The investment worth of a mineral deposit can only be realistically evaluated in relation to specified engineering design criteria which fully detail the proposed method of exploitation. The operational design of a mine falls essentially within the technical discipline of the mining engineer, under the constraint that the technical design should be aimed at optimizing the financial attractiveness of the project. In the case of a marginally viable proposition it becomes vitally necessary to identify the best set of design parameters which together will add up to an optimum investment proposal. This paper examines some fundamental logic of optimization for a "wasting asset" type of investment such as a mine, with special reference to the rate of annual production and the strategy of selective mining.

During 1938, Colombia witnessed greater activity in oil prospecting and development than in any previous year in its history; more wells were drilled, more potential production established, more geological and geophysical work was accomplished, and more leases and concessions were acquired. Many companies, including the Texas, Socony Vacuum, Richmond (subsidiary of the Standard Oil of California), the Shell, and Tropical, contributed to this activity. Probably the most noteworthy development was in connection with the Barco Concession, which forms part of the Maracaibo Basin in eastern Colombia, adjacent to the Venezuelan frontier. There a great deal of preparatory work was accomplished in addition to camp and other construction, 20 producing wells were drilled and work was begun on the construction of a 12-in. pipe line to transport the oil to the port of Covenas, a distance of 260 miles. It is reported {hat 58,000 bbl. daily initial production was established during the year and is awaiting an outlet through this pipe line. Leasing and exploratory operations in Colombia continued active throughout the year; applications were made for concessions covering more than 1,100,000 acres of national lands and, in addition, leases were taken up on large areas of privately owned lands. The reports for the years 1942 and 1943 were written in 1943 and 1944, respectively, and were summarized at the meetings of the Institute in February 1941 and February 1944, but were held in manuscript form until released for publication in 1945. 1942 During the year 1942, developments in the Peruvian oil industry continued to be subject to repercussions from the swelling war effort, which steadily diverted more of the normal supply of men and materials into war channels, and necessitated the rerouting of supply lines. The result in Peru was an increasing demand for crude oil and products. The production of petroleum in Peru in 1942 was 13,626,259 bbl., as compared with 11,935,584 bbl. in 1941—an increase of 1,690,675 bbl., or approximately 14 per cent. The largest increase, amounting to over 61 per cent, was from the Lobitos fields, but this increase was caused largely by the subnormal production in 1941. International Petroleum Company's production in the La Brea y Parinas field increased 727,111 bbl., or 7 per cent, whereas the Peruvian Government's production in the small Zorritos field declined 10,380 bbl., or approximately 20 per cent. The final production figures for the Ganso Azul field at Agua Caliente were not available for 1942 at the end of the year, but the production was believed to have increased approximately 80 per cent from 1941, or from 13,750 to approximately 25,000 barrels. Development and Exploration Exploration in Peru in 1942 was very limited and confined to areas adjacent to the older producing fields, and the efforts there were largely expended in the extension and development of the producing areas. This situation resulted partly from the shortage of transportation and drilling equipment, and also from the strong demand for increased production of oil. . International Petroleum Co. completed 69 wells during the year, including seven exploratory wells, three of which added moderate extensions to the proven areas. Sixty of the completions were oil wells and nine were dry holes. Lobitos Oilfields, at Lobitos and Restin, is understood to have concentrated its drilling effort on development rather than on exploration. The Peruvian Government operating at Zorritos confined its drilling to the development of the small producing areas previously found. During the year it announced plans to drill three exploratory wells in the Pirin area of southern Peru (see map on p. 638). It was reported that the Government had made a survey of the Sechura area (representing the southern part of the Northern National Reserve as shown on the map), but no work under this arrangement was announced. The Cia. Ganso Azul, at Agua Caliente, completed its No. 6 well as a producer on March 27, and during the year it completed the installation of a 400-bbl. topping plant.

Owing to a moratorium in the drilling of crown-land leases in Trinidad during the year of 1931, only 40 wells were spudded in during the first eight months as compared with 110 during the same period in 1930. Nevertheless the production will show an increase of about 400,000 bbl. over that of 1930. An estimate is given in Table 1. Since the oil produced in 1930 was 9,418,907 bbl. and that in 1931 probably will be 9,853,976 bbl., the year 1931 probably will see an increase of about 4.6 per cent. The gross production of crude oil in the colony has increased steadily year by year, with the exception of 1919, when there was a slight decline. A tabulated statement was given last year.' The Petroleum Times of March 21, 1931 (p. 413) gives the total production of 1930 as 9,418,000 bbl. and the average monthly production as 784,833 bbl. The same two items for 1931 are estimated at 9,853,976 and 821,165 bbl., respectively.

UP to a certain limit, the increase of pressure on the diamond-drill increases the rate of progress in drilling. That limit is set by the resistance of the diamonds to compression; and beyond it, the destruction of the stones will involve an. economic loss, both in time and in money. It is, therefore, important to all diamond-drillers to know what is the resistance mentioned. In Europe, operators usually follow an empirical rule, which directs the maintenance of a pressure, on the area-of the bottom of the drilling-tool, of 12 kg. per sq. 4m. For the tools in ordinary use, this is equivalent to 1 kg. per sq. mm. of the diamonds set in the tool So far as I know, American drillers are using pressures as high as 50 to 60 kg. per sq. cm. of the total area of the drill, and the consumption of diamonds (on Denny's authority, 0.2 carats per meter bored) is greater in America than in Europe. But the reason for this difference may be the comparatively larger size of the diamonds commonly used by American drillers. With the assistance of my friend, the late S. Woisslaw, who was the pioneer of diamond-drilling in Russia, I selected from his stock a number of black diamonds, which I subjected in my laboratory to compression-tests. To prepare regular cubes for such tests, as is generally done with other stones, would have been not only costly, but, what is more important, practically useless. I therefore determined, in order to assimilate as nearly as possible the conditions of actual use, to place each sample between a hard plate (corresponding to the rock) and a softer plate (corresponding to the bottom of the tool), into which it would be pressed during the test.

Rocks in mines, quarries, and many outcrops commonly show evidence of being under high stress. Saw cuts and drillholes close in, partly mined coal bursts violently, and pillars crush and rock spalls in mines even at moderate depths. Similarly, strong and massive rocks such as granite and sandstone naturally divide themselves into sheets that lie more or less parallel to their outward topographic form. The sheets may be either convex or concave. Thin plates of bare rock surfaces bow up and buckle. Such effects often cannot be explained by the obvious loads now acting on the rock, that is, by loads resulting from overburden, topographic irregularities, or stress concentration around openings. The stresses exceed those that would result from such loads. Two interpretations of such excess stresses have been made. In one, the stresses are assigned in origin to now active tectonic forces. In the other, they are regarded as leftover and locked in from some previous state at which higher pressures prevailed. These two sources may both operate and they generally cannot be distinguished easily in the field. There are other complicating sources of stress such as temperature gradients and chemical alteration. Nevertheless, some bodies of rock, by exfoliating, show evidence of high internal stress even though they are practically unweathered and so isolated topographically that the presence in them of significant stress due to exterior loads or active tectonic forces seems unlikely (Fig. 1). Moreover, completely isolated rocks are known to change density, shape, or size 1,2 to expand under constant compressive stress;3 and even to disintegrate 4,5 without the intervention of weathering processes. The stresses involved here must be truly residual in the sense long used by metallurgists; that is, residual stresses in a body are those that remain.

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5' to vertical, and in the same mine the dip of the coal may vary from 30' to 50 . In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous coking coal, the following being typical analyses: Very little of the coal contains as much as 0.75 per cent. sulfur. The brown lignites occur mostly in Lewis and Thurston Counties, and as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea. The coking coal is used for making coke, and for locomotive and other boiler fuel. It yields a strong metallurgical coke, quite high in ash, though seldom exceeding 18 per cent. ash. Four liquids are ordinarily present in the lead blast furnace during lead smelting. At the bottom is the lead bullion, which is metallic lead containing about one per cent of impurities, including gold, silver, copper, bismuth, arsenic and antimony. Above this is the speiss, which consists essentially of arsenides and antimonides of iron and copper. The speiss is followed by the matte, which consists principally of sulfides of iron, copper and lead1. The top layer is the slag, of which the major constituents are silica, lime, alumina, zinc oxide and iron oxide. Similar products are obtained from the dross furnace, which treats the dross obtained in decopperizing lead bullion. The distribution of gold and silver among these various products is of considerable importance in the smelting of lead. In general, the matte and speiss cannot be treated in the lead smelter, and usually are sent to a copper smelter. It is usually desirable, therefore, to keep their gold and silver contents as low as possible, and to collect the precious metals in the bullion. If the bullion, speiss, matte and slag exist together in equilibrium, the gold and silver should distribute themselves among these four liquids in a definite manner, which, other conditions being equal, should depend only on the amounts of gold and silver in the charge to the furnace. It is thus apparent that a knowledge of whether such equilibrium exists is necessary before attempting to study the effects of various compositions of matte and speiss on the distribution of gold and silver among the furnace products2. Moreover, systems consisting of four liquids in equilibrium are very rare, and are of considerable scientific interest. An open pit rock structure usually contains geological planes of weakness. They are formed by joints, faults, bedding planes, fractures, and cleavages. Rock slope failures often occur in the form of sliding of rock blocks along a plane or several planes. Such a rock block has three- dimensional geometry, and consequently a vector method of analysis has been found useful in evaluating its stabi1ity.l-3 Rock blocks of a tetrahedral shape with one free surface have been analyzed by Londe.3 Rock blocks formed by sets of parallel joints have been analyzed by Wittke.1,2 The present chapter presents the analysis of rock blocks formed by planes of weakness of arbitrary orientation, and of three-dimensional geometry. A plane of weakness is represented by its dip and strike in vector form and is reduced to the form of a linear equation. The geometry of the rock block is defined by solving the linear equations. The geometric characteristics of a rock block are based on triangles and tetrahedrons. By this treatment, the three-dimensional geometry is simplified and the number of calculations of forces and moments is reduced. Methods of finding the geometric characteristics are presented, along with equations for calculating the resultant forces and moments and the factor of safety. BASIC ASSUMPTIONS The following assumptions are used : The solid part of the rock mass is much stronger than the rock mass at the plane of weakness and the rock mass will only fail along planes of weakness.

The transient flow of gases in long pipe lines is a problem of industrial interest. The present discussion deals with the application of the conservation of momentum and material to the transient flow of gas in conduits which are long with respect to their diameter. Solutions of the resulting equations include consideration of variations in friction and specific volume of the fluid as functions of time and position along the conduit. The changes in state along the pipe line are established as a function of time. The methods proposed may be extended to other situations. The flow of compressible fluids under steady conditions' has been considered in detail. Primary emphasis was placed on the development of simple means of taking into account the non-uniform flow' realized in long conduits under such conditions. Binder2 discussed the essential differences between the flow of compressible and uoncompressible fluids. Bonilla" proposed direct methods of solution for equations describing isothermal flow in long pipes. Similar considerations limited to steady flow have been discussed by Ruth.' Palsgrove 5 sugrested a graphical means of solving specific problems relating to the flow of gases in conduits of uniform section. Some of the basic concepts of the flow of a compressible viscous fluid in straight tubes have been described by Kuo.6 Problems of this type require knowledge of the equation of state of the fluid. In many cases it liar been convenient to assume that the fluid follows the relationship ascribed to a perfect gas. The treatment of unsteady flow of compressible fluids is less complete. This state of affairs result* from the fact that the differential equations relating pressure and flow rate with time and position for unsteady flow are nonlinear in character.' Muskat and Wyckoff presented an excellent treatment of the situation in laminar Bow where inertia forces were not of controlling importance. Somewhat earlier Hurst9 discussed the uncteady flow of fluids in petroleum reservoirs. Helhering-ton. MarRoberts. and Huntington'" established experimentally the pressure distribution and accumulative flow rate of natural gas through an unconsolidated sand. Recently Joffe11,12 conhitlcretl the specific problem of the flow of natural gas in relatively long.,. pipe lines for unsteady conditions with emphasis upon the economic feusibility of the storage of gas in such a reservoir. These discussions were based upon approximations of the partial differential equations applying to the condititons of flow. The results were descriptive of the physical situation and indirated the effertiveness of large pipe lines as cyclic storage facilities for natural gas. The advent of analog computers" has increased materially the practicality of solving nonlinear partial differential expressions. Several iterative numerical and graphical methods14,15,16 have been developed to solve nonlinear equations. However, it appears that the pair of simultaneous nonlinear partial differential equations involved in problems of this nature are not directly susceptible to solution by presently available analog computer or formal iterative numerical techniques. Nevertheless. graphical analyses afford a means of obtaining data of engineering value without special equipment. MATHEMATICAL CONSIDERATIONS Since the length of the conduit is large in comparison to the cross section in the cases to be considered, it is possible to treat the characteristics of the flow as independent of position in the cross section of the conduit. This possibility follows since the energy- connected with the velocity profile is small compared to that required to overcome the friction associated with its movement throughout the length of the line. Average values of the pressure. velocity. kinetic energy. momentum, and specific volume may he assigned to the fluid at any particular cross section. From a mathematical viewpoint this may be expressed in the following way for velocity: µ = µ(?X)..........(1) The uncertainties introduced by such assumptions usually are negligible when the ratio of length to diameter is greater than the order of 1.000. On this basis a volume element ma!. be considered to occupy the entire cross section of the conduit. Such an element is presented in Fig. 1.

During 1937 the Russian oil industry made very satisfactory progress in its exploration branch and added considerably to its proven reserves in the older producing districts, while several entirely new potential areas were opened for development by discovery wildcats. The exploitation of known fields, however, suffered greatly from internal political difficulties, referred to as "sabotage," and was also seriously handicapped by the requirements for national defense under the duress of a grave international situation. More particularly, the necessity for preparing for a major war resulted during 1937 in short-rationing of the oil industry in its iron, steel and rubber requirements, affecting quantitatively drill pipe, casing, tubing and the rubber equipment of automobiles, and qualitatively much of the oil-field machinery for which it was either impossible or difficult to obtain iron or steel of required specifications, which necessitated manufacture of heavier and unwieldy equipment and caused directly and indirectly an unavoidable major curtailment of drilling operations below the planned footage. War-preparation measures during 1937 also required accumulation of a large gasoline reserve in the Vladivostok area and inasmuch as shipments from California can be made much more cheaply than from Caucasian refineries, either by tank cars across Siberia or by tankers via Suez Canal and Indian Ocean, some 2,000,000 bbl. of gasoline was imported from the United States in the past year, resulting in a decline of 46.98 per cent in net exports of all petroleum products from Russia below the 1936 net export volume, which is the lowest level since 1925. Production of crude oil during 1937 is estimated at 212,742,000 bbl. as compared with 202,543,700 bbl. produced in 1936, an increase of 5.04 per cent, but 11 per cent below the planned output. There were no major readjustments as to the source of crude-oil production, Baku district still accounting for the largest share; that, is, 77.21 per cent of the total. Exploration operations were outstandingly successful during the past year, major discoveries having been made on the Apsheron Peninsula, in Grozny and Maikop-Kuban districts, in Ural-Permian Basin, in Middle Volga-Samara district and other areas.

IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

The axis of the middle portion of the Ural mountains is made up chiefly of highly compressed igneous and sedimentary schists, considered of Devonian age by the Russian geologists, with large areas of serpentine (peridotite originally) gabbro, etc,, intrusive in the schist series. In addition there are large areas of probably older granitic and gneissic rocks. The nickel deposits referred to in this paper are found in the Devonian schists and their associated igneous rocks. The gabbro-peridotite intrusions probably took place in late Devonian or early Permian time, inasmueh as the Permian and Carboniferous beds lie at gentle angles on the Devonian series on the west slope of the Urals. Perhaps the first attempt to work a nickel deposit in the Urals was made about 1866 in the Revdinsk district, which is situated southwest of Ekaterinburg. 3 was informed by a Russian that a wet method of extracting the nickel was tried but was not a commercial success. This deposit has been described by Muller,l Foullon, and Karpinski.3 Beck4 gives an abstract of these papers. ; Lying to the southeast of the Revdinsk district, the Sissert estate intervening, is the Verkhne-Ufalei district, which is traversed by the railroad from Ekaterinburg to Cheliabinsk, as shown on the map, Fig. 1, there being a station on this railroad at the iron-smelting town of Verkhne-Ufalci. About 7 versts (4.6 miles) north of this town is the Nijni-Karka-dinsk iron mine, which is a limonite deposit. In one of the shafts in this mine a serpentine rock showing a green mineral was encountered. A sample of this mineral collected in 1910 was tested by Mr. Wyatt, chief chemist of the Karabash laboratory of the Kyshtim Mining Works, and determined as nickel ore. ON May 16, 1871, twenty-two men met in Wilkes-Barre, Pennsylvania, and founded the American Institute of Mining Engineers.* If we could transport ourselves back to that year and survey the state of science and technology in general, and, in particular, the field of our immediate interest-nonferrous metals-we would feel a justifiable pride in what had been accomplished up to that time. These accomplishments in the metal field were at the moment in the process of documentation by an Englishman, J. A. Phillips, in a new 700-page edition of his book to be published in 1874 under the title of "Elements of Metallurgy." True, looking over his shoulder, we would smile to read that "all metals are capable of assuming a crystalline form under favorable conditions," and that tensile testing is done "by adding weights to a firmly suspended wire until it fractures," and we would find only three pages on aluminum and none on magnesium. We would, however, find an astonishing wealth of detailed knowledge on iron and steel and the then common nonferrous metals and alloys such as brass and bronze. At least three major consortia are gearing up for actual mining tests in the near future, two prospective entrants are seeking partners, and significant behind-the-scene changes are occurring in attitudes at the Law of the Sea Conference. On top of this, the prospects for passage of a deep-ocean mining bill through Congress arc steadily improving, although Administration objections persist and the threat of a Ford veto remains.

It is now generally recognized that the gravitational method of geophysical surveying is a valuable aid in elucidating the geological structure of the subsoil and enables the practical geologist to deduce the presence of useful deposits. The particular suitability of the torsion balance to the location of large and important subterranean structures has given rise to a wide application of this method by many of the important oil companies in their search for future supplies, and so intense have been these efforts that little has been heard of the method in other connections, with the exception of occasional references to its application in the location of hidden deposits of metallic ores, salt and lignite, and a number of accounts of its use in the elucidation of geological structures. Its success in the location of salt domes is well known, and establishes it as one of the most important of the geophysical methods, especially for the indirect location of oil. In the British Isles, however, no large occurrence of oil is likely to be revealed, and here the practical application of the gravitational method has been restricted almost entirely to the search for ores. This type of survey possesses well marked characteristics, and presents a gravitational problem that has necessitated the development of a special and probably unusual plan of campaign, full details of which it is hoped will shortly be published. The problems and difficulties encountered in this work are of necessity fundamentally related to those met with in the search for oil by means of the torsion balance, but they also possess several special and distinctive features which undoubtedly differentiate them from the obstacles confronting the oil prospector, and which call for special consideration and treatment. In certain of the various oil-producing areas of the world, and particularly in the Gulf Coast region, the geology may be regarded as comparatively simple, while the oil is usually associated with a large and well defined structure such as a salt dome or anticline, which is capable of giving gravitational indications sufficiently extensive to be detected by the torsion balance over a fairly wide area of the ground surface. FROM Aug. 31, 1937, until Apr. 30, 1939, there were 40,872,610 bbl. of oil run to storage in California; from Apr. 30, 1939, to Aug. 31 of the same year 5,512,912 bbl. were withdrawn from storage. But from Aug. 31, 1937, to Aug. 31, 1939, the number of producing wells in the state has increased from 17,706, with a potential production of 1,323,202 bbl., to 18,910, with a potential of 2,302,282 bbl. Thus, in a period of two years, during the first 20 months stocks increased over 1/3 and during the following four months stocks decreased 1/30. In the same two years the number of productive wells increased 1/15 and potential increased 3/4. Undoubtedly, the large increase in stocks created the pressure that caused the reduction in stocks that followed; yet this has come about in spite of the larger number of wells and higher potential. Cause of the change was the adoption on May 17, 1939, by the Central Committee of California Oil Producers of a uniform method of oil curtail-ment for all wells throughout the state. Acceptance of the method in the four months following adoption by practically all fields in California indicates that producers generally are convinced of its merit and fairness. True, some operators still overproduce, but the restraint practiced by the remainder of the industry has been sufficient to turn a situation headed for chaos into one of reasonable stability. Credit for this change goes to the industry itself, because it has all been accomplished under voluntary oil curtailment.

The annual review of mineral dressing was the subject of considerable discussion at the MBD meeting in New York last February. Because the amount of material now being published is so imposing, it was generally agreed that reviewers should try only to cite the items of importance. In order to conserve even more space, it was agreed to omit bibliographies. In reading these reviews, and those of the past two or three years, one is impressed by the advances in materials handling, the enlargement and the advances in automation of unit process equipment. Although there has been development of a variety of new concentration principles in flotation, magnetic separation, et al., the design of these principles into new plants has not been widespread. The probable reason is that the plants being built today are so large and costly that few are able to face the risk of any significant degree of experimentation. There are exceptions to this; for example, some of the chemical processes, but these are usually because there was no conventional process available. This situation should change in time as the ores amenable to our conventional methods become depleted.
