Supergene processes in banded iron formation (BIF) result in important dissolution, material transport and simultaneous disorder of the residual bands. The rock physical properties such as density, porosity and rheology change during the weathering attack. The itabirite, Paleoproterozoic metamorphic BIF from Quadrilßtero Ferrffero (QF) û Brazil, shows several weathered facies. Strong linking between topographic surface, rock density and iron grade occurs within the weathered zones. This linking is due to partial dissolution of silica and carbonate from itabirite and gravitational rotation and break of the remaining blades, generating kink-like slump structures. The original itabirite density, 3.7 t/m3, decrease at the first leaching steps, until 2.7 t/m3, and increase at the end of the leaching process until 3.6 t/m3. Iron grade increases from 38 per cent to 68 per cent and depressions (sinkhole), subsequently filled by Cenozoic basinal sediments, are developed over the enrichment zones. The formation of important supergene iron ore deposits of QF is intimately related to such a process. Several iron deposits at QF, such as Pico do Itabirito, Fßbrica Nova, Casa de Pedra, Tamanduß, -gua Claras, Cappo Xavier, etc., reveal the aspects related to the proposed evolution, implying that the formational process of the soft iron ores had a regional character. Granular medium model helped in the understanding of the development of the structure and the formation of the deposits. A numerical model has been developed in order to simulate a leaching system in a two-dimensional matrix, composed of two types of materials: leachable and unleachable. Equal volume proportion and vertical banding were considered. Drilling data was used as multipoint attractors to remove leachable matrix nodes.

(Read at the Amenia Meeting, October, 1877.) THE results of a series of analyses extending over a period of three weeks at the Cedar Point Iron Company's furnace, Port Henry, New York, are given in Tables I and II. This furnace uses a very pure magnetite and Lehigh and Lackawanna anthracite. The flue leading the gas from the "down-comer" to the boilers was tapped by a a inch gas pipe, which carried the gas to the Orsat apparatus. The pressure of the gas not always being sufficient, owing to the small amount made, to force it into the apparatus, I omitted taking samples several days, and with the exception of the last three days of the campaign, made the analyses whenever opportunity offered. I find the Orsat apparatus, as described by Prof. Egleston,* to work very well, with one exception. The CO is not absorbed as readily in the ammonia-copper solution as he states in his description of the apparatus, as many as 50, and sometimes 60, passes being necessary to absorb all the CO. The power of absorbing rapidly increases as the solution is used, and this would indicate that the more oxygen it contains the quicker will it do the work. Probably the addition of a small amount of some oxidizing agent would remedy this. When the furnace was working in its normal condition, I had no occasion for using the filter, the amount of fume being so small as not to cause any inconvenience. The gas burned with the flame peculiar to CO, and contained just enough solid particles to give it a slight reddish tinge. * See Transactions, II, 226; V, 487, 621.

Comparison of long term decline in oil production during cyclic waterflooding or pressure pulsing of part of the Driver Unit with steady injection-imbibition flooding in the Tex Harvey area led to large expansion of flood in the Driver Unit on the steady injection basis. While the flood has been successful, the major problem has been attainment of satisfactory oil production rates in most of the wells. Large volume fracture treatments of low capacity wells were unsuccessful in achieving sustained increases in production. A two-section area in the Driver Unit has already recovered 620 bbl of oil per acre by waterflood but other areas have not performed so well. Sun Andres water containing 300 to 500 ppm H,S is sweetened to 0.5 to 1 ppm H,S by extraction with oxygen-free flue gas. This prevents contamination of gas produced in the area and apparently it has reduced corrosion in minimum investment, thin-wall, cement-lined water dktribution systems. Cement-lined tubing in injection wells has mitigated corrosion as effectively as thick polyvinyl chloride films have, and at less cost. Introduction As reported in the literature the Spraberry field of West Texas has presented unusual problems for both primary production and waterflood ing. Earlier information from the Spraberry Driver Unit included conception and evaluation of cyclic waterflooding or pressure pulsing in a nine-section pilot test as an aid to extraction of oil from the tight matrix rock and as a boost to normal capillary imbibition forces An additional 5 years' operation in that area, and performance of expanded steady injection water-flood, now covering a total of 68 sq miles, are reported herein. In addition, since the Driver Unit is one of the largest waterfloods in areal extent in the U. S., many operating experiences are presented for the benefit of engineers concerned with operation of other Spraberry floods or with other waterfloods where this reservoir technology and/or water handling technology may be adaptable in part. These include: (1) attempts to improve producing well capacity through large volume fracture treatments, (2) long-term performance of water treating plants utilizing oxygen-free flue gas to extract H,S from sour San Andres water, (3) performance of thin-wall cement-lined pipe in water distribution systems including comparison between those sections carrying raw San Andres water and those carrying treated water, and (4) comparison of performance of various lining materials and subsurface equipment in water supply and water injection wells. These experiences are reported without regard to whether results are good, bad or indifferent. Since the operations reported are limited to the techniques, materials, and equipment actually used in the Driver Unit, no comparison is possible with results of other approaches used in other Spraberry floods or in waterfloods generally under different conditions. However, an attempt is made to quantify these experiences as much as possible in the space available to permit other engineers to select those parts applicable to eheir problems. Background The Spraberry, discovered in Feb., 1949, is a 1,000-ft section of sandstones, shales and limestones with two main oil productive members—a 10- to 15-ft sand near the top and a 10- to 15-ft sand near the base, having permeabilities of 1 md or less and porosities of 8 to 15 percent. Extensive interconnected vertical fractures permitted recovery of oil on 160-acre spacing from this fractional-millidarcy sandstone, but they made capillary end effects dominant. Primary recovery by solution gas drive is less than 10 percent of oil in place, with most wells declining to oil production of a few barrels per day when reservoir pressures are still in the range of 400 to 1,000 psi. Partial closing of the fractures with declining reservoir pressure is believed to be the cause of such low production rates at these relatively high reservoir pressures. In 1952 Brownscombe and Dyes proposed that displacement of oil by capillary imbibition of water from the fractures into the matrix rock might significantly increase oil recovery from the Spraberry, overcoming otherwise serious channelling of water through the fractures." A pilot test conducted by the Atlantic Refining Co. during 1952 through 1955 indicated technical feasibility of the process; but low oil production rates averaging I5 to 20 bbl/well/D failed to create significant interest in large-scale waterflooding at that time." Zirconium and titanium inhibit solution mass transfer of steels by liquid bismuth, mercury, and lead. It is shown that in bismuth and mercury, these adsorb on the surface of the steels and subsequently react with nitrogen and possibly carbon from the steels to form inert, adherent surface layers of ZrN, TiN, or TiN + Tic. Data are presented which describe the condition under which thase deposits form. These inhibitors decrease the solution rate of iron into bismuth, and require a higher supersaturation for precipitation of iron from bismuth. USE of the low-melting heavy metals (bismuth, lead, mercury, and their alloys) as coolants has been limited because solution mass transfer of steels occurs in these liquids; i. e., iron dissolves in the hot sections of the heat transfer circuit and deposits in the colder sections. The rate of solution of iron and the temperature coefficient of solubility are sufficiently great to cause complete or partial stoppage by the deposition in the coldest section of a closed circuit in finite time, even though the actual solubilities are extremely low. In the development of the mercury vapor turbine by the General Electric Co., Nerad and his associates1 discovered that the addition of as little as 1 ppm Ti or Zr to magnesium-deoxidized mercury reduced the mass transfer of ferrous alloys by mercury to a negligible amount. Reid2 reported that titanium was detected chemically on the surface of steels contacted with this mercury alloy in amounts varying from 2.0 to 2.6 mg per sq in., the greatest amount being found in the hottest portion of the circuit. Reid stated that the titanium forms the intermetallic compound Fe2Ti by reaction with iron on the surface of the steels. This compound was presumed to be highly insoluble in mercury. More recently, El-gert and Egan3 have reported a greater than 100-fold reduction in the rate of mass transfer of a 5 pet Cr steel by liquid bismuth upon the addition of titanium (in excess of 50 ppm) and magnesium (350 ppm) in the liquid metal, during experiments performed in thermal convection loops* over the temperature differential 700° to 615° C. Also, Shep-ard and his associates' have reported that the addition of titanium to liquid bismuth and Pb-Bi eutec-tic produced a marked decrease in the rates of solution of both iron and chromium from type 410 steel capsules under static conditions. This inhibiting effect increased with repeated reuse of the capsules. Tests performed in this laboratory under carefully controlled conditions have shown that the addition of zirconium and magnesium, or titanium and magnesium, to liquid bismuth or lead greatly reduces the rate of mass transfer of chromium alloy steels and carbon steels in thermal convection loops with a maximum temperature of 550°C.5-9 The present paper will review the data obtained to date at this laboratory on the behavior of iron and steels in contact with liquid bismuth alloys containing titanium or zirconium, and will attempt to explain the role of the above additives in reducing solution mass transfer. Reaction between the Zirconium or Titanium Dissolved In Liquid Bismuth and an Iron or Steel Surface Reaction between Zirconium Dissolved in Bismuth and the Surface of Pure Iron-—A small pure iron crucible (analyzed by the supplier to contain 0.8 ppm N was contacted with bismuth containing approximately 0.1 pet Mg and varying amounts of a radioactive zirconium tracer. The crucible was then inverted at the temperature of contact. The thin residual layer of adherent bismuth was dissolved in cold, concentrated nitric acid. The crucible surface and the solidified bismuth were then analyzed for radioactive zirconium. An analysis of the activity loss on the crucible surface and the weight loss of the crucible during the nitric acid treatment showed that the acid treatment removed the zirconium that had originally been dissolved in the adherent bismuth, but not any zirconium that may have reacted with the crucible surface. The crucible was then pickled in warm aqua regia to remove all surface activity, hydrogen-fired at 600°C, and recontacted with a new liquid alloy. The results of the experiments contacted 1 hr at 450°C show, Fig. 1, a Langmuir-type adsorption with an adsorption free energy of approximately 17 keal per g atom Zr.5 This deposit was estimated to contain 1 atom of zirconium for each 7 to 8 iron atoms on the crucible surface, assuming a surface roughness factor of the pickled crucibles to be five. The boundaries of the (a +ß) field in the Al-Li system were determined between 150°and 550°C utilizing quantitative metallography and lattice-parameter measurements. The solubility of lithium in aluminum decreases from 12.0at. pct Li at 550°C to 5.5 at. pct Li at 150°C. P Al-Li is saturated with aluminum at 45.8 at. pct Li and has this boundary value constant over the temperature range 150°to 550°C. THE solid solubility of lithium in aluminum has been determined by several investigators, 1-6 but, as shown in Fig. 1, there is little agreement among the various determinations. The earliest investiga-tions'-' are suspect because of the use of impure materials. Although high-purity materials were employed in more recent work,4'5 the experimental techniques may have led to contamination of the specimens. Probably the best work has been that of Costas and Marshall,6 who obtained close agreement between results obtained by two independent phase-boundary techniques: electrical resistivity and mi-crohardness. No detailed studies of the solubility of aluminum in the bcc ß phase, Al-Li, have been reported. Cursory investigations1,2,6 have indicated only that the (a+ß) -p boundary lies between 40 and 50 at. pct Li and is relatively independent of temperature. The present work was undertaken in order to provide an independent check on Costas and Marshall's determination of the solubility of lithium in aluminum, to extend knowledge of this solubility limit to temperatures below 225°C, and to make an accurate determination of the solubility of aluminum in Al-Li. EXPEFUMENTAL Alloy Preparation. In view of the difficulties encountered in previous investigations of the A1-Li system, close attention was paid to the use of methods of alloy preparation and treatment that would minimize contamination. Aluminum sheet (99.99 + pct Al) was vacuum-induction melted in a beryllia crucible to remove hydrogen. Lithium (99.9 pct Li) was charged with pre-melted aluminum into a beryllia crucible, in a helium-filled drybox. The crucible was sealed in a Vycor tube and transferred from the drybox to an induction furnace. Melting of alloys was performed by induction heating in a helium atmosphere. Solidification was accomplished by means of a suction apparatus, shown in Fig. 2, in which the alloy was forced by changes of pressure into a 3/16-in. inside diam closed-end beryllia tube. This technique produced rapid solidification of a small portion of the melt, resulting in alloys with a high degree of homogeneity. Typical lithium distributions are presented in Table I. Transverse sections 1/8 in. long were cut from the alloy rods, and each section was split in half longitudinally. One half of each section was analyzed for lithium, and the opposing halves were employed for phase-boundary determinations. Lithium contents were determined by flame photometry with an accuracy of 1 pct of the amount of lithium present. Thermal Treatments. Homogenization and equilibration heat treatments were performed in electrical-resistance furnaces with temperatures controlled to ± 2OC. Calibrated chromel-alumel thermocouples were employed to measure temperature. Homogenization was performed in helium-filled l?yrex tubes for 1 hr at 565°C. The encapsulated specimens were then transferred directly to furnaces maintained at lower temperatures for equilibration. Equilibration times were 2 hr at 550°C, 8 hr at 450°C, 27 hr at 350°c, 90 hr at 250°c, and 285 hr at 150"~. These times were chosen on the basis of conditions employed by previous investigators. Alloys were quenched from the equilibration temperatures by breaking the capsules into a silicone oil bath. By performing all possible operations either in sealed capsules or in a helium-filled drybox, the specimens were given minimum exposure to the atmosphere. Quantitative Metallography. Metallography of Al-Li alloys is difficult because of the atmospheric reactivity of the ß phase. It was found possible, however, to prepare surfaces of good metallographic quality by preventing contact with moisture during preparation. Grinding through 4/0 paper was performed in the drybox. The specimens were then transferred under kerosene to the polishing wheel. Three polishing stages were employed: 25-p alundum with kerosene lubricant on billiard cloth, 1-µ diamond paste on Microcloth, and 1/4-p diamond paste on Microcloth. The Cooperative Research Centre for Mining Technology and Equipment (CMTE) is funded by the Commonwealth Government, by its mining research members Ñ the Universities of Queensland and Sydney and the CSIRO1, and by its industry members Ñ BHP Coal, RioTinto R&TD, Hamersley Iron, Mining Technologies Australia, Pasminco, Shell Coal, WMC Resources, Advanced Mining Technologies, and Aberfoyle. The Centre conducts work aimed at improving the competitiveness of the Australian mining industry. The current work is focused in four areas: new mining and drilling systems, geological sensing, automation, and equipment maintenance and reliability. This paper describes much of the work in these program areas that relates to metalliferous mining.

As one of the effective usages of various wastes discharged in non-ferrous metal industry, the synthesis of hydrotalcite was carried out using aluminum dross as a raw material. Hydrotalcite is one of the inorganic anion exchangers and has layered structure of complex hydroxide. The removal of toxic metal ions such as As(III), As(V), Cr(VI) and Se(IV) with the hydrotalcite was investigated, and the removal properties were compared from the viewpoint of the anion exchange amount and exchange rate. Hydrotalcite can be obtained by a co-precipitation method from the aluminum dross and the waste MgCl2 solution discharged in an aluminum regeneration process. Slight amounts of SiO2, Al2O3, Fe2O3 and so on remain in the reaction product as an impurity component. Interlayer distance of the obtained hydrotalcite is about 0.3nm. Hydrotalcite changes to Mg-Al oxide by the calcination at 773K for 3h, and then hydrotalcite is formed again by a rehydration operation after calcination. The toxic metal ions are removed from aqueous solution by the anion exchange reaction in the pH region where toxic metal ions exist as the anionic species like AsO2-, HAsO42-,CrO42-, and SeO32-. The exchange amount is considerably concerned with the valence of anionic species and the size of anionic species. The removal of toxic metal ions were investigated from the engineering aspects such as the low concentration limit to be removed, the amount of hydrotalcite to be used for the perfect removal of toxic metal ions and so on.

A 16.5-kt/day underground molybdenum mine is being developed at Questa in Northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. A gravity block caving method has been selected for mining the ore. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. The shafts are being sunk under contract and the conveyor decline is being driven by Molycorp. The driving of the decline began in February, 1979 with a 10-man mining class. By the first of May, enough men had been trained to begin a continuous operation and by March 1, 1980 the face had reached the 1500 m mark. The heading is being driven with trackless rubber-tired equipment using a three-boom drill jumbo, 2.7 m3 LHD units and 7.3 m3 trucks. Ground support has been by rock bolts and wire mesh, followed by Fibercrete. A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. The company expects full capacity - 9 Gg of molybdenum per year - to be reached in 1984.

Thank you for your introduction and the opportunity to speak at such an important forum. I feel honoured to be the Tas McKee speaker for this yearÆs conference. I can honestly say that Tas McKee typified the spirit that has ensured the survival of the mining industry despite the modern-day challenges that we encounter. He was one of the most influential people in the New Zealand minerals industry. In 1938, with his father and brother, Tas established Lime & Marble Limited. Over its history, this company evolved from its original base of marble mining to diversify into gold mining and exploration for other industrial minerals, uranium, precious and base metals. He was truly a pioneer that persevered against the odds.   That leads me to the subject of my discussion today. I am going to delve into todayÆs challenges as they apply to gold companies. While we gold miners should be generating record returns, the gold industry shareholder return performance in this buoyant market has barely equalled that of the gold price. It is a dilemma but one that can be resolved with the right strategy.

Liquidus surfaces in the ternary system FeO-Fe2O3-SiO2, were determined from 1250' to 1450°C by the procedure of equilibrating small samples in platinum crucibles, quenching, and microscopic examination. The experimental results were combined with previously published information to construct a ternary diagram for the system showing the entire temperature-composition range of stability of iron silicate slags. Metallurgical applications of the diagram, especially in copper smelting, are discussed briefly. IRON oxides are almost unique among the common oxide constituents of metallurgical slags in that the iron occurs in two different states of oxidation, ferrous and ferric. Moreover, in liquid slags the degree of oxidation of the iron is readily changed by reactions of the slags with oxidizing agents or reducing agents. This behavior of iron oxides in slags accounts, for example, for the effective transfer of large quantities of oxygen through slag layers in open hearth steelmaking. In this process, oxygen supplied by reactions at the gas-slag interface is dissolved in the slag with the oxidation of ferrous iron to ferric. Ferric oxide is transported across the slag layer by convection, and at the slag-metal interface the oxygen reacts with liquid metal while the ferric iron is reduced back to the ferrous state. Another group of processes in which variation in degree of oxidation of iron has great practical importance is in copper smelting. In matte smelting and converting, such large proportions of the iron are oxidized to the ferric state that problems are encountered in preventing or controlling the formation of solid magnetite. The ferrous-ferric relationship also affects the attack of iron oxides on high-SiO2 refractories, which appears to be most severe under reducing conditions for which ferrous iron predominates. Darken and Gurry' determined the chemical properties and phase equilibria of pure iron oxide slags. Their data show that iron oxide melts can have compositions ranging almost all the way from FeO to Fe2O3. The melts of lowest oxygen contents, which exist in equilibrium with metallic iron, approach ferrous oxide in composition but still have a small percentage of ferric oxide. The melts of highest oxygen contents, which have oxygen dissociation pressures of 1 atm, are above magnetite in oxygen content, with over two-thirds of the iron in the ferric state. The previously established phase diagrams for silicate slag systems all show FeO as the iron oxide component. However, Bowen and Schairer? who determined the FeO-SiO2 diagram and many of the other diagrams used by slag chemists, have been careful to point out that their systems always contained both ferrous and ferric iron. Thus, their data are for limiting mixtures with minimum contents of ferric iron, obtained by melting and equilibration in iron crucibles. Under these conditions, the Fe2O3 percentages found by analysis were small enough to justify simplification of the published phase diagrams by calculating the Fe2O3 to equivalent FeO and ignoring Fe2O3 as an additional component. On the basis of experimental measurements of melting points of iron oxides on silica in the presence of various gas mixtures, Darken3 worked out phase diagrams for the Fe-Si-0 system which show the important phase equilibria in terms of temperature and gas composition. "With the aging infrastructure, there is a need to maintain and extend the service life of steel structures in general and steel piles in particular. Steel piles support not only vertical loads but also dynamic horizontal loads in onshore and offshore applications. In order to select the appropriate methods to repair corroded steel piles used in onshore and offshore application, corrosion mechanisms were investigated with the rate of corrosion in various environments. The corrosion rate of steel in soil, water and soil-water interface varied from 2 to 500 µm/year. Based on literature review and analyses, the repair methods can be broadly characterized as protective coating, electro-chemical methods, wrapping and encasement and partial replacement of steel. Also, methods to evaluate the repair materials and the repair configuration have been documented.IntroductionOne of the biggest challenges facing the aging infrastructure is the materials loss and deterioration due to corrosion. Many studies indicate that in the US alone, costs due to corrosion loss is more than $276 billion annually (Michiel et al., 2010). Corrosion is the major cause of deterioration of steel structures and components (MNC, 2005). Load bearing steel piles are used as foundations for various types of structures and hence corrosion is very much influenced by the environment such as soil, water and soil-water interface. Corrosion of steel pile foundations may result in reduced capacity in the axial and lateral directions. Hence, understanding the rate of pile corrosion is essential to select the appropriate repair methods to avoid excessive deflection and failure (Decker et al. 2008).To prevent the deterioration mechanisms that attack a pile, it is fundamental both to identify and understand the deterioration mechanism that has been the cause of damage. Understanding the deterioration mechanism allows the engineer to design a repair that will combat this type of damage. "Al2O3/YAG/ZrO2 eutectic in situ composite has been regarded as new generation of high temperature structural material due to its excellent performance even close to its melting point. The directionally solidified Al2O3/YAG/ZrO2 eutectic ceramics are prepared by recently developed Laser Floating Zone Melting (LFZM) apparatus in which a splitter mirror is used to obtain two beams with the same quality from one CO2 laser. With the two laser beams irradiate the sample from opposite directions, the sample is zone melted. The apparatus configuration and the solidification processing are described in detail. The solid/liquid interface morphology is studied and the mechanism of microstructure formation especially the characteristic of eutectic cellular is discussed. It is shown that YAG and ZrO2 phases play a leading role during the ternary eutectic growth. Meanwhile, the relationship between the solidification microstructure and the processing parameters are investigated.IntroductionAl2O3/YAG/ZrO2 ternary eutectic in situ composite, due to its excellent high temperature mechanical properties, is now considered to be a promising candidate material as a replacement of nickel based super alloy for new generation aero space engine turbine blade [1]. They exhibit flexural strength of 360-500 MPa from room temperature to 2073K in air atmosphere [2]. The compression creep strength at 1873K is 433MPa with the strain rate of 104/s [3]. However, because of the high melting point and complex physical properties, there remain still many difficulties for its application. One of the bottlenecks is the poor understanding of the relationship between microstructure and solidification conditions."

"The object of this study was three samples of sulfide old tailings, which were obtained after Cu- Zn ores processing. Fine metal dissemination in sulfides as well as fine mineral intergrowth determine the refractory nature of material and low metal extraction using simple methods: gravitation 1-6%, flotation 32-48%, cyanidation 10-37%, and cause the need to use sulfide bio-oxidation to liberate gold and to recover it by heap leaching. The gold is the main valuable metal in the tailings with content 1-1.5 g/t. Heap bio-oxidation with mesophilic and moderately thermophilic bacteria was used for pre-treatment of tailings before gold heap leaching from bio-oxidation solid residues. The tailings have a low permeability < 0.3-1.2 m/day, which is caused by migration of fine particles, decreases recovery rates, and is poorly suited to heap bacterial leaching. Therefore, preliminary gold sulfide tailings with permeability < 0.3 m/day were pelletized using copper containing flotation tailings of converter slags and calcium oxide. The most gold extraction was obtained for pelletized tailings. The base metals (copper and zinc) were precipitated from bacterial solutions. Experiments have demonstrated effective bio-oxidation of all third gold sulfide tailings samples and enough high gold extraction 60-82%.INTRODUCTIONIn Russia, as everywhere, there is a trend toward deterioration in the quality of mineral resources, including non-ferrous and precious metals, manifested in lower grade and higher complexity of ores. The proportion of refractory ores is increasing, characterized by fine dissemination of metals in sulfides, intergrowth, and poor liberation of minerals during concentration, resulting in loss of base and precious metals to flotation tailings.Over the operation period, huge reserves (hundreds of million tons) of ore processing waste have been accumulated at mining and concentration operations. Because of the imperfections of the previously used ore concentration technologies, the content of precious and base metals in flotation tailings is comparable with the grades of the ores being currently processed. Therefore, old tailings can be viewed as an additional reserve of non-ferrous and precious metals. The works (DEN, 1997; Lyman, Johnson, & Guerney, 2000) demonstrate that, tailings containing sulfides (sulfur, copper, zinc, and other metals) are a potential environmental hazard since they produce acid drainage water containing toxic components. Processing those tailings would require designing an effective technology for recovering useful components and protecting the environment."

&apos;T. C. MERRIMAN, New Haven, Conn. (written discussion *).-This most interesting paper gives much carefully obtained and valuable data. However, there are two points in connection with the commercial application of such data that might possibly be a source of trouble and mis-understanding. In the first place, the examination of thin sections of annealed brass, subjected to standard Brinell test.(500 kg. on a 10-mm. diameter ball) at thicknesses from 0.075 to 0.150 in. (1.9 to 3.8 mm.) indicates that cold work has been performed on the specimen during the application of the load sufficient to extend way through the section, and have the hardness of the metal affected by the backing. If the usual steel support is used, this effect is very evident. If a piece of soft brass is used as a support, there is an indentation in the surface of the support accompanied by a bulge on the under side of the tested specimen opposite the impression made by the 10-mm. ball. The result is that Brinell specifications (governmental or otherwise) on stock for a certain purpose may not be fair in all cases, since manufacturers, owing to differences in equipment, etc., may not all use precisely the thickness and conditions of stock on which the Brinell specifications were based. This would mean that the government Brinell specification might not give them the temper of stock best suited for their manufacturing methods. The concluding paragraph of this paper, stating that "the hardness of cartridge brass may be determined with greater accuracy by the Brinell hardness measurement than by attempting to judge it from the grain size" appears to be in line with the movement of the last year or so among brass manufacturers toward substitution of the Brinell test for microscopic examination as an acceptance test on cartridge brass. The statement may he strictly true that the Brinell test is the best test for hardness, but it is not, as the statement might readily be construed, a sufficient test of suitable condition. For instance, some cartridge brass might accidentally have been overheated to a point where it would be distinctly unsafe to use for the manufacture of small arms cases and then be so rolled (reduction 3 to 5 per cent.) as to pass perfectly proper Brinell specifications. Under such conditions the microscope would reveal its unsuitability where the Brinell test had failed so to do.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. The United States Army Corps of Engineers (USACE) Sacramento District awarded a $64 million construction contract in February 2020 to the Maloney Odin Joint Venture for 3 mi (4.8 km) of levee improvements along the Sacramento River East Levee (SREL). This project kicked off approximately $1.5 billion of work to upgrade levees along the American and Sacramento Rivers and widen the Sacramento Weir and Bypass. The project received the 2021 ASCE Region 9 Project of the Year Award. Contract 1 improved levees along five segments of the river, the longest segment being a 2 mi (3.2 km) reach from Garcia Bend Park to the Freeport Intake Facility in the Pocket neighborhood of Sacramento.
