THE melting department is the heart of the foundry. From it clean metal flows to the molding floor, in the right quantity, at the right time and at a sufficiently low cost-or, if not, the foundry fails to thrive. Since it is our purpose here to discuss present-day melting practice in the foundry, it may be well at the start to emphasize the wide differences in foundries and the conditions under which they must operate in order to reach the goal stated in the first paragraph. In every foundry, large or small, jobbing or captive, the same factors must be dealt with but they are of varying consequence and must be dealt with in varying ways in different foundries. Particularly in the nonferrous industry, there is so wide a variation in the composition of alloys used and in the character of castings made that no one type of furnace, nor any one method of operation, can be expected to produce the best results at all times. The present discussion will not attempt to include all nonferrous metals. It is intended to cover only the copper-base alloys in which copper is the dominant element, most of which are commonly known as brass or bronze. The discussion is further limited to the melting of these copper-base alloys for use in sand-casting foundries. Die-casting plants, the brass-rolling mills and certain other metal industries have melting problems peculiar to those industries, which will not be considered here. The following considerations are elemental in all foundries and are listed in what is believed to be the relative order of their present-day importance: I. The melting department must meet the foundry's requirement for dean, fluid metal, of specified composition and purity, at a temperature suitable for the work the foundry has in hand. This is the prime consideration in any foundry, at any time, anywhere. 2. Working conditions surrounding the melting furnaces and attending their use must be good. 3. The cost of molten metal at the mold must be as low as possible. 4. The operating characteristics of the furnaces must be sufficiently flexible, to meet normal variations in foundry requirements. 5. The operation and maintenance of the melting equipment must not require more skill and experience than is available in the particular foundry in question. METAL QUALITY It is not a function of the melting furnace to refine or improve the quality of the metal but simply to melt it without impairing its quality. Good practice requires, therefore, that care must be taken to supply the melting department with metal of inherently good quality, assured by specification or otherwise, having all the properties necessary to produce the castings desired. An alloy contains a number of primary elements, which must be present in definite proportions if the castings made from it are to have the desired properties. If the castings are made to a customer's specification, this will state the range within which these principal elements (for example, copper, tin, lead and zinc) are permitted to vary.

The paper has two parts: the field argument and the microscopic argument. The field argument indicates that either the deep chalcocite has replacea sulfide of extraordinarily easy replaceability or it is hypogene. The microscopic argumentindicates that this sulfide, if it existed, must have been hypogene bornite; that this bornite must so excel known bornite in replaceability as to constitute a new variety; that the existence of this new variety is wholly unsupported by evidence; and that the deep Butte chalcocite is therefore hypogene. IN 1900, when the public first heard of "secondary enrichment" the Butte chalcocite seemed clearly supergene. Mining, through successive regions of leached capping, bonanza sulfide, and sulfide less rich, had paused at lean bottom levels which, though chalcocite-bearing, suggested the waning of copper. The deepest chalcocite, at 1500 ft., was yet too shallow to disturb the supergene hypothesis. But, with deeper mining, lean levels yielded to fat ones. Here and there they showed, within the same vein, an inverted distribution, chalcopyrite above and chalcocite below. To the miners' astonishment, they carried chalcocite, unaffected by cross faults, on an independent course to the depth of 2500 ft. The pattern of ore distribution, hitherto revealed only in fragments, was now appearing in perspective, and, in the depth of the chalcocite, was beginning to make Butte differ from all districts where the chalcocite is indubitably supergene. The idea of hypogene origin at length came into favor; by 1913, when Sales1 advocated this origin, the argument had become a powerful one. This argument rested on field evidence; but, already, there was beginning to emerge microscopic evidence not included in this arugment. Especially pertinent was the proof that (1) The deep chalcocite lies in-mixed with bornite, often microscopic; (2) the deep chalcocite often replaces bornite; and (3) replacement of bornite by chalcocite is accom-

PERHAPS the most striking feature in the three newly discovered fields in the Los Angeles basin is the enormous thickness of oil sand. The total thickness is not yet known in any of the fields, since no well has as yet been drilled deep enough to pass through it. In the Signal Hill area a maximum of 1500 ft. or more of productive sand has been penetrated. In the other fields the interbedding of considerable shale members renders the total sand thickness somewhat less, but in all cases the depth of sand strata is enormous when compared with other California fields. For instance, in the Coalinga field the total thickness of sand on the average has been less than 100 ft., while in the Midway and Sunset fields not more than 250 ft. of actual productive sand has been encountered in any one place. Nowhere in the world has cone classification in closed-circuit grinding with tube mills reached as high a state of development as on the Wit-watersrand. In the development of the Far East section the necessity of fine grinding to obtain satisfactory residues gave rise to a situation with which the cone could cope only at a great sacrifice in efficiency of tube-mill grinding. H. A. White1 recognized the limitation of the cone in his study of the theory of tube milling as early as 1915, but it was not until Ewing, Davis and Willey2 carried out their tests at Springs Mines during 1920 that the advantages of mechanical classifiers were demonstrated. During the fall of 1924 the writer supervised a series of tests with Dorr classifiers undertaken by Mr. White, Consulting Metallurgist, at the mill of the Geduld Proprietary Mines, Ltd., Dersley, Transvaal (Far East Rand). The importance of classification to obtain efficient tube-mill grinding was thoroughly demonstrated. The installation of classifiers of the above type that followed the test confirmed the results of the experimental work. Tests with Cones, Straight Type and Bowl Classifiers The test at the Geduld mill was made to determine the relative grinding efficiency of a tube mill when grinding in closed circuit with cones, straight type Dorr classifier and Dorr bowl classifier. The efficiency of a tube mill, as expressed in this article, is based on the tons of minus 200-mesh material produced by the mill. The efficiency is also expressed in terms of tons of minus 90-mesh material produced by the mills to correspond to the standard practice on the Witwatersrand. THE ores of mercury of North California are composed of metallic mercury and cinnabar. They are found in serpentine, and are very often associated with chalcedony, in masses more or less irregular, often concentrated enough, however, to furnish ores yielding from three to ten per cent., and sometimes richer. This deposit makes its appearance in Vallejo where it has been worked. North of here the mines are more developed. Most of the quicksilver mines, how¬ever, are situated in Sonoma and Napa Counties. On its outcrop the serpentine rocks have become decomposed, and have often been washed away to a considerable depth, so that in many cases in their neighborhood, what is apparently nothing but ordinary dirt, will frequently contain from two to three per cent. of metallic mercury, with but a trace of cinnabar, in which case, as at the Sonoma mine, it is made up into adobes and distilled. Such material does not require to be mixed with dirt to be made into adobes. Very often, also, the outcrop of the rock, where it is not decomposed, is filled with metallic mercury, so that by striking a pick into it, as at the Rattle-snake mine, a pound or more of mercury at a time will sometimes spurt out. Such rock as this is found in several localities in every stage of impregnation, and usually makes very rich ore. There is generally, however, very little of it, and it is found only in the first workings ; the ore in depth is always cinnabar. At the Rattlesnake mine near Pine Flat, where large quantities of metallic mercury are found, the rock contains so much petroleum that it has been necessary to make special arrangements to burn the carbides of hydrogen, since the distillation of the petroleum causes an extra quantity of poor soot to be formed in the condensation-chambers. At the Geysers the ore is associated with large quantities of sulphur and gypsum, so that in a hand specimen there is often more sulphur than cinnabar, which is a serious impediment to working, especially for the modern style of furnace with iron condensers, and causes so much soot to be formed that it has been known to penetrate as far as the blower, and to so completely clog it as to prevent its revolution. The ore coming from the mine is more or less hand-picked. In one or two cases attempts have been made to treat the poorest, and especially the very fine ores, mechanically as at the California works.

In this paper, oxidation potentials measured in the presence of various concentrations of cyanide, ferro-cyanide, and ferricyanide and ethyl xanthate at various values of pH are related to flotation response. Eh-pH diagrams are presented to show that the formation of surface ferric ferrocyanide is probably responsible for depression when cyanide is added. The influence of cyanide on the depression of pyrite with xanthates as collector has been the subject of a number of investigations,'-6 and several theories on the mechanism of depression have evolved from these studies. Wark and Cox7 and Gaudin8 have suggested that the depressing effect is due to a competition of cyanide ion with xanthate ion for the surface. Cook and his colleagues9-11 have explained this phenomenon in terms of competition between hydrocyanic acid and xanthic acid. Sutherland 12 has shown that although both of these theories accurately describe the relation between pH value and cyanide addition at constant collector addition, they fail to describe the relation between pH value and the amount of collector required to cause flotation. Taggart 13 suggested that depression in these systems is due to the formation of a reaction product between ferric ion at the pyrite surface and ferrocyanide ion derived from solution. Majumdar4,6 has attempted to prove this hypothesis by measuring the contact angles of pyrite in the presence of 25 mg per liter ethyl xanthate and different concentrations of potassium ferrocyanide and ferricyanide. In all cases the contact angles were quite high up to pH 10. These results indicate that pyrite should not be depressed by either potassium ferrocyanide or ferricyanide. In view of these facts, Majumdar has assumed that the compound Fe(CN)2 forms at the surface. Gründer and Bornl4 have stated that depression may be due to the formation of the compound K2Fe(II)Fe(CN)6 at the pyrite-solution interface. This compound is thought to be an interaction product between the K2Fe(CN)6-2 ion from solution and the Fe++ ion at the pyrite surface and, accordingly, K4Fe(CN)6 should depress pyrite at least as effectively as KCN. This was proven experimentally, but there was no simple relation between the depression of pyrite and the concentration of either KCN or K4Fe(CN)6 in solution. In view of the many mechanisms that have been proposed for pyrite depression by cyanide, it is apparent that a clear understanding of the phenomena occurring in these systems is lacking. One reason for this may be the fact that the species responsible for pyrite flotation in the presence of xanthate is not the xan-thate ion but rather dixanthogen.15 Since the oxidation of xanthate to dixanthogen is dependent on the oxidation potential of the solution, it would seem that knowledge of these potentials would be a requisite to understanding the pyrite-xanthate-cyanide system. It is the object of this paper to measure both the oxidation potential and pH of the pyrite systems in the presence of various concentrations of cyanide, ferrocyanide, and ferricyanide and xanthate and to relate these values to flotation response. EXPERIMENTAL MATERIALS AND 'TECHNIQUES In the experiments discussed here, pure potassium ethyl xanthate was used as collector, and reagent grade potassium cyanide, potassium ferrocyanide, and potassium ferricyanide were used as depressants. Reagent grade HC1 and KOH were added for pH adjustment. Conductivity water, made by passing distilled water through an ion exchange column, was used in all experimental work. Two natural samples of pyrite were used in the investigation. Sample preparation for flotation included dry grinding with a mortar and pestle and sizing the product to 100 x 200 mesh. Prior to flotation, a 0.75-gm sample of pyrite was added to a solution containing a known amount of depressant at the desired pH value, and the system was conditioned for 4 min. Following this, a known amount of collector was added and the system was conditioned for another 4 min. This paper is the outcome of an extended investigation carried out in association with Dr. L. Slater. The inquiry had been continued in various directions and a number of results are quoted from an investigation recently completed by S. H. Jenkins. In projecting the work some five years ago, the author had in view a general attack on the problem of the spontaneous combustion of coal from an angle that had received little attention. The basic idea was to obtain a "slow motion study" of the active combustion of coal. This included an examination of the conditions prevailing in a mass of coal at the moment when active combustion ceases. It was thought that, if the factors governing the extinction of combustion in coal could be definitely established, it might offer an explanation of the manner in which the spontaneous combustion of coal originates. The inquiry arose from a detailed study of the properties of fusain that the author began in 1918. Fusain seemed to possess characteristics quite distinct from the coal with which it was associated, for if it were collected into a heap and one portion were heated by a small flame the combustion would traverse the whole mass. This combustion was not accompanied by smoke and passed slowly through the heap of material. Later, it was found that coals, including anthracites, would behave in a similar manner provided they were in the form of powder and that the particles were smaller than a certain size. The limiting size of particles is a definite characteristic of the coals investigated. In view of the fact that fusain exists with coal in a state that enables it to undergo this particular form of combustion, it must be assumed, sometimes, to play a definite part in the spontaneous combustion of coal in the goaf (waste). Tables 1 and 2 contain the analyses of samples of dust collected from a mine and from a dust collector. Some idea of the degree of fineness of the particles of fusain may be obtained from a study of the analyses of the dust from the dust collector; 80 per cent. of the dust would pass through a 200-mesh screen while the fusain was concentrated in the finest dust. A liquid which is rich in oxygen (and silicon) develops at steel rolling temperatures in resulfurized and plain-carbon steels. This liquid fluxes solid manganese sulfide. The composition of the liquid and the resulting microstructures vary with the manganese/silicon/oxygen ratios in the steel. The observations and conclusions zuhich are presented are used 1) to suggest a mechanism for MnS deformation in resulfurized steels, and 2) to rationulize hot-shortness anomalies between plain-carbon and resulfurized steels. 1 HIS is a summary of the dependence of sulfide inclusion microstructures upon steel composition, and an interpretation of the behavior of sulfide inclusions at steel-rolling temperatures. Sulfide inclusions are known to have several metallurgical effects upon steel. Their effects upon hot-shortness are best appreciated. Although hot-shortness is well known, it is questionable whether its mechanism is fully understood because there are several anomalies in our interpretation. For example, why should not high sulfur contents produce extensive hot-shortness in free-machining steels ? A second metallurgical consequence of sulfide inclusions appears because sulfide inclusions improve machinability. Furthermore, globular inclu- sions are to be desired over elongated inclusions. To date, we know that lower silicon contents (< 0.010 pct) favor the globular sulfides, but we do not know why this interrelationship between silicon content and inclusion shape exists. Finally, the evidence is strong that the surface quality of a hot-rolled steel is particularly sensitive to the sulfur content. SUMMARY OF PREVIOUS WORK The role of sulfur in hot-shortness was first suggested during the past century. It is uncertain who was the first to conclude that sulfur was less deleterious in the presence of manganese, and that manganese altered the sulfide phase from a liquid FeS to a solid MnS at steel-rolling temperatures. However, Urban and chipman&apos; emphasized that liquid FeS may accumulate as an interdendritic film during solidification. More recently, Keh and Van lack&apos; showed that the intergranular liquid does not completely surround the metal grains at all rolling temperatures. INCREASING realization of the importance of dust control, and the recommendations of various agencies, have led the mining industry to become actively concerned with this problem. The background and necessity for adequate dust-suppression measures have been discussed in a number of publications, including those of the U. S. Bureau of Mines, and the use of spray water to reduce dust at the face and on roadways has been recommended. The problem resolves itself into obtaining adequate dust reduction at a reasonable cost. Inasmuch as the term "adequate dust suppression" has never been clearly defined, nor have permissible limits of dustiness (in terms of dust count) been established, it is apparent that any method selected may be required to meet additional demands. Until the industry has been given some indication of permissible limits of dustiness, no permanent solution is possible. Progress will be somewhat handicapped until such information is available. In addition, dust reduction must be obtained without the addition of any excessive moisture to the coal, since consideration must often be given to: I. Quality standards, particularly reduction in heat value. 2. Handling characteristics, particularly in regard to unloading from railroad cars and bins. 3. Application of dry methods of coal cleaning. 4. Necessity for fine screening within specified limits of oversize and undersize. Little detailed information is available as to the advantages and disadvantages of the several methods of water distribution, the location and protection of sprays, operating data on pressure, quantity of water, and so forth, and results obtained. In 1940 an investigation was undertaken to determine and evaluate the principal factors involved. This paper constitutes a progress report on this work and cannot in any way be regarded as complete on any one of the several phases. CLASSIFICATION OF DUST SOURCES The various sources of underground dust may be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where the greater part of the actual fines capable of becoming air-borne dust are produced. A secondary source may be considered as one in which the greater part of the fines have been produced at some previous operation and are in such condition that they can be dispersed as air-borne dust. These conceptions appear to be of practical significance, as experience indicates that when dust is controlled at the primary sources the importance of secondary sources is minimized. For these reasons, investigations to date have been concerned principally with the primary sources of dust, and this paper is concerned particularly with one of these-namely, undercutting. A NEW milestone in the progress of photography and subsurface exploration was reached when the Chief of Army Engineers announced the development of the NX borehole camera. In obtaining continuous undistorted cylindrical color pictures of dry or water-filled borings the device surpasses all other cameras designed for photographing interior surfaces of pipes, wells, and conduits. The usefulness of the camera and the unique projector that comes with it are at once apparent. To the geological, mining, and civil engineer alike it signifies the end of guesswork with respect to underground conditions that have eluded identification by conventional core-drilling methods. To the medical profession it may well signal new progress in photo optics which could result in cylindrical color photographs supplementing the X-ray and existing photographic methods used in exploratory surgery.

At the present time most artillery cartridge cases are used only a single time. Since the process of reshaping a fired cartridge case so that it may be used again is much simpler and cheaper than the original manufacture of the case, it is clear that important savings could be effected if such re-formed cases were used in place of new cases. Extensive use of reconditioned cases has been hindered in the past, however, by the deterioration of the brass which may occur in the period of time between the first firing and the reconditioning of the cartridge cases. This deterioration sometimes results in a dangerously high incidence of firing splits in groups of reconditioned cartridge cases. It appears that the mechanism of the deterioration is the season cracking of the brass, for season cracks, of varying degrees of severity, may frequently be found in the cartridge cases after their return from the field. There are, of course, severe practical limitations to the extent to which fired cartridge cases can be protected from corrosion under battle conditions, particularly since the powder residue in the case is itself corrosive. The present paper describes a rapid method of testing the sidewalls of artillery cartridge cases for the presence of season cracks. This method has been developed specifically for use in connection with the reconditioning of fired cases, and makes it possible to carry out 100 per cent inspection. SUCCESS in any underground mining operation is determined by accessibility of the orebody, which in turn is dependent upon maintenance of passageways to the mining zones and temporary support of the voids caused by extraction of ore. This is accomplished by one or a combination of the following methods: timbering, back-filling, pillaring, or, more recently, rock bolting. Timbering has usually been the principal means of maintaining these underground openings necessary for mining operations. Timber, however, does not prevent ground movement beyond the scope of localized sloughing, which is indicated by the gradual failing of the timber itself. Besides this, timbering has always been a costly process, and with the decline of available supplies of timber close to the mining areas, mining men have constantly sought other methods of controlling ground. Rock bolting is now replacing timbering at an ever increasing rate. Experience has proved that this form of ground support is just as applicable to blocky igneous rock as to stratified rock. Besides preventing sloughing of the walls and back of underground openings, Fig. 1, rock bolting has a stabilizing effect on the surrounding ground in much the same manner that steel reinforcing rods add to the strength of concrete structures. Further, rock bolting is flexible and may be applied to any shaped excavation, whereas timber sets are in a fixed pattern and the ground must often be changed to conform with this pattern. Rock-bolting installations were made in metal mines of the Northwest as early as 1939. An exhaust air crosscut was driven that year in one of the Butte mines of the Anaconda Copper Mining Co. The crosscut was rock-bolted and gunited at the time it was driven and is still being used to exhaust hot humid air from the 3400 level of the Belmont mine. It is interesting to note that no sloughing or caving has taken place in the 14 years it has been open. Even though these early installations of rock bolts were successful, few men recognized their potentiality until recent years, when the coal mines started their programs of mechanization and the great trend toward roof bolting began. In some areas of the Northwest stopes that previously required heavy timbering and close backfilling are now being mined by the more economical cut-and-fill and shrinkage methods. When used in conjunction with timbering, rock bolting increases the efficiency of the operation by decreasing hanging wall dilution and by making it possible to blast larger rounds. Most of the rock bolts installed to date in mines of the Northwest have been the 1-in. diam slot and wedge type, but there has been a recent trend to- ward using the 3/4-in. diam expansion shell bolt shown in Fig. 2. In addition to these commercially manufactured steel bolts, wooden bolts have been used with considerable success by the Day Mines of Wall&apos;ace, Idaho. Installation of the slot and wedge type requires three distinct operations, with tools for each operation: 1—drilling the hole to proper diameter and depth, 2—setting the bolt, and 3—tightening the nut. Holes are drilled and bolts set with pneumatic rock drills. A number of setting or driving tools have been used successfully, but most follow the same general pattern. Usually the driving tool is designed to accommodate a short length of drill steel on one end and the rock bolt on the other end. In this manner the hammering effect of the rock drill is transmitted through the steel and driving tool to the bolt. When machines not having stop rotation are used, slippage is allowed between the driving tool and bolt or between the drill steel and driving tool. The rock bolt nuts are tightened either with pneumatic impact wrenches or with hand wrenches. Impact wrenches are desirable because they are faster and assure adequate tightness. Expansion shell bolts have the following advantages over slot and wedge rock bolts: 1—No special equipment other than a wrench is needed for their installation. 2—Installation is faster. 3—They are removable. 4—Holes need not be drilled to a specific depth as the expansion shell will anchor anywhere along the length of the hole. These advantages are offset somewhat by the lesser strength of the bolt, since expansion shell bolts are generally made from 3/4-in. diam steel as compared to 1-in. diam steel for the slot and wedge type. One manufacturer, however, is now fabricating expansion shell rock bolts from steel of high tensile strength, which gives this ¾-in. bolt a much greater strength than that of the mild steel bolt. -4s a result of world economic conditions brought about by the European war and the consequent loss of European markets for Venezuelan crude, production in Venezuela decreased from 205,433,000 bbl. in 1939 to 186,134,000 bbl. in 1940, or 9.4 per cent. This decline interrupted a steady annual increase in production from the country, which had been continuous since 1932. The Maracaibo Lake Basin in western Venezuela accounted for 135,738,000 bbl. during 1940, or 73 per cent of the total, as against eastern Venezuela&apos;s production of 50,396,000 bbl., or 27 per cent of the total for the country. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. -4s a result of world economic conditions brought about by the European war and the consequent loss of European markets for Venezuelan crude, production in Venezuela decreased from 205,433,000 bbl. in 1939 to 186,134,000 bbl. in 1940, or 9.4 per cent. This decline interrupted a steady annual increase in production from the country, which had been continuous since 1932. The Maracaibo Lake Basin in western Venezuela accounted for 135,738,000 bbl. during 1940, or 73 per cent of the total, as against eastern Venezuela&apos;s production of 50,396,000 bbl., or 27 per cent of the total for the country. Corresponding figures for 1939 were 167,688,000 bbl., or 82 per cent of the total from the Lake Basin, and 37,744,000 bbl., or 18 per cent from the east. These comparisons indicate the increasing importance of the newer developments in eastern Venezuela, but it is unlikely that production from the east will ever exceed that from the west. In all, 429 new wells were completed in Venezuela during 1940 as compared to 438 in 1939. Of the 1940 completions, 411 were in proved areas and 18 were wildcats; 389 (95 per cent) of the exploitation wells drilled were producers, I was a gas well and 21 were dry holes, while 6 (33 per cent) of the wildcats drilled were producers and 12 (67 per cent) were dry; 263 of the exploitation wells and 4 of the wildcats were in the Maracaibo Lake Basin and 148 exploitation wells and 14 wildcats were in the east, mostly in the State of Anzoategui. Exploration of the light-oil areas in the Tia Juana and Lagunillas fields was con- tinued during the year with favorable results. Along the lake shore, drilling was confined principally to fill-in wells in the La Kosa, Tia Juana, Laguni!las and Bachaquero fields, although some important semi-exploratory drilling was done in the Pueblo Viejo area between Lagunillas and Bachaquero fields. Transition in the underground coal industry, begun with the passage of the Federal Coal Mine Health and Safety Act of 1969, should be completed midway in the 1972-80 period. Surprisingly, many of the far reaching effects of this act have been, for the most part, beneficial to the industry from the standpoint of health, safety and basic operating standards. Production has dwindled, but the next few years will see production declines level out. Average declines of approximately 27% have been recorded since passage of the 1969 act, with costs increasing an average of $1.50 per ton throughout the industry. Nationwide averages presently are in the range of 14 tons per man-shift, and by 1980 this may be further reduced to a 10-ton per man-shift average for the industry. But in spite of the many temporary set-backs affecting the industry, the marketing opportunities are clearly visible. Due primarily to the energy squeeze facing the U.S. over the near term, the &apos;underground coal operator is and will be enjoying unusual leverage in selling his product.

Tun mines of the Calumet & Arizona Mining Co. are situated in the Warren Mining District, Cochise County, Arizona, between Bisbee and Warren and adjoin those of the Copper Queen Consolidated Mining Co. and the Shattuck Arizona Copper Co. Paleozoic limestones of considerable thickness have been intruded by granite porphyry. A great stock of the intrusive outcrops boldly near the city of Bisbee and is known as Sacramento Hill. From this central core the porphyry has tongued out into the limestone for many thousands of feet as dikes and sills of irregular shape and variable dimensions. Churn drilling has recently developed a large tonnage of secondarily enriched copper ore in the main porphyry mass of Sacramento Hill. While some ore has been found in porphyry in other parts of the district it is relatively unimportant compared with that which occurs in the Paleozoic limestone as irregular lenses replacing favorable beds near porphyry contacts or associated with well-marked fracture zones often many hundreds of feet away from the intrusive. In a zone extending from Sacramento Hill for a distance of from 1,500 to 3,000 ft. the limestone has been extensively metamorphosed and in this contact metamorphic zone the ore occurs through a known vertical thickness of upward of 900 ft. and individual orebodies often show extension in a vertical direction of over 200 ft. At a greater distance from the intrusive stock the ore occurs as lenses of greater horizontal than vertical dimensions with an average thickness of approximately 30 ft. An exception to this rule is found in the occasional steeply dipping mineralized fractures, almost true tabular veins, which are found long distances away from the zone of contact metamorphism.

In this paper I propose to give a short and, I must confess, a rather incomplete description, as regards many details, of the process used in Chicago, Ill., for smelting the argentiferous ores of the far West, and shall confine myself in this description, principally, to the process used at the Chicago Silver Smelting and Refining Company&apos;s Works, known as the Balbach process, as all the other smelting works in that city follow the same method, with the exception of one, which has the Cordurié process for the desilverization of argentiferous lead. In all, there are five silver smelting and refining works in and near the city of Chicago. The Chicago Silver Smelting and Refining Company&apos;s Works are situated at the little station of South Lynne, about seven miles south from Chicago. The plant at these works consists of one horizontal steam-engine, principally used for running the ore pulverizer, four reverberatory smelting-furnaces, connected by horizontal flues with a common chimney 85 feet high, three lead-softening furnaces, one so-called zinc or mixing furnace, one separating furnace or liquation hearth, one lead-refining furnace, three zinc distillation retorts, one English cupellation furnace, supplied with blast by a No. 3 Sturtevant blower, which is run by a small steam-engine having a vertical tubular boiler, and an assay office, in which there are two windfurnaces of the ordinary construction, and also a small muffle furnace. The assay office is supplied with all the necessary apparatus and reagents for fire assaying. There are also a superintendent&apos;s office, various store-rooms for coke and charcoal, and for the preparation of fire-clay, etc. Recently a small slag hearth (Krummofen) with one tuyere, has been put up for the purpose of working over such slags as assay too high in silver and lead to be thrown away, of which there are large amounts. The principal ore worked while I was in the employ of the company was that of the well known Emma mine in Utah, and also small quantities of Colorado ore. TRENDS IN MINE FINANCE Reviewing historical trends may help in dealing with future funding strategies. The first trend is the increase in the use of debt to fund corporate America. Surprisingly, when comparing that with other corporates in the global marketplace, the U.S. does not look too poorly. Japanese, in particular, but also German companies, are much more leveraged than their U.S. counterparts. Note that in Japan and Germany the government and the consumer have shown substantial restraints when it comes to credit. Not so in the U.S. where the savings rate (4%) is much lower than that in Japan (20%) and in Germany (14%). As a result, the cost of leverage is substantially lower in Japan and in Germany than in the U.S. Lower debt costs in these countries allows one to obtain more of it for the same price. The close relationships between financial institutions, corporations and governments in Japan and Germany also make the risk of leverage more bearable and understandable. Also note that interest rate volatility in these countries is more subdued. The investor base in common stock is also changing. Private pension funds have been net sellers of equities during the last few years while public pension funds have been net buyers. Individuals are basically out of the market. It is estimated that over $330 billion of equity was retired in the U.S. through 1986-1988. The reasons are well known: restructurings, buy-backs, takeovers, mergers, and buy-outs. This de-equitization is likely to continue as the cost of equity capital is higher than the cost of debt capital, even on a before-tax basis. Because there has been no market for equity since October 19, 1987, junk bonds have replaced equity capital in the corporate finance structure. The non-investor-grade borrower has access to the public markets through high-yielding debt securities that often look like senior equity. Deregulation has also provided 24-hour markets; securitization can now liquify assets that before were rusting on balance sheets; information processing and communication tools give facts that are instantaneously available, creating the need for products to cover risk and exposures unknown before the start of the information and technology explosion. Thus we now have swaps, options, futures, options on futures, caps, as well as program trading, portfolio insurance, index funds, etc. Globalization will be unstoppable. Today&apos;s environment demands it. Corporations are now global competitors, even though they may have never shipped a product off-shore. Boundaries are disappearing and impediments have been removed. Stocks can be issued in a global offering with distribution in all major financial centers of the world. The high leverage of Japanese companies has made common stocks very scarce, which with the high savings rate, makes equity capital inexpensive in Japan. If markets were perfect everyone would issue stock in Tokyo and buy it back in New York. This would certainly stop the bleeding on the balance of payments. With the deficit balance of payments in America, it is no surprise that the cost of money is expensive here. The risk-return relationship on U.S. equity is not favorable enough to appeal to Japanese equity investors. The Tokyo-market, helped by a stronger yen, surpassed New York as the most important equity market in the world. The question is, will the Tokyo market hold up when Japanese domestic consumption increases at the expense of savings? In the U.S. debt markets, the plain vanilla debenture is making a comeback after a period of absence. Commercial paper has replaced short term bank borrowings for working capital funding by larger corporations.
