In recent years society has become increasingly concerned with maintaining and improving the quality of environment. Thus, public interest and concern with pollution problems is now high. This is reflected in recent federal and state efforts to formulate new legislation to prevent pollution and strengthen existing pollution laws. In reviewing literature pertaining to pollution problems, it is possible to distinguish many common elements. The most outstanding of these is the failure of the market to guarantee that private firms responding to price signals generated in the marketplace will make decisions leading to optimal resource use. Cases of market failure in allocating natural resources according to the wants of society frequently are due to the presence of technical externalities, or side-use effects.59 These roughly and generally can be defined as interdependencies among production and consumption units, the impacts of which are exerted other than through the market. They are, in other words, extra-market relationships. The economic unit generating external effects does not take them into account in decision-making. Thus, the tendency is for the unit to produce either more than society desires or not enough. In such cases society often has intervened in the decision-making process. This intervention frequently has taken the form of legislation to regulate production and consumption activities. Thus, a body of institutions, which acts as a constraint in decision-making processes, has materialized. These institutions are often far more influential in their effect upon resource use than are the forces of supply and demand acting in the marketplace. The problem of environmental pollution is essentially the problem of handling residuals which are the byproduct of all production and consumption activities which take place in the economy.2 These residuals are emitted into the air and water and disposed of on the land. They are interrelated, in that efforts to control emissions into the air or water can result in the production of solid wastes, which then present disposal problems. It is convenient to separate residuals by the type of pollution they cause-air, water, and land while remembering that these problems are related and that solutions may require coordinated effort.1 Residuals may be produced in both production processes and consumption. Residuals produced in production by the mineral industry, or firms utilizing its products, range from emission of sulfur dioxide by steam generating plants to radioactive mill tailings produced in the course of mining uranium.. Residuals associated with consumption are generated mainly through transportation of members of the household, space heating, and in the disposal of solid wastes, including refuse and junk autos. Residuals associated with both production and consumption receive attention in ensuing sections of this chapter.

Acid mine drainage became a reality through the exposure of the first bituminous coal seam, either by man or by nature. At first the small amount of acid formed was quickly and efficiently neutralized by basic rock strata and by neutral or alkaline water. As soon as extensive mining operations overtaxed nature's own defensive measures, acid mine drainage became a problem of concern to government and the coal industry. It was the purpose of the studies conducted at Mellon Institute to accumulate knowledge, both applied and fundamental, relating to the formation and disposal of acid mine effluents. It was during this program that the microbiology of acid mine water was studied. Most bituminous coal mine effluents are highly acidic and contain, along with other ions, high concentrations of ferrous iron. The acid is sulfuric, and. the iron is present as the sulfate; both are the oxidation products of iron sulfides (FeS2) which are present in the form of pyrites, marcasites, or other sulfuritic minerals. THE world-wide continuation of low prices for zinc in 1934 has militated against any striking changes in the position of the metal. The price of zinc in London at the end of the year, about £11 5/8 per long ton, or 2.5c per pound at the existing rate of exchange, is more than 25 per cent below the average price for last year. In these circumstances probably the most significant event of the year was the putting into operation of the new electrolytic plant of the Giesches company at Magdeburg, Germany. This plant is designed to have an initial capacity of 20,000 long tons per year, and it is planned to increase this to 40,000 tons annually. This development is significant not only as indicating a continued swing of zinc metallurgy towards electrolytic methods, but also because it will make Germany virtually independent of foreign sources of zinc. This will mean that the zinc tonnage normally exported to Germany from Belgium and Poland will. become available for other markets, and it is feared may lead to lower prices unless the production of Bel-

Coal is the geological product of entombed vegetal tissues. This view of its origin led Stopes and Wheeler to define it as "mummified plants." They evidently intended this term to be used in a broad way and to mean the preservation of the organic material, as such, regardless of the means employed to accomplish the purpose. The term " coal" should be regarded, therrfore, as broadly generic, and applicable to all accumulations of vegetal tissues as soon as they are covered and protected either by water or by earthy material. In this sense peat should be regarded as the first stage of coal formation and the term coal should include the resultant products of transformation in all other stages of the process until they have lost all resemblance to the original matter from which they were derived. If this idea of the development of coal is accepted and it is admitted, as the geologists claim, that the forces which produced this transformation of the coal have been active since vegetation began to grow upon the land, and are still in operation, it is obvious that somewhere in the world there are all gradations of this material from peat just forming in the swamps of today to graphitic anthracite which presumably marks the most advanced stage that can be recognized with certainty as belonging to the series. Some of these coals, particularly those occurring in the upper part of the series, are fairly well known because they are the ones that are most widely distributed and have been mined and utilized most extensively. On the other hand, the coals in the lower part of the series are but little known because they are not so abundant and, owing to their relative inefficiency, have been only slightly exploited and utilized, especially in regions where the better coals are abundant. The result of these conditions is that much research work has been done on coals of the higher ranks and a great body of facts regarding their physical and chemical properties and the uses to which they are best adapted has been accumulated, but little information is available regarding the coals of the lower ranks. Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

ENGINEERING education today is like a crazy quilt of somber wools and gaudy shoddy, chain-stitched on an academic assembly line, and sold at ever mounting prices to inexperienced youths for lifetime use. Each engineering school offers a half-dozen or so patterns with essentially the same skimpy wool content. Sales appeal is in the color of the shoddy, denoted by the hopeful adjectives chemical, civil and the like. This article is argument for an all wool product made by slow, careful handwork. Bluntly it proposes a thorough four-year undergraduate drill in fundamental science and general engineering empirics, leavened by continuing study of the third of the engineer's troubles: Man. It is not contended that existing methods of engineering education have failed to start men on the path to successful engineering practice (too many of you have started that way); rather, social conditions and the bounds of knowledge have changed tremendously, and corresponding alterations in the pattern of engineering education are overdue. We'll Teach the Specifics The first part of this contention is illustrated by excerpts from a letter received recently from an officer of one of the largest corporations: "We are interested in employing two or three outstanding young engineers to be placed on a special training program to develop them as design and construction engineers.... "We propose to put these men on a four-month indoctrination and orientation course after which they would be given job-training assignments for a period that will vary from about six months to about a year and a half depending upon the aptitudes, abilities and intelligence of the candidates.... "I am not too fussy about what kind of engineers the men might be insofar as academic courses are concerned. They could be.. . in almost any engineering classification.... We can furnish the additional training beyond the academic fundamentals. "The starting rate for these jobs would be $326 per month...." This letter is not unique; rather it is representative of a practice that has become common. It is industry's enforced response to the general refusal by young graduates to submit to union domination in order to gain operating experience at the labor level. The message to engineering schoolteachers is plain: You teach the fundamentals; we'll teach our practice and pay the graduate to learn it. The letter means to the student that time spent in school studying the specific practices of particular industries is waste compounded. The school can't give the equivalent of what industry teaches, wherefore industry will still demand apprenticeship. The student must pay for the specific instruction at school instead of being paid to take it later. And time-consuming specifics crowd out drill in basic scientific and technical subjects as well as liberal arts.

IN this paper an attempt is made to describe the sluicing operations on the tin fields of north-eastern Tasmania. No claim is made to completeness, for much of the ground has already been covered, and nothing is to be gained by needless repetition. On this account some portions of the subject have obviously received but scanty attention in order that others may be rather more fully dealt with; for instance, figures referring to the accuracy of various methods of valuing alluvial deposits, particulars of efficiencies, and water duties on both overburden and drift; also, the system of recording water distribution, &c.The plans of the tin-streaming shed, sluice and feed·race, and overburden tail-race represent types of the most modern design.The principal alluvial deposits being worked at the present time are situated either in the ancient or modern bed of the Ringarooma river or its tributaries. This river flowed in a north-easterly direction, receiving numerous tributaries on either bank, and finally emptying into Boobyalla harbour. Observations were made on the recrystallization of a 70 pct cdd-rolled silicon-iron crystal with an initial orientation of (113) [332]. Its polygonization and recrystallization characteristics were studied. Results indicated that re crystallization tendency of the deformed crystal is much weakened by the polygonization of the matrix. Complete recrystallization in such specimens is achieved by the growth of recrystallized grains of sufficient size and of the right orientations in relation to the matrix. Evidence was also furnished which suggests that the difference in the re-crystallization tendency is a result of the difference in the severity of lattice bending rather than the difference in orientation of the deformation texture. DUNN and Koh1,2 have made an extensive study on the rolling and annealing textures in silicon-iron crystals. Their results indicated that the recrystallization tendency can be widely different in crystals with different orientations. A particularly interesting example of their results was a crystal with an initial orientation of (113) [332], which developed a deformation texture of (001) [110] after 70 pct cold-rolling. Recrystallization in this crystal took long time anneals at high temperatures. Other crystals having different orientations recrystallized very rapidly. Wiener and corcoran3 have observed the retention of the (100) [011] deformation texture in a low-temperature annealed specimen of a commercial silicon-iron alloy, corresponding to areas of light-etching low-angle boundaries in the annealed struc-

THE copper-mining district of Jerome, Ariz., is of such economic importance that the following brief notes may be of interest. The ore deposits are said by Ransome1 to be pre-Cambrian, and are contained in the pre-Cambrian schists of the region. In the vicinity of the mine (the United Verde) the schist stands nearly vertical .and strikes a little west of north. At least three varieties are distinguishable-(1) a green rock, schistose, on its margins but grading into massive material, which is evidently an altered dioritic intrusive; (2) a rough gray schist with abundant pheno-crysts of quartz, apparently an altered rhyolite; and (3) a satiny, greenish gray, very fissile sericitic schist that may be a metamorphosed sediment. The ore occurs in varieties (2) and (3), the main belt of dioritic rock (1) lying just west of the orebodies. The ore is said to follow as a rule the layers of fine sericitic schist. T. A. Rickard2 says that the ore at the United. Verde Extension mine is found at the contact of diorite and schist, that both diorite and ore are earlier than the regional metamorphism, and that the quartz porphyry (" rhyolite" of Ransome) is of post-Cambrian age.

Activated carbon particles obtained from a number of Australian CIP operations were examined with an optical and a scanning electron micro- scope and an electron microprobe. External surfaces, and polished sec- tions through individual particles, were examined with special reference to materials on the surface and to calcium and gold distributions. Photographs are presented of surface contamination of the particles by salts precipitated from the pulp such as calcium carbonate (calcite), calcium sulphate (gypsum), and a magnesium salt; ore minerals such as quartz, hematite, pyrite, arsenopyrite, pentlandite, and various alumino- silicates; and other substances such as grinding media and a fungus. Calcite was very abundant but the other materials were less common. Contamination in the interior of carbon particles was almost exclu- sively calcium carbonate, and extensive contamination extended to the centre of some particles. A possible mechanism for the formation of cal- cium carbonate inside the carbon particles is noted. Gold X-ray dot maps of sections through carbon particles indicated that gold was distributed throughout coconut shell carbons and that although gold was more concentrated near the outer surfaces of extruded peat carbon particles, it was also present to depths of at least 500 ¦m. Addition of sintered fly-ash/bottom-ash mixtures to rubber formulations failed to increase the skid resistance of the resulting products. Wear, tensile and hot-tear strengths, and resilience of the ash-rubber material, as determined in laboratory tests, were significantly less than that of comparable rubber. The material appeared unsatisfactory for automobile and truck tire manufacture, but might prove suitable as a filler in other rubber goods. Raw fly ash could not be satisfactorily compounded with rubber.

The influence of organic acids simple salts and A. niger saccharose and molasses worts on sodium oleate adsorption on the salt-type mineral surfaces has been studied. It was found that salts of organic acids had an effect on the sodium oleate adsorption on barite calcite and magnesite. The collector adsorption on the barite and calcite surfaces decreased under the influence of investigated worts. Experimental data suggest that the biomodification of salt-type mineral surfaces can be used for the selective separation of these minerals.

USINOR has conducted four blast furnace tests with formcoke made from marginal coals in the pilot plant of HBNPC ("H. B. N." process) in four different blast furnaces of various sizes and with medium and high grade burdens. The tests in which up to 30% of the blast furnace fuel burden was replaced by HBN formcoke yielded good results on furnaces ranging in hearth diameters from 5.6 to 9.5 m. The tests demonstrated that: - the slight increase of pressure drop in the stack did not prevent smooth operation at record production rates with the same blowers - the total coke rate was not significantly affected, but there was a slight increase of the calorific value of the top gas - the hot properties of the formcoke are satisfactory as seen from the samples withdrawn at the tuyeres and tapholes. At the end of the two months test on BE nº 2 of Dunkerque, the hearth was as permeable and clean as with good standard coke. Our conclusion is that HBNPC formcoke made from lean coals is an adequate substitute for conventional coke in the range of 20 to 40% replacement, which is of interest to USINOR.

In this study the characteristic factors and formation mechanisms for the hydrothermal preparation of a -quartz crystal powders were investigated to find the optimum synthetic conditions. The degree of Q -quartz crystal face development depended on the relative growth rate of a particular form that varies considerably with the degree of supersaturation, the reaction temperature, the concentration of mineralizers, and the presence of seed crystals in the feedstock. Alkali hydroxides and alkali halides were found to be effective in the reactions as mineralizers, which added in order to increase the solubility of the feedstock. The fine Q -quartz crystal powders were obtained in the temperature range of 250-450% and pressure range of 100-300atm. As the concentration of mineralizers increased, the particle size of crystalline powders became smaller at lower reaction temperatures. The fractional size distribution of synthetic crystal powders was depended on the hydrothermal conditions. As the reaction time and the amount of seed crystals increased, the width of particle size distribution became narrower. The weight mean particle size was in the range of 1 to 10m. The characterization of the products were carried out using XRD. SEM. PSA, FT-IR, Raman spectrometer.

THE Missouri fire clays are here divided into plastic and semiplastic clays occurring as widespread bedded deposits in east central Missouri and flint and diaspore clays occurring as isolated "sink-hole" deposits in the north central Ozark region. Visual inspection was the first method used in clay prospecting. Thin overburden, hard sandstone "rimrocks," and the occurrence of diaspore float made this method particularly applicable in the flint and diaspore fields. The first drilling tool used was a hand auger. One man can drill 25 to 50 ft. per day at a cost of about 35 cents per foot. Holes can be drilled to a depth of 150 feet. Spud drills are often used where the over burden is hard. This drill uses a slotted earth socket bit. A two-man crew can drill about 100 ft. per day at a cost of about 35 cents per foot. Mechanically powered auger drills have been used extensively in wildcat drilling in the past few years. This type of drill furnishes a continuous set of cuttings. The practical depth limit with this drill is 50 to 60 ft. Two men can drill 300 ft. per day at a cost of about 20 cents per foot. Core drilling is used mainly to prove a known clay deposit. A two-man crew with a No. 22 Sullivan drill can drill about 30 to 40 ft. per day in soft clay, at a cost of about $1.25 per foot.

Mud is one of the oldest building materials used by man, but it is not only of historic interest. Even today in many parts of the world, particularly lightly forested areas, it is the chief building material. Many authorities believe that at least 30% and perhaps 50% of the world's present population lives in earthen dwellings (Dethier, 1985, Coffman et al., 1990). Not all of these people are members of primitive societies or live in third world countries. European, African, Asian, and both North and South American countries contain a large number of such structures. In the United States, the American West, and particularly the Southwest, is known for this type of construction. Some of the earliest remains of adobe structures are those discovered in the ruins of Neolithic farming villages in Mesopo¬tamia dating as far back as 7000 BC (Steen, 1972). The word adobe has its roots in Egyptian hieroglyphs denoting brick and evolved to its present form through Arabic and Spanish (Lumpkins, 1977). The Spanish conquest of the New World spread the use of wooden molds to produce a standard adobe brick. Today, the word adobe is used to describe various earth building materials and techniques, usually referring to sun-dried adobe brick now used in the United States, but is also applied to puddled adobe structures, mud-plastered logs or branches (Jacal or waddle-and-daub), pressed-earth blocks, and rammed-earth walls or pisé (Smith and Austin, 1989, Ferm, 1985). Modern mud construction is used in many countries in various parts of the world. In the United States, the states from Texas to California are perhaps best known for this type of construction. Of these states, New Mexico has the dominant reputation for adobe use. Indeed, in New Mexico the Santa Fe style (Fig. 1) has made adobe not only acceptable, but preferred. RAW MATERIALS Adobe soil used by present day adobe producers, and probably past adobe producers as well, is principally sandy loam (50% clay and silt), although clayey silts are used in some areas (Coffman et al., 1990). In New Mexico, the best adobe soils are those developed on stream deposits, particularly Holocene (Recent) terrace deposits and older, loosely compacted geologic formations, such as the Santa Fe Group (Tertiary) located in the Rio Grande Valley. Some modern adobe producers use a mixture of materials from the screened fines of aggregate operations and mud from irrigation ditches in the river valleys combined with varying amounts of sand to produce the proper blend. Mineralogy Bulk Mineralogy: X-ray diffraction analyses of whole rock samples from many parts of the world where adobe is the dominant construction material show the major constituents of adobe are quartz and feldspar, with lesser amounts (in order of abundance) of calcite, clay minerals, and gypsum (Coffman et al., 1990). Adobes from and climates contain considerable calcite; in some cases calcite is second only to quartz in volume. Quartz, feldspar, most of the clay minerals, and some calcite commonly are derived from the mechanical/chemical breakdown of older rocks units. Some of the clay minerals, much of the calcite and perhaps all of the gypsum are precipitated from evaporating water. Clay Mineralogy: Clay-size minerals consist dominantly of clay minerals, but nearly clay-size fractions contain minor amounts of quartz and calcite, and occasionally other nonclay minerals. In earth construction materials from New Mexico, clay-size particles are the most compositionally variable in commercial adobe soils. However, the clay mineral groups in this size fraction consist of about equal parts of expandable clay minerals (smectite and mixed¬layer illite/smectite or I/S) and non-expandable clay minerals (ka¬olinite, illite, and chlorite), with minor quartz, calcite, and feldspar (Smith and Austin, 1989, Austin, 1990). In the and American Southwest, smectite is commonly calcium-rich and the I/S is dis¬organized and randomly interstratified. In a study of 42 New Mex¬ican commercial adobe soils, only two contained chlorite, and vermiculite, sepiolite, and palygorskite were not found. Soils in temperate climates, as are found in the midwestern and northeastern United States, contain an abundance of illite (Potter et al., 1975). The clay minerals in earthen structures of that region and in Europe commonly contain illite with less amounts of kaolinite, smectite, I/S, chlorite, and vermiculite. In contrast, the clay-size fractions of soils of humid tropical areas are typically acid, with kaolinite as the dominant clay mineral and lesser amounts of I/S, illite, smectite, and others (Chamley, 1989).

"The technical report form provides the headings to be used and content required when a completing a technical report to be filed in accordance with NI 43-101. The technical report is meant to be a summary of the scientific and technical information on the mineral property. The Instrument (NI 43-101) requires that technical reports be filed with Canadian provincial or territorial securities regulators to support certain disclosure of mineral exploration, development and production activities and results in order to permit the public and analysts to have access to information that will assist them in making investment decisions and recommendations. FORM 43-101F1 TECHNICAL REPORT INSTRUCTIONS (1) The objective of the technical report is to provide a summary of scientific and technical information concerning mineral exploration, development and production activities on a mineral property that is material to an issuer.This Form sets out specific requirements for the preparation and contents of a technical report. (2) Terms used in this Form that are defined or interpreted in National Instrument 43-101 Standards of Disclosure for Mineral Projects (the “Instrument”) will bear that definition or interpretation. In addition, a general definitioninstrument has been adopted as National Instrument 14-101 Definitions that contains definitions of certain terms used in more than one national instrument. Readers of this Form should review both these national instruments for defined terms.(3) The qualified person preparing the technical report must use all of the headings of the items in this Formandmay create sub-headings. If unique or infrequently used technical terms are required, clear and concise explanations must be included.
