This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

With profitability pressures in heavy industry increasing, many producers are turning to predictive maintenance as a means of harvesting untapped value from their production assets. Corporations are losing their maintenance and processing core competencies through attrition. As capital budgets are being trimmed, manufacturers are consolidating operating units into fewer, more profitable routes. Maintenance functions, however, typically receive low priority when investment is made, since many companies consider maintenance costs as ?overhead?. Condition-based monitoring, integrated to Level I and Level II process inputs, is seen as the most cost-effective solution to the implementation of predictive maintenance strategies. This paper will review the evolution of preventive and predictive maintenance programs, highlighting examples of successful application of integrated condition monitoring.

PREVIOUSLY I have dealt with the methods of separating silver from copper. There now remains the portion which treats of solidified juices ; and whereas they might be considered as alien to things metallic, nevertheless, the reasons why they should not be separated from it I have explained in the second book. Solidified juices are either prepared from waters in which nature or art has infused them, or they are produced from the liquid juices themselves, or from stony minerals. Sagacious people, at first observing the waters of some lakes to be naturally full of juices which thickened on being dried up by the heat of the sun and thus became solidified juices, drew such waters into other places, or diverted them into low-lying places adjoining hills, so that the heat of the sun should likewise cause them to condense. Subsequently, because they observed that in this wise the solidified juices could be made only in summer, and then not in all countries, but only in hot and temperate regions in which it seldom rains in summer, they boiled them in vessels over a fire until they began to thicken. In this manner, at all times of the year, in all regions, even the coldest, solidified juices could be obtained from solutions of such juices, whether made by nature or by art. Afterward, when they saw juices drip from some roasted stones, they cooked these in pots in order to obtain solidified juices in this wise also. It is worth the trouble to learn the pro- portions and the methods by which these are made. I will therefore began with salt, which is made from water either salty by nature, or by the labour of man, or else from a solution of salt, or from lye, likewise salty. Water which is salty by nature, is condensed and converted into salt in salt-pits by the heat of the sun, or else by the heat of a fire in pans or pts or trenches. That which is made salty by art, is also condensed by fire and changed into salt. There should be as many salt-pits dug as the circumstance of the place permits, but there should not be more made than can be used, although we ought to make as much salt as we can sell. The depth of salt-pits should be moderate, and the bottom should be level, so that all the water is evaporated from the salt by the heat of the sun. The salt-pits should first be encrusted with salt, so that they may not suck up the water. The method of pouring or leading sea-water into salt-pits is very old, and is still in use in many places. The method is not less old, but less common, to pour well-water into salt-pits, as was done in Babylon, for which Pliny is the authority, and in Cappadocia, where they used not only well-water, but also spring-water. In all hot countries salt-water and lake-water are conducted, poured or carried into salt-pits, and, being dried by the heat of the sun, are converted into

This research program was undertaken to better understand the factors causing abnormal NOx fumes generation from blasting operations in surface coal mining. More specifically, unusual quantities of nitrogen dioxide and nitric oxide have been observed at several surface coal mines in the Powder River Basin, Wyoming. All these mining operations have several points in common: (i) Blasting is performed using gravity loaded emulsions or emulsion/ANFO blends (ii) Unusual NOx (Oxides of Nitrogen) emissions are observed mostly when blasting is conducted in the overburden as opposed to the coal seam itself (iii) The overburden consists of very weakly consolidated ground strata, providing relatively weak confinement conditions for the explosives, and (iv) Significant ground water is observed.

Open Pit Mining Through Underground Voids: Challenges Main Challenges/Hazards: Unexpected collapse of the pit floor and/or pit walls; The loss of equipment and/or people into underground voids; Loss of explosives from blast holes that broken through into the underground voids. How to address these challenges? An important step that must be integrated into mine planning and design is the accurate detection and delineation of underground voids. (i.e. probe drilling, Geophysical techniques, laser scanning,?); Leaving a pillar of adequate thickness between the working bench and the underground voids; Backfilling the underground voids from surface using vertical or inclined raises; Monitoring the working locations (pit floor and pit slopes) to detect movements.

The magnetic anisotropy and magnetostriction of single crystals of alloys between 25 and 59 wt pct Co in Fe have been determined in the disordered and ordered states. The magrzetostriction is large and positive for all alloys in both states of order (up to 150 x 10-6 for A,, and 40 x 10-6 for 111). The magnetic anisotropy becomes zero rzear 41 pct Co for the disordered state. Ordering shifts the zero-anisotropy composition to about 50 pct Co. COBALT-iron alloys have for many years been of interest as magnetic materials because they have unusually high magnetic saturation values.' This interest was increased recently by the development of Supermendur.' Supermendur is an alloy of 49 pct Co-49 pct Fe-2 pct V* which was found by suitable purification and heat treatments, including a magnetic anneal, to possess excellent magnetic properties. These included a square hysteresis loop with a low coercive force and a high magnetization, and a low total loss. Two factors which are important in determining the magnetic hysteresis properties are the basic magnetic properties of magnetostriction and anisotropy. Alloys having zero anisotropy and zero magnetostriction show improved hysteresis properties.3 Since very meager data4-' are available in the literature on the single-crystal anisotropy and magnetostriction of the cobalt-iron alloys, the present program was undertaken to determine these two properties in the disordered and ordered states. EXPERIMENTAL TECHNIQUES Ingots of the cobalt-iron alloys containing from 25 pct to 59 pct Co in iron were vacuum melted from electrolytic iron and cobalt of 99.9 pct purity. The ingots were cooled at a rate of about 1°C per hr through the transformation temperature (950" to 980°C dependent on the alloy content) for the growth of large grains. From these grains, single-crystal disks were fabricated with either the (110) or (100) plane parallel to the faces of the disk. The crystals were given two heat treatments to produce either the ordered state (cooling rate of 20°C per hr from 850 "C) or the disordered state (water quench from 850 °C). Since the iron-cobalt alloys order very rapidly, the water quench may not have produced complete disorder in all cases. Due to the method of growth, the crystals were not perfect. Most of the samples had low-angle boundaries and a few had some small included grains. These imperfections could and probably did affect the accuracy of both the magnetic anisotropy and magnetostriction measurements. Much of the scatter in the data may be attributed to the crystal imperfections. The methods of determining the spontaneous saturation magnetostriction and the anisotropy have been previously described.419110 MAGNETOSTRICTION The magnetostriction in the [loo] and [Ill] directions (hO0 and ?111 respectively) is illustrated in Fig. 1 for the disordered state. Both ?100 and ?111i became large positive values as cobalt was added to iron. The state of order did not have a large effect on the magnetostriction. The effect of order did not appear too consistent in these data. Tentative curves are shown in Fig. 1 for the ordered magnetostriction near the FeCo composition; here ?100 appeared to be lowered and ?111 raised as the degree of order was increased. "INTRODUCTION The design, development, fabrication, and test of cryogenic breathing apparatus is part of a much larger effort funded by the National Institute for Occupational Safety and Health (NIOSH) and managed through a Space Act Agreement with the National Aeronautics and Space Administration (NASA) at the Kennedy Space Center (KSC) in Florida. This effort is designed to create cryogenically based life support equipment that is responsive to the needs of miners as required by the Miner Act of 2006. Our goal was to design and build a liquid air based self-contained breathing apparatus (SCBA) that lasted 2 hours and would be used for the egress of miners during a mining accident and be refillable while worn. Therefore, the current report describes tests of an Advanced Cryogenic Breathing Apparatus (termed the ACryoBA) designed to provide miners egressing an emergency situation with a two-hour open-circuit SCBA. The ACryoBA utilizes low pressure cryogenic liquid air instead of high pressure compressed air commonly used in most commercially available SCBA. The ACryoBA can also be self-filled from strategically placed Cryogenic Air Supply and Fill Stations (CryoASFS) initially, and thereafter on the egress route approximately every 1 hour and 30 minutes with a 30 minute air reserve. The ACryoBA evolved originally from a one hour Liquid Air Pack (LAP) developed in the 1980’s for Space Shuttle Rescue forces allowing for longer duration and cool air (Figure 1). It was used successfully for many years, through the end of the Space Shuttle Program. The first attempt at a mine egress pack was the Cryogenic Breathing Apparatus (Figure 2). It was to have a low profile, two hours of breathing, attitude independence, and a simple rapid refill while in use. The CryoBA met the two hour criteria, but with difficulty due to excessive heat leakage caused by the dual 4 liter Dewar design. Much of the stored air was lost as it vaporized faster than it could be used. However, the pack was successful in demonstrating both attitude independence and a simple rapid refill capability. The ACryoBA project was designed to continue the progression and address the deficiencies in the CryoBA. The ACryoBA pack was designed to last 2 hours. It minimizes the heat leakage with a single Dewar and thereby requires less liquid air. The single Dewar design also minimizes weight, making it much more manageable by the user (Figure 3). The ACryoBA complies with 42 CFR part 84 NIOSH certification test requirements. One critical requirement for the ACryoBA is operation in positions other than vertical for periods up to 1/4 (i.e. 30 minutes) of the rated service life of 2 hours; this was accomplished by use of new technology called the “attitude independent pickup” which is abbreviated “AIP.” The AIP, developed by BCS Life Support LLC (patent #8,899,226), has a tube going from the top flange down through the center of the Dewar. At the end it has a flexible bellows and a weighted end. Due to the flexible nature of the bellows, the pickup at the end is free to rotate and follow the liquid level around within +/- 90o of vertical."

DISCUSSION OF RESULTS The qualitative correlation between low-temperature ductility and prior high-temperature creep strain in nickel obtained in this investigation confirms the result obtained on high-purity brass by Chen and Machlin. However, the quantitative effect is much smaller in nickel. Comparison can be made on the basis of a prior high-temperature strain that is a certain percentage of the total high-temperature elongation to rupture. In the research of Chen and machlin, the prior high-temperature strain of 1/2 pct equaled 8.5 pct of the total high-temperature elongation at rupture. For nickel, in our experiments, 8.5 pct of 21.2 pct equals 1.8 pct. For eh = 1.8 pct, the loss in ductility in percent equals x 100 = b.5 pct. Schmatz IRON-aluminum alloys have gained much interest in the past few years for use as a base material for elevated-temperature alloys because of their excel- high-temperature strain the loss in low-temperature ductility is 8.5 pct for nickel as compared to 60 pct for pure a, brass. It is also interesting to note the observation that in nickel the low-temperature fractures, even at the most extreme high-temperature pre-strain, were partly trans crystalline and partly intercrystalline. In the case of a brass, these fractures were completely intercrystalline. According to the data on the percent of the grain boundary area that is cracked, at 22 pct high-temperature elongation, about 12.5 pct of the grain boundary area does not carry load. Thus, the inter-crack areas are carrying a stress that is about 11 pct higher than the nominal stress. A simple model predicts that the overall elongation, which is primarily the elongation in the bulk of the specimen, will correspond to the nominal stress when the stress in the intercrack area equals the tensile strength. Quantitatively this model predicts the equation The form of this equation will agree with that found if the strain-hardening exponent, n, equals unity. Actually this model is too gross an approximation to yield good quantitative results. The question naturally arises as to whether in ordinary hot-working, such as hot-rolling, intercrys-talline cracks are introduced that affect the low-temperature properties. It appears that the answer is that such a possibility cannot be overlooked, if the hot-working induces tensile stresses at temperatures above the equicohesive temperature and if the material tends to be notch sensitive at low temperature. Introduction Compared to the gyratory crusher, the cone crusher is character¬ized by its higher speed and a flat crushing chamber design which is intended to give a high capacity and reduction ratio for materials suitable to this type of processing. The aim is to retain material longer in the crushing chamber to do more work on material as it is being processed. A concept of how a piece of stone might flow through a secondary crushing chamber is shown in Fig. 45. The number of times material will be nipped during crushing will depend on material size, friability, and the geometry of the crushing chamber as well as its speed and eccentric throw. Cone crushers are usually specified in terms of closed-side setting (CSS) and a given quantity of material passing a particular square-mesh screen size. A criterion of product passing closed-side setting is often available. This value will vary according to the particular crusher design and the details of its applica¬tion. Essentially, cone crushers can be classified into distinct types, depending on their duty. Crusher sizes for all duties are described by terms arising out of common industry usage, such as 3-ft, 7-ft, etc., which refer to the crushing-head (mantle) diameter. At present the range of sizes available varies from approximately 2 to 10 ft diam. Weights vary in the range of 5 to 200 tons, and connected horsepowers range from 10 through 700. There are so many variations that specifics should be obtained from machine manufacturers. The crushing chambers that are fitted to various machines are also often referred to by terms arising out of common usage, such as standard for secondary crushers, and short head for tertiary crush¬ers, which refer specifically to the Symons design. Also used are more specific but equally vague descriptions, such as coarse, intermedi¬ate, and fine chambers. Some manufacturers such as Allis-Chalmers with their Hydrocone crushers refer to the model number of the machine by the feed opening and the diameter of the mantle. For example, a Model 10-84 Hydrocone crusher has an 84-in. diam man¬tle, and is capable of accepting a 10-in. diam sphere at the feed point to the crushing chamber. Rexnord and Telsmith define crushing cavi¬ties in their capacity tables as feed openings at minimum recommended discharge settings (closed-side settings). Each practice offers guidelines which should be carefully defined for the specific crushing problem. The utilization of a cone crusher depends on how well it is controlled and the features of the circuit in which it operates. Normally, it will operate in the range of 75 to 85% of the peak capacity. It is likely that industry pressures will call for a standarized de¬ applied crushing power. Experience has shown that the crushing process is more controllable if certain reduction ratios are adhered to for each stage. Technically, this is defined as that size of feed (in. or mm) of which 80% will pass, divided by the size of the product (in. or mm) which 80% will pass. Secondary Crushers These are the cone crushers which accept suitable feed size material either prepared by a primary crusher or occurring naturally, and reduce it to a size suitable for marketing in one stage, or make feed for subsequent crushing or grinding stages. Secondary crushers have feed openings of 4 to 25 in. in the larger (7-ft) models down to a 2'/a to 4 in. in the smallest 24-in. models. Reduction ratios normally range between 3:1 and seldom more than 5:1. In the 7-ft models, the cone crusher typically makes a product all passing 2 in., but this is dependent on the machine design and properties of the material being treated. Secondary crushers most commonly operate in open circuit. They also are operated in closed circuit with a vibrating screen, depending upon product requirements and conditions where the reduction ratio does not cause excessive power draw and build-up of circulating load. Screening ahead of secondary crushers is generally recommended, especially where the feed contains more than 25% material smaller than the desired closed-side setting. Tertiary Crushers These are cone crushers that normally take secondary crusher product and reduce it to a marketable product or make it suitable for subsequent comminution steps. The reduction achieved is a func¬tion of the crusher design and the properties of the material to be treated. The reduction ratio is normally in the range between 1.5 and 2 to 1, and seldom more than 3 to 1. The tertiary crusher normally operates in closed circuit with a vibrating screen and makes a product smaller than all passing 'h or 5/8 in. Fine Crushers Sometimes these machines are called sand crushers and are called by various manufacturer brand names, such as Gyradisc, Hydrofine, V.F.C., and others. A cross section of a Symons Gyradisc crusher is shown in Fig. 46. Essentially, these crushers would be used in a fourth-stage crushing operation, but could be called on to reduce a screened feed size fraction from a secondary or primary crushing operation. This type of crusher normally receives feed no coarser than 1'h in. that is scalped of all over-sized material and operates in closed circuit with a vibrating screen. For average materials, typical product is '/e in. top size, although a -10 mesh product can be produced on those materials having suitable characteristics. The crusher is nor¬mally operated in a separate circuit from the main crushing plant because of the variations in output rates that are caused by varying physical properties in the feed. The reduction ratio is generally less than 2:1, and circulating loads are generally high. More interparticle crushing takes place in these machines than with conventional cone crushers and capacities can be more sensitive to changes in moisture content, feed size graduation, and other physical properties. Design Features For the various applications, crusher manufacturers normally have a range of crushers of different sizes and power ratings to select from.

THE object of all classification is to group together things which are alike, and separate those which are unlike. This object is essentially a practical one, enabling us to apply past experience to new conditions: Many costly large-scale experiments lose half their importance for want of proper description of the coal used, and the consequent impossibility of predicting other coals will behave in the same way. I do not, therefore, make a fundamental distinction between "scientific" and "use" classifications, except in so far as use depends on conditions, such as size or impurities which are not related to the nature of the coal substance itself. The characters chosen to define the classes of coal must be such as are accompanied by as many other properties as possible. It is not to be expected that any system of classification will enable us to predict every property of coal, since all specimens have an individuality of their own. But specimens can be grouped by a number of resemblances into species. Further, species which resemble each other can be grouped into genera.

"When pyrite oxidizes in dark grey/black, calcareous, mudrocks or in argillaceous limestones, ferrous sulfate is formed and sulfuric acid is released. The sulfuric acid combines with the calcite present in the rock and calcium sulfate (gypsum) develops. When this occurs on the outer edges of aggregate particles, the gypsum forms in the matrix hence there may be little expansion of the general material. However, when the chemical reactions occur within the rock fragments, particularly on microscopic, clayrich, laminae, the developing crystals exert a significant pressure on the host material. If the rock is medium strong to strong, the force of crystallization splits the rock along the weaker planes, facilitating the ingress of the oxidizing agents and the continuation of the chemical reactions. In addition to causing dilation/heave, some of the engineering properties of the material are changed, including the strength, Los Angeles value, water absorption etc. As a consequence material, which at the time of quarrying would be acceptable for use beneath floors or hardstandings, would no longer be considered suitable.INTRODUCTIONMudrocks accreting in aerobic environments are frequently disturbed by organisms and as a consequence there is often little sign of bedding. In contrast, sediments which have formed in anoxic environments commonly have distinct bedding planes which, because of the grain size of the accreting material, are often smooth and planar. These rocks are frequently referred to as shales, which O’Brien and Slatt (1990) define as “characterised by a finely laminated structure, which imparts a fissility approximately parallel to the bedding.” This should not be confused with rhythmic bedding where the variation in grain size results in lithological laminations or colour changes.Early geologists, in the stratigraphic naming of rocks, often used the term shale for material which is now more likely to be described as mudstone or mudrock (Hawkins and Pinches, 1992). In many contexts, the width of the bedding is an important factor, not only in determining the rock name but also in indicating the potential engineering characteristics. Until recently a shale was considered to have bedding separations of less than 20mm, i.e. the bedding was described as laminated. However, in an engineering context, EN 14689: 2003, Annex A, defines shale by specifying a bedding thickness of < 6mm; such a material would be described as thinly laminated in BS 5930:1999. Ideally the term shale should be abandoned and be replaced by fissile mudstone or fissile mudrock."

Formerly great divergence of opinion existed in regard to the influence of copper in steel, as affecting its various physical properties. More recently the investigations of Stead,l Breuil,2 Wigham,3 Burgess and Aston: Ball and Wingham,5 Miiller; Dillner,7 and others have shown fairly good agreement in the major points. Copper steel has been shown by these investigators to possess special properties which make it valuable for certain uses. The general range of composition of the useful alloys of copper and iron, and of copper, iron, and carbon, has been quite definitely established, for the former by Burgess and Aston,8 and for the latter by Breuil9 and Stead.10 Stead11 has removed one difficulty in reconciling certain of the earlier data by calling particular attention to the influence &apos;of carbon in copper steels. Another point which caused confusion in the earlier investigations, particularly in regard to " red-shortness," was the presence of sulphur. Failure to note the presence of sulphur often led to attributing " red-shortness" to the presence of small amounts of copper. Turner12 has called attention to the fact that where copper exists in an iron ore it often occurs as the sulphide, so that the presence of copper in steel made from such ores might also, necessarily, mean the presence of sulphur. It is evident that the effect in this case might be quite different than where pure copper was added.

"Raise mining at the Namew Lake Nickel Mine in Manitoba uses 3 m diameter bored raises driven at 45 to 50 degrees dip for stope access and drilling. These raises are developed within the orebody on 20 m centres to accommodate electric-hydraulic longhole jumbos and charging wagons. Critical elements of stope development include delineation of are contacts, control of deviation during raise development, optimal stope sequencing to permit a high extraction rate, drill anchorage installation, production drilling and blasting, and ground control. Procedures to deal with these elements are described, with emphasis on the geotechnical investigation for design of open stopes and pillars.Although mining with drilled raises does not have the flexibility to follow large variations in orebody dip, results to date indicate that it can be used successfully in the thicker ore zones. Thinner zones are currently mined using a modified Avoca method. Some flexibility to accommodate variations in orebody dip in thin are zones may be obtained by using alimack raise climbers to drive access raises, and carry longhole drills and charging equipment. Rock quality has been sufficiently good to maintain stable stope walls for full-height mining of primary stapes at 20 m strike length.IntroductionThe Namew nickel deposit is located 60 km south of Flin Flon, Manitoba. It is a moderately dipping (45 to 50 degrees) pipe-like ultramafic intrusion with a sulphide halo enrichment. The diluted recoverable ore reserves at January I, 1990 are 2.2 million tonnes grading 2.05% Ni and 0.7% Cu. The operation is a joint venture between Hudson Bay Mining and Smelting (60%) and Outokornpu Mines Ltd. of Toronto (40%). The mine is budgeted to produce 530 000 tonnes in 1990. The deposit was discovered in 1984 and mine development commenced in 1987.In the raise mining area, primary stopes will be filled with a high quality backfill consisting of cement and quarried limestone. Secondary stopes will be mined out between the primaries in the second pass of mining. The design extraction rate is 94% over all.The orebody above 120 level has an average mining width of 2.4 m, so is too narrow for raise mining. A modified form of Avoca stoping is used."

A novel process for the preparation of a-Al2O3 from secondary aluminum dross was studied. Factors including alkali dross ratio, salt dross ratio, smelting temperature, smelting time, leaching temperature, leaching time, and the solid-liquid ratio, which possibly influence the transfer of Al into water were studied, and the feasibility of using seed precipitation as a treatment technology of the leachate was discussed. The optimum condition of the process was determined as: alkali dross ratio 1.3, salt dross ratio 0.7, smelting temperature 500°C, smelting time 60min, leaching temperature 60°C, leaching time 30min, solid-liquid ratio 1:4. The results show that using the seed precipitation method, the leaching of aluminum reaches 92.71%, demonstrating the technique as a feasible and effective treatment technology of the leachate.

In November 1939, on behalf of the Harbison-Walker Refractories Co., the author undertook the study of the problem of utilizing the dolomite of northwestern Ohio for the manufacture of calcined magnesia suitable for use in refractories. Grateful acknowledgment is made of the unfailing assistance and encouragement throughout this work from the executive and technical staff of Harbison-Walker Refractories Company. The dolomite of the Niagara formation that is exposed or near the surface of a wide area in northwestern Ohio1 constitutes a vast supply of almost pure dolomite. It offers a virtually unlimited supply of cheap raw material of uniform dependable analysis for the manufacture of magnesia. A typical analysis of dolomite from the vicinity of Luckey, Ohio, follows: Stone Completely Calcined CaO(Sro)a............. 30.35 57.806 Mgo................... 21.55 41.050 SiO2. ................... 0.30 0.572 R2O3................... 0.30 0.572 Ignition loss............. 47.50 a SrO about 0.06 pct. It was decided therefore to concentrate upon the development of a suitable process for separating the lime and magnesia of dolomite, depending upon the dolomite itself as the sole source of magnesia. This would make it possible to place a plant at the dolomite quarry, thus eliminating the cost of transporting the stone and also rendering the calcined magnesia available at a most convenient production point, considering the cost of delivery throughout the steel industry. The selection of a process depending solely upon the dolomite as a source of magnesia also necessarily entails production of the lime content of the dolomite as a by-product. It was recognized that if such a lime by-product could be produced in a suitable form, a plant location in northwestern Ohio would also be advantageous for marketing the lime. The problem, therefore, was the discovery and development of a low-cost process for separating the magnesia and lime of the dolomite of northwestern Ohio and producing each in a form relatively free from the other, and meeting the respective requirements of established markets.
