(communication to the Secretary): I have been specially interested in Mr. Drake's valuable contribution to our knowledge of the Chinese coalareas, as I had occasion, about a year ago, to make a reconnoissance over some of the coal-fields in the Yangtse river valley. I noticed, as he appears to have done, certain peculiarities which may eventually prove to be characteristic of the Chinese coal-measures, at least in central and northern China. The most striking feature, perhaps, is the invariable proximity of the great granite masses to those coal-deposits which have an anthracite character. In common with all other anthracite areas elsewhere, the Chinese show evidences of profound stratigraphical disturbances. The sedimentary rocks are folded, faulted and dislocated in a manner similar to those of the Pennsylvania anthracite-regions. It would seem that the intrusive granite had much to do with converting the original bituminous into present anthracite. The action of the granite was probably direct as a conveyor of heat, and indirect as dynamic force in dislocating, overturning, and compressing the coal-measures. My stay in China was unfortunately cut short, so that I was unable to collect fossils, or to give this highly interesting and important subject more than passing attention. Cholnoky* and Richthofen are practically agreed that these granite eruptions took place during the Tertiary period—probably the Eocene. This profound tectonic movement has had a most important effect upon the geological conditions in central and northern China, and will be, I am sure, a potent factor in the economic development. Evidences of disturbances and metamorphism are very abundant in the anthracite-areas of the Yangtse valley. I noticed the coal in them, as did Mr. Drake in northern China, to be often flaky and " slickensided."

This Bureau of Mines report describes a study conducted to determine the relationship of mineral habit to particle size and shape characteristics for prismatic, acicular, fibrous, and asbestiform varieties of tremolite. Particle measurements were made with the petrographic microscope at X 1,250 and the scanning electron microscope at magnifications up to X 10,000. All of the varieties of tremolite, upon Wiley milling, produced a significant percentage of particles that meet the Federal regulatory criteria for counting as asbestos fibers. However, only the asbestiform variety gave milled particles that fell into a size range of >10 µm in length and <0.5 µm in width; some medical scientists consider this range significant for production of adverse health effects.

The mines in the eastern part of the now active region of the Tri-State zinc district of Missouri, Kansas, and Oklahoma have unusually acid water, which during periods of moderate or no rainfall is used in the mills to replace losses from evaporation, seepage-, and tailings disposal. Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation, which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation With the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects. The work was under the immediate direction of W. T. Schrenk, consulting chemist, United States Bureau of Mines, and professor of chemistry Missouri School of Mines and Metallurgy, and. Will H. Coghill., supervising engineer of the ore dressing section of the United States Bureau of Mines.

The approximate effective silicon radii in ternary Laves phase alloys with transition elements and silicon were found to range between 1.16 and 1.21A, i.e., considerably smaller than the atomic radius calculated for elemental silicon. The atomic radii were found to increase with the size of the transition element atoms in the structure. It has been noted by Aronsson1 that silicon in solid solution in iron, cobalt, and nickel has an effective CN 12 atomic radius of approximately 1.20Å, a value very much smaller than the CN 12 radius of 1.34Å derived from the interatomic distances in elemental silicon.7 The unusually short metal-silicon interatomic distances in transition element monosilicides and disilicides have been also pointed out by various investigators.1 A similar tendency was observed by Nevitt in Cr3O type silicides.2 Recent work on Laves phases in ternary systems of silicon with transition elements4"8 suggested that extensive Laves phase fields may occur in such systems.8 It has been pointed out by Laves7 that the MgCu2 and MgZn2 type structures lend themselves particularly well for the determination of the effective radii of the component atoms. In these AB2 phases the B atoms are arranged in close packed straight lines, and their distances are related in a simple manner to the lattice parameters.8 The present work was undertaken in order to find out whether or not the B transition element in such AB2 Laves phases can be replaced to an appreciable extent by silicon. In cases where extensive substitution proves to be possible, the "average atomic radius for the B site" at various silicon contents was to be determined, and the effective atomic radius of silicon calculated by extrapolation to complete replacement of the B component by silicon. The following ternary systems were studied: Ti-Mn-Si, Ti-Fe-Si, V-Co-Si, V-Ni-Si, Nb-Fe-Si, Nb-Co-Si, Ta-Fe-Si, Ta-Co-Si, and Mo-Fe-Si. In all of these alloy systems, the Laves phase solid solutions were found to extend over a considerable range of silicon content. As previously reported,4"8 in the V-Co-Si, V-Ni-Si, and Mo-Fe-Si ternary systems Laves phases do occur, even though there are no corresponding binary Laves phases. In stabilizing the Laves phase, silicon acts as if it were decreasing the effective electron concentration of the alloy.8 A more detailed study of the boundaries of the Laves phases in the V-Co-Si and V-Ni-Si systems has been made and will be published elsewhere. In both cases, the elongated Laves phase fields extend parallel to the B-Si side of the composition triangle, clearly showing that silicon is substituting for cobalt, respectively, nickel over a wide range of compositions. The binary Laves phases NbCo2 and TaCo2 have the cubic MgCu2-type structure. It was found that, in both ternary systems with silicon, again the MgZn2-type hexagonal Laves phase is stabilized and that this phase extends to high-silicon contents. In each ternary system at least three Laves phase alloys of the composition A(B1_xSix)2 were used, x here denoting the fractional substitution of the B-transition element atoms by silicon. The alloys, listed in Table I, were prepared by arc melting in argon. Each specimen was water quenched after a homogenizing anneal of 3 days at 110(FC, except for the Mo-Fe-Si alloys, which were annealed at 1200°C. Metallographic examination showed that most of the homogenized alloys consisted of a single phase, although some had minor amounts of a second phase, as shown in Table I. X-ray diffraction patterns were prepared using an asymmetrical focusing camera of large resolution and Fe Ka radiation. The patterns were indexed, and the lattice parameters of the hexagonal Laves phases were determined from the available diffraction lines of highest indices: (213), (205), and (313). The lat-

"""Rock-dust barriers""5 as they are termed in this country, are for the purpose of confining a coal-dust mine explosion to the limited area in which it originates. These barriers were first tested in 1910-1911, with favorable results under the conditions of test, at the French official gallery which was then at Lieven, Department of Pas-de-Calais. Shortly afterwards the Bureau of Mines in the course of its investigation of all practical explosion-prevention methods tried barriers in the Experimental Mine near Bruceton, using the primary form of simple fixed cross shelves 20 inches wide extending over the passageway and laden with rock-dust. The Bureau termed them “Taffanel barriers"" in honor of the director of the Lieven testing station. The trials were made in conjunction with tests of explosibility of different coal-dusts.Experience showed that although the principle of barriers had merit when they were used for secondary defence, the primary form was uncertain in effectiveness. This led the senior author to design mechanically discharging barriers to be operated by the compression air waves which precede the flame of an explosion. For the better understanding of the principal involved, it is pointed out that the advance air waves are what make a coal-dust explosion possible by stirring up the coal-dust from the walls and floor of the passageway. If a barrier can throw inert dust into the air to form a cloud as dense or denser than that formed by the coal-dust, it will neutralize the explosiveness of the coal-dust, and the flame of the explosion will be extinguished. When the flame ceases, the pressure dies away in a short distance if the 'area that had been traversed by the explosion is not large."

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. The Northern Cape Province in South Africa has high levels of annual direct normal solar irradiance and reserves of zinc (Zn) ores. The question arises as to the benefits of integrating renewable solar energy into the beneficiation routes of these reserves. The paper evaluates a novel flowsheet for the production and beneficiation of Zn in this region, maximising localised solar energy as a source for both electricity and process heat. Solar variability is discussed and the cost and benefits of thermal storage in the flowsheets are evaluated by its influence on the levelised costs of electricity and process energy over the project life-time at a possible implementation site. The results of the developed scoping model showed that solar photovoltaic integration to provide electricity for electrowinning without battery storage can lead to more than 10% cost saving on electricity over the lifetime of the project. Additional savings potential was identified when battery storage was included to enable the solar PV system to supply electricity during peak tariff periods. The solar thermal case showed the most promise with savings of 70% on heating costs for casting, while solar PV electricity without storage resulted in a 16% cost saving on heating for casting over the lifetime of the project. Solar PV electricity generation resulted in the avoidance of more than 20% of CO2 emissions from grid electricity use. Solar thermal heating can avoid up to 80% of the CO2 emissions associated with grid electricity use for remelting of Zn cathodes for casting. Em 2009 a ISA, após anos de trabalho sobre este tema, apresentou a norma ANSI/ISA 18.2, formalizando conceitos, definindo metodologias e sugerindo boas práticas. Este trabalho visa apresentar de maneira objetiva tal norma e demonstrar a viabilidade e eficiência de sua aplicação pratica.

"INTRODUCTION The Bureau of Mines nitrogen peroxide process (2) 3/ for extracting manganese from low-grade ores is essentially a two-stage process involving the reversible reactionMnO2 + 2NO2 + 6H2O = Mn (NO3)2 . 6H2O (1).At lower temperatures this reaction proceeds to the rigth and affords a means of dissolving manganece and separating it from unreacted ore. At higher temperatures the reaction proceeds to the left and manganese dioxide is recovered and nitrogen peroxide regenerated for recycling. Evidently, therefore, the energy required for decomposition of manganous nitrate is a matter of practical importance. Similar information for certain other nitrates also is desirable beceuse the nitration step of the process produces appreciable amounts of nitrates of other metals, such as iron, aluminum, magnesium, calcium, and barium, some of which are not broken down in the evaporation and decomposition steps. Thus, a portion of the nitrogen peroxide is not directly available for recycling. Whether or not it is feasible to recover nitrogen peroxide locked in the more-stable nitrates depends partly on the energy required and the conditions necessary for their decomposition.To supply information bearing directly on these subjects, several researches were undertaken at the Pacific Experiment Station: (a) Heats of formation (24, 25, 26) of nitrates of manganese, magnesium, calcium, barium, and aluminum were measured at 298.2° K:; (b) low-temperature specific heats (23), in the range 51° to 298.2° K,, and entropies of nitrates of magnesium, calcium, barium, and aluminumm were determined; and (c) heat contents (21) above 298.2° K. of the nitrates of manganese, magnesium, calcium., and barium were measured. The results of these studies, when correlated by thermodymamic methods, permit evaluation, at any temperature of interest, of the energies required to decomposethe nitrates and furnish information concerning the equilibrium pressure temperature relationships."

"A phosphate beneficiation plant in Utah is using isotope-based Prompt Gamma Neutron Activation Analysis (PGNAA) technology to analyze the entire slurry streams of the incoming feed and final product in order to adjust the flotation circuits in near real time and optimize the plant output. The plant has gained greatly improved visibility/control and has reduced product variability for improved profitability and product quality. This paper takes a look at the economics as well as application details and the difference this technology provides in a phosphate application. SIMPLOT PHOSPHATES INTRODUCTION Simplot’s Vernal, Utah Phosphate Mine and Mill are located in the northeast corner of the state in the Uinta Mountains along US Highway 191, eleven miles north of the town of Vernal. The phosphoric acid and fertilizer plant fed by the Vernal mine is located 94 miles Northeast of Simplot Phosphates in Rock Springs, WY.At the Vernal plant, loader and shovel mining to 85 Ton capacity trucks is done at an annual rate of 3.8 Million tons of ore. Run of mine ore is crushed in a mineral sizer to minus 14 inch diameter at the rate 11,500 tons a day and transported to the SAG Mill’s 130,000 ton surge stockpile by overland belt. ORE RESERVES The ore is a Phosphoria Formation of sedimentary rock type dating to the Permian Age. The ore body rests over a 25 mile area on Weber Sandstone from the Pennsylvania and Permian geologic period. Layers of Phosphate Rock can vary in thickness from 0.3 up to 2.1 feet, alternating with layers of Mudstone. The eastern edge of the ore’s body Panel “G” runs 16 feet deep with a feed grade of 21.5% P205 with lower MgO diluents of less than 2.79%."

The exchange of oxygen between carbon dioxide and carbon monoxide that occurs reversibly on carbon surfaces was studied at temperatures of 750° to 850°C and a pressure of 1 atmosphere. Carbon-14 was used to detect and measure the exchange reaction. The extent of oxygen exchange was a linear function of com- position of the gas mixture, and this relationship was used to evaluate the forward and backward rate constants of the reaction. Equilibrium constants, directly determined for oxygen exchange in this study, agreed well with values in the literature that were derived only by indirect procedures. This result establishes the validity of oxygen exchange in the mechanism of carbon gasification by CO2. Rates of carbon gasification were less than an order of magnitude slower than rates of oxygen exchange. Activation energies for these two processes were 58 and 53 kcal/mole, respectively. The closeness in the activation energies argues against any change in the rate-controlling step over a wide temperature span at atmospheric pressure. The role of CO as a retardant on the CO2-C reaction, and the nature of the carbon-oxygen complex are also discussed in view of the data obtained.

At September 2001 the beneficiation plant at BHP Billiton Iron OreÆs Mt Whaleback mine is set to treat 9.5 million tonnes per annum (Mtpa) of iron ore, 40 per cent better than original design. This paper describes the steps, decision-making processes and innovations used to increase capacity at minimum cost. The plant was designed in 1979 to operate at 1133 t/h for 6000 hours per annum, treating 6.8 Mtpa. Sufficient suitable contact ore was unavailable and feed was finer than planned. The plant was designed with minimum surge capacity between multiple process units. It had never reached design capacity. In 1993 a study by Fluor Daniel to treat increased tonnage resulted in modifications to improve plant operations. Efforts to expand production by increasing reliability did not achieve the desired capacity. NJ Morrow (Pty) Ltd (NJM) conducted a technical audit in 1996 with process evaluation by Mineral Processors. Replacement of operator interface and PLC logic in 1997 made plant operation and diagnosis easier. Involving operators in logic development enhanced their plant knowledge. Fluor Daniel Simulation developed a simulation model of the process. Mineral Processors and NJM reviewed the model findings, recommended metallurgical improvements and developed preliminary designs and costs. BHP Engineering produced a detailed design with a cost estimate of $A34 million. After analysis and revision of the design, a $A10.4 million upgrade to 8.5 Mtpa was carried out. Detailed modifications to the process units, particularly the HM drum plant, allowed significantly higher capacities and improved metallurgical performance. The target capacity was achieved in June 2001. Further modifications are progressing to treat lower-grade ores.

The objective of this rare-earth oxalate study by the Bureau of Mines was to determine systematically by radiochemical techniques what effects, if any, could be attributed to the several variables--temperature, digestion time, acid concentration, rare-earth concentration, oxalic acid concentration, stirring, and the presence of other rare-earth ions. A Latin Square experimental design was used to evaluate statistically some of the variables. Precipitation losses ranged from near zero to about 7 percent, and mineral acid and rare-earth concentration were the predominant factors affecting completeness of precipitation. Quantitative oxalate precipitation of the rare-earth elements was achieved by controlling the experimental conditions as follows: (1) Maintaining rare-earth concentrations above 0.01M; (2) stirring the mixture several minutes after precipitation; (3) using an adequate (two to five-fold) excess of oxalic acid; (4) precipitating at room or iced temperature and digesting for at least 1 hour; (5) avoiding an excess of mineral acid and, if possible, maintaining the pH above 2.0; and (6) avoiding excess complexing agents such as EDTA (ethylenediaminetetraacetic acid). In the past 20 years research aimed at developing more efficient separation and purification techniques applicable to the rare-earth elements and yttrium has been extensive. Common to most of these procedures has been the use of oxalic acid to precipitate this group of elements selectively. However, this particular use of oxalic acid has a much earlier origin; its application in precipitating yttrium was first reported by Mosander (8)4 in 1843. Despite long and popular employment of this technique, only limited and somewhat conflicting data are available regarding the many factors affecting the degree of rare-earth oxalate precipitations.

Selection of delay times to optimize fragmentation has been a controversial topic among researchers and blasting practitioners. This paper reviews previous experimental information and presents the results of new tests conducted in small blocks constructed using a commercial grout. The effect of the delay on the average fragment size, coarse fragmentation and uniformity of fragmentation is discussed. Fragmentation was coarser at extremely short or extremely long delays, while a fairly constant average size was obtained at a variety of intermediate delays. Uniformity, defined as the slope of the fragmentation distribution through the average fragment size, was poor at short and very long delays and relatively constant at the intermediate delays. Some tests attempted to minimize the effect of gas penetration by lining the boreholes with copper tubes. When this was the case average fragmentation changed marginally, while uniformity was significantly affected by delay and was typically smaller than in the unlined tests.

The substantial expansion of previously discovered gas pools was the principal feature of petroleum activity in West Virginia during 1940. At least one new gas pool was discovered and various other successful wildcat completions may prove to be gas-pool openers. Some slight extensions of oil pools were also made. The new productive territory, principally gas, added by these extensions was approximately 33,800 acres. &apos; In general, oil activity was slight because of unfavorable crude prices. Gas activity, on the contrary, increased considerably, although the price of gas did not materially change. The account of operations, as gathered from trade journals and other reporting services, shows that 709 new wells were drilled, resulting in 102 new oil wells with I055 bbl. of daily new produc-tion; 468 new gas wells with 633>g47,000 cu. it. of daily open flow; and 139 dry holes. Also, 91 old wells were drilled to deeper sands, with 143 bbl. and 44,833,000 cu. ft. of added production. On the new wells the oil average was 10.34 bbl, per well per day; and the gas average was 1,354,000 cu. ft. per well per day. On new wells the ratio of dry holes to completions was 19.61 per cent. On deeper drilling to other sands the ratio of failures was 12.I per cent. From an exploratory standpoint, one strictly new gas pool (Lorentz) was opened in Upshur County. Little forecast of its extent or reserve can now be made. The new extensions of various other previously discovered pools, however, give assurance of a new gas reserve that will equal approximately a year of gas demand. In addition to these definite supplies two widely separated Oriskany sand (L. Dev.) wildcats in Jackson County, one of which was completed late in 1940 and the other early in 194.1, may indicate two separate pools or may greatly extend known pools. In south-ern Kanawha County, also, an old Oris-kany-sand well deepened to the White Clinton sand (Sil.) showed a volume of 733,000 cu. ft. and rock pressure of 1800 Ib., giving rather clear assurance that this deep sand, in which only slight quantities of gas had previously been found, should eventually supply much new gas. On the other hand, various deep tests to the Oriskany sand in Harrison, Putnam, Randolph and Wood Counties were totally dry or gave only small volumes of gas, The principal oil wells completed, by counties, were: Calhoun, 15; Clay, Ir; Pleasants, 14; Ritchie, 15; and Roane, 7. Production for the year was estimated by the U. S. Bureau of Mines as 3,444,000 bbl., as compared to 3,684,000 bbl. in 1939. The leading counties in gas-well completions were: Boone, 36; Braxton, 17; Cabell, 25; Calhoun, 16; Clay, 22; Gilm.er, 47; Jackson, 38; Kanatvha, 77; Lincoln, 18; Putnam, 32; IGtchie, 40; and Wayne, 31, Production for the year is estimated by me as I70,000,000,000 cu. ft. as compared to I59,226,000,000 cu. ft.* in 1939. On deeper drilling to other sands the ratio of failures was 12.I per cent. From an exploratory standpoint, one strictly new gas pool (Lorentz) was opened in Upshur County. Little forecast of its extent or reserve can now be made. The new extensions of various other previously discovered pools, however, give assurance of a new gas reserve that will equal approximately a year of gas demand. In addition to these definite supplies two widely separated Oriskany sand (L. Dev.) wildcats in Jackson County, one of which was completed late in 1940 and the other early in 194.1, may indicate two separate pools or may greatly extend known pools. In south-ern Kanawha County, also, an old Oris-kany-sand well deepened to the White Clinton sand (Sil.) showed a volume of 733,000 cu. ft. and rock pressure of 1800 Ib., giving rather clear assurance that this deep sand, in which only slight quantities of gas had previously been found, should eventually supply much new gas. On the other hand, various deep tests to the Oriskany sand in Harrison, Putnam, Randolph and Wood Counties were totally dry or gave only small volumes of gas, The principal oil wells completed, by counties, were: Calhoun, 15; Clay, Ir; Pleasants, 14; Ritchie, 15; and Roane, 7. Production for the year was estimated by the U. S. Bureau of Mines as 3,444,000 bbl., as compared to 3,684,000 bbl. in 1939. The leading counties in gas-well completions were: Boone, 36; Braxton, 17; Cabell, 25; Calhoun, 16; Clay, 22; Gilm.er, 47; Jackson, 38; Kanatvha, 77; Lincoln, 18; Putnam, 32; IGtchie, 40; and Wayne, 31, Production for the year is estimated by me as I70,000,000,000 cu. ft. as compared to I59,226,000,000 cu. ft.* in 1939. The perennial and increasing interest in the chemical behavior of steelmaking slags has led to numerous attempts to formulate the thermodynamic properties of these solutions. The classical view is that of a solution of the component oxides in which certain acidic oxides are more or less completely held in combination with basic or metallic oxides, the nature of the interoxide compounds being derivable from the chemical behavior of the slag or from the mineralogy of a solidified specimen. The known electrical conductivity of slags has pointed to the existence of ions in the solution and a number of attempts have been made to account for the observed facts of slag behavior on the basis of a theory of complete ionization of the solution. It is the purpose of this paper to examine, in the light of ionic theory, a number of recently published series of data on slag-metal and slag-gas equilibria, with the purpose of obtaining a more complete or more satisfactory generalization than has been possible on either of the single bases of simple compound formation or complete ionization. The attempt to formulate the ionic constitution of a complex solution is fraught with many uncertainties. An ion is not something that can be plucked from the solution and examined in detail, nor can its true formula be determined with certainty by any single experimental method. In attempting to express the composition of a slag by various ionic formulas it can be expected that alternative hypotheses of essentially equal merit will present themselves. In the present state of early development of the ionic theory of slags, it may be necessary to make some rather arbitrary choices of ionic formulas in the absence of su- cient information to yield complete certainty. Acids and Bases The classification of slag-forming oxides as acidic or basic apparently dates back into the days of Berzelius. It is difficult to see how the concept could have originated in the early twentieth century when it was fashionable to define an acid or a base as an aqueous solution containing hydrogen or hy-droxyl ions. It is, however, entirely consistent with the modern and more general theory of acids and bases. In this theory, as originally formulated by G. N. Lewis,&apos; a basic molecule is one that has an electron pair which may enter the valence shell of another atom thus binding the two together by the electron-pair bond. An acid molecule is one which is capable of receiving such an electron pair into the shell of one of its atoms. The acid, the base, and the product of neutralization may be either ions or neutral molecules. The product of such a reaction may itself be a base or an acid if it is further capable of giving or accepting an electron pair. Thus a base is a donor of electrons, an acid, an acceptor. In oxide slags the typical and ever-present base is oxide ion, 0-—. In behavior and in importance it is analogous to hydroxyl ion, OH-, which is the typical base of aqueous solutions. There is nothing in the chemistry of slags which is quite analogous to the acid H30+ in aqueous solutions. This is not surprising for in slag systems there is nothing which can be designated as a solvent and no ubiquitous positive ion. The chemistry of slags is in fact more complex than the chemistry of aqueous solutions and the concepts which must be evoked in its study are correspondingly broader. In seeking a basis for a classification of slag-forming oxides as basic or acidic it must be remembered that these terms are not absolute but relative. A substance which acts as a base toward a second substance may act as an acid toward a third. This is less likely to happen among strong bases or acids than among the weak ones; there are numerous examples of weak acids which under the influence of a stronger acid behave as weak bases. Such substances are called amphoteric. A classification of the glass-forming oxides has been proposed by Sun and Silverman² and further developed by Sun3 in which the oxides are arranged in order of decreasing acidity or increasing basicity, each substance being potentially capable of acting as an acid toward substances below it in the list and as a base toward those above it. It is based upon the relative strengths of the metal-to-oxygen bond as determined by the energy required to dissociate the oxide into its component atoms.&apos; Data are available for computation of this energy, at least approximately, for the oxides of slags and glasses. In general those oxides from which it is most difficult to remove the positive atom are the strong acids while those in which it is most loosely held are the strong bases. It is in the latter, of course, that formation of oxide ion occurs most readily as, for example, in CaO which in solution ionizes to form the weak acid Ca++ and the strong base O—. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. He wished to know the scientific basis for every new technological appli-
