The Czechoslovak Scientific-Technical Institute has arranged the international conference 'Hornicka Ostrava' for four or five days at the end of October, 1969, as part of the preparation for the international 'Miners' Congress' on deep coalextraction in 1970. The keynote of the conference is 'New Techniques in coal mining,' and will be covered by five groups dealing mainly with: 1. New trends in the opening of mines, optimal parameters, projections, equipment, utilization of computers for economic analyses, etc. 2. Increase in efficiency of coal extraction in deep mines, technology, concentration, pressure control, optimization of material and coal transport. 3. Modernization of devices for increased safety and working conditions, new trends in explosives, new techniques for reducing environmental diseases. 4. Domestic sales of carbon black sustained the upward movement for the 4th consecutive year, reflecting the increased sales of motor vehicles during the same period. Sales of carbon black in the domestic market topped 2 billion pounds for the first time during 1965 and have more than doubled the output of 20 years earlier. By far the largest user of carbon black is the rubber industry. That use accounted for more than 94 percent of the carbon black consumption with the bulk of it being used in tire casings and tubes. Thus demand for carbon black is naturally sensitive to trends in the sales of passenger cars and other motor vehicles, Manufacturers of inks, paints, plastics, paper chemicals, and food are also important users of carbon black.

KNOWLEDGE of the Cu-Zn constitution diagram was critically examined in 1944 by G. V. Ray-nor,1 who suggested the diagram reproduced in Fig. 1 as the best evaluation of available data. No pertinent work on the constitution has been published since that time, although a number of authors have discussed transformation kinetics and theory. Despite the large amount of work that has been done on the constitution of these industrially important and scientifically interesting alloys, minor uncertainties still exist. For example, it is still not possible to say definitely whether a two-phase region exists between the ordered and disordered forms of the 8 phase. A careful re-examination of the phase boundaries in this part of the diagram was therefore undertaken. Two methods were selected for the new investigation—quantitative metallography for the higher temperatures and precision lattice parameter measurement for lower temperatures. Because of the relatively narrow two-phase regions flanking the ß phase in these alloys, quantitative metallography is particularly suited for their examination, since the relative amounts of the two phases are very sensitive to their compositions. The method, however, is useless below about 350°C because of the inadequate resolution of the two constituents. Below 400°, however, the X-ray diffraction method is applicable, although it is of somewhat lower sensitivity in this system. The changes of composition that occur during quenching from above about 500°C entirely vitiate X-ray measurements at room temperature though they do not affect metallographic area measurements. The two methods overlap and supplement each other admirably. Both methods depend on the attainment of equilibrium composition of the two phases in a more or less intimate mixture and thus avoid the difficult problems of nucleation and long range diffusion involved in the conventional metallographic bracketing method. The alloys were melted from a master alloy made from re-electrolyzed cathode copper and Horsehead 99.99 pct Zn. Melting was done under a cover of either borax or charcoal and the alloys cast into a 7/8 in. sq graphite mold for the a-ß alloys or a 3/8 in. diam cylindrical graphite mold for the ß-? alloys. The a-ß alloys were rolled at 750°C to 5/8 in. sq; annealed for 24 hr at 800°C and quenched; then rolled and swaged at 200°C to 3/8 in. diam rods, annealed 24 hr at 200°C, quenched and cold rolled 2 pct reduction. This treatment was intended to obtain a small grain size and to produce many nuclei of the minor phase for growth on subsequent heat treatment. The unworkable ß-? alloys were given preliminary treatment by sealing in Vycor tubes in vacuum and annealing for 4 hr at 800°C followed by cooling in air. Samples of homogenized alloys were checked spectrographically for impurities, but the principal components were determined on samples subsequent to heat treatment. The impurities analyzed averaged approximately as follows: Ag, 0.0002 pct; Fe, 0.004; Si, 0.0008; Cd, 0.005; Mg, 0.0002; and Pb, 0.002. For metallography, samples of appropriate composition were cut into rods 5/8 in. long, sealed in pyrex tubes in vacuum and annealed for eight weeks at temperatures of 470°C and below, two weeks at 480°, 500°, and 600°C, and 4 hr at 700°C, followed by quenching in cold water. Chemical assays collected from blast holes have the potential to greatly improve the local accuracy of grade models. Assays must be assigned to the correct domain or they will introduce errors. Boundary surfaces created from the widely spaced exploration holes (~50m) do not provide sufficient resolution to correctly delineate domain boundaries between closely spaced (3-5m) blast holes. This paper demonstrates a probabilistic method for classifying production blast holes near domain boundaries. Gaussian processes models are applied to identify the assays and assay ratios most suited to distinguishing particular domains. These models are combined with the exploration based surfaces to classify the blast holes that can be confidently assigned to a particular domain. A reiterative method is used, where information from the blast holes closest to the exploration holes is used to label blast holes further away. This is tested on two domain boundaries in a banded iron formation-hosted iron ore mine.

During the 1960s chalcocite ore was mined from the Black Rock open cut. A large amount of this uneconomic material was not treated by the No 3 Concentrator at the time and as a consequence a surface stockpile was created which contained 750 000 tonnes of material at an average of 1.5 per cent copper.Laboratory trials indicated that due to oxidation, an average of 25 per cent of the copper was water soluble and the remaining copper was leachable using a sulphate/ferriclbacterial leach. On the basis of these trials it was decided to investigate the feasibility of producing copper via a leach SX-EW process. The investigation proved the process was feasible, so began the design, construction and commissioning of a 10 tpd (cathode copper) Copper Leach SX-EW Pilot Plant. CMPS Pty Limited in a joint venture with John Holland Engineering Pty Limited were awarded the turnkey contract for the design, construction and commissioning of the Pilot Plant.

United States Steel Corp's. Minntac mine is located at Mt. Iron, Minn. on the Mesabi Iron range. The taconite pit is two miles wide, with a maximum depth of 170 ft. Millions of tons of crude ore, waste rock, and surface overburden are handled annually at the mine. All crude ore plus some of the lower-grade rock are rail-hauled; other materials are trucked. Length of rail haul averages 3.5 mi, with a lift of 140 ft. The maximum grade against the load is 1 ½ %. Nine 1200 hp diesel-electric locomotives handle trains of 40-and 50-cu yd side dump cars in crude ore and lower-grade rock service. In addition to this continuous operation, locomotives handle coarse tailings disposal and switching duties on an intermittent basis. All railroad equipment operates under the supervision of a mine control foreman through voice radio communication. The pit foreman also has this frequency available, quickly accommodating any changes in operation that may be required.

A reservoir mechanism of sulfur recovery by the Frasch process is presented. Improving the economic, of recovery appears to be largely a well, rather than a reservoir problem. A most important factor is the limitation of the lateral extraction of .sulfur about the wells due to the almost vertical .flow of the injected hot water. Model studies are described which confirin the mechanism of sulfur recovery by presently used methods. Studies on a five-spot system indicate improved econo171ics regarding recovery, recovery rate, therinal efficiency, and well spacing. INTRODUCTION Sulfur mining by the Frasch process is one of the most important methods of sulfur production. Developed by Herman Frasch in 1894, it enjoyed a rapid growth and presently supplies 40 per cent of the world's sulfur and about 80 per cent of the U. S. sulfur." The Frasch process of mining the underground native sulfur deposits involves melting the sulfur in place by introducing super-heated water into the sulfur bearing formations, and producing the sulfur as a liquid. Many problems are encountered in mining these native sulfur deposits, and sulfur production depends chiefly upon the nature of the sulfur deposit and the underground thermal efficiency of the heat transfer system. THE RECOVERY MECHANISM Sulfur is typically found in salt dome cap rock as crystal aggregates occurring within the cavities, seams, and pores of limestone and gypsum formations.' Sulfur-bearing limestone is typically cavernous, vugular, and fractured. Porosity averages about 20 per cent and sulfur saturation averages approximately 25 per cent by weight.1,15 Vhe sulfur bearing formations are very heterogeneous in nature and physical characteristics vary widely within small distances. Total cap rock thickness may vary from 50 to more than 1,000 ft, and net productive thicknesses from a few feet to a few hundred feet. In most cases the upper portion of the limestone formation is barren of sulfur, varying from 5 to 200 ft in thickness.1,15,33 The immediately overlying sediments and the underlying dense anhydrite formation provide permeability barriers to the flow of water from the cap rock section.'" Sulfur wells are drilled with conventional oilfield drilling rigs. Fig. 1 illustrates the casing program of a completed sulfur well. The cap rock sections are drilled with core bits and continuous core logs are recorded. After coring, the cap rock section is underreamed to a diameter of 9 7/8 in. The bottom of the 8-in. casing is welded closed and rests on the bottom of the drill hole, which extends through the cap rock to a few feet above the bottom of the sulfur-bearing formation. The 8-in. pipe contains 5 ft of 3/4-in. perforations on 6-in. centers and 15 ft of 1-in. perforations on 1-ft centers. The 20-ft perforated section is set opposite the lower 20 ft of the sulfur-bearing formation. The 4-in. sulfur pipe is set inside the 8-in. water line on a seat ring at the top of the 5-ft section of 3/4-in. perforations. The mining water, heated to about 330°F under a pressure of 250 psi, is forced down the annulus between the 8-in. and 441-1. pipes and through the 1-in. perforations to the sulfur-bearing formation. "Hollow bar micropiles have constructional advantages such as: fast and low-noise and low vibration installation process and small installation equipment, which allow access to tight places. In addition, they have efficient load transfer mechanism, which facilitates carrying considerable load in compression and tension. The common practice is to use diameter ratio of drill bit/ hollow bar (Db/Dh) around 2 in their construction, and they are typically designed assuming type B as classified by the Federal Highway Administration (FHWA). In this paper, the performance and capacity of Hollow bar micropile with different (Db/Dh) ratios are investigated. Full-scale micropiles were installed at a site in Ontario, Canada, and were tested in order to evaluate the uplift performance of Hollow bar micropile with different(Db/Dh) ratios. Two micropiles with two different ratios 2.25 and 3 were constructed and tested. The total length of the micropiles was 6m with embedded length of 5.75m. The soil at the site was primarily medium dense to dense sand. The results of the load tests are presented and discussed. It was found that the uplift capacity of the micropile increased by about 19.5% as Db/Dh increased from 2.25 to 3.INTRODUCTIONMicropile is a small diameter, less than 300 mm, drilled and grouted pile and is typically reinforced according to Federal Highway Administration (FHWA, 2005). The technology of micropile was introduced in North America in 1970’s, but the growth in the east coast of United State was intense compared to all other cities around the globe (Bruce and Nicholson, 1989). Nowadays, micropile construction is used extensively worldwide as a viable solution that offers several advantages such as fast installation in low headroom, minimal disturbance to the adjacent structure efficient load transfer due to high grout to ground bond strength. As the method of grouting has major influence on the grout – ground bond strength, FHWA has classified the micropiles into four categories. Type A: the grout is placed under gravity and no pressure is required. Type B: The grout is typically pressurized under a pressure range from 0.5 to 1 MPa as the temporary casing is withdrawn. Type C: the grout is placed in two-step process. First, the grout is poured under gravity only as in Type A. Before the hardening of the grout, similar grout is pressured of at least 1MPa without the use of packer. Type D: Like Type C, it is a two – step process, the grout is placed under gravity as in Type A and sometimes pressurized as in Type B. After hardening of the initial grout, additional grout is pressurized between 2 to 9 MPa through sleeved pipe by using packers, as many times as needed. According to this classification, hollow bar micropile is usually designated as Type B. However, the construction technique is completely different from Type B. Recently; there is a trend to supplement the four types of micropiles by Type E as represent to hollow bar micropile (Timothy et al, 2012). The construction method of hollow bar micropile involves two main stages which can be performed in one–step process: advancing the drilling bit attached to a threaded hollow bar to the required depth; and pressurizing the grout through nozzles of the drill bit."

The US Bureau of Mines (USBM) conducted a series of laboratory tests to investigate the effectiveness of using a flooded-bed scrubber with exhaust ventilation in deep-cut faces. An experimental test program to determine the impact on respirable dust levels resulting from changes in face airflow, curtain-setback distance, operator positioning and operating parameters of the external spray system on the miner was completed. Gravimetric sampling was conducted in the immediate return and at three sampling locations on the off-curtain side of the entry. Statistically significant differences in dust levels, on the order of 0.5 to 1.2 mg/m3, were observed between specific sampling locations and changes in several test parameters. Dust sampling results indicated that a flooded-bed scrubber and exhaust ventilation can be a viable dust-control system for extracting deep cuts up to 12.2 m (40 ft) in length. The impact on methane was not evaluated.

"The purpose of this study is to evaluate the rock mass stability around the tunnels by three-dimensional (3-D) numerical modeling. Complex geological and tunnel features have been included in the model using the software package 3DEC™. Based on the available information on stratigraphy, geological structures, and mechanical properties of rock masses and discontinuities from the underground mine, 3-D stress analyses were performed on various cases with different K0 (lateral stress ratio) values, constitutive models, as well as support systems. Relations between these factors and the distributions of stress, displacement, and failure zones around the tunnels were obtained and discussed. Finally, comparisons between the field deformation measurements and numerical simulations are used as validations for the simulations, helping to determine the appropriate K0 value and material constitutive models for the underground mine.INTRODUCTIONThe case study site is an underground mine in the USA with a monthly ore production between 20,000 and 30,000 tons. The regional geology of the mine is structurally and stratigraphically complex. Rocks in the area include carbonaceous mudstone and limestone, tuffaceous mudstone and limestone, polylithic megaclastic debris flows, fine-grained debris flows and basalts, all part of the Cambrian-Ordovician Comus formation and related dikes. Both the mineralization and faults have general orientations striking N-S to NW-SE with high dip angles. The ore body in the mine has an incline of about 25---45 degrees located in relatively low quality rock; hence, cut-and-fill mining has been used.This underground mine has two vertical shafts used for ventilation, ore hoisting, and for personnel and material transportation. Development drifts were designed and driven to extract and transport the ore, as shown in Figure I. Bolts, mesh, and shotcrete have been applied in this mine for ground control. In order to reach various locations, the tunnel system is designed with different heading directions and inclines, which will be described in detail later. The area selected for modeling is a cubic region including all the tunnels inside the black square (Figure 1)."

Since commencement of underground production in March 2006 the Kencana K1 orebody has delivered over 0.9 Mt of ore containing 1.18 Moz Au until April 2009. The Kencana deposits are part of the Gosowong goldfield located on the island of Halmahera in eastern Indonesia. The district has produced over 2.3 Moz since mining commenced in 1999 with the first two deposits extracted by open pit methods. The K1 deposit is technically challenging being a vein style deposit with poor to very poor ground conditions and a relatively low overall dip of around 45 degrees to mine grid east. It is mined under geological control by underhand cut and fill methods utilising cemented paste backfill aiming for 100 per cent extraction. With these conditions the operation was mine limited in the initial two years of production resulting in low stockpile levels for mill feed blending and hand-to-mouth mine to mill production. Mill feed rates have increased from 30 t/h to 55 t/h over this period following business improvement projects while mine production has escalated to match this increase as deeper levels of the deposit are accessed. The operation has now become mill limited. Monthly mill gold production from Kencana has ranged up to 50 000 oz with head grades ranging between 8 g/t and 122 g/t Au on a daily basis. As individual grade control assays can extend into the per cent Au range there are challenges in sampling, modelling, mining, blending and milling the Kencana orebody. At the time of commencement of ore driving in K1 the national geology team had little prior experience in underground mining and systems were in early development. The variances in feed grade and tonnages have been reduced with time as the operation evolves and business improvement initiatives are undertaken to smooth peaks and troughs in ore supply. Two such initiatives in the geology department have added over US$20 M of additional revenue per annum.

IN recent years the constitution of the high-silver aluminum-silver alloys has been extensively investigated. Hansen1 has re-viewed the literature to 1935. More re-ently, Obinata and Hagiya,2 Hofmann and Volk,3 Taziri4 and Tishchenko5 have con-firmed the general features of the phase diagram in the region around 25 atomic per cent aluminum. In this paper we present the results of high-precision measurements of lattice con-stants of the silver-rich alpha solid solution in the homogeneous range and the neigh-boring two-phase regions. These results are used to establish the nature of the solid solution, the identity of directly measured densities with those calculated from lattice constants and the homogeneity limits of the alpha solid solution with respect to three different neighboring phases. A study of the earlier investigations indicated that the last two subjects in particular required new and accurate data.

The worldwide implementation of corrosion protection of low alloyed automotive metal sheets by zinc coating has led to supply shortages of zinc free non-alloyed steel scrap in the foundry industry. In a collaboration project, partly financed by the German government, with partners from the automotive industry, zinc metallurgy, scrap trading, foundry industry, and plant construction, a new acid-based pre-dezincification process has been developed, and a pilot plant with throughput of about 100 t/d has been put into operation at the Clausthal Umwelt-Institut GmbH (CUTEC) together with the Clausthal University of Technology in Germany. During the treatment process, acid from a zinc metallurgical plant will be supplied, which can be recycled to the primary zinc extraction process after raising the zinc concentration to more than 130 g/L zinc. This way, the separation of small amounts of iron by precipitation and the electrolytic zinc winning are outsourced and, as a result, the pre-dezincification process runs waste-free. In Germany, the amount of zinc coated ?new scrap? is approx. 3 million t per year with a zinc content of approximately 60,000 t per year. The possible additional incomes for the dezincified steel scrap are in the order of ?40 to ?50 per ton of scrap, the gained zinc content during the acid dezincification defrays the costs of the process, if the throughput is more than 700 t/d. In comparison to conventional dezincification during the electro arc furnace process followed by upgrading in a rotary kiln (Waelz process), the acid dezincification process running at a maximum of 50°C will cut the energy costs by up to 74% and the CO2 emission by up to 88%. In fact, a demonstration plant is being designed right now and will be installed for processing a part of the zinc coated metal scrap from the Volkswagen AG in Wolfsburg, Germany. The iron ores mined by LKAB in the north of Sweden have excellent beneficiation properties. This gives LKAB a favourable position as regards the production of low silica pellets for direct reduction. LKAB have concentrated on developing and marketing grades of pellets for the Midrex-Purofer-HyL process group, i.e. such D.R. processes which are carried out in a shaft furnace or a static bed using reformed natural gas as a reducing agent. The paper deals with properties and quality demands of iron ore pellets for such processes. Matters such as the effect of the residual magnetite in the fired pellets on the degree of metallization, the amount and composition of the slag phase in the pellets, the mechanism of the disintegration during reduction, the state of swelling of the pellets during the conditions prevailing in these processes, the importance of the porosity, the improvement of the reducibility and lowering of the sticking tendency of the pellets by small additions of suitable additives and the influence of the pellet size are discussed. A special test procedure for D.R. pellets has been elaborated by LKAB. Thus, three metallurgical properties are routinely determined separately, namely reducibility, reduction strength and sticking. The test methods are described. Finally the present and future LKAB pellets for direct reduction are presented with respect to chemical analyses and metallurgical properties.

"This paper refers to the wet open circuit ball mil ls in operation at Sidbec-Normines'5 pelletizing plant at Port-Cartier, Quebec, which commenced operations in late November· 1977. Prior to detailing our experiences in the grinding area at Port-Cartier, a general description of the total Sidbec-Normines project is outlined.HI STORYSidbec-Normines was incorporated in 1976 to develop the Fire-Lake - Port-Cartier iron ore mining, concentrating and pelletizing project. The primary objective of Sidbec-Normines is to produce 6mi11 ion tons per year of oxide pellets, of which 3 mi 11 ion tons per year are of a low silica grade suitable for direct reduction purposes. The participants in the project are Sidbec, the Quebec Government steel producer, British Steel Corporation (lnt'l) and the Quebec Cartier Mining Company. Equity interest is held in the company by the participants in the proportions of 50.1%, 41.6:7% and 8.23%, respectively."

HE procedure of directional freezing by the Bridgman technique1 is frequently used in crystal preparation. On those occasions where the crystal is regrown, it can be advantageous to Crop part of the ingot before regrowth to achieve purification. This note describes some simple, yet interesting, observations concerning the effects of cropping an ingot between successive freezes. First, it is not effective to Crop the front end of an ingot, whether or not the distribution coefficient, k , of the impurities is greater or less than unity. This can be shown as follows. The concentration C, of an impurity in a directionally frozen ingot of length d with a uniform cross section is given by where x is the distance along the ingot, and C0 is the initial concentration per unit length. It is assumed in deriving this equation that diffusion is negligible in the solid, is complete in the melt, and that k is constant. Consider that a section of the ingot Ad is removed from the front end. Then the average impurity concentration in the remaining (d- Ad) section of the ingot can be shown by integration to be given by When the ingot is remelted and refrozen, the new impurity distribution is given by where xl is the distance along the refrozen ingot. Substituting the value of c into Eq. [3], one finds This is identical to Eq. [11 when x = (x, Ad), which represents the original impurity distribution in the (d - Ad) section of the ingot after the first directional freeze. Therefore, the cropping and re-freezing accomplished nothing. This can also be seen physically by realizing that the average impurity content in the melt after the first Ad section is frozen, is identical to that after the resulting ingot has been cropped and remelted. Hence, it is assumed in the following sections that only the tail end of the ingot is cropped. However, it must be realized that for impurities with k greater than one, the pieces cropped from the tail end are purer, and are therefore saved. After cropping an amount Ad from the tail end of an ingot, the average impurity concentration of impurities in the remaining portion of the ingot is given by wheref= d/d. For the case of k < 1, the purification is defined as c,/c. It is obvious from Eq. [5] that the purification increases asf increases, but the increase in purification is not large. For example, iff is doubled from 0.1 to 0.2, the purification increases by only 10 pct for k = 0.5, by only 24 pct for k = 0.1, and by 32 pct for k =0.01. Much smaller values off than 0.1 are not desirable since insufficient purification is achieved. These figures indicate that much larger values off do not lead to substantial improvement, especially considering that much of the original ingot is lost. Therefore, it is generally useful to Crop about 1/10 of the ingot to achieve purification. As compared to doubling the value off, it is much more helpful to remelt, refreeze, and crop the ingot twice. Using Eq. [51 reiteratively, and assuming f= 0.1, it is found that the purification after this process is found to be increased over the purification after a single freeze and cropping by 33 pct for k= 0.5, 450 pct for k = 0.1, and 4100 pct for k = 0.01. THE Smackover oil and gas field lies in Ouachita and Union Counties, Ark., in the south-central part of the state, in T.15 and 16S., R.15, 16, and 17W. It is 10 miles north of El Dorado, the principal business and railroad center in the south-central part of the state, and extends from the town of Smackover in all directions. Productive territory having an aggregate area of nearly 55 sq. mi. has been developed. It extends 6 miles from north to south and 12 miles from east to west. The field may be divided into two parts: the east district, which includes the area east of the town of Smackover, and the west district, which includes the area west of the town of Smackover. In relation to the neighboring productive fields of Arkansas, the Smackover field is 9 miles north of .the El Dorado oil and gas field, 8 miles slightly west of north of the East El Dorado oil and gas field, and 16 miles east of the Stephens oil field. Smackover was discovered in May, 1922, when the Oil Operators Trust drilled well No. 1 on the J. T. Murphy farm, in the southeast quarter of sec. 8, T. 16S., R.15W. This well is located almost, on the top of the Norphlet dome and was drilled to the Nacatoch sand. It had an initial open flow volume of 30,000,000 cu. ft. of dry gas per day, and a rock pressure of 950 lb. per sq. in. In July, 1922, the V. K. F. Co. completed the first oil well in sec. 29, T.15S., R.15W., on the north side of the Norphlet dome, and 3 miles north of the first gas well. This well started the active development of the north and northwest sides of the dome.1

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of disasters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively. "The 13.2 m external diameter double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques, and prudent risk management approach. The 5 km tunnel consists of 3.4 km TBM bored tunnel, 1 km twin NATM tunnels, and cut and cover sections. The project is being delivered in a Build-Operate-Transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of Independent Design Verification. Presently, the project is in its advanced stages of construction with a recent successful TBM breakthrough on August 22nd 2015. The paper presents the technical challenges of the project from the design, construction, and risk management aspects and provides the status of the construction. PROJECT BACKGROUND The $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. Upon its completion in 2017, the project will improve connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduce congestion and save motorists an average of 45 minutes of commuting time in each direction, and bringing significant economic benefits to the city and the region; it will ease traffic across the strait, reduce congestion, decrease pollutants and emission while maintaining the historical silhouette of the city. Figure 1 provides a general view of the project location and alignment. The overall project consists of three parts totaling 14.6km. Parts 1 and 3 consist mainly of widening existing motorways, providing connections to existing roads, reconstructing local bridges and underpasses on the European and Anatolian sides respectively. Part 2 is the tunnel crossing across the Bosphorus; it is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km long consisting of 3.4 km of 13.2m external diameter TBM bored tunnel under the Bosphorus Strait, 1-km of twin NATM tunnels on the Asian side, cut and cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."
