This case study compares the actual production figures for the No. I and No. 2 copper orebodies of the Société Miniére Louvem, Val d'Or, Quebec, with the preproduction estimates and a postmortem geostatistical estimation using kriging techniques. The deposits considered are small subvertical sulphide orebodies which were mined from August 1970 to April 1973, producing 648,000 tons at 2.04% Cu versus the 1968 computed reserves of 671,000 tons at 2.51% Cu (with 20% dilution), thus showing a 25% overestimation of the copper contained. The postmortem geostatistical estimation based on the same 44 D.D.H. intersections available in 1968, shows 2.24% Cu (no dilution), compared to 3.23% Cu (no dilution) given by the conventional section method. Block by block kriging techniques were used, but within the ore contours as determined by the geologist. In this case, Characterized like many sulphide deposits by highly dispersed sample values, geostatistical kriging techniques permit a more realistic estimation of the metal contained within a given volume, than the conventional methods which overestimate it. This study has been conducted by the Mineral Exploration Research institute (IREM-MERI) for SOQUEM, and is one of the few case studies released with all pertinent data. More postmortem of this kind are required for geologists and geostatisticians to improve their methods and their "batting average".

Forty-five years have passed since I discovered the extensive and remarkable diatom-earth beds at Monterey, California., and now I have the satisfaction of bringing to notice still another wonderful deposit in the heart of Arizona. The Monterey beds mere described at the Philadelphia Academy,* and specimens were sent to Prof. J. W. Bailey, West Point, N. Y., at that time the leading American authority upon such microscopic relics of organic life. The earth from both localities is snow-white and pulverulent. It rubs off' like soft chalk upon the fingers when handled, and has the general appearance of chalk. But, unlike the Monterey beds, these newly-discovered deposits consist largely of volcanic ash, through which the siliceous shells of the diatoms are distributed. These deposits are in the central portion of the San Pedro valley,† in the southeastern corner of Pinal county. The region of their greatest development is a few miles south of the mining town of Mammoth, on the east bank of the stream, and near Redington, some 40 m. N. of Benson, on the Southern Pacific railway. The altitude is about 2600 ft. above tide. This portion of the San Pedro valley lies between the high Catalina and Rincon ranges on the west and the Galiuro mts. on the east. M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

Two methods used to measure the exposure of mine workers to diesel exhaust particulate were compared. One method was developed by the U.S. Bureau of Mines and the University of Minnesota's Particle Technology Laboratory. The method which was originally developed for use in coal mines is a size selective sampling technique. The other method uses an “ashing" approach to assess the exposure to diesel particulate. This second method is based on the principles of sampling according to the ACGIH respirable dust sampling criteria and the use of a silver membrane filter as collection substrate. Because a silver membrane filter is used, both respirable combustible dust (diesel particulate) and respirable silica can be measured from one sample. The comparison study took place in a Canadian lead-zinc mine during tests which were primarily designed to evaluate the gaseous and particulate emissions characteristics of new diesel engine technology. The study has shown that under the test conditions encountered, some differences were observed between the results as obtained by the two methods. These differences seem to depend on the characteristics of the respirable dust found in the work- place, i.e., size and composition. The impact, on sampling and analysis of diesel particulate, of the proposed guideline (ACGIH) for a TLV® of 0.15 mq/m3 is discussed briefly.

The influence of modifications in the molybdenum, vanadium and, to a limited degree, carbon and boron content to a basic composition of 5 pct Cr, 0.75 pct Mo, 1 pct V hot-work tool steel composition, was studied in respect to hardenability, grpain- coarsening temperature, and tempering charactevistics. Tensile, impact, and fatigue pvoperties were studied for the most promising compositions. An alloy with a typical composition of 0.43 pct C, 4.97 pct CI-, 0.33 pct Si, 2.25 pct Mo, and 1.00 pct V uas found to offer the most favorable combination of properties in respect to high-strength applicntions when tempered at 1100°F. MANY 5 pct Cr high-strength steels are at present being manufactured in North America which fit well into the classification of the AISI-SAE system. Much interest has been shown in these materials as ultra-high-strength steels for use at elevated temperatures. The limiting temperature of use lies at the point where the steels begin to soften rapidly. Although a great deal of information has been made available in the past two years on the properties of selected alloys in this series, little information exists on the effect of systematically varying the ccntent of one or more elements in the 5 pct Cr-base alloy. This paper presents the results of an investigation of the effect of variations of the carbon, molybdenum, vanadium, and, to a limited extent, the silicon, manganese, boron, and niobium content of a 5 pct Cr steel to the AISI H-13 base analysis. Determine whether the total delay time in blasting may be safely increased beyond the currently permitted 0.5 s, without igniting a methane or methane-coal dust atmosphere and determine the minimum borehole spacing to avoid misfires. Approach At present, regulations limit the delay time used in short-delay blasting to a total of 0.5 s. Many in industry and government would like to see this total delay time increased to 1 5 to permit an increase in the number of different delays available for short delay blasting and an increase in the time between delay periods. The Bureau of Mines conducted research to determine whether the total elapsed delay time for blasting coal in underground mines could be safely expanded, with resulting improvements in productivity. The research was conducted at a surface mine in St. Clairsville, Ohio. Experimental shots were conducted in several pits, each of which had a 5-foot-high coal seam (Pitts-burg No.8) in a 50-foot highwall. The coal seam and a mobile gallery provided a good simulation of an underground coal face. The Bureau also examined the relationship between borehole spacing and misfires, to check on reports over the past few years that permissible explosives frequently misfire. These reports were not well documented, but were numerous enough to warrant investigation. Misfires of permissible explosives in an underground coal mine can be very hazardous; a burning cartridge of explosive may be ejected from a borehole and ignite the gas or dust in the mine, or a misfired cartridge in the muck pile may detonate during drilling and mucking operations, causing serious injuries.

INTRODUCTION Economists have long expressed suspicion of the economic theory of natural resource exhaustion, even in writing articles which have contributed to it (1). Indeed, the gap which separates the pure theory from practical management seems unusually wide. It is doubtful whether a mine manager could possibly know enough about the relevant parameters of his mine to steer it along the optimal paths described by the theorists (2). Nevertheless, enough faith in the theory remains that mine managers are suspected of being a separate breed whose behavior must be studied in special courses using specialized text-books, collections of readings, and journals (3). The implied hypothesis, that mines and natural resource firms are managed differently than other firms, is the subject of this paper. In the next section the theory is developed and analyzed. In section III, I discuss the implications of the statistical results that have been obtained. Finally, conclusions are reserved for section IV. THE MODEL A key difference between the traditional theory of natural resource production and that of other forms lies in the set of variables which ire assumed to jointly determine the quantity of output the firm will produce. Seafloor polymetallic sulfides have been found in diverse volcanic and tectonic settings on the ocean floor at water depths ranging from 3700 meters to <1500 meters. More than 100 occurrences of hydrothermal mineralization have been documented (including Fe-oxide deposits, Mn-crusts, metalliferous sediments, and massive sulfides), but high-temperature hydrothermal activity and large accumulations of polymetallic sulfides are known at fewer than 20 different sites. Chemical analyses of samples from these deposits indicate that they contain important concentrations of Cu, Zn, Ag, and Au, comparable to those of massive sulfide deposits on land. However, the lack of sufficient data concerning the distribution, size, and bulk composition of seafloor deposits precludes a meaningful assessment of their resource potential.

Environmental considerations related to the disposal of coal combustion byproducts (CCBs) and the impacts of deforestation associated with the harvesting of timber for utilization as roof supports in mines should become more severe in the future, as landfill space and suitable timber reserves become more scarce. To help address these concerns, lightweight artificial supports, such as post and crib elements, that use large percentages of coal combustion byproducts as aggregate have been developed for use in underground mines. These structural products show equal or better engineering characteristics than timber, and they have the potential to replace timber support in underground mines. CCB-based ultralight structural material (ULSM) has also been developed and commercialized for use in the construction of ventilation stoppings in underground mines. The bulk densities of these blocks range from 0.40 to 0.64 g/cm3 (25 to 40 lb per cu ft) with more than 75% CCBs. Efforts are also given to develop and demonstrate large volume CCB-based subgrade improvement technique for road construction. Soil treated with SIUC fluidized-bed combustion (FBC) fly ash developed an immediate bearing value exceeding 25% with a swelling strain of less than I %, which is greater than untreated soils, and met Illinois Department of Transportation (IDOT) standard specifications. In this paper, development procedures, engineering characteristics and beneficial uses of CCB-based structural products are given.

Effects of moisture absorption on the behavior of the Dykersburg shale overlying Harrisburg coal seam in Southern Illinois are presented in this paper. Cylindrical samples of the shale 2.5 cm in diameter and 5.0 cm long were studied for weight gain and swelling strains at 90, 95, and 100 percent relative humidity and under immersed water conditions. After attaining equilibrium conditions, the samples were studied for changes in the strength and deformation behavior. The depth of moisture penetration was measured using the Vickers microhardness measurements. Using the basic mass transfer concepts, effective diffusion coefficients were computed for the shale.

PROMINENCE has been given lately in engineering circles to the question whether an organisation with manifold interests can be as effective as one with a single aim, especially if that single aim be the furtherance of affairs of moment and the welfare of engineers in general. In its earlier days, the A. I. M. E. was forbidden by its constitution to engage in non-technical public affairs, but the members altered the constitution in this respect, in the year 1912, in response to the growing demand that engineers be more human in their interests and that the engineering societies represent them in this respect. Since that time, the activity of mining engineers in public affairs has been growing rapidly, and we are happy that the Institute has been able to render very valuable economic services. Doubtless the greatest public service rendered by engineers in a recent great emergency was the work of the Naval Consulting Board, without which the U. S. Navy would never have been able to enter promptly into service upon our entrance into the war, ,and both Navy and Army would have been a long time without the munitions that came at an early date. We can never forget that this Board was established through the direct activity of the then President of the A. I. M. E., with the hearty cooperation of other national organizations.

IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the&apos; utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up &apos; the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.
