The plant for production of electrolytic zinc recently erected by the American Smelting and Rcfining Co. is situated along Nueces Bay, on the Gulf Coast, some 5 miles west by rail and highway from the city and port of Corpus Christi. A ship channel from the port now approaches to within 2 miles of the site. It is expected that this will be extended at some future date and so provide direct water shipment from the plant. In addition to Gulf shipping, an intercoastal waterway connects Corpus Christi with Houston and New Orleans. Factors leading to the establishment oi this plant in the area were: ample supplies of natural gas for the generation of electric power, advantageous shipping lanes, favorable market for acid, adequate supply of labor, and moderate climate. General Description The plant was erected primarily to assist with the production of high-grade zinc much needed for war purposes. Production started during October 1942. The purity of the slab-zinc output meets the American Society for Testing Materials' special high-grade spccifications. Other products of the plant are electrolytic cadmium and sulphuric acid. Residues containing lead, copper and silvcr are sent for treatment to the Company's smelter at El Paso, Texas. The design of the plant includes the use of Trail suspension roasting equipment, contact acid equipment, also batch leaching in mechanically agitated tanks, pressure filtering and washing of leach pulp, batch purification in mechanically agitated tanks followed by clarification in filter presses and cooling of purified solution by evaporation. Electrolysis is performed in cells using Tainton alloy anodes and aluminum cathodes. Cathode current density is 60 amp. per square foot. Except for the portion returned to the leaching division, the cell solution is continuously flowing in closed circuit through the cells to cooling towers, which hold cell temperatures within desired limits. Direct current for electrolysis, is supplied by generators driven by steam turbines. The cathode zinc is melted in a gas-fired furnace and cast in the usual way into slabs for shipment. The plant divides into five major divisions: Concentrates Storage, Roasting and Acid, Leaching, Electrolysis, Melting and Casting. No attempt is made to give many tabulated data in this paper; it is mainly a general description of the divisions and methods employed for operation. A plan is shown in Fig. I and a general flowsheet in Fig. 3. Concentrates Storage The original plan for inward shipments was to receive zinc concentrates by steamer at the port of Corpus Christi, there to unload into open railroad cars and move into the plant by rail. Up to the present, however, concentrates have been received mainly in box cars from mines in Mexico.

The customer asked for a 5” angle roll pass design. For this angle, in a normal pass design, a 160mm billet is required. For the production of this billet would be necessary a new 160mm mold for the Continuous Casting Machine, which produces 150mm billets, increasing the complexity of the melt shop. The rolling mill is designed to produce angles up to 4", technical information recommended the replacement of a gearbox because this process would generate torque up to 15% above nominal. An innovative roll pass design was done using 150mm billet using the Aparecido-W Method that cause a higher spread in the first three passes, thus reaching the desired leg length. As this method is not used in any other known rolling mill, a FES (Finite Element Simulation) and FEM (Finite Element Modeling) was done by a Research & Development center which demonstrated that the design was viable. From July, 2018, three tests were done being produced around 700 t of good quality products without difficulty of set up. The rolling mill team carried out this project at a very low cost and in record time of five months. The average torque of the motors was 36%, without overload for the equipment.

It frequently occurs in the establishment of reduction works, in an entirely new and untried mining district, that the metallurgist in charge finds considerable difficulty in determining the process best adapted to the ores which he receives for treatment. At the first glance it would seem easy enough to decide what style of furnace is best adapted for beneficiating any one class of minerals. If the ore possessed a quartzose gangue and was comparatively free from base metals, while salt could be obtained at a reasonable price, one would naturally resort to a chloridizing roasting, and pan or barrel amalgamation for the extraction of its silver contents. If galena or carbonate of lead was the prevailing mineral, and charcoal could be obtained at moderate figures, the blast-furnace would beneficiate the ores most advantageously. But if, as is usually the case in Colorado, the ores consisted of an intimate mixture of galena, zinc-blende, copper-pyrites, and noble silver minerals, associated with an overwhelming mass of siliceous heavy spar, or limestone gangue, the common reverberatory furnace can be used to the greatest advantage ; and, although the product is only a copper matte, I do not hesitate to affirm that it can be treated, and the silver, gold, and copper produced at nearly the same price for which silver and lead can be separated. In Germany, blast-furnaces are frequently used for this same purpose, both for argentiferous and non-argeutiferous copper ores; but any one who will take the trouble to examine the statistics of smelting at Fahlun, the Oberharz, and other Continental works of this description, will see that the expenses are far too great, and the production much too small to think of employing this method in our mining districts, where only the softest and most miserable kind of charcoal is obtainable. I propose in this paper to give an accurate account of the expenses incurred at the Mount Lincoln Smelting Works in treating the same kind of ore, and producing the same end-product in both blast and reverberatory furnaces. I have taken for comparison a favorable campaign of the blast-furnace, and a good average month's running of the reverberatory. Recent research has shown that enhanced gravity separators provide the opportunity to effectively clean I mm x 37 micron coal. At Southern Illinois University, a detailed experimental program was performed on a continuous Falcon Concentrator, which was found to achieve separations at mass throughput capacity values in excess of 100 tonnes/hour. The apparent particle separation density for I mm x 73 micron coal was about 1.60 with relatively high efficiency (Ep = 0.12). Typical ash and sulfur rejection values of 85% and 70%, respectively, were achieved while recovering 85% of the combustible material. Metallurgical and efficiency data from the evaluation are presented in this publication.

Laminated rock can delaminate and fail under certain stress states. Delamination-caused roof fall and cutter roof failure is a common failure mechanism in roadways in Pittsburgh coal seam due to the existence of laminated shale roof. Two-dimensional numerical models were developed at laboratory scale based on the bonded particle method in order to simulate the delamination with particle flow code. In these models, an assembly of bonded particles and parallel weak planes represents the laminated rock. This model calibrated the micro-parameters of the bonded particlematerial and weak planes with laboratory data. The mechanism of fracturing and delamination in a laminated specimen was investigated using unconfined and confined compression test and unsupported roof compression test. The numerical results show that, under a constant horizontal stress, delamination occurswhen the stress is much lower than its compressive strength. The confined compressive test indicates that delamination is restrained by applying confining stress since delamination-caused failure does not occur during any stage of the confined compressive test. Unsupported roof compression tests showed propagation of cutter roof failure with initiation of cracks and delamination at the intersections of the roof and ribs. An outer failed zone and inner failed zone form separately. The separated zones connect and form an opening in the roof. The presented numerical results provide additional insight into process of delamination.

An investigation into the leaching of chalcocite and covellite in cyanide solutions at concentrations typically encountered daring gold cyanidation has been conducted. The results indicate that, for both minerals, the extent of leaching is greater under anoxic conditions, but is still incomplete even in the presence of free cyanide ions, with undissolved copper solids remaining in equilibrium with solution species. The speciation of the sulfur and cyanide reaction products in solution are interpreted in terms of the fast formation of a copper(I)- cyanide complexes in solution and a sulfur-rich copper(I) polysulfide solid phase, which then reacts more slowly to produce thiocyanate ions.

PRESIDENT MOSES: I think this will conclude our program for this afternoon, unless you have some- thing else. Mr. Holman, will you tell us what you are doing in the way of your local chapter, around Dawson? W. C. HOLMAN: (Chief Engineer, Phelps-Dodge Corporation, Dawson, New Mexico.) We have organized a local chapter of the Rocky Mountain Coal Mining Institute, and we invite all foremen, fire bosses, shot firers or anybody interested, either on the surface or in the mine. I think at the last meeting we had sixty to seventy men present. We hold meetings once a month; usually on a certain set Tuesday or second Friday of the month, or so on. We have a President, a Vice-President and a Secretary-Treasurer. There are no dues connected with it. We aim to take up the' papers that are presented at the various meetings of the Rocky Mountain Coal Mining Institute, and also any other subject that would be of interest, connected with our own mining operation. We usually ask two or three men to pre- sent papers, rather than one man. We find it difficult in getting one man to work up any subject, but two or three men work up very interesting papers. While we have just recently organized, we aim to have luncheons in connection with it, and possibly once a year a banquet or .some similar activity that we think would interest the men. We feel it is going to be a great help in carrying on the work of the present organization in presenting the activities around the mines. PRESIDENT MOSES: I thank you, Mr. Holman. Has any one any- thing to bring up at this time? MR. LITTLEJOHN: I would like to ask Mr. Holman if the Institute or the Chapter there is confined to Dawson alone, or open to other camps in New Mexico? MR. HOLMAN: At the present, Mr. Littlejohn, it is just confined to our own camp, although we intend to invite the members and the officials of the other camps later on, perhaps. Especially, if we gave a banquet, no doubt we would invite the others. MR. LITTLEJOHN: Is there any other Chapter in New Mexico besides yours in Dawson, Mr. Holman? MR. HOLMAN: None that I know of, right now.

A green ball of iron ore faces many perils from the time it is formed until it finally emerges from the pelletizing furnace as a hardened pellet. For instance, if the rate of heat transfer into a ball is sufficient to produce vapor from either the free or combined water more rapidly than it can escape at a tolerable pressure, the ball may split, spall, or even explode, a failure commonly known as decrepitation. To avoid such failures, one must either limit the rate of heat transfer during the drying and preheating stages, at the expense of production rates, or improve the decrepitation resistance of the green balls. The latter remedy may often be accomplished through changes in ore preparation, balling procedures, or the judicious use of binders or other additives. INTRODUCTION Pelletization has become established as an especially desirable method for the agglomeration of fine taconite concentrates and it promises to be equally satisfactory for improving the physical structures of certain natural ores. A high-quality pelletized iron ore consists of uniformly sized spheres, usually about 1/2-in. diam, which are strong enough to resist abrasion and breakage during handling and which reduce well without disintegration in the blast furnace. The unfired agglomerates, "green balls", are subject to several destructive effects that must be avoided or minimized if a high-quality product is to be obtained by pelletization. Among these are abrasion and impact deformation or breakage during handling of the wet green balls, deformation and breakage by compressive forces in the bed of ore in the pel-letizing furnace, decrepitation during drying and preheating, wind erosion, and radial cracking at firing temperatures. Moisture condensation from the warm saturated gases downstream from the drying zone on wet, cool balls may cause bed collapse if it becomes excessive. Decrepitation is defined as the sudden disintegration of green balls, usually with an audible pop, that occurs when they are heated too rapidly during the drying or preheating stages of the pelletization process. The extent of ball disintegration may vary from merely splitting off a small fragment to almost total disintegration into the original ore particles making up the ball. Such ball destruction results in a decreased yield of pellets, and the fragments, which also tend to interfere by obstructing the gas flow through the bed, must eventually be screened from the fired product and recycled. The closely related type of ball failure that sometimes occurs during the high temperature firing stage, resulting in radial cracks without fragmentation, was not considered to be decrepitation for the purpose of this investigation. Failure by decrepitation is not usually a serious problem in the pelletization of taconite concentrates. The problem is significant, however, in the pelletization of some natural ores, especially those containing hydrous iron oxides. In some instances, economicd production rates cannot be maintained if the drying and preheating rates are slowed down enough to avoid decrepitation. OBJECTIVES This investigation was undertaken to: (1) Develop a practical laboratory means for quantitatively measuring the tendency for green balls to decrepitate in iron ore pelletizing furnaces, and (2) Investigate the causes and cures of ball decrepitation. MATERIALS Two iron ores were used in the work reported here: a taconite concentrate at 90% minus 325 mesh, containing 65.0% Fe, 8.4% SiO2, and no loss-on-ignition; and a crude oxidized ore at 54% minus 325 mesh, containing 59.1% Fe, 3.6% SiO2, 1.1% A12O3, and 9.5% loss-on-ignition. CONSIDERABLE interest has always been taken in Safety-First and First Aid at the Sullivan mine. Even during the early days of development, Safety-First committees periodically held meetings, while lectures in first aid were given to any employees interested in the work. In 1929, a Safety Department was organized, and all accident-prevention and first-aid work was put in charge of a full-time Safety Engineer. An extensive programme has gradually been developed, the value of which can best be indicated by the reduction of the accident rate from 18.4 shifts lost per 1,000 shifts worked for non-fatal accidents and two fatalities for 1927, to 3.24 shifts lost per 1,000 shifts worked and no fatalities for 1936. SUPERVISION All work connected with accident prevention or first aid is under the jurisdiction of a central committee, known as the Accident Prevention Committee, which meets regularly once a month. It consists of all superintendents, department heads, foremen, and shift bosses, and is presided over by the Safety Engineer. At these meetings, the accident records of the previous month are reviewed and all accidents carefully analyzed and discussed. All proposed changes in the safety rules or in the accident tprevention programme are taken up and passed upon. Complaints or suggestions from the Safety-First Committee and the Employees Co-operative Committee, dealing with safety, are discussed and passed upon or a subcommittee is appointed to investigate and take any action found advisable. The question of underground ventilation and dust control, which recently has become a very important problem, always receives considerable attention.

Powder metallurgy has been described as being "as old as the pyramids and yet as new as the latest bomber." While this may be true literally, it has been only in the last Io or 1 5 years that widespread use has been made of this method of fabricating various articles One of the first items fabricated by powder metallurgical methods on a commercial scale was electrical contacts, which were fabricated from metal powders as early as 1920. The reason why these contacts have been made for so many years by powder metallurgy is because the compositions of most of these materials arc such that they could not be made by the conventional methods of melting, casting, rolling, drawing, etc. Classes of Contacts In general, electrical contacts fabricated from metal powders fall into two classes, both from the point of view of the method of fabrication and the components that make up the chemical composition. One class is composed of silver or copper and a refractory metal such as tungsten, molybdenum, or compounds thereof such as carbides. The second class contains a predominant amount of silver and a semi-refractory material such as cadmium oxide, nickel, cobalt, or graphite. Electrical contacts of the first class have been developed primarily as facing materials for heavy-duty circuit-interrupting devices. This class of material unites the high melting point, high boiling point, great resistance to electrical erosion, and the refractory characteristics of molybdenum, tungsten, or their carbides with the high thermal and electrical conductivities and low contact resistance properties of silver or copper. The second class of material is used for lighter duty or specialized applications such as heavy-duty, direct-current aircraft relays. Varieties Electrical contacts fabricated from metal powders are made in a wide variety of compositions, shapes, and sizes. In general, the sizes of electrical contacts fabricated from powders vary from contacts weighing approximately 0.001 oz. up to those weighing 3 to 4 Ib., the contacting face being as small as 0.001 sq. in. up to approximately 6 sq. in. in area. The shapes consist of: sound or rectangular buttons, some of which have radii or bevels on the contacting faces; rings, cups, rectangular bars, the contact face of which may have a radius across the width and/or at one end; and form-pressed pieces of a wide variety such as angles, both acute and obtuse, irregular shapes comprising a radius blended into a flat, which in turn may have steps. The size or shape of the contact is dictated principally by the mechanical design of the manufacturer, who in turn may have problems to be met such as: (I) size, weight, or space limitations; (2) electrical conditions such as blowout coils arc chutes, baffies, gas passages.

This paper reports investigative work conducted to develop a method of estimating the groundwater influx from a homogeneous permeable formation into a vertical mine shaft during sinking. A method of analysis was developed using data obtained from pumping tests and a modification of the Theis non-equilibrium interpretation technique. Excess influx of groundwater into mine shafts has long been one of the more important problems encountered in the development of a mining property. Much work has been done on methods of preventing such influx and on pumping schemes to control inflow if preventive measures fail. The fundamental aspects of the problem, on the other hand, seem to have been neglected. The purpose of this paper is to review the fundamentals of groundwater flow and to propose a rapid method of analyzing hydrologic data in order to estimate influx from a homogeneous permeable formation into a mine shaft. Such an estimate of the quantity of water to be encountered is of value in planning grouting, pumping and other programs designed to control that influx. It is emphasized that the proposed method of analysis should be regarded only as a tool to be used in evaluating the problem before investing the capital necessary to begin development of a property. FUNDAMENTALS OF GROUNDWATER FLOW In order to effectively approach the problem of estimating influx into a mine shaft, a knowledge of the fundamentals of fluid flow through a porous medium is necessary. Darcy, in 1856, developed an empirical relationship to explain the flow of water through sand filters. This relationship V = k (dh/dl), is the basis for all other flow formulae. It has been shown that Darcy's relation is a solution of the Laplace equation and thus is analagous to other natural phenomena such as heat flow. Theis, using the analogy of heat flow by conduction, developed an expression for determining the transient or time-dependent groundwater flow through a homogeneous, isotropic medium. The resulting equation Was also derived by Jacob using hydrologic considerations alone.' The individual terms in the equation are described in Table I. It is important to understand the assumptions upon which this equation is based. 1) The medium through which the fluid flows is infinite in areal extent, homogeneous and isotropic. 2) The well into which the fluid discharges completely penetrates the medium. 3) The characteristics of the medium remain constant at all times. 4) The initial pressure surface is horizontal. 5) The confining media are impervious and horizontal. 6) Fluid is removed from storage instantaneously by a decline in pressure. 7) The diameter of the discharge well is infinitesimal with respect to the drainage radius of the medium.

THE natural effect of large size should be to increase segrega¬tion. I have previously pointed' to the excessive segregation in many large ingots as tending to confirm this, but I have shown that in case of ingots less than 16 in. square this expected effect of ingot-size is liable to masked by that of other variables. Under these conditions we should expect that if large ingot-size really does tend to increase segregation, this effect would be shown by taking the average of large numbers of cases, so that the effects of these other variables might off-set and cancel each other.

The adsorption density of ethyl xanthate on pyrite was determined as a function of xanthate concentration. Surface preparation of the mineral appears to have asafunctionsome effect on the subsequent adsorption process, A monolayer of xanthate on the surface is exceeded only in presence of oxygen. The effect of OH- , HS- (and x and CN- S=)and on the amount of xanthate adsorbed was investigated. Competition between OH- and X- (xanthate) ions for specific adsorption sites is indicated over a wide pH range. IN the flotation of sulfide ores, xanthates are most commonly used to prepare the surface of the mineral to be floated so that attachment to air takes place. The quantity of agent required to make the mineral hydrophobic is usually very small, of the order of 0.1 to 0.25 lb per ton of mineral. Details of the mechanism of pyrite collection are for the most part unsettled. Adsorption of collector has long been believed to involve an ion exchange mechanism as demonstrated for galena' and for chalcocite.2 In the work on chal-cocite it was also demonstrated that a film of xanthate radicals unleachable in solvents that dissolve alkali xanthates, copper xanthate, or dixanthogen was formed at the surface of the mineral. The unleachable product increased with increasing addition of xanthate up to a maximum corresponding to an oriented monolayer of xanthate radicals. Pyrite is extremely floatable with xanthate if its surface is fresh.9 ut the floatability decreases rapidly as oxide coatings increase in abundance. Pyrite shows zero contact angle when in contact with ethyl xanthate solution at pH higher than about 10.5;4 at neutrality, a contact angle of 60" is obtained at a reagent concentration of 25 mg per liter. Alkali sulfides and cyanides are pyrite depressants. In this study of pyrite collection the writers have sought to relate measured xanthate adsorption to the method used in preparing pyrite, to the presence or absence of oxygen, to concentration of hydroxyl, hydrosulfide, sulfide, and cyanide ions. The principal experimental tool has been radioanalysis," " using xanthatcx marked with sulfur 35. Experimental Materials Pyrite: Unlike most sulfides, pyrite is a poly-sulfide. The structure given by Bragg7 resembles that of sodium chloride, the iron atoms corresponding to the position of sodium and pairs of sulfur atoms corresponding to the position of chlorine. The edge of the unit cell in pyrite is 5.40 A and in halite 5.63 A. The S-S distance in pyrite is 2.10 A; the Fe-S distance, 3.50 A: and the Fe-Fe distance, 3.82 A. Natural pyrite from Park City, Utah, was used in this investigation. Pyrite 1 was obtained by hand picking pure crystals. Pyrite 2 and Pyrite 3 were obtained from finer textured crystalline material containing inclusions of silicates. The same cleaning technique was utilized for the preparation of Pyrite 2 and Pyrite 3, whereas a different cleaning technique was used for Pyrite 1. Pyrite 1 was prepared as follows: The crystals were ground in a porcelain ball mill and the 200/400 mesh fraction was separated by wet screening with distilled water, followed by washing for 1 hr with deoxygenated distilled water acidified with sulfuric acid to pH 1.5. The acid was removed by rinsing with deoxygenated distilled water on a filter until a pH of 6.0 was reached in the effluent. This filtration was carried out under nitrogen. The sample was then dried in a desiccator under nitrogen. The period of time for which this pyrite sample was in contact with water containing oxygen was about 4 hr. The specific surface as determined by the BET gas adsorption method was 582 cm2 per g. Final material assayed 53.12 pct sulfur and 46.5 pct iron (theoretical, for FeS,: S, 53.45 pct; Fe, 46.55 pct). After crushing, Pyrite 2 and Pyrite 3 were washed with 1 M HCl. rinsed, and fed to a laboratory shakinq table to remove the small amount of silicates. The concentrate obtained was ground in a laboratory steel ball mill. The 200/400 mesh fraction was separated by classification in a Richards hindered settling tube. This fraction was then given a final wash with 0.1 M HCl and deoxygenated water was filtered through the sample. The final effluent showed a conductivity equivalent to that of a solution having a salt concentration of 0.3 ppm. Aqueous hydrogen sulfide solution was then added to the sampln (about 100 ml saturated H,S solution to about 1000 g pyrite under a few hundred milliliters of water) which was stored wet under nitrogen. This paper summarizes a survey of fine-grinding practice in ore-concentrating plants throughout the United States, Alaska, Canada, Mexico, and Cuba as reported in the Bureau of Mines Information Circulars on milling methods. The survey covers 49 concentrators, which have a combined capacity of over 160,000 tons per day. In these plants 470 ball, rod, and pebble mills prepare material for flotation, gravity concentration, amalgamation, cyanidation, and air separation. The ores are those of gold, silver, copper, lead, zinc, molybdenum, feldspar, and pyrite. The metallurgy is that of the period 1928-32. Of these 49 concentrators, 36 are in the United States. They can treat 134,400 tons per day, and they have 326 fine-grinding mills. In the United States there are about 100 active or temporarily idle concentrators, exclusive of the many plants in the Tri-State zinc district, the washeries of the Lake Superior iron ranges and the Florida phosphate area, and small gold and silver concentrators. These 100 plants have an estimated capacity of 290,000 tons per day and employ about 650 ball, rod, and pebble mills. Consequently, since this paper covers about half of the production of this country it may be considered as particularly representative of fine grinding in ore mills in the United States.

Collins (Scientific Officer, Warren Spring Laboratory, D.S.I.R., Stevenage, England) — During work on the petroleum sulphonate flotation of beryl in 1959 at Harwell, and subsequently at Warren Spring Laboratory, effects similar to those mentioned by the authors were noticed. Brief details of some of this work were given to the 6th International Mineral Processing Congress at Cannes.' In a paper on the manufacture of artificial fuel, read at the Philadelphia meeting of February, 1878, I enumerated the difficulties which I had to overcome before succeeding in the mixing of coal-dust and clay, the compressing of the same mixture, and the water-proofing of the lumps. The drying of the lumps, after leaving the press, was the remaining difficulty, and it mas expected that a plan devised by Dr. Charles N. Cresson, of Philadelphia, would enable us to dry the fuel as rapidly as it was moulded, and that a continuous production could in that way be obtained. The company was reorganized. The works were purchased by the new company at an assignee's sale, and the oven was modified, according to Dr. Cresson's plan. Anticipating a possible failure, I had prepared a plan by which I expected to be able to demonstrate that anthracite coal dust nixed with pitch, could be manufactured with our present machinery slightly modified ; so that after all, if we were compelled to give up the attempt to make fuel for domestic use, there was a possibility of succeeding in the manufacture of a good steam-fuel. The plan suggested by Dr. Cresson for drying the pressed lumps of coal-dust cemented with clay, did not work as well as we expected. It enabled us to dry more fuel than we did before, but it could not be made to dry more than one half of the lumps produced by the press. The plan mas abandoned, and I was authorized to experiment with coal-dust and coal-tar pitch. The cement which is used in Europe to conglomerate coal-dust is usually dry pitch, which is prepared by separating from the tar, at a temperature of 572' Fahrenheit, the volatile matters which it contains. Some manufacturers, however, employ crude tar, others, a rich tar, which has been cleared of 25 per cent. of its volatile substances, by heating it to 392' Fahrenheit. But with common tar very weak fuels are obtained, which do riot burn well, and give out a strong smell and a great deal of smoke ; it is also necessary to subject them to a baking process, in order to solidify them, and to eliminate the more volatile of the materials contained. This operation of course requires a special plant, the cost of which increases sensibly the price of manufacture, without counting the products

In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey's unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey's singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.
