The planetary mill is very much suited for the ultra-fine grinding of mineral fillers. Ultra-fine grinding here refers to grinding powders to a size range 5-1 0 rnicrons. Such powders enhance the quality of the final product. The operation of a specially built planetary mill is described. It is shown that a target size of 5 rnicrons can be reached in a few hours using the dual drive planetary mill. A centrifugal field of 37G is generated by the gyration arm of the mill. The design allows the desired setting of canister critical speed. The ultra-fine grinding of alumina, titanium dioxide, hematite, magnetite, kaolin and silicon carbide are described. Also, the continuous operation of the mill is shown.

"Tunneling through an urban environment carries many inherent risks to the immediate local infrastructure and subsequently to the project stakeholders. On the CQ031 Contract of the East Side Access Project in Queens, New York, twin 22.5’ diameter Herrenknecht Slurry TBMs were mined within close proximity to many infrastructure assets, with cover of less than half a shield diameter at times. Multiple public bridges and critical railroad infrastructure including catenary poles and signal towers supporting the busiest rail interlocking in the United States required underpinning systems. The support program for these structures was refined over the course of the four tunnel drives. It is the intent of this paper to show how the interaction between the temporary structures, instrumentation monitoring plan, and risk assessment program melded to provide a system which the owner, contractor, and designer relied on as a tool to ensure the project success without impacting the public surroundings. PROJECT BACKGROUND The East Side Access (ESA) megaproject located in New York City, N.Y is a multi billion dollar program for the Metropolitan Transit Authority Capital Construction (MTACC) with the main goal of bringing the Long Island Railroad (LIRR) commuter rail to Grand Central Station located in the heart of Midtown Manhattan. When completed, the project will significantly reduce congestion both into and out of Penn Station, the current terminus of the LIRR. In order to accomplish this, multiple contracts of varying scope are required to operate simultaneously in both Queens, N.Y and Manhattan. In 2009, the CQ031 Queens Bored Tunnels Contract was awarded to the joint venture of Granite Construction Northeast, Traylor Bros. Inc., and Frontier Kemper (G.T.F). The main scope of this contract was to excavate four segmentally lined soft ground tunnels underneath the Sunnyside Rail Yard in Queens, New York. Additional scope of work included the construction of a tunnel approach structure, electrical substation, and multipurpose ventilation and egress facility."

THE internal friction of single crystals of metals is affected markedly by a variety of factors, which, according to the literature, are without influence on the internal friction of polycrystalline metals at strain amplitudes less than 10-5. For example, the internal friction of a suitably oriented zinc single crystal is multiplied by a factor of l00 when the vibration amplitude is slightly increased, and the internal friction of a copper crystal is markedly increased by the application of a stress of 30 lb. per sq. in. for one minute. In this paper it will be shown that these, together with the other phenomena associated with the damping of mechanical vibrations in metal single crystals, can be satisfactorily explained, at least qualitatively, in terms of an atomic mechanism that has been proposed for quite another purpose-that of accounting for slip in metals. The extraordinary agreement between the observed behavior of the metal single crystals and the behavior that could be predicted on the basis of this atomic mechanism leads to the belief that the latter is probably essentially correct. If this is so, it follows that valuable information about the slip process in metals may be gained from measurements of internal friction on single crystals. In this paper the results of the only study to date on the damping of mechanical vibrations in single crystals of metals will be presented. EXPERIMENTAL PROCEDURE The internal friction of a material is a measure of the rate at which the energy of mechanical vibrations is converted into heat. The measure of internal friction used in the present paper is the decrement A, which is defined as the fraction of the energy of vibration lost per half cycle. The measurements described here were .made for longitudinal oscillations at a frequency of 33.5 kc. for the copper crystals, and at a frequency of 39 kc. for the zinc crystals. The method used is that of the composite piezoelectric oscillator. The single-crystal specimens are in the form of circular cylinders ¼ in. in diameter and 1 ½ to 2 ½ in. long. The crystal rods are waxed in a V-block and sawed to the proper length with a fine jeweler's saw. The ends of the specimen are ground flat, and one end is cemented with a very thin film of beeswax and rosin to the end of an x-cut quartz rod which is ¼ in. in diameter and 3 in. long. The length of the specimen rod is determined by the condition that its natural frequency for longitudinal vibration be the same as that of the quartz rod, within 0.5 per cent. The lengths of the specimens are thus different for different orientations of the cylinder axis with respect to the crystallographic axes. When the specimen and quartz rods are thus matched in frequency the adhesive is at a node of stress, and it has been shown experimentally that under these circumstances

By the old method of determining platinum in ores and bullion, the silver-alloy first obtained in the regular course of assay is parted in strong sulphuric acid and the residual metal weighed. This is re-alloyed with silver by a second cupellation and parted in nitric acid, the residual metal being again weighed. Any difference shown between the two weighings is assumed to be, and is called, platinum. Sometimes it is SO, and if any considerable amount of platinum be present, there will be a decided difference between the two weighings; but a slight difference is no real evidence whatever of the presence of platinum. On the other hand, the second weight may equal or possibly exceed the first, even when traces of platinum are present. Again, other members of the platinum group may go into solution in nitric acid more or less. If present, these would be called platinum and escape detection. The method does not provide any direct tests whatever as to the presence or absence of platinum. It is often indecisive, and sometimes gives erroneous results. It is, therefore, quite unsatisfactory. Being called upon many times to determine platinum in a wide variety of materials, particularly when present in very small amounts, I have realized the disadvantages and defects of this old method. A formulation is given and a general analytical solution is presented for the problem of spherical phase growth in multicomponent systems. The results are valid for describing the rate of bubble growth in the absence of translational motion and, therefore, should be relevant to heterogeneous nucleation processes. Typical worked examples are given, which include bubble growth due to the simultaneous diffusion of hydrogen and nitrogen in molten steel, and the growth of CO bubbles in steel, due to the reaction: C + 0 = CO. The calculations predict that the presence of additional components would enhance the growth rate and also increase the absolute rate at which the individual components are transferred into the bubble. These findings should be relevant to degassing processes. THE problem of spherical bubble growth in the absence of translational motion is appropriate to the description of the heterogeneous nucleation and subsequent growth of gas bubbles while attached to a solid surface. Such problems are of considerable practical relevance to various vacuum degassing and steelmaking processes where bubble nucleation and subsequent growth play an important part in the overall reaction mechanism. A definitive formulation of spherical phase growth has been given in the now classical paper by Scriven1 and the analogous problem for solid phase growth has been discussed by Horvay,2 furthermore a thorough review of the relevant literature has also become available.3 All this previous work was concerned with one component or binary systems. The purpose of this paper is to show that the technique developed by Scriven may be generalized to alow the consideration of multicomponent systems. The results of this generalization would be particularly relevant, as gas bubble nucleation in the metallurgical systems previously mentioned frequently involves the simultaneous diffusion of several components. In the following a general formulation is given and typical worked examples are presented. FORMULATION Consider the growth of a spherical gas bubble due to diffusion in a quiescent liquid of infinite extent, as sketched in Fig. 1. The formulation of such problems requires the statement of the following conservation equations relating to the liquid phase: Equation of continuity Equation of motion Conservation of the diffusing species—Diffusion Equation. The following assumptions are made: a) The fluid is incompressible, quiescent, and of infinite extent b) The bubble is stationary, i.e., it undergoes no translational motion c) Spherical symmetry is observed throughout d) The mass diffusivity is constant e) Chemical equilibrium exists at the surface of the bubble, and any reactions occurring there are fast compared to the diffusion process f) Inertia and surface tension effects are neglected. Equations derived on the basis of these assumptions by previous investigators were found to provide a reasonable representation of bubble growth while attached to a surface in organic and aqueous systems4,5 For gas bubble growth in molten metal systems assumptions a) to d) chould hold reasonably well. The exclusion of chemical kinetics as a possible rate limiting step may not be universally valid, but should hold for many systems operating at high temperatures. The effect of hydrodynamic inertia may be neglected for moderate growth rates; finally, the assumption neglecting the effect of interfacial tension on the bubble growth was made for the sake of mathematical convenience; its inclusion would have required the use of quite cumbersome numerical techniques. While surface tension effects could be appreciable on the initial values of the overall growth rate, especially at low absolute pressures and in case of small bubbles, they are not thought to modify the relative effects present in multicomponent systems, the study of which is the objective of this paper. Enormous quantities of limestone are used for metallurgical purposes. Approximately 23 million tons were so used in the United States in 1925 chiefly for smelting iron ores in the blast furnace. Smaller amounts are used in basic open-hearth steel manufacture, and in smelting lead, copper and antimony ores. Most limestone producers lave little knowledge of the way in which their stone is used in metallurgy. Maximum tolerances of silica, alumina, sulphur and possibly magnesium; and minimum content of calcium carbonate may be arbitrarily fixed for the guidance of the producer, but aside from these requirements little information is available to producers on the manner in which their stone is used, the office it performs in smelting, or the effects of impurities. More complete [wledge] of utilization would enable limestone operators to solve their production problems more intelligently.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) held public hearings in early 1975 on proposed standards for exposure to inorganic arsenic. The findings obtained at the hearings will be considered to promulgate emission standards. Domestic Production.-Arsenic trioxide (As203) was produced domestically only at the Tacoma, Wash. copper smelter of ASARCO Incorporated. Production data cannot be published. Output rose 9% over that of 1974, shipments were less than half those of 1974, and stocks rose 31 %. Production of arsenic metal, begun by ASARCO in August 1974, continued in 1975.

The year 1928 has been marked by scattered but considerable wildcat drilling considering the overproduction prevalent in the oil industry. This wildcatting has resulted in the discovery of oil in one interior salt dome, several small fields producing from serpentine, Taylor marl, and Austin chalk, and two new fields producing from the Edwards limestone, one of which in the Bruner or Salt Flat area of Caldwell County promises to be of major importance if not quite as large as the Luling field. Fig. 1 shows production by fields for 1928, compared in the case of the older fields, with that for 1927. New Production From Salt Domes Boggy Creek Dome This salt dome was discovered in 1927 by core drilling and deep tests recommended on the evidence of surface geology. A large block of acreage controlled by the Humble Oil & Refining Co. covers the dome. Since the discovery of the deep-lying salt plug and oil on the flank of this dome in 1927, development has proceeded slowly. Since most of the acreage is controlled in a large block by one company there has been no intensive competitive drilling. Approximately 8 producers and 16 dry holes have been drilled. Production is from the eastern equivalent of the Woodbine and Eagleford horizons of the Mexia district, and has been found extending in a northeast-southnlest direction across the River Neches on the southeast flank of the dome. One of the best wells, the T. H. Jones No. 2, had an initial production of 90 bbl. per hr., and others have made from 100 bbl. per day to 50 bbl. per hr., but production of the better wells has either been shut in or choked down to less than 2000 bbl. per day. At the end of the year the daily average, production was about 2500 bbl. from 8 wells. Considerable gas pressure is present and one well, the Elliot Clark No. 2, drilled in 1927, was shut in with an estimated wet gas production of over 5,000,000 cubic feet.

BrinSmade, Ixmiquilpan, Hgo., Mexico (written discussion*).—While agreeing with Mr. Gibson that his net-profit tax is the fairest and best for mines, I believe that the tax he describes can be more accurately defined by another name. In accounting, net profits are usually considered to be the residual of the gross income after operating expenses and the annual charge for upkeep of plant have been deducted. Even the necessary interest on bonds or mortgages should not be subtracted in this calculation, for this interest represents merely that fixed portion of the net profits going as a return to that fraction of the total property value owned by the bondholders. Applying this method of calculation to the gross income of a mining property, we should onIy deduct operation expenses and upkeep of plant to get the net profits on its whole property value. So Mr. Gibson in deducting a further sum, to cover the interest and amortization of the capital expended in mine development and equipment, really arrives at something quite differen't from net profits; which can properly only be defined as the annual value of the mineral in the ground, or the royalty value in miners' parlance. From one viewpoint, Mr. Gibson's first principle, which assesses taxes, "proportionate to the benefits received by the person or property taxed," is identical with his third principle wbich assesses "with reference to the extent and value of the natural resources enjoyed." With one exception, everything of use around a mine represents a cash expenditure, or its equivalent in human labor, and state action has not added an iota to its value. The one exception is what makes the enterprise possible and it includes the mineral deposits and their associated surface; water and other landed rights. These natural resources are origin2!1y the gift of tile people acting through their agent, the state, and it is evident that a tax laid on whatever profits may arise from their enjoyment will be exactly "proportionate to the benefits received by the person or property taxed." Mr. Gibson is mistaken in his belief that the general property tax of the United States has the same incidence as his system of taxing profits, because the general property tax falls not only on land1 value—as does

I wish to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphurets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chicago, St. Louis, Newark, New York, and Europe, of crnde argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, . - at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. Composite alloys of silver and alumina are shown to resist flow above the melting point of the continuous matrix. The ability to resist flow depends on the fineness of the dispersion and the oxygen content of the silver. It is believed that the oxygen influences very strongly the bond between the molten silver and the finely divided alumina. RECENT needs for materials with high strength and creep resistance at high temperatures initiated mechanical property studies on dispersed phase materials to near the melting point of the continuous matrix material. Results' of these investigations have shown that certain of these materials do have promise for high-temperature applications. Experiments performed on composite materials of silver and alumina by the author have resulted in the discovery of an interesting effect above the melting point of the silver. In these materials the silver was continuous and the alumina very finely divided (Linde B). It was observed that these materials exhibited strength and resistance to flow above the melting point of the silver matrix. The purpose of this paper will be to describe these properties. METHOD OF PREPARATION The materials were prepared by mixing the proper amount of Linde B alumina and high-purity silver oxide. The alumina content was varied from 5 to 20 wt pct alumina in silver in 5 pct steps. The materials were mixed by blending the constituents in an ordinary food blendor using ethyl alcohol as a vehicle. Enough alcohol was added to the powders to form a mixture with the consistency of a thin mud. After blending for about | hr the material was dried and the silver oxide reduced by heating to 450 OC. The material was then pressed at 25 tsi into a -in. billets 3 in. long. EXPERIMENTAL PROCEDURE The specimens were horizontally supported at either end by knife edge supports of cold-rolled steel. This holder was then placed in a "globar" furnace and a chromel-alumel thermocouple placed very close to the specimen recorded its temperature to within 10°C. Each specimen was heated rapidly to 900°C initially. The specimens were held at temperature approximately 30 min and then the temperature was raised 50 deg. The procedure was repeated until deformation was noted. Photographs were made of the specimens at various temperatures and increments of time using a Polaroid Land camera. RESULTS Fig. 1 shows the 5 pct by weight "Linde B" alumina and silver material after reaching 980 °C. Failure occurred after 15 min at this temperature. There were two points of failure and silver collected at them. No additional flow of the molten silver was noted at any other place. Fig. 2 shows a 20 pct by weight "Linde B" alumina in silver specimen. After 30 min at 1400°C, bowing of this material was observed. Other concentrations of alumina were added to

Ti6NileSi7)G is known to be cubic, with 116 atoms in the unit cell. In the present work four new G sili-cides were found with other transition elements and five G germanides. The titanium-group elements are very efficient in forming G phases. The vanadium -group elements are somewhat less efficient, and the chromium-group elements do not form any. Cobalt can replace nickel in most cases, but it is somewhat less efficient. Iron was not found to form any G phases. Germanium is somewhat less efficient than silicon. The (TiNiSi)E phase has been previously identified by Westbrook. However, its crystal structure has not been determined. In the present work the E phase was found to have an orthorhombic unit cell with lattice parameters a. = 7.02, bo = 5.18, co = 11.11A. A large number of other E phases were found at the same stoicheometric ratio in ternary systems of silicon and germanium with transition elements. Lattice parameters similar to those for TiNiSi were measured. The number of atoms per unit cell is estimated at 30 to 36. The vanadium-group elements are somewhat more efficient in forming the E phase than the titanium-group elements. Chromium-group elements were not found to form any E phases. Cobalt is somewhat less efficient than nickel, and iron is less efficient than cobalt. Germanium is not as efficient as silicon. ThE ternary silicide designated as G-phase was first identified by Beattie and versnyder1 and by Beattie and Hagel2 at the approximate composition TiNi2Si. Westbrook et al.' gave the composition as Ti2Ni7Sis. This phase was found to be fcc with a. = 11.201A and 116 atoms per unit cell. Beattie4 and more recently independently Hladishevskii, Kripyakevich, Kuzma, and Teslyuk5 were able to show that this structure is isotypic with MgeSi7CuLe and Th6Mn23. The latter structures had been determined by Florio, Rundle, and snow,' Nagorsen and Witte,7 and Bergman and Waugh.8 According to the crystal structure, Ti8Ni6Si7 may be considered as the ideal composition. The Russian investigators5 identified six additional ternary phases isotypic with Ti6Ni6Si7, in which titanium is replaced by Mn, V, Nb, Ta, Zr, and Hf, and one, namely MneNil6Ge7, in which germanium replaces silicon. They also found that Cr6Ni6Si7, which does not occur as a ternary phase, can be stabilized by replacing 1 at. pct of the Cr by V, Mn, or Ta. Another ternary silicide was found by Westbrook et al.3 at the composition TiNiSi, and it was designated by them as the E phase. The crystal structure of this phase has not been deter-

The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

Some of toe magnetic properties of minnesotaite (general formula: Fe3(OH)2Si4O10) were examined. Toe paramagnetic susceptibility values at various temperatures were determined from toe slope of toe magnetizing curve. These values were then compared with toe theoretical values estimated using toe Bohr magneton numbers for toe paramagnetic ions contained in toe missesotaite.

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

"INTRODUCTION This report presents statistics of accidents at coke ovens in the United States during the calendar years as 1933, the twenty-first year for which data of this kind are available, 1913 being the first year for which accident reports were collected from the operating companies by the Bureau of Mines. The present report is presented in mimeograph form because insufficient funds are available for printing it. The first report of the Bureau of Mines that contained statistics of accidents for the coke-mining industry in the United States covered the two calendar years, 1913 and 1914. While the figures presented therein related both to beehive and by-product ovens, the original returns from the operating companies were not classified so as to permit the presentation of accident statistics for each class of ovens separately. Beginning with 1915, the accident reports from the operating companies have shown the general type of ovens to which the reports related; therefore, since that year, separate statistics for each of the two classes of ovens have been given in the Bureau's yearly reports of accidents at coke ovens.The coke-making industry in the United States established a safety record in 1933 almost equal in merit to that which it achieved in 1932, when the accident-frequency rate was the lowest and therefore the most favorable that the industry has known. Credit for the achievement is due almost entirely to companies operating byproduct ovens. (See table 8.)"
