The oil and gas industry of New Mexico recorded notable progress ill 1935. More wells were brought in than in any previous year, and important new discoveries were made. The total number of completions was 340, of which 260 were oil wells, 8 were gas wells and 72 were dry holes. The total oil production was 20,228,947 bbl., an appreciable increase over the 1934 production of 16,636,804 barrels. Many of the wells completed in southeastern New Mexico were acidized. This treatment proved highly effective in increasing the capacity of the wells, the resulting potentials usually being two to ten times as large as before acid treatment. In the Lea County fields in which proration was entirely on an acreage basis, the tendency of many of the operators was to complete their wells according to best conservation practice rather than to obtain the largest possible potential. Much remedial work was done in the Hobbs, Cooper, Jal and Eunice fields, and with excellent results. At many of the wells high gas-oil ratios were greatly reduced and encroaching waters shut off by setting packers. Several companies carried on pretentious geophysical campaigns in the southeastern part of the state. The location of the Amerada discovery well in the Monument field was based on geophysical surveys. The New Mexico Oil Conservation Commission, established by the 1935 Legislature and consisting of the Governor, the Commissioner of Public Lands and the State Geologist, began to function in May. Production in the state thereafter was based on orders issued by the Commission. Proration in the Hobbs field, which had been provided for since July, 1930, by successive proration agreements signed by all operators in the field and approved by the State Geologist, was continued by the Commission by giving approval to the current proration agreement,. A plan of proration for the other Lea County fields that had been in offect since early ill 1934 was adopted. 111 September, 1935, the Commission approved a. proration agreement for the Artesia-Jackson-Maljarnar area in Eddy and Lea counties that had been agreed upon by

(Cleveland Meeting, October, 1912.) Iv taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Effeciency-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-records, clue to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost, sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences.

INTRODUCTION Mining at Mindola Mine, Rokana Division of Nchanga Consolidated Copper Mines Limited is the deepest on the Zambian Copperbelt. Mining extends to 1150 metre depth so far and the present plans extend to 1500 metres, although reserves exist below this level. Mindola Mine is the major producer of copper/cobalt ore at Rokana Division and produces approximately 200,000 tonnes of copper/cobalt ore per month. A standard open stoping method is the only method used for mining with minor variations in positioning drilling drives and other development, figure 1. The standard main haulage interval is 75m but in flat dipping areas the full stope height is split into two or three panels. In 1970 severe mining problems were experienced when mining deeper than 850111 below surface. The main problems included: - Heavy support requirements in drilling drives near stope face. - Premature closure of blast holes necessitating pre-charging of the holes with explosives immediately after drilling and well before the day of blasting. - Severe bumping and spitting due to rock movements on drive surfaces and remotely within the rock mass under high stress. - Low mining efficiency due to dilution from the waste hangingwall. - These stress related factors also caused some premature detonations of precharged but unprimed blast holes which became a serious safety hazard. A number of alternatives have been considered to overcome these problems. A search for leas sensitive explosives to avoid the premature detonation problem has been partially successful, however, the need for a method of reducing stress levels at the mining face is still considered essential as the mine goes deeper. This paper describes experiments with Regional Support Pillars as a method of reducing stresses at the mining face.

An understanding of the creep and yield behavior of salt is required for the rock mechanics design aspects of solution mining. Most previous studies of salt behavior have been performed on small specimens of salt under homogeneous stress conditions; i.e., uniaxial and triaxial tests on specimens <0.002 m3. The corejacking test is a larger scale test (-0.75 m3) with inhomogeneous stress conditions that provides data on the structural response of salt. Interpretation of the responses from eight such corejacking tests provides verification of the requisite constitutive parameters required to predict salt behavior at different levels of stress and temperature. These constitutive parameters are not those studied in the usual laboratory test. Corejacking test results show almost inseparable elastic and plastic closures simultaneous with the corejack pressurization. Very rapid closure (on a relative basis) continues for a period of time after the pressurization. This rapid closure is shown to be both continuing yield deformation and creep deformation. After the period of rapid closure, the closure rate approaches a constant value. Numerical modeling of the corejack tests using a creep law containing both transient and steady-state creep functions does not provide results that agree with the responses measured in the corejack tests. Using an experimental design technique plus additional numerical modeling that includes yielding of the salt, results in identification of the significant parameters which allow agreement. The significance of the results from the study is demonstrated by comparing the postulated stability and creep response of a solution-mined cavern using the previous understanding of salt behavior and the understanding developed from this study.

During 1939, Indiana experienced a grcat increase in prospecting and drilling for oil and gas. Major activity, as during the preceding year, was in the southwestern part of the state, the Indiana portion of the Eastern Interior Coal Basin. An increasing interest was evident during the year, however, in the entire state, chiefly in northern Indiana (on the south flanks of the Michigan Basin) and in the old Trenton field of east central Indiana. In the latter area several tests to deeper horizons in the Trenton and to the underlying St. Peter sandstone were completed. Results in this area have been discouraging, however, since these deeper horizons are very erratic. The regional structure in the Indiana portion of the Michigan Basin is generally favorable to oil accumulation, but the picture is complicated by a uniform mantle of glacial drift and a lack of subsurface information. Several wells were started during the last half of 1939 to test the Devonian and Trenton formations in this area. Production from these formations was found at several localities many years ago, hut, no sustained effort has been made to locate pools in this area, which covers perhaps 20 counties. There were 377 wells completed in Indiana during 1939, and 77 others were in various stages of drilling at the close of the year. Of the 377 completed, 255 were classed as field locations and 122 as wildcats. The field wells were divided as follows: 156 oil wells, 39 gas wells, and 60 dry holes; the wildcats: 98 dry holes, 19 oil wells and 5 gas wells (wildcat oil and gas wells include deeper production in oil fields and field extensions as well as new field discoveries). During the year 218 more wells were completed than during 1938. Outstanding developments for 1939 include the discovery of several new oil and gas fields. In the Griffin field, which was discovered during the closing days of the previous year, 103 wells were drilled, including field extensions. Of these, 97 were productive oil wells. This field now covers more than 2000 acres of productive area and has not as yet been defined. There are five producing horizons in the field, including the Waltersburg, Tar Springs, Elwren, and Aux Vases sandstones of Chester age and the McClosky horizon of the Ste. Genevieve limestone. MUCH progress has been made in recent years in the theory and practice of making stainless steel. By effective utilization of oxygen for decar-burization and more suitable alloying agents, it has been possible to attain consistent production of very low-carbon stainless steel. In order to facilitate economical production of stainless steels, the Electro Metallurgical Co. has carried out an extended experimental program that has clarified some of the complex interrelations of temperature and composition under decarburizing and reducing conditions. These results&apos;-:&apos; have been founded in large part on small experimental heats, and in order to confirm their validity and significance under commercial conditions, a survey of stainless steel melting practice has been made with the cooperation of stainless steel producers. Conditions required for decarburization and associated oxidation of chromium, manganese, and iron have been fairly well established in relation to the beneficial effect of the highest practicable temperature. The recovery of chromium and manganese from highly oxidized slags by reduction with silicon has been indicated with somewhat less precision and this study has shown significant deviation in large commercial heats from the small experimental heats. In spite of an unsatisfactory degree of accuracy in estimating the conditions affecting reduction of metallic values, it has been possible to calculate a slag weight in reasonably good agreement with the results observed in large heats. While there still is much to be learned about both the qualitative and quantitative aspects of stainless steel melting, this survey has indicated the manner by which the efficiency of the production process may be measured. Oxidation Period In order to establish practices for the recovery of chromium and manganese from the slag the amounts of these metals oxidized should be known. Moreover, since reduction of oxidized chromium and manganese must necessarily be accompanied by similar reduction of iron, knowledge of the total quantity of metallics oxidized is essential. The relations between carbon, chromium, and temperature under oxidizing conditions were developed by Hilty in 1948.&apos; While it had been realized previously that retention of chromium in the metal during carbon oxidation is favored by high temperatures, the Hilty relation provided quantitative information useful for evaluating melting procedures. For example, it was shown that decarburization to moderate carbon levels can be achieved while retaining substantial amounts of chromium. However, in decarburizing to the low-carbon level necessary for producing 0.03 pct maximum carbon stainless steel, very little chromium remains in the bath at the temperatures generally employed. For this reason, Hilty, Healy, and Crafts&apos; later projected an extension of the chromium-carbon relation to the low-chromium region. Although this chromium-carbon-temperature relation defined the composition of a chromium steel bath at the end of the oxidizing period, it did not provide a direct means for estimating the total amount of metallic oxidation occurring during decarburization of a stainless steel heat. This subject was investigated by Crafts and Rassbach³ and, later, by Hilty, Healy, and Crafts" who demonstrated that metallic oxidation is a function of the chromium content of the initial furnace charge, the minimum carbon content attained, and the temperature. It was further demonstrated from data on 1-ton heats that an empirical relationship exists between the ratio of chromium plus manganese to iron in the slag (S) to the corresponding ratio of these components present in the metal bath. The following expression was derived to permit the calculation of the amount of metallics oxidized during decarburization of a given charge: W-2000 (Cr1 + Mn1)-(Cr2 + Mn2) 1 100s/s+1-(Cr3 + Mn2) where W is the pounds of chromium, manganese, and iron oxidized per ton of charge; Cr1, the percentage of chromium in the charge; Mn1, the percentage of manganese in the charge; Cr2, the percentage of chromium in the bath after oxidation; Mn2, the percentage of manganese in the bath after % Cr + % Mn oxidation; and S =%cr+ % Mn/%Fe in the slag after %Fe oxidation. In order to establish whether the slag ratios of commercial heats are consistent with those found in the experimental heats, the slag and metal analyses shown in Table I were evaluated. These data represent samples taken after the oxidation of two 1-ton and seven 15 to 25-ton heats of types 303, 304, and 304L stainless steel made in chromite, acid, and basic hearths. Fig. 1 illustrates that the results for the commercial heats correlate reasonably well with the relationship originally established for experimental 1-ton heats. It will be noted that in the range of metal composition of these heats, the slag values generally lie above the line. As was suggested by

Major William R. Grunow, in a brief account off his military services, says: "I take pleasure in informing you that since my return from France I have been stationed at Camp A. A. Humphreys, Va., and am now on duty as a Senior Instructor at the Engineer Officers&apos; Training School. While in France, I served as a company commander in the 305th Engineers and was later ordered to return to the United States for assignment to new troops. Upon arrival in the United States, I received my majority." P. F. Rodegerdts gives us the following account of his military service: "I enlisted in the Naval Reserve Flying Corps in San Francisco on Feb. 12, 1918. On February 10, I was ordered to Cambridge, Mass., where I was enrolled for the course in technical aircraft construction given at Massachusetts Institute of Technology. Growing demand for conventional crude oil in North America in the face of diminishing sup- ply is bringing about increased interest in synthetic fuels. With one commercial plant already in full production, another in the planning and engineering stage and still others being seriously considered, the Athabasca tar sands are proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.&apos; When and if fully developed, Athabasca tar sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulfur synthetic crude, is beginning to enter the market place at a most favorable time. Oil Deposit The main body of Athabasca tar sands, about 250 miles northeast of the city of Edmonton, are centered in an area of something over 12,000 sq mi. The deposit runs as high as 250,000 bbl per acre and the average richness is placed at 100,000 bbl per acre. Of the over 700 billion bbl in place, 400 billion bbl of raw oil are considered recoverable from which 300 billion bbl of upgraded synthetic crude are expected to be produced.&apos; In the deeper zones, thermal stimulation is considered the best approach to recovery, while in the shallow areas several surface mining techniques are deemed practical.

The year 1927 witnessed numerous developments of significance in California. The State&apos;s shut-in production increased from an average of 58,000 bbl. daily in January to a maximum of 93,000 bbl. daily in August, and a total of about 25,000,000 bbl. was withheld from the market during the year. This not only lessened the effect of large production at Hunt-ington Beach, Seal Beach and Alamitos Heights, but also was a most effective conservation move. Since 1922, it is estimated that approximately 100,000,000 bbl. of oil that would otherwise have been produced have been held in the ground. I. Outstanding Field Developments of 19271 1. Crude Production The most important factor in new crude production in 1927 was the Seal Reach field with its adjacent Alamitos Heights townlot area. Production increased from about 10,000 bbl. daily in January, to a peak of 66,000 bbl. in June. Huntington Beach finished the year 1926 with a production of 102,000 bbl. daily, which declined to 60,000 bbl. by the end of 1927. Due to production in these three areas and the tempering effect of shutting in numerous wells, the California production curve for 1927 was held at a fairly even level. Heat treatment of ore prior to comminution reduces power requirements for grinding, reduces grinding media wear, and improves recovery of iron values from a typical Minnesota magnetic taconite. Test data demonstrating this, as well as an analysis of the economics of commercial application of the technique, are presented. THE taconites in general are hard, tough ores, difficult to grind. Liberation of iron mineral constituents usually is accomplished by grinding the ore through at least 100 mesh, and often it has been found necessary to grind substantially through 325 mesh to achieve satisfactory recovery and grade in the concentration process. Because of the fineness of grind required and the enormous tonnages of material contemplated for treatment in the future, costs resulting from grinding media wear and power consumption, together with capital investment required for comminution, approach astronomical figures. Economy in any one of these elements per ton of material ground could very well reflect a considerable saving to the ferrous industry in yearly costs. With this in mind, the Research Laboratories of Allis-Chalmers Manufacturing Co. have launched a program to discover means of effecting this economy. The initial phase of the work as described here deals with a heat treatment of crushed raw ore, followed by thermal shock in cooling, for the preparation of rod mill feed. Several investigators1-" ave noted an improvement in the grindabilities of ores treated in this manner. One investigator2 subjected low grade iron ores to heat treatment in an electric furnace. Basing his conclusions on screen analyses of crushed products, he observed that treated ore was more easily crushed than the untreated. He reported that observation of the treated and untreated ore through a microscope revealed cracks following the grain boundaries in treated ore, whereas no cracks were present in untreated ore. However, few if any have quantified the improvement in terms of total hp hours saved, reduction of wear of grinding media, or reduction of capital costs of grinding equipment involved. By means of Bond rod mill and ball mill grindabilitiesh nd by comparative wear tests, the conditions maintained during this investigation have been definitely evaluated. Heat treatment experiments have been made on a batch scale in a muffle furnace, followed by continuous scale experiments in a rotary kiln under various conditions of temperature, atmosphere, retention time, and quenching to determine the combination that would give the greatest improvement in the grindability of a taconite without affecting adversely the magnetic susceptibility of the magnetite. From these data, relative costs have been calculated for grinding both untreated and heat- treated ore on a basis of plant capacity of 120 tons per hour. Heat requirements for a rotary kiln, as well as the kiln capacity required for the treatment, have been estimated. For these tests 50 tons of ore were obtained from the Aurora mine of the Erie Mining Co., Hibbing, Minn. The ore was reported7 to have been selected from the magnetic portion of the lower chert horizons. An average chemical analysis of&apos; this portion is shown in Table I and an approximate mineralogi-cal analysis is shown in Table 11. No attempt was made to differentiate between the various silicates because the compositions vary widely on the different horizons and depend on the degree of oxidation. Minnesotite, however, is the predominant silicate. The siderite grains were dispersed throughout the ore but were essentially associated with the rock-forming minerals. UNDER the name of the Russian Far East we understand the territory occupied by the Amur, Maritime, Sakhalin and Kamchatka Provinces, the total area of which is about 918,000 square miles. The mining industry took its first step in the Russian Far East in the second half of the 19th century, and until the end of this century was restricted to gold placer mining. In the last years of the 19th century, the extraction of coal and lignite was begun, and in 1910-11 the exploitation of silver-lead-zinc mines. The conditions of the Far Eastern mining industry during the last few years may be outlined by the following figures. Annual production of gold mines was about 54,000 lb., valued at $13,000,000. During the period of 1910-15 a considerable increase of placer-gold mining by mechanical processes took place; in 1910, by means of dredging and excavators, 500 lb.. of gold were obtained; in 1914, 2740 pounds. Annual output of coal; lignite and. silver-lead-zinc ores was: 1911 1920 Bituminous and semi-anthracite coal, long tons 270,000 316,000 Lignite, long tons 66,000 205,000 Silver-lead-zinc ores, long tons 28,400 94,500 In other branches of mining in the Far East, only the quarrying of building stone and clay may be men-tioned, the total yearly output amounting to about $500,000 in value. The principal gold mines are in the Amur Province, in the systems of the Zeia and Bureia rivers, and in Kamchatka Province, near the town of Okhotsk. The above-mentioned tonnage of coal and lignite was extracted from the mines in the Maritime Province, near Vladivostok. The only silver-lead-zinc mine worked was that of Tetiukhe, near the Tetiukhe Bay, 240 miles northeast of Vladivostok. The ores of this mine were exported to Germany, Belgium, and Japan, partly raw, partly calcined.

OUTBURSTS in coal mines have contributed greatly to the hazard of mining operations in localities in which they occur. They have been responsible for many casualties and fatalities and much property damage. An excellent review and symposium on the subject appeared recently1. From a study of the papers included in this symposium, and other litera-ture on this subject2, the following conclusions or statements seem justified: 1. Outbursts are more likely to occur in deep mines; that is, where the coal seam being mined has considerable overburden. 2. Outbursts usually occur when hard, dense, nonfractured coal is being mined. It is believed that in most cases a fault or a pocket of friable or soft or pulverized coal existed some distance behind the dense coal at the time of the outburst. 3. The outburst involves a rending or pushing of the solid material of the coal face, the roof, or the floor outwards and often is accompanied by the discharge of large quantities of very fine coal. 4. Drill holes or borings into the coal ahead of the workings have failed to yield information either from evidence of increased gas pressure or increased gas flow that makes possible the prediction of outbursts. 5. Mines in which outbursts occur are usually considered "nongassy," or only very slightly "gassy"; yet large volumes of gas may be produced at the time of the outburst. Despite the varied conditions and varied locations in which outbursts have occurred, the foregoing general statements appear to be applicable in whole or in part to all the recorded cases. These observations there-fore should be significant and any explanation of the mechanism of the phenomena should be consistent with them. The following suggestion seems to be in accord with this requirement, and is offered in the hope that it may assist in the further elucidation of this phenomenon.

The subject of this paper is one to which there are many references in the literature but on which few actual data have been published. Such data are here presented showing the absorption of sulfur from producer gas in two open-hearth heats. This absorption occurs during the melting-down stage. Results of analyses of slag and metal samples taken simultaneously from the bath are given. THE subject of this paper is one to which there are many references in the literature on the manufacture of steel in the open-hearth furnace, but few actual experimental data have been published. For that reason, the presentation of results obtained from two open-hearth heats where attempts were made to measure the sulfur absorption will be of considerable interest and value. The two heats on which the experiments were made were Armco ingot-iron heats and differ from the usual open-hearth heat of medium- or mild-carbon steel in that the refining is carried further; in this product the carbon and manganese are reduced practically to traces. Inmost other respects, and especially in respect to the absorption of sulfur from the producer gas, the two heats are typical of usual open-hearth practice. The object of the experiments made on the first Armco iron heat was to determine the fluctuation of the composition of the metal bath and the slag throughout the course of the heat, with especial reference to the variations in sulfur. It was hoped to, determine whether there was an increase in sulfur in the bath from the producer gas and if so at what stage in the process the increase occurred. The experimental method consisted of charging analyzed scrap and pig iron, so that the sulfur in the charge could be calculated. Then, throughout the duration of the heat, metal and slag samples were taken every half hour, beginning as soon as there was enough molten metal to take a sample. Magnetic iron ore was mined in Essex County, N. Y., during the American Revolution; Benedict Arnold is said to have mined ore near Port Henry to secure iron for chains and spikes for the Lake Champlain fleet. Details regarding the operations prior to 1804 are not easily obtained but work on a commercial scale appears to have been started about 1838. The Witherbee, Sherman & Co. was established in 1849. The property of the district is held in fee almost entirely by the mining companies. The Mineville iron-ore district, as well as the entire Adirondack region, belongs to the pre-Cambrian complex. The readily identified rocks consist of gabbro, anorthosite, syenite, and granite, and are classed as igneous, eruptive, and intrusive. In addition, there is a great variety of gneisses, rocks with a variable mineral composition but all more or less distinctly foliated. The Grenville series are the oldest rocks in the district; this series consists of graphitic white limestones, graphitic sandstones, and quartzites and gneisses with or without graphite. The orebodies occur in the gneissic rocks and are comformable to the structure of the rocks. The typical occurrence of the ore in this district is in lenticular bodies with a parallel pitch to the southwest; this structure is best exemplified in the New Bed mine. The Harmony and Old Bed orebodies are faulted by two sets of diabase dikes, one set having a southwest strike and the other set an east-west strike. The ores occurring in the acid gneissic rocks are non-titaniferous. The ores occurring in the gabbros and anorthosites are high in titanium; these deposits are irregular, have no structural relation with one another, and are unquestionably of igneous origin. The origin of the gneissic rocks and the ores therein contained is not settled; both the sedimentary theory of ore concentration and the igneous theory of magmatic segregation have been advanced. INTRODUCTION THIS discussion is based on statistical manipulation and evaluation of operating data from several commercial blast furnaces which include rather wide variations in practice. We are concerned here mainly with the effect of manganese on sulphur elimination under operating conditions in commercial blast furnaces, but this effect can be outlined more clearly by including certain other variables such as silicon in iron and slag basicity, which are all in part interrelated. Real progress in understanding all of the smelting-zone reactions in this process requires more laboratory studies of slagmetal melts similar to those in the blast furnace, with careful control of oxygen pressure. Such experimental work is very difficult, however, and in the meantime, with the present scarcity of more fundamental data, such statistical trends and correlations as can be obtained from commercial furnace operating records may help in choosing laboratory test conditions as well as adding to our knowledge of operating procedures. We do not know just why the furnace data are apparently so irregular that statistical treatment of large numbers is needed to obtain accurate trends. It is .partly caused, no doubt, by the many simultaneous variables present, but there are perhaps also such factors as: (I) the continual swings up and down so characteristic of the process; (2) difficulty of accurate sampling of co-existing phases, as well as (3) the presence of both equilibrium and rate factors as a result of the fast driving of the process, In desulphurization, for example, the flow of thin layers of slag and metal over solid coke surfaces, plus the contact between droplets of iron falling through the slag layer in the hearth, would lead one to expect a close approach to equilibrium, On the other hand, most of the critical part of sulphur removal may occur in a short time and distance below the tuyeres with perhaps an accompanying decrease in oxygen pressure and the concurrent reduction of much of the silicon and manganese, so its degree of approach to equilibrium may be quite variable. PROBABLE CHEMISTRY OF DESULPHURIZATION Since there is little evidence that sulphur atoms in the iron solution are associated to any appreciable extent in molecules such as MnS, the transfer from slag to metal and back again can be written:* [(FeS) -, [FeS],[I] hence the following reactions seem most probable in the slag phase, (FeS) + (CaO) = (CaS) + (FeO), [2] and, (FeS) + (MnO) ;:2 (MnS) + (FeO). The introduction of mechanized mining has created a demand for long working faces. It has also prompted mining men to contest the old theory that longwall methods can be used only where roof conditions are ideal and where pack-wall material is plentiful. "Longwall" as used in this paper means "modified longwall," "semi-longwall," or any of the various &apos;&apos;wall" or "long-face" methods of mining. Many mines are now using long conveyor faces that differ only in their methods of development, types of roof support and method of loading coal onto the conveyor. Some types of longwall operations are being carried on successfully under conditions heretofore considered impossible by men experienced in longwall mining. With possibly one or two exceptions, long-face methods in Alabama are a direct result of the need for lower mining costs. The advantages over room-and-pillar systems were clearly expressed in an article by Messrs. Fies and Lacy of the DeBardeleben Coal Corporation1 as follows: (1) increased tonnage per miner; (2) increased percentage of lump coal; (3) reduction in cost of development; (4) elimination of the cost of room yardage; (5) reduction in the cost of haulage, from ability to use larger cars; (6) reduction in the cost of machine cutting; (7) reduction in cost for tracks; (8) reduction in the cost of deadwork; (9) reduction in the cost of supervision. An attempt on the part of the operator to gain these advantages by changing from room-and-pillar to longwall requires considerable courage, and credit should be given to those men who have done their bit to meet the competition of rival fuels. Developments in California during 1942 were marked by many difficulties in operation, of which the lack of labor and material were the main factors in slowing down work. During the many years of curtailment, which has been effective since 1928, a number of estimates of the state&apos;s capacity to produce have been built up, but during the year 44 fields were &apos;eliminated from curtailment and valuable data were obtained as to the normal capacity of these fields to produce. Because of new discoveries and the normal decline of old fields, which is more than 15 per cent per year, it is estimated that the sustained capacity of the state for a 5-year period is not more than 500,000 bbl. per day. Decline in the rate of production was greatest in the fields in the Los Angeles Basin district. These fields have been produced nearly at capacity for many years and had no reserve of shut-in production. The San Joaquin Valley and Coastal districts have responded well to the increased allotments assigned to them by the Petroleum Administrator for War. All heavy oil fields in the state are on full production, except in the Coastal district, where transportation is the limiting factor. Although approximately 2500 more wells are on production in the state than there were in 1941, the supply of heavy crude has not yet reached the demand. A summary of statistics for 1941 and 1942 is given in the following table. Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available. Drilling Activity Drilling activity during the year was equivalent to but 70 per cent of normal. Although shortages of equipment and labor were in part responsible for the reduced drilling activity, the main reasons were the lack of proved locations due to a cycle of very few new discoveries and the restrictions of Conservation Order M-68. For the first six months of the year, 300 new oil wells were completed, which were equally divided as to the number of light and heavy oil producers. But, for the last six months of the year, it is
