This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The object of this investigation was to compare the arsenical antimony-lead alloy with some of the regular bearing-metal alloys. With this end in view, the following tests were made: 1. Many copper processing flowsheets in the Democratic Republic of Congo include the leaching of oxide ores containing copper and cobalt, copper solvent extraction, copper electrowinning, and precipitation of cobalt salt. Recently, cobalt price gained momentum, driven mostly by the fast-growing electric vehicles battery market. The ore blending scenarios tend to prioritise high cobalt grade ore, whatever the content of copper and other impurities. Therefore, many copper solvent extraction circuits are running below design capacity. The variability of feed induces a variability of the leach solution with respect to copper, manganese, and silica contents. It is thus important to adjust hydrodynamic and metallurgical parameters of the solvent extraction plant to optimise metallurgical performance, production cost, and the quality of the copper electrolyte. This paper presents some results on how solvent extraction plant parameters have been managed in two solvent extraction plants running with lower than designed copper input. INTRODUCTION Referring to a report of the chamber of commerce of the Democratic Republic of Congo (DRC) the online publication Agence Ecofin (2019) indicated that the DRC ranks in the fifth position of the world top copper producing countries with over 1.2 million tons produced in 2018. The same year, 66% of the world’s cobalt was produced in the DRC at over 106,000 tons. If the political situation remained stable and the new tax regime introduced in 2018 did not deter private investors, copper production could reach 1.4 million tons/a in 2020 as pointed out in Mining.com (2019). Forecast figures for DRC cobalt production vary widely depending on analysts. The DRC online magazine Actualité.cd (2018) referring to a ministerial source forecasts over 141,000 t cobalt/a for 2020. The reality will depend on many factors, including the selling price, the supply compared to the demand, and finally the reaction of investors to the new DRC tax regime. The growing electric vehicle batteries market has been the major key driver of the price of cobalt. The five years historical cobalt price graph in figure 1 from infomine.com (2019) shows that the price of cobalt peaked at over 40 USD/lb in the first quarter of 2018. Cited by the online Magazine Creamer Media, Smith (2019) has indicated that the long-term demand of cobalt will likely remain strong.

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

The history of the use of calcium aluminates in mining is discussed including a review of very rapid hardening concretes, anchoring using cement capsules and pumped ground control systems. Specific reference is made to the long term performance of highly abrasion resistant orepass lining in South Africa and the use of rapid hardening materials for a range of applications in Australian coal mine where water infiltration creates difficulties or where rapid repair or return to service is required. The topics covered in detail are, high strength abrasion resistant concretes with a 20 year, 30 million ton ore pass life. Rapid reinstatement of wet and worn roadways using mineral dewatering and rapid roadway rebuild solutions, all in I maintenance shift. The different applications are illustrated using examples from operating mines.

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

This paper presents laboratory experiments conducted on hollow cylinders samples. The advantage of such a geometry is to approach in situ conditions around cylindrical openings (lined galleries, boreholes, ...). Many authors have been interested in this kind of problem, especially for borehole stability applications (for references see Guenot 1987). However, as long as we know, time-dependent behavior has not been well studied. For this purpose, we have set up two different types of tests on a deep clay : - Quick unloading test, to assess the influence of unloading rate on mechanical response and the failure modes. - Creep and relaxation test, to compute the time dependent overall deformation of the hole wall as well as to plot long term convergence-confinement pressure curve. The experimental results are then compared with those given by a theoretical model developed in our laboratory, well fitted with the tested material.

Por ello, el presente texto señala la optimización del oro control de Tintaya a través de la metodología Six Sigma, donde se logra mejorar el proceso desde el muestreo de blasthole hasta el envío de mineral a las plantas, se minimiza los eventos de fuga de mineral a los botaderos y con la data confiable de los blasthole, se elaboran modelos de corto plazo que permiten generar planes predecibles de minado.

Resin bolt performance is dependent on the size of the resin annulus, i.e., the difference between the hole and bolt radii. The majority of the millions of resin roof bolts installed each year in the United States employ an annulus of 3.175 or 4.775 mm (0.125 or 0.188 in.). Short encapsulation pull tests with resin annuli of 3.175 and 2.413 mm (0.125 and 0.095 in.) resisted an average of 0.08 t/grouted mm (2.25 st/grouted in.) with no significant variation. Resin loses to simulated fractures increased as annulus size decreased.

T.P. 1958 D. H. DAVIS.*-Mr. Carris has ably pre¬sented the problems of coal preparation, particularly those brought about as the result of increased mechanical loading. Many mines are now crushing the run-of¬-mine raw coal through 12 or 15 in. immediately after it is dumped from the mine car and before it is handled by conveyors. At certain mines the removal of large slate mechanically has been solved by the installation of scalping screens consisting of bars or rails set at spacing of 12 to 15 in. on the top deck of the main raw-coal sizing screen. At the plants where these are in use, the plus 12 or I5-in. raw material contains 60 per cent or more free rock or slate, so that it is easier to pick coal than to pick rock. After the screening at 12 or 15 in. is accomplished, the oversize material is diverted to one side of the shaker, where a picker allows the refuse to pass off the shaker into a chute and guides the coal back onto the shaker. After the large rock has been removed, it is then advisable to reduce the size of rock by crushing before putting it onto a conveyor. A great saving in picking labor has been made by the use of such scalping screens, which in addition has maintained the plant capacity when handling a dirtier feed. The great increase in percentage of coal under 1/4 or 3/8 in., coupled with a greatly increased percentage of free impurities in this size, is the most serious problem that has been brought about by mechaniced loading. Many plants that formerly prepared good quality 1/4-in. to o or 3/8-in. to 0 slack by air¬cleaning are faced with installing facilities for wet-cleaning mechanical and heat-drying and water clarification. The change to wet prepa¬ration of fines usually affects the marketing problems for many coal companies. There will also be problems involving wastage of fine solids and stream pollution. Much work will be necessary for improvements in present practice. Pneumatic and electrostatic methods for cleaning fine coal should receive consider¬able attention in an attempt to avoid wet¬cleaning of fines. The preparation supervisor and the plant personnel should not be satisfied merely to run the cleaning-plant machinery and assume that the job will be done for them. Coal is a heterogeneous substance and in many instances is constantly changing. This is more true when full-seam methods are in use. Only persons trained to observe closely and make the necessary changes in plant operation will be able to solve the many problems that will be imposed on the preparation plants. The plants will require skillful and observant operating men. With full-seam mining methods, seams of roof coal will often be mined. Under the former mining systems these strata were not mined and frequently they contain a high per¬centage of bony and banded partings. The mining of this coal will greatly alter the washability and specific gravity characteristics of the feed to the plant. Often the percentage of 1.40 to 1.60 sp. gr. increased from 3.5 to 7.5 per cent, or nearly a 1.0 per cent increase in the ash content of the 1.60 sp. gr. float coal. Thus the cleaning problem is much more difficult, and it is unlikely the same ash content of cleaned coal can be produced as before without a decrease in recovery or the produc¬tion of a "middlings" product. Los CMC´s están integrados por trabajadores de un mismo proceso, a quienes se capacita en el manejo de herramientas, técnicas y metodologías de la calidad, con la finalidad de realizar mejoras en los procesos. En ese sentido, en la compañía minera La Poderosa, la administración es participativa y el directorio difunde las políticas, para lograr la rentabilidad de la empresa. Así también, los mandos medios definen los objetivos y estrategias, desplegándola en cascada a la supervisión y estos a su vez, al personal de línea. Este concatenamiento de responsabilidades y la participación de los CMC´s aseguran el alineamiento y control de la gestión.

Boron nitride, BN, has been identified in boron low-carbon steels by means of light microscopy, electron microscopy and diffraction, and chemical analysis. This boron nitride is responsible for strain aging suppression in these steels through the removal of nitrogen from solution; however, small oxidizing potentials which result in deboronization In the austenitic temperature range also result in boron nitride decomposition and the subsequent occurrence of nitrogen strain aging. THE addition of boron to low-carbon steels is an effective means of eliminating the detrimental effects of strain aging;',' however, the mechanism by which boron suppresses strain aging has not been established. In studying the effect of heat treatment on the strain aging of boron low-carbon steels, Butler3 found that no detectable nitrogen was present in the ferrite solid solution after various heat treatments even though the total nitrogen analyses of the steels were 0.003 pct N. Apparently the function of boron in suppressing strain aging is the removal of nitrogen from solution to form a relatively stable second phase. A clue to the identity of this phase was found by Speight4 who extracted from an aluminum-killed boron steel an acid insoluble residue which contained boron and nitrogen in proportions corresponding to the compound, BN. Shyne and Morgan5 found that the addition of nitrogen to a hardenable boron steel lowered its hardenability in a manner which suggest-d the presence of nucleating particles (presumably BN) even at high austenitizing temperatures. Although this indirect evidence for the presence of boron nitride in boron steels has been found, the compound was not identified metallographically as a separate phase in these steels. Because boron has an affinity for oxygen comparable to that of silicon,5 boron steels must be thoroughly killed with aluminum in order to prevent the reaction of boron with oxygen.7 The affinity of boron for oxygen also is demonstrated through the ease of deboronization of a boron steel in an oxidizing atmosphere. Digges, Irish, and Carwile8 found that a mixture of wet natural gas and air caused both deboronixation and decarburization of a boron steel at 1900°F. The boron content rose at the surface of the steel due to the formation of boron oxide. Shyne and Morgan9 encountered deboronization at much lower oxygen potentials; loss of boron occurred in steels treated at 1750o F under argon purified to 0.0014 pct 0, even though decarburization did not occur. Boron oxide, B2O3, is much more stable than the nitride, BN, as is indicated by the standard free energies of formation at 980oC: -235 kcal per mol of B2O3 (liquid) and -28 kcal per mol of BN (crystal). It is evident that the oxygen potential must be kept low in the presence of BN in order to prevent its decomposition and the subsequent formation of B2O3' The purpose of the work described in this paper was to identify the nitride phase responsible for the removal of nitrogen from solution and to study its stability under oxidizing conditions. IDENTIFICATION OF BN In order to identify the phase containing boron and nitrogen, several alloys high in boron and nitrogen were made up in a small vacuum furnace. In alloys 3 and 4, Table I, electrolytic iron was used as a charge material. Boron additions were made in the form of 18 pct B ferro-boron after the iron was molten. Theory and practice are described for a new processing method capable of precise mineral separations based primarily on differences in particle specific gravities at specific gravity split points from 1.5 to 21.0 and beyond. Separations are analogous to those achieved using rotating heavy media, except that the effective specific gravity of the fluid is created magnetically using a relatively dilute, low-viscosity, water-based magnetic fluid. Results reported here for a large, laboratory flow-through separator include: 1) 99% grade with 97% recovery in single pass separation of a suite of heavy minerals from quartz at I0 kg/h, 14 tph/rm2 of duct cross section, 2) 90% grade and recovery in single-pass separation of mixtures of sand-size, non-magnetic rutile (4.23 specific gravity) and zircon (4.72 specific gravity) at throughputs of 35 kg/h, 47 tph/rm2 of duct cross section, 3) partition curves having Ep90-10 transition widths 5% or less of mineral specific gravities, and 4) essential confirmation of the theory.

Sustainable development is at odds with reality in the minerals industry. Increasing world population and aspirations are leading to increased energy and mineral consumption. Non-renewable fossil fuels are being exploited at a much faster rate than they are being discovered. Mineral reserves are diminishing and of lower grade. Despite recycling, many of the economic reserves of the rarer metals on which technological society has come to depend are being depleted, and many of the bulk metals are being exploited at ever increasing rates. And yet, mining continues, with a long-term downtrend in commodity prices, matched by more efficient mining and processing. Will society turn to a low carbon economy before fossil fuels are depleted? Will prices come to better reflect the full cost of mineral production? Will technology save us, or is it at the root of the problem? The key drivers continue to be an ever increasing aspirational population and the law of supply and demand, rather than sustainability considerations. The paper illustrates this with examples of worldwide and Australian data.

A simulação da evolução microestrutural, durante a etapa de acabamento, na laminação de tiras a quente de aços carbono, através do software DEFORMTM3D, foi estudada para prever a carga de laminação, distribuição de temperatura, de deformação e de tamanho de grão. A boa concordância dos valores da carga e temperatura na simulação com os valores da literatura, mostra que o presente modelo é viável para representar o processo de laminação. A deformação acumulada próximo à superfície foi maior quando comparada a da região central da tira laminada, indicando uma distribuição heterogênea da deformação, que diminui com a evolução do processo. O aumento da fração de recristalização dinâmica (DRX) e a diminuição do tamanho de grão foram mais significativos nos primeiros passes. Além disso, houve uma fração de DRX maior e um tamanho de grão menor próximo a superfície da tira, esta diferença no tamanho de grão, no sentido da espessura, também diminuiu com a evolução do processo. Estes resultados sugerem que múltiplos passes podem diminuir a não homogeneidade microestrutural da tira. Assim, este estudo mostra a eficácia do modelo microestrutural em predizer o comportamento do material em um processo de laminação a quente.

The paper provides a brief review of a multivariate uniform conditioning and a localized multivariate uniform conditioning (LMUC) technique, and presents a production reconciliation case study based on a porphyry copper-gold deposit in Peru. The reconciliation study compares the longterm LMUC mineral resources model (typical of new mining projects, which are invariably based on drilling data on a relatively large grid) to the corresponding production blast-hole grade control model, as well as the final plant production.

The Bosphorus Rail Tunnel Project, located in Istanbul, Turkey, aims to provide a Euro-Asian rail link, via an immersed tube tunnel crossing the Bosphorus Strait, along which will run all commuter, freight and intercity passenger trains of Turkish State Railways (TCDD), as well as the future extension to the European rail network. The total length of upgrading and new railway construction will be approximately 76 km. The main structures include the immersed tube tunnel; mechanised shield tunnels; new Austrian tunnelling method (NATM) tunnels; cut-and-cover, at-grade and retained-cut/fill structures; and some service structures. This paper discusses Phase 1 implementation of the project, one of the major transportation infrastructure projects in the world today, whose varied structures present stimulating engineering and construction challenges.

The performance of the Renison tin concentrator was assessed in detail for two arrangements of the three available ball mills. With two mills used for primary grinding and the third for regrinding table tailing, the concentrator recovered 65.3 per cent of tin in the three tin concentrates produced by tabling, vanning and flotation at a calculated overall grade of 37.5 per cent tin prior to batch dressing. In the second arrangement one mill was used for primary grinding and two mills for separate regrinding of table tailing and sulphide concentrate. The metallurgical effective- ness of the change was somewhat obscured by unintended changes,i.e. an increase in the assay of the fresh feed from 1.38 per cent to 1.1+6 per cent tin and unresolved changes in the sulphide rougher flotation and tabling. However, using the results from a detailed size by size analysis of the behaviour of ore components in appropriate parts of the plant, it proved possible to show that, had the two unintended changes not occurred, up to 5 per cent
