It is a pleasure to talk to you about the world economics of industrial minerals on this occasion of AIME's 100th anniversary. In order to fit this topic into the time and tenor of such a session as this where you are hearing subjects equally broad in scope one after the other, I will deal with the subject through the medium of eight minerals selected to illustrate import- ant economic factors. I must admit to some bias in the selection, since I picked personally familiar ones to elucidate facts of life in the industrial minerals business. It is a very interesting field, different in many respects from metals and certainly far different from petroleum. The minerals chosen are celestite, diamond, fluorspar, salt, sulfur, ilmenite, rutile and zircon. Celestite The market for celestite is mainly in the U. S. where it is consumed in the manufacture of strontium compounds for red-colored flares and other pyrotechnics, for the production of electrolytic zinc, for glass manufacture, and for the manufacture of ceramic ferrites. Smaller markets exist in Europe and Japan. Production comes from England, Mexico and Spain, and a new mining operation is being started in Nova Scotia. There is no significant production in the U. S. nor in the other principal consuming countries, except England; so it is mainly an international commodity. Celestite illustrates many of the factors important in the economics of industrial minerals. To have a marketable product, grade and freedom from deleterious elements are important for materials used by the chemical industry. In the celestite used to make strontium nitrate, calcium is the most objectionable of the commonly associated cations. Selling price is adversely affected because nitrate manufacturing costs are greatly increased if calcium is pre sent, hence less can be paid for the raw material. Meeting specifications can add significantly to the vendor's cost; hence a balance must be struck between the producer's capability and the consumer's requirements, permitting a reasonable profit for both. In response to requests from the iron ore mining industry, the Commonwealth Scientific and Industrial Research Organisation (CSIRO) Division of Mineral Physics has developed a number of bulk analysis techniques in which analyses are obtained directly from ore samples weighing many kilograms or from ore located on conveyor belts.Because penetrating neutron and gamma radiation is used, measurements are obtained from a large volume of ore, which ensures thal the analyses are represelllative of the bulk.Two different gamma-ray techniques have been developed to measure iron ore grade. The first is based on backscallering of 60CO gamma rays, while the second involves measurement of the annihilation radiation which arises when the ore is irradiated wilh 226Ra gamma rays. Both techniques measure the iron concentration with an accuracy (1 s) of better than 0.4% Fe.A thermal-neutron irradiation technique using a 252Cf neutron source has been developed for the simultaneous determination of iron and the aluminium impurity (expressed as AI2O3) in iron ore fines on a conveyor bell. Because the conveyor speed must not exceed about 0.05 m/s, if good accuracy for AI2O3 is required, an auxiliary analysis bell is required Lo avoid inLerference with normal ore processing. Dynamic trials have demonstrated that accuracies of 0.6% Fe and 0.1% AI2O3 can be obtained.

"We deal with the prediction of electromagnetically-driven turbulent flows by means of a Large-Eddy- Simulation method (LES). The model is applied in the case of a liquid metal pool submitted to a polyphase linear electromagnetic stirrer. We investigate two cases: (i) the frequency of the magnetic field is equal to 50 Hz; in that case the effects of the pulsating part of the Lorentz forces may be neglected; (ii) the frequency of the magnetic field is low (f= 1 Hz), then the oscillating part of the electromagnetic forces is taken into account. The LES predictions agree well with the mean velocity measurements, as does the standard k-a model. However, as for the turbulent kinetic energy predictions, there is a large discrepancy between the two models. When the oscillating part of the Lorentz forces is taken into account, the computations show that the fluid flow is sensitive to the unsteady part of the forces. We find that the mean velocity is not affected by the fluctuating component of the force. As for the turbulence parameters, the presence of the pulsating part leads to a significant reduction of the turbulent kinetic energy, whilst the turbulence length scale decreases.IntroductionElectromagnetic stirring is commonly used in various metallurgical processes. In continuous casting for example, it may improve the structure of the solidified metal products. Fluid flows generated by electromagnetic stirrers have been extensively investigated (1 ). As for numerical predictions, many works have been published on the subject. In most of the previous works, onepoint closure models have been used. The most used model is the well-known k-i:: model. Those models yield fairly good results as for the mean velocity prediction. However, it has two main drawbacks:(i) the turbulence is not predicted accurately,(ii) it is not well fitted for unstationary flows as well as transitional turbulent motions, where theReynolds number is moderate."

"Gentlemen, one week ago, I attended the University of Minnesota's Annual Symposium on Mining, in Duluth. A good part of this symposium was dedicated to mill linings of rubber.At this symposium, three mining companies published results from long time full scale tests with rubber linings in mills at four different mines. These were the Republic and Empire Mines of Cleveland Cliffs Iron Company, the Groveland Mine of Hanna Mining Company and the Eagle Mountain Mine of Kaiser Steel Corporation. These papers will be printed in due time and I will not endeavour to relate their full contents, let me only say that in three of the plants, the linings were found to be very economical compared wi.th steel, and that these three are converting over completely to rubber linings, while the fourth, Empire Mine, reported no economical results as far as the shell lining goes, whereas the grates showed promise of becoming economical. The authors of the Cleveland Cliff's paper, however, stated that design improvements in the rubber lining possibly could result in an economical lining also for Empire Mine.That rubber linings in mills, in most cases, show better wear life than steel linings, is known by most of the audience. But, one thing that has not before been disclosed by the endusers is the effect of rubber linings on the grinding economy. All three papers mentioned above reported no change in capacity or grind and two of them reported a decrease in power consumption per ton ground. Hanna Mining reported an average decrease over a three year period for one mill of over 10%. This, of course, puts the economy of a rubber lining in a completely new light. Finally, a point of interest at this meeting was that all three papers emphasized the design aspect, Thus the industry has acknowledged what I believe to be a very important fact - the design of a lining is often more important than the material it is made of."

The occurrence of Laves phases (AB,) in various binary alloy systems has been reviewed in recent papers.13 Iron forms Laves phases with Sc-, Ti-, V- and Cr-group elements. However, two of the corresponding Laves phases with cobalt, namely MoCo, and WCo,, are missing. Nickel forms binary Laves phases with Sc and Y, but not with any Ti-, V-, or Cr-group element. These conditions are schematically illustrated in Table I. That electron concentration is a significant factor in determining which type of Laves phase is formed in a given case was recognized long ago by Laves and Witte,4 This concept has been more recently applied to Laves phases formed by transition ele-ments. It now appears that the average electron concentration (average number of electrons per atom outside of the closed shells of the component atoms) may be an important factor also in determining whether or not a Laves phase can occur at all in a given system. As shown in Table I, in the transition element systems considered Laves phases are absent at electron concentrations of 8, or larger (to the right and below the double line in Table I). These absences clearly cannot be accounted for on atomic size considerations, as evidenced by the many inconsistencies apparent in Table 11. While the ideal radius ratio for Laves phases is 1.222, in the systems which do have Laves phases the ratios of CN 12 radii range from 1.10 to 1.46. The consistent absence of Laves phases at RA/RB< 1.10 might be attributed to the low values of these radius ratios. However, Table II shows that absences also occur irregularly throughout the radius ratio range covered. This work studied the effect of different ball sizes in the secondary grinding stage of Samarco. The Moly-Cop Tools 3.01 spreadsheet was used for models calibration and simulations, considering grinding balls topsize of 15, 20, 25, 30 and 35mm diameters. A normal specific selection function up to the largest fed ore particle size (840μm) was obtained. The higher generation of fines and compliance with particle size specifications (+ 74μm and -44μm) proved to be more favorable for smaller ball sizes. The specific energy consumption was lower for the 15mm ball (10.7kWh/t), increasing up to the 35mm ball (13.0kWh/t). Although smaller diameter balls seem to be the best option for the size specifications, some factors may limit their use, such as: the higher generation of specific surface area; and the amount of ball purge in the discharge of the mills.

The writer apologizes for presenting this very elementary analysis of one aspect of proration, but a search of the literature failed to disclose any concrete illustrations of the effect of various proration formulas upon the allowable oil produced by tracts of different sizes. Many engineers have doubtless made somewhat similar calculations and are fully acquainted with the results. The various allocation formulas that are in use are based on one or more of the following factors: (1) wide-open well potential, (2) potential through an orifice, (3) uniform well allowable, (4) acreage, (5) sand thickness, (6) bottom-hole pressure, (7) productivity index, and (8) volumetric displacement. Of these, the unrestricted potential formula, or open-flow test, and the uniform well allowable are commonly regarded by engineers as those least likely to give each producer his proportionate share of the oil or gas, as represented either by acreage or by sand thickness, or both, except when the wells are located on tracts of large size. Unless the mechanical equipment that may be used during the potential test and the method of taking the test are both specified, the net result of the potential formula is to practically force the operators to use special equipment and adopt special procedures prior to and during the potential test, so as to secure the largest possible allowables. Much ingenuity and skill have been devoted to this,problem, but the general effect is to permit excessive allowables for very small tracts, and stimulate unnecessary drilling. It is interesting to compare some of the high yields from the Wilcox horizon at Oklahoma City with each other, as an illustration of the effect of an allocation factor based solely on potential (Table 5). One of the glaring instances is a well on a ½-acre lease, which had produced, as of September 1936, at the rate of almost 3,000,000 bbl. per acre. This is at least twice as many barrels as could have been present under the property if the reservoir had consisted of a tank of oil 200 ft, deep and 56 acre in area. Numerous combinations of acreage, potential, bottom-hole pressure, sand thickness, etc., have been proposed and are in use in various fields.

While coal was undoubtedly seen by the Spanish explorers in Texas, no mention can be found of it in any of their available published records; it was likely noticed by the first Americans, and coal along the Rio Grande River was reported in 1834.1 The next record is that of brown coal in Bastrop County in 1837 by James Nicholson and Judge Pinckney Hill? Dr. Riddell saw brown coal along the Trinity River in 1839 and described it as follows: "In the banks of the Trinity, associated with the iron ore, and overlying the brown coal, whole trees and fragments of trees, piled sometimes one upon another, present themselves completely transformed into stone. In some logs a diversified metamorphosis is observable; one portion of the vegetable structure having been replaced with silex, another with brown oxide of iron, and a third is bitumenized or converted into coal. "In concern with Dr. F. B. Page, I took considerable pains in the exploration of the Trinity brown coal formation., As no excavations for working have yet been made, the best places for inspecting the formation are where the Trinity cuts its way through the highlands, or where its banks present themselves in bold high bluffs, as at New Cincinnati, and near the site of the projected town of Osceola. The coal lies in horizontal strata, dipping one foot in thirty to the northwest. The main stratum at the latter place, just above Bedias creek; is represented by the concurrent statement of W. C. Brookfield, surveyor, Mr. James S. Hunter, of Huntsville, Texas, Dr. Page, and some other persons whom I consulted, as between six and seven feet in thickness, the lower portion being between three and four feet above low water mark. Unfortunately, during my sojourn there, the river was unusually high and turbid for the season of year; I could not consequently verify the same by personal observation and measurements. The most considerable coal beds which I had opportunity fully to inspect, were in the Trinity bluffs, southwest side, at New Cincinnati, six miles lower down, and just below the mouth of Salt creek, near six miles above. The workable stratum of brown coal in each of these localities is about five feet thick, and situated some fifteen feet or so above low water mark. In quality it is said to be precisely similar to the coal in the seven feet bed."2 . TWO summers ago I had the privilege of visiting No. 18 colliery at Glace Bay. Underground, we travelled along the haulage-way behind a powerful electric locomotive. The motor in this locomotive began to smoke badly and a carbon tetrachloride type of extinguisher was used several times during the trip. At the time, I noted a strong odour of phosgene. On my return to Sydney, I spoke to Mr. Harold Gordon, Assistant to the General Manager of the Dominion Steel and Coal Corporation, and warned him of the danger of using this type of fire extinguisher in confined spaces, since it is a well known chemical fact that phosgene, a dangerously toxic gas, is formed by the decomposition of carbon tetrachloride. This danger does not seem to be widely recognized, so it seems advisable that a more general warning be published. Attention was first drawn to the danger by the death of two men in the United States Navy Department subsequent to breathing fumes from carbon tetrachloride used in a fire, and when an employee of the Bureau of Mines also was overcome while fighting a fire with carbon tetrachloride liquid. These accidents led to an investigation of the decomposition products of carbon tetrachloride by a group of workers in the Research Laboratory of the Pittsburgh Experimental Station, U.S. Bureau of Mines, the results of which were published in the October, 1920, number of the Journal of the .Franklin Institute (1). Their experiments were conducted by two methods. The first consisted in applying the liquids to actual fires and -to hot metal in a closed room of 1,000 feet capacity, where the gaseous products, mixed with air, could be retained and analyzed. The second method was to pass the vapour:s in air through heated tubes of iron or quartz, where the humidity of the air and the temperature could be controlled.

The taking of proper samples of crude ores seems to he less thoroughly understood, or less carefully practiced, than its impor tance requires. We all know how often we encounter the reports of very accurate assays and analyses, the weight of which as evidence wholly depends on the method of obtaining the sample, and is very probably nil, because there has been no proper sampling. Pissages might be cited from technical books, and from current technical literature (all the work of writers whom we delight to honor) to show that even among high scientific authorities there is too little acquaintance with the practical art of the sampler. There is no metallurgical or chemical establishment which does not frequently receive samples truly representing nothing. They consist usually of bits of ore, or what not, selected because they are worse or better than the average of what they are meant to represent. And they are worthless, no matter who made the selection. Where conscious choice is permitted to enter into the operation, a fair sample will not result, unless by a miracle. The work of sampling is often looked upon as within the realm of boys and of pensioners only. At least, though the manual labor be left to subordinates, the principles on which it is conducted and the safeguards with which it is surrounded are not unworthy of the study of experts; and experts should he ready to teach these principles and enforce them in practice. For exact sampling is the indispensable first step towards learning the value of any boxful, carload or shipload of ore. I propose to give a simple account of the method of sampling by hand, such as I have always pursued. There is nothing new about it. So far as I know, it is the immemorial old method, as old at least as Cornish copper-mining. Perhaps my fellow-members in the Institute may suggest improvements in it. If not, it will constitute a record in our Transactions to which laymen and beginners may be referred.

The modern process and plant for the precipitation of gold from chlorine solutions, by sulphurous acid gas and hydrogen sulphide, differ materially from the older methods of precipitating with sulphate of iron. The chemical process and its applicability, as carried out in the Golden Reward chlorination-works at Deadwood, S. D., was described and discussed in the Engineering and Mining Journal, of New York, for February 14, and March 21, 1891. I purpose to give, in this paper, the details of construction from a general standpoint—the particular arrangement, most suitable to each case, depending, of course, upon local conditions. The accompanying sketch shows the arrangement. The plant consists of a wooden, lead-lined tank, in which the chlorine solution is precipitated; apparatus for the production of the precipitants, sulphurous acid and hydrogen sulphide; and a pressure-tank and filter-press for the collection and filtration of the precipitated gold-sulphides. These parts and arrangements are, in general, those which I employed in the Deadwood chlorinationworks, and which have proved practically successful, more than $100,000 worth of gold having been already precipitated by this method. In the construction of the generator and pressure-tank I have made, however, a few slight changes. 1. The Precipitating-Tank. The exact dimensions of this tank are not of much importance. A horizontal area of 10 x 12 feet and a height of 12 feet, holding about 7000 gallons of solution, is a good size. As the amount of attention and care required to precipitate the solution in a precipitatingtank is independent of the size of the vessel, there is economy in tanks of large capacity. Square tanks are more advantageous than round ones, because they need less floor-space, and at the same time are cheaper in construction. These tanks are made of common 2inch pine boards and 12 x 12-inch timber. They are well-bolted,

This report describes the results of laboratory studies on leaching of copper ores.tlf These studies are the first step of a program for the investigation of in situ leaching of tabular, metalliferous ore bodies.(2) The basic steps required in the development of an in situ process are: 1. Leachability - the ability to dissolve the metal values from the ore under in situ conditions must be demonstrated. 2. Ore Preparation - the ore must be prepared so that sufficient contact with the solution can be attained. 3. System Design - integrated in situ systems must be designed and studied for engineering feasibility. 4. Economic Feasibility - the economics of the system must be shown to be economically feasible and competitive. 5. Environmental Feasibility - the loss of reagents into the environment must be investigated. 6. Pilot Scale Testing - the feasibility of the system must be demonstrated on a sufficiently large scale. The studies described in this report were concerned only with the first step of the program, viz., leachability. Native and sulfide copper ores from the Michigan copper district were selected as model ores for these studies. Aqueous amnonia solutions were chosen as the solvents to be investigated. In this study carbonate (CO3, HCO3, H2CO3) was used exclusively as the anion. In keeping with custom it is referred to as carbon dioxide and concentrations are ex- pressed in terms of CO2. A series of small scale tests, simulating multi-hole blasts have been performed to establish the effect of delays on blast fragmentation. The blasts were performed in high quality granodiorite blocks, which were cut from stone prepared by dimensional stone quarry operations. The pattern used was equilateral triangular, with a distance of 10.2cm between boreholes, which had a diameter of 11mm, were loaded with detonating cord and the coupling medium was water. The delays used were achieved using different lengths of detonating cord for the cases of delays between 0 and 100 microseconds between holes and a sequential blasting machine firing seismic detonators for larger delays up to 4ms. All fragments were collected and screened. The experiments showed that the coarsest fragmentation was achieved with simultaneous initiation of all charges. Fragmentation became finer with delay time between holes up to 1ms between holes. The results show that in moderate to competent rock, similar to the granodiorite of the experiments, fragmentation optimization requires delays of few milliseconds per meter of burden. In view of the findings, which agree with previous published work, the current trend of selecting fast firing times for fragmentation optimization is questioned.

As an accompaniment to the interesting papers which discuss the practical aspects of forced drive, or flooding, in our oil fields, and to others which deal with laboratory or field tests on the same subject, a few remarks on the theoretical principles concerned may not be considered inappropriate at the present time. Without claiming to have had the field experience which some of you certainly possess I venture to present some of the results of an analytical investigation upon this method of increasing the recovery of oil from our natural reservoirs. I firmly believe that these results will accord with your experience. I shall confine the present discussion to the consideration of a perfectly ideal situation Let us assume that the productive formation lies perfectly horizontal, that it is of uniform thickness, of perfectly homogeneous texture, and that it contains oil with gas in solution, and no water, throughout a definite, although undefined, lateral extent. We shall furthermore assume that the pressure existing within the reservoir as thus specified, is such that some of the gas is in the free state, spread uniformly throughout, in the form of minute bubbles within the pores of the formation. We now have an ideal reservoir subject to the peculiar action of capillarity as described by the French physicist Jules Jamin. In all directions within the reservoir we see these bubbles of gas, separated by globules of oil which tend to remain in the capillary channels that connect the pores. The action of these bubbles and globules under the application or release of pressure has been fully described by Jamin.1 Most of our oil fields in the Mid-Continent and Eastern districts are subject to this action of capillarity: The fact that the actual reservoir is often far from being ideal in the manner specified above does not preclude the, influence of this phenomenon. The oil, existing under a pressure exerted by the compressed gas, is securely locked in place

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

I WAS led some time ago to draft a statement of economic principles immediately affecting our national welfare from the standpoint of the engineer. It was the intention to offer this to the American Engineering Council as a resolution to be adopted, or a declaration to be made, of course after suitable con-sideration and debate. The presentation has not been . formally made, but I have been asked to let it be made to the mining engineers through the medium of MINING AND METALLURGY, the American Institute of Mining and Metallurgical Engineers being a constituent part of the Federated American Engineering Societies. I shall welcome any expressions of opinion that this statement may inspire. The statement follows: The engineers of, the United States, functioning through the American Engineering Council of the, Federated American Engineering Societies, feel it their duty to advise the American people respecting the present state of economic affairs in the nation, just as an individual engineer would his client. The people of the United States constitute a great corpora-tion, whose business affairs are analogous to those of a commercial company -multiplied many times. The engineers feel constrained to offer their opinion owing to the responsibility to do things which rests upon them. Confronted by the steady impoverishment of natural resources and the operation of the economic law of diminishing returns it devolves upon management, functioning through the engineering profession aided by scientists, to make such improvements leading to increased production and such elimination of wastes as to offset the increasing adversities of nature merely to hold our own; and to do more than offset them in order to improve the scale of living of the people. The engineers accept this responsibility, but in so doing they demand attention to their advice respecting fundamental economic matters, lest they be unduly hampered in the performance of the professional duties, which they acknowledge. The American Engineering Council therefore declares the following as the advice of engineers to the American people:

A method is shown for the study of the creep rate dependence of metals on the applied stress under the condition of constant structure. The method was applied to pure aluminum and to dilute solid solution alloys of magnesium, copper, germanium, zinc, and silver in aluminum. A linear relationship was found to exist between the true stress and the logarithm of the creep rate. ALTHOUGH extensive creep data are now avail-Aable, the fundamentals of the creep phenomena are as yet only vaguely understood. Many attempts have been made to formulate theories for creep. Eut their agreement with fact has been disappointing. It appears that merely pyramiding more of the same type of data that is now available will not provide the essential aid toward formulating a better understanding of the complicated process of creep. Perhaps attempts to construct better models for the mechanism of creep might have to be tentatively abandoned until new types of definitive creep data are uncovered. The question therefore arises regarding what type of data might be needed to provide the essential knowledge for formulating better and more realistic theories of creep. Perhaps one source of the failure to uncover an adequate theory arises from the fact that practically all theories for creep and nearly all analyses of experimental data on creep disregard the well-known fact that the structure of metals changes during creep. For example, it is customary in evaluating the effect of stress on the creep rate to correlate the secondary creep rate with the applied stress. But, as has been demonstrated recently,&apos; the structures obtained during secondary creep tend to exhibit deformation banding at high stresses and polygoniza- tion at the lower stresses. Consequently the stress-secondary creep rate relationships found in this way are not fundamental, inasmuch as they reveal not only the effect of stress but also the effect of differences in structure on the secondary creep rates. It is the purpose of the study reported here to isolate the effect of stress alone on the creep rate in an attempt to provide new data for possible formulation of a better theory of creep. In addition an attempt will also be made to ascertain how structure, temperature, and alloying might affect the stress-creep rate relationship. The procedure that was adopted was simple: A specimen was precrept at a given engineering stress U, (initial engineering stress during creep under constant load, namely the load divided by the initial area of the specimen) and temperature T to a selected engineering strain, e (engineering strain, namely, the instantaneous gage length minus the initial gage length divided by the initial gage length), at which time the true stress was reduced to some lower value of the true stress, ^ (the true instantaneous stress, namely, the load divided by the instantaneous area). The instantaneous true creep rate, i, (the true strain rate; with E, the true strain, namely, the natural logarithm of the instantaneous over the initial gage length) following reduction of the true stress to U, was then determined. Second, third, etc., tests were conducted under identical conditions except the stress was reduced to yet lower values, us, u,, yielding yet lower instantaneous creep rates, ;, and i,. Inasmuch as the precreep conditions were identical in each series of tests, the instantaneous structures obtained immediately after reducing the stress were presumed to be identical.

All persons, actively engaged in your profession, must have a natural interest in the subject of weights and measures. All members of the engineering profession have to do with operations of weighing and measuring—some with measuring more than weighing, and some with weighing more than measuring—but all with both of these processes to a greater or less degree. Methods of weighing and measuring have improved constantly from the earliest times and have kept pace with the advance of other technical processes. It is, therefore, believed that you will be interested in a few remarks concerning some of the more recent advances in relation to the establishment of decimal standards of length and mass in this country. Before speaking of this, I will refer very briefly to some facts which may not be very generally known regarding our customary system of weights and measures. Although the yard is universally accepted as the unit of length, and the pound as the unit of mass, it is not generally understood, I believe, just in what respect the yard is the unit of length, or the pound the unit of mass. That is to say, it is not generally known in what degree these units have been legalized by Acts of congress. Doubtless, many of you are familiar with the facts which I will briefly recapitulate. The Constitution of the United States authorizes Congress to establish a system of weights, measures and coinage. The establishment of a system of coinage, as you know, was one of the first acts of the government, and the system then adopted is certainly one of the most perfect, if not the most perfect, that the world has yet seen. But, although Congress had the power to establish a system of weights and measures, it has never yet seen fit to exercise this power; that is to say, Congress has never yet

Many members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary&apos;s approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. As a representative of the Ingersoll-Rand Co., as well as a member of the Institute, I may be permitted to add that my company, being largely interested in the manufacture of air-coxpressors and machinery driven by compressed air, has no desire to injure its own business by claiming for this new machine that it should immediately supersede all existing applications of pneumatic transmission of power for drilling.
