Conventional concrete block plastered with a cemantitious coating is the most common material used in the construction of perma¬nent stoppings to direct airflow in underground mines in the U.S.A. All mines experience various degrees of strata convergence depending upon depth of overburden, geological conditions, and type of roof support employed. Strata convergence will cause cracks and joint openings in masonry stoppings, resulting in significant air leakage losses. Where strata convergence is severe, complete structural failure of the stopping can ultimately occur. Reconstruction of damaged or destroyed stoppings adds expensive overhead to mining operations, and even greater expenses are incurred from the additional fan horsepower required to overcome leakage losses. Ideally, a stopping should maintain high resistance to airflow while yielding to strata convergence. By properly incorporating "Max-Seal" polyisocyanurate rigid foam material within the masonry block structure, stopping service life can be increased several-fold in mines experiencing strata convergence problems such as floor heave, roof loading, and lateral rib movement.

Fire has long been a concern for underground mine workers. A mine fire can occur at any time and can result in a partial or total evacuation of mine personnel and the loss of lives. Fires can grow rapidly. Time is the critical element. Prompt detection, timely and accurate warnings to those potentially affected, and a proficient response by underground miners can have a tremendous impact on the social and economic consequence of a small underground fire. Fire preparedness and response have components of technology and people. These components can work synergistically to reduce the time it takes to bring the system back in balance. This report deals with the preparedness of miners to respond to underground mine fires. It is intended to aid the mining industry in understanding the various roles of emergency responders and the training techniques used to increase their skill levels. The report also presents a technology overview to assist in effective response to mine fires.

THE phase Ti2Ni has been described by Laves and Wallbaum,1 who found the phase to be face-centered cubic with 96 atoms per cell, by Duwez and Taylor,2 who confirmed these observations and reported a lattice parameter of 11.333A, and by Rostoker,' who reported the structure to be isomorphous with the double carbide Fe,W,C, type E93, and to have a lattice parameter of 11.29A. In this study a group of isostructural phases has been found among alloys of certain second and third long-period transition elements. The systems investigated included all the combinations of zirconium and hafnium with the Group VIII elements rhodium, palladium, iridium, and platinum. There is evidence that many of these new Ti2Ni-type phases require oxygen for their stability in the temperature ranges in which they were studied. One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications system which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a rela- tively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurements of ambient surface electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal-to-noise ratio at the surface. Numerous C.W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surface magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null in the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

Ten miles from Hartsel, near Antelope springs, in Park county, Colorado, there is a large area of unconsolidated lake-beds, which are interesting because at least a part of the lacustrine sands contains in the aggregate an immense amount of gold. During 1906, one of the arms of this dessicated lake was fairly well prospected with shafts and cuts by an Eastern company to test its value, as favorable amounts of gold had in some instances been found upon it. The claims of the company contain about 5,000 acres of the beds; bat this is only a small portion of them, a south branch from a main body, which is at least 7 miles in diameter, with other and very wide lateral gulches, paralleling the one herein described on the east and west. A certain amount of digging and sampling was done in the outside areas; but the result was evidently unsatisfactory, since the work was discontinued. This section of Colorado has not been studied geologically, and the age of the ancient lake is unknown. It is probably Quaternary. I spent two weeks on the ground, in September

Doug Halbe was active in the audience encouraging people to speak up and keeping everything moving along. So where are they? Were the comments so provocative that they could not be written? Was the profanity so bad (even for miners!) that it couldn't be repeated? It appears that at the first session of the Plant Operators' Symposium a glitch occurred with the recording equipment. Thanks go to everyone who did comment during the dis- cussion period. The People I session had a lot of lively conversation and we are sorry that it will not be printed. However, there is now another reason to hold the plant operators' sessions on a regular basis! Another People session can and will be held in the future.

Delays in the completion of the alterations to the plant at the works of Messrs. Oliver Bros. and Phillips, in Pittsburgh, coupled with the increased demand for metal made from regular Bessemer pig, placing the firm many hundreds of tons behind in their deliveries, prevented Mr. Henry W. Oliver, Jr., from redeeming his promise to place his works at my disposal for further tests of high-phosphorus irons, until May 5th. Upon that date, I assumed charge of the operations in his steel-plant. Mr. Oliver had purchased Neshannock pig as a basis for a supply of phosphorus. My information is to the effect that this iron is made from low-grade Lake Superior ores and mill-cinder, the latter "ore" being utilized to about 40 per cent. of the total mixture. At all events the pig had quite as much phosphorus, and in as varying quantities, as the most exacting could desire. My experiments of last fall had well satisfied me as to the effect of from 0.35 to 0.55 per cent. of phosphorus in the Clapp Griffiths metal. Hence at this time my first trials were directed to

Careful monitoring of the position of the cave front is essential for well-managed block cave mining. Seismic monitoring systems yield 3-D information about the location of fracturing ahead of the cave. However, because the a seismic gap between cave surface and seismogenic zone is of unknown extent, the cluster of micro-seismicity can only yield an upper bound for the cave height. The large velocity contrast between the fractured rock in the aseismic gap and the broken loose material within the cave can be used by an inversion procedure to find a few simple geometric parameters (such as height of the top of the cave) if a simple 3-D shape?for example a paraboloid?is assumed for the cave. Ray-tracing must be used as the large velocity contrasts cause seismic waves to bend around the cave, but the inversion takes the form of a minimization problem in only a few dimensions and so the computational time is feasible. This technique has been successfully tested on realistic synthetic data.

"Inclusions in 316L stainless steel ingots poured using two different upgate designs – a traditional upgate and a swirl upgate - were investigated using SEM and ASPEX automated inclusion analysis. The main inclusions were high SiO2 inclusions, MnS inclusions and SiO2-Al2O3-CaO inclusions. More inclusions were detected at the top of the ingot than other places in vertical direction, and more inclusions were at the edge of the ingot than other place in the radial direction. With swirling upgate there were more K- and Na- bearing inclusions than that with the traditional upgate indicating possible more serious flux entrainment with the swirl upgate.IntroductionIngot casting still is very important for production of special steel grades including high carbon chromium bearing steel, thick plate, seamless tube, forgings, bars, and wire rods [1] . During the bottom teeming process, molten steel enters the trumpet and passes through the spider into the runners. Molten steel then enters the ingot mold through an upgate near the end of the runner. In the early stages of filling a mold, a mold flux bag hung in the mold were burnt and the mold flux will cover the top of the rising steel to protect the steel from being reoxidized, acting as well as act as a thermal insulator. So far, some efforts on studying inclusions characteristics in the ingot have been reported. A review paper on the control of inclusions during steel ingot casting was published by Zhang et al. [2] Zhang also studied Inclusions in bottom-teemed ingots of plain carbon steel and found that the >20µm inclusions originated from either the entrainment of mold flux of the reoxidation during teeming process. [3] The results of Nagendra and Du showed that there were more inclusions in the centre part of the ingot [4]. Eriksson et al reported that the composition of inclusions was more complex in the mold samples in comparison to the ladle samples, and more inclusions in the mold were found than in ladle because of the reaction between the mold flux and the molten steel [5]. It was reported that SiO2-CaO-Al2O3 inclusions originating from mold powder with reoxidation product Al2O3 as a part, and there were more inclusions close to the side wall than the center of the ingot in the radial direction. [6]. A more recent investigation showed that four main types of inclusions in runner samples were classified: oxides, sulfides, complex and carbon-nitrides. [7] The flow pattern in the mold during filling has been found to be an important factor regarding inclusions in the ingot. In the early stages offilling a mold, steel enters the mold through the entry nozzle at a high velocity. The effect of the resulting turbulence on the meniscus can lead to the entrainment of mold flux. Efforts have been paid over the years to find methods to reduce the velocity of the molten steel entering the mold, such as using opening angle of the inlet nozzle [8], using swirl blade at the runner [9], using a divergent nozzle combined with a swirling flow generated in the nozzle [10-11]."

Chemical and mineralogical data on 25 apatitic phosphate ores of diverse origins from commerical deposits around the world were widely variable. From 14 to 18 chemical constituents of each sample were determined, and each sample contained four to ten mineral phases. Altogether there were 34 different mineral phases, many of which occurred in only one sample. Samples contained varieties of francolites, fluorapatites, and mixed hydroxyfluorapatites. The apatite compositions calculated from chemical data showed that certain types of substitutions were characteristic of different apatite varieties, but every variety had some degree of substitution of (CO3)2- for (PO4)3-, and the P205 contents of the apatites ranged from 35.1 %for a North Carolina apatite to 41.9% for a Missouri apatite. In a concentrate with a grade of 32% P2O5, the North Carolina sample should contain about 8.7% gangue and the Missouri sample about 23.7% gangue. To optimize the digestion process of a phosphate ore, it is necessary to consider the dissolution behaviors of different mineral phases during acidulation and their possible effects on chemical properties of a fertilizer intermediate. In the production of wet-process acids or superphosphates, acidulation of certain minerals may cause foaming and formation of sludge, filtration, corrosion, and handling problems.

An acid mine drainage sludge sample containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn was obtained from the central part of West Virginia and leached with sulfuric acid at pH 3 and at room temperature. Air was bubbled through the leach solution to precipitate the iron content from the solution at pH 4.5. The leach solution contained 258ppm Zn, 105ppm Ni, 90ppm Co and 2050ppm Mn. Three distinctive solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA, Cyanex 272, and then Lix 84. The AIO ratio was 1 and the extractants were diluted 10 times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to pH 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

The w phase in zirconium alloys containing more than G pct Nb can form in a difjUsionless manner during quenching or with composition change during aging at temperatures below 550°C. The latter treatment establishes a metastable equilibrium between an w phase containing 5 pct Nb and a ß phase containing 45 pct Nb. The superconducting transition temperat~ire of quenched Z?-10 pct Nb and Zr-15 pct Nb alloys is increased by aging at 375°C and both alloys exhibit the same Tc after prolonged aging. The superconducting transition both in the quenched and in the aged alloys is relatively sharp (occurring ovev a temperature range of <0.5°K), and is interpreted in terms of the microstructure that characterizes the ß-w) mixture and proximity effects postulated for thin-film superconductors. At elevated temperatures alloys of the transition elements from groups 4 to 6 in the periodic table exhibit wide ranges of mutual solubility in the bcc structure. Except for compositions that are high in a group 4 element? the bcc structure can be retained at room temperature by quenching and several systematic studies of the influence of composition on superconductivity in bcc alloys have been reported.&apos;&apos;2 The high-temperature bcc form (ß) of the group 4 elements—titanium, zirconium, hafnium—is not retained upon quenching but instead transforms marten-sitically to the hcp structure (a). The Ms temperature can be lowered by alloying the group 4 metals with a solute from a higher group and with a critical amount of solute the martensitic transformation can be suppressed. The 3 phase, however, is not retained without modification. Rather, a metastable phase, w (in particular in titanium- and zirconium-base alloys), occurs over a fairly wide range of compositions above that required for suppression of the martensitic transformation.3,4 As in the formation of a, the transformation of ß to w occurs in a diffusionless manner during quenching and the temperature for its initiation (ws) is lowered by increasing solute content. The ws temperature can be well below room temperature and reversibility of the transformation allows w that forms on cooling to low temperatures to disappear again when the sample is returned to room temperature.5 In Zr-Nb alloys the w phase can also be formed during aging at temperatures below 550°c.5 In this treatment, a metastable equilibrium is established between a niobium-rich ß phase and a zirconium-rich w phase. The present study of Zr-Nb alloys was undertaken to examine the influence of microstructure: as controlled by composition and heat treatment, on the superconducting transition temperature, Tc. MATERIALS AND PROCEDURE The alloys were prepared from zirconium crystal bar that was spectrochemically pure except for 30 ppm of Al, 40 ppm of Cu, 100 ppm of Fe, and 1 ppm of each B and Pb. The niobium used was 99.5+ pct pure containing according to the suppliers&apos; (Stauffer Chemical Co.) analysis a maximum of 50 ppmO, 60 ppm of N, 30 ppm of C, 5 ppm of H, 200 ppm of Ta, 50 ppm of Mo, and 15 ppm each of Fe, Co, and Ni. The alloys were prepared in the form of buttons weighing approximately 4 g by arc melting on a water-cooled copper hearth in an inert-gas atmosphere. All alloys were heat-treated in the ß-phase region for 3 days at 1000°C and water-quenched. For heat treatment, the specimens, 0.5 cm in diam by 1.0 cm long, were wrapped in zirconium foil and sealed in an inert-gas atmosphere inside quartz capsules. Quenching was done by breaking the capsules under water. Subsequent aging treatments of Zr-10 pct Nb and Zr-15 pct Nb alloys were done by placing the specimens in a lead bath at 375°C and quenching in chilled brine. The phases present in the quenched and aged alloys were identified by optical and X-ray metallography. X-ray powder patterns were taken at room temperature with a 114.6-mm-diam Debye-Scherrer camera and CuK-a radiation. Superconducting transition temperatures were determined from magnetic-permeability measurements6 in a 10 oe field. The superconducting transition temperature was determined from a plot of galvanometric deflection as a function of temperature by extrapolation of the linear portion of the curve to zero deflection. In Figs. 1 and 3 the arrows indicate the temperature range of the transitions. RESULTS AND DISCUSSION Superconductivity in Quenched Alloys. In Fig. 1 Tc for alloys quenched from 1000°C is plotted against nominal composition. Indicated also in Fig. 1 are results of metallographic studies. Alloys containing less than 5 pct Nb transform martensitically to a during quenching from 1000°C and Fig. 1 demonstrates that Tc increases significantly as the niobium concentration in a is increased. On the basis of the Bardeen-Cooper-Schreiffer theory of superconductivity7 it seems most likely that this increase in Tc results from an increase in the density of electronic states as zirconium is alloyed with niobium. This increased density of states has been revealed clearly in low-temperature specific-heat measurements.8 The martensitic transformation to a is suppressed when the alloy content exceeds 5 pct Nb. This Bureau of Mines report provides information on 138 waterflood projects in Wyoming. Injection was in 25 producing zones and 65 fields. Specific data presented include field location, discovery and development, water supply and injection, oil and water production, estimates of oil in place, and oil recoveries by primary and secondary methods. The 138 projects studied will, if successful, recover about 800 million barrels of secondary oil. Almost all of the injection water is from deep water wells.

OUTPUT of carbon black in 1959 increased in all producing States except New Mexico. The national increase was 20 percent. Domestic sales and exports increased 22 percent and 16 percent, respectively, resulting in a 21 percent gain in sales. Sales to the rubber industry, which purchased 95 percent of the domestic output of carbon black, increased 23 percent. Sales to all other major consumers also increased. Stocks decreased 82 million pounds during the year. [ ]

Biodegradation of cyanide by microorganisms isolated from solids previously exposed to cyanide has been investigated. Initial sodium cyanide concentration was 300 ppm at pH 10.5. The kinetics of biodegradation were found to be first order with respect to cyanide concentration, and the overall reaction rate constant is k = 0.102 day-1. The activation energy and the frequency factor were determined to be { A }Ea = 5.45 Kcal/mol and A = 1.28 x 10-2 sec-1, respectively. Based on these values, thermodynamic properties of an intermediate activated complex were assessed. All tests resulted in cyanide concentrations less than 0.1 ppm in about 35 days at 250C, whereas at 350C the time of biodegradation to reach this cyanide level was 30 days. Kinetic data were also established to relate biodegradation to amount of inoculum. The maximum theoretically-attainable rate, Vm , and the optimum amount of inoculum, K , were determined to be 4.8 x 10-4 M NaCN/day and 7.5 % of amount of inoculum. With respect to the mechanism of biodegradation, cyanide was shown to decompose to carbonate, bicarbonate and ammonia. Titrimetric analyses revealed concentrations of 5.6 x 10-3, 4.8 x 10-3 M, and 70.2 ppm for carbonate, bicarbonate and ammonia, respectively. The average cell population was determined to be 3.75 x 108 cells/mL.

Research investigations conducted on five ore samples show the applicability of heavy liquid separation (HLS) techniques to mineral processing. Under proper operating conditions, semicontinuous tests in small fluid cyclones yielded 90 percent sink-float concentrates with recoveries exceeding 90 percent on minus 35-mesh ore samples of kyanite, potash, spodumene, fluorspar, and beryl. Although none of the ores were examined in detail, their response to this novel concentration method provides basic examples that are typical of the process. Various aspects of cyclone design and operational characteristics of heavy liquid cyclone circuits were studied which demonstrated the flexibility of HLS by using multiple units connected in series. A comparison of two heavy liquid solutions, tetrabromoethane and methylene bromide, exhibited their individual advantages and limitations. Unique problems relative to this process are discussed including liquid viscosity, mineral composition of the ore, toxicity, and material handling hazards.

MANY of the factors influencing the creep behavior of ferrous alloys have been investigated and reported upon in the literature, including such variables as grain size, steelmaking practice, nature and stability of the microstructure, and the effect of alloying elements in steels. However, with respect to the latter, the microstructures involved are usually heterogeneous and as a result the effect of the addition is related to its effects on the various phases present in the microstructure. In the instances where this structure consists of ferrite and carbide, the behavior of the alloy addition will be related to its action in strengthening ferrite and in opposing temperature softening of ferrite as well as coalescence of carbide. The present paper is the third in a series comprising a comprehensive review of investigations on the properties of iron binary alloys. 1.2 Its purpose is to describe the results of isolating one microstructural phase, namely ferrite, and studying its creep characteristics in both the unalloyed and alloyed conditions. This should aid in establishing to a large degree the importance of ferrite in the creep behavior of steels consisting of the previously mentioned ferrite-carbide aggregate. REVIEW OF PREVIOUS WORK In view of the fact that the present investigation deals only with the effects of silicon, manganese, chromium, molybdenum, nickel, and cobalt, and to a certain extent with the effects of carbon, the review of previous literature will be confined to these elements. Practically no references were encountered dealing with the influence of these elements on the creep characteristics of the isolated phase. However, various contributions have dealt with the creep behavior of low-carbon steels alloyed with the elements under consideration. A particularly concise review in this respect is given by Bullens (Battelle)3 and much of this material has been drawn upon. The definite improvement in creep resistance and high-temperature strength conferred by molybdenum is well known. Published suggestions by the A.S.M.E.4 permit of an increase of some 2000 to 5000 lb. per sq. in. in permissible design loads over a temperature range from 650° to 1000°F. as a consequence of additions of 0.40 to o.60 per cent of this element in carbon steels of the order of o.25 to o.35 per cent carbon content. Babcock and Wilcox Tube Co.5 has published data showing the pronounced increase in stress necessary to cause one per cent creep per 10,000 hr. when additions of 0.5 or 1 per cent molybdenum are made to a plain carbon steel. These data apply to temperatures over a range from 800° to 1000°F.

11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth&apos;s surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. The AusIMM is concerned about the longer tem sustainability of the minerals sector in Australasia. Our contention is that the sustainability of the sector is at risk if we do not: &nbsp; ò encourage more exploration in Australasia by removing impediments and&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp; increasing incentives; ò fund our university and research centres appropriately to increase both our &nbsp; prospectivity, and our processing efficiencies; and ò manage our human resources better. &nbsp; This paper will focus on how we can better manage our human resources to assist in ensuring sustainability of the sector in Australasia . &nbsp; From a production point of view: &nbsp; Economic output = f (Land, Labour, Capital, Environment) where Land refers to all of the natural resources used in production. As well as land itself it includes water, forest, fisheries, oil, gas and mineral deposits. Labour refers to the skills and capabilities used by humans in the production process. Capital describes all of the manufactured aids used in the process of production1. The challenge for management is to ensure maximum efficiency and effectiveness of labour in the production process whilst maintaining sustainable development. &nbsp; The 1992 Rio Summit defined sustainable development as maintaining and enhancing: &nbsp; ò natural capital û defined as all natural resources, both environmental and &nbsp; those of traditional economic value; ò manufactured capital û made by human kind, including produced goods,&nbsp;&nbsp; &nbsp; infrastructure and built environment; ò human capital û defined as the health, well being, intellectual capabilities and &nbsp; spiritual welfare of individuals; and ò social capital û defined as social relations and consultations within and &nbsp; between societies, their norms and functionality2. &nbsp; The minerals sector in Australasia has successfully focused on the technical aspects of each of these components of sustainable development with primary attention applied to natural capital and efficient utilisation of manufactured capital. The technical aspects of human capital and social have also been addressed through an emphasis on occupational health and safety and interaction with local communities however I suggest that, to date, insufficient emphasis has been placed on labour (human capital) to maximise economic output1. &nbsp; It has become increasingly common practice to identify land as natural capital, labour as human capital and capital as physical capital. That is labour has been treated as a commodity rather than an opportunity to create a comparative advantage and this will be the greatest challenge for mine management to show leadership over the next decade of the 21st Century. &nbsp; This paper will outline characteristics of the sector which are relevant to the management and utilisation of labour, outline the outcomes of recent AusIMM surveys, review the reasons for the current and future anticipated skills shortages, some innovative responses to the challenges and finally, suggestions on how mine management can show leadership.
