"The objective of this paper is to demonstrate how the optimum cut -off grade can be calculated for typical large tonnage openpit mines. In the examples, it is assumed that the concentrator tonnage is fixed and that there are no market restrictions. The mining rate is assumed to be variable. This is usually the situation at an operating property.ModellingA model of the ore body is required to examine alternate cutoff grade strategies. The model must be accurate in its relationship between grade and tonnage. Table I shows a typical relationship between ore tons and grade for various cut-off grades. The average strip ratio is also shown. For higher cutoff grades, the ore tonnage is decreased and the ore grade is increased. Strip ratio increases with the cut-off grade.Using the relationship between ton s and grade, and assuming a homogenous, long life orebody, a simple calculation of the optimum cut-o ff grade can be made. The objective is to maximize the present value of cash flows. For the long life homogenous orebody example this objective is satisfied by maximizing present cash flows.Cash flow is calculated by subtracting operating cost from revenue . Operating cost will increase with the cut -off grade as the strip ratio increases."

This report (part 3 of a five-part series) presents computer programs for evaluating moments and moment relationships of the generalized probability distributions extended or developed in parts I and 2. The principal program is for evaluating the first three moments and moment relationships of the compound-multinomial distribution for finite as well as for infinite populations. This is the generalized distribution for sampling to some amount of items per sample. Another program is for evaluating the first four moments, the moments of the mean, and the moment relationships of the multinomial and generalized hypergeometric distributions. This is a general moment program in sampling to some number of items per sample or for sampling to some number of samples. This program will accept either ungrouped data, frequency data, or probability data.

Present and emerging technologies are renewing interest in domestic rare earth elements (REE) production. REE deposits throughout the North American Cordilleran alkaline-igneous belt are being re-examined for their economic potential. In New Mexico, the mineral deposits found in this belt are associated with Eocene–Oligocene alkaline to calc-alkaline igneous rocks. Four areas in New Mexico have been examined for their REE potential. The chondrite-normalized REE patterns are similar for all four districts, even though different REE minerals are found. Crandallite, xenotime, bastnäsite and brookite are found in fluorite veins and carbonatites at Laughlin Peak. Bastnäsite was extracted during fluorite processing from 1954-1980 from the Gallinas Mountains, where samples as high as 8% total REE are found in fluorite veins. Other REE minerals include agardite, parasite, xenotime, and monazite. Allanite, thorite and as much as 8133 ppm total REE are found in fluorite veins in the Capitan Mountains. In the Cornudas Mountains, exploration along the outer edge of the Wind Mountain nepheline syenite laccolith and within phonolite dikes, plugs, skarns and carbonate-replacement deposits in Chess Draw contain as much as 3110 ppm TREE, hosted in eudialyte, monazite, bastnäsite, and calciocatapleiite.

"CONSTRUCI'ION OF SHERRITT'S CONCENTRATORSSherritt Gordon is operating two mills north of the 56th parallel, and is presently engaged in building a third. The author was closely involved in the design and construction of all three of these concentrators.The Lynn mill is the oldest of these three concentrators-it is a 4,000 ton per day nickel-copper plant built in 1953. The Fox mill is a 3,000 ton per day copper-zinc concentrator built in 1970. The Ruttan mill will be a 10,000 ton per day copper-zinc plant scheduled to go on line in July 1973.LYNN MILL The Lynn mill including the crushing, concentrating, drying and load out plant is about 69,700 square feet or 17.4 square feet per ton per day. '!his plant was originally built in 1927 at Sherridon, 150 miles south of Lynn Lake, as a 2,000 ton per day copper-zinc plant. In 1952 the plant was moved by tractor train to Lynn Lake. The whole plant was re-oriented within the original perimeter walls as a 2,000 ton per day nickel-copper plant. This plant was expanded to 4,000 tons per day by the addition of t1-Jo rod mills and a 5-1/2 short head crusher in 1959.The Sherridon mill processed its last ore in Sherridon in September 1951 and the first load of nickel concentrate was loaded at Lynn Lake on November 9, 1953 when the railroad arrived at Lynn Lake.The site for the Lynn Lake mill was cleared of overburden in the summer of 1952 and foundations for structural steel and SO!l8 equipment foundations were poured the late summer and fall of 1952 • Steel was erected from January to June 1953. Most of the equipment came in from January to March of 1953 by tractor sleighs. Sane sleighs upset but no equipment was lest through the ice."

J. P. Nielsen—The data that Dr. Dunn and his associates have been obtaining are welcome checks on the theoretical aspects of grain boundary energies. With reference to the comments on the validity of the inter-facial tension concept, I should like to say that I have been having considerable difficulty myself in untangling the confusion between "interfacial tension" and "interfacial energy." The confusion however resolved itself for me when I learned that "interfacial tension" for solids, or at least crystals, is used with two distinct meanings. One meaning12. ' "hat is implied for "interfacial tension" is the work necessary to produce or increase the surface of the solid in question by a unit area, temperature and pressure held constant. This comes from the somewhat surprising but simple fact that surface tension and surface energy in the case of liquids are identical quantities. This synonymity has carried over to crystals, where it should be kept in mind that the tension connotation has meaning only by analogy with liquids and that no real stresses are being referred to. The only reason that there is apparently a set of stresses acting at a grain boundary junction is the optical illusion that liquid interfaces are being observed for the grain boundaries. The other meaning3,14,15 for the term has to do with actual states of stress in the surface of a material as would be measured by a system of forces applied to the surface to equate the surface stress state with that in the body of the crystal. J. B. Hess—Since the authors have proposed that the surface tension concept should be discarded in order to deal with the general case of interface energies in solids, their attention should be called to a recent paper by Gurney." The latter has shown, from a thermodynamic argument, that surface tension is a valid concept in solids. In fact, Gurney has rejected the idea that surface tensions are merely mathematical fiction and, instead, has given an interpretation of their physical reality. Finally, he has concluded that, as long as appreciable atomic migration takes place, specific surface energies and surface tensions must be equivalent in solids as well as in liquids. Accordingly, the authors' eqs 2 and 3 can be written with equal accuracy in terms of interface tensions, simply by replacing each E,! with its numerically and dimension-ally equivalent Interfacial tension ?,,. If the interfacial tensions (or specific energies) are independent of interfacial orientation, as is true in liquids, then the general equations that define the geometry at equilibrium of the common junction of three interfaces reduce to eq 1. However, neglect of the effect of boundary orientation is never completely justified theoretically' in dealing with crystalline solids; hence, use of eq 1 in such cases must always be considered as an approximation, though clearly a reasonable one for many purposes.1,2 At the same time, one should not be surprised that the assumption that interface tensions in solids are free from orientation

"Abstract -Biotite from aplite that appears to have crystallized simultaneously with disseminated Cu-Mo mineralization at MacLeod Lake in northern Quebec yields K-Ar dates in the range 2032 ± 44 Ma to '2f1:)1 ± 47 Ma. The mean value, 2065 Ma, is some 400 Ma younger than the 2485 ± 64 Ma date obtained from a hornblende concentrate separated from a granodiorite sill that is spatially, but apparently not genetically, associated with the disseminated Cu-Mo deposit. The mean biotite date of 2065 Ma at MacLeod Lake, a K-Ar date of 2055 Ma reported from an area 50 km east of MacLeod Lake and published dates of about 2000 Ma for galenas from the Chibougamau Cu-Au ores, suggest a widespread thermal and mineralization event, in that part of the Superior Province east of James Bay, that differs from the common late Archean mineralization that is related to volcanism and metamorphic-intrusive activity.Sommaire - Les datations au K-Ar sur des biotites qui auraient cristallisé en même temps que la minéralisation disséminée en Cu et Mo dans une aplite mise en place au Lac MacLeod, au nord du Québec, s'échalonnent entre 2032 ± 44 Ma et '2f1:)1 ± 47 Ma. Heflin, a town with a population of approximately 1,700, is the nearest shipping point for freight and express. It is on the Southern Railway, between Birmingham and Atlanta. A rural mail route passes within quarter of a mile of the mine. Paved reads from Heflin lead to Atlanta, Birmingham, and Montgomery. The country Toads leading from Heflin are well-maintained but are practically inaccessible during inclement weather. The road crossing the property within a hundred yards of the mine needs grading and repairing (see fig. 1)."

The Bureau of Mines conducted electric furnace smelting tests on sintered flotation concentrate and siliceous log-washed are. The flotation concentrate was derived from the Maggie Canyon deposit of the Artillery Mountains area, Mohave County, Ariz., and contained, before sintering, 35.6 percent Mil and 19.4 percent Si02 + A1203. The log-washed ore was from the McGregor deposit of the Artillery Mountains area, Mohave County, Ariz., and contained 31.2 to 33.6 percent Mil, 19.5 to 27.6 percent Si02 + A1203, and 2.5 percent Pb. This work was undertaken to determine the most effective smelting technique for producing standard products from such nonspecification ore and concentrates. The objective was to collect data, using a small furnace, which would be reasonably accurate and permit extrapolation to large-scale practice for comparing with results on specification-grade are.

IT SEEMS particularly appropriate that, in celebrating its Diamond Anniversary, the Canadian Institute of Mining and Metalturgy chose our Province of British Columbia as its locale in this, our own Centennial year. I am sure your organization is justifiably proud of its achievements and growth over the period of its sixty years, and we, for our part, are justifiably proud of our growth over our first one hundred years. With your kind indulgence I pro-pose to talk to you today about our industrial growth, or, to put it an-other way, to highlight, historically, our progress in industrial development over the past one hundred years, and to take the liberty of speculating on what we may reasonably look forward to over the next few years. I am sure, Mr. Chairman, that some may have questioned the appropriateness of a talk on the industrial development of British Columbia to the Canadian Institute of Mining and Metallurgy. However, strangely enough, we in British Columbia owe our origin, constitution-ally and industrially, to the mining industry.

THE 400-ton testing machine, ordered in June, 1875, by the United States Board appointed to test "iron, steel, and other metals," has lately been completed at the Watertown Arsenal, thoroughly proved and accepted by the Board. The excellence of the machine in every respect is more than satisfactory, and its accuracy is at first sight astonishing, although an investigation of its principles must show that if the weighing apparatus will weigh at all, it must do so with perfect accuracy, because all its movements are absolutely without friction. The proof experiments were numerous, and the effects of recoil after sudden ruptures at maximum loads, were watched with great care, but without much anxiety, because the weighing parts affected are by no means delicate in structure, and their motion is almost infinitely small. Among the tests were the following : A forged link of hard, wrought iron, 5 inches in diameter between the eyes, was slowly strained in tension, and broke short off with a loud report at 722,800 pounds. The diameter before breaking at the point of fracture was 5.04 inches; after breaking, 4.98 inches. In order to see if the weighing parts had been disturbed by the recoil, which was obviously near the greatest recoil the machine will ever suffer, a horse-hair was next tested ; it was 7-1000ths of an inch in diameter; it stretched 30 per cent., and broke at 1 pound. Other horse-hairs vary in tenacity between 1 and 2 pounds. Of course, the accuracy of the machine on such delicate specimens, and indeed on specimens having some hundreds of pounds tenacity, has been checked and proved by other weighing machines. A 5-inch round bar, turned down to 3 5/8 inches diameter along the centre, was pulled apart at 430,200 pounds tension. Then some more horse-hairs were tested ; also copper wires 19 1/2-1000ths of an inch in diameter, which averaged 25 pounds tenacity..

"The Sä Dena Hes Joint Venture Mill was designed to process 450,000 tonnes per year of ore grading 11.3% lead and 13.2% zinc.Run of mine ore is crushed in a jaw crusher and then ground in a closed circuit SAG mill and ball mill. A standard differential float in conventional flotation cells produces quality lead and zinc concentrates. Dewatering of concentrates is achieved using high rate thickeners, lamella clarifiers and pressure filters. Process water is 100% recycle.Plant design was based on metallurgical test work performed on drill core samples. The plant is operating at better than design specifications.INTRODUCTIONSä Dena Hes Joint Venture was formed in 1989 to develop the Sa Dena Hes lead/zinc sulphide mine, located approximately 45 km north of the Town of Watson Lake, Yukon. The mine is owned by a Joint Venture partnership between the operator, Curragh Inc. (87.5%) and Hillsborough Resources Limited (12.5%).The project was completed in a record ten months, working throughout the severe Yukon winter and through an abnormally wet spring and summer. The first truckloads of concentrate were shipped from the mine on August 1, 1991.The mill currently processes 550,000 tonnes of ore per year grading 6.9% lead and 11.5% zinc. Ore is crushed in a jaw crusher and ground to 60% passing 75 microns in a closed circuit operation of one SAG mill and ball mill. Using conventional flotation cells a 150,000 tonnes of concentrate is produced in a year with lead concentrate grading 78% lead and a zinc concentrate grading 60% zinc at overall recoveries of 89% and 90% respectively.Concentrates dewatering is accomplished using high rate thickeners, clarifiers and pressure filters. The lead concentrate and zinc concentrate contain 5.4% water and 7.8% water respectively. Concentrates are trucked to Skagway, Alaska for subsequent shipping to overseas smelters."

"Building retaining walls in an urban area is becoming more diffi cult due to right-of-way restraints. Using standard concrete cantilever walls requires a construction easement behind the walls for installation, which for the most part is unavailable. To install these types of walls in a limited right-of-way requires extensive temporary walls to minimize the construction easement. Top-down construction walls utilizing tie-back anchors for support require either the purchase of the right-of-way or underground easements in the area of the anchors.These problems faced the Department on Interstate 75 widening in Knoxville, TN in an area of a large cut. A multi-story Insurance Building and a large commercial Retail Center were located at the top of the cut. To prevent any impact on the buildings, the walls had to be placed within a limited area. The option of buying the properties was prohibitively expensive. Due to the height of the two walls and the variability of the underling rock line, contiguous caisson pile cantilever walls were contemplated as the only wall type that would be appropriate. The cost of the two walls was estimated to be very close or even higher than the cost of purchasing the two buildings. The Department believed that there must be a better way to deal with the problem. A vertically tied-down pile frame wall constructed from the top-down with a concrete facing was developed. This allowed the construction of the walls to be restricted to the available limited area and provided substantial savings for the State. INTRODUCTIONThe widening of I-40/75 has been a major transportation project in the Knoxville area which is being constructed by the Tennessee Department of Transportation. The project includes 18 Retaining Walls and 13 Bridges. Two of the 18 Retaining Walls, refer to Figure 1, are to support two valuable properties, one being an insurance company housed in a multi-story offi ce building and the other a suburban shopping center which were appraised at $13.0 million and $5.0 million respectively. Due to the 31 ft. (9.5m) maximum height of each of the two Retaining Walls and the limited Right-of- Way of 15.0 feet (4.6m), a contiguous caisson pile cantilever wall was proposed for each of the two retaining wall sites with an estimated cost of $12.0 million each. The contiguous pile cantilever Wall is comprised of a line of caisson piles socketed into underlying competent bedrock. The design required that 4 ft. (1219mm) dia. piles be installed at 6 ft. (1.83m) centers, socketed into rock in order to provide lateral stability and restrict lateral wall movement to acceptable limits. The line of caissons would be fronted with a cast-in-place concrete face wall."

I HAVE to announce with great regret that our distinguished honorary member, Louis Gruner, died in Paris in March last. The Institute, in his death, has lost one of the first as well as one of the greatest of its honorary members. I speak with great feeling, as he was both my instructor and my friend ; and I am sure that if he could hear what I am about to say of him, lie would object to it. Mr. Gruner's modesty was such as even to prevent, except in his own Corps, the thorough appreciation of his work in his own country. I think be mas better appreciated by those who are familiar with his labor in almost any other country than his own. A just man, a thorough scholar, a great investigator, he was so unselfish that almost the last act of his life, and the last letter he signed, only a few hours before his death, had for its ohject to render a service to one of his former pupils. I think no one who mas ever associated with him could forget, in the greatness of his learning, the sincere and earnest friend, mho was always ready to render a service, where such service could be rendered even at great inconvenience to limself. His own motto, "Sein, nieht schein;" that is, "Be, not appear to be," was singularly descriptive of his character; and, what is more than all, he was one of the most earnest Christian men with whom it has ever been mv. good fortune to be thrown in contact. There are few such men. He was one of the greatest metallurgists that Europe has ever produced; a man the more remarkable because, though known to most of us as a metallnrgist, some of the best work of his life was in the domain of geology to which he contributed very important researches and memoirs, which will remain permanently among the valuable additions to the geology of his own country. He was, at the same time that he was the greatest metallurgist in Europe, a brilliant chemist, a thorough geologist, a distinguished professor, and an expert, practical miner, whose advice and methods had only only to be known to be followed. Mr. Gruner was born in Smitzerland in 1809, and graduated from the Polytechnic School of Paris in 1530 and entered the School of Mines, from which he graduated with distinction in the Corps of Government Engineers of Mines at an early age, and was immedi-

This bulletin covers all mines in the United States that were operated in 1936 to produce metallic ores and all mines that were operated to produce nonmetallic minerals other than coal, stone, sand, gravel, or their products. Reports from mine operators revealed a better safety record for fatal accidents in 1936 than in any other year except 1934 during the 26 years for which annual surveys of accidents in the mineral industries of the United States have been conducted by the Bureau of Mines. On the other hand, the record for nonfatal injuries, although better in 1936 than in any year prior to 1930, was not as good as it was from 1930 to 1935, inclusive.

Background The mine is located in Ebensburg, Cambria County, PA. Cambria County is located within the Allegheny Mountain section of the Appalachian Plateau Province. The geologic structures in the mine area included folds, faults, joints and cleats in the coal. These geologic structures seem to have genetic relationships with the Allegheny Front (lannacchione and Puglio, 1979). The mine's geologic structures have been influenced mainly by Ebensburg Anticline and Wilmore Syncline (Watson, 1979). Current longwall panels lay along the western limb of the Wilmore Syncline oriented south 30° west. Surface topographic relief in the area is less than 152 m (500 ft) and overburden thickness varies from 183 to 244 m (600 ft to 800 ft). The coal seam in the mine is part of the Lower Kittanning Formation. The thickness of the B-seam is the subject of discussion. It varies from 1.2 to 1.5 m (48 to 60 in.) and consists of two parts. The lower part is 1.1 to 1.2 m (44 to 48 in.) of soft coal and the remainder is bony coal. The coal seam dips slightly from 0° to 6° to the east-south direction. Panel entries are driven 61 m (200 ft) wide, consisting of three 5.5 m (18 ft) wide entries and two pillars 24.4 x 30.5 m (80 x 100 ft) centers. The mine has a history of cutter roof problems in the entries (Fig. 1) that has delayed the advance rate of entry development considerably and the cost of maintaining those entries is very high due to the requirement of very heavy artificial supports (Fig. 2). Due to excessive convergence in the headgate, installation of additional support and often resetting of steel beam, to provide enough clearance, in these entries imposed additional delay during the retreat of the longwall face, as the shearer cuts coal adjacent to the headgate and shield support at the headgate needs to advance under the steel beams (Fig. 3). The well-established on-line particle size analyzer OPUS manufactured by Sympatec GmbH, has been successfully implemented in several mining and industrial minerals project. OPUS monitors the particle size distribution in 31 fractions as well as the solid concentration in opaque and highly concentrated ore and mineral slurries on-line in real time e.g. behind mills or cyclones applying 31 ultrasonic frequencies for highest resolution. Ultrasonic extinction overcomes all limitations known from optical and mechanical systems like contamination, blockage and wear. OPUS measures slurries in their original state without any dilution, hence no extensive sampling procedure or sample conditioning is required thus no dilution errors occur. Due to the OPUS design and suitable algorithms entrained air bubbles do not affect the quality of analysis at all. In underground mining operations, the over- riding issue has to be protection of worker health and safety. The employees underground, making a living in a dangerous occupation, know these are major issues. These men bargain their lives and health on the presumption that the operating management knows its business, and they, the underground employees, can pursue their occupation with the assurance that management has provided a safe and healthy ambient underground environment. When management assumes the mantle of protection of underground workers, it has to be positive that qualified engineers have designed the project, and that capable operating personnel are in charge and always available. Those persons with these responsibilities must be knowledgeable in the engineering and occupational health aspects of sine ventilation. The ultimate function of a mine ventilation system is to provide a comfortable, healthy and safe ambient environment for the underground workers. The attainment of these objectives has been complicated with the increased application of electrical equipment and diesel-powered mechanized mining equipment underground (discharging toxic diesel emissions); increased production rates with the attendant increased production of airborne dust; and mine development in increasingly hostile mineral formations containing combustible strata gases, radon gas emissions, along with high heat and humidity. In general, the modern mechanization of present mining operations has resulted in a sore complex set of problems for the engineer planning the underground ambient environment.

This report describes the feasibility of mining the oil shale deposits of the Piceance Creek basin in Colorado by an integrated open pit system. The study is based upon a comprehensive analysis of pertinent environmental, economic, and engineering factors. Ten mining cases are investigated, and the mine design and cost estimates for each case are presented in this report. Nine of the cases represent three cutoff grades, defining oil shale ore as equal to and above 15 gallons per ton (gpt), 20 gpt, and 25 gpt at three ore production levels of 500,000 tons per day (TPD), 1,250,000 TPD, and 2,500,000 TPD. The tenth case is an alternate design of the 500,000 TPD production rate at the above 15 gpt cutoff grade. The report consists of Volume I, a technical and cost comparison of the ten cases; Volume II-Part I, a detailed explanation of the estimating methods used; and Volume II-Part 2, a more detailed discussion of the technical and cost features of the ten cases than is presented in Volume I.
