Letter to the Editor With reference to the recent questionnaire in the December 1980 issue on 'The Contents of Journals', I have made the following observations.

As part of its program to help decrease the dependency of the United States on foreign imports of nonfuel minerals and to devise technology for the efficient and economic use of domestic resources, the Bureau of Mines smelted and sulfation-leached an ilmenite from northern Minnesota. The objective was to assess the feasibility of preparing chlorination-grade titanium feedstock. The concentrate was smelted with woodchips, coke, and soda ash in 91-kg-and 1-metric ton (mt)-capacity electric arc furnaces to form Ti-rich slag and commercial-grade pig iron. The slag contained from 67 to 77 wt pct titanium oxides and from 1.8 to 7.2 wt pct iron. Sulfation occurred in a 4.5-kg/h moving-bed reactor using S02-air mixtures at temperatures of 8000 to 8500 C to form soluble salts of the Ca, Mg, Mn,and Na impurities, which cause plugging of fluidized-bed chlorinators. Subsequently, the sulfated slag was leached in acid to remove the soluble sulfates. The final product from small-scale testing contained up to 95.5 wt pct Ti02, a minimum of 0.6 wt pct Fe, and a minimum total of 0.3 wt pct of the four impurities of interest. The final product meets charge specifications for chlorination. However, more large-scale testing is necessary.

"Fine coal separation has been always concerned. The froth flotation is not efficient in desulfurization because of the low rate of sulfide liberation from raw coal, the natural hydrophobicity caused by sulfur concentration on the surface of sulfide, and the presence of large amounts of middling feed. An efficient centrifugal gravity separator was employed to separate for Shandong –0.5mm high sulphur coal, the partition curve of centrifugal separator was obtained with conclusion that the Ecart probable error value of the separator is 0.095, the imperfection I value is 0.128. Finally, comparing with the coal flotation using progressive release method, the result shows that the effect of the desulfurization with centrifugal gravity force field based on density difference between coal and minerals are much better than that of the floatation which operates based on the difference in surface properties. It provides a efficient technical way for fine coal separation. INTRODUCTION Coal plays the most important role in the energy consumption in China. Although natural gas, wind energy, nuclear power has made great progress in recent years, but the share of coal in the final energy consumption accounts for 70-80%, which is determined by energy storage of China. Under the requirement of environmental protection, the clean utilization of coal resources becomes more and more important, and the need has already been identified. Coal washing and processing plays an important role in the process of high-efficiency and clean utilization of coal. For the separation of fine coal, flotation is a traditional method for effective separation and has been used in large scale industrial applications in coal preparation plant. However, for the separation of difficult-to float coal, especially fine oxidized coal and low–rank coal with hydrophilic surface, flotation is usually inefficient [1-3]. Although many pretreatment methods have been adopted, including grinding, microwave pretreatment, new flotation reagents, the problem of efficient separation has not been completely resolved [4-6]. Thus, an enhanced gravity separation method using particle density difference rather than hydrophobic difference was proposed for the separation of fine coal. Many research results have proved that this is a practical and effective method of sorting. R.Q. Honaker used Falcon C10 concentrator, Knelson centrifugal separator and spiral separator to clean the fine coal with size of 600*210 µm and 210*37µm, the effects of different operating parameters on the separation index was discussed. The results show that the separation density of Falcon can reach 1.6, and the Ep value can reach 0.1-0.15. This paper revealed that for the separation of fine coal with high sulfur content or fine grained content. Falcon has high separation efficiency with low cost. Separation results present in another paper showed that the desulfurization efficiency of inorganic sulfur was better than that of flotation [7-8]."

This paper has been abstracted from a forthcoming Bureau of Mines bulletin on the concentration of copper ores in North America. GENERAL DEVELOPMENTS IN CONCENTRATING COPPER ORES FROM 1912 TO 1932 During the east 20 years the milling of copper ores as practiced in the larger concentrators has chanced to such an extent that comparatively few of the machines in use at the beginning of this period remain in service today. Concentrating Practice in 1912. In 1912 the usual equipment for concentrating copper ores comprised jigs for the coarser sizes, tables and sand vanners for the intermediate sizes, and vanners for the finer crushed and ground material. Rolls operated in series under graded crushing conditions, were in common use for the liberation of the copper minerals; grinding by Chilean or Muntington mills ordinarily was confined to the coarser tailings of jigs and tables.

Effects of flux, vulcanizing agent and reductant on slag cleaning in new-type slag cleaning furnace (Φ3.6 × 8.1 m) were investigated under the conditions including smelting temperature of 1200 and 1250 °C, settling time of 30 and 60 min, and Fe/SiO2 of 1.7–1.9. The results show that addition of SiO2, B2O3 or CaF2 into original copper smelting slag can improve settling separation effect. Though no effect on copper recovery, addition of FeS can provide heat required by reaction with oxygen and reduce copper dissolution in spinel phase and slag. Copper content in discarded slag can be controlled at 0.26% under the optimum comprehensive conditions with ratio of oxygen to natural gas of 1.6.

My attention having been called several years ago to the possibility of increasing the yield of coke per ton of coal, as obtained in certain bee-hive ovens, I called the attention of the Institute to the matter at the New York meeting in 1899. I have had occasion since to witness the indifference with which this matter is ordinarily considered, and, on the other hand, the marked improvement which comes from even a most perfunctory effort in that direction; and I am almost tempted to say that nothing in connection with the coking of coal is at present so important. There are other factors, which are fundamental and necessary; but they have been considered already ; while the question of yield is, as a rule, absolutely ignored, or some figure is taken as the result of a special burning of one or two ovens, and the assumption is made that the whole battery is yielding at that rate. The uncertainty of this assumption I may illustrate by saying that, in my own observation, the burning of a single oven in a battery frequently gives, by actual weight, as much as 69 or 70 per cent. of merchantable coke, while the battery as a whole was yielding only an average of 63 per cent. Only from careful records, checked at least once a month, of the weight of the coal going to the ovens and the weight of coke produced, can any correct idea of the actual yield be gained, or methods be modified so as to produce good results; yet, as a rule, the crudest estimates are usually the only available data. In many cases there are reasons for this loose practice. The coal is mined by measurement; the payment for drawing the ovens is in proportion to the amount of cod which goes to them; and, not uncommonly, the royalty is so much a ton of coke, not of coal. Interstitial compounds of iron, cobalt, and nickel, and their binary and ternary mixtures with silver, gold, palladium, and platinum were prepared and tested as fuel cell catalysts. The first step in the preparation of the interstitial compounds consisted of preparing finely divided metals. This was done either by the Raney method or by reduction of precipitated hydroxides of the metals. The finely divided reduced metals were then treated with carbon-and/or nitrogen-containing gases to prepare their carbides, nitrides, and nitrocarbides. The materials were tested for cathodic activity towards O2 and for anodic activity towards H2, C3H8, NH3, CO, and N2H4 in acid and alkaline electrolytes at 25° to 90° C in half-cell assemblies. Samples of carbided and nitrocarbided INi-lAg-1Au were about one fifth as active as Pt-black in the reduction of O2 in 35 percent KOH solution, whereas the activities of several interstitial preparations exceeded the activity of Pt-black in the reduction of O2 in 12M KOH containing N2H4. Nitrocarbides of x-Fe2C, 3Ni-1Au, and 1Ni-3Au were effective catalysts for oxidizing N2H4 in liquid NH3 containing NH4SCN. Corrosion of the catalysts by electrolytes was severe in many cases.

THE diffusion of metals plays an important role in many metallurgical processes, 1,2 as, for example, the formation of alloys by the annealing of mixed powders, the homogenization of segregated alloys, and the carburization of steel. Other equally important phenomena, such as recrystallization and creep, are based on the movement of like atoms. Although much is known concerning the effects of diffusion in metals, very little is known concerning the details of the physical processes involved.1,3-5 The data that should give most information concerning the processes involved in diffusion are those on the diffusion of like atoms-self-diffusion. Very little is known concerning the rates of self-diffusion of metals because before the discovery of artificial radio-activity in 1934 there was no means of detecting the movement of the diffusing atoms through the solvent metal except in the elements possessing natural radioactive isotopes-lead, thallium and bismuth. Using the induced radioactivity of the element as an indicator, atoms can now be "tagged" so that the rate of diffusion of the radioactive isotopes of an element (tagged atoms) into the stable isotopes of the same element can be measured. As the radioactive and stable isotopes of an element differ only in nuclear structure, it is quite certain that all isotopes of an element diffuse at the same rate. Two techniques have been used to measure self-diffusion. In one, a thin layer of radioactive metal is deposited on the face of the solvent metal, and the decrease in the surface activity as the radioactive atoms diffuse into the solvent metal is measured. This method has been used to determine the coefficients of self-diffusion of lead6-10 and bismuth10 using natural radioactive isotopes, and of gold11 and copper12 using artificial radioactive isotopes. In the other technique a thin layer of the radioactive metal is deposited on one face of the solvent metal, and after diffusion has occurred the specimen is cut in thin sections to obtain the concentration-penetration curve. This method has been used to determine the coefficients of self-diffusion of gold,13 zinc, 14-16 silver,17 and copper.18 The second method was used for the work described in this paper. MATERIALS The coefficients of self-diffusion were determined in two grades of polycrystalline copper and in single crystals of copper. Commercial OFHC copper was used in the form of disks I in. in diameter by 1/8 in. thick. Samples of high-purity copper described by Phillips and Skinner19 were supplied through the courtesy of the American Smelting and Refining Co. The high-purity copper rod was used without remelting by cross-rolling to a thickness of 0.075 in., from which disks 7/8 in. in diameter were cut. A good grade of bus-bar copper was used to make the single crystals.

A consideration of the literature shows the inadequacy of Fick's Laws to describe the diffusion of hydrogen in steels below 400°C. These laws are modified an the assumption that hydrogen is delayed at fixed sites in the lattice. Approximate and exact solutions of the resulting nonlinear system are derived for simple geometrical shapes. The results qualitatively account for the observed anomalous behavior. Experimental methods for verifying the theory are suggested. 1 HIS paper presents a new analysis of the diffusion behavior of hydrogen in steel based on a physical model which supposes that hydrogen atoms wander in a random manner through the crystal lattice, but tend to get trapped or delayed at certain fixed sites uniformly distributed throughout the metal. These sites, which will be called traps, are regarded merely as potential wells of significantly greater depth than those encountered in regular regions of the crystal lattices and no assumptions are made concerning their nature or origin. The results of experimental studies of the diffusion of hydrogen in iron and steel have usually been reported in the literature in terms of a diffusion constant D derived under the assumptions that the hydrogen concentration C is governed by Fick's laws.1 Fig. I is a composite of published graphs of the man. ner in which the values of D, so derived, vary with temperature. It is convenient to consider this material in two categories; the high temperature results above 400°C, and the results at lower temperatures. The graphs 2, 3, 4, 5 in the first class lie within a factor of three of each other and are relatively consistent compared with the low-temperature values. There is an increasing divergence in values of D with decreasing temperature till at room temperature they are spread over three orders of magnitude. Small values of D have been obtained for work-hardened specimens.' It is evident that D is a function of other variables besides temperature in this range and that these neglected variables are in some way connected with the work hardening experienced by the specimen. In view of evidence for an interaction between hydrogen in solution and dislocations9'10 and adsorption on crack surfaces,' some doubts must be entertained about the validity of Fick's laws and their associated physical model of noninteracting particles in random motion through the medium. More direct evidence of their inapplicability to the diffusion of hydrogen in steel was first produced by Darken and smith." Consider the permeation of hydrogen through a plate of thickness a under a boundary concentration Co at the ingoing, and zero at the outgoing, face. If Fick's first law1 is valid, the steady state flux P, through unit area is DCo/a. In addition, the concentration C varies linearly throughout and Qo, the mean quantity of hydrogen in the medium, is co/2. The detailed analogy between flow systems in porous media and the corresponding poten-tiometric model systems is developed under conditions where it may be desirable to take into account variable pay thickness, variable porosity, and permeability, and also the dependence of the fluid density on pressure. It is shown that in such models it is only necessary that the electrolyte thickness be made everywhere proportional to the millidarcy-feet of the formation. In contrast to the iso-vol type model, previously suggested as a basis for the analogy, the porosity does not enter directly in the construction of the model. It is introduced only in translating the electrical voltage gradient measurements into the equivalent fluid travel times. A discussion of this procedure is given. I NTRODUCTION It is now some 50 years since it was pointed out' that on the basis of Darcy's law Laplace's equation must govern the steady state flow of homogeneous fluids through porous media. It is 16 years since the obvious implication of this fact, namely, that such steady state homogeneous flow systems in porous media could be simulated by electrical analogies, was first applied2 to problems of practical interest with respect to oil production. In these initial studies major emphasis was placed on the use of electrolytic models, made of blotting paper, to give a direct and graphic history of the fluid particle motion in regular and infinite well networks. However, it was also noted there that the basic requirement of the model was that it give a potential distribution similar to the pressure distribution in the flow system, and that from the electrical measurement of the potential distribution the fluid particle motion could be graphically or numerically determined. This was demonstrated by application to the five-spot infinite network, for which a conducting metallic sheet was used to establish the equipotential contours. As anticipated, the fluid particle motion computed from these contours agreed well with that given directly by the blotting paper model. For irregular well distributions it was found more convenient to use electrolytic bath analogs rather than metallic sheets. Several investigations,3'4 as applied specifically to cycling well patterns, have been reported with these models, which have become known as "potentiometric models." However, the extremely laborious nature of both the electrical measurements by direct probing and the associated interprctive computations retarded the widespread use of these procedures. The electrical measurements can be accelerated by using a four-probe electrodc,5,6 which provides a means for simultaneously determining the streamline paths along which the fluid particles must move and the voltage gradients along these paths which are proportional to the fluid velocitics. With the increasing frequency of discovery of condensate pools, as drilling depths are becoming greater, the applicability of the potentiometric model to production problems, and especially to the study of well patterns for cycling, has been given a fresh impetus. The present paper was suggested by the paper read by Mr. R. W. Hunt at the New York Meeting, in February last, on rail-sections (Trans., xvii., p. 778)) in the discussion of which I brought forward some of the facts and observations here stated. Professional duties having prevented me from writing out my part of that discussion in time for its publication in the volume containing Mr. Hunt's paper, I take the opportunity to present it in separate form and greater fulness. The striking features of the series of rail-sections submitted by Mr. Hunt are their shallow heads and heavy bases. In these respects they are quite similar to the section of the 80-1b. rail, which I designed in 1883 to meet the requirements of the traffic of the New York Central and Hudson River Railroad. Before the adoption of the 80-1b. rail, this road had modified its 65-1b. section from a shallow head with rounding sides and quite heavy base to one having a deep head and thin base. All the leading railroads had changed from the earlier sections of steel rails to those having deep heads and thin bases, conforming to the recommendations of the Committee on Rails of the American Society of Civil Engineers. It is but proper to say that the committee's investigations upon the wear of rails were made upon the rails manufactured under a practice quite different from that which obtained after the committee's recommendations were carried into effect. The results in actual service have been contrary to what was expected. Fig. 1 shows my 80-1b. section of 1883. Before designing this rail I had taken, at different times, a series of diagrams of the condition of tracks, with my car, on the New York Central and Hudson River Railroad, all of the New England railroads, and all but one of the trunk lines. My diagrams gave me an opportunity which could not otherwise have been obtained to see the wear of great numbers of sections of rails under widely varying conditions of traffic.

A DOZEN years or so ago, the general superintendent of our company, now the president, Mr. W. H. Clingerman, detailed me to make a study of the coal-washing problem and collect data, which threw me into contact with the best washery men of the country. and took me to those districts where the washing of coal for metallurgical purposes is carried out. I investigated many kinds of coal-cleaning schemes, made numerous tests on them, and collected voluminous data, yet I confess frankly that I have had but little practical washery experience and that little has been at the Middlefork washery of the United States Fuel Co. at Benton, Franklin Co., Ill., which was put in operation last fall. While this wash-cry installation may not be the "last word," I am quite sure it embodies some long steps in advance over older designs and constructions. From the washery man's standpoint, the removal of pyrites, or marcasite, a disulfide of iron, is the one vital problem, and the one productive of the most beneficial results, so far as elimination of sulfur is concerned. Sulfates and so-called organic sulfur occupy quite a secondary -position and are generally lost sight of in coal washing: The elimination of sulfur in coal in the past has usually been accomplished by jigging in water, but lately the use of concentrating tables has been employed with good success, and some mention may be made of the flotation process on fine coal, though hardly considered practicable. Coal washing, is rapidly coming into its own, due to the depletion of low-sulfur coals for coking purposes, and before many years we predict as careful attention being given to the design and construction of coal washeries, ,as is now being given to byproduct plants and other allied industries. Heretofore, coal washing has been considered only as an incidental and a necessary evil-instead of the big problem it is one worthy of the most careful study by men well trained along technical lines and capable of delving into the fundamental principles.

Discussion of the paper of W. R. SHIMER, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 557 to. 585. WILLIAM R. WEBSTER, Philadelphia, Pa.-I would like to ask Mr. Shimer how the finishing temperature of the H-beams and other beams rolled on the Gray mill at Bethlehem compare with the rolling temperatures of the rails referred to in this paper. Also, how the reductions in the rolling of the beams compare with the reductions in the rolling of the rails. I would also like to know if any drop tests were' made on the rails referred to as having been allowed to cool and then annealed; in other words, what results, if any, were obtained from tests on rails after the internal strains of rolling had been removed; and in the matter of the rail blooms, I would like to ask if they are not often heated to a higher temperature than is desirable on account of the thin flanges in order to carry the heat through to the finishing pass. The tensile strength of the steel in these rails is given as 125,000 lb. per square inch, which is almost as high as tire steel. If some of these blooms were rolled into rounds of about the same section as the head of the rail, would you not get better results from tension tests than those from the head of the rail? In other words, in rolling rounds, whether you would not be able to control the rolling and finishing temperatures better than is possible in the rail, owing to thin section of the rail flanges. Some years ago I had experience with the rolling temperatures of tire steel, running from about 127,000 to 133,000 tensile strength. These tires had the tensile strength and the deflection specified. One of the manufacturers had no trouble whatever, after a little experimenting, in meeting the conditions of the specification. Another manufacturer who made some of these tires came to the office and stated that he had tried tires from three heats of steel and could not meet the specifications and

The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard for miners and mine operators. This type of failure, termed a 'cascading pillar failure' (CPF), occurs when one pillar in a mine layout fails, transferring its load to neighbouring pillars, which causes them to fail, and so forth. Recent examples of this kind of failure in coal, metal and nonmetal mines in the U.S.A. are documented. Mining engineers can limit the danger presented by these failures through improved mine design practices. Whether failure occurs in a slow, non-violent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This stability criterion is used as the basis for three design approaches to control cascading pillar failure in room-and-pillar mines-the containment approach, the prevention approach and the full extraction mining approach. These design approaches are illustrated with practical examples for coal mining at shallow depth. Cascading pillar failure {CPF) in room-and-pillar mines can go by many other names, such as `progressive pillar failure', `massive pillar collapse', 'domino-type failure' or 'pillar run'. In this kind of failure when one pillar collapses the load that it carried transfers rapidly to its neighbours, causing them to fail, and so forth. This failure mechanism can lead to the rapid collapse of very large mine areas. In mild cases only a few tens of pillars might fail; in extreme cases, however, hundreds, even thousands, of pillars can fail. CPF can have catastrophic effects on a mine, and sometimes these effects pose a greater risk to health and safety than the underlying ground-control problem. Usually, the CPF induces a devastating air blast as a consequence of the displacement of air from the collapse area. An air blast can disrupt the ventilation system totally by destroying ventilation stoppings, seals and fan housings. Flying debris can seriously injure or kill mining personnel. The CPF might also fracture a large volume of rock in the pillars and immediate roof and floor. In coal mines and certain other mines this can lead to the sudden release of large quantities of methane gas into the mine atmosphere; a methane explosion might result from the CPF. CPF is at the far end of the spectrum of unstable pillar failure. At the other end are slow `squeezes' that develop over days to weeks and, because of their slow progress, do not pose an immediate danger to mining personnel. There is ample warning time for men and machinery to get out of the way of the failure. In a CPF, however, the failure progresses so rapidly that men and equipment cannot be evacuated in time. Significant seismic energy is released as a consequence of the rapid failure and collapse. CPF should not be confused, however, with coal-mine bumps and rockbursts. In some cases the damage can appear similar, but the underlying mechanics are completely different. As will he shown later, the mechanics of CPF depend on the applied vertical stress and the post-failure, i.e. strain-softening, behaviour of the pillars. In a CPF pillars shed their applied load rapidly and have very little residual strength after failure. The collapse itself may release significant seismic energy, but otherwise the mine is seismically quiet. Alter a CPF the openings in the affected mine workings have usually closed completely. In contrast, coal-mine bumps and rockbursts occur in seismically active mines. Research has shown that coal-mine bumps and rockbursts are seismic events induced by mining that damage underground mine workings. Bumps and bursts are thus a subset of a much larger set of mining-induced seismic events.[ Only some of these seismic events damage mine workings; fortunately, most do not. The mechanisms by which a mining-induced seismic event can lead to a damaging coal-mine bump or rockburst is still a significant research area.2 After a bump or rockhursr the affected mine workings may or may not be completely closed. For example, in the coal-mine bump described by Soler and co-workers2 the mine workings remained open even though the pillars were destroyed during the bump event. Because CPF differs from a coal-mine bump or rockburst, the design approaches to control their occurrence also differ. The design recommendations developed here apply to CPF and not to bump- or burst-prone mines. Cascading pillar failure examples Unfortunately, CPF has occurred in room-and-pillar coal, metal and non-metal mines. The most infamous example is the Coalbrooke colliery in South Africa, where 437 miners perished where [si >1 3at1ttsumsus7car kky vArtMixiL7i nesafr tramwsamn ures] on 21 January, 1960.1 Table I summarizes the mining dimensions of 13 examples of rapid pillar collapse in U.S. coal mines. All occurred during the 1980s and 1990s, and all happened suddenly or without significant warning. Most resulted in air blasts and damage to the ventilation system. Table 2 gives the mining dimensions of six room-and-pillar metal and non-metal mines in the U.S.A. where failure occurred in all probability by the CPF mechanism. The collapse areas can be huge. Fortunately, some of these failures gave advance warning. At the lead-zinc mine slabbing from pillars and roof falls began four weeks prior to the main collapse.3 At the copper mine considerable rock noise and smaller failures preceded the main collapse by five days.5 At the copper-silver mine it is not known if nature provided a warning.6 Evidently, the trona mine collapsed without warning.7,8 Rock noise and other failure warnings preceded the silica mine collapse by three weeks. v The presence or absence of warnings at the salt mint is not known. to Most of these collapses induced a substantial air blast; damage to the ventilation systems was limited, however, to bent airdoors and a few downed stoppings, except at the trona mine where extensive damage to the ventilation system resulted.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.

Having been occupied in inspecting and testing iron and steel these twenty years in England, and previous to that having served on the Board of Iron Masters in Sweden, I have naturally been very much interested in the subject of the use of steel for structures. I regret that I can offer but comparatively small experience on that had, having had principally to do with steel for railway plant and rails, but granting these to be a kind of "structure," and also that steel for rails has similar duties to perform in many respects, and is generally manufactured in the same way and at the same works as steel for stuctures, properly speaking, I may be entitled to offer an opinion on the use of steel in construction. In a paper recently presented to the Institution of Civil Engineers in London, Mr. Ewing Matheson has recommended that the Board of Trade rules should be amended so as to allow of a maximum straining of 8 tolls per square inch instead of 6 1/2 tons. But it is equally necessary to fix the amount of ductility or elongation of the metal for such a strain as 8 tons. Strength and ductility should always be spoken of together. Mr. Matheson says that steel can be manipulated in the factory in the same way and with the same tools as are used for iron. This can only be granted for mild steel; for hard steel would be spoilt by the rough mechanical treatment which iron can stand, such as punch ing, for instance; and the remedy for regaining the strength lost by punching hard steel, viz., annealing, cannot always be applied. Noth ing proves this fact better than the punching of steel rails of consid erable hardness, which caused fractures at an early period of steelunaking, and which resulted in the stipulation for drilling instead of punching the bolt-holes, which had been formerly applied to iron rails without any damage. I HAVE now the duty—the very pleasant duty—to perform, of presenting to the Hon. Abram S. Hewitt the Bessemer gold medal for distinguished services to the iron and steel trade. When this matter was brought under consideration in London it was well known that, as Mr. Hewitt would be the first to acknowledge, there is more than one man in America upon whom we would gladly have cm ferred this distinction, and to whom this merit might be justly at tributed ; but Mr. Hewitt has been long known to our distinguished members on the other side of the Atlantic as one of the most active minds in the investigation of new methods of manufacture, and one of the most enterprising metallurgists on this side of the Atlantic. Well, gentlemen, we proposed to Mr. Hewitt that he should receive this gold medal, but I think it is quite right, and is his due, that I should state that he at once declined to receive it; and he declined in a manner which rendered it impossible to any one but very per sistent friends and very obstinate Englishmen to refuse. When we heard that our American friends had conferred once more upon Mr. Hewitt the distinction of President of the American Institute of Mining Engineers, and particularly with reference to our contem plated visit, and when we heard that he had been elected unani mously to that position, we felt that we had received the stamp of approval from this side. Gentlemen, as I said before, Mr. Hewitt has long been known to many of us in England as an advocate of scientific education. A report which he made of the metallurgical products at the Paris Exposition in 1867 was one of the matters which drew very clearly and distinctly the attention of the English iron and steel trade to the necessity of further improvement in our technical education as to iron and steel; and it was one of those beginnings which led ultimately to the foundation of the Iron and Steel Institute. For several years 1 have been engaged in studying the behavior of iron and steel under varying conditions of tension and compression, as well as of shock and abrasion. Some of these observations have been communicated to the Institute at various times. Within the past year I have been looking at the various observations that I have made as a whole, and have been led to the conclusion that there is a regular law of fatigue and refreshment of metals, and that the change which produces either the fatigue or refreshment, is a. chemical one, which is, however, in almost all cases accompanied by physical and molecular changes at the same time. That metals under conditions that were more or less well understood became worthless, has been known for many years. It has been known to blacksmiths that iron and steel, when improperly treated in their fires, become "burned," as they call it, and could no longer be used, and some of them have had a scrap heap into which such material was thrown. A few of them knew that after a period more or less long the iron or steel recovered some of its original properties and could, with many precautions, again be used, but that these phenomena followed any law has not to my knowledge been announced. My attention was first attracted to the varying conditions under which iron and steel rails break in service. It was not long before I became convinced that there was a general law applicable to all metals which allowed of their being used with safety within certain limits, and caused their rupture when the use extended beyond these limits, and this law I have called the law of fatigue- of metals. When me observe the causes of deterioration in iron and steel rails, we find that they are principally shocks, either slight and frequent, like those produced by the passing of a train over a road-bed in good order, which produces a vibration sensible to the ear laid on the rail, for very long distances, but distinctly audible for only a short one; or from sudden and heavy blows, like the descent of the locomotive and each car successively from a high to a low rail.

The Great or Cumberland Valley, which (under a variety of names) extends from Canada, through Vermont, Massachusetts, Connecticut, New York, Pennsylvania, Maryland, Virginia, and East Tennessee, to Alabama, is composed in part of limestones lying immediately above the Potsdam sandstone. Geologically, they belong to the era between the Potsdam and Trenton, and are commonly termed Calciferous. A peculiarity of these limestones is their great richness in limonite or brown hematite ores, which form a large part of the charges of the many blast-furnaces situated on their outcrops. The mines from which the ores are obtained are (properly speaking) only pits or quarries, from which 'the ore is extracted by means of picks or shovels, powder being rarely employed. The ore does not occur casually at any point in the limestone, but forms regular lines, following apparently the outcrops of certain beds. In Lehigh County, Penn., where 1 have been engaged on the Geological Survey of the State, during the past season, there are three or four of these lines. During the progress of the survey I was much struck by the fact that the two most important and promising lines of outcrop were, one at the base of the crystalline schists (forming the South or Lehigh Mountain), and overlying the Potsdam sandstone conformably; the other, near the line of junction of the calciferous limestone with the slates of the Cincinnati epoch. The mines along these two lines, following the topography of the country, were in place, richer and more permanent than those of the belts between, which were generally leaner. A peculiarity of these two lines of outcrop, and one to which I particularly desire to draw attention, is the occurrence of what I at first mistook for a highly altered slaty limestone, but which subsequent analysis proved to consist in great part of damourite (hydrated potash mica). NOT being a scientist, an engineer or a metallurgist, I consider it a very great honor indeed to be asked to address the American Institute of Mining and Metallurgical Engineers. Your program indicates that any lack of intricate and technical knowledge on my part in the field of metals will be well taken care of by others. Therefore, I believe any remarks that I have to make might well be devoted to the practical side of metals in railroad service and to the general railroad situation as I view it today. The experiments now being conducted on the railroads with so-called streamlined, light-weight trains and cars would not have been possible had it not been for scientific and engineering research in the past that made these lighter weight metals available. The railroads now have approximately forty units of these new trains in operation. Experi-ence with them will no doubt be a guidepost for future construction in that direction. While the best known experiments are in the passenger service, they are being extended into the freight service. Within the past three years there was constructed for the Association of American Railroads a new standard box car of ordinary carbon steel, in which, by reason of superior design, weight was reduced by 3500 to 4500 lb. under that of existing cars of like capacity. The Association is now testing a box car that weighs approximately six or seven tons less than practically all of the box cars of like capacity in service today. If these tests are successful a very large field for the use of lighter weight metals will immediately be opened, provided the costs of such metals are not too high. The fact that various experiments are being carried on with other classes of equipment constructed with so-called light-weight and non-corrosive metals no doubt will have a considerable effect upon the rebuild-ing of old equipment. The question then will be: How much can we afford to spend on the rebuilding of an old car weighing six to seven tons more than a new car constructed with the latest available materials?
