The question of' providing training for miners in the United States has been answered by Public Law 95-164, which stipulates not only that the mine operator will provide training, but generally how much and what material will be covered. At an operation employing 500 miners, the eight-hour refresher training requirement will necessitate an annual investment of over two man-years in labor, a figure that does not include the time spent in training new hires and job transfers. Such an investment can and should be cost effective, while catering to miners' needs.

An engineering procedure for designing the minimum separation between solution mined caverns in bedded salt deposit is described. The procedure is based on data obtained by in-situ and laboratory test methods. The formulae utilize the concept that salt rock under high pressure in a deep salt rock deposit would behave as a perfectly plastic substance, and that the active opening surrounding a typical cavern could be described by a circular ellipsoid. The paper describes the calculations required for the safe design of a solution mined salt cavern field.

Aggregate resources should be considered primary factors in urban development. Resource planning is essential because land values, previous construction, or zoning restrictions often preempt exploitation of aggregate deposits within an urban area. Sequential land use practices allow development of area prior to urban development population and aggregate consumption trends in Austin, TX, indicate that substantial quantities of reserves will be lost to future development. Aggregate materials are present in nearby areas. However, a comparison of transportation and reclamation costs indicates that reclaiming land after mineral extraction can be significantly cheaper than transporting materials longer distances.

.NONE of the methods now in use for the transportation of materials underground is entirely free from more or less serious objection. The great flexibility, ease, of control and economy of operation of electric tramming are accompanied by the serious menace of a trolley-wire distributing system. As the gasoline locomotive has even greater flexibility of application and requires no similar dangerous distributing system, it might be considered a safety device which would make possible the elimination of the dangerous trolley system were it not possessed of other objectionable qualities peculiar to itself. It is found that the exhaust gases from the engine may be injurious to the health of those breathing the air in which the locomotive has been operating. While electric shock may kill the individual who makes contact with uninsulated parts, the gasoline engine may be detrimental to the health of all those who have to work within the atmosphere corrupted by exhaust gases. The degree of pollution meas-ures the magnitude of the menace. This may be negligible at times, but with careless operation it becomes serious. The exhaust gases from an engine are composed of, nitrogen, a little free oxygen, hydrocarbons, hydrogen, carbon monoxide, and carbon dioxide, the last two being considered dangerous. The presence of carbon dioxide as a product of combustion of the gasoline was recognized as an objection from the beginning of the use of these machines, but attention was called to the fact that the amount produced was relatively small as compared to that from other sources of this gas, and it was not likely to be made in dangerous quantities. The effect of carbon dioxide, except in relatively large percentages, is confined to the effect it may have in reducing the oxygen content of the air that is breathed.

There seems to be dire need of repeated preachment against the too-frequent sad neglect of instrumental surveying and mapping in geological surveys. The value of the map as an illustration of the statements and opinions of a report is too apt to be overlooked; and its essential necessity in working out during its construction the proper conclusions from the observed facts is generally altogether misunderstood. Practical geology seeks, of course, to ascertain and indicate the character of workable or unworkable beds or veins, their depth, position, dip, and horizontal course, or strike, even below the surface; also their outcrops, and therefore, if workable, their extent; and so, taking account of their thickness and specific gravity, their weight in tons. It might, therefore, be called quantitative geology. For the study of more abstruse geological questions, too, it is in many cases necessary to gain some knowledge, or reasonable opinion, in regard to such hidden facts. In some cases, careful instrumental surveys are made; in others, from necessity or choice, there are few or no instrumental observations. It was said, 15 or 20 years ago, that there was an engineer in the anthracite-regions who was capable of telling, on first glancing at a new place, exactly what coal-bed was to be found there at a certain depth, and how thick—a splendid second-sight! "' 0, there be,' " you may be tempted to exclaim, " geologists ' that I have seen' geologize ' and heard others praise, and that highly, not to speak it profanely, "'—but let them pass without being fully characterized, lest the temptation towards profanity be altogether too strong. THE COMMITTEE, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls (" Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the life of the mine. It is a convention that the estimated period shall not be more than 30 years.

A number of novel but increasingly-important methods of size enlargement in liquid systems are reviewed. These techniques use relatively strong bonding and specialized equipment to form dense and substantially permanent agglomerates directly from particles in liquid suspension. In addition to separation of particles from suspensions, these methods have other broad objectives, including the production of granular (often spherical) materials, displacement of suspending liquid from the product and the selective agglomeration of one or more components of a multi-particle mixture. The underlying principles of the methods discussed include agglomeration by immiscible liquid wetting and by polymeric flocculants. Other procedures to produce granular, free-flowing products based on dispersion and solidification in liquids are also noted briefly. Applications in a variety of fine particle systems are considered with emphasis on minerals and fuels beneficiation and on waste treatment.

NICKEL is used as an alloying element in several complex commercial aluminum alloys, among which are found some very interesting proper-ties, such as relatively high strength at elevated temperatures, relatively low coefficient of expansion, the absence of permanent growth, ability to take a good polish, and a bright, pleasing as-cast surface. For that reason the aluminum-nickel system was included in the list of binary aluminum systems that are being studied as a preparation for the investigation of more complex commercial alloys. This paper is the fifteenth of a series from the Research Laboratories of the Aluminum Company of America reporting the results of investiga-tions of equilibrium relations in aluminum-base alloys of high purity. The aluminum-nickel equilibrium diagram from 0 to 18 per cent nickel was determined, using the purest material available.

IT Is well known that the Cottrell process is more easily applied to certain kinds of smoke than to others. The successful Cottrell installations are those treating smokes that carry dust of a mechanical nature; also smoke carrying fume dust that contains an excess of sulfuric acid over that required to combine with the oxides in the dust. But up to the present time the process has not reached a satisfactory economical basis of operation, in the treatment of smoke' containing basic dust. It is not impossible to make a smoke containing basic dust suitable for the process by. humidifying or acidifying. A number of Cottrell plants use these two methods of conditioning smoke previous to Cottrell treatment, which are quite successful, but the use of either results in expensive operation and a substantial loss in metals.. For these reasons, I would say that the baghouse process has not been replaced by the Cottrell process in the treatment of smelter basic smoke. Basic smoke must be given a. preliminary conditioning treatment because the dust is not a conductor of electricity; the water or acid treatment imparts some conductivity to the dust.. The rate at which dust is recovered depends on the proportional amount of power transmitted to the, treater and on the rate at which the smoke passes through; therefore to maintain a maximum constant amount of power across the electrodes of the treater, the same degree of conductivity should prevail, at all times between the surface of the electrodes. For all practical purposes, in the application of this process to lead and copper-smelter smoke, we can consider that the conductivity of the gases is a .constant. The variations in temperature of the smoke have a much greater effect on the solids than on the gases; the only instance where the temperature of the gases plays an important part in the process is at plants using humidifying: The temperature does not affect the conductivity of mechanical dust because such dust has natural conductive properties. However, in the case of smoke carrying acid-fume dust, where the conductivity is imparted to the dust particles by coming into contact with the acid fumes, the temperature is of importance.

THE diamond drilling of certain characters of unstable rock forma-tion, as, for example, the copper-bearing schists of the Miami district in Arizona, is rendered most difficult by what is known as " caving" of the sides of the drill holes. As this caving is very greatly increased by the action of flowing water, it occurred to me, after experiencing a great deal of difficulty with caving in diamond-drill holes which I was drilling for the Miami Copper Co., that if I could substitute air for water, much of the caving-with resultant difficulties, such as decreased speed of sinking and increased consumption. of diamonds-would be overcome. After some experimenting, I found that it was perfectly practicable to substitute air for the water; forcing the air down the hollow rotating rods in the same manner as is done with water, the air passing out around the bit, which is thus cooled, and ascending on the outside of the rods to the collar of the hole, carrying the borings in just as satisfactory a manner as had been done by the water, but without the accompanying destruction or caving of the sides of the drill holes such as had been so generally experienced with the water. When water was encountered in the drilling this water was forced up to the collar just as it would have been had water been used in the .drilling, but with the correspondingly decreased flow there was relatively less washing or caving of the sides of the drill holes. The only change necessary in the arrangement of the drill is that a cross instead of a tee is used at the collar of the hole. A tightly woven jute bag is attached to one arm of the cross, for collecting and filtering the sample; and when drilling in dry ground a jet of water is attached to the opposite arm of the cross, to collect the dust and wash down the sample into the bag. The rods rotate through a stuffing box attached to the upper opening of the cross. The distention of the jute bag by the issuing air indicates the operating conditions as sufficiently as did the flow of water when using water in the drill hole.

THE Mother Lode district in California is probably better known as the land of Bret Harte and Mark Twain than as a gold-producing district, although in this respect it holds an important place. The history of . quartz mining on the Mother Lode dates back to the '50s, when, after the first fever of the gold rush, men began to look for something more permanent, if not more lucrative, than the placers. Since that time,: the discoveries, shutdowns, and reopenings of the many mines, together, with the varying fortunes of their numerous operators, constitute an: interesting chapter in California history, but one too long to include in a description of mining methods. The district is well situated, so far as physical conditions are concerned. The Mother Lode extends along the western slope of the Sierra . Nevada Mountains, about half way between the crest and the Sacramento and San Joaquin Valleys, the country traversed consisting of low rolling hills-typical foot-hills. The elevation varies from 1000 to 1800 ft. and the climate is most desirable. There is an abundance of water, timber is easily obtained from the higher foot-hills a few miles east, and: cheap hydro-electric power is generated practically on the Lode. These natural conditions are conducive to low costs in mining and have been the deciding factor in allowing profitable exploitation of the comparatively low-grade orebodies. Transportation facilities are, not bad. Five branch railroads, from the main trunk lines in the valley, tap the district at intervals of from 10 to 30 miles, the roads connecting these are fairly good for trucking purposes. Labor is made up of several nationalities, the principal ones being American, Spanish, Jugo-Slav, Italian, and Mexican. There were few Mexicans on the Lode prior to 1919, but the shortage of labor, experienced generally by the mining camps of the country in the years following the war, made necessary the hiring of some. The percentage of Mexican labor rapidly increased in 1920 and for a year or so thereafter, but it has now diminished until at most of the mines only a few Mexicans are working. Of the different nationalities, Americans are the most efficient and Mexicans the least.

Optimism over the continued growth of coal ex- ports received a significant shot in the arm September 18 at Norfolk, Va., when huge, new ship coal-loading facilities of the Norfolk & Western Railway were formally dedicated before a large audience of American and foreign dignitaries. Guest of Honor at the occasion was Christian A. Herter, Special Representative for Trade Negotiations, who, in a speech, stated, "The prospects for the expansion of our coal exports are excellent. The competitive pricing and high quality of our coals, whether for the production of coke for steel mills or for the generation of electric power, have won the respect of consumers everywhere in the world. Last year, the United States coal industry exported over 40 million net tons. . . . There are excellent reasons to believe that by 1970 we shall be exporting at double this rate."

SALT bodies in the form of rolls, horses (sometimes called horsebacks), folds, wants and pinches1 have been encountered while driving entries and mining out rooms during the development of the potash mines in New Mexico. Superficially these sporadic salt occurrences appear to be much alike, but closer examination reveals individual characteristics, and after four years of observation it seems possible to divide them into three general groups that may tentatively be called "depositional," "erosional," and "structural." The data collected are not yet sufficient to permit forecasts of their probable location, so that the annoyance of having to mine salt instead of potash could be avoided or lessened. However, the information so far available appears to throw some light on the occurrence of the sylvinite2 bed now being mined, and it is as a progress report that the writer presents the results of his observations. The mines of the United States Potash Co. and the Potash Company of America are about 20 miles northeast of Carlsbad, in Eddy County, N. M. They are on the southwestern flank of the Permian salt basin, which underlies western Texas, Oklahoma and Kansas, south-central Nebraska, southeastern Colorado and eastern New Mexico. The cuttings from many oil wells and the cores from the potash tests drilled in this basin indicate that this salt series approached its greatest thick-ness (about 4000 ft.) in the southeastern part of New Mexico and the adjoining portions of Texas, and that the most advanced stages of

Twenty-two pit slides that occurred in two Canadian open pit mining properties are analyzed. Information on the results of laboratory tests of the rocks and a brief description of the geological environment are also presented. One deduction from the study is that slides seem to be predictable by using established theory. This corroboration indicates that, contrary to normal mining practice, the appropriate slope angle should vary with the height of the wall. In addition, if the general ground water level around an open pit can be reduced, the appropriate slope angles of the walls could then be increased by a determinable amount. The ultimate objective of these investigations is to determine the relationship between the percentage probability of failure of any slope designed with specific strength paraheters. With this relationship it would then be possible to determine optimum slope angles. Because of changes in various economic factors, open pits are now being mined to much greater depths than previously. The need to keep stripping ratios low without endanrrerine.-- lives and equipment provides a strong incentive to determine the maximum practicable wall slopes. Applied research work is currently being conducted to establish the methods for analyzing optimum slopes.

The member, possessed of the true scientific spirit which this Institute is especially intended to foster, brings here the results of his experience and study unrestrained by fear of giving undue advantage to competitor or rival. He appreciates, moreover, the responsibilities of membership and his duty to the cause, and how much is to be gained by himself from the keen but friendly criticism of his fellow-workers and even by the suggestions that may come of shrewd question or chance remark from those who labor in other but related fields.

THE American Institute of Mining Engineers was organized in the anthracite region of Pennsylvania by men who were primarily interested in anthracite. Its first meeting, at Wilkes-Barre, Pa., in the Northern Anthracite field, on May 16, 1871, resulted from a call sent out by three outstanding men of the anthracite .industry: Eckley B. Coxe, R. P. Rothwell, and Martin Coryell. The best known of these was Eckley B. Coxe, who was the manager of large hold¬ings operated by him and his family,. and who is remembered as the inventor of a special grate for burning very fine anthracite, known as the Coxe traveling grate, which is still very widely used. R. P. Rothwell was a well-known consulting engineer of the region, as was Martin Coryell, who was associated with another well-known anthracite family, the Pardees. There is no record of the discussions that resulted in this initial meeting, but it is safe to assume that the formation of the Institute was largely influenced, through appreciation by the founders, of the necessity for a free exchange of information covering the whole of the mining industry. With the gradual exhaustion of the upper veins in the anthracite coal-fields, the problem of mining at greater depths acquires increasing importance and demands the consideration .of a number of important factors, one of which is the greater earth-pressure and the consequent necessity of stronger support for the roof. Under the pillar-and-chamber system, almost exclusively followed in the Northen anthracite-field, the highest economy in mining is generally secured by leaving, on first mining, pillars only sufficient to support safely the overlying strata. As to the necessary size of such pillars, the opinions of mining experts are widely divergent. In establishing the width of chambers and pillars, the thickness of vein and its depth below the surface have received little consideration. For instance, it has been quite usual to work both overlying and underlying veins with the same width of chambers and pillars, when the lower vein was two and one-half times as thick, and twice as far below the surface, as the upper. In view of the generally-accepted theory that the crushing-strength of coal-pillars of the same base-area becomes less with increased height, it is probable, in this instance at least, that the moat economical mining has not been secured. This question of adequate pillar-support is economically less important down to about 800 ft. than at greater depths; and it is with reference to mining at these greater depths that the study of the subject here presented has been prompted. The necessity of leaving larger pillars, involving greater mining-costs per ton and also smaller yields per acre, is one of the troubles of deep working. The sub-level caving mining method has been applied in base metal mines in Canada under a wide range of ore body and wall rock conditions. This method has been used for primary, as well as secondary mining of both small and large ore bodies of varying ore values. Early experiences of almost all operations were somewhat disappointing. This paper details the initial problems encountered, the design changes made and solutions evolved. Additional experience and the development of operating skills, have helped the method gain acceptance as a viable method for the mining conditions to which it has been adopted.

A numerical study of the vulnerability of unlined tunnels in jointed rock has been performed with the STEALTH computer program, using the CAVS model for jointed rock. CAVS, for Cracking And Void Strain, is a constitutive model that can simulate the initiation/propagation of fractures and the slip along fracture planes in a jointed rock mass. The CAVS model is unique because it represents a spatially oriented approach to rock failure, rather than the traditional invariant formulation, and because the CAVS submodels for slip friction and slip-induced dilatancy are used to represent the weakening influence of joints, rather than applying ad hoc modifications to the elastic moduli of the host rock. The CAVS model, as embedded in the STEALTH computer program, has performed numerical simulations of tunnel collapse at high overstress levels. These calculations show that the ultimate strength of the tunnel depends strongly on the joint properties, and that the results of the calculations are in qualitative agreement with the observed data for collapse of a tunnel in tuff.
