The Metropolitan Water District of Southern California is designing new outlet facilities for Lake Mathews, including a junction shaft, connecting tunnels, and an ear-shore outlet tower. Since Lake Mathews must remain operational during construction, groundwater inflow potential is a concern. This paper describes the challenges and methods used to investigate rock mass and groundwater conditions at an operational reservoir, where offshore and onshore geotechnical exploration was performed. Several investigative and analytical methods were used to characterize rock mass and groundwater conditions, including rock coring, downhole geophysical and video surveys, hydraulic conductivity testing, automated groundwater level monitoring, and laboratory testing.

ABSTRACT: Milling operations in northern Saskatchewan’s Athabasca Basin have produced uranium continuously since 1975. During that period, the Athabasca Basin has been one of the world’s premier uranium camps, yielding more than 660 million lb (299,370,964 kg) of U3O8. In this paper, the author describes former and current milling operations and discusses why and how the milling process has changed and developed over the past 35 years. The author’s considerations for the future of uranium extraction in the Athabasca Basin conclude the paper.

The electronic pickup tube is the image-to-video signal-converter or transducer in tele vision-like systems. Images may relate to visible light or IR excitation as in conventional TV systems, X-ray excitation as in some medical and production control applications, or electron excitation as in electron microscopy. The latter process is also important in some forms of light or X-ray sensitive pickup tubes as an intermediate step. In virtually all of these devices the image ends up as a stored charge pattern on a suitable target electrode and the video signal is created by periodically scanning the target with a low energy electron beam and removing the stored charge. In a major group of tubes radiation induced conductivity creates the charge pattern. In others, photoemission is used. In this paper an attempt is made to illuminate some of the device requirements placed on materials exhibiting radiation induced conductivity, some of the materials and techniques that are used, and the problems. The emphasis will be on visible light and IR sensitive targets although some attention will be given to X-ray and electron imaging. Photoconducting films as well as diode arrays will be discussed. ELECTRONIC pickup tubes find their greatest use in commercial, entertainment television, and in industrial and educational closed-circuit television. Video telephone systems, such as AT&T's PICTURE-PHONE System will become eventually the greatest user. Military use is also very important. Nevertheless the use of electronic pickup tubes in technology, science, and medicine is assuming ever greater relevance and demands the greatest diversity and perfection in the pickup tube art. Commercial television and closed-circuit television use requires visible light response, high resolution, low lag, and uniform response. Video telephone use requires the same plus extreme reliability, stability, and low cost. Military use emphasizes, in addition, sensitivity, IR response, and ruggedness. (Devices for far IR response will not be considered here.) The use of pickup tubes in medicine and biology emphasizes UV response for microscopy, X-ray response for radiology, and energetic electron response for electron microscopy. Astronomy and nuclear physics demands low light level response, storage ability, and resolution (here the tube is a successful replacement for film). The interested reader might profitably read Advances in Electronics and Electron Physics, vol. 12,' 16,2 and 22A3 and 22B4 for detailed discussion of the use, properties, and technology of electronic pickup tubes. In general, because of the importance of these uses, none of the above properties will be ignored. Nevertheless attention will be restricted to only those imaging devices, called pickup tubes, using a scanning electron beam to dissect the image with a resulting video signal for conventional CRT display. However pickup tubes have become so complex that many of them include components such as image in-tensifiers which would be normally excluded by this restriction. Thus some of the other imaging devices will not be ignored entirely. We will first review the fundamental elements and physical phenomena involved in modern electronic pickup tubes, then the relevant materials and some of the material problems and then an interesting goal yet to be achieved. REVIEW OF PICKUP TUBE PRINCIPLES In all modern television systems using pickup tubes there is an interval called the frame interval, during which the incoming radiation flux is allowed to produce a cumulative effect in the form of a stored charge pattern which is a replica of the radiation image, and a scan interval during which the stored charge pattern is converted into a video signal. The frame interval bears no fixed relation to the scan interval and may be shorter or longer. In conventional, real time television the scan interval including retrace is identical to the frame interval. Integration and storage is the key to the sensitivity of modern pickup tubes, in contrast to earlier tubes such as the image dissector. At equivalent light levels and without integration, the number of photons contributing to the video signal in the image dissector is lower by a factor approximating the number of picture elements in the displayed image, a number of order 10. Statistical fluctuations in the number of contributing photons represent a serious limitation to the attainable signal to noise ratio, resolution and contrast. As a result considerably greater light levels have to be used then in targets which integrate over the full frame period. Thus the crucial elements, common to all modern pickup tubes, are the charge storage surface and the scanning electron beam which is incident on the charge storage surface at very low energy. These are shown in Fig. 1(a). The charge storage insulator is generally very thin with a thickness of several microns or less. The surface of the insulator is held near cathode potential. The backplate potential is held at cathode potential or at a small positive voltage relative to cathode. The combination of storage insulator and backplate electrode is commonly called the "target". In the absence of incident radiation flux the electron beam scans over the storage surface depositing negative charge uniformly over the scanned part of the surface by virtue of the fact that the effective secondary

FOR a great part of the progress of the world we are indebted to the works of engineers. It is to them that we owe our means of rapid transportation, our canals, our railroads, our bridges, many of our automatic machines, and most of those appliances which, by facili tating or decreasing the amount of human labor to be expended and by utilizing the great forces of nature, have made the present progress of the world possible. Their education is a matter of momentous interest to the whole civilized world. I have, therefore, thought that some discussion of the theory upon which their education should be based would be of interest to this body, and have ventured a few reflections and suggestions upon the subject. The word education, in its original signification, meant the draw ing out of a man what there was in him. In our common schools the practical work of education consists in putting into the brain a larger number of facts than can be retained, which are consequently more or less understood and digested. It ordinarily consists simply of teaching a round of abstractions or facts which when not assim ilated are not only useless to the individual, but generate careless habits of thought and make more or less untruthful, unfaithful or unsuccessful men. In most of our schools a procrustean system is adopted; all are made to advance upon one general plan, the quick being kept back and the slow dragged on at a rate too great for their power of comprehension. Until within a very few years it has been a theory in common school education that the brain alone should be developed, and that little or no attention need be paid to the train-

As the 2018 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2018 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 344. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2018 Transactions consists of a total of 59 technical papers, encompassing all 25 papers published in 2018 in the Technical Papers Section of Mining Engineering (Vol. 70) and all 26 papers published in 2018 in Minerals & Metallurgical Processing (Vol. 35). Additionally, this volume contains 8 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2018 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume. The new year brings an exciting change. The publication of Transactions will cease with this volume. Instead, our Minerals & Metallurgical Processing journal has the new name of Mining, Metallurgy & Exploration (MME), and Transactions as well as the Technical Papers Section of Mining Engineering are incorporated into MME. The journal is published in partnership with Springer Nature, and all SME members have free electronic access to the journal.

Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member stare. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. The highly-mineralized 43,700-ha Rapid River study area, on the southeast side of Hells Canyon Wilderness and west of the village of Cuprum, in Adams County, western-Idaho, was investigated in 1992 by the USBM (U.S. Bureau of Mines) in conjunction with its Idaho Land Assessment Program. The 1992 study updated data gathered during the USBM's 1974-76 Wilderness investigation. The studies consisted of the evaluation of 61 mineralized sites and the estimations of tonnages, grades, and minability of these sites. Most of the sites studied are in two mineralized locales--Windy Ridge and Jackley Mountain. A few isolated sites, peripheral to the two locales, were also examined. The 61 sites contained more than 340 mine and prospect workings, including about 10,300 meters (34,000 feet) of underground workings, plus 134 drill holes.

The U. S. Bureau of Mines has investigated the domestic primary and secondary lead smelting and refining industries to determine the economic impacts of existing and proposed environmental, health, and safety regulations. The impacts are assessed in terms of capital and operating costs for existing and alternative smelting/ refining technologies. Industry response to regulatory implementation is estimated and quantified in terms of import value from lost lead production. For the primary lead industry, regulatory compliance may add up to 1.15 ¢/lb refined lead to operating cost for rehabilitated plants. Alternative smelting/refining methods could reduce net operating costs by as much as 4.36 ¢/lb refined lead. Capital expenditures would vary from $750 to $1,000 per annual mt of smelter capacity. Secondary lead smelter operating costs would increase about 3.8 ¢/lb refined lead to comply with existing regulations. Capital expenditures would average about $124 per annual mt of smelter capacity. Implementation and enforcement of proposed regulations would result in closure of the primary lead industry and additional expenditures for compliance by the secondary lead industry. Enforcement of the most extreme proposed regulations would force the secondary lead industry to close.

ASTERISM appearing in X-ray Laue dia-grams is an extremely sensitive index of changes in the internal structures of indi-vidual grains of polycrystalline metals. It indicates the existence of various forms of subboundary structure or subdivision within the grain. The present viewpoint is that the grain is made up of lattice blocks having substantially the same size and shape.1-4 When these blocks all assume exactly the same orientation, the crystal is perfect and asterism is absent. Cleaves and Thompson5 observed that the hardness of iron is virtually constant over a range of grain sizes. It is quite possible that the subboundary structure caused this, and that the latter is just as important as grain size itself. While the experiments reported here are not con-clusive, they do support this viewpoint. Metals can, under certain conditions, be prepared entirely free from asterism, but this preparation does not necessarily require long heating or slow cooling, as will be shown here. In this paper a distinction is made be-tween mosaic and distorted grain struc-tures but the difference is only a matter of degree. In a previous paper9 it was shown that the grains can become distorted even during heat-treatment. The block structure exists inherently, even in a perfect crystal; the size and shape of these crystallites, or lattice blocks, varies, depending upon a number of factors. Goetz, for example,7 has shown that a metal before crystallizing from the molten state must go through a paracrystalline phase with oriented groups of atoms about 10-14 to 10-15 c.c., or 10 5 cm. in size.

"The mine operator has two prime objectives when he operates a mine: (l) the mine must be safe, and (2) the mine must operate with the lowest possible costs. The operator constantly faces a dilemma; if he is over cautious with regard to safety, his costs may be very high, and if he is over-zealous in trying to reduce costs, the safety of his operation may be jeopardized.Modern bulk mining methods rely heavily on high productivity non-entry stoping techniques (e.g. open stoping, VCR, etc.). Such techniques have the advantage of removing the operator from the active and sometimes dangerous mining face and ofminimizing costly development. On the other hand, this generally results in a certain loss of flexibility in following irregular ore-waste contacts. If stopes are opened too large and/or are inadequately supported, severe dilution with resulting escalating costs usually results. If initial access drift support is inadequate for latter mine induced stresses high rehabilitation costs may also be incurred.Optimization of stope dimensions should logically occur as part of a general mine rock engineering program, within the over-all mine planning context. The same program should help highlight those areas where drift rehabilitation may be a problem.Whenever successful mining is performed, rock engineering is being applied, either by design or by chance. The cost implications of planned practical rock engineering as an integral part of mine planning and design can be very significant to the ultimate mining ""bottom line"". At Noranda Minerals Inc. allowable stope dimensions are derived using a combination of numerical stress analysis and empirical design techniques. This paper discusses the use of the above techniques and their limitations as tools for rock mechanics based stope dimension optimization. The potential cost implications of such design efforts within the general mine planning context are also addressed."

INTRODUCTION The principal object of this paper is to present data on the development of the revolving convex round table as a concentrator for the through 0.07-mm. slimes from the ores of the Butte district, although same brief notes on the earliest recorded use of this type of concentrating table in the ore-dressing plants of the Lake Superior region and of the Butte district are also presented. The revolving convex round table belongs to the class of concentrating tables known as film-sizing tables, these tables using the relative transporting power of a film, or thin sheet of water, as it flows over a quiet inclined surface, to separate the minerals of a sorted product.

The only economically important mineral currently produced in Bangladesh was natural gas. Bangladesh was not a world? ranked producer of any mineral commodity, but the possibility of producing and exporting commercial amounts of liquefied natural gas (LNG) was being examined. Proved reserves of natural gas were sufficient to supply most of the country's industrial and domestic heating and electric needs and still support an export-oriented LNG plant. Other mineral production was of virtually no significance to the economy, although there were a few prospects for nonmetallic mineral development. Bangladesh continued to make economic progress during 1978 and into early 1979. Gross domestic product (GDP) at current prices rose from $6.6 billion in 1976-772 to $8.2 billion in 1977?78 and $9.3 billion in 1978.79.2 In fiscal 1979, the economic conditions were favorable until a severe drought hit most of the country. It W88 reported that conditions were the worst in 40 years, and 88 of July 1979, substantial crop losses were predicted. The agricultural sector accounts for over 53% of the GDP and about 75% of all employment. The poor weather will cause economic problems in the form of slower growth, larger trade deficits, and a higher rate of inflation. The 1978.79 statistics showed that real GDP increased just 4%.

ACCORDING to Tammann,1 the explanation of the effect of mechanical deformation in producing changes in the properties of metals is one of the most important problems of physical metallurgy, taking rank with the study of the constitution of alloy systems; and this problem has long attracted-the attention of practitioner and scientist alike. Its solution was not advanced materially until Tammann2 set up his translation hypothesis with its crystallographic basis, while other hypotheses, such as the amorphous metal hypothesis of Beilby3 and Rosenhain,4 have been shown by more intensive studies to be less and less satisfactory. The principles of the Tammann translation hypothesis have proved to be useful even up to today and in spite of all of the recent accumulation of experimental data, while the differences of opinion which have arisen relate to the extent to which the hypothesis accounts for the observed changes in properties and to what extent further assumptions are necessary. Stimulated by the proposals of Tammann, there soon developed a lively experimental activity which aimed at the elucidation of the structural or crystallographic changes produced by the mechanical deformation of metals. Parallel movements of crystal "blocks" along definite crystal slip planes had already been observed by lowing and Rosenhain5 in 1900, in metals which had been moderately deformed but without shedding light on the crystallographic nature of the processes accompanying more severe deformation. The solution of this important problem was not advanced until a much later date, or until the methods of X-ray crystal analysis had become available. "The purpose of this paper is to review the evidence at hand concerning the earliest centuries of cast iron in Europe, from roughly 1400 A.D. until the second half of the sixteenth century. For the most part it is concerned with the relationship between two technologies which emerged first in China and then later appear in Western lands, gunpowder weapons and iron founding. We should not assume, as I hope to show later in this discussion, that weapons constituted the only product for which the iron founder had any market, but it is clearly true that attempts to produce weapons constituted the most severe technical challenge for the early founder. Firearms appear for the first time in Europe in the 1320s and develop into significant weapons on the field of battle by the end of the century. Theirs is a complex history, subject neither to easy summary treatment nor to simplified models of development. I hope to be able, through the analysis of the evidence concerning cast iron, to show that one important strand in the fabric of gunpowder's history concerns the materials from which cannon could be made. This question is subject to a number of shades of meaning, because ""cannon"" can be made for many purposes under a profusion of different names, and under sharply varying conditions of use. As a result, the question of materials is frequently really a question of competing materials, and involves a complex set of factors, of which production costs and the ultimate safety of the user seem the most important. Judged in this manner cast iron was an important but unsatisfactory metal for weapons purposes until 1543, at which time English founders learned to make iron muzzle-loading cannon which could rival bronze ordnance in most important performance criteria, but which cost much less to produce. With that event, the history of cast iron and the history of weapons entered into the close relationship that persisted until the advent of rifled artillery made of steel in the middle of the nineteenth century."

The Precious Metals Section is concerned primarily with ore-testing problems associated with precious metals and with the analysis and concentration of a large number of the strategic-mineral samples that have been included in the research program of the Bureau of Mines. During the fiscal year 1938-39, 30 projects were completed. The requests for this service are based upon the desire f the sponsor to obtain the best or most satisfactory method for maximum recovery of the minerals. In many instances it is a question of improving present milling practice, with due regard to utilization of present equipment. In others, the probable tonnage available maybe the deciding factor in the choice of a particular recovery method. Under all circumstances the results of tests axe prepared with the thought of aiding a competent metallurgist, familiar with local conditions, to formulate a practical flow sheet or to assist the mill operator to correct known losses. A microscopic examination for identification of the mineral constituents and their association in each ore is always a big help, in planning the tests and may indicate the reason for former troubles or assist with best procedure.

During 1944, substantial gains were recorded in practically every phase of the petroleum industry in Oklahoma. With the spotlight of activity focused on other states during the more recent years, the production momentum that was achieved in Oklahoma through the discovery and development of such outstanding pools as Oklahoma City, Fitts. and major pools in the Seminole area during the late 1920's and early 1930's was practically spent by the end of 1943. However, with much of the industry's exploratory efforts greatly reduced in Illinois, Indiana and Kentucky, the strong demand for Mid-Continent crude and the optimism created by some discoveries in the state toward the end of 1943, Oklahoma has again become the recipient of much activity and interest, with its 1944 drilling activity, production and refinery runs to stills registering substantial gains over the preceding year. Development and Exploration Since the discovery of the West Edmond pool in April of 1943, with the substquent drilling and development boom, the scene of exploratory activity has shifted from the central. south and east portions of the state to the general trend of the . Granite Ridge, where leasillg and wild-catting were greatly activated within a wide radius of this high subsurface feature. Leasing activity, however, jumped the confines of the Granite Ridge trend and extended into all of the northwestern counties in the state. Seismograph activity at once began following and keeping pace with this shift in the leasing and exploration locale, by the concentration of a large number of seismograph crews in the area. At one time during the year,35 crews were concentrated in Oklahoma, the majority being west of the Granite Ridge and extending into the northwestern counties. To illustrate the increase in geophysical work done in the state during the year, records indicate that 377 crew months were worked in 1944, which is a 21 per cent increase over the 311.5 crew months activated in 1943. With the discovery in 1943 of several encouraging prospects and the finding of West Edmond as an incentive, drilling operations increased some 54.3 per cent, for a total of 1986 completions during the year. This is compared with a figure of 1287 for wells drilled in 1943, an increase of 699 wells. The industry, with a total of 1064 oil producers, enjoyed a success percentage of 53.6 per cent. Gas wells completed were 223, while 699 dry holes were drilled. In 1943, completions included 587 oil wells, 127 gas wells, and 573 dry holes. The number of oil producers completed during the Year was almost double the numher of wells in 1943.
