Procedures are described for scaling up turbulent friction pressure drops of inelastic fluids and laminar friction pressure drops of inelastic/elastic fluids in circular ducts. The laminar scale-up calculation method does not require the use of arbitrarily defined flow models, and can be performed directly from laminar capillary viscometry data, or by means of a numerical solution of the integral equation for Poiseuille flow, inputing true shear rate-shearing stress data from other simple shearing experiments. e.g. Couette and plane Poiseuille flows. The turbulent scale up procedure, based on the Dodge-Metzner correlation for inelastic fluids, requires evaluating the characteristic rheological parameters at the existing wall stress under laminar flow conditions. Since the wall stress is the quantity sought in a pipe flow scale-up problem, a trial-and-err or solution is indicated, and therefore a calculation method has been developed and programmed for a medium-size magnetic-drum-memory digital computer. Laminar flow data from other somces may also be adapted to this turbulent scale-upmetbod for inelastic fluids. Comparisons between predicted and experimentally observed friction losses for generalized Reynolds numbers ranging from 3 — 32.000 indicate an error band width of less than 10 per cent in circular tubes ranging in size from 0.5 to 1.89 in. in diameter. INTRODUCTION Considerable effort has been devoted to the problem of establishing an accurate procedure for predicting the laminar and turbulent flow behavior of non-Newtonian materials in pipes from data obtained with small scale laboratory or pilot plant equipment, as evidenced by the variety of reviews on the subject.1-3 Although there does not appear to be a universally accepted scale-up method for laminar flow, the various methods currently employed can be divided into two principal categories depending upon whether a functional relationship between shear rate and shearing stress is assumed, or whether a generalized correlation is adopted. The methods of Hedstrom4 and of Weltmann are typical of the first category, while the generalized correlation of Metzner and Reed6 illustrates the second category. Under appropriate conditions either approach yields a reasonably satisfactory description of laminar flow behavior. In contrast, the prediction of non-Newtonian transitional and turbulent friction losses is much more complex. For example, certain types of materials have been observed to sustain laminar flow at much higher flow rates than Newtonian liquids. When turbulence does develop, the level of agitation is damped to such an extent that the friction factor is lower than that of the original low viscosity Newtonian medium. Extremely broad transition regions and "diameter effects" have also been noted in the turbulent flow of certain chemically complex materials.' Aside from the latter complications, which are attributed in part to viscoelasticity, the existence of a variety of scale-up procedures for predicting transitional and turbulent friction losses is due principally to the chioce of viscosity parameter used in the definition of the Reynolds number. In contrast, Dodge and Metzner have demonstrated that the friction factorReynolds number relationship for inelastic fluids can be satisfactorily generalized provided the fluid property parameters are evaluated at the existing wall shearing stress.* However, the quantity usually sought in a pipe flow scale-up problem is the wall stress, and hence a trial-and-error procedure is required when dealing with non-power law materials. In this report we discuss two calculation methods: (1) for determining the wall stress, and hence the friction pressure drop, for inelastic fluids under conditions of turbulent flow by means of an iterative procedure, and (2) for predicting laminar friction pressure drops without recourse to arbitrarily defined flow models.

The influence of grain boundaries and polygonized subsructure on the flow stress of commercially pure aluminum has hem studied. A systematic inz-estigoti017 of grain size and subgrain size and mis-orientation was pursued; the contributions of pain boundary md substruture hardening were found to he additive fuiictions. Subgrain boundaries exert greater influence on hardening at room temperature than do grain boundnries. Both subgrain diameter and misorientation influence flow stress, but only to the extent that both contribute to the dislocation density. The flow stress due to substructure may he described by the equation of = abp1/2. THE origin of substructure hardening in metals has remained unclear for a long time. Lately, both theory and experimental techniques have become more exact and merit a closer examination of the subject. In the present work, the influence of polygonized substructure size and misorientation in commercially pure aluminum on mechanical properties has been systematically investigated. The influence of substructure on mechanical properties has been compared with that of grain boundaries. In addition, the works of several authors are compared with theoretical predictions of substructure hardening. EXPERIMENTAL TECHNIQUES Aluminum of 99.9 pet purity (0.04 Fe, 0.046 Si, 0.00 Cu) was employed. Various grain sizes were produced by heavy (over 90 pet reduction in area) cold drawing and recrystallization at various temperatures. A (111) fiber texture was observed in all specimens. Grain sizes were analyzed statistically. Substructure of varying size and misorientation was produced by prestraining specimens of various recrystallized grain sizes. Specimens for mechanical testing and substructure analysis were recrystallized, prestrained, and annealed together. The samples were prestrained from 5 to 25 pet in tension at room temperature and annealed at 200" to 370°C for 2 hr. All samples were rapidly cooled (in air) from the anneal to retain the subgrain wall structure developed at the annealing temperature. A clearly polygonized substructure was developed in all cases. Substructure size was measured by the Berg-~arrett' technique and analyzed statistically. Substructure misorientation was measured in the following manner. Individual grains in the polycrys-talline aggregate were isolated and their intensity distributions mapped using an X-ray goniometer and Geiger counter. From the observed profiles, the

Petroleum has been found in Russia in various localities from north to south, as may be seen from the list given below: (a) In the basin of the Petchora river, Northern Russia. (b) In the basin of the Volga river, in the governments of Samara and Saratoff. (c) In the government of Astrakhan and in the Uralsk territory, close to the northern and eastern coast of the Caspian sea. (d) At Grozny in Northeastern Caucasus. (e) In the Daghestan territory, Eastern Caucasus, on the Caspian sea. (f) On the Apsheron peninsula (Baku and other districts) close to the Caspian sea shore. (g) On the island of Tcheleken in the caspiah sea, also on the island of Sviatoi. (h) In the Transcaspian territory on the Neftianaia Gora (Oil hill) and on the surrounding hills. (i) In the Ferghana valley in Russian Central Asia. (j) On the Kertch-and Taman peninsulas on the Black sea. (k) In Siberia it has been discovered in the Transbaikal territory and on the island of Sakhalin.. ' ' In the above-mentioned districts petroleum has been found to exist under different geological conditions and to vary in its chemical and physical properties. At the present time petroleum is produced in Russia at Baku, Grozny, on the island of Tcheleken, in the Ferghana district, and in the Uralsk territory. The yearly production in 1912 throughout the Russian Empire amounted to 69,400,000 barrels, of which the Baku fields were responsible for 52,000,000 barrels. This shows that the Balm fields on the Apsheron peninsula are the chief oil-producing centers in Russia, being at the same time the oldest of all our oil fields. In this paper I shall discuss the Baku fields only, leaving all the others until a later date. The Apsheron peninsula in the Eastern Caucasus protrudes into the Caspian sea in the shape of a triangle some 47 miles long covering a total area of some 750 square miles. As the first loads of Noamundi iron ore rumbled into the new 54-in. Gyratory Crusher on March 30, 1968, one of India's largest and most modern iron ore processing complexes began operations. The completion of the $13 million mining and processing complex brought to a successful conclusion the second chapter of a phased expansion program initiated in 1958 by India's gigantic Tata Iron and Steel Co. The completed complex will yield annually 2.5 million tons of washed, sized ore and sinter fines destined for Tata's furnaces at Jamshedpur. Hewitt-Robins Div. of Litton Industries was awarded the turnkey project on the basis of world- wide competitive bids. Eighty miles southwest of the city of Jamshedpur, Noamundi lies on an approximate geographic grid of 22º-5' latitude north and 85º-30' longitude east. The mine is approximately 600 ft above sea level.

WITHIN the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the. Chicago & Northwestern R. R., the Chicago,. Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin Co., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. By rapidly quenching Ag-Pt alloys from the melt, a continuous series of solid solutions has been obtained. At equilibrium''2 these fcc elements form a peritectic system, Fig. 1. Weighed amounts of silver and platinum powder (325 mesh, purity greater than 99.9 pct) were mixed for 24 to 120 hr, pressed into compacts, sintered at 1000°C in a hydrogen atmosphere for at least 16 hr, and then furnace-cooled. Because of the difficulty in achieving homogeneity in alloys containing more than about 40 at. pct Pt, the sintered compacts were induction-melted under hydrogen in alumina crucibles and then cold-rolled into wires. Small amounts ("30 mg) of alloys cut from various sections of the sintered compacts or rolled wires were heated to at least 50' ~ above the liquidus in an alumina insert held within an induction-heated graphite crucible; then the molten alloy was ejected by a blast of helium onto a lightly polished copper strip held on the inner periphery of a rotating wheel. The flakes thus obtained were typically 1 sq mm in area or often slightly larger for the silver-rich alloys. X-ray diffraction patterns were obtained with nickel-filtered copper K radiation in a 114.6-mm-diam Debye-Scherrer camera with rotated specimens. Lattice parameters and associated uncertainties were estimated from extrapolations against the Nelson-Riley function. High-angle lines were always resolved and spacings were computed relative to r(CuKa!,) = 1.540508 The details of these techniques have been discussed previously.s'6 Lattice parameters of the solid solutions are plotted in Fig. 2, together with the data of Schneider and Esch,' Johansson and Linde,' and Novikova and pudnitskii. Each of the present lattice spacings represents two or more independent determinations. The alloys were homogeneous within 2 at. pct of nominal composition as estimated from the uncertainties in the lattice spacings. Many of the mechanisms involved in the achievement of metastable solid solutions by rapidly quenching from the melt have been previously discussed. There is some evidence" that such solid solubility cannot be obtained when the liquid alloys are cooled

FOR many years there has been no book that adequately represented the present state of the art of coal preparation-an art that has been rapidly changing during the passing years, and particularly during the last ten or fifteen years. In fact, changes of preparation have been so rapid that no book could keep abreast of their progress, and even the Proceedings of the technical societies have not been able to do so. It has been the intention of this committee and of the editor to make this book as nearly up to date as possible and to make it one that would appeal primarily to operating men, while at the same time adequately showing the theory back of the many processes used. The start of the war and the increased calls upon the time of the authors selected for the various chapters have slightly dimmed the brightness of the ideal intended, but the result undoubtedly brings the practice of preparation and its literature closer together than they ever have been before. It is the hope of the committee that this book will be useful both to those whose daily work is concerned with preparation and to consumers who use the product produced at the many fine and up-to-date coal plants throughout the country, which are now producing, as they always have done, all the coal needed by this country in its greatest crisis. While the committee has exercised a general supervision over the preparation of the various chapters, all of the correspondence and edi¬torial work have been done by Prof. David R. The President reported the appointment of a Committee on Mining Law, the names of whose officers and members are given on page xxxv of this Bulletin, and these appointments were approved. It was voted: That the Committee on dining Law be requested to establish a Sub-Committee on Censorship, a majority of whom shall be lawyers; and, further, that no paper on mining law be recommended for publication to the Committee on Papers and Publications, unless it is previously approved by the Sub-Committee on Censorship of the Committee on Mining Law. The President reported progress in the matter of co-operation between the Institute and the United States Bureau of Mines, through Committees of the Institute. The President reviewed the history of plans for a union or affiliation with the Mining and Metallurgical Society of America, and the following minute was then adopted : " The Board of Directors of the American Institute of Mining Engineers has carefully considered for several months the question of union or affiliation with the Mining and Metallurgical Society of America ; and, while at an earlier time and under other circumstances, such. a union might have been accomplished, yet under present circumstances the Directors of the Institute deem such union inexpedient. "While thanking the Mining and Metallurgical Society of America for its consideration of the matter, we believe that further discussion of the subject will serve no useful end, and we conclude it best that the Society and the Institute continue their useful functions and friendly relations side by side, as heretofore."

THE mines of the United States Coal & Coke Co. are located in the Pocahontas coal field, in McDowell County, West Virginia. Twelve plants have been opened and equipped, of which, by reason of the present business depression, only nine are now in operation. These twelve plants serve eighteen mines; some of the plants having several openings, in either the same seam or in different seams, tributary to the same tipple. Only nine of these mines are now being worked at the plants in operation. Construction work was begun in 1902, and coal from the first three plants started was shipped in December of that year. An additional plant was opened in 1903, two in 1904, two in 1905, two in 1907 and the last two in 1908. On Jan. 1, 1915, the plants have been in operation an average period of 8.8 years. The rules of the company, which have been in operation since work was first begun, are similar to those in use by the H. C. Frick Coke Co. at its mines in Pennsylvania, in which "Safety First" was incorporated as early as 1907; and it has always been the policy of both companies to look carefully after the safety of their employees. Although the field is an extension of the old Pocahontas field, the mines, located upon a new branch railroad, are away by themselves, and, as is usual in such cases, the class of labor attracted at first was temporary in character. The rapid development of the mines required the employment of many new men and officials each year; and, while the accident record from 1904 to 1909 was as good as the average of the field, it was felt to be not as good as it could be made, and a determined campaign was inaugurated for preventing accidents of all kinds. Fig. .1 shows the tonnage of coal produced per fatality, both total and for inside accidents only, at our mines; the tonnage per fatality of all West Virginia mines, and of those in the Pocahontas field.

There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. Company Activities The South American Gulf Oil Co. shut down its operations during the year, and now employs only watchmen at its camps, Las Monas and El Tigre.
