The National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health (NIOSH) has undertaken a collaborative study with the Mine Safety and Health Administration (MSHA) to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), withstand the underground coal mining environment with regard to both physical damage and aging. Apparatus tested included the CSE SR-100, the Draeger OXY-K Plus, the MSA Life-Saver 60, and the Ocenco EBA 6.5 and M-20. This report presents findings regarding laboratory-tested SCSRs in the tenth phase of testing, from July 2004 to March 2006. The SCSRs were tested on a breathing and metabolic simulator and on a human subject walking on a treadmill. The tests performed in this study are not the tests used for certification (Title 42 of the Code of Federal Regulations, Part 84). The tests performed in this study continue until the apparatus are empty to enable comparison of new versus deployed apparatus. The method for obtaining deployed SCSRs for this evaluation was not a random selection from the deployed population of SCSRs. We sought older apparatus with visible environmental impact rather than newer apparatus, and we attempted to sample a wide range of deployment modes. Although the results of these tests are useful for observing performance of the tested SCSRs, they are not representative of all deployed SCSRs. This report is the last of 10 report phases begun in 1982. Previous reports describe phases 1 through 9 [Kyriazi et al. 1986; Kyriazi and Shubilla 1992, 1994, 1996, 2000, 2002, 2004, 2006] A new evaluation protocol, with revised sampling strategies, test methods, and reporting procedures, is currently being designed to enhance the applicability of the results. The results of these studies suggest that the large majority of SCSRs that pass their inspection criteria can be relied upon to provide a safe level of life support for mine escape purposes. However, the storage and handling in the mining environment seems to have caused performance degradation in some of the apparatus. In this phase, phase 10, we found some CSE SR-100s (93 tested) that exhibited high CO2 levels, stuck-together breathing hoses, starter-O2 failure, breathing hose punctures and tears, high breathing pressures, and loose particulates in the breathing hose. The loose particulates caused coughing in human-subject tests. One MSA Life-Saver 60 (20 tested) in this phase had a stuck-open relief valve. One Ocenco EBA 6.5 (50 tested) had an unattached O2 supply hose. An unexplained phenomenon occurred with two Ocenco M-20s (20 tested): low O2 flow rates preventing their successful use. Almost all of the failures noted involved units that failed their inspection criteria.

The proposed process is based on creating a controlled frothed layer of molten slag, in which fine particles of carbonaceous reductant and raw material to be processed are mixed with emulsified iron. Frothing of the slag layer without external blowing occurs as a result of intensive evolution of gaseous reduction products. The froth reaction process is maintained due to the heat of an electric arc in the slag layer. When the metal bath is heated by the arc to 1400- 1 500°C, the low temperature of the slag surface of about 1200-1 300°C is maintained due to low thermal conductivity of slag froth preventing heat loss. In order to maintain the required slag froth level and control the process temperature, air tuyeres are installed above the slag bath; blowing air serves also for oxidation of zinc in fumes and for its transportation. High adsorption and thermal insulating properties of slag froth ensure virtually complete elimination of dust and mist entrainment along with low heat losses. The main macrokinetic regularities of the carbon thermal reduction of zinc-containing slag melts have been studied under frothing conditions. The mechanism of formation of gas-slag emulsion has been identified under the conditions of reaction [C]+[O]=CO occurring locally at the slag-metal interface. It has been demonstrated that under the froth reduction conditions the zinc removal rate from the melt increases on the average by 3 to 5 times. Based on the physical and chemical data obtained, basic principles of the dezincing technology have been developed for different intermediate oxide iron-containing products produced in the process of ferrous and non-ferrous metals production.

VISIT TO THE COUNCIL FOR SCIENTIFIC AND INDUSTRIAL RESEARCH On 23rd June, 1970, members of the Institute visited the C.S.I.R. in Pretoria. More members had booked for this tour but the current flu epidemic caused cancellations which was unfortunate. The visit was organised with military precision, which prevented detailed discussion of any particular subject, but provided a bird's eye view of a large number of interesting projects. The visit was packed with interest for all and those requiring further information were invited to contact the relevant divisions afterwards. Or Denkhaus welcomed the delegates and stressed the importance of integrating research efforts with industry's requirements. An excellent colour and sound film was shown which depicted the work of the Rock Mechanics division. This showed very clearly methods used for preparing rock samples and demonstrated the machines and instruments for the various tests. It made one realise the extent to which this research has been integrated with the actual mining situation. The fullscale experiments underground showed the failure of pillars under applied loads and were very interesting. This is undoubtedly a film which all mining people should see. After the film the rock mechanics laboratories were visited where the actual machines were seen and described. We then visited the metal and strength mechanics sections where the metallurgists were able to see some interesting experiments and tests. We also visited the Aeronautics Research group where a large 1 000 hp wind tunnel was inspected. We were told enough about this to realise something of the complexities involved in the design and operation of a closed circuit tunnel of this type. The tunnel is used for tests on models which are necessary for the design and modification of aircraft. After a very excellent lunch at the C.S.I.R. recreation centre, the delegates attended two lectures-one by Mr. Mandersloot of the Chemical Engineering group, who outlined the varied functions of this group and told us something of their work. Of particular interest was the research into the suitability of various South African manganese ores for dry cell batteries. Work on the thickener settlement studies interested the metallurgists. The second lecture was given by Mr Donaldson of the National Building Research Institute. This Institute has about ten divisions each of which covers a particular aspect of building research. The work of the soil mechanics division was described in detail and illustrated by coloured slides. This was particularly interesting and demonstrated clearly how building failures result from lack of attention to detail of construction where unstable soil conditions exist. Cracks in walls of compound blocks brought the subject home forcibly to the mining delegates. This division has also caried out important work on sinkholes and sUmes dams and produced some positive results. Altogether the visit was most interesting and enjoyable. It was made more worthwhile because the emphasis was on the work being carried out and not on just seeing the laboratories. The Institute is greatly indebted to the C.S.I.R. and its staff for the very excellent arrangements made.

The methods of reinforcement to be discussed in this paper are all insitu methods, ones that can be used on the soil structure as it exists in the ground, and do not rely on excavation and replacement of the soil. Current practice in the United States, as well as new ideas and methods, will be discussed as they relate to slope stability, retaining walls, and to other uses such as control of mine or cavity related subsidence and to liquefaction control under existing structures. The method is based on the concept of "nailing" or reinforcing the soil in place, and thereby causing a mass of soil to act as a coherent unit. When performed properly, a true gravity structure can be constructed, one that will remain intact under both horizontal and vertical loadings and that will also resist vibrational and seismic loadings.

On June 14, 2023 Jay Dee Contractors’ Tunnel Boring Machine (TBM) “Phoenix” holed through and completed mining the second drive of the I-75 Segment 3 Storage and Drainage Tunnel. Completion of the tunnel came only after overcoming several challenges, including a groundwater intrusion event which deposited thousands of cubic yards of wet ground material into the tunnel. This paper will discuss the events which delayed completion of the tunnel by over nine months, the risk management and construction approaches assumed by the Design-Build team during bid, several challenges faced by Design-Build teams when building stormwater resilience tunnels using traditional Department of Transportation standards, and recommendations for improving risk allocation and proposal documents for future similar Design-Build tunnel projects.

Graphs representing the standard free-energy of formation as a function of temperature for 21 fluorides are presented, along with estimated values for the standard free-energy of formation of 20 atedadditional fluorides. A few of the many possible uses of these data in metallurgical calculations are discussed, including the fluorination of oxides, sulphides, metallurgicaland chlorides, and the reduction of metal fluorides. RECENT papers which have presented free-energy data for oxides, sulphides, chlorides, carbonates, sulphates, and silicates in the form of free energy vs. temperature plots,1-5 have found important uses in teaching and metallurgical development work. This method of presentation of thermo-dynamic data serves to make available in readily usable form thermodynamic constants which are scattered throughout the literature, and to show by graphical means the stability relations which exist between the compounds of a given type. It is certainly desirable to have these free-energy-temperature diagrams for as many types of compounds as are of present or potential use in metallurgical processes. Thus, even though there are but few uses of metallic fluorides in extractive metallurgy today, the potential uses of fluorine processes are of great importance and serve as the principal justification of this paper. Recent developments in the production of fluoro-carbons have resulted in vastly improved methods for the production and handling of fluorine and corrosive fluorides, with consequent reduction in costs.".' The extractive metallurgist should no longer overlook possible fluorine processes when development of a new process for a relatively high unit-price metal is being considered. In a previous paperv he author outlined in some detail the importance and use of free-energy data in metallurgical calculations and also discussed the properties of a standard free-energy vs. temperature diagram. The same method of presentation is adopted in this paper, and the reader is referred to the earlier work for explanations of the use of free-energy data. Thermodynamic Data This paper presents standard free-energy vs. temperature diagrams, Figs. 1 and 2, for those fluorides for which the major thermodynamic constants are known. In the calculations of the standard free-energy of formation (AGO), values of the enthalpy of formation at 298°K (?Ho,) were taken from "Selected Values of Thermodynamic Constants"8 most of the values of standard entropy at 298°K (S°298) were taken from "Selected Values"," but in a few cases the values given by Kelley9 ere preferred; data for the Phase changes came from "selected Values" and several of Kellley's publics- tions;0-12 and most of the specific-heat data were taken from Kelley.l0 The appendix gives a detailed list of the sources of the data. As explained in an earlier paper,6 he accuracy of some of the standard free-energy relationships is not high. An error of +1 kcal at 1000°C is expected in most of the curves of Figs. 1 and 2. The error may be as high as +3 kcal in some of the curves. Rather than attempt to estimate the reliability of each curve, the source of the data used is reported in the appendix, and the reader may compare these data with newer values as they become available. Figs. 1 and 2 fail to show values for the fluorides of many important metals. In most cases this is because the entropy of the metallic fluoride is unknown. For preliminary calculations it is often useful to have available the best estimate of an unknown datum, rather than no information at all. With this in mind, Table I lists estimated standard free-energy values for a number of important metallic fluorides not included in Figs. 1 and 2. The values reported in Table I were, calculated by Brewer et al.13 and are based on estimated entropy values. The estimated uncertainty of the values for each fluoride were calculated from the uncertainty values given by Brewer1' for ?H°, and the entropy function.

The production of precipitated silica in the United States is about 145,000 tons of SiO2 and its prices vary significantly (from $ 1 to $ 4.5 per kg) depending on the area of its application. One of the most important parameters is its specific surface characterising dispersion (particle size and shape, presence or absence of pores), at a certain value of which the material acquires new properties and quality. At present, a technology has been developed for processing slag from phosphorus production to produce precipitated silica (‘white soot’) with a high specific surface and the possibility of extracting valuable components such as rare-earth metals (REMs) into a product enriched with them has been shown. However, the content of impurities in the deposited silicon dioxide, such as aluminum and iron, is above acceptable limits and may affect the quality of the final products. Therefore, along with the structure and specific surface, a very important characteristic of ‘white soot’ is the chemical purity of the material. In turn, calcium oxide occupies a significant share in the concentrate of rare-earth metals, which affects the content of ΣREMs oxides, which does not exceed 17.3 %. The low content of a valuable component may affect the feasibility of further processing. For the most complete utilisation of phosphorus slag, the authors propose a method for their acid processing, which allows for minimising the conversion of impurities to finely divided silica and collective concentrate, which will improve the quality of these products. Interpretation of earth resistivity data involves not only obtaining depth to interfaces but also determining the nature of formations from their resistivity characteristics. Moore's method of interpretation envisages obtaining depths to the interfaces alone. A simple method of estimating the true resistivity values of formations by applying Hummel's formula of average resistivities is proposed. The method would increase the interpretative value of Moore's method as originally proposed. For most of the earth resistivity measurements, the four-electrode configuration developed by Wennerl is employed. In principal, the method consists of energizing (Current I) the ground through two outer electrodes and measuring the resultant potential (v) between the two inner electrodes. The configuration is such that the separation (a) between any two successive electrodes is equal. The apparent resistivity (pa) for such a configuration is given by 2p- a (V/I). By increasing the electrode separation (pa vs a) curves are obtained. Ideally, a homogeneous isotropic formation underground has a characteristic resistivity. However, the field conditions do not present such ideal cases. Almost invariably, even in the same geological bed, the physical conditions are widely different at different parts in the bed. It is further shown that the penetration of the current into the ground for a given horizontal electrode separation, a, is roughly down to a depth, equal to a. It is therefore, evident that the apparent resistivity calculated from the field observations is a weighted average of the resistivities of the materials present down to this depth. With some prior knowledge about the relative dispositions of the geological formations and their physical conditions, it would be possible, by resistivity surveys, to obtain characteristic resistivities for these formations. It is, thus, that the apparent resistivity-electrode separation curves enable one to decipher the resis- tivity distribution at various depth levels and therefore the nature of the geological formations present. Both empirical and theoretical methods have been developed for determining resistivity characteristics of the various formations. The theoretical methods proposed by Tagg2 and Roman3 are derived from studies of the potential distribution on the surface due to the presence of layers of widely differing resistivities underground. The more recent methods of Wetzel and McMurry4 and Wetzel and Mooney5 are but extensions of the original Roman method of superposition. These methods suffer from lack of similarity of the actual field conditions with those of assumed conditions in developing the theory. The empirical methods such as the one developed by Gish and rooneY6 depend purely on personal observation and local peculiarities, and are applicable only for those limited areas. Out of the empirical methods, moore's7 cumulative resistivity method is still found to be applicable in several localities of differing conditions. While Reudy in 1945 adduced some theoretical justification for the method (Eve and Keys),8 Muskat9 and Mooney 10 tried to show the lack of theoretical basis for the same. It is, however, observed that the method in practice "forms a valuable means of successfully attacking the apparent resistivity curves which fail to respond to the Gish-Rooney, the Tagg or the Roman logarithmic methods" (Ramachandra Rao). 11 Comparatively good results are also reported by Melbyel2 by employing Moore's method in interpreting the resistivity results obtained for ground water in the city of Gunnison, Colo. MOORE'S METHOD As has already been pointed out, the application of the theoretical methods is time-consuming, laborious and sometimes not applicable for quick and accurate interpretation of the field data. moore7 has developed a quick method for obtaining depths to interfaces by plotting the cumulative sums of resistivities, against the corresponding electrode separations a instead of plotting the usual Pa — a curve. In this process of continuous integration, corrections for small variations in resistivities, arising due to local surface conditions or adjacent layers, are made, while large consistent variations are brought out

No. 49 (13.72) was obtained by Eggertz's method. Nos. 50, 51 (13.10, 13.10) were dissolved and oxitfized as before, the iron precipitated by oxide of zinc, filtered and washed four times with cold water; and the manganese titered hot with permanganate. A Mineração da Trindade (Samitri) is a major Brazilian iron ore producer. Founded in 1939, privately owned Samitri operates six mines with a total production capacity of 14.5 Mt/a (16 million stpy). The mines are located in southeastern Brazil in the state of Minas Gerais. They are operating in the iron ore quadrangle, Brazil's primary iron ore-producing region. In addition to iron ore production, Samitri has the capability to produce 350 kt/a (386,000 stpy) of ferruginous manganese ore from two mines, also located in the iron ore quadrangle. Historically, about 70% of Samitri's production of lump ore, sinter feed and pellet feed is exported. Destinations include Belgium, Luxembourg, France, Germany, Trinidad and Tobago, China, Turkey and the United States. Alegria Mine In September 1989, Samitri started a new processing plant to treat itabirite, a low-grade iron ore. The goal of the plant was to produce sinter feed (coarse fraction) and pellet feed (fine fraction). Primary separation of sinter feed from pellet feed was accomplished with conventional vibrating screens making a 0.4-mm (40-mesh) cut. The screen oversize was stockpiled as sinter feed. The undersize was deslimed with hydrocyclones and upgraded by conventional froth flotation. Resulting pellet feed grades ranged from 3% to 3.5% Si02. A change in pellet feed requirements by Samarco Mineração SA, a Samitri subsidiary, called for Si02 levels below 1 % and increased production levels. Moreover, market demands called for a change in sinter feed size distributions. Unfortunately, lower pellet feed Si02 levels could not be achieved with the existing process. This was because of the presence of 35% +0.15 mm (+100 mesh) in flotation feed. Flowsheet development. Laboratory and pilot-plant studies conducted at Samitri's research facility found that to achieve lower Si02 levels, the +0.15 mm (+100 mesh) in flotation feed must be kept below 5% to 10%.

New data on zirconium tetraiodide (ZrI4) have resulted from high-temperature enthalpy and X-ray powder diffraction studies conducted by the Bureau of Mines. These studies were undertaken as part of the Bureau's efforts to provide important thermodynamic data essential to the advancement of mineral resources technologies that can be employed with minimal energy requirements and minimal environmental degradation. Enthalpies were measured with a copper-block drop calorimeter. No transitions or other anomalies were found. Tabulated values are given from 298.15 to 772 K for relative enthalpy, heat capacity, entropy, and Gibbs energy function. Enthalpies are expressed in equation form and combined with data from the literature to calculate values of the standard enthalpy of formation and the Gibbs energy of formation. X-ray powder diffraction data indicate that ZrI4 is primitive cubic with a lattice parameter of 11.79 A and is isostructural with stannic iodide (SnI4).

"A novel hydrometallurgical process for copper recovery from waste printed circuit boards has been proposed, which consists of selective leaching of copper metal as Cu(I) by Cu(II) in ammoniacal alkaline solution, purification, and electrowinning. The distinct feature of this process is much lower power consumption during the electrowinning than that during the conventional one from acidic copper sulfate media, because the deposition of copper metal from Cu(I) at the cathode and the oxidation of Cu(I) to Cu(II) at the anode take place in the present method. In the laboratory-scale tests using waste printed circuit boards, high purity copper which contains 1.1ppm of impurities was obtained in a chloride system. INTRODUCTIONThe recovery of various metals from waste materials is an important issue in order to conserve the environment and metal resources. Copper is used for cables, electric appliances, etc., and is currently a very important material for industries and will continue to be in the future. Among the wastes that contain copper, one of the most complex recycling materials is electronic scrap like printed circuit boards (PCB), which generally contain 10-30% copper as well as plastics, fibreglass and other metals. There are two ways to recover copper, either pyrometallurgical or hydrometallurgical. Hydrometallurgical treatments generally have more flexibilities in the process scale and control. The separation processes tend to become complicated because of the poor selectivity during the leaching in the sulphuric and hydrochloric acid media. On the other hand, the use of ammonia as a complexing agent, gave a higher selectivity for copper leaching (Nigo, Majima, Hirato, Awakura, & Iwai, 1993; Majima, Nigo, Hirato, Awakura, & Iwai, 1993; Zhou, Shinme, & Anezaki, 1995; Koyama, Tanaka, & Lee, 2006) .In this study, recycling process containing leaching, copper deposition at a cathode and oxidation of copper(I) at an anode from ammoniacal alkaline solutions containing Cu(I) or Cu(II) is introduced. Furthermore, copper recovery from a waste printed circuit boards and impurity behaviour was examined in ammonia-ammonium sulfate (sulfate system) and ammonia-ammonium chloride (chloride system) systems."

Mining companies are slowly tapping into some successful concepts that have transformed other industries such as manufacturing, chemical, pharmaceuticals along with oil and gas.This paper provides an overview of various innovations and technology developments in mineral processing that have shaped the current mining industry. A glimpse of the present and future challenges in mining is also presented. An integrated approach to problem solving involving various stakeholders is gaining momentum and this has been reflected in this paper. THE paramount subject of interest and concern at the present time is the readjustment in economic conditions following the cataclysmic disturbance produced by the war and the misconceptions leading to an orgy of extravagance that prevailed during two years following the armistice he, time is too short for me to undertake to review the nature and extent of the upheavals occurring between August, 1914, and October, 1920. Bulky volumes will be written about them. . But I shall have to refer to some of the results in order to outline a prognosis. It is the future, not the past;' that is of most interest to us. Let me be so bold as to say, without further preface, that I am not optimistic as to the near future. .We shall, indeed, have revivals in trade, but they will be delusive if their nature be not 'understood. We shall build hopes and expectations upon political maneuvers and events, only to find in the end that they were folly. In the meanwhile fundamental economic influences will continue to exert their steady and irresistible pressure. The new administratiow at Washington has no magic wand with which to kindle the fires in our idle steel furnaces, or create a million new houses for the people; nor can the premiers of Europe put into motion the spindles of the cotton and woolen mills, or by any incantations compel the people of the Orient to buy goods. The people of the Orient, and of, Europe, and of the two Americas are in the grip of the same economic forces. The readjustment has proceeded further in some parts of the world than in others. In the United States I do not think we, have gone more than over the threshold. I shall tell you why 1 think thus, but in telling you I shall be limited, in view of the immensity of the subject, to a series of bald statements, without much elucidation.

McLaUghlin, San Francisco, Ca1.—It seems to me that Mr. Snelling's work, if it is what it appears to be, is one of the most important contributions to petroleum technology that has been brought out in the last 25 years. If his end products are what they seem to be, he has made. a discovery, which, in my judgment, will revolutionize the petroleum industry. As to industrially carrying out these processes I do not think there is the slightest difficulty, for I have had some work recently where crude oils were handled successfully at a temperature of 750" F, and pressure of 750 lb. per square inch. William A. WillIams, San francisco, Ca1.—What metal did you use, Mr. McLaughlin? A. C. McLauGHILIN.—Ordinaly seamless tubing, extra strong. William A. Williams.—Tests were made in Dr. Rittman's experimental plant at Pittsburgh, upon samples of residuum furnished by Mr. Bell, the residuum being the remainder of the crude oil after the lighter fractions had been removed. After the material had been run through Dr. Bittman's plant, yields of from 43 to 58 per cent. of material, boiling under 150" C. were obtained. The distillate had a peculiar odor, due to the presence of benzene, toluene, and other unsaturated hydrocarbons. W. N. Best, New York, N. Y.—What is the difference between the Rittman and the Snelling process or system? William A. Williams.—he fundamental difference is that reactions take place under relatively higher temperatures and pressures and with none of the oil present in its original or liquid state, while the reactions secured by Mr. Snelling and other investigators have been from the liquids in the presence of some vapors. Under such conditions as Mr. Snelling operates, the temperatures and pressures used are limited and the flexibility in the control of these variables is extremely limited when compared with the Rittman process.

A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Robena No.4, located near Waynesburg, Pennsylvania. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. With present instrumentation, the spectrum can be covered from 40 Hz to 400 kHz. It is recorded using broad-band analog magnetic tape, and the noise data are later transformed to give spectral plots. The other technique records noise envelopes at several discrete frequencies for a sufficient amount of tine to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and amplitude probability distribution plots. The general results are that at frequencies below 10 kHz, power line noise within the mine is severe. Impulsive noise is severe near arcing trolleys, and at lower frequencies near any transmission line. Carrier trolley phone signals and harmonics are strong throughout the mine whenever the trolley phone is in operation. Additional information beyond that included in this report may be obtained from the authors, who are with the Electromagnetics Division of the National Bureau of Standards.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings
