Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value

INTRODUCTION THE flotation process for the concentration of ores is a method by means of which one or more of the minerals in the ore (usually the valuable ones) are picked up by means of a liquid film and floated at the surface of .a mass of fluid pulp. Here they are separated from the other minerals, which remain immersed in the body of the pulp. In general, the minerals which are floated are sulphides of metallic luster, but some other minerals of metallic luster such as graphite and some sulphides with adamantine luster, such as sphalerite and cinnabar, are amenable to treatment by the process. The importance of flotation lie's in the fact that it is primarily a "slimes process" by means of which the particles of valuable mineral, too fine for efficient gravity concentration, are saved with a high percentage of recovery. Recoveries in the mills treating low-grade copper sulphide ores have been advanced 10 to 20 per cent. by the installation of the process and similar increased savings have been accomplished by the same means in mills treating sulphide ores of zinc and lead. When finely ground ore containing sulphides mixed with a siliceous or earthy gangue is brought gently onto the surface of a body of water, in a direction forming an acute angle with the surface of the water, a considerable portion of the sulphide constituent of the ore floats on the surface of the liquid, while the gangue sinks. This is the so-called film flotation, exemplified by the Wood and Macquisten processes. When gas bubbles are introduced into a fluid pulp composed of finely ground ore and water, to which has been added (1) a small amount of certain oils, or (2) a small amount of certain acids or acid salts, or (3) a small amount of certain alkalis or alkaline salts, or (4) a small amount of a mixture of oil with acid or alkali, the sulphide particles in the ore are brought to the surface on the gas bubbles. "Pneumatic conveying pipelines are used throughout a variety of industries, from food processing/packing to power generation plants, as an efficient means of transporting materials between storage and processing points. In general, different phases of pneumatic conveying exist when material is conveyed from point A to point B in a pipeline. This depends on the operating pressure and the material conveyed. Lean phase conveying exists when pipelines are operated at high airflow rates, relatively low pressures, inducing sufficient turbulence for particles to become entrained in the air stream. Thus, particles are conveyed along the pipelines at velocities in the range of IS-2Sm/s. Generally, the initial capital costs for lean phase system is low, however the running costs are high. The opposite is true for dense phase, high-pressure systems. In considering either conveying system, it is important that the rate of erosion of the pipeline be considered when designing such a system, since it is the rate of erosion that dictates the lifetime of components. In general, the high level of erosion occurs for lean phase flows, where high impact velocity contribute substantially to the rate of erosion as well as other processes such as particle breaking, if the particles are friable. This would lead to poor quality of material, not normally desirable. On a positive note, the process of erosion is used in other applications, which benefits from this process, e.g. abrasive guns.The failure, by puncture, of pneumatic conveyor bends in industry causes several major problems. Two of these are: (a) escape of the conveyed product causing health and dust hazard and (b) repairing and cleaning up after punctures necessitates shutting down conveyors, which will affect the operation ofthe plant, thus reducing profitability.The paper reports on modelling strategy used in the development of a modelling framework and the initial validation phases of the models incorporated within. The modelling framework encompasses Computational Fluid Dynamics (CFD) related engineering tools, based on Eulerian (gas) and Lagrangian (particle) approaches, to represent the two distinct conveyed phases, to represent the erosion process which is used to ascertain the lifetime of conveyor bends."

Selective chlorination of unroasted and roasted spent hydrorefming catalysts was studied between 300 and 600°C using the following gas mixtures : C12+CO, C12+N2 and CI2+air. Such materials contain Co, Ni and Mo compounds supported by alumina and/ or silica. They also contain variable amounts of V compounds, C, S, etc., accumulated during the life time of the catalyst. Direct oxychlorination of the C+S rich sample allows higher extraction rates than those obtained by the carbochlorination of the same roasted one. It seems that the roasting step doesn't favor the economic metals' recovery. Results of the chlorination of C+S poor spent catalysts, in the presence of CO, in the chlorinating gas mixture, or of carbon added to the sample, were comparable. Cobalt and nickel chlorides were .extracted from the chlorination residues by their dissolution with acidified water, whereas molybdenum and vanadium chlorinated compounds were recovered by selective condensation from the vapor phase. The recovery rates of valuable metals as well as the selectivity were higher for the chlorination of spent catalysts than results obtained by the hydrometallurgical processing of the same sample. Results of the scale-up of the oxychlorination of the unroasted sample confirmed those of the laboratory scale. The global recovery rates were about 88 pct of cobalt, 93 pct of molybdenum and 76 pct of vanadium. The carbochlorination was applied to the recovery of W and Ti from Denox catalyst that is a carbon and sulfur free one. Recovery rates higher than 99 pct at temperatures lower than 500 °C could be obtained. This may indicate that the chlorination process can be applied to the treatment of various industrial wastes or by-product containing transition and/or refractory metal compounds A flow - sheet for the pretreatment of these materials is proposed.

The LaModel program (Heasley, 1998) is a displacement discontinuity, boundary element model (BEM) for analyzing stresses and displacements in single and multiple-seam coal mines. After the Crandall Canyon mine collapse, the need for better design guidelines for LaModel was observed and a new calibration method for deep cover pillar retreat was developed (Heasley et al., 2010). However, the scope of this initial calibration was limited to single-seam mines deeper than 750 ft. This limited application of the initial calibration method lead directly to the research presented in this paper, which attempts to define appropriate LaModel calibration guidelines for pillar design where shallow cover and/ or multiple-seam mining scenarios are encountered. As part of this research, a database of shallow cover case histories has been developed, and this database is used to help validate the shallow cover calibration method. By adding the shallow cover database to the previous deep cover database, the LaModel calibration method has now been extended to the complete range of mining depths, as well as to multiple-seam cases. With this shallow cover calibration, the utility of the LaModel program continues to increase.

"Processing of ferrites has gained tremendous importance in recent times to meet the high performance demands on ferrites in keeping with the fast emerging· technologies. The quality of ferrite powders has strong influence on ·the performance of final device. Fabrication· of high performing ferrite components requires starting ferrite powders of precise stoichiometry, purity and microstructure. It is difficult to obtain these attributes by the conventional ceramic method. The key to obtaining quality powders lies in the· solution techniques. With this in view soft ferrites have been prepared by a wet chemical process, known as the citrate precursor method, which involves the formation of citrate complexes of the constituent cations. The advantages of this process are the ease of preparation and close control of composition, homogeneity, purity and particle size. Electrical and magnetic measurements on lithium ferrites have shown resistivity higher by more than two orders of magnitude compared to that observed for samples prepared by the conventional ceramic method, and low magnetic losses, making the ferrites specially suitable for high frequency applications.IntroductionProperties of ferrites are known to be sensitive to .their processing technique. A small deviation in the compositional stoichiometry of the ferrite affects its properties greatly. Soft ferrites such as Ni-Zn, Mn-Zn and Mg-Mn. are well known ferrites covering wide-ranging applications [1,2]. Lithiiim ferrites have also assumed technological importance for microwave applications and are potential substitutes for the expensive garnets [3]. Lithium ferrites are often doped with zinc to tailor the saturation magnetization required at high frequencies. Lithium and lithium-zinc ferrites, however, present difficulty to processing due to the volatile nature of both the cation components, namely Li and Zn. These ions are volatile at temperatures > 1000°C which makes their processing difficult. One of the main considerations of high frequency performance of ferrites is the high eddy current losses which prevent the interaction of the magnetic field with the ferrite component and hence impair device performance. These losses can be reduced by having a material of high resistivity. Electrical conductivity in lithium ferrite has been attributed to electron hopping [4] between the two vaience states of iron, Fe2+ <=> Fe3+, on octahedral sites. Maintaining the + 3 valence state of otahedral- Fe ions is thus a prerequisite for achieving high resistivity. The resistivity of ferrites is normally found to be low when processed by the conventional solid-state or the ceramic method [5]. This is attributed to (a) extensive ball-milling employed in the method to mix the component oxides results in non-stoichiometric compositions due to introduction of additional Fe ions on abrasion of steel balls during milling, (b) high processing temperatures involved which result in significant volatilization of Li and Zn ions creating thereby oxygen non-stoichiometry which results in reduction of Fe3 + to Fe2 +, (c) large and non-uniform grain sizes. In the present work, preparation of Li and Li-Zn ferrites by a non-conventional method known as a citrate precursor method [6, 7] which requires lower processing temperatures and duration is reported. The method gives stoichiometric compositions on account of homogeneous atomic-scale mixing of the constituent cations via the formation of metal-citrate complexes mixed in solution state. The method is also capable of giving small grain size which aids the oxidation ofFe2+ ions."

The Juneau Gold Belt, centered on Juneau and approximately 120 miles long by 10 miles wide, stretches from Berners Bay on the north to Windham Bay on the south (fig. D-l). Access within the Juneau Gold Belt is provided by the Glacier, Thane, and North Douglas Highways. The Glacier Highway extends northwest from Juneau for approximately 40 miles to Echo Cove, and the other two roads end 5.5 miles southeast and 12.6 miles west from Juneau, respectively. None of these roads connect with other highway systems and access to other areas is restricted to airplanes, the State ferry system, and commercial barge lines. BUREAU ACTIVITIES The majority of lode gold produced in Alaska came from the Juneau Gold Belt portion of the Juneau Mining District. To evaluate the economic potential of the Gold Belt, the Bureau located 173 mines and prospects within the area. A total of 263 ad its and shafts were found and 56,650 feet of underground workings were mapped. The Bureau collected and analyzed 1,557 samples during the study. In addition, considerable detailed geologic map-ping was done in the vicinity of the mines and prospects from which ore control models were developed.

This paper reviews advances in the technology of abrasion resistant iron and steels, which could help combat abrasion and wear in mining operations. With the recent progress in high chromium alloy iron development, high temperature heat treatment of massive castings can be eliminated, aloy cost reduced, and cracking problems avoided. Data on erosion-corrosion resistance of these irons; trends in the development of improved cast steels; and factors influencing toughness and abrasion resistance of manganese steels are all considered. The 7% Mn. 1% Mo manganese steels are shown to combine toughness and abrasion resistance, and composite castings are a means of combating abrasion in applications involving severe impact. A brief appraisal is given of recently developed martensitic wrought steels with improved weldability.

The interphase modification activity of 1,3-phenylene dimaleimide (also known as m-phenylene bismaleimide (BMI)) has been studied in composites based on magnesium hydroxide (60% w/w) and a polypropylene block copolymer (PPBC) that featured an ethylene-rich elastomeric impact modifier phase. BMI was found to be a unique product that led to significant simultaneous improvements in composite strength and toughness, even at the high filler levels. BMI modification was found to promote encapsulation of filler particles with the elastomeric phase of the PPBC together with formation of a PP boundary layer of increased crystalline content.

Different forms of optical pyrometers are discussed and the advantages and disadvantages of the different types for measuring high temperatures are pointed out. These advantages and disadvantages lead to the selection of the disappearing-filament type of optical pyrometer for most work. Attention is directed to the necessity for the use of a monochromatic screen with a pyrometer, which leads to a discussion of the meaning and use of the effective wave length of the screen. Methods of calibrating the optical pyrometer are outlined and it is shown that an optical pyrometer can be calibrated just as definitely as any other temperature-measuring device. Accuracy tests are included, in which it is shown that excellent results can be obtained by even untrained or slightly trained observers with this form of optical pyrometer. The various corrections that are necessary in this kind of work are indicated, including corrections for stray light, for absorption of windows, of smoke, and so forth. The troublesome problem of measuring the temperature of bodies that do not radiate like a black body is discussed and the corrections for reducing such readings to the true temperature are given for a number of different materials. Introduction The fundamental idea of temperature depends upon our temperature sense and bodies are said to be hot or cold depending upon the reaction of our hands or some other part of the body to the heat from the source investigated. This paper aims to present the results of an investigation concerning gravitative differentiation in lava flows, based on a quantitative microscopic and chemical study of a Triassic basalt from Nova Scotia, and confirmed by data secured from a study of certain Keweenawan ophites. At Cape d&apos;Or, Nova Scotia, near the head of the Bay of Bundy, marine erosion has exposed a series of Triassic basalt flows in which copper has been sought for a number of years. Studies of the thickest flow of the series with regard to volumetric composition, specific gravity, and grain have been made by the junior author, and measurements by students at Tufts College, together with confirmatory observations of the same nature on this and other flows by the senior writer, and chemical analyses made by the Division of Chemistry, Mines Branch, Ottawa,&apos; all show differentiation in lava flows comparable to that in intrusive bodies. The work was made possible by the availability of the drill-cores, the property of Tufts College, and emphasizes the desirability of the study of drill-cores from other localities. Measurements of the specific gravities of certain Keweenawan lava flows of Michigan by the senior author, from material collected in 1915, will be given as a comparison to those of the Cape d&apos;Or flow. It has been found that the specific gravity of drill-cores, or volume per cubic foot, can be readily obtained by measuring their dimensions. This can be done to an accuracy of within 1 per cent. in pieces of core over 100 mm. in length by using a micrometer gage for the diameter, and taking the average of six measurements of the diameter; and the average of four measurements of the length made with a finely graduated ruler. Then, after weighing them, the weight in grams per cubic centimeter, or what is practically the same thing, ounces per cubic foot, is obtained. System-

In an effort to develop a novel flash ironmaking process, the chemistry of selected slags was investigated. In different ironmaking processes, the molten bath (iron-slag bath) is expected to be in contact with gas atmospheres of H2/H2O, CO/CO2/H2/H2O, and CO/CO2. The latter was investigated to allow comparison with the blast-furnace conditions. The slag composition was selected to resemble that of the blast furnace with CaO/SiO2 in the range 0.8 to 1.4. The temperature range was 1550 to 1650°C. The oxygen partial pressure was maintained in the range 10-10 to10-9 atm. The effect of water vapor on the chemistry of the slag as well as the equilibrium reactions involving the slag has been studied for the first time. H2O dramatically affects the chemistry of the slag and strongly affect the phase equilibria in the slag as well as the equilibrium distribution of elements between slag and molten metal.

The U.S. Bureau of Mines investigated methods of separating valuable rare-earth materials from Fe in neodymium iron boron (NdFeB) magnet scrap. A selective oxidation treatment of the scrap oxidized the rare-earth portion while leaving elemental Fe. Magnetic and leaching procedures were tried for separating the metallic Fe and rare-earth oxides, but the extremely fine grain size of the oxidized scrap prevented recovery by either technique. The best separation of rare earths from bulk NdFeB magnet scrap was obtained by dissolution with H2S04 followed by precipitation of recyclable rare-earth salts. By precipitating neodymium-alkali sulfate double salts as an intermediate that can be converted to a variety of useful products, many materials-handling and economic disadvantages found with direct precipitation with fluoride or oxalate were avoided. Iron was removed from magnet leach solutions by precipitation as a jarosite, eliminating a major disposal problem. Research was also conducted with contaminated mixed SmCo5 and NdFeB swarf. Using a flotation-leaching technique allows the SmCo5 to concentrate in the froth, while the grinding-medium contaminant sinks and is removed as tailing. The NdFeB is dissolved by H2S04 during the process.

The Bureau of Mines conducted a study to develop a standard fire test for 5-gal containers used for storing combustible fluids in underground coal mines. A standard test method was developed which evaluates the performance of the container in a 4-min tray fire. Bureau investigators used the standard test method to evaluate several types of closed 5-gal plastic and metal cans in outdoor tests. Each can tested contained 1 gal of nonfire-resistant (NFR) hydraulic oil. A container failed the test if it lost its contents in any of seven trials. Contents spilled either as a result of thermal rupture or melting. Fewer than 10 pct of the metal containers failed this criterion, but all the plastic containers failed. The metal container failures were usual-ly due to tipping over during pressure relief, which spilled the NFR oil. Replacing the NFR oil in the container with kerosene resulted in failure of more than 30 pct of the metal containers. The standard tests and preliminary tests showed that plastic containers are not equivalent to metal containers in their ability to contain combustibles such as lubricants and greases in a fire. For solvents and lubricants more volatile than NFR hydraulic oil, approved metal safety containers are recommended.

In a previous paper,1 an experimental study of nitrogen dissolved in a cold-rolled ad heat-treated, low-carbon steel at 300° to 450°C yielded the equilibrium solubility relations and the concentrations of the two types of deject sites involved. In this paper, the probable identities of the defects that absorb nitrogen are restricted from the available evidence to screw dislocatioms for B sites, and to either micro crack surfaces or edge In a previous paper.&apos; we reported an experimental study of the excess nitrogen solubility in a low-carbon steel produced by a combination of plastic deformation and nonrecrystallizing heat treatment. The concentrations of the defect sites that absorb the excess nitrogen were measured in terms of their capacities for nitrogen. Also measured were the equilibria of nitrogen distribution among the sites. Several problems and questions arise from these measurements. We should like a physical identifi- dislocations for A sites. The concentrations of these defects in experimental steel specimens are estimated from the concentrations of defect sites. finally, the influence of chemical composition upon the nitrogen-trapping defects—the relative numbers generated in deformation, the relative numbers surviving as temperature is raised, the apparent numbers observed, and the distribution equilibria-is discussed. cation of the defects involved and of the two kinds of nitrogen-absorbing sites, called A and B types, upon those defects; the concentrations of the defects themselves could then be computed. We should also like to know how exclusively the findings apply to the "X steel" used in the experiments and to what extent they apply to cold-rolled steel given no subsequent treatment. By considering the data already given, together with results from a few specific tests which will be reported as they are invoked, we are able to eliminate some interpretations altogether and to secure an acceptable though limited interpretation from among the remaining possibilities.
