditions which necessitate very fine crushing in order to obtain a high extraction of the precious metal. Before the introduction of tube-mills at the 90-stamp Waihi mill, it was found necessary to stamp through 40-mesh (1,600 holes per sq. in.) woven wire-screens, having a fairly high discharge. The pulp then graded : Per Cent. Per Cent. Although the extraction on this pulp was: gold, from 88 to 90 per cent., and silver, from 74 to 78 per cent., it was recognized that finer grinding of the sands would prove beneficial, provided a machine could be found to do this work economically. Various grinding-mills and pans were tried, but without satisfactory results, the particles of sand being so hard that the capacity of any of the machines was too small to be economical. By the old method of determining platinum in ores and bullion, the silver-alloy first obtained in the regular course of assay is parted in strong sulphuric acid and the residual metal weighed. This is re-alloyed with silver by a second cupellation and parted in nitric acid, the residual metal being again weighed. Any difference shown between the two weighings is assumed to be, and is called, platinum. Sometimes it is SO, and if any considerable amount of platinum be present, there will be a decided difference between the two weighings; but a slight difference is no real evidence whatever of the presence of platinum. On the other hand, the second weight may equal or possibly exceed the first, even when traces of platinum are present. Again, other members of the platinum group may go into solution in nitric acid more or less. If present, these would be called platinum and escape detection. The method does not provide any direct tests whatever as to the presence or absence of platinum. It is often indecisive, and sometimes gives erroneous results. It is, therefore, quite unsatisfactory. Being called upon many times to determine platinum in a wide variety of materials, particularly when present in very small amounts, I have realized the disadvantages and defects of this old method. At the Cleveland meeting of the Institute, October, 1912, I had occasion to call attention to the general though erroneous impression that the principal mining activities of the United States lie west of the 100th meridian of longitude. Few, I believe, realize that the States east of the Mississippi river, which comprise only 28.8 per cent. of the total area of the United States, exclusive of Alaska, contribute about two-thirds of the total mineral production, computing by values. In 1910 the percentage of the production credited to the Eastern States was 67; in 1911 it was 65. When I have, with becoming modesty, ventured to speak of these comparisons, I have usually been met with the rejoinder, " But you include coal." I surely do, for whereas coal (m petroleum, as natural gas, as limestone) is not in the strictly technical definition of the word, a " mineral," it is legally mineral, is certainly a mineral substance, and contributes by far the largest tonnage and approximately one-third of the total value of all mineral products. The production of coal-mines in 1911 weighed approximately 500,000,000 tons. In 1912 it exceeded that record by nearly, if not quite, 50,000,000 tons. According to H. D. McCaskey, of the U. S. Geological Survey, the total weight of all the metallic ores mined in the United States in 1911 was 105,000,000 tons (a little more than one-fifth that of coal). In 1910 Mr. Lindgren estimated the total weight of all metallic ores at 120,000,000 tons. The products of the quarries, clay-pits, oil-wells, phosphate-mines, and other non-metallic products, taken all together, did not in 1911 weigh in excess of 300,000,000 tons, so that the output of coal exceeds by 25 per cent. the combined tonnage of all other mineral products. SINCE the beginning of this century it has been known that hydrogen contributes to the porosity of steel and that it is harmful to its mechanical properties. The evidence for this has been largely qualitative. Steel to which hydrogen was purposely added. in sufficient .amounts was shown to be either porous or brittle or both, whereas similar steel of low hydrogen content was shown to be free of porosity and to possess normal physical properties. There have been a considerable number of qualitative experiments of this type. Also, early in this century, a few attempts were made to measure the amount of hydrogen normally dissolved in commercial steels. This was usually done by placing the sample under an inverted liquid column such as mercury and collecting the evolved gas. These attempts, while not successful in measuring actual amounts of dissolved hydrogen gas, were able to prove that this gas will diffuse out of steel at room temperature, and that the amount of hydrogen dissolved is normally very small. On the basis of such qualitative evidence, hydrogen has been and still is blamed for a great number of the troubles encountered in the steel industry. In recent years, partial solutions for many steel-working problems have been obtained. These have led to increased interest in accurate quantitative work on hydrogen in steel, with the expectation that the results might possibly answer a few of the remaining unsolved problems. Commercially, two of the obvious questions which are in need of an answer are: (1) what are the most important sources of hydrogen, and (2) what quantity of hydrogen can be tolerated in various steels? There are many other unanswered questions. To begin to find the answers it seemed logical to start at the beginning of steel production with the liquid metal. Further, it seemed almost imperative to solve first the problems of analysis and sampling of the metal for hydrogen. Once these problems have been solved, it would be possible to answer more of the important commercial problems mentioned above. As a consequence, it was decided to design an analytical apparatus and, upon satisfactory completion of this, to develop an accurate method of sampling liquid metal for hydrogen.

In the preparation of this paper, the author has drawn upon experience with the operation of a blast furnace on Ioo per cent scrap burden, which he believes was the first operation of its kind in the country. It is the writer's further belief that much of the controversy attending discussions of this subject may be obviated by the presentation of a group of facts that should be known by blast-furnace men and open-hearth men alike. The following question has been raised: "Is iron made with scrap in the blastfurnace charge as good iron as that made without scrap—made with straight ore?" This question may he answered in part by the fact that the open-hearth men of the Bethlehem Steel Co. who used pig iron from a blast furnace that operated on Ioo per cent steel scrap found no difficulty in the processing of such iron other than that to be expected from the known analysis. Operation with ioo PeR Cent Steel Scrap During World War I, there was accumulated at the Bethlehem plant of the Bethlehem Steel Co. some 22,000 tons of alloy-steel turnings and borings. This scrap material was highly corroded and, like alloy-steel turnings of that period, were as a drug on the market. There was also a small tonnage of scale, rich in valuable metal. If this scrap could be worked up into pig iron, it would become readily available for use in the open hearth. In order that the pig iron should contain the maximum percentage of nickel, permission was obtained from the Management to try a Ioo per cent scrap operation. Accordingly, a blast furnace was swung over on July 25, 1919; the percentage of steel scrap increased more or less irregularly until July 29, when Ioo per cent steel turnings were charged. Except for occasional charges of nickel scale as an "cxtra," the operation continued uninterruptedly until Aug. 27, when the furnace was swung back to the regular ore—ore and scrap—operation. During this period, the furnace production ranged from a low of 568.60 tons to a maximum of 766.07 tons. At the swing-over from Ioo per cent scrap to the regular burden, the charge I hung up rather severely. While the latter condition has nothing to do with the object of the paper, a brief discussion of the experience will appear later because of the interest it may have for blast-furnace operators. In Table I, results of the first and last days of the ore charge are shown, July 25 and July 29. The last column shows a summary for the period of maximum scrap ' charge. The furnace employed had a hearth 16 ft. o in., bosh 22 ft. o in., stock line 15 ft. 6 in., bell 11 ft. 6 in., batter in., bosh angle 73' 27' and a Balrer-Neuman top, with gas-engine blowers. On April 1, 1937, Burma, formerly a province of the Indian Empire, was formally separated from India and became an independent unit of the British Commonwealth. In future, therefore, statistics of oil production in India will exclude Burma and those for Burma will be separately published. The last few years have been marked by noteworthy, almost spectacular, developments in the oil fields of Burma and the Punjab. In Burma these developments have been the proving of unexpected extensions of the existing fields and not the discovery of entirely new fields. The new extensions are important not only to Burma in giving a new lease of life to her fields, but also in general as stressing some interesting geological aspects hitherto neglected. Production The production of crude oil in Imperial gallons has been: Burma India 1934 254,760,070 67,265,210 1935 251,338,974 . 71,323,362 1936 265,656,393 69,241,504 1937 (eat.) 270,000,000 70,000,000 The Chindwin Fields.—The small field at Indaw continues to produce steadily about 3,000,000 gal. a year, but no really deep test has yet been successfully carried out and resources are thus not yet fully known. The remote location of the field, inaccessible except by river and situated 22 miles from the Chindwin 270 miles up that river from its junction with the Irrawaddy, has not encouraged active exploitation. The field is worked exclusively by the Indo-Burma Petroleum Co., Ltd. (I.B.P.), using now an automatic gas-lift system, and the company formerly refined the oil at a small refinery at Pantha on the river near by. The chief market was for kerosene in upper Burma. The refinery has now been closed. The oil is stored on the field during the low-water season

THIS is a contribution for the proposed new discussion on the physics of steel. The former discussion on the subject started with the consideration of five papers presented at the Chicago meeting in 1893, and continued for several years. The Suggested Lines of Discussion, prepared by Doctor Howe, covered a wide field and added greatly to the success of the work. Naturally, the first step in a new discussion will be to remodel and bring up to date the old Suggested Lines of Discussion so as to embody all the important advances in the metallurgy of steel that have a bearing on the physics of steel and keep the papers and discussions within the field of work undertaken. This paper will be devoted to the practical application, in rolling steel, of the effects of carbon, phosphorus, and manganese on its tensile strength, with some suggestions on further research work. Dr. J. E. Stead, in his paper Influence of Some Elements on the Mechanical Properties of Steel,1 gave a complete review of all that had been done during the past thirty years. He gave full credit to all investigators who worked on these lines, also their results, with his views on same, and in many cases his own results. All of this data and much new valuable information were put in convenient shape for reference and study. To do this required a great deal of work, which is fully appreciated by the steel manufacturers and investigators. The variations in the values given by the different investigators for the increase of the tensile strength of steel for each 0.01 per cent. of carbon, phosphorus, and manganese were largely due to the steels they worked on, the large or small variations in the amount of the elements present, and the omission to take into consideration all the factors, from the blast furnace through to finished rolled material, that affect the character of the steel. For instance, a poorly made dirty steel requires considerably more carbon to give the same ultimate strength than a well-made clean steel with the same phosphorus and manganese content.

PROGRESS in health and safety in the mining field has been greatly affected by war conditions. Some of the instruments commonly used in ventilation and dust prevention work have been practically unobtainable. Much equipment, such as fans, has been purchasable only when it was possible to make positive statements to the effect that it was absolutely necessary for the production of definite quantities of materials essential to the war. Even then, long delays were usually experienced in obtaining such equipment from the manufacturers. These circumstances have, of course, not been conducive to the development of new and better methods, though attention has been directed by governmental agencies towards the recognition of existing hazards to which little attention had previously been paid.

During 1972-1973, U.S. Steel acquired an existing southern West Virginia high volatile coal mine property including a 150 tph heavy media feldspar jig preparation plant. Expansion of production from the property required an increase in plant capacity to 300 tph, replacement of the feldspar jig with a hydrocyclone circuit, and inclusion of a water clarification thickener system. The rugged and restrictive nature of the terrain adjacent to the plant facility indicated prohibitive construction costs and severe site congestion would be encountered if a conventional water clarification thickener were installed. A high-loading, small-volume thickener, developed initially for the sugar beet industry by the Enviro-Clear Co. of New York, was investigated by U.S. Steel Research for possible coal preparation application, utilizing bench scale and small scale pilot plant evaluation methods. Results of testing at existing U.S. Steel preparation plants indicated predictable successful application of the Enviro-Clear thickener, so a 35-ft-diam unit was installed. The two-phase thickener system, utilizing presettled bottom sludge as a filter-clarification media, has successfully performed since commissioning in April 1973, producing clarified water competitive with conventional thickener systems with freedom from usual thickener operational problems.

MANY are the salts produced. by Nature in various regions and parts of the world, as Pliny shows in his History. Likewise, many are the differences among things that are salty and from which salt can be extracted, as, for instance, all the lyes from any kind of ashes and the urine of all animals. But because these are not things that give men the useful elements necessary to life, I shall omit speaking of them in detail with the exception of some of the more notable ones, and I shall tell you that I find that men proceed in only two ways in order to have a sufficiency for their needs. One is that of extracting it from the salty waters of the sea itself, or from springs, with a certain technique [34v] adapted to the places, either by congealing or by evaporation; and the other is that of mining it from the earth. The latter salt is clear and beautiful, and it is mined from mountains, already made by Nature in the form of stone without the aid of art. The distribution and properties of interseam and overburden rocks in coal mines is largely controlled by conditions at the time of their original deposition. Within the developed areas of the Bowen Basin, depositional environments range from fluvial through upper and lower detaic, to marginal marine and intertidal facies. Each environment has a characteristic association of lithologies with specific range of properties, and each lithology has a characteristic geometry. Fragmentation problems are associated with ancient sand channel systems, where the difficulties encountered depend on the dimension and shape of channels, their continuity, orientation to mining face and associated sediment bodies formed as levees or interdistributary muds. Stability problems in spoil, pit floor and highwalls are usually associated with mudstones which contain swelling clays derived from the original Permian volcanic source. This clay problem is aggravated by deep Tertiary weathering. Case studies are presented of detailed analyses and prediction of geomechanical properties on a mine site scale. These are used in investigating or forecasting fragmentation and stability hazards. The studies incorporate detailed field mapping, bore log data and computer data processing. They allow the development of detailed depositional models for specific interseam intervals within mines. As areas of depositional environment are identified they allow the construction of maps of similar mining conditions and the determination of the most suitable mining techniques.

The Mexican oil fields, during 1921, produced in round numbers 203,000,000 bbl. of which 176,000,000 bbl., or 86 per cent., were exported, the bulk of these exports, or about 73.3 per cent., going to the United States. The Mexican exports were divided by grades as follows: Light crude, 47.0 per cent.; heavy crude, 22.0 per cent.; tops, 3.5 per cent.; fuel oil from light crude, 24.0 per cent. The balance, or 31/2 per cent., includes the bunker fuel shipments and the coastwise trade in Mexico, which is not classified as to grades. The figures show that, in importance, the light-oil fields form about 75 per cent. of the Mcxican petroleum industry. The production of the Panuco field has followed the general history of the American fields, and its gradual decline, which is at present foreshadowed, may be estimated as well as its ultimate economic life. On the other hand, the behavior of the light-oil fields to the south is unlike any in the world so far discovered, and as a result we have concentrated overproductions followed by sudden droughts, both sometimes equally unexpected. The coming in of two or three gushers within adequate pipe-line facilities will flood the market with 100,000 bbl. or more a day, while the flooding by water of a particular pool will, in a few weeks, remove from the market one-half the total production of the Mexican fields.

Mr. Payne :—The flanges are formed by the wearing of the shorter roll into the other, which is about an inch longer. When the roll-shells are new, the longer one has machined at each end a ridge about 1/8 in. or 0.25 in. higher than the face. These slight projections help to center and steady the rolls, by locating the flanges in advance. Possibly they might be left off at the start; but Mr. Frazee has found it better, in machining the new roll-shells, to turn such small flanges upon the longer one. In his practice the feed-stream is extended a short distance beyond the two ends of the shorter roll-shell. This allows a small amount of crushing to be done between the flange-ftices and the vertical ends of the shorter roll-shell, which prevents any ridges from forming at the ends of the shorter roll-shell.

IN connection with the manufacture of special Beseemer pig, containing .030 per Cent. or less of phosphorus, it was found that the phosphorus in anthracite varied so greatly that it was necessary to sample and analyze each car-load. This, of course, in addition to our routine work, involved a considerable amount of extra trouble, and some experiments were made, with the view of cutting down the time and labor of the determination to a minimum.

The Shasta copper-zinc district of northern California lies in the foothills of the Klamath Mountains at the northern end of the Sacramento Valley. It contains two main areas of base-metal ore deposits, the East Shasta and West Shasta districts shown in Fig. 1. The East Shasta includes the area from the Afterthought mine, near the settlement of Ingot on U. S. highway 299 East, to the Bully Hill mine, on the north side of the Pit River, 9 miles to the north- west. The West Shasta, a well-defined northeast- trending district about 8 miles long and 2 miles wide, west of the Sacramento River, Fig. 2, is the western part of the ore-bearing area formerly known as the Shasta copper belt. Referred to in the older writings as a copper arc, this belt was thought to form a crescent extending entirely around the head of the Sacramento Valley, the convex side to the north. Recent studies by the U. S. Geological Survey in cooperation with the California State Division of Mines show that there are two districts, one at each end of the so-called copper arc, which are distinct in geologic structure and ore occurrences, and that there is only sporadic and unconnected copper mineralization between them.
